This study focuses on how technical barriers to trade (TBT) are addressed in recent EU-Japan Economic Partnership Agreement (EPA). We analyze the pre- and post-EPA trade policies and the contested issues in Japan from the viewpoint of European businesses. An eclectic theoretical approach is adopted to study the economic, political and social aspects of trade barriers. Whereas formal trade barriers, such as tariffs and codified non-tariff barriers are easily discernible, the subtler informal trade barriers derive from social norms that guide administrative practices and are hard to measure, and largely neglected in recent research. Based on expert interviews, policy documents, and European business surveys, we observe that the enforcement of EPA in Japan lags behind concerning certain TBTs such as standards, approvals and testing. The findings suggest that informal trade barriers, often linked with investment barriers, have a bearing in the theorization on trade policies and free trade agreements.

Abstract Background The definition of partial resuscitative endovascular balloon occlusion of the aorta (pREBOA) is not yet determined and clinical markers of the degree of occlusion, metabolic effects and end-organ injury that are clinically monitored in real time are lacking. The aim of the study was to test the hypothesis that end-tidal carbon dioxide (ETCO2) targeted pREBOA causes less metabolic disturbance compared to proximal systolic blood pressure (SBP) targeted pREBOA in a porcine model of hemorrhagic shock. Materials and methods Twenty anesthetized pigs (26–35 kg) were randomized to 45 min of either ETCO2 targeted pREBOA (pREBOAETCO2, ETCO2 90–110% of values before start of occlusion, n = 10) or proximal SBP targeted pREBOA (pREBOASBP, SBP 80–100 mmHg, n = 10), during controlled grade IV hemorrhagic shock. Autotransfusion and reperfusion over 3 h followed. Hemodynamic and respiratory parameters, blood samples and jejunal specimens were analyzed. Results ETCO2 was significantly higher in the pREBOAETCO2 group during the occlusion compared to the pREBOASBP group, whereas SBP, femoral arterial mean pressure and abdominal aortic blood flow were similar. During reperfusion, arterial and mesenteric lactate, plasma creatinine and plasma troponin concentrations were higher in the pREBOASBP group. Conclusions In a porcine model of hemorrhagic shock, ETCO2 targeted pREBOA caused less metabolic disturbance and end-organ damage compared to proximal SBP targeted pREBOA, with no disadvantageous hemodynamic impact. End-tidal CO2 should be investigated in clinical studies as a complementary clinical tool for mitigating ischemic–reperfusion injury when using pREBOA.

Tungsten oxide is a widely used electrochromic material with important applications in variable-transmittance smart windows as well as in other optoelectronic devices. Here we report on electrochemical impedance spectroscopy applied to hydrous electrochromic tungsten oxide films in a wide range of applied potentials. The films were able to reversibly bleach and color upon electrochemical cycling. Interestingly, the bleaching potential was found to be significantly higher than in conventional non-hydrous tungsten oxide films. Impedance spectra at low potentials showed good agreement with anomalous diffusion models for ion transport in the films. At high potentials, where little ion intercalation takes place, it seems that parasitic side reactions influence the spectra. The potential dependence of the chemical capacitance, as well as the ion diffusion coefficient, were analyzed. The chemical capacitance is discussed in terms of the electron density of states in the films and evidence was found for a band tail extending below the conduction band edge.

Abstract CHK1 is an important regulator of the cell cycle and DNA damage response, and its altered expression has been identified in various tumors. Chk1 inhibitors are currently being evaluated as monotherapy and as potentiators of chemotherapy in clinical settings. However, to our knowledge, no previous study has investigated either the activation status or the therapeutic potential of CHK1 targeting in vulvar cancer. Therefore, we examined the expression status of activated CHK1 forms pCHK1Ser345, pCHK1Ser317, pCHK1Ser296, and pCHK1Ser280 in 294 vulvar squamous cell carcinomas (VSCC) using immunohistochemistry and analyzed their relationships with various clinicopathological variables and clinical outcome. To aid translation of preclinical studies, we also assessed cell sensitivity to the Chk1 inhibition in two vulvar cancer cell lines. Compared to the levels of pCHK1Ser345, pCHK1Ser317, pCHK1Ser296, and pCHK1Ser280 in normal vulvar squamous epithelium, high nuclear pCHK1Ser345 expression was found in 57% of vulvar carcinomas, whereas low nuclear pCHK1Ser317, pCHK1Ser296, and pCHK1Ser280 expressions were observed in 58%, 64%, and 40% of the cases, respectively. Low levels of pCHK1Ser317 and pCHK1Ser280 in the nucleus correlated significantly with advanced tumor behaviors and aggressive features. None of pCHK1Ser345, pCHK1Ser317, pCHK1Ser296, and pCHK1Ser280 forms were identified as prognostic factors. In vitro inhibition of CHK1 by small molecular inhibitors or siRNA reduced viability by inducing DNA damage and apoptosis of vulvar cancer cell lines. In summary, we conclude that cellular functions regulated by CHK1 are phosphorylation/localization‐dependent and deregulation of CHK1 function occurs in VSCC and might contribute to tumorigenesis. Targeting CHK1 might represent as a useful antitumor strategy for the subgroup of VSCC harboring p53 mutations.

A recent IEEE Access Paper by Gunn, Allison and Abbott (GAA) proposed a new transient attack against the Kirchhoff-law-Johnson-noise (KLJN) secure key exchange system. The attack is valid, but it is easy to build a defense for the KLJN system. Here we note that GAA’s paper contains several invalid statements regarding security measures and the continuity of functions in classical physics. These deficiencies are clarified in our present paper, wherein we also emphasize that a new version of the KLJN system is immune against all existing attacks, including the one by GAA.

We introduce two new Kirchhoff-law-Johnson-noise (KLJN) secure key distribution schemes which are generalizations of the original KLJN scheme. The first of these, the Random-Resistor (RR-) KLJN scheme, uses random resistors with values chosen from a quasi-continuum set. It is well-known since the creation of the KLJN concept that such a system could work in cryptography, because Alice and Bob can calculate the unknown resistance value from measurements, but the RR-KLJN system has not been addressed in prior publications since it was considered impractical. The reason for discussing it now is the second scheme, the Random Resistor Random Temperature (RRRT-) KLJN key exchange, inspired by a recent paper of Vadai, Mingesz and Gingl, wherein security was shown to be maintained at non-zero power flow. In the RRRT-KLJN secure key exchange scheme, both the resistances and their temperatures are continuum random variables. We prove that the security of the RRRT-KLJN scheme can prevail at a non-zero power flow, and thus the physical law guaranteeing security is not the Second Law of Thermodynamics but the Fluctuation-Dissipation Theorem. Alice and Bob know their own resistances and temperatures and can calculate the resistance and temperature values at the other end of the communication channel from measured voltage, current and power-flow data in the wire. However, Eve cannot determine these values because, for her, there are four unknown quantities while she can set up only three equations. The RRRT-KLJN scheme has several advantages and makes all former attacks on the KLJN scheme invalid or incomplete.

This paper analyses the effectiveness of determining gas concentrations by using a prototype WO3 resistive gas sensor together with fluctuation enhanced sensing. We have earlier demonstrated that this method can determine the composition of a gas mixture by using only a single sensor. In the present study, we apply Least-Squares Support-Vector-Machine-based (LS-SVM-based) nonlinear regression to determine the gas concentration of each constituent in a mixture. We confirmed that the accuracy of the estimated gas concentration could be significantly improved by applying temperature change and ultraviolet irradiation of the WO3 layer. Fluctuation-enhanced sensing allowed us to predict the concentration of both component gases.
