16. Internationalizing Public Administration Education: Why and How?

Abstract

Public administration educators in the United States have renewed their interest in incorporating an international perspective into their teaching. Why is this perspective important for students and how can educators integrate it meaningfully? In this article, I provide an argument for the internationalization of public administration curricula, generate nine "principles of practice" to help guide internationalization efforts, and specify two broad strategies through which an international dimension can be integrated into public administration curricula--one for leveraging comparative material in domestically-focused curricula and another for developing a distinct and standalone internationally-focused specialization.

Abstract

The discovery of topological order has revolutionized the understanding of quantum matter in modern physics and provided the theoretical foundation for many quantum error correcting codes. Realizing topologically ordered states has proven to be extremely challenging in both condensed matter and synthetic quantum systems. Here, we prepare the ground state of the toric code Hamiltonian using an efficient quantum circuit on a superconducting quantum processor. We measure a topological entanglement entropy near the expected value of $\ln2$, and simulate anyon interferometry to extract the braiding statistics of the emergent excitations. Furthermore, we investigate key aspects of the surface code, including logical state injection and the decay of the non-local order parameter. 33. Interrelations among Expectancies, Task Values, and Perceived Costs in Undergraduate Biology Achievement

Abstract

Expectancy-value theory highlights the roles of students' expectancies, task values, and perceived costs in their motivation and achievement. While ample research has highlighted the positive associations of expectancy beliefs and task values with academic achievement, research on students' perceived costs is in its infancy. We investigated the temporal interrelations among expectancies, task values and different types of perceived cost, the role of these constructs in biology achievement, and the role of perceived costs as a moderator in the relations of expectancy beliefs to biology achievement. A cross-lagged path analysis of semester-long data from 234 undergraduate biology students pointed to variable relations among expectancies, task values, perceived costs, and biology achievement. For example, while early expectancy beliefs related to later attainment and interest value, early task values and perceived costs did not relate to later expectancy beliefs. Furthermore, early attainment value related to later effort and opportunity cost. Expectancy beliefs and effort and opportunity cost in biology were associated with final biology grade. Finally, effort cost moderated the relationships between expectancy beliefs and students' final grades. These findings provide evidence for the dynamic relations among perceived costs, task values, and expectancy beliefs over a semester and point to the interplay between expectancies and perceived costs in their relation to academic achievement in science. 38. Are Artificially Intelligent Conversational Chatbots Uniformly Effective in Reducing Summer Melt? Evidence from a Randomized Controlled Trial

Abstract

Our field experiment extends prior work on college matriculation by testing the extent to which an artificially intelligent (AI) chatbot's outreach and support to college students (N = 4442) reduced summer melt and improved first-year college enrollment at a 4-year university. Specifically, we investigate which students the intervention proves most effective for. We find that the AI chatbot increased overall success with navigating financial aid processes, such that student take up of educational loans increased by four percentage points. This financial aid effect was concentrated among would-be first-generation college goers, for whom loan acceptances increased by eight percentage points. In addition, the outreach increased first-generation students' success with course registration and fall semester enrollment each by three percentage points. Our findings suggest that proactive chatbot outreach to students is likely to be most successful in reducing summer melt among those who may need the chatbot support the most.

Abstract

Fundamental questions in chemistry and physics may never be answered due to the exponential complexity of the underlying quantum phenomena. A desire to overcome this challenge has sparked a new industry of quantum technologies with the promise that engineered quantum systems can address these hard problems. A key step towards demonstrating such a system will be performing a computation beyond the capabilities of any classical computer, achieving so-called quantum supremacy. Here, using 9 superconducting qubits, we demonstrate an immediate path towards quantum supremacy. By individually tuning the qubit parameters, we are able to generate thousands of unique Hamiltonian evolutions and probe the output probabilities. The measured probabilities obey a universal distribution, consistent with uniformly sampling the full Hilbert-space. As the number of qubits in the algorithm is varied, the system continues to explore the exponentially growing number of states. Combining these large datasets with techniques from machine learning allows us to construct a model which accurately predicts the measured probabilities. We demonstrate an application of these algorithms by systematically increasing the disorder and observing a transition from delocalized states to localized states. By extending these results to a system of 50 qubits, we hope to address scientific questions that are beyond the capabilities of any classical computer.

41. Risk Factors for Trochanteric Bursitis Following Total Hip Arthroplasty: A Radiographic Analysis.

Abstract

Trochanteric bursitis (TB) is a prevalent complication following total hip arthroplasty (THA), with increased offset hypothesized as a potential risk factor. This study investigated potential TB predictors in THA patients, including radiographic measurements of offset and leg length, comorbidities, and patient characteristics. In this retrospective cohort study, all THA patients from a single academic tertiary care center between 2005 and 2021 were reviewed. Exclusion criteria included less than one-year follow-up, osteonecrosis, or fracture. Manual radiographic measurements of offset (acetabular, femoral, and total) and leg length from preoperative and postoperative antero-posterior pelvis X-rays were taken, with scaling using femoral cortical diameter. Univariable and multivariable Cox proportional hazard models were employed to estimate TB risk. Of 1,094 patients, 103 (9.4%) developed TB, with a median (Q1, Q3) time to presentation of 41.8 weeks (25.5, 66.9). In univariable models, only sex was associated with increased TB risk, with women exhibiting a 1.79 times increased risk (hazard ratio: 1.79 (1.16, 2.76), P =.009). Changes in acetabular offset, femoral offset, total offset, and leg length between preoperative and postoperative radiographs were not associated with an increased risk of developing TB in the univariate or multivariate models. Furthermore, various offset thresholds were evaluated, with no amount of increased offset showing increased TB risk. This study found no relationship between femoral, acetabular, or total offset and TB following THA. These findings suggest that surgeons may consider adding offset for increased prosthetic stability in high-risk cases. However, given that this is a retrospective study, the authors are not advocating for the routine use of increased offset. The study identified women as a risk factor with a 1.79 times higher TB risk, highlighting the importance of counseling women patients on this heightened risk. [ABSTRACT FROM AUTHOR]

42. Disparities in Autism Spectrum Disorder Diagnoses among 8-Year-Old Children in Colorado: Who Are We Missing?

Abstract

There is often a large time gap between caregivers' initial concerns and the diagnosis of autism spectrum disorder. The current study aimed to identify factors associated with missed or delayed autism spectrum disorder diagnoses among children in Colorado. In a surveillance-based sample of 8-year-old children with autism spectrum disorder (N=572), we examined differences between children who were identified with autism spectrum disorder by a community provider and/or were eligible for special education services under an autism eligibility (documented diagnosis) and children who were first identified with autism spectrum disorder through a systematic record review (newly identified). Compared to documented diagnosis children, newly identified children were more likely to be female, aggressive, and argumentative. They were less likely to have had a developmental regression, sleep abnormalities, or an autism screener or diagnostic measure in their records. Newly identified children also had a poorer quality of information in their records. Furthermore, among documented diagnosis children, variations in clinical presentations were associated with significantly different mean ages at autism spectrum disorder diagnosis; children who showed early delays, motor abnormalities, hyperactivity and attention deficits, and odd responses to sensory stimuli received a diagnosis much earlier than documented diagnosis children with other clinical presentations.

43. Teacher Dissent in Neoliberal Times: Counter-Publics and Alternative-Publics in Teacher Activism

Abstract

In this essay, Terrenda White examines distinct forms of activism by two influential organizations: the Chicago Teachers Union (CTU) and Teach for America (TFA). Despite differences between these groups, both have created new discourses and alliances among teachers in the public sphere -- what White calls "teacher publics." These new alliances, White argues, can be conceptualized as "counter-publics" and "alternative-publics." CTU is a counter-public because its activities counter the tradition of top-down insular unionism and embrace "social movement unionism" where teachers are part of an expansive coalition for social transformation, including contesting city and state bureaucracies for adequate resources and equitable practices on behalf of minoritized communities. TFA has also created expansive coalitions for change, embracing a "new professionalism" that rejects public contestations with state leaders for resources. As an alternative-public, TFA engages a network of private philanthropists and business leaders to generate change in public education through market-based initiatives that challenge bureaucratic control of teachers and schools and that incentivize competition, audit culture, and data-driven decision-making. These two cases, because their approaches to educational change are so different, provide fertile ground for White's evaluation of what new forms of activism mean for the democratic goals of public schools.
