- Abstract
In our country, there was a long discussion about the Constitutional amendment and presidential system. Finally, as a result of the 1st and 2nd sessions held in the Grand National Assembly of Turkey in 2017, an 18-item amendment to the Constitution was accepted. System evaluations and discussions based on inferior conceptual discussions are not considered enough to be understood and interpreted as real. Therefore, the practices in countries that prefer one of the different government systems do not match. There are many factors that influence the relations between the president, the parliament and the government as determined by the Constitution. Countries' political sociology, social fragmentation, historical and political heritage, party and electoral systems, cultural situation, majority parliamentary structure, and sometimes even personality traits of political actors, economic situation can produce very different consequences in countries that implement the same government system.
