For many governments, enacting green policies is a priority, but such policies often impose on citizens substantial and uneven costs. How does the introduction of green policies affect voting? We study this question in the context of a major ban on polluting cars introduced in Milan, which was strongly opposed by the populist right party Lega. Using several inferential strategies, we show that owners of banned vehicles—who incurred a median loss of €3,750—were significantly more likely to vote for Lega in the subsequent elections. Our analysis indicates that this electoral change did not stem from a broader shift against environmentalism, but rather from disaffection with the policy's uneven pocketbook implications. In line with this pattern, recipients of compensation from the local government were not more likely to switch to Lega. In addition to the general issue that fewer interpersonal contacts reduce the speed of contagion, less attention has been paid to the spatial configuration of such contacts. In Italy, Covid-19 severely affected the most industrialized area of the country, where the network of commuting flows is particularly dense. We investigate the relationship between workers' mobility and the diffusion of the disease by computing, for each municipality, the intensive and extensive margins of commuting flows and by measuring excess mortality over the period January–May 2020. We find that if commuting patterns were 90% of those observed in the data, Italy would have suffered approximately 2300 fewer fatalities during the first pandemic cycle. [ABSTRACT FROM AUTHOR]

The economic effects of global warming have gained considerable attention in the recent economic literature. While the relationship between rainfall and agriculture is well known, precipitations alone do not capture the soil water availability, which depends on the evaporation of the water (potential evapotranspiration [PET]). This paper presents evidence of the relationship between aridification and agricultural productivity. We show that areas that have experienced increased precipitations have become arider due to increased PET. We then project future aridification patterns. We find that the global arid area will increase by 3.9 per cent by 2040. This implies a global loss of about 20 million tons of maize, 19 million tons of rice, 8 million tons of soybeans and 21 million tons of wheat until 2040 if no action to combat desertification is taken. The aim of this paper is to identify the environmental impact induced by behavioral responses to terrorist attacks occurred in London on July 7th, 2005. By relying on the "dread hypothesis" and on the evidence of an increase in private transport subsequent attacks, we have estimated econometric models of pollution concentration. Our results point at a substantial environmental impact in terms of PM10 and NO2, possibly driven by an increase in the perception of higher safety of private transport with respect to public transit. This paper investigates the institutional and socioeconomic determinants of the location of asylum seekers in the case of Italy, where a complex multilevel system of hosting has been established to address the pressure of arrivals. In this system, asylum seekers are allocated to local communities through periodic calls (i.e., with a bottom-up procedure where communities bid for them). This results in an interesting circumstance in which local attitudes can be studied in relation to cultural and political values and economic opportunities. The econometric analysis explores the economic, social and political drivers of such redistribution, finding that social capital is negatively related to the willingness to host asylum seekers, probably due to the desire to maintain cohesive communities. ABSTRACT The current economic crisis has had spatially differentiated impacts in both the US and Europe. A growing collection of literature investigates the determinants of the magnitude of this recession across regions. This paper aims to contribute to this literature by analysing variations in unemployment rate across European regions over the period 2004-11. In particular, we focus on two apparently neglected issues, namely labour market rigidity and the sensitivity of the local economy to the national or European business cycle. The rigidity of the labour market is increasingly viewed as a possible reason for differences among countries in terms of the performance of labour markets, although existing empirical evidence remains inconclusive. In this respect, our aim is to assess the relevance of national labour legislation, as measured by the OECD Employment Protection Legislation (EPL) Index for the performance of regional labour markets by taking advantage of the natural experiment provided by the crisis. Furthermore, for the first time in economic literature, we employ quarterly data on unemployment rate for all European regions over the period 2000-11 to construct an index of co-movement regarding regional cycles with national or European cycles, to be used as an important determinant of variation in the unemployment rate. After controlling for a number of covariates, as well as for spatial dependence in various forms, our results indicate that EPL did not affect unemployment growth over the entire period. However, we did find that regions with a low long-term unemployment rate in countries with high EPL performed better in the pre-crisis period (2004-07), whereas no effect was found during the crisis. We also found that synchronisation of the regional cycle with the national one was significant for explaining regional labour market performance. Taken together, these results denote the limited relevance of national policies and legislation for accommodating spatially differentiated shocks, whereas policies aimed at modifying local cycles may prove to be more effective. Long-run and sustainable development is a main source of concern for contemporary cities. To address this issue, strategic plans have been introduced in several cities. In this paper, we investigate the determinants of strategic plan adoption in Italian cities by relying on the institutional collective action theory which predicts that collaboration among institutions is more likely to occur in areas with larger social capital stock and where public bodies share a common history of collaboration. Our econometric evidence shows that a larger stock of social capital and a history of past institutional collaboration increases the probability of adopting a strategic plan, confirming the central prediction of the institutional collective action theory. Entrepreneurship is considered to be one of the most important engines of growth, and its determinants are widely investigated. Several theories of entrepreneurship have been proposed and tested in the literature, most of them focusing on 'hard factors,' i.e., determinants related to the quality/quantity of inputs and to the size of the market. In this paper, I investigate how the interaction between hard and soft factors may shape the entrepreneurial behavior of individuals. In particular, the aim of the paper is to explore the links among the structure of the family, land inequality at the beginning of the twentieth century, and subsequent entrepreneurship in Italian provinces. Using a novel data set on the Gini coefficient of land inequality in 1931, sharecropping in 1911, and the classification of family structures in 1950, I test their relevance to explaining entrepreneurship. I find that high land concentration with strong family ties reduces the probability of becoming an entrepreneur. Furthermore, the diffusion of sharecropping contracts is associated with higher entrepreneurship rates. Within the much broader framework of global interest, the dilemma concerning the real impact of mode of transport on the spread of COVID-19 has been a priority for transport stakeholders and policy-makers. How dangerous is it to move around a certain territory? Does the danger depend on the mode of transport? By considering a novel and detailed dataset at the level of local labour markets, we analysed the spatial association between the pre-pandemic propensity to use public transport and excess mortality in Italy attributable to the initial spread of COVID-19. We found that places characterised by larger commuting flows exhibit higher excess mortality during the first wave of the pandemic, but observed no significant spatial association between excess mortality and transit usage. Our results were obtained by considering a wide range of heterogeneity in the estimation of quantile regressions across a variety of specifications. Although we do not provide a definitive answer concerning the risk associated with transit use, our analysis suggests that mobility, not modal choice, should be considered a main driver of the initial contagion. A wealth of literature has focused on the effectiveness of cohesion policy for regional development. However, most studies have neglected the heterogeneous nature of such interventions. In this article, we study such heterogeneity by identifying different development strategies put in place by regional governments. In particular, by using expenditure allocation by region and by item over the period 2000–2006, we identify regions with similar development strategies. Moreover, we find that policy performance is not correlated to the strategy chosen, rather it depends on the country to which the region belongs. [ABSTRACT FROM AUTHOR]

Social capital has remained relatively underexplored in innovation literature due to the lack of consensus on the most suitable operationalisation for the analysis of innovative dynamics. This paper aims to fill this gap by looking at social capital as propensity towards civicness and prosocial behaviour that facilitates the circulation of nonredundant knowledge among otherwise disconnected groups. The quantitative analysis of the innovative performance of Italian provinces shows that social capital--proxied by blood donations and participation into voluntary associations--is an important predictor of innovative performance after controlling for 'traditional' knowledge inputs (R&D and human capital). In addition, instrumental variable analysis makes it possible to identify clear causal links between social capital and innovation, suggesting that social norms play an important role in shaping the incentives for knowledge generation, circulation, and accumulation.
