Patterns in disturbance severity and time since fire can drive landscape heterogeneity that is critical to conservation; however, there is limited understanding of how wildlife interact with the spatial–temporal complexities of disturbance outcomes and at what scales. We conducted multiscale modeling of habitat selection for male and female Rocky Mountain bighorn sheep (Ovis canadensis canadensis) over an 8-year period. We aimed to identify the spatial scales at which bighorn sheep responded to various habitat features and determine how fire severity and time since fire can shape habitat selection by bighorn sheep over different seasons and between sexes. With the exception of litter cover, spatial scales that extended beyond the finest spatial grain (i.e., a 30-m pixel) to include the surrounding landscape were better at predicting habitat selection. Escape terrain, elevation, fire severity, year, perennial and annual forb and grass cover, and shrub cover occurred in every best-supported model. Associations with escape terrain, elevation, and perennial and annual forb and grass cover varied by sex and season. In contrast, bighorn sheep were consistently positively associated with low- and high-severity fire. Females increased use of low- and high-severity burned areas with greater time since fire, while males tended to decrease use of areas that burned at high severity with greater time since fire. Our results support the importance of landscape heterogeneity created by fire severity and time since fire for Rocky Mountain bighorn sheep and reinforces calls to integrate disturbance-driven heterogeneity into our assessments and management of wildlife.

Conservationists are increasingly convinced that coproduction of science enhances its utility in policy, decision-making, and practice. Concomitant is a renewed reliance on privately owned working lands to sustain nature and people. We propose a coupling of these emerging trends as a better recipe for conservation. To illustrate this, we present five elements of coproduction, contrast how they differ from traditional approaches, and describe the role of scientists in successful partnerships. Readers will find coproduction more demanding than the loading dock approach to science delivery but will also find greater rewards, relevance, and impact. Because coproduction is novel and examples of it are rare, we draw on our roles as scientists within the US Department of Agriculture–led Sage Grouse Initiative, North America's largest effort to conserve the sagebrush ecosystem. As coproduction and working lands evolve, traditional approaches will be replaced in order to more holistically meet the needs of nature and people.

New concepts have emerged in theoretical ecology with the intent to quantify complexities in ecological change that are unaccounted for in state-and-transition models and to provide applied ecologists with statistical early warning metrics able to predict and prevent state transitions. With its rich history of furthering ecological theory and its robust and broad-scale monitoring frameworks, the rangeland discipline is poised to empirically assess these newly proposed ideas while also serving as early adopters of novel statistical metrics that provide advanced warning of a pending shift to an alternative ecological regime. Were view multivariate early warning and regime shift detection metrics, identify situations where various metrics will be most useful for rangeland science, and then highlight known shortcomings. Our review of a suite of multivariate-based regime shift/early warning indicators provides a broad range of metrics applicable to a wide variety of data types or contexts, from situations where a great deal is known about the key system drivers and a regime shift is hypothesized a priori, to situations where the key drivers and the possibility of a regime shift are both unknown. These metrics can be used to answer ecological state-and-transition questions, inform policymakers, and provide quantitative decision-making tools for managers.

Plant invasions of native ecosystems are one of the main causes of declines in biodiversity via system-simplification. Restoring native biodiversity can be particularly challenging in landscapes where invasive species have become dominant and where a new set of feedbacks reinforce an invaded state and preclude restoration actions. We lack an understanding of the response of invaded systems to landscape-level manipulations to restore pattern and process relationships and how to identify these relationships when they do not appear at the expected scale. To better understand how fire and grazing influence landscape-level heterogeneity in invaded landscapes, we assess the scale at which grazing pressure and seasonality mediate the success of re-introducing a historical disturbance regime, grazing driven by fire (termed pyric herbivory), to an invasive plant-dominated landscape. We manipulated grazing timing and intensity in exotic grass-dominated grasslands managed for landscape heterogeneity with spring fire and grazing. In pastures under patch-burn grazing management, we evaluated the spatial and temporal variability of plant functional groups and vegetation structure among and within patches managed with separate grazing systems: season-long stocking and intensive early stocking. Warm- and cool-season grasses exhibited greater among-patch variability in invasive-plant dominated grassland under intensive early grazing than traditional season-long grazing, but landscape-level heterogeneity, as measured through vegetation structure was minimal and invariable under both levels of grazing pressure, which contrasts findings in native-dominated systems. Moreover, within-patch heterogeneity for these functional groups was detected; contrasting the prediction that among-patch heterogeneity, in mesic grasslands, manifests from within-patch homogeneity. In invaded grasslands, manipulation of grazing pressure as a process that drives heterogeneous vegetation patterns influences native and non-native grass heterogeneity, but not heterogeneity of vegetation structure, within and among patches managed with fire. Fire and grazing-moderated heterogeneity patterns observed in native grass-dominated grasslands likely differ from invasive grass-dominated grasslands with implications for using pyric herbivory in invaded systems.

Different resilience concepts have different assumptions about system dynamics, which has implications for resilience-based environmental risk and impact assessment. Engineering resilience (recovery) dominates in the risk assessment literature but this definition does not account for the possibility of ecosystems to exist in multiple regimes. In this paper we discuss resilience concepts and quantification methods. Specifically, we discuss when a system fails to show engineering resilience after disturbances, indicating a shift to a potentially undesired regime. We show quantification methods that can assess the stability of this new regime to inform managers about possibilities to transform the system to a more desired regime. We point out the usefulness of an adaptive inference, modelling and management approach that is based on reiterative testing of hypothesis. This process facilitates learning about, and reduces uncertainty arising from risk and impact.

Addressing unexpected events and uncertainty represents one of the grand challenges of the Anthropocene, yet ecosystem management is constrained by existing policy and laws that were not formulated to deal with today's accelerating rates of environmental change. In many cases, managing for simple regulatory standards has resulted in adverse outcomes, necessitating innovative approaches for dealing with complex social-ecological problems. We highlight a project in the US Great Plains where panarchy - a conceptual framework that emerged from resilience - was implemented at project onset to address the continued inability to halt large-scale transition from grass-to-tree dominance in central North America. We review how panarchy was applied, the initial outcomes and evidence for policy reform, and the opportunities and challenges for which it could serve as a useful model to contrast with traditional ecosystem management approaches.

Woody encroachment is a global driver of grassland loss and management to counteract encroachment represents one of the most expensive conservation practices implemented in grasslands. Yet, outcomes of these practices are often unknown at large scales and this constrains practitioner&rsquo, s ability to advance conservation. Here, we use new monitoring data to evaluate outcomes of grassland conservation on woody encroachment for Nebraska&rsquo, s State Wildlife Action Plan, a statewide effort that targets management in Biologically Unique Landscapes (BULs) to conserve the state&rsquo, s natural communities. We tracked woody cover trajectories for BULs and compared BUL trajectories with those in non-priority landscapes (non-BULs) to evaluate statewide and BUL-scale conservation outcomes more than a decade after BUL establishment. Statewide, woody cover increased by 256,653 ha (2.3%) from 2000&ndash, 2017. Most BULs (71%) experienced unsustainable trends of grassland loss to woody encroachment, however, management appeared to significantly reduce BUL encroachment rates compared to non-BULs. Most BULs with early signs of encroachment lacked control strategies, while only one BUL with moderate levels of encroachment (Loess Canyons) showed evidence of a management-driven stabilization of encroachment. These results identify strategic opportunities for proactive management in grassland conservation and demonstrate how new monitoring technology can support large-scale adaptive management pursuits.

Uncertainty in satellite-derived burned area estimates are especially high in grassland systems, which are some of the most frequently burned ecosystems in the world. In this study, we compare differences in predicted burned area estimates for a region with the highest fire activity in North America, the Flint Hills of Kansas, USA, using the moderate resolution imaging spectroradiometer (MODIS) MCD64A1 burned area product and a customization of the MODIS MCD64A1 product using a major ground-truthing effort by the Kansas Department of Health and Environment (KDHE-MODIS customization). Local-scale ground-truthing and the KDHE-MODIS product suggests MODIS burned area estimates under predicted fire occurrence by 28% over a 19-year period in the Flint Hills ecoregion. Between 2001 and 2019, MODIS product indicated 8% burned area for any given year in the Flint Hills, even in years when fire activity was highest (2008, 2009, 2011, 2014). Based on these results, coupling MODIS burned area computations with local scale ground-truth efforts has the potential to significantly improve fire occurrence estimates and reduce uncertainty in other grassland and savanna regions.

The reduction and simplification of grasslands has led to the decline of numerous species of grassland fauna, particularly grassland-obligate birds. Prairie-chickens (Tympanuchus spp.) are an example of obligate grassland birds that have declined throughout most of their distribution and are species of conservation concern. Pyric herbivory has been suggested as a land management strategy for enhancing prairie-chicken habitat and stabilizing declining population trends. We assessed differences in vegetation structure created by pyric herbivory compared to fire-only treatments to determine whether pyric herbivory increased habitat heterogeneity for prairie-chickens, spatially or temporally. Our study was performed at four sites in the southern Great Plains, all within the current or historic distribution of either lesser (T. pallidicinctus), greater (T. cupido), or Attwater's (T. cupido attwateri) prairie-chickens. Key vegetation characteristics of grass cover and vegetation height in pyric herbivory and fire-only treatments were within the recommended range of values for prairie-chickens during their distinct life history stages. However, patches managed via pyric herbivory provided approximately 5% more forb cover than fire-only treatments for almost 30 months post-fire. Additionally, pyric herbivory extended the length of time bare ground was present after fires. Pyric herbivory also reduced vegetation height and biomass, with mean vegetation height in pyric herbivory treatments lagging behind fire-only treatments by approximately 15 months. Canopy cover in fire-only treatments exceeded levels recommended for prairie-chicken young within 12 months post-fire. However, canopy cover in pyric herbivory treatments never exceeded the maximum recommended levels. Overall, it appears that pyric herbivory improves vegetation characteristics reported as critical to prairie-chicken reproduction. Based on our results, we suggest pyric herbivory as a viable management technique to promote prairie-chicken habitat in the southern Great Plains, while still accommodating livestock production.

Wildfire activity has surged in North America’s temperate grassland biome. Like many biomes, this system has undergone drastic land-use change over the last century; however, how various land-use types contribute to wildfire patterns in grassland systems is unclear. We determine if certain land-use types have a greater propensity for large wildfire in the U.S. Great Plains and how this changes given the percentage of land covered by a given land-use type. Almost 90% of the area burned in the Great Plains occurred in woody and grassland land-use types. Although grassland comprised the greatest area burned by large wildfires, woody vegetation burned disproportionately more than any other land-use type in the Great Plains. Wildfires were more likely to occur when woody vegetation composed greater than 20% of the landscape. Wildfires were unlikely to occur in croplands, pasture/hay fields, and developed areas. Although these patterns varied by region, wildfire was most likely to occur in woody vegetation and/or grassland in 13 of 14 ecoregions we assessed. Because woody vegetation is more conducive to extreme wildfire behaviour than other land-use types in the Great Plains, woody encroachment could pose a large risk for increasing wildfire exposure. Regional planning could leverage differential wildfire activity across land-uses to devise targeted approaches that decrease human exposure in a system prone to fire.

Screening is a strategy for detecting undesirable change prior to manifestation of symptoms or adverse effects. Although the well-recognized utility of screening makes it commonplace in medicine, it has yet to be implemented in ecosystem management. Ecosystem management is in an era of diagnosis and treatment of undesirable change, and as a result, remains more reactive than proactive and unable to effectively deal with today’s plethora of non-stationary conditions. In this paper, we introduce spatial imaging-based screening to ecology. We link advancements in spatial resilience theory, data, and technological and computational capabilities and power to detect regime shifts (i.e., vegetation state transitions) that are known to be detrimental to human well-being and ecosystem service delivery. With a state-of-the-art landcover dataset and freely-available, cloud-based, geospatial computing platform, we screen for spatial signals of the three most iconic vegetation transitions studied in western USA rangelands: (1) erosion and desertification; (2) woody encroachment; and (3) annual exotic grass invasion. For a series of locations that differ in ecological complexity and geographic extent, we answer the following questions: (1) Which regime shift is expected or of greatest concern? (2) Can we detect a transition signal associated with the expected regime shift? (3) If detected, is the transition signal transient or persistent over time? (4) If detected and persistent, is the transition signal stationary or non-stationary over time? (5) What other signals do we detect? Our approach reveals a powerful and flexible methodology, whereby professionals can use spatial imaging to verify the occurrence of alternative vegetation regimes, image the spatial boundaries separating regimes, track the magnitude and direction of regime shift signals, differentiate persistent and stationary transition signals that warrant continued screening from the more concerning persistent and non-stationary transition signals, and then leverage disciplinary strength and resources for more targeted diagnostic testing (e.g., inventory and monitoring) and treatment (e.g., management) of regime shifts. While the rapid screening approach used here can continue to be implemented and refined for rangelands, it has broader implications and can be adapted to other ecological systems to revolutionize the information space needed to better manage critical transitions in nature.

Heterogeneity has emerged as a fundamental principle for grassland management and the importance of environmental heterogeneity for biological diversity has raised questions about the appropriateness of grassland practices that seek to promote uniform grassland structure and composition. Principles of uniformity in grassland management reflect a utilitarian target of “managing for the middle” by minimizing both overgrazing and underutilization while avoiding or preventing fire and other disturbances that consume aboveground biomass. We evaluated pioneering efforts to restore fire-grazer interactions via patch burning in an effort to increase spatial heterogeneity at the patch scale in the Nebraska Sandhills, a sandy soil, mixed-grass ecoregion with a long history of “management for the middle.” The application of patch burning did not increase heterogeneity of vegetation structure or composition at the patch-level in the Nebraska Sandhills. Instead, grassland structure exhibited greater temporal variability between growing and dormant seasons and smaller scale variability within fire patches. The low stocking rate and the rapid regrowth of live herbaceous vegetation following fire likely constrained the degree of spatial heterogeneity observed in our study and highlights the challenges of balancing forage supply and demand in semi-arid grasslands.

A modern challenge for conservation biology is to assess the consequences of policies that adhere to assumptions of stationarity (e.g., historic norms) in an era of global environmental change. Such policies may result in unexpected and surprising levels of mitigation given future climate-change trajectories, especially as agriculture looks to protected areas to buffer against production losses during periods of environmental extremes. We assessed the potential impact of climate-change scenarios on the rates at which grasslands enrolled in the Conservation Reserve Program (CRP) are authorized for emergency harvesting (i.e., biomass removal) for agricultural use, which can occur when precipitation for the previous 4 months is below 40% of the normal or historical mean precipitation for that 4-month period. We developed and analyzed scenarios under the condition that policy will continue to operate under assumptions of stationarity, thereby authorizing emergency biomass harvesting solely as a function of precipitation departure from historic norms. Model projections showed the historical likelihood of authorizing emergency biomass harvesting in any given year in the northern Great Plains was 33.28% based on long-term weather records. Emergency biomass harvesting became the norm (>50% of years) in the scenario that reflected continued increases in emissions and a decrease in growing-season precipitation, and areas in the Great Plains with higher historical mean annual rainfall were disproportionately affected and were subject to a greater increase in emergency biomass removal. Emergency biomass harvesting decreased only in the scenario with rapid reductions in emissions. Our scenario-impact analysis indicated that biomass from lands enrolled in the CRP would be used primarily as a buffer for agriculture in an era of climatic change unless policy guidelines are adapted or climate-change projections significantly depart from the current consensus.

Scholars from many different intellectual disciplines have attempted to measure, estimate, or quantify resilience. However, there is growing concern that lack of clarity on the operationalization of the concept will limit its application. In this paper, we discuss the theory, research development and quantitative approaches in ecological and community resilience. Upon noting the lack of methods that quantify the complexities of the linked human and natural aspects of community resilience, we identify several promising approaches within the ecological resilience tradition that may be useful in filling these gaps. Further, we discuss the challenges for consolidating these approaches into a more integrated perspective for managing social-ecological systems.

In the Nebraska Sandhills, one of the largest contiguous grassland ecoregions remaining in North America, sandy textured soils are stabilized by fine root biomass from predominantly warm-season grasses. Concerns over destabilization have led to management that aims to avoid an undesirable state change toward mobile sand dunes. In 2012, the Sandhills experienced extreme drought conditions that coincided with the worst wildfire year on state record. According to state-and-transition models and ecosystem managers, the combination of wildfire and drought conditions should cause a state transition due to a lack of recovery of grassland vegetation and a loss of sand dune stability. To test this hypothesis, we implemented a time-since-fire study to track biomass recovery of Sandhills grassland vegetation following a wildfire on The Nature Conservancy’s Niobrara Valley Preserve in burned and unburned areas. Two yr following the wildfire, aboveground herbaceous biomass in burned areas had recovered to levels that did not differ from unburned areas, maintaining the stability of the sand dunes. This provides evidence that counters current land management frameworks that portray Sandhills grassland as highly vulnerable to destabilization when wildfires occur during severe drought conditions.

Populus deltoides is considered to be a weak resprouter and highly susceptible to wildfire, but few post-wildfire studies have tracked P. deltoides response and resprouting within the Great Plains of North America. Following a wildfire in southwestern Kansas, U.S.A., we surveyed burned and unburned areas of a cottonwood riparian forest along the Cimarron River that included a major understory invader, tamarisk (Tamarix ramosissima Ledeb.). We tested the following hypotheses, which are consistent with the current understanding of P. deltoides response to wildfire in the Great Plains: (1) regeneration of P. deltoides will be low in areas burned by the wildfire; (2) the number of dead P. deltoides individuals will be greater in the wildfire than unburned areas; and (3) tamarisk regeneration will be higher than P. deltoides regeneration in the wildfire areas because tamarisk is considered a stronger resprouter. We found evidence contrary to two of our hypotheses 3 years following the wildfire. (1) P. deltoides regeneration was high following the wildfire, averaging 692 individuals/ha. (2) The number of dead mature cottonwood trees was greater in wildfire plots than in unburned plots. (3) There was more P. deltoides regeneration than tamarisk regeneration following wildfire. These findings, which diverge from the majority of studies examining P. deltoides regeneration in the Great Plains, suggest that differing local environmental and forest stand conditions, coupled with the timing and intensity of the fire, could be important determinants of riparian forest species' responses to wildfire.

Rapid changes in wildfire patterns are documented globally, increasing pressure to identify regions that may experience increases in wildfire in future decades. Temperate grassland and savanna biomes were some of the most frequently burned regions on Earth, however large wildfires have been largely absent from the Great Plains of North America over the last century. In this paper, we conduct an in-depth analysis of changes in large wildfire (>400 ha) regime characteristics over a 30 year period across the Great Plains. For the entire biome, (i) the average number of large wildfires increased from 33.4 + 5.6 per year from1985-1994 to 116.8 + 28.8 wildfires per year from 2005-2014, (ii) total area burned by large wildfires increased 400%, (iii) over half the ecoregions had greater than a 70% probability of a large wildfire occurring in the last decade, and (iv) seasonality of large wildfires remained relatively similar.

In rangelands, management interventions have sought to minimize disturbances that decrease survival of perennial grasses to avoid compositional shifts toward less desirable species. However, the effects of rangeland management techniques on perennial grass survival and turnover are not known for individual species because the discipline has largely focused on structural metrics, measuring cover or biomass rather than tracking individual plants. In this study, we quantified perennial grass survival and recruitment in response to core rangeland restoration practices across multiple soil types to determine the potential for different interventions to cause shifts to undesirable grass community assemblages. We mapped individual grass tufts and recorded basal area annually. We used these maps to track survival and recruitment of grasses in response to mechanical brush removal, chemical woody plant control, and low-intensity prescribed burning. Additionally, we performed ordinations of the grass community to explore compositional shifts resulting from management interventions. We found perennial grass mortality to be higher for mechanically treated plots on all soil types than it was in chemically treated plots, burned plots, or untreated controls. Levels of mortality from fire were similar to baseline mortality in control plots for all soil types. However, relative species turnover was variable among soils and treatments. Brush removal only resulted in compositional shifts on sandy soils, where annual grasses and species capable of rapid expansion following disturbance became dominant. Differential responses are related to differences in species turnover, which is a function of individual grass species mortality and recruitment mediated by interactions between management approach and abiotic conditions. Given this response variability, understanding effects of management actions on perennial grass turnover and the potential for those actions to result in a community shift toward less desirable species is necessary for managers to achieve restoration goals on encroached rangelands.

On the Ground • Despite prescribed fire programs, invasive juniper trees are increasing in the Great Plains. • Continued encroachment of junipers in the Great Plains, especially eastern redcedar and Ashe’s juniper, is degrading grasslands and increasing health concerns through pollen production. • Biological and ecological research needs include effects on soil and water as well as restoration potential after a mature invasion is treated. • The interface of social science, ecology, economics, and policy may yield productive approaches to slowing the invasion.

It is well-recognized in plankton ecology that phytoplankton development can lead to distinct peaks (i.e., blooms) during spring and summer. We used a 5-year (2007–2011) phytoplankton data set and utilized discontinuity analysis to assess resilience attributes of spring and summer blooms based on the cross-scale resilience model. Using the size structure (i.e., cross-scale structure as an indicator of resilience) in the sampled plankton data, we assessed whether spring and summer blooms differ substantially between but not within blooms; that is, whether they comprise alternative community regimes. Our exploratory study supported this expectation and more broadly resilience theory, which posits that ecological systems can manifest in and change between alternative regimes. The dynamics of regimes receives increased attention because rapid environmental change potentially irreversibly alters ecosystems. Model organisms are needed that allow revealing patterns and processes of various aspects of regime dynamics at tractable time scales. Our preliminary findings suggest that phytoplankton can be suitable models for assessing the intricacies of regimes and regime changes.

Increasing wildfires in western North American conifer forests have led to debates surrounding the application of post-fire management practices. There is a lack of consensus on whether (and to what extent) post-fire management assists or hinders managers in achieving goals, particularly in under-studied regions like eastern ponderosa pine forests. This makes it difficult for forest managers to balance among competing interests. We contrast structural and community characteristics across unburned ponderosa pine forest, severely burned ponderosa pine forest, and severely burned ponderosa pine forest treated with post-fire management with respect to three management objectives: ponderosa pine regeneration, wildland fuels control, and habitat conservation. Ponderosa pine saplings were more abundant in treated burned sites than untreated burned sites, suggesting increases in tree regeneration following tree planting, however, natural regeneration was evident in both unburned and untreated burned sites. Wildland fuels management greatly reduced snags and coarse woody debris in treated burned sites. Understory cover measurements revealed bare ground and fine woody debris were more strongly associated with untreated burned sites, and greater levels of forbs and grass were more strongly associated with treated burned sites. Wildlife habitat was greatly reduced following post-fire treatments. There were no tree cavities in treated burned sites, whereas untreated burned sites had an average of 27 &plusmn, 7.68 cavities per hectare. Correspondingly, we found almost double the avian species richness in untreated burned sites compared to treated burned sites (22 species versus 12 species). Unburned forests and untreated burned areas had the same species richness, but hosted unique avian communities. Our results indicate conflicting outcomes with respect to management objectives, most evident in the clear costs to habitat conservation following post-fire management application.

Fire suppression and exclusion, the historically dominant paradigm of fire management, has resulted in major modifications of fire‐dependent ecosystems worldwide. These changes are partially credited with a recent increase in wildfire number and extent, as well as more extreme fire behavior. Fire and herbivory historically interacted, and research has shown that the interaction creates a unique mosaic of vegetation heterogeneity that each disturbance alone does not create. Because fire and grazing have largely been decoupled in modern times, the degree to which the interaction affects fuels and fire regimes has not yet been quantified. We evaluated effects of fire‐only and pyric herbivory on rangeland fuels and fire behavior simulated using BehavePlus at four sites across the southern Great Plains. We predicted patches managed via pyric herbivory would maintain lower fuel loads, and less intense simulated fire behavior than fire alone. We found that time since fire was a significant predictor of fuel loads and simulated fire behavior characteristics at all sites. Fuel loads and simulated fire behavior characteristics (flame length and rate of spread) increased with increasing time since fire in all simulated weather scenarios. Pyric herbivory mediated fuel accumulation at all sites. Mean fuel loads in fire‐only treatments exceeded 5000 kg/ha within 24 months, but pyric herbivory treatments remained below 5000 kg/ha for approximately 36 months. Simulated flame lengths in fire‐only treatments were consistently higher (up to 3 × ) than in pyric herbivory treatments. Similarly, fire spread rates were higher in fire‐only than in pyric herbivory treatments in all simulated weather conditions. Although all sites had potential to burn in the most extreme weather conditions, pyric herbivory reduced fuel accumulations, flame lengths, and rates of spread across all weather patterns simulated. These reductions extended the amount of time standard wildland firefighting techniques remain effective. Therefore, incorporating pyric herbivory into fuel management practices, in areas of high herbaceous productivity, increases the effectiveness of fuel treatments.

Prescribed fires can lessen wildfire severity and control invasive species, but they can also be risky and costly. Unmanned aerial systems can reduce those drawbacks by, for example, dropping ignition spheres to ignite the most hazardous areas. Existing systems, however, lack awareness of the fire vectors to operate autonomously, safely, and efficiently. In this work we address that limitation, introducing an approach that integrates a lightweight fire simulator and a planner for trajectories and ignition sphere drop waypoints. Both components are unique in that they are amenable to input from the system's sensors and the fire crew to increase fire awareness. We conducted a preliminary study that confirms that such inputs improve the accuracy of the fire simulation to counter the unpredictability of the target environment. The field study of the system showed that the fire-aware planner generated safe trajectories with effective ignitions leveraging the fire simulator predictions.

On the Ground Rangeland managers actively focus on the potential to induce a shift in a site to an alternative state, but predicted changes in climate, particularly the likelihood of more extreme drought, necessitate reevaluating risks for alternative states. Rangelands will differ in their susceptibility to undergo state changes due to climate change in general and for droughts of the future, in particular, which may be hotter. Trees, shrubs, and grasses are expected to differ in their sensitivity to drought, with trees likely being most sensitive; this affects the likelihood for state changes in grasslands, shrublands, woodlands, and savannas. Considering these differences can help rangeland managers deal with the challenges of increasing drought that is forecast to occur with climate change.

During the past century, fire management has focused on techniques both to protect human communities from catastrophic wildfire and to maintain fire-dependent ecological systems. However, despite a large and increasing allocation of resources and personnel to achieve these goals, fire management objectives at regional to global scales are not being met. Current fire management techniques are clearly inadequate for the challenges faced by fire managers, and technological innovations are needed. Advances in unmanned aerial systems (UAS) technology provide opportunities for innovation in fire management and science. In many countries, fire management organizations are beginning to explore the potential of UAS for monitoring fires. We have taken the next step and developed a prototype that can precisely ignite fires as part of wildfire suppression tactics or prescribed fires (fire intentionally ignited within predetermined conditions to reduce hazardous fuels, improve habitat, or mitigate for large wildfires). We discuss the potential for these technologies to benefit fire management activities, while acknowledging the sizeable sociopolitical barriers that prevent their immediate broad application.

In ecosystems with alternative stable states, restoration success can be thought of as overcoming the resilience of an undesirable state to promote an alternative state that yields greater ecosystem services. Since greater resilience of undesirable states translates into reduced restoration potential, quantifying differences in resilience can enhance restoration planning. In the context of shrub-encroached rangeland restoration, shrubland resilience is the capacity of a woody vegetated state to absorb management interventions designed to produce a more desirable grass-dominated state, and remain within its current regime. Therefore, differences in the resilience of a state can be quantified in a relative sense by measuring whether a state switches to an alternate state following perturbation or remains in its current stability domain. Here we designed an experimental manipulation to assess the contribution of soils to differences in the relative resilience of a shrub-invaded state. In this large-scale experiment, we repeated perturbations across a gradient of soil textures to inform restoration practitioners of differences in the relative resilience of shrubland occurring on different soil types to common rangeland restoration practices. On each soil type, we compared the relative ability of the shrubland state to withstand chemical and mechanical brush control treatments, commonly employed in this study region, to untreated controls. While the shrubland community composition did not differ prior to the study, its capacity to absorb and recover from brush removal treatments depended on soil type. Shrubland resilience to chemical and mechanical brush removal was highest on coarse soils. On these soils, brush removal temporarily restored grassland dominance, but woody plants quickly regained pretreatment levels of dominance. However, shrublands on fine soils did not recover following treatments, continuing to be grass-dominated for the duration of the study. This study highlights a simple approach for prioritizing restoration actions by mapping the locations of different soil attributes that support shrub-dominated states with differing levels of resilience to brush control. This experimental approach provides a basis for operationalizing resilience in restoration and prioritizing management actions across a range of environmental conditions, which is critical given the economic constraints associated with broad-scale mechanical and chemical interventions for rangeland restoration.

Species conservation requires monitoring and management that extends beyond the local population, yet studies evaluating population trends and management outcomes across the spatial range of a species remain rare. We conducted the first range-wide assessment of population trends for the iconic Rocky Mountain bighorn sheep (Ovis canadensis canadensis) of North America to investigate links between population trends and translocation history. Millions of US dollars have been spent translocating bighorn sheep to achieve conservation objectives, yet a range-wide assessment is lacking. We collected bighorn sheep population estimates for 217 populations across ten US states and two Canadian provinces. We categorized each population by translocation status: native (populations received no translocations), augmented (native populations supplemented with translocation), or reintroduced (populations beginning from translocation). Fifty-eight percent of populations increased in recent years. While most reintroduced and native populations increased in the last 5 years of records, almost double the number of augmented populations declined compared to increased. Reintroduced and augmented populations from the north-central portion of bighorn sheep range declined the most in the last 5 years of records, while southern populations tended to be more stable. Although Rocky Mountain bighorn sheep appear to be a conservation and restoration success, the threat of local population loss remains high in certain regions. We show how amalgamating multi-jurisdictional population data can assist in determining wildlife status and assessing broad-scale management outcomes.

Globally, savanna ecosystems are shifting outside of “safe operating spaces” due to removal of their primary self-reinforcing feedback—fire—and subsequent erosion of disturbance legacies. Restoring savannas will require reinstating fire feedbacks. But knowledge gaps in the nature of historic fire regimes and how mechanisms such as time-since-fire and fire severity interact to produce disturbance legacies hinders development of ecologically relevant restoration targets. A theory-based approach for determining restoration targets is to compare structures produced by time-since-fire/fire severity interactions to structures that fostered animal communities that historically inhabited savannas. Here, we use a space-for-time substitution to quantify interactive effects of time-since-fire and fire severity on vegetation structures related to known animal community habitat preferences by surveying sites in 10-year-old and 27-year-old mixed-severity fires that occurred in an eastern ponderosa pine (Pinus ponderosa) savanna where fire was excluded since European settlement. Our specific objectives are to 1), quantify the relative strengths and interactive effects of time-since-fire and a full fire severity gradient on multivariate vegetation structure across landscape patches and 2), assess relationships between multivariate vegetation structures and time-since-fire/fire severity classes across landscape patches. We used a stratified random design to distribute 112 sampling plots by fire severity (unburned, low, moderate, and high) and time-since-fire (10 years and 27 years) and measured stand structure, tree cavity characteristics, and coarse woody debris. The interaction of time-since-fire and fire severity drove structure complexity for 27 years post-fire, but fire severity explained > 14 times the amount of variation in structure than time-since-fire alone. A full fire severity gradient (low-, moderate-, and high-severities) and structural changes within patches that experienced different fire severities generated sufficient patch-level heterogeneity to foster animal communities historically native to eastern ponderosa pine savannas. Structures generated by low fire severity alone, which is a common goal of fire management in easternmost ponderosa pine savannas, did not reflect sufficient structural complexity to support the diversity of endemic animal species. This indicates information legacies (i.e., represented by the distribution of species traits in a community) were shaped by mixed severity fire regimes, which provides further support for the scientific premise that management goals seeking to minimize variation in fire regimes (e.g., low intensity and low-severity fires only) is less able to support a full array of biodiversity. Rather, mixed-severity fire is an important driver of structural heterogeneity, fosters diverse information legacies, and enhances ponderosa pine savanna resilience to extreme fire.

The concept of ecological resilience (the amount of disturbance a system can absorb before collapsing and reorganizing) holds potential for predicting community change and collapse—increasingly common issues in the Anthropocene. Yet neither the predictions nor metrics of resilience have received rigorous testing. The cross-scale resilience model, a leading operationalization of resilience, proposes resilience can be quantified by the combination of diversity and redundancy of functions performed by species operating at different scales. Here, we use 48 years of sub-continental avian community data aggregated at multiple spatial scales to calculate resilience metrics derived from the cross-scale resilience model (i.e., cross-scale diversity, cross-scale redundancy, within-scale redundancy, and number of body mass aggregations) and test core predictions inherent to community persistence and change. Specifically, we ask how cross-scale resilience metrics relate community stability and collapse. We found low mean cross-correlation between species richness and cross-scale resilience metrics. Resilience metrics constrained the magnitude of community fluctuations over time (mean species turnover), but resilience metrics but did not influence variability of community fluctuations (variance in turnover). We show shifts in resilience metrics closely predict community collapse: shifts in cross-scale redundancy preceded abrupt changes in community composition, and shifts in cross-scale diversity synchronized with abrupt changes in community composition. However, we found resilience metrics only weakly relate to maintenance of particular species assemblages over time. Our results distinguish ecological resilience from ecological stability and allied concepts such as elasticity and resistance: we show communities may fluctuate widely yet still be resilient. Our findings also differentiate the roles of functional redundancy and diversity as metrics of resilience and reemphasize the importance of considering resilience metrics from a multivariate perspective. Finally, we support the contention that ecological stability is nested within ecological resilience: stability predicts the behavior of systems within an ecological regime, and resilience predicts the maintenance of regimes and behavior of systems collapsing into alternative regimes.

Disturbance legacies structure communities and ecological memory, but due to increasing changes in disturbance regimes, it is becoming more difficult to characterize disturbance legacies or determine how long they persist. We sought to quantify the characteristics and persistence of material legacies (e.g., biotic residuals of disturbance) that arise from variation in fire severity in an eastern ponderosa pine forest in North America. We compared forest stand structure and understory woody plant and bird community composition and species richness across unburned, low‐, moderate‐, and high‐severity burn patches in a 27‐year‐old mixed‐severity wildfire that had received minimal post‐fire management. We identified distinct tree densities (high: 14.3 ± 7.4 trees per ha, moderate: 22.3 ± 12.6, low: 135.3 ± 57.1, unburned: 907.9 ± 246.2) and coarse woody debris cover (high: 8.5 ± 1.6% cover per 30 m transect, moderate: 4.3 ± 0.7, low: 2.3 ± 0.6, unburned: 1.0 ± 0.4) among burn severities. Afforestation is often viewed as the purposeful planting of trees in historically nonforested grasslands, but an unintended consequence is woody encroachment, which should be considered part of the afforestation process. In North America's temperate grassland biome, Eastern redcedar (Juniperus virginiana L.) is a native species used in tree plantings that aggressively invades in the absence of controlling processes. Cedar is a well‐studied woody encroacher, but little is known about the degree to which cedar windbreaks, which are advocated for in agroforestry programs, are contributing to woody encroachment, what factors are associated with cedar spread from windbreaks, nor where encroachment from windbreaks is occurring in contemporary social–ecological landscapes. We used remotely sensed imagery to identify the presence and pattern of woody encroachment from windbreaks in the Nebraska Sandhills. We used multimodel inference to compare three classes of models representing three hypotheses about factors that could influence cedar spread: (a) windbreak models based on windbreak structure and design elements; (b) abiotic models focused on local environmental conditions; and (c) landscape models characterizing coupled human‐natural features within the broader matrix. Woody encroachment was evident for 23% of sampled windbreaks in the Nebraska Sandhills. Of our candidate models, our inclusive landscape model carried 92% of the model weight. This model indicated that encroachment from windbreaks was more likely near roadways and less likely near farmsteads, other cedar plantings, and waterbodies, highlighting strong social ties to the distribution of woody encroachment from tree plantings across contemporary landscapes. Our model findings indicate where additional investments into cedar control can be prioritized to prevent cedar spread from windbreaks. This approach can serve as a model in other temperate regions to identify where woody encroachment resulting from temperate agroforestry programs is emerging.

Mismatches between invasive species management policies and ecological knowledge can lead to profound societal consequences. For this reason, natural resource agencies have adopted the scientifically-based density-impact invasive species curve to guide invasive species management. We use the density-impact model to evaluate how well management policies for a native invader (Juniperus virginiana) match scientific guidelines. Juniperus virginiana invasion is causing a sub-continental regime shift from grasslands to woodlands in central North America, and its impacts span collapses in endemic diversity, heightened wildfire risk, and crashes in grazing land profitability. We (1) use land cover data to identify the stage of Juniperus virginiana invasion for three ecoregions within Nebraska, USA, (2) determine the range of invasion stages at individual land parcel extents within each ecoregion based on the density-impact model, and (3) determine policy alignment and mismatches relative to the density-impact model in order to assess their potential to meet sustainability targets and avoid societal impacts as Juniperus virginiana abundance increases. We found that nearly all policies evidenced doublethink and policy-ecology mismatches, for instance, promoting spread of Juniperus virginiana regardless of invasion stage while simultaneously managing it as a native invader in the same ecoregion. Like other invasive species, theory and literature for this native invader indicate that the consequences of invasion are unlikely to be prevented if policies fail to prioritize management at incipient invasion stages. Theory suggests a more realistic approach would be to align policy with the stage of invasion at local and ecoregion management scales. There is a need for scientists, policy makers, and ecosystem managers to move past ideologies governing native versus non-native invader classification and toward a framework that accounts for the uniqueness of native species invasions, their anthropogenic drivers, and their impacts on ecosystem services.

Rangeland management, like most disciplines of natural resource management, has been characterized by human efforts to reduce variability and increase predictability in natural systems (steady-state management often applied through a command-and-control paradigm). Examples of applications of traditional command and control in natural resource management include wildfire suppression, fences to control large ungulate movements, predator elimination programs, and watershed engineering for flood control and irrigation. Recently, a robust theoretical foundation has been developed that focuses on our understanding of the importance of variability in nature. This understanding is built upon the concept of heterogeneity, which originated from influential calls to consider spatial and temporal scaling in ecological research. Understanding rangeland ecosystems from a resilience perspective where we recognize that these systems are highly variable in space and time cannot be achieved without a focus on heterogeneity across multiple scales. We highlight the broad importance of heterogeneity to rangelands and focus more specifically on (1) animal populations and production, (2) fire behavior and management, and (3) biodiversity and ecosystem function. Rangelands are complex, dynamic, and depend on the variability that humans often attempt to control to ensure long-term productivity and ecosystem health. We present an ecological perspective that targets variation in rangeland properties—including multiple ecosystem services—as an alternative to the myopic focus on maximizing agricultural output, which may expose managers to greater risk. Globally, rangeland science indicates that heterogeneity and diversity increase stability in ecosystem properties from fine to broad spatial scales and through time.

Prescribed fires have many benefits, but existing ignition methods are dangerous, costly, or inefficient. This paper presents the design and evaluation of a micro-UAS that can start a prescribed fire from the air, while being operated from a safe distance and without the costs associated with aerial ignition from a manned aircraft. We evaluate the performance of the system in extensive controlled tests indoors. We verify the capabilities of the system to perform interior ignitions, a normally dangerous task, through the ignition of two prescribed fires alongside wildland firefighters.

Widely-held, untested assumptions in many prairies are that high-intensity fires conducted during droughts will decrease native herbaceous species richness and lead to rapid invasions by alien species. We compared native and exotic herbaceous species richness and aboveground herbaceous biomass one year following the application of high-intensity growing-season fires in Texas coastal prairie. Fires were conducted in June 2008, when precipitation was 96% below the long-term monthly average, at the end of a severe 5-mo drought, resulting in high fire intensities within treatment units. Native forb species richness was greater in burned than unburned areas. In contrast, species richness of native grasses, exotic forbs, and the frequency of King Ranch (KR) bluestem [Bothriochloa ischaemum (L.) Keng.] did not significantly differ between burned and unburned treatments. The potential to use prescribed extreme fire to maintain native herbaceous species richness while not increasing KR bluestem provides preliminary evidence that growing season fires conducted during droughts can be a viable management strategy in coastal prairies.
