The fisheries sector, exemplified here by Malawi's Karonga District, illustrates the global consequences of insufficient ethical considerations, leading to the depletion of fisheries resources. Using data spanning from 2012 to 2021, including frame surveys and catch assessment surveys, this study employs ethical theories and the ethical matrix to identify and analyse ethical issues. The observed concerns include illegal fishing, heightened investment in a limited resource fishery, consumption of the critically endangered Chambo species, the environmental impact of trawl surveys, technological overreliance, and inadequate resource support from local politicians. Recommendations encompass ending open-access fisheries, revising biomass assessment methods, promoting mindset change, implementing poverty alleviation programmes, promoting aquaculture development, and enhancing the establishment of freshwater protected areas as sites for biodiversity conservation. Achieving ethically responsible decisions is crucial for the success of biodiversity conservation projects. We adapted the ethical matrix, decision tree, and Bateson's cube to assist in the ethical analysis of complex conservation scenarios by structuring these tools so that they can implement the different value dimensions (environmental, social, and animal welfare) involved in conservation ethics. We then applied them to a case study relative to the decision‐making process regarding whether or not to continue collecting biomaterial on the oldest of the two remaining northern white rhinoceroses (Ceratotherium simum cottoni), a functionally extinct subspecies of the white rhinoceros. We used the ethical matrix to gather ethical pros and cons and as a starting point for a participatory approach to ethical decision‐making. We used decision trees to compare the different options at stake on the basis of a set of ethical desiderata. We used Bateson's cube to establish a threshold of ethical acceptability and model the results of a simple survey. The application of these tools proved to be pivotal in structuring the decision‐making process and in helping reach a shared, reasoned, and transparent decision on the best option from an ethical point of view among those available. Originally applied on domestic and lab animals, assisted reproduction technologies (ARTs) have also found application in conservation breeding programs, where they can make the genetic management of populations more efficient, and increase the number of individuals per generation. However, their application in wildlife conservation opens up new ethical scenarios that have not yet been fully explored. This study presents a frame for the ethical analysis of the application of ART procedures in conservation based on the Ethical Matrix (EM), and discusses a specific case study—ovum pick-up (OPU) procedures performed in the current conservation efforts for the northern white rhinoceros (Ceratotherium simum cottoni)—providing a template for the assessment of ART procedures in projects involving other endangered species.

The main ethical issues specific to the African continent research agenda relate to the vulnerability of African researchers, particularly as a result of inadequate resources, inadequate or lack of applicable legislation, and genetic variability of African populations that make samples from such populations most sought-after by researchers from other continents. This paper explores some of the ethical research challenges in Africa through an ethico-legal assessment of the literature and offers opportunities for addressing these challenges. The literature review findings revealed ethical dilemmas that include consent issues, cross-border transfer of samples and material transfer agreements, commodification of human material as well as benefit sharing. Based on these findings, opportunities for ethical research arise and these include benefit sharing such as researcher recognition and participating community study-related health benefits and well-defined agreements that consider appropriate specimen access and use. Significant changes in African research status quo are required to counter the effects of ethical research challenges, thereby ensuring sound ethical conduct and integrity in research. In addition to the noted opportunities, this paper also recommends monitoring of the fate of exported samples and proposes an ethical matrix that can be used by governments and institutions in addressing the highlighted research challenges in ethical decision making and policy intervention.

The future of the native European crayfish Austropotamobius pallipes depends on accurate conservation management. The goal of this paper is to attempt an investigation of the major ethical conflicts that can emerge in the conservation of this endangered crayfish threatened by invasive competitors, introduced diseases, and landscape alteration. To assess this issue, we will employ the Ethical Matrix, in a version explicitly tailored for its use in conservation. The filled Ethical Matrix will highlight several potential conflicts between values such as environmental protection, social and economic interests, animal welfare, cultural and aesthetic value, etc. We will discuss these conflicts, alongside some potential mitigating strategies present in the literature. We will stress in particular the need to take into account the ethical principle of fairness when assessing the economic and recreational value of invasive species, especially concerning the unfair distribution of costs. Moreover, we will assert the importance of conservation of A. pallipes both for its existence value and for its role as an umbrella and keystone species. Beyond its focus on A. pallipes, the Ethical Matrix here discussed might also provide insights on the value conflicts relative to analogous in situ conservation efforts involving a native species threatened by invasive alien competitors. Decision making-process in conservation can be very complex, having to deal with various value dimensions and potential conflicts. In fact, conflicts and competing interests between stakeholders are among the most quoted reasons for failure of projects. Ethical analysis can be helpful in this regard. In this paper we present a revision of the Ethical Matrix specifically tailored to decision-making processes in conservation. The Ethical Matrix is a conceptual tool devised to help decision-makers by supplying them with a framework of the ethically relevant aspects involved in decision-making process. It was originally developed for the ethical assessment of agri-food biotechnologies and later has been applied to other fields. The revised version we propose here has been designed for the ethical analysis of conservation priority-setting and impact. As conservation can raise many ethical relevant controversies, conceptual tools like the one presented here can be of help for conservationists, providing a map of the value demands involved. This map can be used to question the reasonableness of the value judgments, estimate the impact of different courses of actions, anticipate conflicts, and rank their severeness.

Touch pools are popular open-topped fish tanks often found in aquariums where visitors may interact with animals, by touching and sometimes even feeding them, for educational and recreational purposes. However, although animal interactions are becoming increasingly popular in recent years, the welfare impact on the animals and the educational effectiveness of such interactions is under debate. Awareness concerning the different, and sometimes controversial, aspects connected with such interactions has spread. The aim of this paper is to investigate the ethical issues arising from the presence of touch pools in aquariums and facilities alike. In particular, possible sources of moral conflicts between five interested parties will be identified and discussed: biodiversity; aquariums; staff involved with touch pools; individual animals used in the touch pools; visitors interacting with animals in touch pools. Ethical issues and general conflicts of values intrinsically dominate the field of conservation. Therefore, in their practical efforts, conservationists need to refer not only to concepts and theories, but also to more practical tools for decision making. In this paper it is described an already existing tool, the Ethical Matrix, originally designed to deal with issues in the field of food ethics, in its potentiality to support decision making in the field of conservation. The Ethical Matrix is a conceptual tool devised to help identify stakeholders and their needs by supplying ethical analysis with a transparent, articulated and clear framework of the relevant principles involved in a decision-making process. After briefly detailing what an EM is, the paper discusses its relevance for the main kinds of moral issues arising from conservation. It will then be sketched the outline of a general EM to be used in conservation by individuating classes of stakeholders and debating the general ethical principles and their application. Ethical principles governing the conduct of experiments with animals are reviewed, especially those relating to the choice of species. Legislation requires that the potential harm to animals arising from any procedure should be assessed in advance and justified in terms of its possible benefit to society. Potential harms may arise both from the procedures and the quality of the animals’ lifetime experience. The conventional approach to species selection is to use animals with the “lowest degree of neurophysiological sensitivity”. However; this concept should be applied with extreme caution in the light of new knowledge. The capacity to experience pain may be similar in mammals, birds and fish. The capacity to suffer from fear is governed more by sentience than cognitive ability, so it cannot be assumed that rodents or farm animals suffer less than dogs or primates. I suggest that it is unethical to base the choice of species for animal experimentation simply on the basis that it will cause less distress within society. A set of responsibilities is outlined for each category of moral agent. These include regulators, operators directly concerned with the conduct of scientific experiments and toxicology trials, veterinarians and animal care staff; and society at large.

The ethical matrix is a participatory tool designed to structure ethical reflection about the design, the introduction, the development or the use of technologies. Its collective implementation, in the context of participatory decision-making, has shown its potential usefulness. On the contrary, its implementation by a single researcher has not been thoroughly analyzed. The aim of this paper is precisely to assess the strength of ethical matrixes implemented by a single researcher as a tool for conceptual normative analysis related to technological choices. Therefore, the ethical matrix framework is applied to the management of high-level radioactive waste, more specifically to retrievable and non-retrievable geological disposal. The results of this analysis show that the usefulness of ethical matrixes is twofold and that they provide a valuable input for further decision-making. Indeed, by using ethical matrixes, implicit ethically relevant issues were revealed—namely issues of equity associated with health impacts and differences between close and remote future generations regarding ethical impacts. Moreover, the ethical matrix framework was helpful in synthesizing and comparing systematically the ethical impacts of the technologies under scrutiny, and hence in highlighting the potential ethical conflicts. Due to the popularity of wild animal−visitor interactions (AVIs), there is a need for an ethical assessment of their impact on animal welfare, education, and conservation. The protocol presented in this study is designed to evaluate such interactions on an integrated level, using a transparent analysis of all the aspects involved, including all the stakeholders and the potential conflicts of values. The protocol consists of a six-step process encompassing dedicated data acquisition and a specific ethical assessment. When the protocol was applied to assess a “giraffe feeding” interaction, steps devoted to data acquisition found that animal welfare risks were low, and that visitors described giraffes with emotionally linked descriptors more often after the interaction. The net promoter score, which refers to how likely visitors would recommend to a friend to join the animal−visitor interaction, was 74%. The subsequent ethical assessment, which consisted of a comparison of the results of the previous steps with an ethical matrix highlighting the ideal situation for all stakeholders’ interests, allowed the overall identification of the ethical concerns entailed by the interaction. A final ethical checklist of the examined AVI had a “yes” in entries regarding animal welfare, emotional, and conservation mindedness outcomes and ethical assessment.

Assessments of novel assistive technologies for use in home-based services has been documented to be performed in a variety of ways and often with a rather narrow focus on safety and effect or effectiveness. In order better to understand the place for wider forms of assessments of assistive technologies, the current study presents a combination of the Ethical Matrix and the Socratic approach for assessment of health technologies—the Ethical HTA Matrix. This matrix was filled with content based on a case of a GPS localization system, which was validated by stakeholders. In a next step, central decision-makers in assistive technologies and stakeholders were interviewed concerning their views on this methodology. Mainly, the matrix was seen as very comprehensive, but too detailed with an abundance of information. Nevertheless, some informants suggested concrete uses of the matrix in their organizations. Some understood the matrix more as an epistemic tool aiming at providing an overview of the state of knowledge, while others identified a normative potential in the matrix that could be implemented in health innovation processes for the home-based services, in particular when discussing novel solutions and working methods with health professionals and care workers.

In roughly a decade, university rankings gained the foreground in the policy arena for higher education and their influence is not going to decrease. However, several methodological shortcomings and warnings about the unintended consequences for national higher education systems have been raised. Against this background, this paper stresses that the individual recipients of information contained in university rankings are currently overlooked. Indeed, university rankings are addressed to a generic recipient, but actually, there are multiple audiences for rankings, and each of these audiences has different needs and each one attributes a different value to information attached to rankings. Referring to a theoretical tool borrowed from bioethics, this paper highlights that the ranking game involves a variety of recipients and that the current setting of the ranking panorama leaves room for gaps to emerge. The global seafood industry (capture fisheries and aquaculture) is a vital source of food, income, livelihoods, and culture. Seafood demand is steadily rising due to growth in the global human population, affluence, and per capita consumption. Seafood supply is also growing, despite declining wild fish stocks, with phenomenal advances in aquaculture, that is, the cultivation of aquatic organisms. Aquaculture supplied 42 % of the world's fish in 2012 and is forecast to eclipse capture fisheries production by 2030. The balance between these two seafood production systems has profound implications for global food security, income distribution, and ecological sustainability. Here, a qualitative analysis of the ethics and sustainability of capture fisheries and aquaculture is presented. An innovative practical ethics approach is introduced which adapts the ethical matrix, a conceptual tool for analyzing the wellbeing, autonomy, and justice of different interest groups, and Rapfish, a rapid appraisal technique used to evaluate the sustainability of fisheries along six performance modalities, including ethics. Using case studies of global large- and small-scale capture fisheries and generalized carnivorous and omnivorous aquaculture systems, I show that human institutions and social actors interact in complex governance processes to influence seafood ethics and sustainability. The aim of this paper is to provide a conceptual framework that will help in understanding and evaluating, along social and ethical lines, the issue of killing day-old male chicks and two alternative directions of responsible innovations to solve this issue. The following research questions are addressed: Why is the killing of day-old chicks morally problematic? Are the proposed alternatives morally sound? To what extent do the alternatives lead to responsible innovation? The conceptual framework demonstrates clearly that there is a moral 'lock-in', and why the killing of day-old chicks is indeed an issue. Furthermore, it is shown that both alternative directions address some important objections with regard to the killing of day-old chicks, but that they also raise new dilemmas. It also becomes clear that the framework enables and secures anticipation, reflection, deliberation with and responsiveness to stakeholders, the four dimensions of responsible innovation, in a structured way. This article reviews suggestions for how ethical tools are to be evaluated and argues that the concept of ethical soundness as presented by Kaiser et al. (2007) is unhelpful. Instead, it suggests that the quality of an ethical tool is determined by how well it achieves its assigned purpose(s). Those are different for different tools, and the article suggests a categorization of such tools into three groups. For all ethical tools, it identifies comprehensiveness and user-friendliness as crucial. For tools that have reaching a decision in a democratic context as a main purpose, it identifies transparency, guiding users toward a decision and justification of the decision-supporting mechanism. For tools that aim to engage the public, it identifies procedural fairness as essential. This study considered the range of ethical issues and potential stakeholder priorities associated with the application of genomic technologies applied to animal production systems, in particular those which utilised genomic technologies in accelerated breeding rather than the application of genetic modification. A literature review was used to inform the development of an ethical matrix, which was used to scope the potential perspectives of different agents regarding the acceptability of genomic technologies, as opposed to genetic modification (GM) techniques applied to animal production systems. There are very few studies carried out on stakeholder (including consumer) attitudes regarding the application of genomics to animal production in the human food chain and it may be that this technology is perceived as no more than an extension of traditional breeding techniques. While this is an area which needs more research, it would appear from this study that genomics, because it avoids many of the disadvantages and consumer perceptions associated with GM, is likely to prove a more publicly acceptable route than is GM for the development of healthier and more productive animals. The rapid growth of the aquaculture sector over the past forty years can be closely linked to advances in science and technology. Some innovations in biotechnology have proven more controversial than others, and none more so than proposals for transgenic fish. Such innovations introduce concerns for the responsible governance of research and innovation for aquaculture, particularly in recognition of the significant uncertainties and high stakes characterising these technologies. This paper argues in favour of a participatory approach to the governance of contentious aquaculture technologies that includes an ‘upstream’ regard for their ethical and social implications. From this point of departure, the paper presents empirical research that employed one particular approach to engage aquaculture stakeholders from Northern Europe in deliberation over the ethical and social considerations of transgenic growth-enhanced salmon, using the ‘ethical matrix’ tool. This research explores the complexity of considerations raised by these small groups of diverse and knowledgeable stakeholders across workshops in Germany, Norway and the United Kingdom, and links them with wider ethical discussions in the bioethics literature. The dual ambitions of the paper are to first provide insights into an applied approach for incorporating ethical reasoning in processes for responsible aquaculture techno-innovation, and second to provide an appreciation for the plurality of considerations that decision-makers need to navigate and carefully weigh when reaching a decision on the appropriateness of the particular transgenic growth-enhanced salmon. Scientists working in the biosciences are increasingly required to consider the ethical issues of their research, for example due to government oversight and international research council funding requirements. The translation of ethics into practical processes is an ongoing area of research and several tools have been developed to help scientists identify and consider the ethical dimensions of their research. This article presents the results from a workshop with early-career Indian scientists as they apply a deliberation support tool, viz. the 'Ethical Matrix', to examine the ethical aspects of the development and use of genetically modified (GM) animals. The results are presented in terms of: (i) a completed ethical matrix; (ii) the participants' most significant ethical concerns or priorities regarding GM animals; and (iii) their views on their role as scientific researchers in responding to concerns. The workshop, supported by the ethical matrix, proved useful in nurturing interdisciplinary deliberation on ethical issues. Participants were able to map a diversity of ethical considerations, and recognise the dilemma posed by trading off between these. Abstract: While awareness is growing that ethical and justice-based debates hold implications for the development of fair and effective climate policy, the specific ethical implications of Carbon Capture and Storage (CCS) deployment have received limited attention. Here, we present a preliminary assessment of ethical attitudes to CCS. The aim was to develop a methodology which can support a clear scoping out of potential issues and to lay the foundations from which to develop a fully deliberative approach. This article draws largely upon the empirical analysis and results with some reference to the method. An ethical matrix approach is used to provide a summary of a so-called ethical landscape, primarily from a European perspective, in which perspectives of CCS are mapped out as they relate to certain ethical principles. Opinions represented on the matrix begin to coalesce around compliance with the principle of providing benefits (a pre-requisite of pursuing development) while potential faultlines were observed for the following principles: environmental justice, preventing harm, scientific/technical competence, managerial/regulatory competence. Accountability (in the context of long term storage) was revealed to present a key challenge, exposing the current immaturity of legal and regulatory frameworks. [Copyright &y& Elsevier]

Several studies have indicated that scientists are likely to have an outlook on both facts and values that are different to that of lay people in important ways. This is one significant reason it is currently believed that in order for scientists to exercise a reliable ethical reflection about their research it is necessary for them to engage in dialogue with other stakeholders. This paper reports on an exercise to encourage a group of scientists to reflect on ethical issues without the presence of external stakeholders. It reports on the use of a reflection process with scientists working in the area of animal disease genomics (mainly drawn from the EADGENE EC Network of Excellence). This reflection process was facilitated by using an ethical engagement framework, a modified version of the Ethical Matrix. As judged by two criteria, a qualitative assessment of the outcomes and the participants' own assessment of the process, this independent reflective exercise was deemed to be successful. The discussions demonstrated a high level of complexity and depth, with participants demonstrating a clear perception of uncertainties and the context in which their research operates. Reflection on stakeholder views and values appeared to be embedded within the discussions. The finding from this exercise seems to indicate that even without the involvement of the wider stakeholder community, valuable reflection and worthwhile discourse can be generated from ethical reflection processes involving only scienitific project partners. Hence, the previous assumption that direct stakeholder engagement is necessary for ethical reflection does not appear to hold true in all cases; however, other reasons for involving a broad group of stakeholders relating to governance and social accountability of science remain. The ethical issues raised by aquaculture were analyzed. A modification of the Ethical Matrix of the Food Ethics Council for the evaluation of novel foods was used; the Ethical Matrix was changed in order to include the various aquaculture production stages separately. The following stages were distinguished: the breeding stage, the growth/feeding stage, the “other-handling” stage (that includes disease and treatment, transportation of organisms, killing procedure, and DNA vaccinations), and the commercialization stage. The ethical issues concerning the producers, the consumers, the environment, and the aquacultured organisms, are discussed. This scheme was fitted to the intensive cage-culture of carnivorous fish. The differences with other forms of aquaculture are discussed, and how the scheme extrapolates to them. The ethical evaluation of aquaculture, in practice, will be rather a utilitarian balancing of cost and benefits of the respective actions. The desired characteristics of an ethical evaluation have been also outlined. Ethical evaluation should not be limited to a purely scientific analysis; it should be holistic, comparable to available alternatives, and should have the flexibility to incorporate new data generated in the fast growing/continuous changing aquaculture sector. UK radioactive waste management policy making is currently taking place within a participatory and analytic-deliberative decision-making framework; one that seeks to integrate public and stakeholder values and perspectives with scientific and technical expertise. One important aspect of this socio-technical reframing of the radioactive waste problem is an explicit recognition that legitimate and defensible policy making must take into account important ethical issues if it is to be a success. Thus, there is a need for tools to incorporate adequate assessment of ethical issues in a way that is compatible with this approach. The 'ethical matrix' is one such tool used recently to address a range of agricultural and natural resource issues that shows promise for this field. This paper assesses the strengths and limitations of the matrix and outlines a framework for the development of alternative tools to better satisfy the needs of ethical assessment in radioactive waste management decision-making processes. The ethical matrix approach was developed by Prof Ben Mepham and his colleagues at the University of Nottingham in the early 1990s. Since then the approach has received increasing attention and has been used by several researchers in different projects related to assessing ethical impacts of different food production technologies and other policy options of societal concern. The ethical matrix is sometimes understood simply as a checklist of ethical concerns, but might also be seen as a guide to coming to conclusions on moral questions. The problem I discuss in this paper relates to how using the ethical matrix method as a decision guide can be combined with respecting pluralism. The aim of the paper is to suggest a framework making it possible to -- at the same time -- enhance public justification of judgments and respect pluralism. I argue that pluralism is fundamental to the ethical matrix approach; I distinguish between intuitionist principled pluralism and societal value pluralism; and I show how both kinds of pluralism imply restrictions on how conclusions can be made. No substantive moral decision principles can be allowed. Still, I argue, decision principles of a more epistemological or procedural character can be acceptable even within pluralism. The pragmatist principle of inquiry is defended as an account of moral problem solving compatible with both principled pluralism and value pluralism. Improvements in production methods over the last two decades have resulted in aquaculture becoming a significant contributor to food production in many countries. Increased efficiency and production levels are off-setting unsustainable capture fishing practices and contributing to food security, particularly in a number of developing countries. The challenge for the rapidly growing aquaculture industry is to develop and apply technologies that ensure sustainable production methods that will reduce environmental damage, increase productivity across the sector, and respect the diverse social and cultural dimensions of fish farming that are observed globally. The aquaculture industry currently faces a number of technology trajectories, which include the option to commercially produce genetically modified (GM) fish. The use of genetic modification in aquaculture has the potential to contribute to increased food security and is claimed to be the next logical step for the industry. However, the potential use of these technologies raises a number of important ethical questions. Using an ethical framework, the Ethical Matrix, this paper explores a number of the ethical issues potentially raised by the use of GM technologies in aquaculture. Several key issues have been identified. These include aspects of distributive justice for producers; use of a precautionary approach in the management of environmental risk and food safety; and impacts on the welfare and intrinsic value of the fish. There is a need to conduct a comparative analysis of the full economic cycle of the use of GM fish in aquaculture production for developing countries. There is also a need to initiate an informed dialogue between stakeholders and strenuous efforts should be made to ensure the participation of producers and their representatives from developing nations. An additional concern is that any national licensing of the first generation of GM fish, i.e., in the USA, may initiate and frame an assessment cycle, mediated by the WTO, which could dominate the conditions under which the technology will be applied and regulated globally. Therefore, an integrated analysis of the technology development trajectories, in terms of international policy, IPR, and operational implications, as well as an analysis of a broader range of ethical concerns, is needed. Functional foods aim to provide a positive impact on health and well-being beyond their nutritive content. As such, they are likely candidates to enhance the public health official's tool kit. Or are they? Although a very small number of functional foods (e.g., phytosterol-enriched margarine) show such promise in improving individual health that Dutch health insurance companies reimburse their costs to consumers, one must not draw premature conclusions about functional foods as a group. A large number of questions about individual products' safety, efficacy, and affordability need to be answered before they might become an important part of the public health agenda. More importantly, though, the costs and benefits of functional foods relative to alternative mechanisms of public health improvement need to be ascertained. Alternative scenarios that warrant investigation are mainly the supply of nutraceutical ingredients in pill form targeting "at risk" groups and consumer education on diet and lifestyle. The Ethical Matrix was developed to help decision-makers explore the ethical issues raised by agri-food biotechnologies. Over the decade since its inception the Ethical Matrix has been used by a number of organizations and the philosophical basis of the framework has been discussed and analyzed extensively. The role of tools such as the Ethical Matrix in public policy decision-making has received increasing attention. In order to further develop the methodological aspects of the Ethical Matrix method, work was carried out to study the potential role of the Ethical Matrix as a decision support framework. When considering which frameworks to apply when analyzing the ethical dimensions of the application of agri-food biotechnologies, it is important to clarify the substantive nature of any prospective framework. In order to further investigate this issue, reflections on the neologism "ethical soundness" of an ethical framework are presented here. This concept is introduced in order to provide more structured evaluations of a range of ethical tools, including ethical frameworks such as the Ethical Matrix. As well as examining the philosophical dimensions of the method, theoretical analysis and literature studies were combined with stakeholder engagement exercises and consultations in order to review the Ethical Matrix from a user perspective. Liberal societies are characterized by respect for a fundamental value pluralism; i.e., respect for individuals' rights to live by their own conception of the good. Still, the state must make decisions that privilege some values at the cost of others. When public ethics committees give substantial ethical advice on policy related issues, it is therefore important that this advice is well justified. The use of explicit tools for ethical assessment can contribute to justifying advice. In this article, I will discuss one approach to ethical assessment, the ethical matrix method. This method is a variant of intuitionist balancing. Intuitionism is characterized by stressing the existence of several (at least two) fundamental prima facie moral principles, between which there is no given rank order. For some intuitionist approaches, coherentism has been proposed as a model of justification. This article will discuss justification of ethical advice and evaluate the appropriateness of coherentism as a justificatory approach to intuitionist tools. [ABSTRACT FROM AUTHOR]

Assessments of novel assistive technologies for use in home-based services has been documented to be performed in a variety of ways and often with a rather narrow focus on safety and effect or effectiveness. In order better to understand the place for wider forms of assessments of assistive technologies, the current study presents a combination of the Ethical Matrix and the Socratic approach for assessment of health technologies—the Ethical HTA Matrix. This matrix was filled with content based on a case of a GPS localization system, which was validated by stakeholders. In a next step, central decision-makers in assistive technologies and stakeholders were interviewed concerning their views on this methodology. Mainly, the matrix was seen as very comprehensive, but too detailed with an abundance of information. Nevertheless, some informants suggested concrete uses of the matrix in their organizations. Some understood the matrix more as an epistemic tool aiming at providing an overview of the state of knowledge, while others identified a normative potential in the matrix that could be implemented in health innovation processes for the home-based services, in particular when discussing novel solutions and working methods with health professionals and care workers. Simple Summary: Animal–visitor interactions are the experiences offered by zoos, sanctuaries, and other tourism facilities in which people can be very close, and even touch, wildlife. This proximity could damage animal welfare and be a risk for the health of both animals and visitors. Proximity, however, has a positive emotional impact on visitors, representing an excellent opportunity to communicate conservation and educational messages. We present a protocol to evaluate interaction activities, and describe its application in a "giraffe feeding" interaction evaluation. Behavioral observations and a risk assessment evaluated the impact on animals. A risk assessment related to both visitors and staff and a questionnaire investigated the risks for people and the emotional, educational, and conservation outcomes. An ethical analysis, using an ethical matrix and a checklist, integrated the results, and identified the possible ethical concerns of the interaction. Giraffes' behavioral freedom and welfare were safeguarded, and a positive emotional and conservation oriented impact was found, the only improvement that could be suggested, in case of restructuring of the facility, being the absence of hand washing facilities after the interaction. The protocol showed its potentiality to protect animal welfare and human health and to promote an ethical use of the interactions. Due to the popularity of wild animal–visitor interactions (AVIs), there is a need for an ethical assessment of their impact on animal welfare, education, and conservation. The protocol presented in this study is designed to evaluate such interactions on an integrated level, using a transparent analysis of all the aspects involved, including all the stakeholders and the potential conflicts of values. The protocol consists of a six-step process encompassing dedicated data acquisition and a specific ethical assessment. When the protocol was applied to assess a "giraffe feeding" interaction, steps devoted to data acquisition found that animal welfare risks were low, and that visitors described giraffes with emotionally linked descriptors more often after the interaction. The net promoter score, which refers to how likely visitors would recommend to a friend to join the animal–visitor interaction, was 74%. The subsequent ethical assessment, which consisted of a comparison of the results of the previous steps with an ethical matrix highlighting the ideal situation for all stakeholders' interests, allowed the overall identification of the ethical concerns entailed by the interaction. A final ethical checklist of the examined AVI had a "yes" in entries regarding animal welfare, emotional, and conservation mindedness outcomes and ethical assessment. [ABSTRACT FROM AUTHOR]
