Wolford’s (2021) article on the Plantationocene compels us to reexamine the state of agrarian struggles today in relation to struggles within and against capitalism. Although contemporary agrarian movements are relatively vibrant overall, their movement organizations and alliances tend to be sectoral and localized, and plantation workers remain weakly organized. This commentary argues that agrarian struggles can become more relevant if they are better embedded within broader anticapitalist struggles; conversely, broad anticapitalist struggles are better grounded if they are linked to contemporary agrarian struggles. The Plantationocene scholarship validates this point; moreover, scholarship on the Plantationocene can be enriched by engagement with studies on agrarian struggles. [ABSTRACT FROM AUTHOR]

Land is a key input in economic production and production-waste sink. This links land to the causes of and responses to climate change. The dominant climate action ideas are based on the concept of 'land tenure security' which, in a global context marked by land-based inequities, means ratifying what already exists. This reinforces undemocratic social structures and institutions that themselves contribute to climate change. A restructuring of global land politics is called for, without which any analyses of and responses to climate change are at best superficial, and at worst, flawed and self-defeating. What is needed is to acknowledge the pervasive land-based social inequities in the world, and to end such inequities by pursuing a redistribution of a range of access to a range of land and resources in ways that categorically benefit the working people. Myanmar is in a dangerous and uncertain moment following the military coup on 1 February 2021. The articles in this Special Forum provide timely contextual analysis. Written before the coup, the articles delve into the politics of agrarian transformation in the context of (what was then) an ongoing (but fragile) opening up of political space. This introduction outlines three themes that connect the articles and now also shed some light on what the future may hold: (1) the limited character of the 2010–2021 'democratic transition'; (2) the struggles around land and natural resources amidst a social reproduction crisis and (3) the responses of rural working peoples. This paper aims to broaden the scope of analysis of the contemporary global land rush by examining crop booms not only outside, but inside China; and investment flows not only from China, but also within and into China. It does so by examining the eucalyptus and sugarcane sectors in southern China, which have witnessed investment booms during the past decade, with capital being infused by both domestic capital and foreign capital, including Finnish, Indonesian, and Thai companies. Our argument addresses three key issues: (a) explaining why foreign and domestic companies enter into a multitude of lease and grower contracts involving holders of micro-plots, (b) revisiting the notion of extra-economic coercion, and (c) a critique of thinking about flows of large-scale investments centred primarily on nationality. As a concept and phenomenon, ‘flex crops and commodities’ feature ‘multiple-ness’ and ‘flexible-ness’ as two distinct but intertwined dimensions. These key crops and commodities are shaped by the changing global context that is itself remoulded by the convergence of multiple crises and various responses. The greater multiple-ness of crops and commodity uses has altered the patterns of their production, circulation and consumption, as novel dimensions of their political economy. These new patterns change the power relations between landholders, agricultural labourers, crop exporters, processors and traders; in particular, they intensify market competition among producers and incentivize changes in land-tenure arrangements. Crop and commodity flexing have three main types – namely, real flexing, anticipated/speculative flexing and imagined flexing; these have many intersections and interactions. Their political-economic dynamics involve numerous factors that variously incentivize, facilitate or hinder the ‘multiple-ness' and/or ‘flexible-ness' of particular crops and commodities. These dynamics include ‘flex narratives' by corporate and state institutions to justify promotion of a flex agenda through support policies. In particular, a bioeconomy narrative envisages a future ‘value web’ developing more flexible value chains through more interdependent, interchangeable products and uses. Chinese economic and social development in the past three decades has been typically state-led, in which capital and government officials are gradually allied through guanxi—a social psychological network that connects individuals with continued exchanges of favours, emotions and resources. This transforms many traditional characteristics of guanxi and encodes it with new features deeply rooted in institutional settings in contemporary China, which we term as neo-guanxilism. Although ‘local state corporatism’ has strong explanatory power in analysing the alliance of enterprises and local government, we argue that this type of neo-guanxilism could fill the gap uncovered by local state corporatism, mainly through emphasizing government officials as interdependent actors instead of viewing the local state as a collective, capturing not only the developmental but also the predatory aspects of local governments. Land grabbing has gained momentum in Latin America and the Caribbean during the past decade. The phenomenon has taken different forms and character as compared to processes that occur in other regions of the world, especially Africa. It puts into question some of the assumptions in the emerging literature on land grabbing, suggesting these are too food-centered/too food crisis-centered, too land-centred, too centred on new global food regime players – China, South Korea, Gulf States and India – and too centred on Africa. There are four key mechanisms through which land grabbing in Latin American and the Caribbean has been carried out: food security initiatives, energy/fuel security ventures, other climate change mitigation strategies, and recent demands for resources from newer hubs of global capital. The hallmark of land grabbing in the region is its intra-regional character: the key investors are (Trans-)Latin American companies, often in alliance with international capital and the central state. Initial evidence suggests that recent land investments have consolidated the earlier trend away from (re)distributive land policies in most countries in the region, and are likely to result in widespread reconcentration of land and capital. 'Land grab' has become a catch-all phrase to refer to the current explosion of (trans)national commercial land transactions mainly revolving around the production and export of food, animal feed, biofuels, timber and minerals. Two key dimensions of the current land grab - namely, the politics of changes in land use and property relations change (and the links between them) - are not sufficiently explored in the current literature. We attempt to address this gap by offering a preliminary analysis through an analytical approach that suggests some typologies as a step towards a fuller and better understanding of the politics of global land grabbing. The meaning of land and land policies is diverse and contested across and within local and (inter)national settings. The phrase ‘land policy’, used to refer to all policies that have anything to do with land, may be convenient, but it masks the actual complexity of issues. Meanwhile, concern for ‘pro-poor’ land policy has coincided with the mainstream promotion of efficient administration of land policies, leading to the concept of ‘land governance’. Such concepts have enriched discussion on land issues, but they also complicate further an already complex terrain. In response, this paper offers possible analytical signposts, rather than an actual in-depth and elaborated analytical exploration of this terrain. Scholars, policy practitioners, and political activists alike have had difficulty grappling with the complex dynamics that have unfolded over the past decade and a half in Philippine banana plantations in the context of the 1988 agrarian reform law. While some focus their attention exclusively on land redistribution issues, others concentrate on the modalities of contract farming and still others emphasize trade union issues — all to the neglect of underlying agrarian dynamics. Relatively few have attempted a more integrated examination of developments in this sector of the Philippine economy. The still-limited availability of studies of land-reform-related experiences in agribusiness plantations outside the Philippines further constrains our understanding of the issues arising in Philippine plantations. This article tries to build on and deepen previous attempts at understanding the complex and confusing dynamics involving the banana elite, the state, and various segments of organized farmworkers and to fill in an important gap in the literature, using an integrated rights-based, and process-oriented historical-institutional approach. It cites two reasons for an unexpectedly contingent land reform process in commercial banana farms in the Philippines: (1) the surprisingly unsettled character of the prevailing political-legal institutional environment within which land and livelihood struggles are playing out, and (2) the diverse perceptions among farmworkers of the meaning and purpose of, and opportunity for, land reform.
