The search for effective governance and management of telecenter initiatives is an important concern for policy makers. However, so far this topic has been underresearched. This article aims to fill the gap by studying the interplay between the actors involved in the governance and management of the São Paulo Public Telecenter Network in Brazil. The article draws on the actor-network theory's translation process to study the relationship among public and private agents involved in the implementation of the telecenters. The findings indicate the importance of individual agents' goals, organizational learning, and political dimensions, and the way in which these factors are influential for user training, participation, and citizenship development. The screen rotor affects every aspect of pulp screen performance, including power consumption, capacity, fiber loss and debris removal efficiency. Fundamental studies have typically focused on the backflushing pulse induced by the rotor and, in particular, the pulse frequency and strength. More recently, small-scale turbulence and larger three-dimensional flow structures have been determined to be of at least equal significance. The present study reviews some of these fundamental studies and proposes a comprehensive model of the rotor action which embraces both pulsation and non-pulsation effects. Two novel rotor designs are discussed in the context of mill applications. One rotor is a solidcore design. As is typical, elements are attached to the periphery of the rotor to induce pressure pulsations. What is novel is that the leading edge of each element has a waveform to induce three-dimensional flow structures. With this waveform, the rotor is able to achieve higher capacities, or run at lower speeds to save energy, or operate with smaller slots for increased debris removal. A Brazilian mill used this novel rotor technology to achieve a 33% energy saving and reduce reject thickening factor from 3.0 to 1.6. A lower thickening factor reduces fiber loss and enhances runnability. The second rotor is based on foil-type design and has a thicker foil to increase wake turbulence. A dual foil-support design provides a very uniform rotor-cylinder gap and thus a more consistent and effective rotor action. Angled foils and supports ensure strings do not accumulate on the rotor. Mill case studies demonstrate the effectiveness of this rotor design in OCC headbox screen applications where there may be a high level of troublesome debris. The combination of theoretical studies and mill experiences supports a more comprehensive model of rotor performance as well as demonstrating the benefits of the advanced rotor designs. The objective of this paper is to present a discussion of the article "The Determinants of Firm-Specific Corporate Governance Arrangements, IFRS Adoption, and the Informativeness of Accounting Reports: Evidence from Brazil," which was presented in the Third International Conference of the Journal of International Accounting Research (JIAR). This discussion considers the paper's research questions, hypotheses, and design, as well as the setting in which the study was conducted. In my opinion, the paper's main contribution is to present evidence of a "National Bonding Hypothesis," where companies with significant growth opportunities located in emerging economies voluntarily subject themselves to higher standards of corporate governance, which in turn impact the quality of their financial reports. 5. Characterization of solid wastes as a tool to implement waste management strategies in a university campus.

Purpose: Universities are an example of institutions that aggregate people around work/study who consume water, energy and produce waste daily in their activities, generating an impact on the environment. The purpose of this study is to determine the quantity, composition and recycling potential of waste generated at the Faculdade UnB Planaltina (FUP) campus, of the University of Brasilia in the Federal District, Brazil, to develop a waste management strategy compatible with national legislation and sustainable global practices. Design/methodology/approach: This study was based on conducting on-site visits to identify the sources of generation, hazardousness, management and gravimetric characteristics of residual waste from 2015 to 2016. In 2016, a selective collection was implemented on the FUP campus, and since then, actions to raise awareness for the selective disposal and monitoring of waste were conducted with the academic community. Findings: The results showed that the campus generates 148 kg of waste/day, whereas the per capita generation is 92 g/day. The production of hazardous waste is related to campus laboratories which manage it under a specific program. The campus restaurant is the place that generates the most waste, of which organic waste is the most representative. When categorizing the waste generated on campus, the authors found that the majority are recyclables at 67% of the total. This category includes material composed of cardboard, paper and plastic, all able to be recycled in the Federal District. Practical implications: The recyclable waste generated at the FUP campus is being diverted from the city's landfill because they are donated to a recycling cooperative. These actions promote income generation, social inclusion of waste pickers and a circular economy, all in compliance with the National Solid Waste Policy. As a result, the FUP campus is more in line with Brazilian legislation and the global context of adopting sustainable waste management amongst higher education institutions. Originality/value: This paper contributes to the literature on sustainability in higher education by reporting the process of implementation of a waste management strategy in a university campus. Further, it presents tools and methods that can be used to achieve sustainability in waste management. The study also identifies that the crucial factor for the success of such actions is the mobilization and participation of the academic community in the process. It does so by presenting findings demonstrating how the University of Brasilia has been concerned with adopting pro-environmental measures for sustainable development. [ABSTRACT FROM AUTHOR]

Background: As health systems struggle to tackle the spread of Covid-19, resilience becomes an especially relevant attribute and research topic. More than strength or preparedness, to perform resiliently to emerging shocks, health systems must develop specific abilities that aim to increase their potential to adapt to extraordinary situations while maintaining their regular functioning. Brazil has been one of the most affected countries during the pandemic. In January 2021, the Amazonas state's health system collapsed, especially in the city of Manaus, where acute Covid-19 patients died due to scarcity of medical supplies for respiratory therapy. Methods: This paper explores the case of the health system's collapse in Manaus to uncover the elements that prevented the system from performing resiliently to the pandemic, by carrying out a grounded-based systems analysis of the performance of health authorities in Brazil using the Functional Resonance Analysis Method. The major source of information for this study was the reports from the congressional investigation carried out to unveil the Brazilian response to the pandemic. Results: Poor cohesion between the different levels of government disrupted essential functions for managing the pandemic. Moreover, the political agenda interfered in the abilities of the system to monitor, respond, anticipate, and learn, essential aspects of resilient performance. Conclusions: Through a systems analysis approach, this study describes the implicit strategy of "living with Covid-19", and an in-depth view of the measures that hampered the resilience of the Brazilian health system to the spread of Covid-19. 7. Key observations from a survey about Six Sigma implementation in Brazil.

Purpose -- The purpose of this paper is to present a survey on Six Sigma and key observations on which variables/management practices are the most important for a successful Six Sigma implementation, as well as the strengths and weaknesses of the practices observed in companies in Brazil. Design/methodology/approach -- Five research questions were proposed, and an exploratory field study was carried out. A sample of 103 questionnaires was obtained. In total, 26 independent variables were analyzed, with a factor analysis reducing this number to 14, for which three main constructs were observed. Findings -- Large manufacturing industries are implementing the Six Sigma program in Brazil. Three main constructs were observed to be critical for the success of Six Sigma. The strengths and weaknesses of the 14 independent variables studied within each construct were found. Practical implications -- This paper has practical implications in that companies can use the conclusions of this study to improve their implementation of the Six Sigma program. Social implications -- This research may initiate cooperation between the companies within the study and academia, which may lead to a better understanding of Six Sigma within these organizations. Originality/value -- The originality of this study is that the survey was conducted with companies in Brazil, a country that suffers from a lack of information on Six Sigma programs. A robust methodological strategy was used that determined the three most important constructs for successful implementation of Six Sigma. [ABSTRACT FROM AUTHOR]

This paper analyzes the main difficulties in managing of Micro and Small enterprises of construction sector in Jundiai city. For this, a survey was done with fifty-one entrepreneurs and the difficulties analyzed in nine categories. Some results stand out among many others presented in this paper, such as 46% of respondents indicated that the tax burden as one of the most problematic aspects in economic and financial management, 41% who reported differences between the theoretical and real inventory and 52% who have problems in the strategic management of their business. The automotive industry has been at the forefront of the globalisation process as a result of increasing global design and manufacturing. This has imposed a heavy burden on local auto parts producers. To enable a better understanding of this problem, this paper proposes a model to measure the degree of competitiveness for auto parts manufacturing companies. The study starts by analysing the current competitive forces governing the relationship among automotive assemblers and their first-tier suppliers and proposes a model that establishes (a) a competitive standard and (b) a measure called the degree of competitiveness, to be used to evaluate how similar (or dissimilar) a given company is compared with the aforesaid standard. The proposed conceptual model was tested in real-life situations by applying it to three Brazilian auto parts manufacturers with well-known competitive positions. The model was able to reproduce the same competitive position as those perceived by the market. The model and findings cannot be generalised for other industrial segments without some review and adaptation of the competitive factors considered. If required, a different set of competitive factors could be selected while maintaining all other aspects of the model as proposed. [ABSTRACT FROM PUBLISHER]

Purpose This paper aims to address problems in patient flow and identify the reasons behind extensive wait time at a public liver transplant outpatient clinic in an education and research hospital through the use of Lean health-care theories.Design/methodology/approach This paper opted for the application of Lean thinking and action research strategy. Data were collected through personal observations, interviews with users and team brainstorming. A value stream map was developed, improvement possibilities were identified and non-value-added activities were attempted to be eliminated.Findings Significant problems were identified and improvements were implemented and measured. The major remedial measures were: change the scheduling pattern, create a flow chart and a Kanban visual guide for medical students. In addition, an institutional change in the medical appointment scheduling software collaborated in the reduction of time and in the patient’s displacement. The waiting time was reduced by 4.5 h, and the per cent complete and accurate increased by 50 per cent.Practical implications The flow was redesigned, and a culture of continuous improvement was introduced. Visiting the place where work was being done, leaders identified and created more value to the process without significant costs. The Gemba Walk was a powerful tool, interacting with people and processes in a Kaizen spirit.Originality/value Public health services in developing countries are one of the most deprived social needs of good practice. This paper studies the patterns of internal liquidity management and their effect on bank lending, using a novel branch-level dataset of Brazilian banks. Our results suggest that internal liquidity management increases during times of financial stress. Privately owned banks are most affected by a liquidity shock, and increase the level of internal funding to maintain their branch lending, while their government-owned competitors react strategically. Private and government banks increase the funding of branches in concentrated and riskier areas. This funding translates into more lending, as the sensitivity of lending to internal funding remains high after the liquidity shock. Altogether, this paper provides branch-level evidence of the way that banks ration internal liquidity, both in normal times and in times of stress, and the effect this has on bank lending. In a recently published paper, Celestino et al. (2019) investigated the effects of a fish ladder located near the Porto Primavera Dam (Paraná River, Brazil) in order to evaluate if it provided free passage for the migratory fish Prochilodus lineatus. Fish were marked with PIT‐tags and movements were monitored within the ladder over a 3.5‐year period. The main finding was "Our study identified bidirectional movements by P. lineatus through the Porto Primavera fish ladder, including multiple passes by the same fish" (p. 241). It led authors to conclude: "Our results suggest that by providing bidirectional connectivity between upstream and downstream habitats, fishways can be an effective tool for preserving populations of P. lineatus and probably for other species of Prochilodus" (p. 242). Both conclusions, however, may not be correct, because they go beyond the data directly presented in the manuscript. The study overlooked issues related to the spatial scale and experimental design, since it was limited to investigate patterns of movement within the fish ladder alone. In this sense, they encourage the reader to accept patterns and conclusions that were not specifically investigated (e.g., migratory dynamics and conservation success), or that cannot be fully supported by the data (e.g., bidirectional movements and efficient passage). As the conclusions presented in the study have direct implications for the licensing process of hydropower dams and the management/conservation of Neotropical migratory fishes, we provide suggestions to highlight additional important factors and issues that should be considered or addressed in future research. This paper investigates the relationship between job dissatisfaction and labour turnover in the Brazilian labour market using an objective behavioural measure variable of job satisfaction. Following the methodology adopted by Souza-Poza and Souza-Poza (2007, The Journal of Socio-Economics, 36, 895–913), this paper used various econometric techniques (such as multinomial and ordered probit models) in determining whether job satisfaction is a good predictor of future job quits. In general, the results found show the importance of job satisfaction on future mobility, thereby providing another way to analyse job satisfaction, since the measure used minimizes the subjective effects that are associated with psychological factors. Purpose - The purpose of this paper is to analyse how a Brazilian public research centre implemented business process management (BPM) highlighting the challenges of change that have to be dealt with in the stage developed by this organisation. Design/methodology/approach - The first author of this paper accompanied the implementation of BPM in the research centre for 33 months in order to analyse documents and reports and have interviews with various managers and employees. Findings - The studied organisation developed an intermediate stage towards BPM. The progressive approach favours a better understanding of the challenges that have to be overcome in order to improve BPM in an organisation. Thus, the BPM approach can be effectively assimilated and practised by the centre's staff. Research limitations/implications - The depth of the analysis carried out in the case study make more structured research possible. Originality/value - The challenges of implementing BPM in a Brazilian public research centre are investigated. This case study is based on a theoretical, empirical and maturity level approach. Thus, a particular case of implementing BPM which took place in a very specific context, not explored in the literature, is presented to the community interested in BPM. [ABSTRACT FROM AUTHOR]

Introduction: Many countries are employing strategies intended to reduce maldistribution of health workers and inequities. The purpose of this study was to analyse the impact of expansion policies of medical schools on regional inequalities in the distribution of undergraduate class sizes, and the capacity to attract and retain doctors and to expand health facilities. Methods: We conducted a descriptive analysis to compare the distribution of undergraduate places in 2007 and 2016 to determine the impact of targeted expansion policies on inequalities in access to medical education in Brazil. A group of municipalities with new medical schools (n = 54) and a control group without medical schools (n = 408) were compared to analyse impacts of expansion in the health sector. We compared the increase in the number of physicians per 1000 inhabitants and health establishments per inhabitants between 2007 and 2016 based on these two groups. We also analysed the relationship between geographic distance from the state capital and capacity to attract physicians. Results: There was a decrease in the regional inequalities of undergraduate places in medical schools; the greatest increase in the places per 1000 inhabitants was in municipalities of between 50 000 and 100 000 inhabitants. Municipalities with new medical schools showed an increase in physicians per 1000 inhabitants and in health establishments per inhabitant ratio, demonstrating the potential to attract and retain doctors, as well as strengthening the health infrastructure. Municipalities more distant from state capitals showed a greater increase in physician : inhabitant ratio. Discussion: Countries with health workforce shortages and inequalities in their distribution might consider public financing and regulation policies for expansion of medical schools as a strategy to attract and retain professionals. Early results in Brazil showed that such strategies could strengthen service networks in deprived areas, supporting implementation of Universal Healthcare Coverage. How can medical schools influence regional inequities in access to medicine? This paper aims to assess the reasons for the economic slowdown in Brazil after 2010. In particular, it contributes to a better understanding of why Brazil’s countercyclical policies succeeded in handling the contagion resulting from the Lehman Brothers crisis but did not manage the contagion caused by the euro crisis. The paper examines what we understand by Keynesian policies and the importance of policy coordination and then evaluates the extent to which Brazil used coordinated economic policies in the face of both crises. The main hypothesis of the paper is that the difference in the performance of the countercyclical policies in both crises is related mainly to Brazil’s lack of coordination of macroeconomic policies in 2011–12, especially the implementation of fiscal policy. The Brazilian Navy (BN) has its combatant force concentrated in an area with only one exit to the sea. Brazil has an extensive coast that needs to be patrolled and, in case of any kind of conflict, the BN must be able to defend the sovereignty and interests of the country. For this purpose, it is necessary a robust and decentralized naval force, which allows the fulfillment of its mission. This paper aims to classify the most suitable cities in Brazil to be established as naval bases, through the application of the ELECTRE-MOr hybrid method. Seventeen cities were analyzed, which have an opening to the sea and have a pre-existing minimum port structure. The alternatives were evaluated by specialists from the BN, with more than twenty years of active service, in the light of operational, economic and strategic criteria. As a result, five alternatives were classified as the most indicated to be headquarters for the decentralization of the naval power: Belém/PA, São Luis/MA, Fortaleza/CE, Recife/PE and Aratu/BA. This article presents relevance to academia and society, as it represents the application of a method in the state of the art to support the decision-making process in a significant problem for the sovereignty of Brazil, presenting a methodology that can be applied in problems of tactical, operational, strategic and political levels. The globalization of business and the consequent exposure to global competition, besides the economic and social changes caused by the COVID-19 pandemic made the Training & Development (T&D) sector increasingly important for professionals in the corporate environment. In this sense, managing stakeholders and a portfolio of clients, as well as analyzing the relationship between customer and service, are necessary and strategic for the success of professional training organizations. This paper aims to support the strategic process of portfolio formation of T&D courses offered by a company in the Information Technology (IT) training sector in Brazil, through the application of the ELECTRE-MOr multicriteria sorting method. We have obtained a categorization of several courses, aiming to define which ones should be prioritized, maintained, or discarded by the company's management. The results showed that, among the analyzed courses, only 17% should be prioritized, 61% maintained, and 22% discarded by the company. [ABSTRACT FROM AUTHOR]

This paper examines the legal and ecological problems facing the Guarani Aquifer System. Because the majority of the Guarani Aquifer System underlies Brazil, the Brazilian legal regime forms the paper's principal focus. The importance of the region makes the need for accurate information crucial. Yet relying on such information to manage a complex resource presents risks. Too often, the role of uncertainty in regulating is underplayed. Increasing knowledge over the resource demands categorizing 'hard' and 'soft' uncertainties, especially those presented by climate change. Purpose — The purpose of this paper is to show the generational cohort gap in values and consequent decision making existing between younger and older marketing managers in Brazil. The study investigates how generational research can innovate in the analysis of marketing management decisions. The truly essential questions are, first, whether cohort analysis can help explain marketing decision contexts, and second, if older cohorts find the younger cohort of managers today confrontational. Design/methodology/approach — The method used in this investigation involved three phases. The first phase explored the validity of the cohorts to explain values brought into the decision context by different cohort members. The second phase asked managers to verify the values that came from phase one. The third phase advanced two questions. The first question identified the most critical value associated with new cohorts today and its implications for the organization's decision making. The second question investigated marketing issues that may develop from the values of younger cohorts coming into the organization. Managers in different cohorts at middle and upper level management were interviewed in all three phases. Findings — The results show very different values between four investigated cohorts. These values produce different considerations among the cohorts when making marketing decisions. The greatest differences were found between the youngest and oldest cohorts. The lack of the generational understanding within a corporation, or the misapplication of this same understanding, may precipitate age divisions. Research limitations/implications — Data were gathered from small samples and the results should be considered exploratory and not conclusive. Practical implications — Management has shown lithe investigation of cohort differences and their implications for management decision making. This study suggests attention should be prompt since there appears to be a growing schism between newer members of the workforce and their older managers. Younger Brazilian cohort members embrace a strong sense of individualism that they bring to their jobs. This flies in the face of the corporate collective that companies need to survive. Finally, there remains a warning that neither management history nor company's history should be forgotten since they both bear upon marketing decision making. Originality/value — This paper investigates a perspective on marketing decision making in organizations that has never been addressed in the literature. The eye-opening findings suggest the need for addressing an issue before it becomes a problem. [ABSTRACT FROM AUTHOR]

Indigenous peoples have been using fire in the cerrado (savannas) of Brazil as a form of management for thousands of years, yet we have little information on why, when and how these fire practices take place. The aim of this paper was to explore the traditional use of fire as a management tool by the Krahô indigenous group living in the north-eastern region of Tocantíns state, Brazil. The results indicate that the Krahô burn for a variety of reasons throughout the dry season, thereby producing a mosaic of burned and unburned patches in the landscape. The paper discusses this burning regime in the context of contemporary issues regarding fire management, and in the face of changing perceptions to fire by the Krahô themselves. Since 1988, healthcare has been considered a citizen's right in Brazil. The Sistema Único de Saúde (SUS), has undergone development and expansion to ensure universal health coverage for the Brazilian public, the world's fifth largest population. The coordination of effective communications between primary care physicians, specialists and patients is a significant challenge, particularly the referral process. Our study objective was to understand the facilitators and barriers associated with referral process communications between primary care physicians and regional university hospital specialists in the State of Sao Paulo. This paper reports specialists' perspectives of the referral process. This was a phenomenological study that employed a qualitative research method with three components (description, reduction and comprehension). We conducted focus groups with 54 hospital residents from different specialties (surgery, medicine, obstetrics/gynecology, pediatrics) from July to October 2014. The main results showed lack of an adequate referral-return referral process resulting in treatment delays and inappropriate use of emergency services. Communications were impeded by lack of integrated, computerized booking and standardized referral-return referral processes; underlying lack of trust in primary care physicians; and patients' inappropriate use of healthcare services. Although computerized systems will facilitate communications between primary and specialty care, other strategies are needed to promote collaboration between services, and ensure appropriate utilization of them. ABSTRACT Water resources development requires basically two types of action: structural and non-structural. The developed world, since early times, has been using the structural approach (dams, reservoirs, canals, etc.) in order to provide the infrastructure for development.Non-structural alternatives are now in great evidence in the developed countries. They include, in the case of flood control, among others, laws, regulations, insurance and flood warning systems. These measures can significantly reduce damages in flood control management, but, in general, they do not reduce the risk of a flood. Conservation of energy is a typical non-structural measure to increase energy supplies in the developed world. On the other hand, the developing world is at a level of energy generation such that structural measures are necessary for development. This paper discusses this issue in a Brazilian case study. It presents the energy matrix of the country showing that hydropower is the only feasible alternative for electrical energy generation. Since the largest potential of the country is located in the Amazon basin the paper points out the importance of careful economic, social and environmental analysis before implementing any water resources project in the area. Another case study, the state of Sao Paulo, is presented. Here are shown techniques of lake and reservoir environmental management that can be implemented in a situation when all the hydropower has been developed and important pollutant loads are discharged into the reservoirs. This paper reports the results of a case study research carried out in the Rio de Janeiro firm ARFCO, based on documentary evidence, interviews and questionnaires with the main objective to analyze the cultural agreement of an organization's subcultures, identifying the values (both extant and desired) perceived by the clusters (for both the leadership and the staff). The theoretical framework for the research is based on the theories on organizational management and change on the assumption that the search for clusters of similar perceptions is important for cultural alignment of subcultures. After an overview of the theories, programs and approaches for cultural management and change, the research method and questions of research are formalized so as to guide the case study. Simultaneous was made to both a quantitive Q-methodology for the systematic analysis of subjectivity, which enabled the ideographic evaluation of organizational values, and a qualitative methodology, by means of study of the case. Results of the study indicate that although several elements of management and change capabilities are present, the organizational culture of ARFCO is predominantly defragmented. The existence of cultural fit among the subcultures of the leadership and the staff, with respect to desired values, offers us sufficient insight to suggest that cultural alignment within ARFCO is possible, as long as the current differences of perception can be attenuated. This paper provides an overview of current IA research in Brazil, considering its extension, lessons learned and the quality of its practice, as well as barriers to research, current gaps and future research endeavours. Despite the big effort devoted to IA research in the country, there is a small number of groups dedicated to the systematic research of IA instruments, its procedures and methods, the assessment of its effectiveness and the evidence to support good practice, the study of the organization of IA systems and their influence on decision-making. In our opinion, the lack of a well structured and distinct field of training and research is one of the major barriers to IA research. Similar to other countries, IA research is not recognised by scientific agencies/committees as a proper field of research, which means the majority of IA research grants is being evaluated/approved by committees with a small or no background in IA. There is, however, a significant contribution to be offered by research to foster IA development in Brazil. Besides the systematic assessment of IA effectiveness and the definition of procedures, methods and approaches to fill the currently well-described gaps, future research efforts should include the study of learning processes through IA practice and their influence in decision-making, the connections between IA and planning, and the benchmarks to environmental governance coming from IA practice. Diversity management has been a recently debated theme in management due to the legal and normative pressure that exist in several countries. In Brazil, this topic became evident after the promulgation of Law 8213/91, which included the obligation of public and private organizations to destine a percentage of their vacancies to people with disabilities. However, few organizations can meet the percentage demanded by law. In addition to the difficulties of finding these new employees, managers need to deal with the differences among the organizational actors, seeking social justice, as well as concern about the consequences of this interaction -- which is not always harmonious. Adjustments are often necessary to avoid segregation and social exclusion in the work environment. Thus, the aim of this paper is to analyze the interface between diversity management in the inclusion of intellectually disabled people in the organizational context and the practices of Human Resources (HR) generated from this new reality. This issue was investigated in a case study at Sesi/PR and Senai/PR -- Paraná/ Brazil, with a qualitative approach through interviews with a female manager, six employees, five intellectually disabled people active in the organization and one external collaborator -- responsible for monitoring the insertion process of people with disabilities in the organization. Among the results, it was verified that the HR practices are essential to make the inclusion of disabled people effective and to make it render good results, and that these practices facilitate the management of diversity in the organization field. It was observed that the practices of human resources mentioned above were well structured at the beginning of the inclusion project, but require maintenance policies. Among the contributions of this paper, we highlight the realization of the relevance of human resource practices (recruitment, socialization and awareness, training) for the diversity management, pointing to the need of organizations to invest in diversity management so the inclusion of this population really occurs, going beyond law enforcement. On the day before Brazil was to start imposing retaliatory sanctions against the United States in the WTO dispute settlement case regarding unfair domestic and export upland cotton subsidies, the parties have reached a preliminary concession aimed at settling this eight-year-long trade dispute. In this paper, we explore the economywide impacts of a no deal with specific emphasis on intellectual property retaliation in a computable general equilibrium framework. As awarded by a WTO dispute settlement panel, Brazil would have been entitled to $591 million in retaliatory sanctions in goods sectors and $238 million in intellectual property sanctions. We find that retaliation by Brazil would have led to welfare gains for all countries except the United States. Most importantly, however, had Brazil not been allowed to retaliate in the form of suspension of intellectual property rights, the impact of trade retaliation alone would have been negative for both Brazil and the United States, a case of shooting oneself in the foot to shoot at the other person's foot. The use of planning and management tools for water management in urban environments is a promising area. This paper focuses on the description of two indicators, Water Intensity of a Purchase (WIP) and Potential Water Self-Sufficiency (PWSS) from rainwater harvesting, for the expanding sector of Retail Parks (RP). The WIP measures the water that is consumed per average customer and purchase, whereas the PWSS quantifies the potential capacity of the system to satisfy its water demand from rainwater. These tools have been checked in two case studies in Spain and Brazil. The results show a WIP of 8.0 and 22.9 litres, respectively, which measures the (in)efficiency of water use. This water demand, mainly of low quality, is met with the potable water supply network, while stormwater runoff is lost to sewage. The PWSS results, 3.0 for Spain and 1.4 for Brazil, indicate that RP could satisfy their needs with rainwater and even have a surplus of water. The combined use of both WIP and PWSS can be useful for the planning, design, evaluation and monitoring of RP. [ABSTRACT FROM AUTHOR]
