This article examines why and how China’s environmental vertical management reform has been carried out and how well it helps to improve the implementation of local policies. By applying the theoretical framework of ‘dynamics, strategy, and capacities’ in Hebei province as a case, the changes in the policy process have been fully revealed. The article concludes that the reform shows the character of selective centralization in decentralization, which facilitates the establishment of a degree of standardization in policy implementation. However, a new phenomenon of ‘selective implementation’ has been spotted which severely distorts the actual results of this reform.

In pursuit of a preventive therapeutic for maternal autoantibody-related (MAR) autism, we assessed the toxicity, biodistribution, and clearance of a MAR specific peptide-functionalized dextran iron oxide nanoparticle system in pregnant murine dams. We previously synthesized ~15 nm citrate-coated dextran iron oxide nanoparticles (DIONPs), surface-modified with polyethylene glycol and MAR peptides to produce systems for nanoparticle-based autoantibody reception and entrapments (SNAREs). First, we investigated their immunogenicity and MAR lactate dehydrogenase B antibody uptake in murine serum in vitro. To assess biodistribution and toxicity, as well as systemic effects, we performed in vivo clinical and post mortem pathological evaluations. We observed minimal production of inflammatory cytokines—interleukin 10 (IL-10) and IL-12 following in vitro exposure of macrophages to SNAREs. We established the maximum tolerated dose of SNAREs to be 150 mg/kg at which deposition of iron was evident in the liver and lungs by histology and magnetic resonance imaging but no concurrent evidence of liver toxicity or lung infarction was detected. Further, SNAREs exhibited slower clearance from the maternal blood in pregnant dams compared to DIONPs based on serum total iron concentration. These findings demonstrated that the SNAREs have a prolonged presence in the blood and are safe for use in pregnant mice as evidenced by no associated organ damage, failure, inflammation, and fetal mortality. Determination of the MTD dose sets the basis for future studies investigating the efficacy of our nanoparticle formulation in a MAR autism mouse model.

We use Faraday waves to measure interfacial tension σ between two immiscible fluids, with an interest in (ultra)low values of σ. The waves are excited by vertically oscillating the container in which the fluids reside. Using linear stability theory, we map out the accessible range of interfacial tensions. The smallest value (σmin ≈ 5 × 10-4 N/m) is limited by the joint influence of gravity and viscous dissipation. A further limitation is posed by the greatest accelerations that can be realized in a laboratory. We perform experiments on a water-dodecane interface with an increasing concentration of a surfactant in the water layer that decreases the interfacial tension into the ultralow domain [σ = [Formula: see text](10-6 N/m)]. Surprisingly, the smallest measured wavelength is larger by a factor of 2 than that predicted for vanishing σ. We hypothesize the effect of transport of the surfactant in the fluid flow associated with the waves.

This study uses a diagnostic and multidisciplinary water governance assessment framework to examine the main factors influencing water cooperation on the shared Mountain Aquifer between Israel and Palestine. It finds that effective cooperation between Israel and Palestine is unlikely in the foreseeable future if both parties persist with the business-as-usual approach. What constrains the two parties from achieving consensual agreement are political tensions, the constraints of current technology, the different perceptions of the value of the shared water, the mistrust between the two parties, the lack of external enforcement mechanisms, and the impacts of the domestic political environment.

Chromium promotion of iron oxide based water-gas shift (WGS) catalysts prepared via co-precipitation/calcination was investigated. Mössbauer spectroscopy and XRD evidence that chromium is incorporated in the calcined hematite (α-Fe2O3) precursor irrespective of the doping level (0−12 wt.%). CO-TPR shows chromium delays the reduction of hematite and the active magnetite (Fe3O4) phase. WGS activity was evaluated under realistic conditions for 4 days. Enhanced CO conversion was observed with increased chromium doping. Mössbauer spectra indicate that chromium incorporates into octahedral sites of magnetite and prevents reduction of Fe3+ to Fe2+ during formation of the active phase, leading to an increased Fe3+/Fe2+ ratio in octahedral sites. The higher Fe3+/Fe2+ ratio did not affect the high CO conversion associated with the structural stabilization mechanism of Cr-doping. Interpretation of the Mössbauer spectra was supported by computational modelling of various chromium and vacancy-doped magnetite structures. The bulk structure of an in situ prepared chromium-doped high-temperature WGS catalyst is best described as a partially oxidized chromium-doped magnetite phase. No surface effects of Cr-doping were found.

Land cover monitoring efforts are important for resource planning and ecosystem services in many countries. Collect Earth Online (CEO) is a new, free open source and user-friendly software tool for land monitoring. It is the product of a collaborative effort between NASA, Food and Agriculture Organization of the United Nations (FAO), US Forest Service and Google. This paper provides a full overview of CEO's structure and functionality. Based on the cloud, CEO's structure supports simultaneous data entry by multiple users. No desktop installation is required and only an internet connection is required setting minimal requirements for using the software. Google Earth Engine widgets can be created for assisted plot interpretation such as image collection, time series graphs featuring indices such as Normalized Difference Vegetation Index (NDVI) and related statistics. We also provide a case study and related findings from a CEO workshop held in Myanmar.

Absorption enhancers are often a major component of solid oral peptide formulations as compared to the active pharmaceutical ingredient and excipients. This commonly results in poor tabletability that is hard to mitigate in direct compaction by addition of small amounts of excipients. To improve the tabletability of bulky absorption enhancers, the model absorption enhancers, sodium cholate and deoxycholic acid, were co-spray-dried with hydroxypropyl methylcellulose E5, where the percentage of absorption enhancers was not lower than 90% (w/w). The physicochemical properties of the resulting powders were assessed by laser diffraction, scanning electron microscopy, X-ray powder diffraction, thermogravimetric analysis, and differential scanning calorimetry. The powders were compressed into tablets, and the tabletability was evaluated. Co-spray drying with 10% of hydroxypropyl methylcellulose significantly improved the tabletability of the both absorption enhancers. Moreover, it was demonstrated that small particle size and amorphous state rather than high moisture content contributed to the improved tabletability of the spray-dried powders. The study suggests that spray drying technology can be promising to overcome the poor tabletability of oral peptide formulation consisting of large amounts of absorption enhancers.

The objective of this study is to evaluate the ability of soil physical characteristics (i.e., texture and moisture conditions) to better understand the breeding conditions of desert locust (DL). Though soil moisture and texture are well-known and necessary environmental conditions for DL breeding, in this study, we highlight the ability of model-derived soil moisture estimates to contribute towards broader desert locust monitoring activities. We focus on the recent DL upsurge in East Africa from October 2019 though June 2020, utilizing known locust observations from the United Nations Food and Agriculture Organization (FAO). We compare this information to results from the current literature and combine the two datasets to create “optimal thresholds” of breeding conditions. When considering the most optimal conditions (all thresholds met), the soil texture combined with modeled soil moisture content predicted the estimated DL egg-laying period 62.5% of the time. Accounting for the data errors and uncertainties, a 3 × 3 pixel buffer increased this to 85.2%. By including soil moisture, the areas of optimal egg laying conditions decreased from 33% to less than 20% on average.

While the burden of disease from well-studied drinking water contaminants is declining, risks from emerging chemical and microbial contaminants arise because of social, technological, demographic and climatological developments. At present, emerging chemical and microbial drinking water contaminants are not assessed in a systematic way, but reactively and incidence based. Furthermore, they are assessed separately despite similar pollution sources. As a result, risks might be addressed ineffectively. Integrated risk assessment approaches are thus needed that elucidate the uncertainties in the risk evaluation of emerging drinking water contaminants, while considering risk assessors’ values. This study therefore aimed to (1) construct an assessment hierarchy for the integrated evaluation of the potential risks from emerging chemical and microbial contaminants in drinking water and (2) develop a decision support tool, based on the agreed assessment hierarchy, to quantify (uncertain) risk scores. A multi-actor approach was used to construct the assessment hierarchy, involving chemical and microbial risk assessors, drinking water experts and members of responsible authorities. The concept of value- focused thinking was applied to guide the problem-structuring and model-building process. The development of the decision support tool was done using Decisi-o-rama, an open-source Python library. With the developed decision support tool (uncertain) risk scores can be calculated for emerging chemical and microbial drinking water contaminants, which can be used for the evidence-based prioritisation of actions on emerging chemical and microbial drinking water risks. The decision support tool improves existing prioritisation approaches as it combines uncertain indicator levels with a multi-stakeholder approach and integrated the risk assessment of chemical and microbial contaminants. By applying the concept of value-focused thinking, this study addressed difficulties in evidence-based decision-making related to emerging drinking water contaminants. Suggestions to improve the model were made to guide future research in assisting policy makers to effectively protect public health from emerging drinking water risks.

The mitigation of global climate change renders effective policy indispensable. In this paper we evaluate a policy drafted in the Netherlands to close all its remaining coal-fired plants by 2030, which is well before the end of their technical and economic life spans. This plan is part of a package to reduce CO2 emissions with 25% by 2020 and 49% by 2030 in comparison to 1990. Under Dutch policy, all measures taken must meet three goals: CO2 emission reduction, cost-effectiveness and societal support. We will show that existing EU legal frameworks limit the effectiveness of the closure, because they allow for carbon leakage and lack a coordinated European strategy on the coal phase out, even though several EU member states have formulated similar plans. There is also no definitive answer as to whether the coal phase out is cost-effective. Dutch government will have to decide what the parameters of ‘cost-effective’ are. So far, the plan enjoys societal support. It is up to the Dutch government to decide what balance between CO2 emissions, costs and societal support is best. For further action, we recommend an EU strategy on the coal-phase out, in order to coordinate and to prevent carbon leakages.

Groundwater is an important global resource and its sustainable use faces major challenges. New methods and advances in computational science could lead to much improved understanding of groundwater processes and subsurface properties. A closer look at current groundwater monitoring practice reveals the need for updates with a special focus on the benefits of high-frequency and high-resolution datasets. The aim of this study is the improvement of the TanDEM-X elevation model for future floodwater modeling by implementing surveyed road dams and the use of filter algorithms. Modern satellite systems like TanDEM-X deliver high-resolution images with a high vertical and horizontal accuracy. Nevertheless, regarding special usage they sometimes reach their limits in documenting important features that are smaller than the grid size. Especially in the context of 2D-hydrodynamic flood modelling, the features that influence the runoff processes, e.g. road dams and culverts, have to be included for precise calculations. To fulfil the objective, the main road dams were surveyed, especially those that are blocking the flood water flowing from south Angola to the Etosha Pan in northern Namibia. First, a Leica GS 16 Sensor was installed on the roof of a car recording position data in real time while driving on the road dams in the Cuvelai Basin. In total, 532 km of road dams have been investigated during 4 days while driving at a top speed of 80 km/h. Due to the long driving distances, the daily regular adjustment of the base station would have been necessary but logistically not possible. Moreover, the lack of reference stations made a RTK and Network-RTK solution likewise impossible. For that reasons, the LeicaSmartLinkfunction was used. This method is not dependent on classic reference stations next to the GNSS sensor but instead works with geostationary satellites sending correction data in real time. The surveyed road dam elevation data have a vertical accuracy of 4.3 cm up to 10 cm. These precise measurements contribute to rectifying the TanDEM-X elevation data and thus improve the surface runoff network for the future floodwater model and should enhance the floodwater prediction for the Cuvelai Basin.

With ever increasing energy generation diversity and energy storage becoming affordable, distribution networks are becoming more complex than ever before. This complexity can be utilized to benefit the distribution networks as well as end consumers in the form of controlled Microgrids. Microgrids are not simply distributed generation and energy storage systems; solar systems and battery banks, rather a complete design of hardware and software for specific uses and users. All the different elements need to be designed to work together to provide stable, efficient and sustainable power delivery to the end user. An experimental Hybrid-Microgrid testing facility is presented in this paper that implements high-efficiency distribution architectures combining both AC and DC networks. This testing facility provides a research testbed for investigating different aspects of Microgrid systems, employing a total of 15.5 kW of reconfigurable Solar PV and 80 kWh of lithium energy storage on a 145 kVA commercial building load located at Griffith University. Implementation results along with control system simulation results are presented in this paper for distributed renewable generation, Static Synchronous Compensators, advanced control methodologies and forecasting methods for energy management purposes.

Understanding copper-based methanol synthesis catalysts as a function of catalyst type and applied reaction conditions is an area of active industrial and academic research. In this work, results of a methanol synthesis study over a Cu/CeO2 catalyst using CO/H2 feeds are presented, using catalyst performance data combined with catalyst characterisation information (DRIFTS, XPS, TPR, XRD) obtained during start-up and under steady state methanol synthesis conditions. The results indicate that the active site and reaction mechanism for methanol synthesis over Cu/CeO2 are different from the conventional Cu/ZnO/Al2O3 catalyst, with CO, rather than CO2, being the carbon source for methanol. Fixed-bed micro reactors were employed to obtain catalyst performance data in discrete bed sectors using experimental spatial discretisation methods. Methanol synthesis activity over Cu/CeO2 from CO/H2 is preceded by transient CO2 formation, with the onset of methanol synthesis activity observed when the CO2 formation reaches its peak. Considerable differences between reactor bed sectors are observed during start-up, with CO2 formation, CO2 re-adsorption (as surface carbonates and formates), methanol formation and transient methanol decomposition occurring to different degrees and at different time scales. The interfaces of defective CeO2−x in contact with highly dispersed copper particles form the active site of the catalyst under steady-state methanol synthesis conditions, with the copper oxidation state being a combination of 0 and +1 states. The CeO2−x defect sites are formed during start-up upon reaction of CeO2 with CO. The CO2 thus formed leads to catalyst deactivation due to build-up of carbonate and formate species on the catalyst surface. A gradient of progressive poisoning/deactivation is observed going further down the catalyst bed, where the level of deactivation can be controlled by modifying the CO content in the feed. CO2 thus acts as a poison for the Cu/CeO2 catalyst, and addition of even low levels of CO2 to the feed leads to an evenly deactivated catalyst. During start-up in CO/H2, transient CO2 and H2O formation is also observed in the case of Cu/ZnO/Al2O3, ascribed to partial reduction of ZnO, similar to the partial reduction of CeO2 as seen in Cu/CeO2. The key difference between the two systems is the absence of CO2 and H2O re-adsorption on Cu/ZnO/Al2O3, resulting in stable methanol production distributed equally over the catalyst bed. Introduction of CO2 to the CO/H2 feed in case of Cu/ZnO/Al2O3 leads to reduction of Cu+ to Cu0 and a change in methanol synthesis mechanism from CO to CO2 hydrogenation.

This paper presents a feasible and reliable unified control system for a single-phase 4.5 kVA on-board multifunctional electric-vehicle (EV) charger that is connected to a low-voltage household network. Based on the proposed control system, the EV charger can operate as both a single-phase four-quadrant static synchronous compensator (STATCOM) and an active power filter (APF). The proposed EV charger can simultaneously perform four functions: charging/discharging the electric-vehicle’s (EV’s) battery; reactive power compensation; voltage regulation; and, harmonic reduction, which are important concerns of the existing power grid. Accordingly, it can enhance the building s voltage profile, power quality, and reliability, which makes the proposed method a complete solution for low-voltage household networks. The stress on the EV battery is also reduced, which can enhance its lifetime. A stability analysis of the proposed unified control system is provided in this paper. The simulation results, with two loads, static and dynamic, confirm the efficacy and reliability of the proposed system. The performance of the designed unified control system is also validated by experimental results.

The Yangtze River Basin is the largest river basin in China and has the most complex trans-boundary problems. The water quality monitoring system of the provincial boundary sections in the basin is the typical go-to system to show the interaction between administrative regions and basins. In this article, we discuss the water quality monitoring system in the basin from a legal perspective, explore the achievements and deficiencies of the system, and identify the main elements that constrain the effective operation of the system in the basin, including the fragmented competencies of monitoring institutions, the different monitoring techniques, the overlapping monitoring contents and scopes, the different data releasing channels, and the different applications of the data. We provide legislative suggestions to implement the newly enacted Yangtze River Protection Law and valuable lessons for the design of monitoring systems in other countries or (trans-boundary) basins that face a similar situation.

The Netherlands has a long and fascinating history of water management. The main features of the Dutch water governance system for the implementation of the wfd are its regional water authorities based on hydrological scales and powers to regulate, decide and raise taxes for their water tasks. Their functional approach and the decentralised character make the regional water authorities very efficient and effective. It is therefore understandable that eu institutions and other Member States consider the Dutch system an interesting potential source of inspiration for other jurisdictions. Yet, it is not all gold what shines. This paper highlights the strength and weakness elements of the Dutch water governance system under the wfd. It exposes several points of concern. When considering using the Dutch experience as a source of inspiration in other Member States, these concerns should be taken in due account.

For more than a century, the use of mineral resources has increased exponentially with annual growth percentages of between 4% and 6%. While for most mineral resources, depletion is not an issue, for some mineral resources the current level of extraction is likely to pose a problem for future generations. Depletion of a mineral resource means that its enriched deposits will have been extracted, and consequently it will become much more expensive for future generations to continue to use these minerals. While technology may reduce some of the adverse effects of depletion, future generations may be deprived of potential innovations for which these specific materials would be essential. The question arises as to how the currently unsustainable extraction of mineral resources can be decreased to safeguard them for future generations. It is submitted that it is unlikely that market forces alone will sufficiently impact the prices of minerals to resolve the unsustainable use of certain minerals timely enough. In this article, it is posited that an international agreement on the conversation and sustainable use of geologically scarce minerals is necessary. The agreement will recognize that the geological scarcity of mineral resources differs between different minerals. It will therefore make a selection of priority minerals, determine how far the extraction rate of these substances must be reduced and decide on a fixed time period within which the extraction must decrease from the current rate to a sustainable rate. The design of such an agreement will be based on two basic principles contained in existing international environmental agreements: (1) the inter-generational equity principle and (2) the principle of conservation of natural resources. Furthermore, the obligatory reduction of the extraction of mineral resources will affect the sovereign rights of resource countries to exploit their own resources. Therefore, any international agreement should make arrangements to ensure resource countries are adequately compensated for their loss of income.

In several countries, the transfer of legal rights to rivers is being discussed as an approach for more effective water resources management. But what could this transfer mean in terms of a healthy river? We address this question by identifying the ecological requirements for naturally functioning rivers and then explore the demands which these requirements impose on society, the current policy responses to these requirements and whether the transfer of rights to the river could facilitate the preservation of healthy freshwater ecosystems.

One of China’s flood protection strategies is to create flood retention areas. This article focuses on how China deals with the infringements of property use rights caused by the creation and use of flood retention areas. It describes the legal framework of flood retention areas, the associated compensation mechanisms and other mechanisms that may be used in the future to offset the adverse consequences of the rights of individuals in flood retention areas.

The international environmental regulation of all types of energy generation activities at sea is first and foremost anchored to the United Nations Convention on the Law of the Sea (UNCLOS). However, both at the global and regional levels, UNCLOS is complemented by an array of evolving environmental agreements. These normative developments can put flesh on the bare bones of the general (due diligence) obligation of States to protect the marine environment with regard to offshore energy activities. Parallel to binding obligations under environmental agreements, there are a variety of non‐binding instruments, which can also play a key role in enriching the content of prevention obligations. Depending on their source, their form and the procedure by which they are adopted, these non‐binding pronouncements may become legally relevant as interpretative guidance or standard of proof that a State has exercised due diligence. In this context, the article posits that synergies among environmental instruments and the interaction of non‐binding instruments with binding rules of international law can fill the current legal gaps and strengthen the international legal standards for the regulation of this environmentally sensitive sector.

High signal-to-noise and high-resolution light scattering spectra are measured for nitrous oxide (N2O) gas at an incident wavelength of 403.00 nm, at 90° scattering, at room temperature and at gas pressures in the range 0.5−4 bar. The resulting Rayleigh–Brillouin light scattering spectra are compared to a number of models describing in an approximate manner the collisional dynamics and energy transfer in this gaseous medium of this polyatomic molecular species. The Tenti-S6 model, based on macroscopic gas transport coefficients, reproduces the scattering profiles in the entire pressure range at less than 2% deviation at a similar level as does the alternative kinetic Grad's 6-moment model, which is based on the internal collisional relaxation as a decisive parameter. A hydrodynamic model fails to reproduce experimental spectra for the low pressures of 0.5-1 bar, but yields very good agreement (< 1%) in the pressure range 2−4 bar. While these three models have a different physical basis the internal molecular relaxation derived can for all three be described in terms of a bulk viscosity of ηb∼(6±2)×10−5 Pa · s. A ‘rough-sphere’ model, previously shown to be effective to describe light scattering in SF6 gas, is not found to be suitable, likely in view of the non-sphericity and asymmetry of the N-N-O structured linear polyatomic molecule.

Realising the water quality objectives of the European Water Framework Directive have appeared to stagnate over the last decade all across Europe because of their highly complex nature. In literature, governance approaches tend to be regarded as the best way of dealing with complex water issues, but so far little empirical evidence has been reported on this perspective in regard to water quality issues and thus identifying relevant interventions for both policy makers and other stakeholders. In this paper we have analysed how conditions of governance contribute to the realisation of water quality objectives at different types of drinking water resources in the Netherlands. The water quality challenges at these resources, nitrates, pesticides, industrial chemicals and pharmaceuticals, can be recognized in other European countries as well. The analysis demonstrates the importance to enhance connectivity between institutional levels and upstream regions based upon the characteristics of the water system and driving forces for water quality and thus involve the actors that have the authority and the means to take effective measures. The two other important conditions of governance approaches for water quality improvement which were identified are the use of joint fact-finding to gain a shared perception of risks, and the use of explicit decision-making and close monitoring of outcomes (re. water quality improvement).

Porous implants or implantable scaffolds used for tissue regeneration can encourage tissue growth inside the implant and provide extended drug release. Water-soluble polymers incorporated into a biodegradable or inert implant matrix may leach out upon contact with biological fluids and thereby gradually increasing the porosity of the implant and simultaneously release drug from the implant matrix. Different molecular weight grades of methylcellulose (MC) and hydroxypropyl methylcellulose (HPMC) were mixed with polylactide and extruded into model implants containing nitrofurantoin as a model drug. The effect of the leached pore formers on the implant porosity and the rheology of the implant microenvironment in vitro was investigated and it was shown that HPMC pore formers had the greatest effect on the surrounding viscosity, with higher drug release and pore forming ability as compared to the MC pore formers. The highest molecular weight HPMC led to the most significant increase in viscosity of the implant microenvironment, while the highest drug release was achieved with the lowest molecular weight HPMC. The data suggested that the microenvironmental rheology of the implant, both in the formed pores and in biological fluids in the immediate vicinity of the implant could be an important factor affecting the diffusion of the drug and other molecules in the implantation site.

Summary The unfolded protein response (UPR) pathway senses unfolded proteins and regulates proteostasis and cell fate through activity of the transcription factors ATF4, ATF6, and XBP1 within a complex network of three main branches. Here, we investigated contributions of the three branches to UPR activity in single cells using microscopy-based quantification and dynamic modeling. BAC-GFP HepG2 reporter cell lines were exposed to tunicamycin, and activation of various UPR components was monitored for 24 h. We constructed a dynamic model to describe the adaptive UPR signaling network, for which incorporation of all three branches was required to match the data. Our calibrated model suggested that ATF6 shapes the early dynamics of pro-apoptotic CHOP. We confirmed this hypothesis by measurements beyond 24 h, by perturbing single siRNA knockdowns and by ATF6 measurements. Global Water Models (GWMs), which include Global Hydrological, Land Surface, and Dynamic Global Vegetation Models, present valuable tools for quantifying climate change impacts on hydrological processes in the data scarce high latitudes. Here we performed a systematic model performance evaluation in six major Pan-Arctic watersheds for different hydrological indicators (monthly and seasonal discharge, extremes, trends (or lack of), and snow water equivalent (SWE)) via a novel Aggregated Performance Index (API) that is based on commonly used statistical evaluation metrics. The machine learning Boruta feature selection algorithm was used to evaluate the explanatory power of the API attributes. Our results show that the majority of the nine GWMs included in the study exhibit considerable difficulties in realistically representing Pan-Arctic hydrological processes. Average APIdischarge (monthly and seasonal discharge) over nine GWMs is > 50% only in the Kolyma basin (55%), as low as 30% in the Yukon basin and averaged over all watersheds APIdischarge is 43%. WATERGAP2 and MATSIRO present the highest (APIdischarge > 55%) while ORCHIDEE and JULES-W1 the lowest (APIdischarge ≤ 25%) performing GWMs over all watersheds. For the high and low flows, average APIextreme is 35% and 26%, respectively, and over six GWMs APISWE is 57%. The Boruta algorithm suggests that using different observation-based climate data sets does not influence the total score of the APIs in all watersheds. Monitoring the groundwater chemical composition and identifying the presence of pollutants is an integral part of any comprehensive groundwater management strategy. The present study was conducted in a part of West Tripura, northeast India, to investigate the presence and sources of trace metals in groundwater and the risk to human health due to direct ingestion of groundwater. Samples were collected from 68 locations twice a year from 2016 to 2018. Mixed Ca–Mg–HCO3, Ca–Cl and Ca–Mg–Cl were the main groundwater types. Hydrogeochemical methods showed groundwater mineralization due to (1) carbonate dissolution, (2) silicate weathering, (3) cation exchange processes and (4) anthropogenic sources. Occurrence of faecal coliforms increased in groundwater after monsoons. Nitrate and microbial contamination from wastewater infiltration were apparent. Iron, manganese, lead, cadmium and arsenic were above the drinking water limits prescribed by the Bureau of Indian Standards. Water quality index indicated 1.5% had poor, 8.7% had marginal, 16.2% had fair, 66.2% had good and 7.4% had excellent water quality. Correlation and principal component analysis reiterated the sources of major ions and trace metals identified from hydrogeochemical methods. Human exposure assessment suggests health risk due to high iron in groundwater. The presence of unsafe levels of trace metals in groundwater requires proper treatment measures before domestic use. This article finds that the introduction of a rights-based approach in EU transboundary river basin management to remedy observed systemic difficulties and to better achieve legal water quality standards could be a next step in achieving integrated river basin management. However, its effectiveness largely depends on the willingness of member states to share river basin districts to subordinate their separate socio-economic interests to ecological needs, as well as to grant a clear mandate and partly transfer responsibilities and powers to a competent supranational authority.

Ttriple-negative breast cancer (TNBC) is an aggressive and highly metastatic breast cancer subtype. Enhanced TNBC cell motility is a prerequisite of TNBC cell dissemination. Here, we apply an imaging-based RNAi phenotypic cell migration screen using two highly motile TNBC cell lines (Hs578T and MDA-MB-231) to provide a repository of signaling determinants that functionally drive TNBC cell motility. We have screened ~4,200 target genes individually and discovered 133 and 113 migratory modulators of Hs578T and MDA-MB-231, respectively, which are linked to signaling networks predictive for breast cancer progression. The splicing factors PRPF4B and BUD31 and the transcription factor BPTF are essential for cancer cell migration, amplified in human primary breast tumors and associated with metastasis-free survival. Depletion of PRPF4B, BUD31 and BPTF causes primarily down regulation of genes involved in focal adhesion and ECM-interaction pathways. PRPF4B is essential for TNBC metastasis formation in vivo, making PRPF4B a candidate for further drug development., Triple-negative breast cancers (TNBC) have enhanced migratory behaviour. Here, the authors perform a phenotypic imaging-based RNAi screen to identify several genes associated with regulation of migratory phenotypes and show that one of the regulators, PRPF4B, mediates metastasis in TNBC in mice.

A non-harmful system to visualize the flow around an entire swimmer in a regular swimming pool is developed. Small air bubble tracers are injected through the bottom of the swimming pool in a prescribed measurement area. The motion of these bubbles, which will be largely induced by the swimmer’s motion, is captured by a camera array. The two-dimensional velocity field of the water at arbitrary planes of interest can be resolved using a refocussing method in combination with an optical visualisation method, based on particle image velocimetry, which is commonly used in fluid dynamics research. Using this technique, it is possible to visualize coherent flow structures produced during swimming; it is demonstrated here for the dolphin kick.

Unmanned aerial vehicle (UAV) has been widely used in a variety of occasions in recent decades. Due to the lack of battery capacity, its endurance has been limited. To tackle this problem, wireless power transfer (WPT) technology is a great solution to UAV from the charging perspective. In this paper, a data and power wireless transfer system of UAV based on inductive power transfer (IPT) technology is proposed. The key constraint of wireless charging with regards to the inherent magnetic coupling coefficient is investigated. In this paper, ferrite and metglas amorphous alloy are used as a case study of the magnetic coupling problem. The magnetic material is placed next to the secondary coil side to investigate the effects of horizontal displacement and air gap distance on the coupling coefficient and magnetic field distribution. An experimental system platform is implemented, and the commercial finite element software tool Comsol is used to evaluate the performance of the magnetic material. The simulation results showed that amorphous alloy magnetic material is superior to ferrite material, and it is in a good agreement to the experimental results. Furthermore, the attention of using metglass material in the practical application has been discussed.

Introduction: Autism Spectrum Disorder (ASD) comprises a range of developmental disorders diagnosed in early childhood, where their ability to communicate and interact are impaired. In the U.S., an estimated 1 in 59 children1 is born with ASD and the economic burden is a staggering $268 billion per year2. Current therapies are post-symptomatic and include behavioral interventions or symptom-derived pharmacological treatments. Recently, the Van De Water group discovered that about a quarter of ASD cases are caused by maternal autoantibodies (autoAbs) that can hinder normal neurodevelopment in the fetus. Moreover, they elucidated the seven proteins targeted by these autoAbs in the fetal brain, including lactate dehydrogenase A and B (LDHA, LDHB)3. Herein, we aim to develop a System for Nanoparticle-based Autoantibody Retention and Entrapment (SNARE) prophylactic as a biomagnetic trap-for sequestration of disease-propagating Maternal Autoantibody-Related (MAR) autoAbs. Our central hypothesis is that upon intravenous injection, the iron oxide NPs surface-conjugated with autoantigens will circulate throughout the maternal vasculature, and specifically ligate MAR autoAbs, thereby limiting antibody (Ab) transport across the placenta and preventing MAR autism. Currently, investigative aims are to synthesize SNAREs, assess Ab binding capacity, cytotoxicity and immunogenicity in vitro, as well as determine in vivo distribution and maximum tolerated dose.

A major challenge in the use of HepG2 cell culture models for drug toxicity screening is their lack of maturity in 2D culture. 3D culture in Matrigel promotes the formation of spheroids that express liver-relevant markers, yet they still lack various primary hepatocyte functions. Therefore, alternative matrices where chemical composition and materials properties are controlled to steer maturation of HepG2 spheroids remain desired. Herein, a modular approach is taken based on a fully synthetic and minimalistic supramolecular matrix based on squaramide synthons outfitted with a cell-adhesive peptide, RGD for 3D HepG2 spheroid culture. Co-assemblies of RGD-functionalized squaramide-based and native monomers resulted in soft and self-recovering supramolecular hydrogels with a tunable RGD concentration. HepG2 spheroids are self-assembled and grown (≈150 µm) within the supramolecular hydrogels with high cell viability and differentiation over 21 days of culture. Importantly, significantly higher mRNA and protein expression levels of phase I and II metabolic enzymes, drug transporters, and liver markers are found for the squaramide hydrogels in comparison to Matrigel. Overall, the fully synthetic squaramide hydrogels are proven to be synthetically accessible and effective for HepG2 differentiation showcasing the potential of this supramolecular matrix to rival and replace naturally-derived materials classically used in high-throughput toxicity screening.

Due to increasingly frequent incidents of pluvial flooding of public spaces and private properties, climate-adaptive building and urban water management are gaining momentum in Dutch water governance. This study assesses the Dutch approach to urban water management by looking at the governance approaches of three of the largest Dutch municipalities: Amsterdam, Rotterdam and Utrecht. By analyzing the municipalities’ governance approaches in a holistic way, paying attention to knowledge, organization and implementation, the research provides good practices in terms of different aspects of resilience as well as lessons regarding setting performance indicators in service levels, clarifying responsibility division, applying binding rules instead of soft policies, and more.

At the international law level, the regulation of offshore energy projects does not fall neatly into one global regime. On the contrary, it is subject to a plethora of overlapping legal regimes, including the law of the sea, international environmental law, international economic law, and international energy law. The present article addresses the question how regime interaction affects investment protection in the offshore energy sector. Specifically, it investigates whether cross-fertilization between regimes also has ‘positive’ effects on the protection of investments in offshore energy or whether fragmentation consists of both a perceived and actual challenge. We submit that, even though regime interaction poses challenges to investment protection, the influence of the overlapping legal frameworks is not necessarily a ‘threat’ to investment protection. To the contrary, regime interaction can contribute to widen the objectives of international investment law.

The increasing demand for personalized medicine necessitates the production of easily customizable dosage forms. As the number of possible dosage forms may scale toward infinity, their uniqueness requires a versatile production platform and numerical simulation in order to be manufactured efficiently. A mathematical description of these systems is the only feasible approach to manage such diverse properties of different products. However, experimental verification is still essential for evaluation of processability and related concomitant phenomena, such as possible solid state changes that may occur during production and storage.

The raison d’être of international water law is that it provides States with a toolkit to equip them to deal with complex problems relating to the joint use and sustainable management of transboundary freshwater resources. The principle of equitable and reasonable utilization is one such tool in this toolkit. When applying the equitable and reasonable utilization principle to a specific transboundary watercourse, States sharing that watercourse must decide which water uses are more important than others. But the general rule is that no water use takes a priori priority over others (this is the so-called no-inherent-priority rule). This paper examines three ways in which this no-inherent-priority rule can be relativized, by recognizing a certain degree of priority to certain categories of water uses. Based on an assessment of previous State practice, it is suggested that (1) existing uses enjoy a certain degree of priority over new uses, that water uses that are (2) more beneficial to a greater number of people and are less damaging to other uses and the freshwater ecosystems, enjoy priority, and that water uses that (3) immediately satisfy vital human water needs enjoy priority. States need some general guidance in identifying which water uses normally take priority in defined circumstances, and this paper provides such guidance, thereby making the tool more effective. States can decide to derogate from these general rules if the circumstances so require, they are, of course, not legally binding on them.

Whilst the liver possesses the ability to repair and restore sections of damaged tissue following acute injury, prolonged exposure to engineered nanomaterials (ENM) may induce repetitive injury leading to chronic liver disease. Screening ENM cytotoxicity using 3D liver models has recently been performed, but a significant challenge has been the application of such in vitro models for evaluating ENM associated genotoxicity; a vital component of regulatory human health risk assessment. This review considers the benefits, limitations, and adaptations of specific in vitro approaches to assess DNA damage in the liver, whilst identifying critical advancements required to support a multitude of biochemical endpoints, focusing on nano(geno)toxicology (e.g., secondary genotoxicity, DNA damage, and repair following prolonged or repeated exposures).

Biomacromolecules have transformed our capacity to effectively treat diseases; however, their rapid degradation and poor absorption in the gastrointestinal (GI) tract generally limit their administration to parenteral routes. An oral biologic delivery system must aid in both localization and permeation to achieve systemic drug uptake. Inspired by the leopard tortoise’s ability to passively reorient, we developed an ingestible self-orienting millimeter-scale applicator (SOMA) that autonomously positions itself to engage with GI tissue. It then deploys milliposts fabricated from active pharmaceutical ingredients directly through the gastric mucosa while avoiding perforation. We conducted in vivo studies in rats and swine that support the applicator’s safety and, using insulin as a model drug, demonstrated that the SOMA delivers active pharmaceutical ingredient plasma levels comparable to those achieved with subcutaneous millipost administration., National Institutes of Health (U.S.) (grant EB-000244)

In discussing legal and policy frameworks for flood risk management, the attention is often put on increasing resilience in public spaces. In terms of private properties, discussions are geared toward enhancing the adaptive capacity of future developments. This paper focuses on the instruments associated with resilience of existing privately owned residential buildings mainly from the perspective of post-flood policies and compensation regimes. The paper scrutinizes the relevant legal and policy landscapes in the United States, the European Union and two Member States – the UK and the Netherlands. The goal is to provide mutual lessons learned between the EU, its Member States, and the US and to set forth generally applicable recommendations for improving post-flood policies for existing buildings.

This paper proposes a multifunctional electric vehicle (EV) on-board charger which can provide three ancillary functions of static-compensator (STATCOM), voltage regulation and current harmonics reduction (APF operation) while operating in G2V/V2G mode. The proposed EV charger exhibits a lower power loss due to using SiC based MOSFETS and a high-efficient high frequency coaxial transformer (HFCT), and lower battery stress because of employing an interleaved two-leg buck-boost dc/dc converter (ITBBC). Different operational modes of the EV charger and its improved performance are validated through both simulation and experimental results.

The strong shear induced by the injection of liquid sprays at high velocities induces turbulence in the surrounding medium. This, in turn, influences the motion of droplets as well as the mixing of air and vapor. Using fluorescence-based tracer particle image velocimetry, the velocity field surrounding 125–135 m/s sprays exiting a 200- $$\upmu$$ m nozzle is analyzed. For the first time, the small- and large-scale turbulence characteristics of the gas phase surrounding a spray has been measured simultaneously, using a large eddy model to determine the sub-grid scales. This further allows the calculation of the Stokes numbers of droplets, which indicates the influence of turbulence on their motion. The measurements lead to an estimate of the dissipation rate $$\epsilon \approx 35$$ m $$^{2}$$ s $$^{-3}$$ , a microscale Reynolds number Re $$_{\lambda } \approx$$ 170, and a Kolmogorov length scale of $$\eta \approx 10^{-4}$$ m. Using these dissipation rates to convert a droplet size distribution to a distribution of Stokes numbers, we show that only the large scale motion of turbulence disperses the droplet in the current case, but the small scales will grow in importance with increasing levels of atomization and ambient pressures.

Pull-based development has become a popular choice for developing distributed projects, such as those hosted on GitHub. In this model, contributions are pulled from forked repositories, modified, and then later merged back into the main repository. In this work, we report on two empirical studies that investigate pull request (PR) merges of Active Merchant, a commercial project developed by Shopify Inc. In the first study, we apply data mining techniques on the project's GitHub repository to explore the nature of merges, and we conduct a manual inspection of pull requests; we also investigate what factors contribute to PR merge time and outcome. In the second study, we perform a qualitative analysis of the results of a survey of developers who contributed to Active Merchant. The study addresses the topic of PR review quality and developers' perception of it. The results provide insights into how these developers perform pull request merges, and what factors they find contribute to how they review and merge pull requests.

Circumventing the territorial system boundaries of the climate change regime, the European Union continues to regulate foreign production processes contributing to the carbon footprint of goods and services consumed in its market. While it is well established that such measures raise issues of ‘extraterritoriality’, legal discourse remains divided on the applicable jurisdictional rules. This is particularly evident in the field of trade law, where persistent discussions remain as to the ‘true’ extraterritoriality of trade measures, and the jurisdictional limitations under the law of the World Trade Organization, particularly the General Agreement on Tariffs and Trade. Turning, however, to the customary international law of State jurisdiction, there are valuable opportunities for clarification that have received insufficient attention to date. This article therefore proposes a more integrated approach to the jurisdictional analysis, advocating a sequential interest-balancing test that further harmonizes customary principles with specific trade law concerns.

TiO2 thin films with nanorods grown on 128° Y−cut LiNbO3 and 90° rotated 42°45′ ST−cut quartz were used to fabricate surface acoustic wave ultraviolet photodetectors. TiO2 thin film was deposited by radio−frequency magnetron sputtering and TiO2 nanorods were then synthesized on the thin film via the hydrothermal method. 128° Y−cut LiNbO3 is a Rayleigh wave substrate with a high electromechanical coupling coefficient, whereas 90° rotated 42°45′ ST−cut quartz is a surface skimming bulk wave substrate with a high wave velocity. The effects of substrate characteristics and TiO2 nanorod morphology on the ultraviolet sensitivity of the surface acoustic wave photodetectors were investigated. The variations of insertion loss, phase, resistance, and capacitance under ultraviolet illumination were examined. The performance of the TiO2 thin film with nanorods deposited on 128° Y−cut LiNbO3 is much greater than that of the film deposited on 90° rotated 42°45′ ST−cut quartz, which can be attributed to the former’s high electromechanical coupling coefficient.

The water gas shift (WGS) reaction, CO+H2O = CO2 + H2, is the basis of heterogeneous catalysis important in the generation of clean hydrogen energy for fuel cells, transportation fuels and in ammonia manufacture. Ceria supported gold and related nanoparticles are potentially viable catalysts for the low temperature WGS reaction. The WGS catalytic reaction is a dynamic process and takes place on the solid catalyst surface at the atomic level. The current understanding of the reaction is inferred from studies of static catalysts and from indirect chemical studies without single atom sensitivity. Therefore the nature of dynamic atomic processes in the WGS reaction has remained inaccessible. Since the catalyst reaction site and atomic processes by which it activates and deactivates, change both in magnitude and mechanism with the reaction environment it is of fundamental importance to visualise the dynamic catalyst at the atomic level in WGS (CO + water mixture) environments, in real time. Novel environmental (scanning) transmission electron microscope with singe atom resolution is used herein to directly visualise and characterise, in real time, evolving atomic structures and processes in practical gold/ceria catalysts in controlled WGS environments. The in-situ observations in WGS have revealed the formation of clusters of only a few gold atoms resulting from single atom dynamics and the catalytic effect of low coordination surface sites. The new insights have important implications for applications of nanoparticles in chemical process technologies including for transportation fuels and emission control. Postprint

This is a contribution to the scholarly discussion concerning the limited use of the case study qualitative method in support of legal research. It demonstrates the use of the case study qualitative method in the context of an empirical legal research project, which examines stakeholder participation in the governance of social enterprises. Initially, a scholarly discussion concerning the content of interdisciplinarity and the foundations of empirical legal research sets the scene. The theoretical discussion reflects on the continuing discourse relating to the perceived advantages and limitations of the case study method in qualitative research. The article proceeds by illustrating the most important issues of validity and rigour in relation to the use of the case study method in qualitative research. The discussion extends to a thorough explanation of the techniques applied by the author in order to mitigate the perceived limitations and advance the perceived opportunities of the case study qualitative method.

Society is faced with a range of contemporary threats to everyday life, from natural and technological hazards, to accidents and terrorism. These are embodied within integrated emergency management arrangements, designed to enhance preparedness and response to such incidents, and in turn facilitate a prompt recovery. Such arrangements must be inherently dynamic and evolve as new threats emerge or as existing threats change. An example of the latter is the changing nature of flooding, which is projected to increase in both frequency and severity with climate change. Recognizing this evolving threat, this paper focuses on the evaluation of the effectiveness of domestic Flood Emergency Management Systems (FEMS) as components of integrated emergency management arrangements. Despite the extensive body of literature documenting success conditions of so-called effective emergency management more broadly, there have only been few attempts to construct a comprehensive evaluation framework to support objective assessment and cross-country comparison. Addressing this gap, this paper formulates an evaluation framework specifically tailored to the study of FEMS in Europe, which is then provisionally applied to the study of FEMS in England (UK), France, the Netherlands, Poland and Sweden. Important differences are observed in how FEMS have evolved in relation to differing contextual backgrounds (political, cultural, administrative and socio-economic) and exposures to flood hazard. From this provisional assessment, a number of opportunities and constraints to enhancing the effectiveness of FEMS in Europe are discerned. The evaluation framework thus serves as an important stepping stone for further in-depth inquiry, and as a valuable tool for future comparative study.

Industrial processes contribute significantly to global carbon dioxide emissions, with iron and steel manufacturing alone responsible for 6% of the total figure. The STEPWISE project, funded through the European Horizon 2020 (H2020) Low Carbon Energy (LCE) programme under grant agreement number 640769, is looking at reducing CO2 emissions in the iron and steel making industries. At the heart of this project is the ECN technology called sorption-enhanced water-gas shift (SEWGS), which is a solid sorption technology for CO2 capture from fuel gases such as blast furnace gas (BFG). This technology combines water-gas shift (WGS) in the WGS section with CO2/H2 separation steps in the SEWGS section. Scaling up of the SEWGS technology for CO2 capture from BFG and demonstrating it in an industrially relevant environment are the key objectives of the STEPWISE project, which are achieved by international collaboration between the project partners towards design, construction and operation of a pilot plant at Swerea Mefos, Luleå, Sweden, next to the SSAB steel manufacturing site. © 2018 Johnson Matthey.

On 12 July 2016, the Tribunal in theSouth China Seaarbitration issued its final award. China rejected the ruling as “null and void”. The Philippines dismissed it as “a piece of paper” after initially hailing the ruling a “milestone decision”. The reactions of the parties concerned raise important questions about the bindingness, finality, and state compliance with UNCLOS dispute settlement decisions. This paper addresses these questions by dissecting China’s arguments that the award “has no binding force” and by examining the options available for promoting compliance with the award. The paper also considers the broader question of how states generally comply with UNCLOS dispute settlement decisions and evaluates the significance of UNCLOS dispute settlement mechanisms, including theSouth China Seaarbitration, in the absence of external enforcement.
