5. Zampa's systems theory: a comprehensive theory of measurement in dynamic systems

Abstract

The article outlines in memoriam Prof. Pavel Zampa's concepts of system theory which enable to devise a measurement in dynamic systems independently of the particular system behaviour. From the point of view of Zampa's theory, terms like system time, system attributes, system link, system element, input, output, subsystems, and state variables are defined. In Conclusions, Zampa's theory is discussed together with another mathematical approaches of qualitative dynamics known since the 19th century. In Appendices, we present applications of Zampa's technical approach to measurement of complex dynamical (chemical and biological) systems at the Institute of Complex Systems, University of South Bohemia in Ceske Budejovice., Comment: 16 pages, 9 figures

9. Using the Campbell Paradigm to Understand the Role of Institutional Trust in Environmental Policy Support.

Abstract

AbstractPrevious studies have shown that institutional trust is associated with people’s support for some environmental policies (e.g., support for higher taxation) but not others (e.g., support for subsidies and bans). Such findings seem to contradict the notion that institutional trust helps to resolve social dilemmas and thus facilitates collective action on environmental problems. In the current study, we use the conceptual framework of the attitudinal theory of the Campbell paradigm to understand the lack of institutional trust as a behavioral cost of policy support which counterweights people’s motivation to support a policy. Using a dataset from the Environmental module of a recent ISSP survey conducted in 28 countries, we corroborated the theoretical prediction, namely the expected positive effect of institutional trust on support for both pro- and anti-environmental policies. We also corroborated, albeit with some qualifications, that the choice of environmental policy depends on perceived behavioral costs exemplified, in our study, by institutional trust. The Campbell paradigm provides a useful analytical framework for understanding the role of trust in environmental policy support. 10. Integrated Geophysical and Geomorphological Studies of Caves in Calcarenite Limestones (Jaskinia pod Świecami Cave, Poland).

Abstract

The occurrence of subsurface karst caves can cause the development of superficial depressions which, in turn, may pose a construction hazard. Identifying such a substratum requires integrated non-invasive measurement methods. The main objective of the study was to demonstrate the effectiveness of the non-invasive ERT, TLS, and GPR survey techniques in identifying the karst floor and determining the direction of discontinuities around the cave. The paper analyzes the limitations of the methods used in the study of heterogeneous media. These limitations are related to the methodology and measurement conditions, data processing, and interpretation in the context of the resolution and depth range. The study was conducted using the example of the Jaskinia pod Świecami cave, formed in the Sarmatianal calcarenites in Poland. The research confirmed its complex karst-anthropogenic genesis. The cave was formed as a result of the infiltration of rainwater and the dissolution of limestone by groundwater, while the paleokarst forms that are characteristic of it and of the surrounding caves and occur in their vicinity, i.e., narrow ridges called "karst candles", were formed as a result of water circulation during the local permafrost degradation in the middle Pleistocene. Abstract

The goal of a company’s HR management (HRM) strategy is to define its medium-term objectives in HRM and development as well as to specify the main management tools needed for their achievement. The HRM goals set by this strategy should be linked to the company’s strategic business goals and respond in advance to its medium term HRM requirements dictated by both internal and external factors. Corresponding HRM measures and/or policies should be effective in terms of achieving HRM objectives, as well as efficient in terms of their costs and benefits relations. The purpose of this paper based on a qualitative analysis of interviews with small business owners focused on the importance of their HRM strategy for the competitive advantage of their emerging companies, as well as on relevant secondary sources, is to outline a particular methodology and the main characteristics of successful HRM strategies. The main attention is drawn to the linkage of the HRM strategy to the overall companies´ business strategies as well as their appropriate contents and structure.

The main objectives of organizational audits include critical and independent evaluations of the appropriateness/purposefulness of the companies' organizational layout and personnel organization with regard to their function and strategy, as well as identifying and eliminating possible performance weaknesses, mainly bottlenecks and overemployment, related to its organizational structure and work-flows. Their purpose, at the same time, is to provide an objective recommendation concerning the possibilities of a better alignment of company structure and strategy, simplifying the flow of main company processes, increasing the effectiveness of its management, and thus promote the overall company performance. The goal of the article is to survey the criteria and methods that organizational audits use for company structure evaluation and, using the method of a qualitative survey, conducted in mid-sized companies in the Czech Republic, analyse the results and recommendations of organizational audits carried out in these companies including their contribution to their performance and management efficiency. Abstract

"Soft" skills training and development courses often have a limited impact, even if employees are satisfied with the results. The reason is the nature of such skills, which may require employees to shed deeply rooted habits before developing new skills. The lack of efficacy of such training courses is often related to their poorly defined focus and content, as well as to the unprofessional methods applied, which in some cases is associated with the low quality of the lecturers. These factors, acting in combination, can sometimes lead to the illusion, on the side of companies or their managers, that those employees who have completed such training courses have mastered certain soft skills, while in truth the situation is very different. The article deals with the specific features of soft skills compared to their "hard" counterparts, how this affects the efficacy of such training courses, the most common reasons why soft skills training courses do not deliver the expected results, as well as ways how to tackle the problem. A qualitative survey was conducted to determine to what extent medium-sized and larger Czech companies are aware of the potential flaws and the lack of efficacy of soft skills training courses and what methods can be applied to resolve this and with what results. 24. Factors of Entrepreneurial Success: A qualitative multiple case study of new small businesses

Abstract

In most countries, small businesses represent a majority of firms providing close to fifty percent of the total employment. However, on average, more than half of new small-business start-ups usually fail within the first 5 years of operation. Therefore, learning from the success of small-business owners who have sustained in business for at least 5 years can provide helpful insights not only for individual firms, but also for the continued growth of local economies which usually rely on small business to a great extent. The purpose of this case study based article was to explore common approaches, strategies and skills of successful business founders/small business owner´s that contribute to their sustained development. The article is based on a qualitative survey of sixteen, locally operating, small, retail and service-industry firms which, having successfully survived at least 5 years in business, continue to grow. The method of the survey covered semi structured interviews led with individual entrepreneurs and focused on identifying the crucial business as well as personal approaches and skills important for their market survival.

Abstract

Research background: The closer interaction between business and government has, on a global basis, drawn attention to the “revolving doors” issue, i.e. the movement of persons between high posts in the public and private sectors. Purpose of the article: The main research question of this study covers the issue whether successful businessmen do or do not have better prospects for more effective political governance and economic policy making than career politicians or political professionals, and/or if politics and business require, for achieving their goals, similar or substantially different personal requirements. Methods: The survey was based on multidisciplinary qualitative comparative approach and literature research, covering historical, economics, management, and psychological views. This method corresponds the complex nature of the topics surveyed. Findings & Value added: The findings arrived to the conclusion that even a person successful in business may not necessarily have the expertise for effective public administration as well as sound public policy decisions. It showed that the opposite idea, coming often from businessmen circles themselves, fails to take into consideration that government, due to several reasons, cannot be operated like a business and many characteristics of successful businessmen do not fit well to high political posts, due both to their management style and “professional blindness” in terms of their approach to economic policy, e.g. international trade. Even though many management methods of successful companies can and should be taken over by the state/public administration, this goal can be achieved without the direct personal involvement of professional businessmen.

Abstract

A frequent problem regarding human resources management in SMEs is that established rules are not followed. This is because managers either do not fully understand the rules or the importance thereof, or because of a lack of professional support or rigorous control by a human resources department. Another reason is that not all SMEs have personnel specialists or HR managers at their disposal, as a consequence of which the control and advisory role falls under the responsibility of line management. The solution to this conundrum may be the adoption of a personnel manual, a document that summarises best practice regarding human resources management based on the experience of professionally managed and financially prosperous small companies. This can be understood to represent a user-friendly methodological guide for the successful implementation of personnel management activities in SMEs by line managers, a guide which includes clearly defined methodological, control and advisory tasks and functions.

"Human capital" is not only an important part of a company's intangible assets, but also a value whose share in the structure of total company assets is growing over the long term. Professional management of human resources, which contributes to its formation, thus increasingly acquires the role of an important function capable of both directly and indirectly contributing to increasing the market value of the company. The prerequisite is his ability to focus investments in human resources in the right direction and guarantee their effectiveness, i.e., the return on human resource investment. Performance remuneration of managers using the balanced scorecard (BSC) method has two main advantages. The first is the motivational criteria derived directly corporate strategy, the second is the "balanced" nature of remuneration based on other performance targets in addition to “traditional” financial indicators. However, the prerequisite for the effectiveness of this method is its correct use, which assumes that the essence of the method and the individual components of its methodology are correctly understood and applied. The article deals with the extent of occurrence of this method as a tool for performance remuneration in Czech companies, and the extent to which its practical application corresponds to its methodological assumptions and requirements. The paper uses a qualitative survey carried out in mid-size and large enterprises in the Czech Republic to determine to what extent the prevailing way in which the method is used can be regarded as a tool increasing the value added of performance-based management compensation, what are the basic prerequisites for an effective use of this method, and what main modifications/adaptations leading to its higher effectiveness the method allows without losing its rationale. Abstract

Organizations facing the question of whether to adopt an ethical management programme not only face this question, but also that of which tools to apply to achieve this. Although having a code of ethics is usually the main tool through which an organisation accomplishes this, it is not the only tool available. For an organisation's ethical management programme to be effective, the tools applied must form an interconnected whole, which is often referred to as a company’s “ethical infrastructure”. This infrastructure usually includes, among other things, ethical leadership, ethics training and communication for management and employees alike, an internal ethics committee, an ethics officer, etc. The aim of this paper is to describe, analyse and evaluate the main tools organisations use to implement ethical management programmes in addition to a code of ethics. Within this context, the research sought to determine how widespread certain ethical management tools are among Czech companies, what the main factors are that influence their prevalence and structure, and to evaluate how effective these tools are. Abstract

By corporate governance mechanisms we understand both market and non-market processes, including corporate rules and measures that tackle, internally and externally, two corporate governance problems, i.e. the vertical governance problem that arises between shareholders and managers, and the horizontal governance problem occurring between shareholders themselves. Efficient corporate governance mechanisms, aligning various stakeholder’s interests, help to put the right managers in the right place, providing them at the same time with the right set of incentives and constraints. While some corporate governance mechanisms serving these goals, both internal and external from the corporation perspective, are more efficient in dealing with vertical corporate governance, other solve better horizontal governance issues. The main emphasis of the article is laid on the relative role and limits of market and non-market corporate governance mechanisms solving vertical governance problems as well their complementarity and substitution possibilities. Its method is mainly based on secondary analysis of case studies in corporate governance.

Abstract

We report calculations of total (and absolute) electron-impact ionization cross sections (EICSs) for the fusion-relevant diatomic molecular species BeH, BeN, BeO, WH, WBe, WN, WO, O2, and N2 by means of the Deutsch-Märk and the binary-encounter-Bethe methods in the energy range from threshold to 10 keV. In addition, we discuss an empirical scheme to estimate partial cross sections from the total ones based on reaction energetics and empirical threshold laws and explore its accuracy by assessing available experimental data on total and partial EICSs. Abstract

We studied the variability of physico-chemical parameters in water, and heavy metal contents in water and sediment over time and along the Carpathian Biała Tarnowska River (southern Poland) and related them to catchment geology, human impact and the effect of barriers as a side aspect. The river water was well oxygenated, had pH 7.7–9.5 and was characterised by low and average flow. Temperature, pH and dissolved oxygen did not change significantly, while the contents of major ions, NO3−, NH4+, Mn and Fe increased gradually along the river. The major ion contents were negatively, and nitrate, Mn, and Fe positively, correlated with the flow. We recognise correlations between nitrate, Fe and Mn to be good indicators of soil erosion processes in the catchment. River sediment was unpolluted by most of the studied metals (slightly polluted by Ni and Cd). The differences in the values of some parameters (pH and NH4+, PO43−, HCO3−, Mn, Cd and Pb concentrations) in the water, and heavy metals in the sediment upstream and downstream of some of the barriers were determined. Spatiotemporal changes in the values of studied parameters and the results of statistical calculation indicate the impact of human activity in the catchment basin (land use, wastewater) on the water chemistry.

44. Pro-Environmental Behavior Triggers Moral Inference, Not Licensing by Observers.

Abstract

Several studies have shown that moral licensing by observers makes observers more lenient in their judgment of subsequent immoral behaviors committed by a person. Environmental behavior is generally perceived as moral behavior, but it is not known whether it can trigger moral licensing by observers. In two pre-registered experimental laboratory studies (N 1 = 198, N 2 = 501), we have tested whether prior engagement in pro-environmental behavior triggers licensing by observers and thus makes observers judge more positively actors' subsequent immoral behavior (Study 1) and their subsequent anti- and pro-environmental behaviors (Study 2). We found that people engaging in pro-environmental behavior were subsequently rated as more pro-environmental and moral, and their subsequent pro- and anti-environmental behaviors (but not outright immoral behavior) were rated as more moral by observers. Abstract

People differ in their personal commitment to fighting climate change and protecting the environment. The question is, can we validly measure people's commitment by what they say and what they claim they do in opinion polls? In our research, we demonstrate that opinions and reports of past behavior can be aggregated into comparable depictions of people's personal commitment to fighting climate change and protecting the environment (i.e., their environmental attitudes). In contrast to the commonly used operational scaling approaches, we ground our measure of people's environmental attitudes in a mathematically formalized psychological theory of the response process--the Campbell paradigm. This theory of the response process has already been extensively validated, and its relevance for manifest behavior has repeatedly been shown as well. In our secondary analysis of Eurobarometer data (N = 27,998) from 28 European countries, we apply the Campbell paradigm to a set of indicators that was not originally collected to be aggregated into a single scale. With our research, we propose a distinct way to measure behavior-relevant environmental attitudes that can be used even with a set of indicators that was originally atheoretically compiled. Overall, our study suggests that the Campbell paradigm provides a sound psychological measurement theory that can be applied to cross-cultural comparisons in the environmental protection domain.
