Purpose - Over 50 percent of the disasters occur in Asia and in the past five year disasters in the region have killed around half million people. Most of these deaths could have been prevented if reliable and effective early warning systems were in place. The purpose of this paper is to discuss the use of the emerging mobile technology for disaster risk reduction. Design/methodology/approach - LiRNEasia field tested five wireless technologies, including mobile phones, in 32 tsunami affected villages in Sri Lanka; where members in the village were provided training with emergency response planning and given one or more of the technologies for receiving hazard information. Further lessons were learned by sharing knowledge, through a consultation process, on early warning systems with stakeholders in India, Bangladesh, Malaysia, and Indonesia. Findings - The evaluation process concluded mobile phones as the reliable, effective, and affordable solutions for alerting last-mile communities. Disaster risk reduction can be improved using mobile application and leverage the explosive diffusion of the technology even among the poor in developing countries. Practical implications - Coordination within government, including communication to first responders responsible for evacuation and localized warnings, and communication to mass media who serve a critical function in public warning, can be achieved through the use of an SMS engine supplemented as necessary by an informative and robust website. Cell broadcasting can serve as an extremely useful addition to the conventional public warning methods, especially in countries with significant mobile penetration. Purpose – This paper aims to explore the extent to which low-income migrant workers in emerging Asia are aware of and are likely to use mobile phones for remitting money to family members at home.Design/methodology/approach – Data were obtained through a survey of 1,500+ local and overseas migrant workers at the bottom of the socio-economic pyramid and subsequent qualitative research in Bangladesh, Pakistan, India, Sri Lanka, the Philippines and Thailand.Findings – Findings reveal that less than a quarter of respondents in India, Pakistan and Sri Lanka were aware of such services. However, the Philippines and Thailand reported awareness of levels of over 40 percent. Using a logit model to assess socio-economic characteristics of those aware of such services (versus those who are not), findings revealed those aware of such services tended to enjoy higher standards of living, in terms of both income and education and ownership of mobile phones and bank accounts. Barriers to use are also explored.Originality/value – This study is likely one of the first of its kind in attempting to empirically estimate socio-economic characteristics of those aware of such services versus those who are not. Such findings can, undoubtedly prove useful to operators in deciding how best to market such services, including addressing potential barriers to use, such as perceived ease of use and trust and reliability issues. This paper is based on ongoing research into the use of Japanese cute (kawaii) character customisation of mobile phones in the Asia-Pacific region. Far from illustrating a form of homogeneous Japanisation in the region, consumers are using kawaii customisation in diverse ways to articulate practices of interiority and exteriority, cultural capital and habitus. The dominance of cute character culture (‘cuteness’ or kawairashisa) as the mode for customising/personalising technologies such as mobile phones is very particular to this region. So what does this form of ‘humanising’ the dehumanised technological spaces say about local nuances and tendencies? How is kawairashisa being transformed through its appropriation outside mobile phones (in the form of hanging doll-like forms) and inside the telephonic and net spaces via ‘email pets’, as the region moves into 3G (third generation) mobile net telephony? And why has there been so little work into analysing cultural adaptations of kawairashisa outside Japan despite its apparent ubiquity? In his seminal work on Japanese global cultural production, Koichi Iwabuchi evokes the notion of Japaneseness as being ‘odourless’ (2002). This paper revises the notion of ‘odourlessness’ Japanese global products in relation to the use of kawairashisa adornments inside and outside mobile net telephonic spaces. By sketching some of the ways in which the kawaii has been theorised and the current research into mobile telephony, this paper seeks to outline a framework for understanding the ubiquitous phenomenon of mobile customisation that is still relatively under-theorised and under-researched. This article attempts to quantitatively measure the various influences on mobile phone adoption at the bottom of the pyramid (BoP) in Bangladesh, Pakistan, India, Sri Lanka, the Philippines, and Thailand. Based on an existing theoretical framework, adoption is modeled by fitting a logit model to a large six country dataset. The study finds evidence for the importance of social influence in mobile adoption in two modes: one that exerts pressure on individuals to adopt, and another that helps to generate benefits via social networks that are tied in with economic and business networks. The article elaborates on the resulting social policy implications for using mobile telephone services to fight poverty at the BoP in these and similar countries. [ABSTRACT FROM AUTHOR]

In this paper, I approach the question of mobiles in Asian countries by considering the case of Australia. I do so by way of a preliminary inquiry that seeks to explore the intersection between the emergence of mobiles in Australia with transformations in that country's sense of its relationship with Asia. First I discuss the history of the mobile phone in Australia, noting some important uses and representations that formed part of its social shaping. Second, I explore mobiles and the paradoxes of multiculturalism, and also how digital technologies became central to political culture and identity debates in Australia in the early to-mid 1990s. Third, I look at some important moments in the social shaping of text messaging, in which questions of cultural difference were decisive. Finally, I offer concluding remarks about future research on mobiles in Australia and how they are tied into Asian identities. [ABSTRACT FROM AUTHOR]

This paper challenges the current paradigms used for development of on-line dispute resolution (ODR) and its application to regions in Asia that lack telecommunications infrastructure. The next generation of on-line dispute resolution systems will need to reflect both the diversity of cultures and the unique sociopolitical structures of the Global South and address issues related to peace building and conflict transformation using technologies already in use in the region, such as mobile telephony and community Internet radio. This article introduces and provides the context for the themed section on mobile communication in Asia. It suggests that much work remains to be done in adequately grasping the new mobile, mediated face of communication in the very diverse Asian region. It also suggests that such a new direction in research needs to go hand in hand with rethinking the conceptual and theoretical bases of mobile, and indeed, Internet and computer-mediated communication. This article analyzes patterns of expenditure on mobile phone services at the bottom of the pyramid (BoP), following users in six Asian countries: Bangladesh, Pakistan, India, Sri Lanka, the Philippines, and Thailand. We examine whether mobile phone services in the selected countries display characteristics of a luxury good or those of a necessity. We first evaluate the expenditure patterns of mobile phone services among five income groups within the BoP. Then, we estimate the income elasticity of mobile phone services using Engel curves. Based on these analyses, we conclude that mobile phone services are necessities at the BoP. We also find that any increase in price or tax adds the greatest burden on the poorest of the poor. We argue that the current high tax on mobile phone services in developing countries in Asia has an adverse effect on the poor. [ABSTRACT FROM AUTHOR]

The MTN Group, based in South Africa, is a multinational enterprise from an emerging economy (EE-MNE), operating mobile telecommunications networks in Asia and Africa. It was built up by negotiating licences and by acquiring operators, notably Investcom, a Lebanese-owned firm with operations in Asia, Africa and Cyprus. Such opportunities arose from the liberalisation of national markets and the financialisation of the sector. MTN now has licences from some very unattractive governments, to which it pays taxes, provides wire-tapping, collects metadata and censors content. Its business partners have included political parties, cronies of political leaders and individuals on a United Nations asset freeze list. It denies allegations it displaced a rival in Iran by corrupt means. It successfully became a major international operator, but acquisitions have stopped, forcing it to rely on organic growth and new technologies. [ABSTRACT FROM AUTHOR]

Mobile phone access is widespread in Asia; voice connectivity has been achieved for the most part through intense competition, with prices being driven down to almost unsustainable levels. Against the backdrop of intense competition, new services and applications, such as price information alerts, news alerts, mobile money applications, and mobile Internet services, may provide new revenue sources, allowing operators to expand services. More important, from a development perspective, they also offer a way to get information and services with lower transaction costs to customers at the "bottom of the pyramid." This article examines the use of such "more-than-voice" services among telecom users at the bottom of the pyramid in emerging Asia. Through a logistical regression model, it attempts to understand what factors can predict their use in order to inform operators on how they can better serve these markets, and to educate policymakers on how they can assist with policies that will favor greater access. This article reviews Asian mobile communication research since the mid-1990s. First, it identifies key research institutes and funding agencies, not only in Asia but also worldwide public (e.g., the Canadian IDRC) and private (e.g., Microsoft) organizations. It then summarizes the areas of research at micro, meso, and macro levels, including their main topics, methods, and findings, and debates that result from the interaction (and lack of it) among diverse scholarly traditions such as survey, policy analysis, ethnography, action research, and comparative studies. Young as it is, mobile communication research is now a most eclectic area of inquiry, reflecting both the diversity of Asian societies and the growing heterogeneity of communication research itself. What is to remain? Are there centripetal forces that may lead to the confluence of the field in the next 20 years? How does Asian mobile communication research speak to European and American colleagues? Is the trend of changing what Mizuko Ito calls 'technological and intellectual geopolitics' already under way? This article is designed to be first an overview, before more systematic discussions are provided on selected themes of research. The article presents a discussion of recent literatures on the socio-cultural aspects of mobile communication technologies in Asia and the Pacific. These include the comparative survey of mobile communications media conducted by M. Castells, M. Fernandez-Ardevol, J. Qiu, and A. Sey, titled "The Mobile Communication Society: a Cross-cultural Analysis of Available Evidence on the Social Uses of Wireless Communication Technology." Also discussed is the research conducted by G. Goggin titled "Cell-phone Culture: Mobile Technology in Everyday Life."
