The article emphasizes the importance of organic production development in the agricultural sector of the Ukrainian economy and substantiates that one of the important priorities of agribusiness is organic production, which is mainly export-oriented, and therefore is the fundamental basis for the sustainability of the foreign economic activity of its farmers. An increase in organic production, in particular cattle products, is accompanied by additional methane emissions (but lower than those from nonorganic production), while Ukraine, having joined the Global Methane Pledge initiative to reduce methane emissions, has committed to taking measures to reduce its methane footprint and consequently the decision to invest and/or provide government support for development programs should be based on historical analysis using a decoupling approach. The trends of changes in the average annual livestock population, the livestock production volume and dynamics of methane emissions have been studied for the period of 1990-2019. A decoupling analysis has been carried out of the gap between trends of the economic growth rates of the livestock industry and the rates of anthropogenic pressure on the environment. The study demonstrated that the decoupling effect in cattle breeding has changed abruptly from strongly negative to weak decoupling. The dynamics of the export volume of dairy and meat products were analysed for the agribusiness of Ukraine during 2004-2021 and a forecast of changes in production volumes, as well as a forecast for the export volume of milk and beef were made for the period up to 2030.

The article is devoted to the organization of scientific communication in the information society. Its task lies in the review and analysis of the scientific base concerning the review of the transformation of an access to information in the Internet, which is related to the open access initiative. The “information society” notion representation in the world science is covered. Philosophical views on the nature of information, conceptual approaches to the formation of information processes, resources for the development of the information community are given. Domestic and foreign experience in building open access (OA) and open information archives, as well as their development in the scientific and educational community are described. The development of the movement for open access is considered. A review of the theoretical and methodological foundations of the study of the formation of open access to electronic resources in the available literature and the original basis is conducted. The publications of scientific articles in professional journals that support the open access policy are presented. Various defi nitions of the concepts “collection of electronic documents”, “collection of information resources” have been studied and a new definition has been proposed - “electronic library”. Attention is drawn to the cycle of publications, where the object of the research was information resources that form the collection of electronic documents and the system of metadata for the reference search apparatus. The importance of creating open electronic archives (repositories) as a growing, dynamic and useful part of the scientific community is determined. The trends in the development of electronic resources are described, and the world experience in the creation, development and operation of open electronic resources is presented. The analysis of the scientific base for the consideration of the transformation of access to information in the Internet, which is associated with the open access initiative (OA), has been carried out.

The article draws attention to and justifies the need for the further development of the information society to strengthen the initiative of open access to scientific publications and research. An increase in the number of institutional repositories has been demonstrated, which is one of the main areas for presenting scientific papers in the global information space. The scientific novelty of the institution of higher education in the process of increasing the representation of university science in the global space of scientific communications is noted. The main criteria for Webometrics and the impact of the institutional repository on the position of a higher education institution are highlighted. The analysis of the development of repositories in the world and domestic market according to the Open DOAR registry was made. Attention is focused on the introduction of academic integrity in Ukraine to help improve the quality of educational and scientific activities.

The article deals with the use of open electronic resources in the organizational and informational process of a higher educational institution. The influence of information resources of academic libraries on the quality of educational activity is analyzed. The purpose of the study is to substantiate the further development of open electronic resources of higher education institutions libraries, which is closely interrelated with the quality of educational activities. To teach the education provider to work rationally with information, to form his/her information culture are the main tasks for the present time. Independent education of applicants is an integral part of the educational process at the university. It is the libraries that must respond promptly to all changes in the curriculum and be one of the key elements in ensuring the formation of a scientific outlook for educational instructors. Creating own electronic information resources, namely electronic libraries, full-text databases, electronic archives and open access to them is an important part of maintaining the proper level of higher education in Ukraine.

The paper substantiates the relevance of the use of electronic resources in order to increase the results of scientific developments and corresponding publication activity of scientists. The importance of access to electronic databases and the proper conditions for their effective use is underlined. An analysis of using bibliometric methods for improving a scientist’s brand and rating of a higher educational institution is made.

Practically, the strategic guideline for a transformation of transport sector of the Ukraine's economy is the reduction of the transport carbon footprint. The decarbonisation policy of the Ukrainian transport sector is characterised in the present paper. Moreover, inefficiency of the current policy is proved. The authors created the mathematical model of structural improvement in road transportations by redistribution of transportations volumes between the motor transport and the railway. Guided by the scenario approach, the three most probable scenarios for traffic optimisation are developed, such as pessimistic, basic, and optimistic. The carbon reduction percentage is computed in each of these scenarios. In addition, the priority vectors of the policy of the structural optimisation of the road transport by redistribution of traffic volumes between the motor transport and the railway are determined. Ukraine’s further economic growth should be directed by Government Sustainable Development Strategy for harmonization of economy, environmental and social protection. One of the important modern problems is pollution by waste. The feasibility of introducing an eco-project for the municipal solid waste recycling is substantiated at the present research. The complex mathematical model of profit forecast is developed, which shows the tariffs influence on profitability of eco-project on construction of the plant for municipal solid waste recycling in Poltava region of Ukraine. The authors determine and analyse the dependences of the expected eco-project revenue from the change in tariffs for waste management services for each of the consumer categories. Two scenarios of economic development (inertial and innovative) are compared and resulted that the both scenarios have environmental and economic effect, so they are investment attractive. Emphasis is placed on the shortcomings and gaps of the existing tariff policy. The paper demonstrates lack of incentives for the development of business recycling under the existing tariff policy, so to establish a single tariff is proposed uniting the services cost for the removal, sorting, processing and disposal of the waste and also without dividing by consumer categories.

The article, based on the international experience and the experience of innovative activity of Ukrainian universities, analyzes not only the conceptual foundations and general innovative trends of domestic higher education, but also the peculiarities and problems of development and implementation of innovations in educational activities technologies in the process of professionalization. This approach largely determined the structure of the book, in which the chapters devoted to educational innovation strategies are correlated with the practice of implementing educational innovations in the system of professional training of future specialists. The article states that in the conditions of climate crisis aggravation the decarbonisation of the economy acquires the status of a global initiative aimed at achieving zero CO2 emissions by 2050. It is emphasised that this initiative is closely accompanied by legislation, business modernisation programmes and the creation of equal conditions for both domestic producers and exporters of carbon-intensive products (in particular, through the introduction of the carbon border adjustment mechanism - CBAM) and new rules of the world market. The consequences of CBAM implementation into Ukrainian metallurgical enterprises and the development of their foreign economic activity are determined in the example of Metinvest Group (Ukraine) enterprises. The ambivalence of CBAM is proven. It is substantiated that CBAM implementation will not accelerate, but, on the contrary, will slow down the process of decarbonisation, which will eventually lead to the loss of domestic metallurgical enterprises’ competitive position in the European market of metal products. Regarding the need to take transitional measures to decarbonise the metallurgical business (first of all, to ensure proper investment), the decision should be based on the expected decoupling effect - positive dynamics of economic growth while reducing the negative impact on the environment. The estimating method of the decoupling effect has been modified according to the integrated approach. A trend analysis of the integrated decalin effect indicator and its components was performed in Metinvest Group companies (Ukraine). Based on the results of econometric analysis of the impact of investment on greenhouse gas emissions, the author’s model for determining the volume of investment in the process of decarbonisation of metallurgical enterprises for the period up to 2050 is proposed. Comparative analysis is performed regarding investment in the process of decarbonisation under the scenarios by GMK Center, IEA, McKinsey and Roland Berger, as well as the author’s model. The work states that the strategic guideline for building an effective competitive national transport system and prosperous using Ukrainian multimodal potential is the formation of a regulatory environment for scaling ESG-investment in the context of transformation to a "climate-neutral" economy. The absence of a unified methodology for (assessment) scoring ESG-direction of business as the basis for decision-making on ESG-investment is established in the world and national practice. For the first time, the author's model of scoring trends and regularities of business development is proposed in accordance with ESG-principles, in contrast to traditional trend dynamic models, which identifies and iteratively conceptualizes processes by the set ofESG-indicator components determined using the cocoupling-analysis toolkit (tools for assessing the cocoupling-effect). A classification of the cocoupling-effect has been developed and each of its types has been characterized. Possible options for ESG-effectiveness of business are identified, which conditionally correspond to the four zones of the ESG-investment decision-making matrix. A research on the expected cocoupling-effect ofESG-investment in the multimodal transportation development is carried out to validate the feasibility of implementation the author's scoring model for the ESG-direction of business and obtaining realistic results according to the data of the International Energy Agency and the State Statistics Service ofUkraine. An effective measures arsenal of creating the regulatory framework for ESG-investment in the multimodal transportation development is identified and a Roadmap is proposed for their high-quality implementation, which would ensure positive changes in Ukraine's position in the world ranking of countries by multimodal potential usage efficiency. The study deals with the communicative interaction between the author, the hero, the text, the reader in a postmodern novel. A similar and ambiguous reality, on the one hand, sometimes led to the subjectivist hypertrophy, absolutizing the author’s world view, and at times minimized and devaluated the author’s identity, on the other. Therefore, from the end of the 1990s the ways of expressing author’s “Self” changed dramatically, which directly affected the means of creating a hero in the contemporary Ukrainian literature. An important place in the communicative literary model was occupied by the text as an independent semantic unit and the reader as an interpreter of the text. The specifics of deploying the dialog between the author and the hero point to the transformation of their functions in the Ukrainian postmodern novel. Considering the statement of the death of the author proclaimed by R. Barthes, the former stops being the main holistic text creator, thus rather becoming its product and the way of expression. The author, the hero and the text have a certain integrity aimed at the interpretative game with the recipient, who diffuses the newly created semantic integrity into a diversity of meanings. It is stated that the strategic benchmark for transformational changes in the economy is currently low-carbon production, the achievement of which is possible to provide with the consistent application of an arsenal of strict control measures, in particular, the introduction of state audit of low-carbon production. The effectiveness of the mechanism for ensuring the implementation of the UN Framework Convention on Climate Change has been assessed. The necessity of implementation in the domestic practice of the state audit of low-carbon production by the decoupling approach is proved. The agri-business portfolio has been formed according to the decoupling approach as one of the leaders in greenhouse gas pollution. The author's economic and mathematical models of estimation according to the decoupling approach of the impact of branches of crop and livestock production on environmental pollution are proposed. The dependence of greenhouse gas emissions on the volume of gross output of agricultural production, capital investment and current expenditures on environmental protection has been established. The results of a comparative analysis of the realism of forecasts of changes in greenhouse gas emissions according to the methodology of the National Academy of Sciences of Ukraine and the author's methodology are highlighted. A roadmap for the introduction of a state low-carbon decoupling audit of the state decoupling audit has been proposed as part of the preparation of the second nationally determined contribution to the Paris Agreement. The expediency of supplementing GRI 300 "Environmental Disclosures" with the group of indicators GRI-305.5 "Reduction of GHG emissions", formed by the decoupling approach, is substantiated.
