While past decades Western societies have been shifting from mandatory military service toward all-volunteer forces, a number of them have retained conscription. A growing emphasis on individualization and neoliberalist ideas results in a tension for youths between fulfilling a duty and the need for constant self-development. We argue that a central mechanism for addressing this challenge is convertibility, the ability to use competencies gained in one sphere in another, and thus increasing the individual value of conscription for recruits. By linking convertibility to societal expectations, we demonstrate how societies shape ideas of what is convertible and why, and by relating convertibility to agency and motivation, we extend the concept to the individual level. We argue that as material rewards are limited and conscripts cannot rely on occupational motivations, convertibility has a potential to increase the value of conscription for recruits and enable them to combine institutional motivators with utilitarian motives. The study examined associations among adolescents' perceived mother-child and father-child relationship quality (intimacy, conflict, and admiration), perceived peer acceptance, and their values (individualism and collectivism) in a sample of 795 Estonian, German, and Russian 15-year-olds. Adolescents from the three cultural contexts differed in terms of their relationships with parents and peers but were similar in valuing both individualism and collectivism highly. Individualistic values were positively linked to adolescents' peer acceptance in individualistic cultures, whereas collectivistic values of adolescents were positively associated with the quality of their relationships with parents in all cultures. Across cultures, maternal and paternal admiration showed the strongest positive association with peer acceptance of adolescents. Among Estonian adolescents, further associations emerged: higher levels of intimacy with fathers and conflict levels in both mother-child and father-child relationship were related to adolescents' lower peer acceptance. The results are discussed from a social-cultural perspective.

After the collapse of the Soviet Union, former Soviet republics became sovereign states and faced a challenge of building new political systems. While some of the countries have become authoritarian, democratic political systems were successfully built in a number of post-Soviet countries. In this study the focus is on these new democracies and their armed forces, as such states face questions related to the armed forces' monopoly over the means of violence, their subservience to civilian politicians, the core values around which soldiers coalesce, and their legitimacy in the eyes of publics. How then does a military create a tradition in a new democracy? The term "military tradition" is used to refer to public events (ceremonies and performances), symbols (flags and adornments), and narratives (stories and lore) produced and reproduced in and around the armed forces. Accordingly, the article turns to the study of public events in order to further the study of military traditions in new democracies. As empirical focus, the authors propose to look at a key state-centered, national public event, the military parade through an exploratory case study of Estonia, a relatively young democracy of 30 years. The results of the study show that the form and practices of Estonia's military parade simultaneously signal its subservience to elected officials, its role as defender of a democratic polity and its fate, its closeness and openness to society, and they reflect the wider societal developments centered on individualization, digitization, and marketization. While most scholarly works on conscription in democracies focus on its abolition, the few works that explain its retention usually attribute it to countries' security needs. Using the Estonian case, the article shifts the focus to ask how conscription systems are maintained to adapt to changing defense challenges, as well as transforming public expectations about security, military effectiveness and efficiency, recruitment policies, and social diversity. It offers a conceptual framework that opens-up the 'black-box' of conscription to analyze the actual organizational practices and arrangements by which this adaptation comes about. Although the last few decades have witnessed a shift from conscription to all-volunteer forces in many European countries, recent changes in the European security environment have raised new concerns and prompted several countries to reconsider conscription. However, modern conscription systems have also had to adapt to changing societies and an increasing emphasis on individualistic and neoliberal values. This study aims to examine the various forms of military conscription and illuminate the continuing viability of the conscription model in six European countries: Estonia, Finland, Lithuania, Norway, Sweden, and Switzerland. Four of these countries have consistently maintained conscription (Estonia, Finland, Norway, and Switzerland), while Lithuania and Sweden have recently reinstated conscription. Although conscription systems differ among these countries, there is overall an increasing emphasis on conscript motivation and female participation. Three key aspects are identified to describe different conscription systems: the proportion of conscripted individuals in the birth cohort, motivation to serve, and the approach to female conscripts. Combining these aspects, the study identifies three types of conscription system in these six countries. This paper explores the strategies for reconciling family and work in different union types. The focus here is on investigating how cohabiting and married individuals perceive the work-life conflict in different European countries. To test the union type impact on work-life balance in the context of different societal conditions, this paper draws on 2004 ESS data from Sweden, Germany, United Kingdom, Slovenia and Estonia (European Social Survey 2004). The pooled country data are examined to analyze the association between work-life conflict and socio-demographic, as well as family-level characteristics of individuals. The findings did not demonstrate uniform differences in the work-life conflict of married and cohabiting couples. However, a higher degree of work-life conflict among Swedish cohabiting women was still significant when controlling for individual characteristics, household composition and working conditions.

The military covenant is a set of morally binding expectations marking the exchange between military, society, and the state. Its base is the military's duality: like other large public institutions delivering services and its uniqueness in holding the monopoly over the use of legitimate organized state violence. The covenant is a form of relational (not transactional) contract based on trust between, and a long-term orientation of, partners; it both orders and displays these relations thereby offering both prescriptions for action and discursive means to legitimate them. The covenant can be used as an analytical (not normative) concept for theoretical development in three areas: social change and society-military ties, processual aspects of agreements between individuals and groups and the armed forces, and links between society-military ties and the social contract and social cohesion. What makes individuals willing to defend their (adopted) homeland as their own? This is an essential question for all diverse societies. We turn to the case of Estonia, which inherited a sizable Russian-speaking population after the fall of the Soviet Union. Using recent polling data, we test demographic and attitudinal predictors of defense willingness among the first generation of males that have been raised in the republic since the restoration of independence. The results enable us to unpack differences between Estonian-speakers and Russian-speakers, as well as disagreements among the latter, which shed light on the state of social cohesion in Estonia's national fabric. The article concentrates on understanding military spouses in contemporary Estonia. Theoretical considerations involve military culture and the storied world. We discuss the dominant and contesting narratives that emerged from 14 interviews concerning patriotism, self-sustainability, freedom of choice and identity as military spouses. The dominant narratives demonstrate a strong adherence to military values though overtly the women identified more with the civilian world. The contesting narratives suggest adverse implications for family well-being. To conclude, Estonia needs a public discussion concerning families of military service members who find themselves on the cusp of two worlds, the civilian and the military. The study examined cultural similarities and differences in how adolescents deal with conflicting expectations of parents and peers. It was tested to what extent adolescents’ interdependence values and satisfaction with family and friendships predict the way they would solve the disagreement, where they had planned to go out with friends, but their parents wanted them to stay at home to do chores. Moreover, adolescents’ reasons for their reported actions were examined. The sample included 894 Estonian, German, and Russian adolescents (M age around 15 years). Russian adolescents were more likely than their Estonian and German peers to comply with parents’ requests. This was possibly due to interdependence values being more important for them. Satisfaction with family relationships and friendships was not linked to adolescents’ compliance. Adolescents from all cultures were similar in terms of suggesting self-oriented reasons for noncompliance, while Estonian and German adolescents expressed their need for autonomy more explicitly. Russian adolescents were, however, more oriented to maintaining good relationships with parents and friends, respectively, in their reasons for compliance and noncompliance. Independent and interdependent self-construal values of three generations and the intergenerational similarity of self-construal was compared in three countries. The participants were 837 adolescents, their mothers (227 from Russia, 311 from Germany, and 299 from Estonia) and 293 maternal grandmothers. In Germany, all three generations displayed higher scores on independence than participants from other countries. Russian participants had higher scores on interdependence compared to participants from other countries. Adolescents scored significantly higher on the interdependent self-construal than the two older generations, and higher than the mothers' generation on the independent self-construal. Grandmothers' selfconstrual was related to mothers' in all three countries. In Germany and Estonia, mothers' interdependent self-construal was related to adolescents' interdependent self-construal. Grandmothers' (but not mothers') independent self-construal predicted adolescents' independent self-construal. While increasing female employment has contributed to reducing gender inequality, it has also exposed women to higher economic insecurity. The contribution of this paper is to understand the social conditions that might expose women to economic insecurity in different European cities. Specific aspects have been considered: (a) reduced (part time) work, (b) hampered labour-market participation (unemployment, involuntary inactivity due to care tasks), (c) different household structures (single/couple; with/without young children) or (d) educational level of both partners in the household. Data are based on a survey carried out in 2012 in seven European cities, representative of the different welfare/gender regimes in Europe. The results show that the most important divide is between women cohabiting/not cohabiting with a partner. Splitting the analysis on these two groups of women, differentiated configurations of conditions exposing women to economic insecurity have emerged in different welfare/care regimes. While Nordic, Central-eastern and Anglo-Saxon cities substantiate an individualised model of exposure to economic insecurity mostly driven by women’s participation in the labour market, in Continental and Mediterranean cities insecurity mainly depends on the educational levels (mainly of the partner in the case of coupled women) and the organisation of the household (presence of children). The aim of the current study is to examine the associations between the quality of relationships and life satisfaction of older mothers in Estonia, Germany, Russia and the People's Republic of China, based on the assumptions of the Family Change Theory. The role of satisfaction with family life as the probable mediating factor is considered. Estonian older mothers reported the least admiration and intimacy in their relationships with their adult daughters, and the least satisfaction with family life compared to German, Russian and Chinese mothers. German older mothers perceived the most admiration from their adult daughters and were the most satisfied with both their family and general life. Russian older mothers were the least satisfied with their general life compared to their counterparts in Estonia, Germany and China. The results from the Structural Equation Modelling showed that the relationship between satisfaction with family life and general life satisfaction was statistically significant in all countries except Russia. The satisfaction with family life as a mediating factor might strengthen the positive and negative aspects of intergenerational relationships on the life satisfaction of older mothers. The findings indicated that the emotional closeness and intergenerational relationships in families during the process of transition and globalisation play an important role in the life satisfaction of older mothers in these four countries. The study examined the extent to which the sociocultural context shapes mothers' values and parenting patterns and moderates associations between adolescents' perceptions of mothers' acceptance and control and adolescents' friendship satisfaction. Questionnaire data were collected from a total of 834 Estonian, German, and Russian middle adolescents and their mothers. The findings indicated culture-specific patterns and meanings of parenting. In all cultures, mothers who valued interdependence more highly considered children's social-oriented characteristics more important. German and Russian maternal behavior was linked to their parenting goals. For instance, German mothers who considered adolescents' obedience more important were more controlling. Although boys and girls perceived mothers' behavior somewhat differently, maternal acceptance (but not control) predicted both boys' and girls' friendship satisfaction in all cultures. Previous studies have shown that family attitudes tend to be transmitted across generations; however, less is known about the process of value socialization within a family. This study examines attitudes toward divorce in Estonia across 2 generations: children of both sexes (14–17 years old) and their mothers. The results indicate some divorce attitude transmission from mothers to daughters but not to sons. These findings also suggest that the relationship between children and parents has a significant influence on the perception of divorce by children and on how children cope with family dissolution. In recent decades the Estonian society, similar to other post-communist countries, has faced rapid changes in the economic, political and social sphere. In this article, we describe family trends and explore whether these changes at the societal and family institutional level will be visible in family life, especially in the perception of young adults, by comparing data from 1972 and 2007. Descriptive analyses show that despite the wide changes in the family structure (i.e., marriage has been replaced by unmarried cohabitation, high numbers of divorce and separations), the family of origin remains an important role model for the new generation, especially in the case of two-parent family. Results indicate that the child's position in the family has become more relevant and parenting practices are more child-oriented in the early 2000s than in the 1970s. [ABSTRACT FROM AUTHOR]

The article looks at the transition of Estonian society towards dual earner/dual carer family model and focuses on fathers' decision regarding taking their parental leave. Based on theory of planned behaviour by Ajzen, data from 20 qualitative interviews with fathers of small children are analysed to explore the beliefs fathers have when it comes to parental leave. The analysis distinguishes between two images of 'good parenting' that play a role in the fathers' intention to take parental leave. First, there is an image of an outcome-oriented 'project manager' affected by failure anxiety, and second, there is a much more relaxed image of a 'good parent' as a 'companion' who values everyday contact and a close relationship with the child(ren). The current paper is aimed at contributing to the ongoing debate about divergence and convergence of family patterns in Europe. By adding several Eastern European countries and using several additional background indicators of cohabiting unions, the paper explores previous considerations of unmarried cohabitation. The main conclusion is that, as a universal trend, cohabitation is spreading across Europe and that while acquiring a normative value in a country it starts to develop its internal diversity. Besides convergence (with reference to universalistic approach), there is a noticeable trend towards divergence of the cohabitation patterns in Europe. The current article provides an overview of the behavioural intention of students towards family forming. The aim is to test the impact of the socio-demographic background, family-related attitudes and the orientations of young adults and the opinion of significant others on the preference of family form. The theoretical framework focuses on the reasoned action theory and on the dispute between social learning and selection approaches. Empirical analyses demonstrate that gender and family-related attitudes and orientations have significant effects on family forming intentions. The findings provide insights into the debate between the social learning theory and the selection approach by showing that the intention to prefer unmarried cohabitation does not depend on current living arrangements or cohabitation experiences at the individual level.
