Purpose: The purpose of this paper is to report on the use and content of written guidance produced by mental health services in England and Wales describing hospital leave for informally admitted patients. Design/methodology/approach: Guidance on leave was requested from National Health Service (NHS) mental health trusts in England and health boards in Wales (n = 61) using a Freedom of Information submission. Data were analysed using content analysis. Findings: In total, 32 organisations had a leave policy for informal patients. Policies varied considerably in content and quality. The content of policies was not supported by research evidence. Organisations appeared to have developed their policies by either adapting or copying the guidance on section 17 leave outlined in the Mental Health Act Codes of Practice for England and Wales (Department of Health, 2016; Welsh Government, 2016). Definitions of important terms, for example, leave and hospital premises, were either absent or poorly defined. Finally, some organisations appeared to be operating pseudo-legal coercive contracts to prevent informal patients from leaving hospital wards. Research limitations/implications: Research should be undertaken to explore the impact of local policies on the informal patient's right to life and liberty. Practical implications: All NHS organisations need to develop an evidence-based policy to facilitate the informal patient's right to take leave. A set of national standards that organisations are required to comply with would help to standardise the content of leave policies. Starting in 2002, the UK Labour Government of 1997–2010 introduced a series of changes to the National Health Service (NHS) in England designed to increase patients’ choices of the place of elective hospital care and encourage competition among public and private providers of elective hospital services for NHS-funded patients. In 2006, the Department of Health initiated the Health Reform Evaluation Programme (HREP) to assess the impact of the changes. In June 2008, the White Paper, High quality care for all, was published. It represented the government’s desire to focus the next phase of health care system reform in England as much on the quality of care as on improving its responsiveness and efficiency.The 2008 White Paper led to the commissioning of a further wave of evaluative research under the auspices of HREP, as follows:an evaluation of the implementation and outcomes of care planning for people with long-term conditions;an evaluation of the personal health budget pilots;an evaluation of the implementation and outcomes of the Commissioning for Quality and Innovation (CQUIN) framework; andan evaluation of cultural and behavioural change in the NHS focused on ensuring high quality care for all.This Supplement includes papers from each project.The evaluations present a mixed picture of the impact and success of the 2008 reforms. All the studies identify some limitations of the policies in the White Paper. The introduction of personal health budgets appears to have been the least problematic and, depending on assumptions, likely to be cost-effective for the sorts of patients involved in the pilot. For the rest of the changes, impacts ranged from little or none (CQUIN and care planning for people with chronic conditions) to patchy and highly variable (instilling a culture of quality in acute hospitals) in the three years following the publication of the White Paper. On the other hand, each of the studies identifies important insights relevant to modifying and improving the policies. These findings have continuing relevance since both the 2008 White Paper’s policies, and the issues they were focused on remedying, remain central to the current Coalition Government’s reform agenda. Purpose: Although the UK construction sector has enjoyed a significant rise in the number of women joining the industry, there is undoubtedly more room for improvement. Numerous schemes have been initiated by government and other professional bodies to encourage more women to undertake a career in construction. The purpose of this paper is to shed light on the organisational complexities of problems faced by women working in professional roles in construction. It thus initiates a dialogue on the lack of workplace flexibility and discriminatory practices that prevent many more women from joining. Design/methodology/approach: A phenomenological philosophy is adopted. The research critically explores the views of women working in professional roles in six large construction firms in England. Findings: It was widely acknowledged that the industry had improved significantly, however there are still concerns yet to be addressed. It was identified that women face new challenges when they attain senior roles. Furthermore, it is believed that the current glass ceiling theory and leaky pipeline theory are not adequate to study these issues. Research limitations/implications: Sample size and narrow focus on large construction firms are the limitations of the paper. Practical implications: Through academic and industry dissemination, the findings from this research encourage both men and women working in the construction industry to adopt inclusive practices that will help widen the pool of knowledge and expertise. Social implications: This paper sheds light on a problem that is assumed to be eradicated once women progress to senior management roles. Older people in England who pay for social care from their own funds ('self-funders') receive little help in seeking and arranging care compared to older people funded by their local council. This suggests an implicit assumption that people funded by local councils need help to manage their care whereas self-funders do not. This article reports findings from a scoping review of published evidence from England, Scotland and Wales on the skills that older people need, and the help they get, to seek, arrange or manage use of social care, and how this help affects outcomes. Searches undertaken in October 2018 resulted in the inclusion of thirty-six empirical papers and seven reviews. Thematic analysis identified the importance of everyday life and specific business skills, and personal attributes including objectivity when evaluating options. The review identified two significant gaps in the evidence: first, how help in seeking and arranging care compensated for lack of, or complemented existing, skills; and secondly, how outcomes for people receiving help in arranging care compared with those not receiving help. The article concludes that a tailored approach to supporting older people arrange and manage care, irrespective of funding, should be considered. [ABSTRACT FROM AUTHOR]

The Coalition Government's ' Green Paper' (DfE 2011) proposes a systemic overhaul of services for pupils with special educational needs in England, with increased parental choice of provision and 'sharper accountability' (p. 67) in schools. Deadlines for various stages of this reform have not been met, and its final nature remains uncertain. This paper reveals SENCOs' insights into their changing role in this turbulent policy context. This is achieved through the thematic analysis of 227 responses to an 'open-ended' question in the national Special Educational Needs Coordinator ( SENCO) Survey 2012. Findings from this sample indicate that SENCOs predict that schools in England will become more inclusive, with greater shared responsibility for achievement for all, and SENCOs' increased involvement in staff training and other whole school capacity-building activities. Respondents predict a greater partnership with parents, for whom they will provide advice and links to other services. They foresee their reduced involvement in direct teaching and an intensification of their work in other ways, especially in terms of paperwork associated with pupil tracking and other accountability measures. The Ministry of Economy, Trade and Industry have forwarded a proposal to apply the concept of intraindustry flow of funds in order to develop the sports industry and strengthen the financial base of sports businesses from the top level to the grass-roots level. With regard to industrial policy, the flow of funds is a concept among multiple industries, and intra-industry flow of funds within the same industry is not assumed. However, in the sports industry, we can observe the intra-industry flow of funds in certain cases, especially in foreign countries. This paper examines the cases of intra-industry flow of funds in the sports industry, mainly in England and Germany, to understand their structural characteristics, to identify the necessary requirements for realization of intra-industry flow of funds in the Japanese sports industry, and to discuss the feasibility of such flows. In order to realize intra-industry flow of funds, it is necessary to have funding providers, recipients, a legal and taxation system for fund transfers, an entity to manage the flow of funds, and a rational reason why flow of funds is also essential for the fund providers. The most promising candidate fund provider is the spectators’ sports business. On the other hand, for the recipients, the cases seen in England and Germany suggest that regional sports clubs with non-profit entities are the most likely candidates. In order to enable the flow of funds or, in other words, the transfer of profits from providers to recipients, it is essential to have a legal system and a preferential taxation system to support it. In addition, an element of a public interest needs to be embedded in the design of a system that supports such a flow of funds or it would likely be unacceptable by the providers. The intra-industry flow of funds is a concept that conflicts with a free market economy. On the other hand, it is widely recognized that sports are a public interest that needs to be indemnified. Naturally it is expected that this public interest would be embedded in certain types of sports businesses. While there are good prospects for designing a system to realize the intra-industry flow of funds in the sports industry in Japan, it is of utmost importance to establish a common understanding of public interest in sports businesses among stakeholders involved in the sports industry. Public reporting of clinical performance is increasingly used in many countries to improve quality and enhance accountability of the health system. The assumption is that greater transparency will stimulate improvements by clinicians in response to peer pressure, patient choice or competition. The international diffusion of public reporting might suggest greater similarity between health systems. Alternatively, national and local contexts (including health system imperatives, professional power and organisational culture) might continue to shape its form and impact, implying continued divergence. The paper considers public reporting in the USA and England through the lens of Scott's 'pillars' institutional framework. The USA was arguably the first country to adopt public reporting systematically in the late 1980s. England is a more recent adopter; it is now being widely adopted through the National Health Service (NHS). Drawing on qualitative data from California and England, this paper compares the behavioural and policy responses to public reporting by health system stakeholders at micro, meso and macro levels and through the intersection of ideas, interests, institutions and individuals through. This paper focuses upon the new landscape of strategic coastal planning and implementation in England and Wales resulting from the development of shoreline management plans (SMPs) by flood and coastal erosion risk management (FCRM) authorities; the issues raised will be very familiar elsewhere in the world. The real test is how to implement the many measures and management decisions within these SMPs. In many cases, those decisions were difficult to reach; sometimes the result was an uneasy agreement to maintain defences indefinitely, if the funding is available; elsewhere, bold decisions were taken to withdraw maintenance using the 'no active intervention' SMP policy option. This policy is often paraphrased as 'do nothing', but in reality it is usually far from being a passive exercise. Depending on the circumstances and rationale for not intervening, it may entail a lot of work and have many implications. What is the nature of current intervention? Are there existing FCRM assets in place, and if so, will they be dismantled or left to disintegrate? Either way, potential impacts upon public health and safety, the natural environment, coastal processes, amenity and local communities and businesses need attention, and the exercise needs careful planning and engagement. There may be other options to consider, such as the 'localisation' or transfer of assets, and management of them, to third parties - but what are the liabilities associated with this and is it sustainable? A well-planned decommissioning of assets that is written into a SMP in advance is more likely to address these implications successfully, whereas a withdrawal from maintenance in the teeth of local opposition despite an original intention to defend may become complicated. The FCRM community needs to be prepared for these decisions and their consequences in advance. Additionally, is 'no active intervention' compliant with European law? The Environment Agency and the Department for Environment, Food and Rural Affairs are working with local authorities and other partners on a number of initiatives that will clarify issues, review experience and provide simple, practical guidance to risk management authorities faced with implementing a 'no active intervention' option. This paper will highlight the results and products of some of these initiatives and reflect more widely on the 'deliverability' of SMPs as they stand. Purpose The purpose of this paper is to expose and dispel some outdated dilemmas and straw men that have drawn attention away from debates of substance in social work. The paper presents what Frontline believes to be the substantive dilemmas facing the social work profession, as it looks into the future.Design/methodology/approach The paper draws on the insights and experiences of the past four years during which Frontline has been innovating in the field of social work education and leadership development.Findings Building a better social work system requires addressing several important questions, namely, whether social work; first, is a practical or intellectual task; second, is a generic or specialist profession; third, focuses on social or therapeutic change; fourth, requires bureaucrats or change agents; and fifth, involves measuring inspections or measuring outcomes.Originality/value The paper sets out the key dilemmas facing the social work profession, which must be debated and addressed in order to build a better social work system. This paper draws on UK data from an international, comparative project involving eight countries. The study examined how social workers' conceptions and definitions of family impact on the way they engage with complex families, and how social policies that frame social work context impact on the way social workers engage with families. Focus groups were held in which social workers from four service areas (child welfare, addictions, mental health and migration) were asked to discuss a case vignette. Several factors were embedded in the vignette to represent a realistic situation a social worker may come across in their day-to-day work. Social workers clearly identified the complexity of the family's situation in terms of the range of issues identified and candidate 'causes'. However, typical first responses were institutional, looking for triggers that would signify certainty about their, or other agencies' involvement. This resulted in a complicated story, through which the family was disaggregated into individual problem-service categories. This paper argues that understanding these processes and their consequences is critical for exploring the ways in which we might develop alternative, supportive professional responses with families with complex needs. Professional autonomy has come under greater scrutiny due to managerialism, consumerism, information and communication technologies (ICT), and the changing composition of professions themselves. This scrutiny is often portrayed as a tension between professional and managerial logics. Recently, medical autonomy has increasingly been shaped in terms of transparency, where publication of clinical performance (via ICT) might be a more pervasive form of surveillance. Such transparency may have the potential for a more explicit managerial logic but is contested by clinicians. This paper applies notions of surveillance to public reporting of cardiac surgery, involving the online publication of mortality rates of named surgeons. It draws on qualitative data from a case‐study of cardiac surgeons in one hospital, incorporating interviews with health care managers and national policymakers in England. We examine how managerial logics are mediated by professional autonomy, generating patterns of enrolment, resistance and reactivity to public reporting. The managerial 'gaze' of public reporting is becoming widespread but the surgical specialty is accommodating it, leading to a re‐assertion of knowledge, based on professional definitions. We explore the views of managers' knowledge needs and use to optimise care practices and enhance the life experience for older people living, and staff working, in long‐term care homes (with and without nursing). This paper contributes to previous research by offering insights into the knowledge types drawn upon and used by managers to inform efforts to better support gaining and mobilising knowledge. Using a pragmatic qualitative approach, we undertook 19 semi‐structured interviews with managers and leaders in 15 care homes in the South West of England, varying in geographical location, size and type of ownership. We did a thematic analysis of the data using Framework Analysis. Our interpretations were informed by the existing literature on knowledge types. We identified three themes from our analysis as to managers' knowledge needs and use when implementing changes. First, views about training and formal reports or "explicit knowledge" consisting of the two sub‐themes "gaining explicit knowledge" and "research knowledge". Second, perspectives relating to practical experience or "tacit knowledge" and judging the use of knowledge in particular cases or "phronesis". Third, the role of emotion in managers' knowledge needs and use. We found that having knowledge was positively valued by managers and leaders for improving care practices and enhancing the lives of people residing in care homes. Tacit knowledge and phronesis were particularly highly valued and we note challenges with the perceived applicability, relevance and use of research evidence. We identify that emotions are an important component within knowledge use and a need to further understand how to support the emotional wellbeing of managers so they can support care staff and residents. Greater consideration is needed as to how to optimise gaining and mobilising all knowledge types ‐ "know‐what," "know‐how," "know‐when" and "know‐feel" ‐ to benefit people living, and staff working, in care homes. This paper seeks to show how‘policy’,‘management’ and‘information and communications technology’ (ICT) were constructed for schools in England between 2000 and 2003 and to discuss some effects of these constructions on teaching and learning in the institutions involved in the InterActive Education Project. It argues that their contribution collectively constituted‘ICT’ as a particular kind and form of challenge for schools, and that recognising the nature of this constitution is crucial to understanding the relationship between ICT and teaching and learning. Informed by an abductive methodology, this paper draws on analyses of policy documents and interviews with the head teachers of the educational institutions taking part in the InterActive Education Project to show how the possibilities and opportunities of using ICT were shaped by those constructions. It suggests that the main policy framing ICT in education over the period in question, the National Grid for Learning, had the provision of hardware and infrastructure as its main target, but offered little advice on how they might be used. This constituted the core of the management problem of ICT for schools. The final section of the paper outlines some of the mechanisms through which schools addressed these issues and discusses some possible implications for what counts as‘teaching and learning’ with‘ICT’. Purpose - The purpose of this paper is to detail the research and findings from a piece of work commissioned by the Local Government Association in England, in May 2013 into the current implementation of integrated care Design/methodology/approach - The field research was carried out by Integrating Care, a collaborative drawn from leading academics, health and social care executives, analysts and clinicians working in the field of integrated care; along with consultancy support from public sector consultancies PPL and GE Healthcare Finnamore. It comprised a series of local interviews, workshops, modelling and analysis and ongoing engagement. Findings - The paper describes the outputs that were delivered to support the development of "whole-system" integrated health and social care drawing on national and international best-practice, and knowledge gained from experiences of implementation. Social implications - The paper concludes by drawing together the key lessons from the overarching analysis of whole-system integration. This includes the opportunities and the complexities of redesigning and re-implementing better co-ordinated health and social care provision at scale, as experienced in England currently. Originality/value - The paper describes the specific challenges posed through the fieldwork and ongoing development process of integration in England, and the paper reflects upon some of the deeper questions that this has led to. Abstract: This paper explores practical and ethical dilemmas for professionals when securing the protection of children in the complex non‐clinical setting of individual families. It is based on a cross‐country study on cultural encounters in interventions against child physical abuse and neglect in four countries (England/Wales, Germany, Portugal, and Slovenia). Drawing on national reports of legal‐organizational frameworks and socio‐cultural backgrounds of European child protection systems, it also presents the results of a series of focus groups with professionals. Data were analysed to identify implicit and explicit discursive constructions as well as normative representations and from this deriving the key ethical issues and dilemmas. Despite a shared normative framework across Europe, intervention cultures vary across the four countries and between the different stakeholder groups. Although each child protection system faced widespread mistrust, policy approaches differ, some relying on strong and detailed guidance whereas others stress professional skill and judgement. We conclude that despite a shared commitment to the protection of children, deliberations and perceived ethical dilemmas suggest interdependency between differences in system cultures and policy approaches that inform the character of professional interventions in the four countries. Purpose The purpose of this paper is to present findings from face-to-face interviews undertaken with 16 care and nursing home managers employed in homes situated in two English local authorities. The research sought to explore managers’ perceptions of the role of contract monitoring in the prevention of abuse.Design/methodology/approach Semi-structured interviews were undertaken with 16 care and nursing home managers.Findings Though personnel employed by the local authority who conducted contract monitoring were generally thought of positively by care home managers on a personal level, their effectiveness was perceived to be limited as a result of their lack of experience and knowledge of providing care, and the methods that they were required to use.Research limitations/implications Though the research draws upon the experiences of only 16 care and nursing home managers in two local authorities, data suggest that current contract monitoring activity is of limited utility in determining the true nature of care and the presence of abuse.Originality/value Unusually, the paper explores care and nursing home managers’ perceptions of contract monitoring processes in terms of how they perceive their effectiveness in preventing abuse. This paper investigates the role that publicly funded infrastructure can play in supporting the implementation of open innovation at particular locations. Three case studies of open innovation infrastructure projects in the East of England illustrate contrasting approaches to delivering an infrastructure to support open innovation. The paper analyzes the cases using concepts from the literature on open innovation, regional innovation systems and business incubation. The cases reveal insights on how emerging management theories can have direct influence on regional innovation policies, and reveal the complexities of managing changing multi-stakeholder interests in relation to an approach to supporting innovation whose success is inherently hard to measure. Purpose This paper aims to explore and examine how public houses or pubs function as facilitators and developers of community cohesion and social interactions in rural areas of England.Design/methodology/approach The authors use data and information about facilities and services available for 284 rural parishes in two different points in time (2000 and 2010) to elaborate an index measurement of community cohesion. The index, created upon a range of discrete variables capturing multiple aspects of community living, is then investigated by using structural equation models to assess the impact of pubs in shaping the levels of community cohesion in the English countryside.Findings Findings gathered from the analysis identify a strong positive relationship between the presence of pubs and higher levels of community cohesion index occurring within the examined parishes, indicating that this relationship is maintained in time regardless of size of the parish, although different impacts are found in the two time points considered.Research limitations/implications As the study is based on a longitudinal examination, it can stimulate research on themes and issues regarding the impact of third places on community cohesion and social capital in rural and remote communities, increasing the amount of information and data available. For instance, due to the nature of information considered, the study could not explore the effects on rural communities’ wellbeing associated with different types of pubs’ ownership and management.Practical implications These results provide a valuable and original contribution to the literature related to the measurement of community cohesion and wellbeing with regard to third places such as small businesses and local retailers, whose significant functions of fostering social aggregation and communal initiatives at a local level are frequently neglected.Social implications Findings from this study provide a valuable opportunity for policymakers and local administrators to evaluate policies and actions in support of their communities. In particular, findings provide an original piece of information about the social value of community pubs particularly in small and peripheral areas of England.Originality/value The paper provides new and original information about the importance of pubs and third places in general in fostering and developing community cohesion and wellbeing at a local level. Cemeteries garner considerable academic attention as anthropologists, landscapers, archaeologists, sociologists, geographers and historians examine their layout, purpose and use. Emerging from these studies is a body of literature that considers cemetery and burial ground design, memorialisation, mourning behaviour and ‘dark tourism’. Beyond interdisciplinary journals such as Mortality and edited multi-disciplinary books however, the insight generated in this literature can be fragmented through publication in discipline specific periodicals. As a result cemeteries are often analysed and presented as places that contain, for example, design or tourism and heritage or emotion and mourning. Framed by concerns over the sustainability of cemeteries nationwide, this paper considers the contemporary English cemetery as a simultaneous space of emotion, commerce and community. Using data from an ethnographic case study of a cemetery in East London, it illustrates the contestation that can result from these concurrent contrasting interpretations. The paper concludes that care needs to be taken when implementing initiatives and policy to balance the varying demands and expectations of a cemetery's purpose and use. [ABSTRACT FROM AUTHOR]

This paper examines housing policies aimed at establishing mixed income communities. Based on stakeholder interviews and case study analysis in England and Scotland, the paper pays particular attention to the impact of interventions in housing management. The first part considers the policy context for mixed communities and considers the conceptual basis underlying contemporary housing management through discourses of culture and social control. The second part considers how this agenda has resulted in the adoption of intensive management strategies within mixed communities; illustrated in the development of allocation policies, initiatives designed to tackle anti-social behaviour, and proposals to develop sustainable communities. The main argument is that given that the concept of mixed communities is based on the premise of social housing failure, citizenship has been defined largely in response to private sector interests. This approach to management has been a contributory factor in the construction of social housing as a form of second-class citizenship. [ABSTRACT FROM AUTHOR]

Purpose - The purpose of the paper is to present the findings of a study of factory closure management. It details the sequence and the results of the key strategic manufacturing management decisions made from the time of the announcement of the plant closure to the cessation of operations. The paper also includes an analysis of the human resource management (HRM) actions taken during this same time period and their consequences upon all those involved in the closure management process. Design/methodology/approach - The case study methodology consisted of two initial site visits to monitor closure management effectiveness (adherence to plan and the types and frequency of closure management communications). During these visits, documentary evidence of the impact of the closure decision upon production performance was also collected (manufacturing output and quality performance data). Following plant closure, interviews were held with senior business, production and HRM managers and production personnel. A total of 12 interviews were carried out. Findings - The case study findings have informed the development of a conceptual model of facility closure management. Information obtained from the interviews suggests that the facility closure management process consists of five key management activities. The unexpected announcement of a factory closure can cause behavioural changes similar to those of bereavement, particularly by those employees who are its survivors. In addition, similar reactions to the closure announcement may be displayed by those who choose to remain employed by the factory owner throughout the phased closure of the plant. Originality/value - Facility closure management is an insufficiently researched strategic operations management activity. This paper details a recommended procedure for its management. A conceptual model has also been developed to illustrate the links between the key facility closure management tasks and the range of employee changes of behaviour that can be induced by their execution. The EU-US 'Open Skies' agreement has liberalised the North Atlantic air transport market between the EU and USA.The agreement has effectively licensed the airlines already operating in the market to increase flight frequencies on existing routes, open new ones and also diversify airfares. In addition, the market has been opened to new entrants, particularly long-distance 'low-cost' airlines, which will likely follow their predecessor from the 1970s -- Sir Freddie Laker's Skytrain. Such traffic growth will have to be accommodated at both EU and US airports.This paper considers the long-term management of airside and landside capacity at London Heathrow Airport, the largest of the five London airports and the most significant on the European side of the EU-US air transport market.The paper considers the prediction of airport demand in terms of the annual number of air transport movements and passenger volumes; elaborates some alternative solutions for providing sufficient airside and landside capacity; and generates scenarios for the long-term matching of these solutions with the predicted demand.The results suggest reasonable solutions for the long-term management of airport capacity to meet the predicted demand (ie until 2030), while keeping noise and air pollution within the prescribed limits. One of the most problematic issues for researchers who conduct qualitative research using semi-structured, unstructured interviews or story telling data collection methods is the analysis of large quantities of rich data. In the past this has often led to fairly unmethodical approaches to analysis which in turn has led to qualitative business and management research being seen as insubstantial and unworthy of consideration. A relatively recent development in organisational research has been the application of Template Analysis to rich unstructured qualitative data following the primary data collection phase. Template Analysis appears to have emerged from the USA during the 1990s and academics familiar with the Grounded Theory approach to data analysis may see similarities in the techniques used. Nevertheless, it has gained credibility in the UK through the work of Nigel King and other colleagues researching in health and sociology related fields. This paper provides an overview of the origins of Template Analysis and discusses how it has been used to structure qualitative data. It then goes on to examine through the two case studies how Template Analysis has been extended and used by the authors in two different research projects. In the first case study the research team worked within a Primary Care Trust in the North East of England on a project that explored the Diffusion of Innovation of clinical and administrative computer systems across General Practice within the Trust. Seventeen Trust members were interviewed for approximately one hour and this led to over 85000 words of rich data. The second project focused on the NHS Secondary Care sector and examined IT project management practice related to the development of integrated pathology computing systems across eight separate laboratories in the North of England. Eight senior managers were interviewed and this, combined with participant observation and over 3 years of document collection, also resulted in a large volume of rich textual material. The use of template analysis, combined with a critical success factors methodology, resulted in a novel approach for learning about current IT project management practices. This paper critically examines these two case studies in terms of their particular research philosophy, epistemological approach and the lessons learnt from the techniques employed. The paper then provides a discussion of the principles and practicalities of template analysis and explores the benefits to the business and management research community at large. This paper discusses the role of trust and shared goals in relation to participation in inter-organisational and multi-agency partnerships. It draws on a study of partnership working in England and focuses in particular on the perspectives of senior managers of post-16 education and training providers with substantial experience of working in local and regional partnerships. The research explored the concept and practice of partnership through a qualitative case study of a sub-regional partnership and the main methods used for data collection were observations of partnership meetings, documentary evidence of partnership working and semi-structured interviews with members of the partnership. The findings presented in this paper emanate principally from the interview data and reveal the importance and differentiated nature of trust in partnership working and the place of both trust and shared goals in effective and sustained partnerships. This paper examines management reaction to strategic change in organizations based on the findings from a study of management responses to environmental change in further education. The paper sets out a number of propositions about the key factors required for successful strategic change in a public sector organization based on a national survey of colleges of further education in England in the six years after incorporation, which was followed up by case studies to investigate the key variables in greater detail. The analysis of strategic change in these public sector institutions highlights the importance of leadership and environmental assessment while the development of a conceptual model to underpin the research illustrates how private sector approaches can be adapted to the public sector. Measures to manage demand include implicit and explicit messages about domestic water users, which have important potential impacts on their perceptions and practices. Drawing on recent literature, this paper identifies three different 'dimensions' along which demand management measures' constructions of the water user may vary: these relate to whether the water user is passive or active, whether they are motivated by individual or common needs and whether they perceive water as a right or a commodity. Demand management measures currently used in England and Wales are then discussed and analysed. The paper concludes by highlighting the importance of communications associated with demand management, and in particular, notes the need to consider the cumulative impact of messages and their interactions with people's existing understandings. This paper seeks to uncover major differences in current opinion concerning the purpose, scope and priorities of facility management (FM), and to indicate which key areas and factors of FM practice should be considered for inclusion in any theoretical framework for positioning FM. A literature review examines the available knowledge, theories and publications concerning linking FM to organisation and its environments from a range of published literatures. The paper identifies gaps in the existing knowledge base, and clarifies the issues for consideration and development framework for positioning FM. This paper is a part of research being undertaken for PhD study at the Bartlett School of Graduate Studies, University College London. It has produced a theoretical framework for positioning FM which will be further developed in the next stage of the study. The theoretical framework for positioning FM provides useful ground for developing decision method and tools for positioning FM practice. Law firms in England and Wales are operating in a cut-throat competitive environment, alien to many long-standing employees in the profession. Evidence suggests that managing these issues and planning for change in this new environment is difficult for many to comprehend,but essential for survival. The concepts of strategy, management, marketing and the like appear to have more prominence in legal journals, and practice managers are often a key figure within a law firm's practice today. This paper suggests that for some, the idea of developing planned strategies of how to survive and compete in the market is anathema for many firms, as is the requirement to change the normal or existing ways of doing things. This paper aims therefore to provide a brief overview of the development of strategy as a branch of management science and how law firms can start to think about the concept of strategy and what the implications are for their practice. Knowledge Management (KM) is a relatively new terminology within the architecture, engineering and construction (AEC) industry, although certain aspects have always been practised within the industry. This paper conducts an exploratory study of how mergers and acquisitions affect knowledge management initiatives. The paper introduces the CLEVER conceptual framework that was developed at Loughborough University, UK. The conceptual framework is used to formulate the key aspects organizations should consider when implementing knowledge management initiatives. The paper presents case studies of AEC organizations that have recently undergone mergers and acquisitions. The case studies demonstrate what these companies are doing in terms of knowledge management, especially to collate and deploy the bodies of knowledge held in the hitherto separate organizations, to enhance their competitive advantage. The paper concludes by providing guidelines for companies to consider in developing knowledge management initiatives to cope with structural changes at an operational level. In this paper, we examine how space is integral to the practices and politics of restructuring health and care systems and services and specifically how ideas of assemblage can help understand the remaking of a region. We illustrate our arguments by focusing on health and social care devolution in Greater Manchester, England. Emphasising the open‐ended political construction of the region, we consider the work of assembling different actors, organisations, policies and resources into a new territorial formation that provisionally holds together without becoming a fixed totality. We highlight how the governing of health and care is shaped through the interplay of local, regional and national actors and organisations coexisting, jostling and forging uneasy alliances. Our goal is to show that national agendas continued to be firmly embedded within the regional project, not least the politics of austerity. Yet through keeping the region together as if it was an integrated whole and by drawing upon new global policy networks, regional actors strategically reworked national agendas in attempts to leverage and compete for new resources and powers. We set out a research agenda that foregrounds how the political reorganisation of health and care is negotiated and contested across multiple spatial dimensions simultaneously. This paper examines the processes by which the senior police officers in England and Wales are chosen and prepared for their role. Based upon research interviews with a sample of chief constables and assistant chief constables, it develops a critical assessment of the quality of each of the three key stages in this respect: the selection of those considered to have the potential to become senior officers, senior management training, and the appointments process at police authority level. The objective of this comment is to supplement the paper by Meikle and Connaughton, published in this journal. That paper concentrated on the non-replacement of an ageing housing stock, and the maintenance implications of the recent shift towards owner-occupation in England. The ethics behind this trend of tenure change were not questioned; an acceptance of `individual' ownership and responsibility seemed apparent. The relative success of public sector housing management was not considered. This comment will aim to address this. While recent changes in housing tenure will create new problems to overcome, and will there- fore need to be examined carefully, a multitude of existing problems remain. This comment will seek to illuminate one problem area: the effective management of multiple-unit housing stocks, and how this may provide a framework for the maintenance of the nation's ageing housing stock. Aims and objectives To evaluate the suitability of root cause analysis frameworks for the investigation of community-acquired pressure ulcers. The objective was to identify the extent to which these frameworks take account of the setting where the ulcer originated as being the person's home rather than a hospital setting. Background Pressure ulcers involving full-thickness skin loss are increasingly being regarded as indicators of nursing patient safety failure, requiring investigation using root cause analysis frameworks. Evidence suggests that root cause analysis frameworks developed in hospital settings ignore the unique dimensions of risk in home healthcare settings. Design and methods A systematic literature review and documentary analysis of frameworks used to investigate community-acquired grade three and four pressure ulcers by home nursing services in England. Results No published papers were identified for inclusion in the review. Fifteen patient safety investigative frameworks were collected and analysed. Twelve of the retrieved frameworks were intended for the investigation of community-acquired pressure ulcers; seven of which took account of the setting where the ulcer originated as being the patient's home. Conclusion This study provides evidence to suggest that many of the root cause analysis frameworks used to investigate community-acquired pressure ulcers in England are unsuitable for this purpose. Relevance to clinical practice This study provides researchers and practitioners with evidence of the need to develop appropriate home nursing root cause analysis frameworks to investigate community-acquired pressure ulcers. This paper is an account and critical analysis of the psychodynamic and systemic consultancy that the author provided to a care home (and the voluntary organisation running it) over a period of about 16 months. In addition two emergent, linked themes are identified and discussed: family and gender roles in care homes, and racism and colonialism. Care homes are of course part of the society in which they exist and of which they are a product. This means that all the overt and covert psychological and social pressures, defences and trends that occur in the wider society, for individuals, families, groups and communities are also to be found in care homes and in the organisations that run them. They are not isolated from these forces, indeed, it is argued in this paper, the forces are intensified in the ‘hot house’ environment of a care home and, if ignored, avoided and denied, result in the exploitation, abuse and neglect of both staff and residents. Whilst existing literature documents experiences of mature students on traditional programmes in higher education (HE), extant literature fails to explore the unique experiences of degree apprentices in both on and off the job training (including academic study). In England, 47% of apprenticeships started in 2019/20 were by people aged 25 and over. Of particular interest are those literature classes as 'upskillers', that is apprentices with a diverse range of backgrounds and experience, who are seeking to advance their career through this programme. They tend to be mature students, and in the government's evaluation of apprenticeships 2018-19 reported lower satisfaction levels than younger apprentices, with lack of support from training providers impacting this figure. Literature (Fragoso et al, 2013) on mature students generally in HE describes them facing barriers to participation, including paid work, family/caring responsibilities, confidence, institutional and social class concerns. However, care must be taken not to homogenise mature students. Smith et al (2021) explored trajectories into apprenticeships across six universities in Scotland, including 'upskillers', and reported mature degree apprentices oftenhave more complex support needs and that a larger gap between previous study can lead to imposter syndrome. Research (Fabian et al, 2021) has found that those not specifically recruited as apprentices reported challenges in learning and balancing work-life-study and calls have been made for universities to better understand their experiences. This paper will report back on initial findings of focus groups conducted with mature degree apprentices on the Chartered Manager Degree Apprenticeship. The outcomes of this exploratory project will provide an opportunity to understand the lived experiences of mature degree apprentices, how similar or different their experiences are to other mature students and identify appropriate support mechanisms. Abstract: Aim: A discussion of issues associated with Values Based Recruitment (VBR) for nurse education programmes. Background: Values Based Recruitment is a mandatory element in selection processes of students for Higher Education healthcare courses in England, including all programmes across nursing. Students are selected on the basis that their individual values align with those presented in the Constitution of the National Health Service. However, there are issues associated with the use of values as selection criteria that have been insufficiently addressed. These are discussed. Design: Discussion paper. Data sources: This article is based on documents published on the website of the executive body responsible for the implementation of a policy regarding VBR in Higher Education Institutions up until June 2017 and our evaluation of the conceptualisation of VBR, underpinned by contemporary theory and literature. Implications for nursing: Values Based Recruitment influences who is accepted onto a nurse education programme, but there has been limited critical evaluation regarding the effectiveness of employing values as selection criteria. Values are subject to interpretation and evidence regarding whether or how VBR will improve practice and care is lacking. The issues discussed in this article show that Higher Education Institutions offering nursing courses, whether in England or in other countries, should be critical and reflective regarding the implementation of VBR methods. Purpose The purpose of this paper is to understand how inspection team members work together to conduct surveys of hospitals, the challenges teams may face and how these might be addressed. Design/methodology/approach Data were gathered through an evaluation of a new regulatory model for acute hospitals in England, implemented by the Care Quality Commission (CQC) during 2013-2014. The authors interviewed key stakeholders, observed inspections and surveyed and interviewed inspection team members and hospital staff. Common characteristics of temporary teams provided an analytical framework. Findings The temporary nature of the inspection teams hindered the conduct of some inspection activities, despite the presence of organisational citizenship behaviours. In a minority of sub-teams, there were tensions between CQC employed inspectors, healthcare professionals, lay people and CQC data analysts. Membership changes were infrequent and did not appear to inhibit team functioning, with members displaying high commitment. Although there were leadership authority ambiguities, these were not problematic. Existing processes of recruitment and selection, training and preparation and to some extent leadership, did not particularly lend themselves to addressing the challenges arising from the temporary nature of the teams. Research limitations/implications Conducting the research during the piloting of the new regulatory approach may have accentuated some challenges. There is scope for further research on inspection team leadership. Practical implications Issues may arise if inspection and accreditation agencies deploy temporary, heterogeneous survey teams. Objectives: To explore some of the key assumptions underpinning the continued development of general practitioner-led commissioning in health services. Methods:Qualitative data from two studies of service improvement in the English NHS were considered against England's plans for GP-led commissioning. These data were collected through in-depth interviews with a total of 187 professionals and 99 people affected by services in 10 different primary care trust areas across England between 2008 and 2009. Results: Internationally, GPs are seen to have a central position in health systems. In keeping with this, the English policy places emphasis on the 'pivotal role' of general practitioners, considered to be ideally placed to commission in the best interests of their patients. However, our evidence suggests that general practitioners do not always have a pivotal role for all patients. Moreover, it is planned that the new commissioning groups in England will not be subject to top-down performance management and this raises the question of how agreed quality standards will be met under the proposed new system. Conclusions: This paper questions the assumption that GPs are best placed to commission health services in a way that meets quality standards and leads to equitable outcomes. There is little evidence to suggest that GPs will succeed where others have failed and a risk that, without top-down performance management, service improvement will be patchy, leading to greater, not reduced, inequity. Objectives: To increase understanding about how evaluations of health policy initiatives are commissioned, conducted and used. Methods: A mapping exercise was conducted to identify evaluation of initiatives promoted by the White Paper 'Our health, our care, our say' in the English NHS. All evaluations were subjected to critical appraisal and 21 were purposively selected as case studies, involving documentary analysis and 60 interviews with those commissioning, conducting and affected by the evaluation. Results: Variation in the types of evaluation being undertaken did not reflect the importance of the initiatives being evaluated. Most evaluations collected evidence about uptake, processes of care and users' perceptions. While some provided useful information about how initiatives could be improved, few provided robust evidence about the benefits or costs of the initiatives. Those who commissioned evaluations had similar concerns to those who conducted them. There was a commitment to the concept of evaluation but little clarity about how findings would be used. Evaluation was often commissioned too late to influence decisions about implementation. Compromises over research design and difficulties collecting data limited the potential to provide robust evidence about benefits. There were tensions between the desire of evaluators for methodological rigour and the needs of service providers for swift, contextually relevant findings. There were concerns about the transparency of methods and results. Conclusions: Considerable public resources are committed to evaluation, but this investment is less productive than it could be. This paper provides an account of how performance management is operating in a rural primary school in the county of Rutland, UK, which aspires to provide an outstanding standard of education for its pupils. The paper begins by outlining the existing regulations for the operation of performance management in schools, before going on to explain how performance management roles are currently organised and undertaken within the school. The paper considers the burden of having to accommodate the constant bombardment of requests to share, impact or analyse reams of data while attempting to provide inspirational levels of teaching and learning. The paper concludes by suggesting that complacent performance management needs to be driven out and replaced with a more robust and rigorous system of ‘managing performance’. Archives have the potential to change people’s lives. They are created to enable the conduct of business and accountability, but they also support a democratic society’s expectations for transparency and the protection of rights, they underpin citizen’s rights and are the raw material of our history and memory. This paper examines these issues in the context of the historical development of archives and archivists in twentieth century England. The research lays the foundations for understanding how and why the modern archives and records management profession developed in England. This paper will investigate the historical conflict (or is it a continuum?) between archives as culture and as evidence. The story identifies and highlights the contributions made by many fascinating individuals who established archives services and professional practice in England in the twentieth century. They shaped the archive in a very real way, and their individual enthusiasms, interests and understandings set the course of the English archival profession. To a great extent, it was these individuals, rather than government or legislation, that set the boundaries of English archives, they decided what was included (acquired) and what was not (of archival value.) This paper examines the road to current safeguarding management and practice in Medway. This has been influenced by organisational change with Medway Council, a separate unitary authority formed from the previous Medway and Swale Area of Kent County Council in the government's first wave of unitary authorities. Medway was a shadow authority in 1997 and became a full unitary council in 1998. Locally, this brought together Rochester upon Medway City Council with Gillingham Borough Council under one local government regime with singular political and management leadership. The purpose of this paper is to identify common patterns in central authorities' steering of universities and the institutional power in neo-liberal higher education regimes. The paper examines the regulatory mechanisms of England and Japan through Foucault's idea of 'governmentality' and utilises the concept of autonomy to identify the state-university nexus and institutional behaviour. The paper argues that the similar application of technologies of arts in England and Japan - such as financial incentives and output quality management - has not brought about the same effect across the two countries in institutional behaviour and culture. In the case of England, the decline of traditional university autonomy - which isolated the university sector from external pressure - and increasing external influence in the value system are the case, while in Japan, the shift is rather internal within an institution, changing from department to institutional autonomy, which is compatible with the concept of accountability. There have been important developments in psychological theory of crowd dynamics (Reicher 2001). When this body of knowledge has been combined with operational policing it has been associated with conflict reduction in the context of high risk football matches with an international dimension (e.g., Stott et al. 2007). This paper extends this body of work by reporting upon a longitudinal observational study of policing within the environment of domestic football in England and Wales. This paper focuses upon the potential impact policing has upon crowd dynamics and 'disorder'. On the basis of the analysis recommendations are developed with regard to understandings of 'risk' to public order, strategy and tactics, operational structure, role and function of officers and multi-agency cooperation. This paper concludes by exploring the relevance of psychological theory for models of good practice, policy making and training in the arena of the policing of domestic football in England and Wales. The teaching-research nexus has been studied by many researchers, mainly looking at pedagogic links and direct benefits arising from the interaction of both activities. The paper takes a comparative approach, looking at the relationship between teaching and research in four universities from two different countries. This paper argues that contextual factors are vital in shaping the nature of the relationship and also identifies differences between disciplines in how these contextual factors may be understood. Derby City Council and the Derbyshire Business School have worked closely together in the creation and evolution of a management and leadership development programme entitled the Leading Manager Programme. This followed the aim of the Council to improve middle manager leadership, to promote change across the Council and to gain 'excellent' status at its next audit. Recent research has shown that the Leading Managers are making an impact at organizational level, but that there are identified barriers that limit the level and extent of change within the organization.
