Open government affairs (OGA) play an important role in promoting national governance system and capacity. In order to realize an open and efficient government, it is necessary to scientifically evaluate the performance of government. The effect of OGA can be improved continuously through the feedback from evaluation, which is beneficial for the sustainable development of OGA. However, with the continuous development of OGA, the existing methods of evaluation are faced with such problems as poor-timeliness, high-cost and subjective uncertainty, which are difficult to satisfy the demands of performance evaluation of OGA. Therefore, this paper puts forward a performance evaluation method based on T-S fuzzy neural network. Our method has a strong ability of data processing, which can simplify the work flow. The T-S fuzzy neural network was trained and tested through using the performance evaluation data of all districts and counties in Shandong Province, China. Finally, the evaluation results offered by our method are highly accurate. Hence, our method is suitable for the performance evaluation of OGA, it can continuously enhance the improvement of government’s performance management and capacity building so as to promote the sustainable development of OGA.

Ocean circulation plays an important role in the formation and occurrence of extreme climate events. The study shows that the periodic variation of ocean circulation under strong wind stress is closely related to climate oscillation. Ocean circulation is a nonlinear dynamic system, which shows complex nonlinear characteristics, so the essence behind ocean circulation has not been clearly explained. Therefore, the response and evolution of the circulation system to wind stress are studied based on the bifurcation and catastrophe theories in nonlinear dynamics. First, the quasi-geostrophic gyre equation and the normalized gravity model are introduced and developed to study ocean circulation driven by wind stress, and solved using the Galerkin method. Then, the bifurcation and catastrophe behaviors of the system governed by the low-order ocean circulation model during the change in wind stress intensity and the coexistence of multiple equilibria in the circulation system are studied in detail. The results show that saddle and unstable nodes appear in the system after a cusp catastrophe. With the change in model parameters, the unstable node becomes the unstable focus, and then the subcritical Hopf bifurcation occurs. The system forms a bistable interval when the system undergoes a catastrophe twice, and the system shows hysteresis. In addition, multiple equilibrium states are coexisting in the circulating system, and the unstable equilibrium state always changes into a stable equilibrium state through vortex movement. Therefore, there is a route for the system to induce short-term climate oscillation, that is, in the multi-stable equilibrium state of the system, the vortex oscillates after being subject to small disturbances, and then triggers climate oscillation. In order to ensure the flight safety of an aircraft and reduce the loss of humidity to the precision instruments and equipment in the aircraft, this study designs a small-size resonator antenna shape based on Radio Frequency Identification (RFID) technology and sensor principles. The resonator antenna makes use of the characteristics of the square ring and bent resonator and, at the same time, adopts the polyvinyl alcohol film with strong hygroscopic performance as the moisture-sensitive material. The equivalent resonant circuit of the sensor is constructed, and the parameters are optimized according to the principle of "coarse tuning of inductance parameters and fine tuning of capacitance parameters" to determine the optimal size. The relationship between the resonance frequency and the resonance response of humidity was investigated by the optimized model of the RFID resonator and polyvinyl alcohol (PVA). The simulation results show that as the relative humidity increases from 29.1 %RH to 90.9 %RH, the dielectric constant of the PVA film increases from 5.3 to 22 and the resonance frequency of the resonator decreases significantly from 4.74 to 4.12 GHz, with a total offset of 620 MHz, and the sensitivity is as high as 10.03 MHz/%RH. The results show that the designed sensor has a high sensitivity to humidity changes and a wide humidity detection range, providing an advanced solution for the detection and control of humidity inside aircraft. Using Lagrangian coherent structures (LCSs), the mass transport process of large-scale coherent structures in a buoyant jet diffusion flame is studied numerically to gain a key understanding of combustion instability. First, the reacting flow fields of the jet diffusion flame are numerically simulated for two cases, a stable case without considering the buoyancy effect and an unstable case that includes the buoyancy effect corresponding to combustion instability. In particular, large-scale Kelvin-Helmholtz instability (KHI) vortex structures outside the flame surface are captured in the unstable case. Then, the ridges in finite-time Lyapunov exponent (FTLE) fields that sketch the distinct regions in the reacting flow field are extracted as LCSs. The mass transport process is studied by comparing the distribution of LCSs with reaction fields. The flame surface is found to coincide with the attracting LCSs, which separate the fuel and air on opposite sides of the flame surface. In contrast, the reaction products, including species and reaction heat, are confined in the boundaries consisting of repelling LCSs on the inner and outer sides of the flame surface. Finally, the evolution of LCSs is tracked to analyze the generation of KHI vortices and species transport in the jet diffusion flame. With the aid of LCSs, it is found that there exist some saddle-type flow features separating the distinct flow structures into several regions, and the jet fuel and airflow enter into the separated regions from different open boundaries. Importantly, the attracting LCSs in the separated regions then bulge outwards, forming KHI vortices as the attracting LCSs further stretch and fold. Furthermore, the vortices continue moving upwards while species flow from repelling LCSs to attracting LCSs, leading to mixing. These results show that attracting and repelling LCSs can act as the flame surface and the mass and energy transport boundary of the reaction products, respectively. In summary, the work presented can provide a new method in combustion controlling to estimate the location of the flame surface and the transport boundaries of species from the velocity field, by using LCSs. This paper proposes a wireless passive temperature sensor. The sensitive material as the substrate of the sensor employs an alumina ceramic. The resonator of the sensor is a split ring, which is printed with copper on the substrate. The dimensions of the split ring resonator are optimized to improve the temperature sensitivity of the sensor. A change in environment temperature will lead to a change in the dielectric constant of the sensitive material, thus resulting in the shift of the resonant frequency of the sensor. The variation range of the dielectric constant of the sensitive material is 10.17–11.2 corresponding to 500–1000 °C. The resonant frequency of the signal backscattered from the sensor is obtained through the simulation software with HFSS. The simulation results show that the resonant frequency of the sensor decreases from 5.84 to 5.56 GHz with temperature increasing from 500 to 1000 °C and the temperature sensitivity is 0.56 MHz/°C. The high temperature sensor has the characteristics of wireless and passive operation, low profile, and high sensitivity. Ion‐sensitive field effect transistor (ISFET) sensor is a hot topic these years, playing the combined roles of signal recognizer and converter for (bio)chemical analytes. In this review article, the basic concept, origination, and history of the ISFET sensor are presented. In addition, the common fabrication processes, the most‐used working principle (potentiometric, amperometric, and impedancemetric), and the techniques of gate functionality (physical, chemical, and biological) are discussed introducing the afterward signal transfer processes from ISFET to the terminals through different types of circuits. At last, the development and recent progress (until 2021) of ions and biomolecules (DNA molecules, antibodies, enzymatic substrates, and cell‐related secretions or metabolism) were introduced together with the outlook and facing obstacles (Debye screening, the wearability of ISFET, the multiplexed detections) before the commercialization of ISFET. This review article emphasizes the advantages of the developed ISFET sensors as miniaturization, low‐cost, all‐solid, highly sensitive, and easy operation for portable and multiplexed detections. Predicting and optimizing ship fuel use is a crucial technology for lowering greenhouse gas emissions. Unfortunately, existing research is rarely capable of developing fuel consumption forecasts and optimization models for a particular transport system. This study develops a fuel consumption prediction model based on machine learning and a fuel consumption optimization model based on particle swarm optimization for ships. We studied nearly ten years of big data from a large Korean pure car and truck shipping company (PCTC), which contained 16,189 observations from 2012 to 2021. Results indicate that the XGBoost deep learning model outperforms conventional prediction models at the stage of fuel consumption prediction, with an R2 of 0.97. Furthermore, in the fuel consumption optimization stage, the particle swarm optimization method can effectively reduce fuel consumption. The three-dimensional (3D) morphology and crystal structure of Widmanstätten sideplate ferrite were simulated using a focused ion beam (FIB) scanning electron microscope equipped with electron backscatter diffraction (EBSD). The primary Widmanstätten sideplates nucleated and grew directly at the austenite grain boundary (GB). A certain included angle between the sideplates and the austenite GB was observed. The sideplates grew approximately parallel to the grain, and were separated by a small-angle GB. The primary Widmanstätten sideplates are best described as "∃" shaped, with a long intermediate ferrite strip. The interface with the austenite GB was smooth and flat, and the sideplate surface contained pits and holes. The secondary Widmanstätten sideplates nucleated and grew on the surface of the proeutectoid GB ferrite, with the sideplates and GB ferrite perpendicular to each other. Sideplates parallel to one another grew into the grain, and were separated by small-angle GB. The 3D morphology was distinguished by its "comb" shape. The sideplates' tail was clustered and its front end remained sharp. The contact side of the GB ferrite was smooth and flat. The surface contained several uneven pits and defects. This study explores the effects of the cooperative video game context, social value orientation (SVO) and trust on cooperative behavior. The main finding is that collaborative game play significantly increases cooperative behavior, especially in prosocial individuals. In addition, a mediation model is established in which trust partially mediates the association between the game mode and cooperative behavior. The results indicate that playing collaborative games increases cooperation in prosocial people partially by facilitating the trust they have in their gaming partners. The reasonable cost budget of the e-government scheme can effectively promote the construction of the digital government. To analyze the cost impact components of the e-government system and find out the impact factor model works in China, this paper reviews relevant literature on software cost impact factors and proposes the impact factors model based on COCOMO II. Besides, combined with the actual construction of digital government and specific cases, this paper analyzes the mechanism of each impact factor in detail. The model can be used to guide the cost estimation of e-government software in China, especially with artificial intelligence estimation method.
