Small-scale fisheries are critically important for livelihoods around the world, particularly in tropical regions. However, climate variability and anthropogenic climate change may seriously impact small-scale fisheries by altering the abundance and distribution of target species. Social relationships between fishery users, such as fish traders, can determine how each individual responds and is affected by changes in fisheries. These informal cooperative and competitive relationships provide access, support, and incentives for fishing and affect the distribution of benefits. Yet, individuals’ actions and impacts on individuals are often the primary focus of the economic analyses informing small-scale fisheries’ formal management. This focus dismisses relevant social relationships. We argue that this leads to a disconnect between reality and its model representation used in formal management, which may reduce formal fisheries management’s efficiency and efficacy and potentially trigger adverse consequences. Here, we examine this argument by comparing the predictions of a simple bioeconomic fishery model with those of a social-ecological model that incorporates the dynamics of cooperative relationships between fish traders. We illustrate model outcomes using an empirical case study in the Mexican Humboldt squid fishery. We find that (1) the social-ecological model with relationship dynamics substantially improves accuracy in predicting observed fishery variables to the simple bioeconomic model. (2) Income inequality outcomes are associated with changes in cooperative trade relationships. When environmental temperature is included in the model as a driver of species production dynamics, we find that climate-driven temperature variability drives a decline in catch that, in turn, reduce fishers’ income. We observe an offset of this loss in income by including cooperative relationships between fish traders (oligopoly) in the model. These relationships break down following species distribution changes and result in an increase in prices fishers receive. Finally, (3) our social-ecological model simulations show that the current fishery development program, which seeks to increase fishers’ income through an increase in domestic market demand, is supported by predictions from the simple bioeconomic model, may increase income inequality between fishers and traders. Our findings highlight the real and urgent need to re-think fisheries management models in the context of small-scale fisheries and climate change worldwide to encompass social relationship dynamics. Inaccurate or incomplete diagnosis of the root causes of overfishing can lead to misguided and ineffective fisheries policies and programmes. The “Malthusian overfishing narrative” suggests that overfishing is driven by too many fishers chasing too few fish and that fishing effort grows proportionately to human population growth, requiring policy interventions that reduce fisher access, the number of fishers, or the human population. By neglecting other drivers of overfishing that may be more directly related to fishing pressure and provide more tangible policy levers for achieving fisheries sustainability, Malthusian overfishing relegates blame to regions of the world with high population growth rates, while consumers, corporations and political systems responsible for these other mediating drivers remain unexamined. While social–ecological systems literature has provided alternatives to the Malthusian paradigm, its focus on institutions and organized social units often fails to address fundamental issues of power and politics that have inhibited the design and implementation of effective fisheries policy. Here, we apply a political ecology lens to unpack Malthusian overfishing and, relying upon insights derived from the social sciences, reconstruct the narrative incorporating four exemplar mediating drivers: technology and innovation, resource demand and distribution, marginalization and equity, and governance and management. We argue that a more nuanced understanding of such factors will lead to effective and equitable fisheries policies and programmes, by identifying a suite of policy levers designed to address the root causes of overfishing in diverse contexts.

Interannual oceanic oscillations, climate change, and extreme events present a significant and complex challenge to management of pelagic fisheries. In recent years, anomalous oceanographic and atmospheric conditions have been reported across the northeast Pacific, yet research results concerning the biophysical mechanisms impacting specific organisms, populations, and fishery systems remain scarce. Here we discuss trends within the Gulf of California’s jumbo squid fishery in the context of relevant climate drivers, ecological dynamics, and mesoscale oceanographic processes. Following the 2009–2010 El Niño event, the jig-based fishery collapsed as squid adopted the small size-at-maturity phenotype characteristic of this species in the equatorial portion of its range. Analysis of regional sea surface temperatures and heights indicates a pronounced shift in the oceanographic trajectory of the system between the 2009–2010 and 2015–2016 El Niño events, whereas in situ hydrographic sampling reveals coincident changes in subsurface temperature and salinity. With persistently tropical oceanic conditions present across critical portions of their pelagic habitat, jumbo squid have lost access to previously productive coastal foraging zones, which in turn has limited opportunities for fishery recovery. Given the importance of jumbo squid to the region’s pelagic marine foodwebs, the long-term persistence of such phenomena could have significant implications for local fisheries, economies, and livelihoods.

As changes in climate, governance, and organization reshape the dynamics of small-scale fisheries around the globe, the persistence of many local livelihoods appears contingent upon the ability of resource users to respond and adapt. Though significant scholarship has considered the limiting roles of resources and infrastructure, recent research has highlighted the importance of local learning and knowledge. Rather than being driven by forces exogenous to local communities, it is increasingly recognized that adaptation may be limited by perceptions and processes within them. Here, we explore knowledge production and adaptive response within a small-scale fishery in the central Gulf of California following system perturbation. Using mixed methods from the natural and social sciences, we (1) identify local drivers of social-ecological change, (2) document knowledge concerning their causes and consequences across a diverse group of small-scale fishermen, and (3) identify patterns of intracultural agreement and disagreement associated with divergent adaptive response. Results indicate that perceptions of social-ecological change were heterogeneous and that gear ownership and target species diversification were critical factors in determining the cultural models through which fishermen understood and responded to changes in the resource system. Unlike other user groups, owner-operator fishermen pursuing generalist livelihood strategies held consensus beliefs regarding changes to system structure and function and demonstrated increased ability to modify fishing tactics with the best practices for sustainable use. Our findings highlight how local knowledge can be used to assess the proximate impacts of external drivers of change and provide insight into the cultural models influencing in situ decision-making and adaptive response within modern fishery systems.

Effective fisheries management requires an understanding of fisher behavior. Though vessel tracking systems are increasingly used to describe the movements and activities of industrial fishing fleets, their use has been limited within the small-scale fisheries employing the vast majority of the world’s capture fishers. Here we combine novel vessel tracking technology with logbook data to conduct a high-resolution analysis of behavior and decision-making within a small-scale fishery. Our results indicate significant heterogeneity in fisher behavior, catch composition, and profits within a small-scale fleet operating in the central Gulf of California, even amongst fishing vessels using similar gear types. The weekly home ranges (75 % Kernel Utilization Distribution) occupied by fishers spanned 1.5–1121.8 km2 across 13 vessels, while weekly profits ranged from -1810 to 26,160 pesos. Differences in the spatial interactions and catch profiles of observed vessels revealed the existence of behavioral associations linked with distinct fishing strategies. After identifying and describing the contextual factors driving such heterogeneity among vessels using hook and line fishing gear, we interpret emergent patterns and processes using insights from foraging theory and marine social science. In illustrating the applications and opportunities presented by recent advances in vessel tracking technology, we argue for the use of spatially explicit analytical approaches in assessing behavioral diversity within small-scale fisheries and in designing robust and equitable management strategies.
