The results of the study made it possible to identify the most influential parameters and group them by four key components of the economic and environmental potential of the agricultural sector of the region. The proposed methodical approach allows taking into account not only quantitative indicators, but also qualitative ones, which can be evaluated using linguistic terms. This contributes to obtaining reliable information for the timely adoption of appropriate management decisions on the adaptability of the economic and environmental potential of the agricultural sector of the region to adverse internal and external factors. Given the current difficult conditions in the country, ensuring sustainable development of regions requires the search for effective mechanisms to increase their functionality. The agro-industrial complex continues to be one of the most important and promising sectors of the economy. Thus, the process of formation and implementation of the main strategic directions of regional development requires the development of a methodological approach to assess the level of economic and environmental potential of the agro-industrial complex, which would take into account various indicators that affect it, and would contribute to a quick and adequate response to external and internal changes. The article highlights the issues of developing a methodical approach to the analysis and assessment of the competitiveness capability of tourism industry (TI) entities. The main tasks of the study include the analysis of the existing methodical approaches to the assessment of the competitive potential (CP) of business entities and the level of TI development, the justification of the author's methodical approach based on the criteria of transformation of the CP, which allows to determine the level of balance between providers of tourist services and their consumers. The author's methodical approach to the analysis and assessment of the CP of the subjects of the TI is substantiated. The main features of the methodical approaches to assessing the competitive potential of TI entities (CPTIE) are the use of quantitative assessment methods, wide coverage of indicators, an assessment of the entity's strengths and weaknesses, its competitive advantages and relevant conditions for sustainable development, extensive use of the rank method. The proposed methodical model consists of 5 blocks: Block 1 – justification of research elements; Block 2 – determination of research areas; Block 3 – selection of indicators system; Block 4 – calculation of the integral index; Block 5 – transformation of the CPTIE depending on the level of balance/imbalance between suppliers and consumers of tourism services. Each of the blocks contains structural elements of analytical research. The results of the study indicate that the proposed methodical approach to the assessment and analysis of the CPTIE can be used as a basis for developing differentiated approaches to the assessment of transformational changes depending on the phase of their current state. The purpose of the study is to establish the peculiarities of operator’s work and the leading factors of the formation of its psychophysiological tension at nuclear power plants in the conditions of the threat of social catastrophe in connection with military operations. The study was conducted at the Zaporizhzhya and Khmelnytsky nuclear power plants for the period of 2020-2021. To study the dynamics of the psychophysiological state of operators of nuclear power plants, a verbal-communicative diagnostic method was used to collect information about the operators investigated using Google Form and traditional physiological, psychological and psychophysiological methods. The socio-demographic features of the investigated operators of the block control panel were analyzed. It was established that men only (100%) aged 24-49 and with work experience from 4 to 20 years were among the examined. All surveyed operators (41 people) are residents of the city, with completed higher education and are family members. The methods of psychological (reactive anxiety, mood, activity, mood, attention), physiological (cardiography, blood pressure) and psychophysiological (simple sensorimotor and psychophysical) research methods were used to empirically assess the intensity of activity of the operators of the block control panel of nuclear power plants. There were examined operators, while on duty when control errors and pre-accident situations were recorded. It was established that the psychological, physiological and psychophysiological characteristics of these operators are followed by increased reactive anxiety, decreased indicators of well-being, activity, mood, reduction in functional reserves of the cardiorespiratory system, mental and physical capacity. These indicators are considered as criteria for the development of regulatory measures. It is proposed to take into account not only technological factors, but also the psychophysiological features of operators in the dynamics of their manifestation when developing measures for the optimal selection and personnel placement. The complex of methods for researching the functional state of operators can be used to optimize their professional selection and retraining, which can lead to reducing accidents and costs for professional training. The expected effect is an increase in the efficiency and quality of operator’s activity, the productivity and reliability of the performance of production tasks, an increase in professional longevity, a decrease in rate and occupationally-related morbidity of these specialists.

The article studies great importance of livestock products for human body and considers the types of fodder used in animal feeding. The data on ten leading regions in mixed fodder production (Belgorod region, Voronezh region, Chelyabinsk region, Tambov region, Krasnodar region, Leningrad region, Republic of Mordovia, Kursk region, Stavropol region, Penza region) has been given. The historical aspect of mixed fodder production in Russia has been presented and advantage of mini-mills in increasing the volume of mixed fodder production shown. The methodical approach to estimating economic expediency of purchase and use of mixed fodders for animal feeding has been offered and necessity of detailed economic calculations on each concrete variant of purchased mixed fodders use noted. Possible variants of mini-feed mills location have been highlighted considering advanced mini-feed mills of various capacities available in the domestic market.

In 4D printing, an additively manufactured component is given the ability to change its shape or function in an intended and useful manner over time. The technology of 4D printing is still in an early stage of development. Nevertheless, interesting research and initial applications exist in the literature. In this work, a novel methodical approach is presented that helps transfer existing 4D printing research results and knowledge into solving application tasks systematically. Moreover, two different smart materials are analyzed, used, and combined following the presented methodical approach to solving the given task in the form of recovering an object from a poorly accessible space. This is implemented by self-positioning, grabbing, and extracting the target object. The first smart material used to realize these tasks is a shape-memory polymer, while the second is a polymer-based magnetic composite. In addition to the presentation and detailed implementation of the methodical approach, the potentials and behavior of the two smart materials are further examined and narrowed down as a result of the investigation. The results show that the developed methodical approach contributes to moving 4D printing closer toward a viable alternative to existing technologies due to its problem-oriented nature. The purpose of the article is to define the essence of the concept of «economic potential» and analyze the existing methodical approaches to its assessment, also to determine the features of the use of the economic potential of the world countries during the formation of their military power. The article considers the approaches of various authors to the definition of the concept of «economic potential». Using the comparison method, similar and distinctive features between the above interpretations are determined. The authors’ own interpretation of the concept of «economic potential» is proposed, which is considered as the available resources of the country, ensuring the achievement of the maximum possible volume of production of military products and products of the defense-industrial complex, which can be used to support and develop the armed forces of the country, to comprehensively ensure the training, prevention and participation in various types of military conflicts. The approaches to determining the structural components of economic potential and methodical approaches to its assessment are analyzed. The carried out analysis proved the lack of a clear methodical approach to assessing the economic potential, which can be used to develop the military power of the countries of the world. It is defined that the methodical approach to assessing the economic potential of the world countries, which is aimed at determining the country’s ability to resist and prevent possible wars or military conflicts, should take into account the resource-based, scientific and innovative readiness of the country. In addition, the main attention should be paid to the possibility of financial support for the country to resist and prevent possible wars or military conflicts, as well as to form the potential of the armed forces capable of withstanding a strong enemy in the conditions of war. It is substantiated that the economic potential of the country should form the following: production capabilities of enterprises producing final products for military purposes; basic branches of military production, supplying in the mode of cooperation components, raw materials, fuel; infrastructure engaged in maintenance of the defense industry (transport, finance, communications, management); export-import potential and the system of foreign economic relations for the supply of military products, in particular weapons, military equipment; conditions for the scientific activity of the country, which is associated with the production of innovative products for military purposes.

Problems Statement and Purpose. This article is a continuation of the authors' previous publications on improving the methodical approach to assessing the vulnerability (protection) of drinking groundwater within the Dnipro-Donetsk artesian basin (DDAB) and is a practical component of these studies. In order to find and develop optimal forms of ecological safety management of drinking water supply for the region population, the authors' improved approach to assessing the vulnerability (protection) of drinking groundwater in the strategically important waters of buchak-kaniv aquifer (BKA) was tested. The purpose of article is the ecological and hydrogeological zoning of research area according to the danger of quality transformation of BKA groundwaters and the determination of zones of increased ecological danger of these waters quality reduction due to elements of surface and deep genesis. Data & Methods. The research is based on the analysis of results of drilling more than 950 wells in this region, as well as about 500 measurements of piezometric levels of BKA and the first interlayer aquifer during 1960-2020. Results. Complex systems of ecological and hydrogeological zoning of the territory of DDAB central part have been developed according to the degree of ecological danger of lowering the quality of BKA drinking groundwater. Zoning of the territory was carried out according to the danger of deterioration of these waters quality by man-made pollutants that enter the waters in the process of downward vertical filtration and migration from the earth surface. Ecologically dangerous areas with a potential decrease in the quality of BKA drinking groundwater due to elements of surface genesis (water intakes of Poltava, Lubny, Myrhorod, Velyka Bagachka, Krasnograd cities and some others) have been identified. Zoning of the territory was carried out according to the danger of deterioration of the BKA groundwater quality due to the upward migration of natural deep substandard waters. Ecologically dangerous areas with a potential decrease in groundwater quality due to elements of deep genesis (water intakes of Poltava, Romodan, Myrhorod, Shyshaky, Opishnia, Gadyach, Krasnograd, Karlivka cities and some others) have been identified. It is recommended to develop measures to increase the ecological safety of the population's drinking water supply: hydrogeochemical monitoring of characteristic indicators of water quality composition and optimization of the powerful water intakes operating modes (within ecologically dangerous territories); creation of new water intakes (within ecologically safe territories).

The article develops a methodological approach to the assessment of socio-economic development of the Chuvash Republic, which allows to consider the factors with heterogeneous metrics. The scientific novelty of the study lies in the combination of methods used and the sequence of stages implemented: (1) index analysis of thirty-two indicators divided into seven macro-regional blocks (income, labor, business, ecology, social, prospects, finance); (2) development of formulas for each of them and calculation of integral indicators characterizing their dynamics; (3) development of a formula to determine the rate of socio-economic development; (4) one hundred graphs for forecasting socio-economic development were constructed; (5) thirty-one legal and regulatory acts were analyzed and the dependence by year between the indicator of the rate of socio-economic development developed by the authors and the number of legal and regulatory acts implemented in the country and the region was revealed; (6) a refined classification of the rate of socio-economic development was proposed. Having determined the current situation (2020 is a state close to sustainable—the rate of 99.5%, respectively), and based on the calculated forecast values of the rate of socio-economic development of the Chuvash Republic, it is possible to influence this process depending on the objectives for the medium term, taking the necessary regulatory legal acts, aimed at financing specific macroeconomic blocks. This methodical approach is a universal calculation tool and has great potential for further research. The purpose of the article is to develop a methodical approach to assessing the consequences of crises of non-economic origin and their synergistic effect for Ukraine. The article analyzes contemporary approaches to identifying the economic consequences of crises of natural, biological and military origin and shows that the situation in Ukraine is characterized by a layering of consequences of crises of both military and biological origin, which complicates the assessment. A classification of the consequences of crises of non-economic origin is proposed, which includes the scope of manifestation of consequences, pace and sequence, scale, duration of impact and time of occurrence, and is aimed at choosing methods for assessing and predicting the consequences. A schematic diagram of a scientific-methodical approach to assessing the consequences of crises of non-economic origin has been developed, which involves an assessment that is carried out in four dimensions: the direction of assessment (in accordance with the sphere of manifestations of the crisis), the subjective-objective (in accordance with the methods of assessment used), the temporal (in accordance with the stages of the emergence and unfolding of the crisis), and macro-mesoeconomic (in accordance with the scale of the crisis) dimensions, and thus allows to form a cognitive map of the consequences of a crisis of a certain etiology. It is shown that for Ukraine in the current crisis, it is expedient to single out two stages of assessment: the 1st – the deployment of the pandemic, the 2nd – military aggression against the background of the pandemic, as well as the use of expert assessment methods at the second stage. Based on the analysis of world experience, indicators for assessing the consequences of the crisis are proposed. The developed scientific-methodical approach allows to identify the most vulnerable sectors of the economy, to define causal relationships in the process of spreading in the economy and social sphere of the country of the crisis caused by both the pandemic and military aggression, is of universal nature, and can be used for researching the crises of various non-economic origins, also for developing a system for monitoring and preventing the spread of crises.

The paper deals with the anthropological approach to education in particular to teaching theory through the prism of the correlation between the mentioned approach and modern teaching and learning methodology. The purpose is to establish and trace the correlation between anthropological approach to education and modern teaching and learning methodology The tasks are: to find out the essence of the anthropology in relation to pedagogy; to reveal and describe teaching and learning models based on anthropological approach to teaching theory; to figure out effective instruction methods, which can be applied within the designated teaching and learning models. The methods of the investigation are analysis and syntheses of the related scientific materials aimed at collecting and presenting the results as well as drawing the conclusion. The results revealed three different understandings of the essence of the studied phenomenon, one of which (as a methodological core and a modern paradigm of the complex of pedagogical sciences with practical orientation of education to the person as its main goal and value) is associated with our investigation. Among the correspondent teaching and learning models we revealed and described personality-oriented learning model, studentcentered learning model and a model based on individual approach to teaching. A number of effective instruction methods (as: problem-based learning, case study, inquiry-based learning, discovery-based learning, role playing game, game learning, different forms of dialogic learning, team learning and others) was figured out. The conclusion is that in modern educational system anthropological approach is one of the central as knowledge about human, his nature and the laws of his development allows designing the educational process. The article is concerned with topical issues of spatial development of territorial communities of Ukraine in the context of decentralization, taking into account the uncertainty caused by martial law and the pandemic. The purpose of this article is to develop a methodical approach to substantiating the directions of spatial development of territorial communities based on the conception, principles, scientific methods, taking into account the criteria of their efficiency and factors of spatial development of territorial communities. To substantiate the directions of spatial development of territorial communities, a methodical approach is developed, which is based on a problem-oriented approach to substantiating the instrumentarium of spatial development of territorial communities and on a cognitive map of causal relationships of spatial development, a model of solutions to the problem of development of territorial communities, which takes into account development scenarios depending on the type of community. The criteria for the efficiency of spatial development of territorial communities can be the following: criteria for the potential of self-development of territorial communities (self-government, self-financing, self-organization); performance criteria – the results of the implementation of programs for the implementation of strategies for the development of territorial communities, development projects, etc. In order to ensure the vital functions of territorial communities under martial law and increase their ability to solve problems in the new realities, when substantiating the directions of spatial development of territories, the following should be taken into account: development of the potential of self-development of the territorial community; problem-oriented management of human resources of the community; organization of training for representatives of territorial communities on the implementation of mechanisms to support enterprises and internally displaced persons; formation of budgets of territorial communities during martial law and post-war status; preservation of the country’s intellectual potential in the post-war period; preservation of the country’s production potential, which will provide both the territorial communities with essential goods and the servicemen of the Armed Forces of Ukraine – with contemporary means of security and food products; financial support for community life; improvement of regulatory policy; ensuring economic and food security of territorial communities, etc.

The article is devoted to the formation of a methodological approach to management decisions by insurance companies in conditions of uncertainty. It was noted that in an unstable external environment, uncertainty is a characteristic feature of the process of economic activity of the insurer, so managers feel the urgent need to make rational decisions in conditions of uncertainty. As a result of the research, it was determined the correspondence of management decision-making models and states of uncertainty, which change consistently under the influence of incoming information. The methodology of making managerial decisions by insurance companies in conditions of uncertainty on the basis of building a matrix of decisions, a set of principles of dominance and methods aimed at solving management problems was substantiated. The use of the decision matrix, as noted by the author, involves establishing a link between alternatives and results in the financial environment of insurance companies and structurally corresponds to the awareness of the person making managerial decisions about the possibility of different environmental conditions. The stages of making a managerial decision in conditions of uncertainty were developed and the algorithm of consecutive actions by managers of insurance companies was determined. Based on the financial and investment work of insurance companies, as one of the most dependent on environmental conditions, the operation of the algorithm in practice was shown. The practical application of the proposed methodological approach will create opportunities for rational decision-making by managers of insurance companies in conditions of uncertainty.

The article deals with the topical problem of spatial development of territorial communities. The study aims at creating a methodical approach to identifying the problems in the functioning of territorial communities, the former being caused by unstable conditions, and the areas of spatial development of territories using a problem-oriented approach. The application of a problem-oriented approach to the spatial development of territorial communities is substantiated. The approach provides a set of actions in public administration and influences aimed at solving theoretical or practical problems of efficiently using local community resources by gaining new competitive advantages, creating favorable living conditions, ensuring population loyalty through actively solving the already existing and possible problems in community functioning. Within the problem-oriented framework, the spatial development of united territorial communities involves an approach based on the hypothesis that using the strategic capacity of a territorial community is not a problem-free process, and the arising problems require analysis and sound management decisions at the community level and within the powers of local authorities. A methodical approach to identifying problems with the functioning of territorial communities in an unstable environment is suggested. Namely, it involves analyzing the following issues: a) development level of united territorial communities through evaluating their resource provision and self-assessment of their development level, which helps to draw conclusions as for the effectiveness of using the community resources; b) legislative support for the spatial development of territorial communities; and c) the existing mechanisms, methods, and instruments of the state policy on the spatial development of Ukrainian territories. A cognitive map of interrelations between the existing problems of the spatial development of territorial communities has been drafted, in which four groups of problems are identified, in particular: 1) problems within the spatial development of territorial communities, and those connected with Ukraine’s territorial system; 2) problems of socio-economic development based on self-sufficiency; 3) problems in the local self-government system; 4) problems of rural development.

The relevance of the study is associated with the need to develop and improve technological methods for increasing oil production from the Bazhenov Formation in relation to the depletion of reserves in traditional granular reservoirs in the West Siberian oil and gas province. The features of the industrial development of these low-permeability rocks largely depend on their mineral-component composition. To identify different types of reservoirs of the Bazhenov Formation in wells that are not characterized by core material, it is necessary to develop a method for predicting its lithological composition. The main aim: to identify and study the relationships between the mineral component composition, and electrical rocks and radioactive properties of Bazhenov Formation in the central part of the West Siberian sedimentary basin for developing methods of calculating the content of basic rock-forming components in this formation section. The object of the research is the carbonate-argillaceous-siliceous rocks of the Bazhenov Formation, characterized by a large heterogeneity of the mineral-component composition along the section. Methods: identification of relationships between the mineral-component composition of the rocks of the Bazhenov Formation and its electrical and radioactive properties; statistical analysis of the obtained relations; calculation on their basis of the lithological composition of the Bazhenov rocks in the base, as well as in adjacent wells. Results. The article presents the results of an integrated lithological and geophysical interpretation of data from a wide range of electrical and radioactive logging and the results of analytical core studies, on the basis of which a methodological approach to calculating the concentrations of the main rock-forming components of the Bazhenov Formation has been developed. It is based on the identified relationships between the mineral-component composition of rocks and their physical properties. Satisfactory convergence of the calculated values ​​and core data is shown, volumetric lithological models are built for the wells of the Druzhnaya and Povkhovskaya areas. It is shown that the obtained dependences can be used to reliably calculate the lithological composition of the Bazhenov Formation in closely spaced wells that are not characterized by core material. The impossibility of using the proposed methodological approach in thin-layered sections is substantiated due to the fact that the thickness of the interlayers is much less than the resolving power of geophysical borehole probes.

Nowadays considering trends such as digitalization, automated driving as well as electric mobility in products in automotive development processes is a major challenge, which has led to an enormous increase in the number of product functions of technical systems. However, the recognized processes in automotive development are strongly component-oriented and such processes partially support the development of product functions. In order to meet future trends and ensure long term customer satisfaction, a transfer from component-oriented to function-oriented development is necessary. Accordingly, a holistic concept can be useful that enables the integration of customer feedback into the early phase of product development in the context of function-orientation. However, the customer feedback evaluation and their mapping with technical subsystems have been considered mainly in the context of component-oriented development. In this contribution, a method is proposed, which is generated in the context of a product model of product generation engineering. Product Generation Engineering enables the structuring of the development process of a product generation and supports function-oriented development. The Product Model provides customer- oriented development of mechatronic products. The proposed method is achieved in the sense of model-based systems engineering and validated by the exemplarily application of a case study of a specific vehicle. Both the past and current product generations of the specific vehicle are taken into account in the development of the subsequent product generation.

In 4D printing, an additively manufactured component is given the ability to change its shape or function in an intended and useful manner over time. The technology of 4D printing is still in an early stage of development. Nevertheless, interesting research and initial applications exist in the literature. In this work, a novel methodical approach is presented that helps transfer existing 4D printing research results and knowledge into solving application tasks systematically. Moreover, two different smart materials are analyzed, used, and combined following the presented methodical approach to solving the given task in the form of recovering an object from a poorly accessible space. This is implemented by self-positioning, grabbing, and extracting the target object. The first smart material used to realize these tasks is a shape-memory polymer, while the second is a polymer-based magnetic composite. In addition to the presentation and detailed implementation of the methodical approach, the potentials and behavior of the two smart materials are further examined and narrowed down as a result of the investigation. The results show that the developed methodical approach contributes to moving 4D printing closer toward a viable alternative to existing technologies due to its problem-oriented nature.

The purpose of the article is to develop a methodical approach to assessing the consequences of crises of non-economic origin and their synergistic effect for Ukraine. The article analyzes contemporary approaches to identifying the economic consequences of crises of natural, biological and military origin and shows that the situation in Ukraine is characterized by a layering of consequences of crises of both military and biological origin, which complicates the assessment. A classification of the consequences of crises of non-economic origin is proposed, which includes the scope of manifestation of consequences, pace and sequence, scale, duration of impact and time of occurrence, and is aimed at choosing methods for assessing and predicting the consequences. A schematic diagram of a scientific-methodical approach to assessing the consequences of crises of non-economic origin has been developed, which involves an assessment that is carried out in four dimensions: the direction of assessment (in accordance with the sphere of manifestations of the crisis), the subjective-objective (in accordance with the methods of assessment used), the temporal (in accordance with the stages of the emergence and unfolding of the crisis), and macro-mesoeconomic (in accordance with the scale of the crisis) dimensions, and thus allows to form a cognitive map of the consequences of a crisis of a certain etiology. It is shown that for Ukraine in the current crisis, it is expedient to single out two stages of assessment: the 1st – the deployment of the pandemic, the 2nd – military aggression against the background of the pandemic, as well as the use of expert assessment methods at the second stage. Based on the analysis of world experience, indicators for assessing the consequences of the crisis are proposed. The developed scientific-methodical approach allows to identify the most vulnerable sectors of the economy, to define causal relationships in the process of spreading in the economy and social sphere of the country of the crisis caused by both the pandemic and military aggression, is of universal nature, and can be used for researching the crises of various non-economic origins, also for developing a system for monitoring and preventing the spread of crises. The article is aimed at developing a theoretical and methodical approach to assessing the demand for higher education in Ukraine. Educational qualification levels, characterized by a specific range of information users, are analyzed. Accordingly, it is natural for every user to form a certain information environment, which can be useful and interesting for one level, but not in demand for another. Therefore, when learning environment coordinators develop a communication strategy, it is necessary to clearly understand, which level it is designed for. Thus, the issue of establishing a classification of learning environment coordinators, who will provide training for education seekers at different levels, is relevant. It is noted that the concept of demand for higher education should be differentiated between the demand in society and the demand among i education seekers. The choice of "fashionable" specialties without taking into account the needs of the labor market leads to increase in the disparity of the workload per vacancy for certain professional groups. In order to quantify the demand for higher education, it is proposed to use the coefficient of demand for higher education in society (CDHES). Necessity to take into account many factors influencing the demand for higher education in society has led us to choosing an integrated method, which is normally used to measure the impact of factors in multiplicative, index, additive index models. The coefficients suggested, in our opinion, will be important for higher education institutions (HEIs) wishing to develop a communication strategy for both the short and long term. The importance of such coefficients can be explained by the fact that the patterns and trends identified during the study of their dynamics can serve as an information field for the HEI management service when outlining key aspects in developing a new communication strategy or improving the existing one. The fundamental difference between the proposed coefficients and the already existing ones lies in the fact that the former take into account not only the dynamics of the labor market and employment opportunities, but also the economic feasibility of education costs, and calculation of the payback prospects of receiving higher education.

The purpose of the paper is to form a scientific and methodological approach to determining the vectors of innovative development of industrial enterprises as a tool for establishing the trajectory of innovation in terms of development of innovation potential and environmental impact. Correlation analysis of these factors as indicators of external (external environment of the enterprise) and internal (innovative potential) environment based on the nature and direction of influences allows to establish the vector of development, and the construction of a forecast model of economic results confirms its correctness. Methodology. The research used its own methodological developments, correlation analysis, formed the parameters of the external environment, innovation potential, the results of enterprises. The approach was tested at the enterprises of the pulp and paper industry of Ukraine, which proved its effectiveness and efficiency. Results. The ideology of the proposed approach on the combination of organizational and managerial aspects of innovative development with economic indicators is formed and substantiated. The types of target innovation orientation of the enterprise, which is formed into a bipolar matrix, are determined. Based on the corresponding trajectory of the transition between the components of the matrix, three key vectors of development are formed: innovation-adaptive, innovation-balanced, innovation-concentrated. Practical implications. On the example of enterprises of the pulp and paper industry their vectors of development, forecast indicators of profit and sales revenues as an economic effect of following the vector direction and the trajectory of innovation are designed. Value/originality. The developed scientific and methodological approach involves the establishment of the vector of innovative development of the enterprise on the interdependence of innovation potential and the nature of the impact of the external environment, which provides an opportunity to predict the results of its operation.

The paper deals with competency-based education. Both the development of the category “competence” and application of competences in educational sphere were considered. The purpose is to examine the development of competency-based approach to teaching and learning from the standpoint of modern educational paradigm. The methods of the investigation are analysis and syntheses of the associated researches used to collect and present the findings and draw the conclusion. The results revealed that competency-based education appeared under the influence of the term “competence”; in its development three main stages may be distinguished: 1) 1960-1970 (introduction of the category “competence” in the theory and practice of language learning); 2) 1970-1990 (extension of the studied phenomenon to the field of management and leadership); 3) since the 1990s to the present (comprehensive consideration and analysis of the stated category; finding the blocks of competencies, the principles of systematization; studying the structure of competencies). The conclusion is that in modern educational system competency-based approach is one of the central as existence of the system of competences contributes in description of academic and professional profiles, levels and results of higher education at the international level. Moreover, due to the application of the system of competencies, the process of expanding academic and professional recognition and mobility, as well as increasing the comparability and compatibility of diplomas and qualifications has become possible.

The article develops a methodological approach to the assessment of socio-economic development of the Chuvash Republic, which allows to consider the factors with heterogeneous metrics. The scientific novelty of the study lies in the combination of methods used and the sequence of stages implemented: (1) index analysis of thirty-two indicators divided into seven macro-regional blocks (income, labor, business, ecology, social, prospects, finance); (2) development of formulas for each of them and calculation of integral indicators characterizing their dynamics; (3) development of a formula to determine the rate of socio-economic development; (4) one hundred graphs for forecasting socio-economic development were constructed; (5) thirty-one legal and regulatory acts were analyzed and the dependence by year between the indicator of the rate of socio-economic development developed by the authors and the number of legal and regulatory acts implemented in the country and the region was revealed; (6) a refined classification of the rate of socio-economic development was proposed. Having determined the current situation (2020 is a state close to sustainable—the rate of 99.5%, respectively), and based on the calculated forecast values of the rate of socio-economic development of the Chuvash Republic, it is possible to influence this process depending on the objectives for the medium term, taking the necessary regulatory legal acts, aimed at financing specific macroeconomic blocks. This methodical approach is a universal calculation tool and has great potential for further research. It can be used to assess not only the impact of certain indicators on socio-economic development, it is also applicable to other sectors and spheres of activity.

Problems Statement and Purpose. This article is a continuation of the authors' previous publications on improving the methodical approach to assessing the vulnerability (protection) of drinking groundwater within the Dnipro-Donetsk artesian basin (DDAB) and is a practical component of these studies. In order to find and develop optimal forms of ecological safety management of drinking water supply for the region population, the authors' improved approach to assessing the vulnerability (protection) of drinking groundwater in the strategically important waters of buchak-kaniv aquifer (BKA) was tested. The purpose of article is the ecological and hydrogeological zoning of research area according to the danger of quality transformation of BKA groundwaters and the determination of zones of increased ecological danger of these waters quality reduction due to elements of surface and deep genesis. Data & Methods. The research is based on the analysis of results of drilling more than 950 wells in this region, as well as about 500 measurements of piezometric levels of BKA and the first interlayer aquifer during 1960-2020. Results. Complex systems of ecological and hydrogeological zoning of the territory of DDAB central part have been developed according to the degree of ecological danger of lowering the quality of BKA drinking groundwater. Zoning of the territory was carried out according to the danger of deterioration of these waters quality by man-made pollutants that enter the waters in the process of downward vertical filtration and migration from the earth surface. Ecologically dangerous areas with a potential decrease in the quality of BKA drinking groundwater due to elements of surface genesis (water intakes of Poltava, Lubny, Myrhorod, Velyka Bagachka, Krasnograd cities and some others) have been identified. Zoning of the territory was carried out according to the danger of deterioration of the BKA groundwater quality due to the upward migration of natural deep substandard waters. Ecologically dangerous areas with a potential decrease in groundwater quality due to elements of deep genesis (water intakes of Poltava, Romodan, Myrhorod, Shyshaky, Opishnia, Gadyach, Krasnograd, Karlivka cities and some others) have been identified. It is recommended to develop measures to increase the ecological safety of the population's drinking water supply: hydrogeochemical monitoring of characteristic indicators of water quality composition and optimization of the powerful water intakes operating modes (within ecologically dangerous territories); creation of new water intakes (within ecologically safe territories). The article is aimed at developing a scientific-methodical approach to the identification of sources of competitive advantages, taking into account the specifics of enterprises in the retail trade sector. The development and transformation of approaches to identifying sources of competitive advantage within the institutional, market and resource concepts is considered. The main provisions of scientific thought on this problem are defined and the observance of the resource approach is substantiated. A methodical approach to identification of the existing sources of competitive advantages and potential of their development in retail enterprises is proposed. As a basis, the following general scientific principles are allocated: complexity, security, comparability, information sufficiency, orientation towards creating the bigger consumer value. The stages of implementation of evaluation-identification procedures are characterized. The directions of identification of the sources of competitive advantages are determined as follows: provision of labor and commodity resources, capital, level of management, capabilities of staff. The stage of formation of the information base is characterized. The choice of research objects is substantiated, taking into account the dual nature of competitive advantages and the sectoral specifics of trade enterprises. The quantitative and qualitative correspondence of both the potential and the realized advantages within each resource-competent plane of the enterprise’s potential is determined. The conditions for identifying sources of competitive advantages and their corresponding target development benchmarks are defined. The proposed methodical instrumentarium was tested at the trade network enterprises of the city of Kharkiv. The competitive position of enterprises according to available sources, the level of their involvement in the processes of creating competitive advantages are specified; recommendations on the ways of their formation and development are made.

Customer specific, individual products nowadays lead to larger product variance and shorter time to market. This requires efficient production system planning. In addition, due to a larger system complexity, each iteration of the planning process itself gets soaringly complex. Time constraints and complexity, therefore, emphasize the necessity of supporting humans in planning modern production systems. Especially the determination of the production sequence holds immense potential and tends to get even more complex within specific production technologies. Exemplarily, this article focuses on welding sequences. Here, domain knowledge from product development and production planning needs to be holistically integrated. Furthermore, implicit, historic knowledge needs to be formalized and used in today's planning tasks. This article introduces a methodical approach and a corresponding toolchain to derive optimal production sequences from customer product data which is validated using welding processes. For this, firstly, a reference system is build up consisting of historic product data (e.g. part list, CAD data) and corresponding production system characteristics (e.g. number and specifications of machines). The main aspect is to use similarities between the new product variant and assemblies from the reference system, to determine implications of product specifications on the process sequence. Overall, such restrictions can be displayed using Model-Based Systems Engineering. Relevant information (e.g. weld seam lengths) can be used to compute the optimal weld seam order regarding minimal cycle times, for example. This requires a parametric encoding of product and production system. In a nutshell, this approach covers the automated derivation of an optimal production sequence for new product variants, based on system information and product similarities, to tackle time constraints and complexity by suggesting initial planning drafts. The article examines the impact of financial support on the management of economic entities and develops a methodical approach to assessing the level of financial support of the system of adaptive management of construction companies. It is noted that today the introduction of modern management systems into the practical activities of construction companies, capable of adapting business entities to the existing conditions of doing business, is of particular importance. It is the financial support that needs special attention in the system of adaptive management of construction companies. The main existing approaches of Ukrainian and foreign scientists to the definition of «financial security» of economic entities are considered. It is established that the financial support of construction companies has certain features related to the specifics of production and economic activities and existing management systems. It is emphasized that the financial support of construction companies significantly affects the overall management system and effective management decisions, due to the possibility of creating certain conditions to maximize net cash flow, the growth of which will increase the self-financing of the entity and reduce its dependence on external sources. The key characteristics and features of financial support of the system of adaptive management of construction enterprises are highlighted. It is concluded that the proposed methodical approach to assessing the level of financial support of the system of adaptive management of construction companies allows to build a universal reliable simulation model with a predetermined level of efficiency and the ability to make additional changes. It is proposed, in the future, to assess the level of financial security of construction companies as an element of adaptive management, which will certainly allow you to make effective management decisions on all activities of the business entity. The results of recent studies of the processes of domestic enterprises prove the need to focus on decision-making in conditions of high uncertainty, institutional restrictions and interests of interested groups influencing the adoption of the strategically important decisions. The authors propose to consider the strategic decision as a result of collective choice as to means and actions that meet the principles of corporate management and the interests of the main groups – participants of corporate relations to achieve strategic goals. From such positions, the types of strategic decisions are grouped according to the following signs: purposefulness and content of the issues to make up decisions; organizational model of decision-making; completeness of knowledge and ways of their application by decision-makers. The results of a comprehensive analysis of the state and prospects of enterprise development are presented in order to study the peculiarities of strategic decision-making at the enterprises of the machine-building industry according to their allocated signs. The technology of comprehensive analysis of the strategic decisions of enterprises consists of stages and an evaluation-analytical instrumentarium – indicators and criteria, methods of evaluation, analysis and interpretation of results. The built up system of indicators corresponds to the functional spheres of the enterprise according to the criteria of financial-economic stability, production efficiency, effectiveness of marketing activities and efficiency of use of staff. The defined criteria and indicators act as rational basis for the development, comparison and choice of alternatives to development, substantiation of strategic decisions of enterprise. As a result of the carried out cluster analysis according to the computed generalized performance indicators of 18 machine-building enterprises of Kharkiv region, clusters of enterprises, development strategies and identical strategic solutions for each cluster of enterprises are allocated as follows: technical and technological development (product renewal, expansion of sale markets and search for new ones, restructuring of production capacities) and ensuring the sustainability of the financial-economic condition (through consolidation and movement of capital, saving, costs reduction, search for additional sources of income, recovery of assets).

The article develops a methodical approach to assessing the management level of the tourism and recreational potential in the Kharkiv region, taking into account its existing business capabilities. It is noted that tourist resources in Ukraine influence greatly both the regional and national economy development. That is, determining the management level of the tourism and recreational potential in Ukraine’s regions is one of the main current tasks, as it is necessary to identify the existing reserves and organizational shortcomings in the tourism and recreation management. It is noted that the Kharkiv region has always had a strong economic, scientific, technological and production potential. At the same time, unfortunately, little attention has been paid to the development of tourism and recreational activities, despite the fact that the Kharkiv region is definitely among the top five by the quantitative performance indices for tourism entities of varied ownership. The article informs that the analysis of tourist flows shows an increase in the number of Ukrainian citizens turning to the tourism services employees, in general, and in the Kharkiv region, in particular. To assess the uptake of the existing tourism and recreational potential, the article suggests to introduce the following indicators of the tourism services level: the coverage of the Kharkiv region population by domestic tourism services; the coverage of the Kharkiv region population by outbound tourism services; territorial accessibility by average estimated distance; territorial accessibility by the object area; assortment availability; the service provision of the population; the growth dynamics of the service provision of the population (compared to the previous year). The assessment carried out has revealed some drawbacks in managing the tourism and recreational potential in the Kharkiv region. The author of the article has come to conclusion that no real level of investment exists, which could hinder the development of tourism in the Kharkiv region. A study by the World Tourism and Travel Council (WTTC) shows that every million dollars invested in the tourism industry provides the highest return in terms of jobs and subsequent contributions to GDP, if compared to other sectors of economy, no matter the country.

The strategic approach to sustainable territorial development precisely assesses all regional disparities. Implementing this approach allows considering the interests and requirements of all stakeholders and identifying priority areas for regional development. A detailed analysis of existing regional development strategies and programs confirms the active region interaction with numerous organizations, groups, and individuals. The growing role of stakeholders in shaping regional policy determines the necessity of the research. Proposed conceptual approach will contribute determining the stakeholders’ interaction effectiveness in ensuring sustainable territorial development. Algorithm for analyzing the stakeholders’ interaction effectiveness was worked out based upon critical analysis of the scientific professionals’ main approaches of identifying and comparing the interests of stakeholders’ sectoral and territorial groups in the context of solving the region existing problems. A feature of the proposed measure scheme of the stakeholder interaction efficiency is the synthesis of quantitative and qualitative assessment of the stakeholder interaction effectiveness using the method of expert assessments, statistical analysis, and fuzzy sets. The practical part of the developed approach to determining the effectiveness of stakeholder interaction allowed to assess the level of regional development programs implementation in the Kharkiv region and to identify the synergistic effect of stakeholder interaction. The made conclusions and recommendations regarding the solution of region existing problems have found practical application in predicting scenarios for the territory development.

The article is aimed at developing a methodical approach to the integral assessment of the financial status of communal enterprises using the multidimensional statistical analysis method, since a comprehensive assessment of the activities of communal enterprises in the industry, which top the rating, will allow to use their achievements to solve the problems of enterprises-outsiders. It is concluded that the methods of calculating integral indicators presented in the Regulations developed by the NBU and the Ministry of Finance of Ukraine do not adequately reflect the true financial status and level of creditworthiness of enterprises. An approach to the integral assessment of the financial status is proposed, which involves building up a model of an integral index of the financial status of the enterprise; introduction and improvement of the information system for monitoring the financial-economic activities of enterprise; organization of a continuous comprehensive assessment and monitoring the main indicators that characterize the enterprise’s financial potential. The main stages of building up an integral index model using the main component method are described. An integral index, which characterizes the financial status of communal enterprises, is calculated and an industry rating of water supplying communal enterprises is compiled, allowing to respond in a timely manner to the deterioration of financial potential in the development of anti-crisis management solutions for enterprises-outsiders. Further research suggests improving the model through repeated testing for communal enterprises in various industries. This will allow to determine the final set of indicators to form the integral index.

It is determined that in order to ensure the competitiveness of domestic enterprises it is necessary to activate their innovative development. It is defined that making effective management decisions in the innovative sphere requires the formation of a instrumentarium for comprehensive evaluation. Therefore, the article is aimed at developing a methodical approach to evaluating the level of innovative development of enterprise on the basis of an integral indicator, based on the measurement of the generalizing indicators of the financial, economic, production and technology, scientific, technical, market, labor, information, ecological and social components of innovative development. The ultimate sequence of evaluating the level of innovative development of enterprise is presented. Each of the seven stages of the evaluation, from setting a goal to building up an integral indicator of development, is reasoned and detailed. A methodical approach to evaluating the level of innovative development of enterprise, which consists of three blocks, is proposed. The preparatory block includes an aggregate of all activities that precede the immediate calculations. The implementation unit consists of selecting the most resulting indicators for each of the eight functional subsystems, establishing an algorithm for calculating them and substantiating critical values. The resulting block is a set of measures to calculate the chosen system of evaluation indicators, systematize and analyze the results, and provide recommendations to improve the status of innovation activity of enterprise. The feasibility of applying the proposed methodical approach, which allows to thoroughly examine the process of innovative development the enterprise and to make informed and grounded managerial decisions regarding this process, is substantiated.

The article deals with the topical problem of spatial development of territorial communities. The study aims at creating a methodical approach to identifying the problems in the functioning of territorial communities, the former being caused by unstable conditions, and the areas of spatial development of territories using a problem-oriented approach. The application of a problem-oriented approach to the spatial development of territorial communities is substantiated. The approach provides a set of actions in public administration and influences aimed at solving theoretical or practical problems of efficiently using local community resources by gaining new competitive advantages, creating favorable living conditions, ensuring population loyalty through actively solving the already existing and possible problems in community functioning. Within the problem-oriented framework, the spatial development of united territorial communities involves an approach based on the hypothesis that using the strategic capacity of a territorial community is not a problem-free process, and the arising problems require analysis and sound management decisions at the community level and within the powers of local authorities. A methodical approach to identifying problems with the functioning of territorial communities in an unstable environment is suggested. Namely, it involves analyzing the following issues: a) development level of united territorial communities through evaluating their resource provision and self-assessment of their development level, which helps to draw conclusions as for the effectiveness of using the community resources; b) legislative support for the spatial development of territorial communities; and c) the existing mechanisms, methods, and instruments of the state policy on the spatial development of Ukrainian territories. A cognitive map of interrelations between the existing problems of the spatial development of territorial communities has been drafted, in which four groups of problems are identified, in particular: 1) problems within the spatial development of territorial communities, and those connected with Ukraine’s territorial system; 2) problems of socio-economic development based on self-sufficiency; 3) problems in the local self-government system; 4) problems of rural development. Nowadays considering trends such as digitalization, automated driving as well as electric mobility in products in automotive development processes is a major challenge, which has led to an enormous increase in the number of product functions of technical systems. However, the recognized processes in automotive development are strongly component-oriented and such processes partially support the development of product functions. In order to meet future trends and ensure long term customer satisfaction, a transfer from component-oriented to function-oriented development is necessary. Accordingly, a holistic concept can be useful that enables the integration of customer feedback into the early phase of product development in the context of function-orientation. However, the customer feedback evaluation and their mapping with technical subsystems have been considered mainly in the context of component-oriented development. In this contribution, a method is proposed, which is generated in the context of a product model of product generation engineering. Product Generation Engineering enables the structuring of the development process of a product generation and supports function-oriented development. The Product Model provides customer- oriented development of mechatronic products. The proposed method is achieved in the sense of model-based systems engineering and validated by the exemplarily application of a case study of a specific vehicle. Three dimensional digitization of cultural heritage resources gains a lot of attention from the European Union and the United Nations, which is clearly revealed in current strategic goals and financing perspectives. Existing methodological approaches to 3D scanning in a prevailing number of cases assume that the procedure of scanning is performed in places that are closed to tourists, at least for the time of scanning. However, closing an exhibition for tourists or moving an artifact to be scanned is not always possible. Thanks to the long-term experience of the authors with 3D scanning of cultural heritage, the special procedure was designed for small and medium size objects to overcome difficulties expected in such cases. The procedure has been successfully implemented during 3D scanning of objects exhibited in the Silk Road region (on the territory of modern Uzbekistan), as well as objects being parts of wooden sacral architecture of the Maramures region (in Romania). It was revealed that the proposed procedure was successfully allowed to counteract organizational problems during 3D scanning of heritage objects being under continuous display, and that the achieved results of scanning were nevertheless of good quality.

The article is aimed at developing a theoretical and methodical approach to assessing the demand for higher education in Ukraine. Educational qualification levels, characterized by a specific range of information users, are analyzed. Accordingly, it is natural for every user to form a certain information environment, which can be useful and interesting for one level, but not in demand for another. Therefore, when learning environment coordinators develop a communication strategy, it is necessary to clearly understand, which level it is designed for. Thus, the issue of establishing a classification of learning environment coordinators, who will provide training for education seekers at different levels, is relevant. It is noted that the concept of demand for higher education should be differentiated between the demand in society and the demand among i education seekers. The choice of “fashionable” specialties without taking into account the needs of the labor market leads to increase in the disparity of the workload per vacancy for certain professional groups. In order to quantify the demand for higher education, it is proposed to use the coefficient of demand for higher education in society (CDHES). Necessity to take into account many factors influencing the demand for higher education in society has led us to choosing an integrated method, which is normally used to measure the impact of factors in multiplicative, index, additive index models. The coefficients suggested, in our opinion, will be important for higher education institutions (HEIs) wishing to develop a communication strategy for both the short and long term. The importance of such coefficients can be explained by the fact that the patterns and trends identified during the study of their dynamics can serve as an information field for the HEI management service when outlining key aspects in developing a new communication strategy or improving the existing one. The fundamental difference between the proposed coefficients and the already existing ones lies in the fact that the former take into account not only the dynamics of the labor market and employment opportunities, but also the economic feasibility of education costs, and calculation of the payback prospects of receiving higher education. The article considers the basic methodical principles of the monitoring of labor market in the conditions of systemic transformations. It is defined that by means of monitoring the government authorities are able to adjust their actions to reduce negative influences on the labor market. It is defined that the Ukrainian labor market begins to look like the Brownian movement: enterprises are forced to curtail production, reduce sales, save and, as a result, freeze vacancies, lay off staff. The carried out monitoring identified the riskiest industries in terms of balancing supply and demand. The industries, which delay wages and reduce its level, stop paying bonuses, suspend the opening of new offices of companies and recruitment of staff, are allocated. It is determined that, despite high social benefits for the unemployed, the power of European countries in various ways stimulates the creation of new jobs and the preservation of old ones. The directions to increase the objectivity of the analysis and forecast of the situation in the labor market in connection with the persistence of the consequences of the crisis developments are defined. It is determined that it is appropriate to monitor the implementation of activities of Ukrainian subjects to promote employment and reduce tension in the labor market – in terms of employment and forecasted distribution of graduates of educational institutions at all levels through employment channels, including those registered as unemployed. The principles allowing to form an efficient system of monitoring the labor market have been allocated. It is defined that the result of monitoring is obtaining the information necessary to make managerial decisions on policy formation in the sphere of employment. An algorithm for monitoring the employment sector in the labor market in Ukraine has been proposed. It is defined that use of multidimensional comparative analysis, in particular the method of taxonometrics, is feasible in building an integral indicator. It is determined that the resulting system of quantitative assessments of the level of employment of the population sets the task of their qualitative interpretation, one of the ways of solving which is the application of desirability functions. Based on the carried out calculations, it is determined that the social indicator had the greatest impact on the employment rate. On the basis of monitoring, the main factors influencing the formation of the labor market in Ukraine are allocated. In developing ways to increase employment of the population, regulating these factors should be considered as a priority. It is proved that monitoring is appropriate to carry out according to the proposed indicators, as they have the greatest impact on the employment rate of the population.

Labour migration plays an integral role in the socio-economic development of any country; it affects both the structure and the size, the social and economic spheres of society. Therefore, it is necessary to monitor the migration process, because, in the future, it can have a positive impact on the economic growth of the country. The article proposes a model for macro-economic assessment of the volume of youth labor migration in the states of the Eurasian Economic Union (EAEU). The model is based on the ideas of labor migration in the form of a random Markov process with discrete states and continuous time. The chain states are interpreted as the labour market of the youth of the respective EAEU states, and the transition rates reflect the attractiveness of these markets for young people from different states. This made it possible to take into account the inherent uncertainty and inertia in the process of youth migration.

Based on a critical analysis of existing scientific papers in the field of assessing the quality of customs services and the activities of customs authorities as a whole, the need to develop a methodological approach to a comprehensive assessment of the quality of customs services has been revealed and substantiated. At the same time, an author’s approach to an integrated assessment of the quality of customs services has been proposed, which includes the principles of assessment, assessment directions, the method for calculating the overall integral quality assessment and specific indicators, which can be used to evaluate each of the directions.

The positive impact of innovative development on various aspects of the enterprise’s operation (reducing costs, profiting, improving working conditions, improving ecological friendliness) increases its investment attractiveness and, as result of diffusion of innovation, causes positive influence on the development of the entire industry. Therefore, the evaluation of innovative development has an extraordinary role for entrepreneurs in general, and for investors in particular. The process of evaluating the innovative development of enterprise should be carried out according to a certain methodology, which takes into account the directions of the evaluation from the view of its intended purpose (internal and external directions). In this case, from the view of the internal direction, the subject of the evaluation is the enterprise-innovator, and from the view of the external direction - the investor, or the consumer. Therefore, the purpose of the article is developing a methodical approach to evaluating the innovative development of seaports, taking into account the performance indicators of this industry.

The problem of the formation of competencies in Bulgarian language and literature at the primary stage of education is interpreted in the article. Ensuring the sufficient level of economic security of activities of transport enterprises in market conditions is one of the main tasks of management because the efficiency of enterprises’ performance is dependant upon. In the article, on the basis of analysis of scientific sources, is defined that the the complex (integral) approach is most widespread in terms of determination of the level of economic security of enterprise. The article proposes a methodical approach to determination of the level of counteraction to threats towards economic security of transport enterprises on the basis of integral assessment. A sequence and a system of indicators of assessment of the economic security level of transport enterprise are elaborated according to the types of threats. Concerning the results of the carried out expert survey, the integral index of the level of economic security of transport enterprises is suggested, calculated for three transport enterprises, selected for the research. The results of calculation of the integral index of economic security for the researched transport enterprises allowed to define the list of priority measures as to ensuring the target level of economic security. Application of the suggested integrated assessment will allow a transport enterprise to ensure the adoption of efficient management decisions aimed at minimization or avoiding the impact of threats on its activities, and therefore, achieving a high level of its economic security.

In an unstable financial and economic, political and social context, a number of Ukrainian banks demonstrate downtrends in their profitability, liquidity, and solvency rates. With that, the financial health and the growth vector of the whole banking sector of the country in the strategic perspective precisely depends on the quality of measures taken to ensure the financial security of a banking institution.The article analyzes the concept of financial security of a bank from the standpoint of protective, dynamic, resource-functional, competitive and systemic approaches. The authors substantiate that the financial security of the banking system as a whole and that of an individual bank is an integral part of the financial security of the country. In addition, three methodological approaches to assessing the financial security of the country's banking sector are identified and described, namely instrumental, system and target-oriented and criterial ones. Based on theoretical and methodological analysis of scientific works and methodological approaches, a system of research and methodological support for the bank's financial security is proposed.

The article is aimed at developing and substantiating of a methodical approach to evaluation of the efficiency of staff management at enterprise. The necessity of using method of dynamic normative for evaluation of the efficiency of staff management is substantiated. The methodical approach to evaluation of the efficiency of staff management at enterprise is suggested, implementation of which includes the following stages: generalizing analysis of existing methods and approaches to evaluation of the efficiency of staff management; defining the initial system of the indicators of analysis of staff management, their substantiation according to the support subsystems; formation of the dynamic normative model structure; calculating the rates of growth of indicators and constructing a graph of the normative ordering; economic interpretation of the results obtained. Using this approach will provide substantiating and concretizing the priority objectives to ensure the efficiency of staff management and compare the different options of the strategic orientation to achieve the planned results by identifying internal reserves for improvement of the performance of staff.

The article develops a methodical approach to evaluation of the current status of industry of Ukraine on the basis of multifactorial analysis. For clarification of tendencies of development and problems of industrial complex of Ukraine the structure of gross added value is researched according to types of economic activity in market prices during 2010–2017 using the quarterly statistical data related to industrial branches. A correlation analysis of gross domestic product and gross value added is carried out by types of economic activity of industry. A very high dependence of the value of gross domestic product on the results of economic activity in all directions of industrial production is indicated. Resulting from the approximation using the polynomial trend, it is determined that gross value added of all directions of economic activity of industry together with gross domestic product are functionally dependent on the time. It is concluded that the proposed methodical approach to evaluation of the current status of industry of Ukraine on the basis of multifactorial analysis provides not only to determine the influence of gross value added of each of the directions of economic activity of industry, but also to identify how quickly Ukraine’s GDP reacts to a crisis or stabilization of all sectors of the country’s economy.

The article describes a methodical approach to the development of Web of Science and Scopus rubricators-adapter in the system of priorities of the Strategy of scientific and technological development of the Russian Federation. The relevance of this problem is due to the need for statistical and dynamic retrospective, prospective and bidirectional studies. Revealed the difficulty of categories correlating among themselves and in the system of priorities SSTD. The principles of categories-adapters formation in the priorities SSTD context. Article is presented the algorithm of rubricators-adapters Web of Science and Scopus formation in the system of SSTD priorities. The algorithm of number scientific articles distribution on scientific categories in system of SNTR priorities by grouping method is presented. A comparative analysis of Russian Federation scientific categories and the world in the number of scientific articles indexed in the Web of Science or Scopus, in the system of SSTD priorities.
