Актуальность связана с приоритетом охраны земель сельскохозяйственного назначения, среди которых важнейшее значение имеют особо ценные продуктивные сельскохозяйственные угодья. Особо ценные продуктивные сельскохозяйственные угодья - это статус земельных участков, призванный защитить их от перевода в другие категории земель, использовать рациональное хозяйствование. Свойства земель этого статуса рассматриваются в геоэкологических координатах. Цель: изучение кадастровых и геоэкологических свойств особо ценных продуктивных сельскохозяйственных угодий, их статистический анализ для дальнейшего мониторинга земель и охраны на примере Томской области. Объекты: земельные участки особо ценных продуктивных сельскохозяйственных угодий на территории Томской области. Методы: аналитический, картографический, корреляционный и регрессионный виды анализа. Результаты. Максимальное число участков особо ценных продуктивных сельскохозяйственных угодий находится в Томском (559 шт.) и Кожевниковском (546 шт.) районах, наиболее развитых в с.-х. отношении. Наибольшее количество особо ценных продуктивных сельскохозяйственных угодий высокой стоимости одного гектара сосредоточено в близи Кривошеино- Молчаново и снижается к западу и югу. Максимальные средние значения стоимости особо ценных продуктивных сельскохозяйственных угодий отмечены в Кривошеинском и Парабельском районах - 7470-8444 р./га. Площадь земельных ресурсов, пригодных для использования в сельском хозяйстве, в этих районах ограничена 69,2 тыс. га, что объясняет их более высокую стоимость. Минимальные значения стоимости особо ценных продуктивных сельскохозяйственных угодий характерны для Каргасокского (1105 р./га), Бакчарского (1497 р./га) и Томского (1623 р./га) районов. Также выявлено влияние вида разрешенного использования на стоимость особо ценных продуктивных сельскохозяйственных угодий и их размеры. Участки имеют сложную конфигурацию в 38 % случаях. Конфигурацию, близкую к правильной, имеют 22 % участков. Меньше всего участков особо ценных продуктивных сельскохозяйственных угодий относится к неправильной форме - 9 %. Чем более правильная форма участка, тем выше его стоимость. Наибольшее число участков особо ценных продуктивных сельскохозяйственных угодий (55 %) имеет значение коэффициента компактности в пределах 1,0-1,5; всего 5 % - коэффициент компактности, равный 1. Сравнительный анализ стоимости особо ценных продуктивных сельскохозяйственных угодий, расположенных на плакоре, террасе и в пойме реки, выявил, что пойменные участки имеют меньшую стоимость по сравнению с плакорным и террасным положениями. Достоверные различия по стоимости гектара выявлены между угодьями "Луг" и "Пашня". Влияние вида угодий на площадь особо ценных продуктивных сельскохозяйственных угодий достоверно высоко. Показано достоверное положительное влияние на площадь участков особо ценных продуктивных сельскохозяйственных угодий наличие дороги. Расположение относительно населённого пункта также достоверно положительно влияет на площадь участков особо ценных продуктивных сельскохозяйственных угодий, но не отражается на его стоимости. Отмечается положительный коэффициент корреляции Спирмена между площадью и фрагментацией участка, что указывает на рост вероятности раздела участка с увеличением его площади. Географические координаты участка, выраженные в градусах, слабо отражаются на стоимости особо ценных продуктивных сельскохозяйственных угодий. Заметна тенденция снижения стоимости и площади участков с увеличением широты в направлении с юга на север. Расстояние от участка до областного, регионального центров, крупных поселков не влияет на его стоимость. The aim of the research is to study the cadastral and geoecological properties of especially valuable productive agricultural lands, their statistical analysis for further land monitoring and protection using the example of the Tomsk region. Objects: 1627 land sites of the Tomsk region. Methods: analytical, cartographic, correlation and regression analysis. Results. The maximum number of plots of the especially valuable productive agricultural lands is in Tomsk (559 pcs.) and Kozhevnikovo (546 pcs.) districts, the most developed in agricultural respect. The largest number of especially valuable productive agricultural lands of high-cost per hectare is concentrated near Krivosheino-Molchanovo and decreases to the west and south. The maximum average value of especially valuable productive agricultural lands cost is noted in Krivosheino and Parabel districts - 7470-8444 rubles/ha. The minimum values of the value of especially valuable productive agricultural land are typical for Kargasok (1105 rubles/ha), Bakchar (1497 rubles/ha) and Tomsk (1623 rubles/ha) districts. The influence of the type of permitted use on the value of especially valuable productive agricultural land and on its size was also revealed. Comparative analysis of the cost of especially valuable productive agricultural land located on plakor, terrace and in the floodplain of the river revealed that floodplain plots have a lower cost compared to plakor and terrace positions. Significant differences in the cost of a hectare were found between the land "Meadow" and "Arable Land". The influence of the type of land on the area of especially valuable productive agricultural land is significantly high. The presence of a road has a significant positive effect on the area of especially valuable productive agricultural land plots. The location relative to the locality also significantly positively affects the area of plots of particularly valuable productive agricultural land, but does not affect its value. There is a positive Spearman correlation coefficient between the area and fragmentation of the site, which indicates an increase in the probability of dividing the site with an increase in its area. The geographical coordinates of the site, expressed in degrees, have little effect on the value of particularly valuable productive agricultural land. There is a noticeable tendency to reduce the cost and area of land plots with increasing latitude in the direction from south to north. The distance from the land plot to regional or regional centers or large settlements does not affect its cost.

The choice of the topic of the article is determined by the relevance of individual theoretical issues in the field of land restoration.It should be emphasized that the public relations in the field of land restoration remain insufficiently regulated. In legal literature were proposed different approaches to determination of essence of concept “restoration” natural resources and lands in particular. So, if it is a question of restoring the qualitative properties of the land (in particular, the fertility of the soils), it is expedient to use the term “restoration”. At the same time, the state of the land is being reduced from the existing negative to the original quality state (it is a question of certain positive changes in the account and the soil fertility). It should be noted that the quality of land is characterized by a certain aggregate of both positive and negative properties of lands.Public interest in the use of land is primarily in the preservation and restoration of land as a condition and place of human life, the main national wealth, sources of agricultural production and guarantees of economic and food security in the state as a whole.Land restoration is the direction of their protection. Particular attention is paid to the system of legal protection of land for forestry purposes. Fundamental importance is given to legal measures for the protection of land under forestry, since the establishment of an effective system of measures is one of the key ways of implementing state policy in the field of land protection.System analysis of the legislation in the field of management in the field of use and protection of forestry lands allows to state that it is in the stage of formation and needs improvement. The existing management system has drawbacks that consist of duplication of management functions that are split between individual executive authorities. It is found out that without the state's proper management of land functions, it is impossible to implement measures for the protection of land for forestry purposes.The system of measures on the guard of earths has general character, that contains such measures which behave to earths of any category in composition the landed fund of Ukraine. Consequently, the indicated measures can be named base which do not take into account a specific and features of concrete category of earths and directed on support and providing as quantitative so high-quality indexes of earths.It is necessary to select the next groups of measures on the guard of lands of forest fund. Except for base, fastened Law of Ukraine «On the guard of earths», by the Landed code of Ukraine, it is necessary to select general measures, which touch the guard of lands of forest fund and forests, which are on them. Yes, it is the state complex system of supervision; creation of ecological network; national and regional program of the use and guard of earths development; compensation of losses of lands of forest fund production. Proof of this is the fact that there has been contaminated area covering 15% of the country, and polluted and very polluted, where the living conditions of the population has worsened and stretched, are respectively about 40% and 30% of the state, 17% of experiencing flooding, more than 18 % exposed to erosion. Recent research and publications analysis. The study of some issues concerning the quality of the land in Ukraine has always paid attention to an important and comprehensive. In their writings thoroughly analyzed the important legal aspects of land with important theoretical and practical significance for the protection of land in Ukraine. 2 Paper objective. The severity of the problems that have been established for the protection of land in Ukraine against pollution and deterioration, an urgent need to resolve them require effective enforcement measures, including legal matters. The purpose of this paper is to study the legal principles of land protection from contamination and spoilage. Paper main body. Legislator has clearly outlined the range of possible contaminants earth, their harm and danger and property pollute the soil of the earth, which is typical for certain types of substances, agents and materials that may be present in safe substances and materials. The danger of such substances and materials depends on the objective circumstances, the concentration of pollutants, the previous state of the soil layer, the socio-economic importance of appropriate land and so on. Актуальность работы обусловлена тем, что оценка современного состояния земель, определение характера изменений компонентов природных комплексов, прогноз активизации негативных процессов, изменяющих ландшафты и все компоненты экосистем, не возможны без качественных данных, которые можно получить только с помощью хорошо организованных систем мониторинга на региональном уровне. Цель работы: анализ возможностей систем, обеспечивающих экологический мониторинг на региональном уровне. Для достижения цели решены задачи: выявлены корреляционные связи внешних проявлений в рельефе с внутренними природными процессами и причины их возникновения, определены индикаторы направленности процессов, разработаны рекомендации по оптимизации функционирования региональных систем мониторинга на базе системного атласного геоинформационного картографирования. Методы исследования. Выполнен анализ технических возможностей станций приема спутниковой информации с аппаратов TERRA, Landsat, NOAA и других на региональном уровне в Сахалинской области. При проведении исследований использовались методы математического и геоинформационного картографирования, статистические, комплексные физико-географические, пространственного анализа, тематического дешифрирования и др. Результаты. Разработаны рекомендации по организации системы мониторинга Сахалинской области, определена архитектура сети исполнителей и техническое оснащение; внесено предложение решать задачи, поставленные перед региональным мониторингом земель на базе системного атласного геоинформационного картографирования и доступных данных дистанционного зондирования Земли в конкретных заданных масштабах. Для этого необходимо обеспечить прием данных с определенной периодичностью наблюдений. Рекомендовано применить систему регионального мониторинга, которая способна повысить оперативность и эффективность его проведения в Сахалинской области за счет кооперации, согласованной деятельности всех участников. Выводы. Разработана теория, и заложена методологическая основа системы атласного геоинформационного картографирования территории Сахалинской области, на базе которой можно организовать комплексный мониторинг земель в регионе с использованием существующих геопорталов, а в лучшем случае с применением вновь созданного специализированного геопортала. Прием спутниковой информации должен осуществляться наземными станциями приема, расположенными в регионе. The relevance of the work is caused by the fact that evaluation of the current status of land, determining the character of changes in the components of natural systems, prediction of activation of the negative processes of changing landscapes and all components of ecosystems, are not possible without high-quality data that can be obtained only through the well-organized monitoring systems at the regional level. The aim of the research is to analyze the possibilities of systems for environmental monitoring; to find out the correlations of the external manifestations in the relief of internal natural processes and their causes; to define the indicators of processes orientation; to develop the recommendations to optimize the functioning of regional systems of monitoring based on atlas geographic information system (GIS) mapping. Research methods. The authors have carried out the analysis of technical capabilities of the receiving stations of satellite data from the TERRA spacecraft, Landsat, NOAA and others at the regional level in Sakhalin region. When carrying out the researches the authors used the methods of mathematical and geospatial mapping, statistical, complex physical-geographical, spatial analysis, thematic interpretation, etc. Results. The authors developed the recommendations on organizing the monitoring system of Sakhalin region and defined its composition and technical equipment. It was proposed to solve the problems of a certain scale for regional land monitoring, based on GIS mapping and data of remote sensing of the Earth performed with certain frequency of observations. The system of regional monitoring, which is able to increase the efficiency and effectiveness of its holding in Sakhalin region through cooperation and coordinated activities of all participants, was recommended Conclusions. The authors developed the theory and laid the methodological basis of the system of atlas geoinformation mapping of the territory of Sakhalin region, on the basis of which it is possible to organize a comprehensive land monitoring in the region using existing geoportals, and at the best applying the newly created special geoportal. The satellite data should be accepted by the ground receiving stations, located in the region.
