I. INTRODUCTION Environmental dumping of new and used appliances inflicts economic, social, and environmental costs on vulnerable populations in Ghana and the rest of Africa. These new and used appliances [...], Environmentally harmful product dumping ("environmental dumping") of new and used low-efficiency cooling appliances with obsolete ozone-depleting and greenhouse gas refrigerants in African countries impoverishes communities, hinders economic development, threatens ecological systems, and harms public health. The use of low-efficiency cooling appliances increases energy demand, leading to higher power plant emissions and limiting affordable energy access in African countries. These low-efficiency appliances and products contain ozone-depleting refrigerants with high global-warming potential (GWP) or ozone-safe refrigerants with high GWP. Environmental dumping of these appliances and products makes it more difficult for countries to meet their international climate obligations and for the world to meet the Paris Agreement's climate change mitigation targets. Ghana faces high levels of environmental dumping, despite a national ban on importing used cooling appliances and established efficiency standards for new air conditioners and refrigerators. Through the Energy Commission's Office of Renewable Energy, Energy Efficiency, & Climate Change (REEECC), the government of Ghana is partnering with the Institute for Governance & Sustainable Development (IGSD) to stop environmental dumping. This article provides a list of interventions that can be implemented by Ghana, by governments in countries that export to Ghana, and by industry and other stakeholders. Notably, these actions focus on the shared responsibility of exporting countries and manufacturers by calling on exporting countries to update and enhance enforcement of their laws, and on global manufacturers to stop exporting inefficient products with obsolete refrigerants to Ghana and other African countries.

By phasing out production and consumption of most ozone-depleting substances (ODSs), the Montreal Protocol on Substances that Deplete the Ozone Layer (Montreal Protocol) has avoided consequences of increased ultraviolet (UV) radiation and will restore stratospheric ozone to pre-1980 conditions by mid-century, assuming compliance with the phaseout. However, several studies have documented an unexpected increase in emissions and suggested unreported production of trichlorofluoromethane (CFC-11) and potentially other ODSs after 2012 despite production phaseouts under the Montreal Protocol. Furthermore, because most ODSs are powerful greenhouse gases (GHGs), there are significant climate protection benefits in collecting and destroying the substantial quantities of historically allowed production of chemicals under the Montreal Protocol that are contained in existing equipment and products and referred to as ODS "banks". This technical note presents a framework for considering offsets to ozone depletion, climate forcing, and other environmental impacts arising from occurrences of unexpected emissions and unreported production of Montreal Protocol controlled substances, as recently experienced and likely to be experienced again. We also show how this methodology could be applied to the destruction of banks of controlled ODSs and GHGs or to halon or other production allowed under a Montreal Protocol Essential Use Exemption or Critical Use Exemption. Further, we roughly estimate the magnitude of offset each type of action could provide for ozone depletion, climate, and other environmental impacts that Montreal Protocol Parties agree warrant remedial action. The US military continues to fortify its commitment to environmental protection. It has teamed up with industry to develop substitute chemicals and processes that eliminate the need for halons, chlorofluorocarbons and other ozone-depleting substances. It has even collaborated with militaries from developing countries and independent states of the Soviet Union to develop environmentally friendly technologies and solutions to global environmental problems. Large organizations would do well to emulate the new environmental mission of the US military.

Carl Sandberg Environmental dumping is a practice historically associated with the export of hazardous product waste from a developed country for irresponsible and often illegal disposal in a developing country. Now, with the industrialization and globalization of China and other developing countries, environmental dumping can involve both developing and developed countries as origin and destination. This dumping can be especially harmful to attempts to control under the Montreal Protocol ozone-depleting and climate-forcing chemical substances and/or products requiring unnecessarily high energy consumption. While developing country Parties to the Montreal Protocol are allowed to delay their phasedown of climate-forcing and ozone-depleting hydrofluorocarbons (HFCs) during a multi-year grace period, there are advantages to earlier implementation when superior alternatives are already available at reasonable costs, as is the case for many uses of HFCs today. Thus, developing countries can benefit under the Protocol from setting controls for environmental dumping. This article aims to give policymakers, especially those in developing countries, a legal and policy "toolkit" that can be used to stop unwanted environmental dumping. It includes an examination of the history of environmental dumping, illustration of such dumping in practice, a detailed explanation and examination of the legal and policy tools, and a summary of the consequences of environmental dumping. In 1974, Mario Molina and F. Sherwood Rowland warned that chlorofluorocarbons (CFCs) could destroy the stratospheric ozone layer that protects Earth from harmful ultraviolet radiation. In the decade after, scientists documented the buildup and long lifetime of CFCs in the atmosphere; found the proof that CFCs chemically decomposed in the stratosphere and catalyzed the depletion of ozone; quantified the adverse effects; and motivated the public and policymakers to take action. In 1987, 24 nations plus the European Community signed the Montreal Protocol. Today, 25 years after the Montreal Protocol was agreed, every United Nations state is a party (universal ratification of 196 governments); all parties are in compliance with the stringent controls; 98% of almost 100 ozone-depleting chemicals have been phased out worldwide; and the stratospheric ozone layer is on its way to recovery by 2065. A growing coalition of nations supports using the Montreal Protocol to phase down hydrofluorocarbons, which are ozone safe but potent greenhouse gases. Without rigorous science and international consensus, emissions of CFCs and related ozone-depleting substances (ODSs) could have destroyed up to two-thirds of the ozone layer by 2065, increasing the risk of causing millions of cancer cases and the potential loss of half of global agricultural production. Furthermore, because most ODSs are also greenhouse gases, CFCs and related ODSs could have had the effect of the equivalent of 24–76 gigatons per year of carbon dioxide. This critical review describes the history of the science of stratospheric ozone depletion, summarizes the evolution of control measures and compliance under the Montreal Protocol and national legislation, presents a review of six separate transformations over the last 100 years in refrigeration and air conditioning (A/C) technology, and illustrates government–industry cooperation in continually improving the environmental performance of motor vehicle A/C. The level of ambition of the public and policy makers to protect the climate is currently far too low to slow the accelerating pace of climate impacts. Ambition can be strengthened using strategies that disaggregate the overall climate problem into manageable pieces, borrow existing laws and institutions to take fast action following a 'start and strengthen' approach. This is illustrated by the strategy to phase down the production and consumption of high global warming potential hydrofluorocarbons under the Montreal Protocol. Such an approach could cut the rate of global warming in half for the next several decades, and even more in the Arctic and other climate vulnerable regions. This can provide fast success and build the sense of urgent optimism needed to raise ambition to do more to address carbon dioxide emissions - the single largest contributor to climate change. Most refrigerants used today are potent chlorofluorocarbon (CFC), hydrochlorofluorocarbon (HCFC), and hydrofluorocarbon (HFC), greenhouse gases (GHG) that can contribute significantly to anthropogenic climate change and stratospheric ozone depletion. In a business-as-usual scenario, HFC emissions in 2050 have been predicted to be equivalent to 9-19% (CO-eq. basis) of projected global CO emissions. This percentage increases to 28-45% if projected CO emissions result in a 450-ppm CO stabilization scenario. Half of current direct HFC emissions are from mobile air conditioning (MAC) and alternative refrigerants with lower global warming potential (GWP) should have higher energy efficiency. The European f-Gas Directive phases out the use of refrigerants with GWP > 150, including HFC-134a (GWP = 1430) from MACs by 2017. Life-Cycle Climate Performance (LCCP) identifies environmentally superior technology to minimize GHG emissions from refrigeration and air conditioning applications. The comprehensive LCCP model, GREEN-MAC-LCCP© focuses on the current choice among alternative refrigerants that meet the f-Gas requirement starting in 2011. Using GREEN-MAC-LCCP we estimate that the current MAC technology based on HFC-134a refrigerant demands additional fuel during vehicle A/C operation in the: USA by 7%, in the EU by 7%, in Japan by 9%, in India by 15-20%, and in China by 7-10% depending on the humidity. We compare these data with the projected LCCP CO-eq. savings by the year 2017 when HFC-134a will be replaced by a low GWP alternative (GWP < 150) according to the f-Gas rule. We find that refrigerant HFO-1234yf has the potential to reduce global LCCP CO-eq. greenhouse gas emissions by about 7% in 2017, whereas greenhouse gas emissions from air conditioning systems using R-744 (carbon dioxide) refrigerants are estimated to be about 2% greater, compared to the current HFC-134a MAC baseline systems. © 2010 American Institute of Chemical Engineers Environ Prog, 2011 [ABSTRACT FROM AUTHOR]

Current emissions of anthropogenic greenhouse gases (GHGs) have already committed the planet to an increase in average surface temperature by the end of the century that may be above the critical threshold for tipping elements of the climate system into abrupt change with potentially irreversible and unmanageable consequences. This would mean that the climate system is close to entering if not already within the zone of "dangerous anthropogenic interference" (DAI). Scientific and policy literature refers to the need for "early," "urgent," "rapid," and "fast-action" mitigation to help avoid DAI and abrupt climate changes. We define "fast-action" to include regulatory measures that can begin within 2-3 years, be substantially implemented in 5-10 years, and produce a climate response within decades. We discuss strategies for short-lived non-CO2 GHGs and particles, where existing agreements can be used to accomplish mitigation objectives. Policy makers can amend the Montreal Protocol to phase down the production and consumption of hydrofluorocarbons (HFCs) with high global warming potential. Other fast-action strategies can reduce emissions of black carbon particles and precursor gases that lead to ozone formation in the lower atmosphere, and increase biosequestration, including through biochar. These and other fast-action strategies may reduce the risk of abrupt climate change in the next few decades by complementing cuts in CO2 emissions. [ABSTRACT FROM AUTHOR]

The consumption and emissions of hydrofluorocarbons (HFCs) are projected to increase substantially in the coming decades in response to regulation of ozone depleting gases under the Montreal Protocol. The projected increases result primarily from sustained growth in demand for refrigeration, air-conditioning (AC) and insulating foam products in developing countries assuming no new regulation of HFC consumption or emissions. New HFC scenarios are presented based on current hydrochlorofluorocarbon (HCFC) consumption in leading applications, patterns of replacements of HCFCs by HFCs in developed countries, and gross domestic product (GDP) growth. Global HFC emissions significantly exceed previous estimates after 2025 with developing country emissions as much as 800% greater than in developed countries in 2050. Global HFC emissions in 2050 are equivalent to 9-19% (CO2-eq. basis) of projected global CO2 emissions in business-as-usual scenarios and contribute a radiative forcing equivalent to that from 6-13 years of CO2 emissions near 2050. This percentage increases to 28-45% compared with projected CO2 emissions in a 450-ppm CO2 stabilization scenario. In a hypothetical scenario based on a global cap followed by 4% annual reductions in consumption, HFC radiative forcing is shown to peak and begin to decline before 2050. [ABSTRACT FROM AUTHOR]
