Parque Bicentenario (Bicentennial Park), in Quito, is an unusual site, a large urban void surrounded by a greyish city that sits on the impressive Andean geography. A park that lacks the elements that have characterised other parks in Quito. This article analyses the planning process for Parque Bicentenario against the framework that defines Large Urban Projects and highlights the role of design within the construction of the urban project in the contemporary city. This is done through a review of the proposals and official documents that regulate the park’s development and the urban regeneration of its surrounding area.

The paper sets out to analyze two urban development proposals from a comparative point of view. Based on a literature review of the Nueva Costa del Plata project and the data collected for my doctoral research on Puerto Madero, it traces both lines of continuity and emergent tendencies in the urban expansion of the Buenos Aires Metropolitan Area. From that basis, it proposes a conceptual revision of urban renewal through 'waterfront revitalization', and goes on to put in context the relationship of the city of Buenos Aires and its metropolitan area with the Río de la Plata. Finally, it deploys each of the contrasting proposals, in order to arrive at a comparative analysis that allows reflection on urban renovations of the waterfront of the Buenos Aires Metropolitan Area. Traditionally, in the field of urbanism, the term urban regeneration refers mainly to the process of urban production that has become dominant in European and North American cities for several decades now: the implementation of large urban projects of both physical and socioeconomic recovery in usually vacant intra-urban areas. Despite the existence of a large potential of land able to be recycled, this has still been happening sparsely in Latin American cities. The projects that have been completed, few, have been called into question. In turn, the programs to revitalize the historic centers and re-densify peri-central areas cannot be seen as initiatives for urban regeneration, in the sense that they consisted mainly in promoting dynamics that highlight tourism and culture, and intensive real estate development, respectively. Nevertheless, to conclude that there are no valuable experiences of urban regeneration in the region would be an error. These are found under different modalities, and rather in peripheral workingclass neighborhoods, where comprehensive urban improvement programs are being carried out. Decentering the gaze towards these initiatives may contribute in reassessing the general vision towards urban regeneration in the region. [ABSTRACT FROM AUTHOR]

Discussion on Large Urban Projects. They involve conflicting agents and are subjected to analysis beyond projectual scrutinity. Paper prioritizes the understanding of a selection of printed media contemporaneous to Haussmann´s works in Paris, and is based on three assumptions: criticism observed in the past repeats in contemporary cities; debates, there and now, do not allow for nuances; analysis of the distant observer prevails praise; analysis of someone closer to it is full of harsh criticism. Material used was a selection of The New York Times discussing works of the modernization of Paris under the responsibility of Haussmann. The discussion and conclusion are based on this material and reiterate assumptions adopted.

The article reorganizes the Latin American discussion regarding large urban projects on the basis of the concept of just city. While part of the literature associates the former with urban neoliberalism due to its focus on economic profit, another part discusses how the links between justice and space point toward the opposite political and urban direction. On the basis of the analysis of secondary sources and previous approaches to large projects, it suggests that rather than belonging to opposed worlds, conceptions of just city can reinforce critical as well as reformist positions regarding large urban projects. This is so because these concepts can be mobilized from different ideological and political positions regarding heterogeneous large urban projects. The article suggests the existence of "critical", "reformist", and "enthusiastic" positions based on the following issues: evaluation criteria promoted, positions regarding participation, and postures concerning the link between large projects and surplus recovery. The relation between large urban projects and just city, suggested on the basis of the Latin American experience, makes possible an in-depth approach and evaluation of those projects from new perspectives, as well as a conceptually expanded analysis of broader urban policies. The last decade has witnessed an upsurge in the travel, transfer, and flow of urban policies, planning models, ideas and techniques as well as an increased academic attention to them. Also, the implementation and analysis of large urban projects in Latin America have increased. This paper connects both issues based on the analysis of the circulation of Puerto Madero Corporation (CAMPSA) and its role in the "Mendoza - Madero", a large urban project that targeted 36 hectares of defunct railway land in the city of Mendoza, Argentina. Based on primary and secondary sources, this paper introduces a relational perspective on "suppliers" and "demanders" of urban policies and models. Thus, it goes beyond perspectives based merely on local stakeholders and processes as well as those perspectives that suggest mechanical translations between global and local scales. The last few decades have seen an increase in the travel and transference of urban models and policies, ideas and techniques as well as an increased academic interest in these processes. At the same time, Latin America has experienced a proliferation of large urban projects and relevant analysis. This paper seeks to establish a link between these two issues by addressing the work of the Corporación Antiguo Puerto Madero Sociedad Anónima (CAPMSA) in different Latin American cities and raising questions about the mobilization of urban models and policies, the mechanisms for the mobilization of these initiatives and the experts and social actors in charge of the circulation of these mechanisms. The reflection considers the concept of "Large Urban Projects" as the object of the new practices introduced in the urban planning, called strategic planning. Through strategic planning, urban government articulates in different social agents in the production of "Large Urban Projects", which aims to highlight the city at some stage and scale in terms of representation in the globalization process. Previously of the concept, there is an exercise to place it and understand it in Maringá city (PR), since there are similar practices to known examples. In this article, we will discuss about one of these practices, called EuroGarden, that is a large urban project idealized to a part of town with plenty of places for this type of intervention. Abstract Urban consortium operation is a Brazilian instrument to implement large urban projects. It aims to promote urban services and infrastructure in a specific perimeter by selling construction benefits, which include changes in land uses and building rights. The list of works, their priority and overall development should be debated in management councils representing the diversity of stakeholders involved in the project. Focusing on the Água Espraiada Urban Consortium Operation in São Paulo, this paper analyses the work of its management committee from 2001 to 2014 and exposes disputes among different stakeholders, as well as their strategies and challenges to effective participation. Ultimately, what was supposed to be an arena for democratic decision-making has become an informative arena that legitimizes the project.
