Rad se bavi informatizacijom NSK u užem smislu te u širem smislu Knjižnicom kao dijelom javne uprave.U svim ustanovama unutar javne uprave, poslovanje se temelji na većem ili manjem stupnju informatizacije radnih procesa, no rijetko se sustavno promišlja o djelotvornom upravljanju, što među ostalim dovodi do lošeg funkcioniranja ustanove pojedinačno i unutar javne uprave. U radu će se izdvojiti temeljni problemi te dati smjernice za kvalitetno upravljanje poslovima temeljenima na ICT u Knjižnici, što bi pridonijelo poboljšanju poslovanja uz istodobno omogućavanje financijskih ušteda.

This research is a first step toward a framework for implementing open source software in public administrations. Based on the analysis of several previous projects of implemantation of open source software in the public administrations of European countries – both sucessful and unsucessful – it addresses areas crucial for creating well-defined policies and success of implementation: understanding of legal, economic and societal aspects of open source software.

Libraries and open source movement share some of the basic values and principles: openness, transparency and culture of sharing. Also, open source software offers some practical advantages particularly important for libraries, such as the focus on open standards. This has been recognized by individual libraries that use open source software and by IFLA Information Technology Section that has established the Open Source Working Group. Regardless, most public libraries still mainly use proprietary software. While some library-specific open source applications are widely used, such as various digital libraries software, others – such as library management systems – are not, mainly because of lack of technical support providers, perceived code immaturity and market saturation. However, when it comes to general purpose applications – word processors, graphics editors, database systems, spreadsheet applications and even desktop operating systems – there are no reasons not to use open source, considering that their quality and features are at equal or even higher level, in comparison with proprietary applications. Therefore, it is necessary to inform and educate library community on the benefits of open source software, in order to create prerequisites for its successful implementation and use in libraries.

With the emergence of modern software development methodologies and related web application frameworks, many developers started using them because of their advantages, such as faster development, enhanced security, availability of useful and standardized libraries, simpler organization of work in development teams and clearer structure of code thanks to the strict conventions and use of design patterns that encourage separation of domain logic, user interface and data processing model. However, because of perceived disadvantages of frameworks - complexity and overhead of framework code, learning curve, possible undetected security vulnerabilities, etc. - most developers choose to use them only for development of large and complex applications, while they develop small applications from scratch. In this paper we compare development process of two versions of the same application - first developed in pure PHP, and second developed using CodeIgniter web application framework. Based on results of the comparison, we argue that, contrary to the common practice, use of web application frameworks is justified in development of small applications.
