As part of ILR Review 's new special series "Novel Technologies at Work," this article introduces a forum composed of five industry studies that examine the drivers and impact of recent and impending technological change. Each of the studies, condensed from longer reports published over the past two years, relies on interviews with sectoral actors and other primary data to determine the relevant technologies confronting workers and managers and the sorts of strategies and policies that will mediate their effects. The minimum wage was a signature achievement of the New Deal and remains an important safeguard for fair labor today. But for some workers, minimum does not mean minimum. As scholars and advocates have documented, the Fair Labor Standards Act creates legal subminimum wages for workers with disabilities and tipped workes. This Article uncovers another subminimum wage: for live-in domestic workers who live and work in their employer's home, employers can count the value of meals or lodging provided against the cash minimum wage. This leaves take-home wages well below $7.25 an hour. Although deductions have been lawful since FLSA's origin, this Article is the first to conceptualize deductions as a legal subminimum wage. I describe the live-in domestic work industry and the history of its inclusion in the federal minimum wage. Next, I explain the law of meal and lodging deductions and how they function as a subminimum wage. Then, proceeding from normative skepticism of subminimum wages for work associated with women of color, I develop four critiques of the deductions rules. I argue that deductions generate poverty wages, mimic a problematic theory of the marriage bargain, widen the existing power gulf between workers and employers, and entrench illegal wage theft. Finally, I note how states have departed from the federal rules and conclude that abandoning deductions is the way forward to make the minimum wage a true wage floor. [ABSTRACT FROM AUTHOR]

Informally employed domestic workers encounter a range of workplace hazards, though these have been poorly documented and are typically left unacknowledged. Safety concerns include exposure to toxic cleaning products, a high prevalence of ergonomic injuries, and inadequate access to medical care. Presenting the results of an in-person survey of 2,086 informally employed nannies, housecleaners, and caregivers in 14 U.S. cities, this article documents the range of common health and safety hazards faced by domestic workers and suggests some interventions that could improve their working conditions. The survey was conducted in nine languages and data were collected from workers from 71 countries, including a substantial proportion with irregular immigration status. We observed that substandard workplace health and safety conditions are shaped by three aspects of domestic work: long-standing exclusions from federal employment protections, the common disregard of the home as a workplace, and the complexity of care work and the bonds of intimacy that often form through caregiving. Together these factors have served to perpetuate substandard working conditions. Regulatory reforms, as well as worker and employer education, are necessary to improve health outcomes for domestic workers. [ABSTRACT FROM AUTHOR]

By painting figures onto the pages of luxury-oriented shelter magazines, Gomez uses his art to establish a dialogue with his viewers, where the power dynamics of race, gender, and economics become palpable. This essay considers how Gomez's art creates a subversive intervention, highlighting the invisibility of labor and the cultural stigma attached to service work.
