So far, interest in policy and political sciences has mostly centered around the varieties of policy advisory systems (PASs) and knowledge regimes in consolidated democracies rather than in consolidated autocracies, which largely remain as black boxes. Drawing on a hybrid literature review, this article aims to fill this gap. It reviews selected articles published between 1992 and February 2023 in the Thomson Reuters Web of Knowledge Social Science Citation Index database to not only to reveal the current state of empirical and theoretical knowledge and persistent knowledge gaps but also to offer an integration of the literature that leads to a preliminary conceptual framework in this emerging topic. In doing so, it contributes to the body of knowledge on this topic in three main ways. First, it provides a comprehensive review of PASs in consolidated autocracies to identify the central features of policy knowledge production within and across autocracies. Second, it proposes "the vicious circle of authoritarian PAS and knowledge regime" as a conceptual approach. In doing so, it takes a modest step toward a holistic conceptualization and synthesis of this literature to date. Third, it establishes connections between fragmented literature studies; identifies theoretical, conceptual, empirical, and methodological gaps; and proposes suggestions concerning promising paths for future research. This paper shows otherwise with special reference to the Australian experience in financial regulation. It challenges the conventional wisdom that the Australian state is weak and cannot adopt anticipatory industrial policies. This paper argues that the adoption of the 'twin peaks' model of financial regulatory arrangements is an example of the existence of government-led steering in Australia which can adopt a proactive approach to financial regulation by steering and coordinating policy networks. 'Governance through hierarchy' in the financial services industry may be a function of the government's political entrepreneurship; its skill in setting and implementing an agenda; and an ability to create new policy communities and networks. A growing number of political and policy scientists have utilized institutional theory to explain how the purposeful actions of agents shape and are shaped by structural, institutional, and agential factors. Most current studies, however, have conflated and/or combined the fundamental concepts of structure, institution, and actor, overlooking how their interactions shape policy and institutional outcomes. Furthermore, such research lacks an approach that allows a more comprehensive means to integrate the various dimensions of such interactions. By studying these distinct but interdependent causal factors through an integrative approach, we provide a richer, more comprehensive understanding of contingent conditions, agency, and outcomes. This article illustrates an analytic eclectic value of structure, institution and agency (SIA) framework in comparative public policy. It engages and utilizes certain structural, institutional and agential perspectives from past literature to specify how elements of their causal properties coexist as part of a more complex argument. It argues that desired or preferred policy and/or institutional outcomes are most likely when multiple structural and institutional complementarities (from structures and institutions to agents) and multiple structural, institutional and agential enabling conditions accompany one another in motivating and empowering actors (from agents to structures and institutions) to engage in purposeful agential actions. The Australian government's 1997 policy ban on in-market mergers among the largest four domestic banks has been a key intervention shaping the direction of bank consolidation in Australia as such mergers significantly accelerated from 1997 through 1999 in developed economies. This paper will show that the knowledge about the social and economic impacts of the bank mergers and the Treasurer's merger veto power made the policy debate exoteric (political and public) by including interests outside the banking policy community (i.e., interest organisations of employees, customers, and farmers, as well as political parties, and the broad public). Thus, the merger policy discussions were not esoteric, technical and limited to a small number of influential public and private sector institutions leaving policy discussions vulnerable to be structured to favour the interests of large, financial firms over other interests. This, in turn, created significant pressure on government for to retain the policy. The paper also outlines the significance of the domestic political conflicts and electoral politics in a world of global finance.

Central banking as an avenue of research has been of interest to scholars from International Political Economy (IPE) and Public Policy and Administration (PPA) disciplines. Nevertheless, there is very little dialogue between these two perspectives to bridge macro, meso, micro-level analyses and examine the reciprocal relationship between the global and domestic political economy context and monetary policy conduct. This article investigates the Turkish experience to bridge IPE and PPA scholarship on central banking in emerging economies. In doing so, we adopt an analytic eclectic approach combining multiple structural, institutional, and agential causal explanations with particular reference to the Structure, Institution, and Agency (SIA) theoretical framework. This is because analytic eclecticism complements, speaks to, and selectively incorporates theoretical approaches such as the New Independence Approach (NIA) of IPE and institutional and ideational PPA approaches. Drawing on the empirical context of the historical evolution of the Turkish political economy, we explore domestic and international interactions among micro, meso, and macro levels that shape central banking behavior. Our analysis also reveals how global dynamics are translated into domestic policy choices and how particular ideas influence the policymaking process. The analysis underscores the constraining and enabling influence of international dynamics, politics of ideas on emerging economy central banking, and the essential role individual and organizational agency play in the policymaking process. Causal mechanisms have received significant attention within the social sciences, and policy design and implementation occupy a prominent place in public policymaking. However, one area that has not received much attention in this literature is the causal mechanisms that are able to link policy instruments with outcomes due to operating within the appropriate contexts. This article seeks to fill this gap in the literature. Drawing on realistic evaluation and comparative historical institutionalism, and an exploratory case study on macroprudential regulation in Turkey between June 2011 and September 2016, this article argues that the success of macroprudential instruments in securing of macrofinancial stability is most likely when they trigger causal mechanisms that operate within the appropriate contexts. This article focuses on how the Turkish state has been responding to limit the public health effects of COVID-19 pandemic to date. It aims to explain and understand the introduction, implementation and effect of health policy instrument mixes. It argues that although 'presidentialisation' of executive, and 'presidential bureaucracy' under presidential system of government are critical to introduce policies and implement their instrument mixes without delay or being vetoed or watered down which would otherwise occur in the parliamentary system of government, these features of impositional and exclusive policy style pose risks of policy design and implementation failures when the policy problems are poorly diagnosed, their policy solutions are wrong and/or complementary policy instrument mixes implemented ineffectively. However, a temporal, albeit temporary divergence from a dominant administrative tradition and policy style is most likely when a policy issue is esoteric (i.e. technical, scientific and expert-led) and framed as an existential crisis under high uncertainty that require scientific, expert-led, inclusive, early, quick and decisive responses to pressing policy problems. Summary: How and with what effect policy entrepreneurship occurs is a persistent and intriguing question for scholars of public policy and administration and political science. So far, the main interest has been on policy entrepreneurship in developed countries rather than developing countries, which largely remains a black box. Adopting a systematic approach to reviewing the literature, this article aims to fill this void. It investigates when, why, and how policy and institutional reforms in developing countries take place, with special reference to the role of policy entrepreneurs. It reviews selected articles published in the Thomson Reuters Web of Knowledge Social Science Citation Index database from 1984 to 2018. It aims to show the current state of empirical and theoretical knowledge about policy entrepreneurship in developing countries and persistent knowledge gaps. The present review contributes to the body of knowledge on this topic in three main ways. First, we provide a comprehensive review of policy entrepreneurship in developing countries. Second, we consolidate existing research in the political science, public policy and administration, and politicial economy disciplines. Third, we establish connections between fragmented literatures, identify gaps between different research streams, and suggest promising paths for future research on policy entrepreneurship in developing countries. Although the role of financial regulatory failures in the global financial crisis (GFC) has been explored extensively in the post-GFC literature, our knowledge of the role of bank merger and takeover policy and regulation in reinforcing financial stability is limited. Based on an exploratory case study of Australia, which is examined in comparison to Canada, this article argues that competition policy and regulation contributed to financial stability by insulating the largest Australian and Canadian banks from domestic or foreign hostile takeover threats, and by limiting their asset size, and thus their internationalization and interconnections with the global banking community. While there is a considerable literature concerning policy entrepreneurship and institutional isomorphism, significantly less literature has emerged addressing the impact of context on policy and institutional entrepreneurship and of the interactions between various contexts and agency. In this article, we demonstrate that the actions of entrepreneurs in the public sector are most likely to generate policy and institutional changes when they are reinforced by complementarities arising from context-dependent, dynamic interactions among interdependent structures, institutions and agency-level enabling conditions. Political science and public policy scholars have long emphasised the importance of understanding institutional change and policy entrepreneurship. This review article is a response to this call in the context of reform in macroeconomic bureaucracies. Adopting a 'systematic' approach to reviewing the literature, this paper investigates when, why and how institutional reform in key monetary and fiscal macroeconomic bureaucracies (i.e. central banks, treasuries, and ministries of finance) takes place. It reviews 29 selected articles on reforms in these bureaucracies published in Thomson & Reuters Web of Knowledge's Social Science Citation Index, JSTOR, Sage and Wiley databases from 1980 to 2015. It shows that the current state of knowledge about institutional change in key macroeconomic bureaucracies is characterised by a lack of sufficient bridge-building among variants of institutional approaches as well as between institutional theory and public policy theory, resulting in persistent knowledge gaps. Against this background, the present review contributes to the body of knowledge on this topic in two main areas. First, it reviews the literature systematically to provide an overview of the key theoretical and empirical characteristics of when, how and why institutional reform takes place in these bureaucracies. The Global Financial Crisis (GFC) of 2008 has revealed weaknesses in financial regulatory policies and institutions in many countries. These weaknesses extend to the regional and international domains of financial policy as well. This article calls for the need for better designed financial regulations and policies by taking a policy design perspective. It provides a multi-level approach to understanding financial reform as design that examines the various components of policy design – policy means, goals and change – at the three levels of policymaking – international regional, national. Dominant models of bargaining between states and multinational corporations (MNCs) have widely held that bargaining relations, especially in high-technology manufacturing, have changed from confrontational to cooperative. It is consequently argued that there is little formal entry bargaining among these actors. However, there are three primary weaknesses in this literature. First, the understanding of outcomes is limited to the terms of investment agreements. This static view ignores the dynamics of bargaining processes and decisions not to invest, which also deserve explanation. Second, it is MNC-centric, ignoring state's privileged role in relation to the governance of entry bargaining in domestic policy-making processes. Third, it views state as a monolithic entity, ignoring the bargaining that occurs inside states. To redress these issues, this article offers a state-centric bargaining model. It identifies administrative and institutional capacity as two critical components of state capacity. It chooses the entry bargaining from 2005, when Hyundai Motors Corporation considered establishing a USD1.5 billion car-manufacturing plant in Turkey. It shows that state capacity in the governance of a domestic policy-making process affects the outcome of entry bargaining: When state capacity is weak, an MNC's decision not to invest is a more likely outcome. The new era of the Post-Washington Consensus (PWC), promoted under the auspices of International Financial Institutions such as the International Monetary Fund and the World Bank, centres on the need to develop sound financial regulation and strong regulatory institutions, especially in the realm of banking and finance in post-financial crisis developing countries. This article uses an examination of the Turkish banking sector experience with the PWC in the aftermath of the 2001 financial crisis to show its considerable strengths and weaknesses. The authors argue that the emergent regulatory state in the bank-based financial system has a narrow focus on strengthening prudential regulation, whilst ignoring the increased ‘financialization’ of the Turkish economy. They identify the positive features of the new era of the PWC in terms of prudential regulation, which has become much more robust in its ability to withstand external shocks. At the same time, however, the article highlights some of the limitations of the new era which resemble the limitations of the PWC. These include the distributional impact of the regulatory reforms within the banking sector, and notably the emergence of foreign banks as the major beneficiaries of this process; weaknesses in promoting productive bank intermediation that finance the real economy and economic growth, leading to poverty reduction via growth of employment whilst stimulating financialization within the economy; and finally, the exclusive focus on prudential regulation, whilst ignoring regulatory costs, consumer protection and competition regulation. Recent studies on institutional theory and the public policy field called for efforts to pry open the black box of institutional and policy change. This article offers a response to this call. It demonstrates that historical and discursive institutionalist approaches are complementary to explain how and why institutional change occurs. In addition, it shows how these approaches can add value to and benefit from the public policy and administration fields that seek to explain policy change and success. In particular, it emphasizes the interactions between structure and agency that contribute to the change. The empirical finding is based on qualitative analysis of central banking reform in Turkey. It suggests that institutional and policy change is more likely to occur when policy entrepreneurs, with joint membership in domestic and transnational policy communities, mediate various ideas and discourse within and among these communities in a punctuated institutional equilibrium. This paper examines the Turkish economy in a world of current global financial crisis. It shows that Turkey's key economic strengths include relatively prudent fiscal balances and a resilient banking sector. Key economic weaknesses include non-financial private sector foreign debt rollover risk, substantial household indebtedness where the unemployment rate is rising, an overvalued Turkish lira with its potential for rapid depreciation, and contracted growth and demand for Turkish imports. Turkey needs formal and informal institutional flexibility to prioritise social welfare spending and fixed capital investments by the public sector, rather than an exclusive preoccupation with price stability via monetary and fiscal discipline.
