This research focuses on collaboration governance. The term collaboration governance is used for cooperation, coordination, communication and inviting partners to symbiotic mutualism. Collaboration governance is a concept that can connect the government, private, academic, journalist and community sectors. The phenomenon that occurs in collaborative governance is the unoptimized delivery of public services characterized by slowness, lack of cost certainty and lack of certainty of completion. With this background, the author is interested in writing an article about collaborative governance with the aim of testing whether the inclusive approach affects collaborative governance and its impact on digitalization of public service quality. This research was conducted in Jakarta smart city. The analysis technique used is analysis through structural equation modeling (SEM based on Partial Least Square-PLS). The results concluded that the Inclusive Approach affects collaborative governance, collaborative governance affects the digitalization of public service quality, and the inclusive approach has a positive effect on the digitalization of public service quality through collaborative governance. This conclusion also answers the question of whether digitalization of public service quality can be realized if collaborative governance is implemented, whether collaborative governance can be successfully implemented if an inclusive approach is used.
