School site leadership has commanded the attention of researchers and policymakers in Anglo-American jurisdictions for at least two decades, but little is known about how many other parts of the globe have addressed this topic. This paper reviews published research and policy documents related to school leadership in Latin America between 2000-2016. Applying rapid mapping techniques used for scoping studies, we review 359 research and policy documents and give "coherent, meaningful shape" to what we know and what we don't know about school leadership in the region. Attention in research and policy to school leadership in Latin America was relatively slow to arrive: whilst it grew steadily in the first decade of this century it remains low compared to other regions of the world. We provide an overview of the school leadership policy environment in several countries, describing recruitment, selection, evaluation, and job responsibilities of principals; relevant leadership frameworks; and requirements for training or professional development. We speculate on what might explain the diverse ways that school leadership has been taken up in the region: degree of school system centralization; policy borrowing; stage of development; technocratic problem solving; and neoliberal accountability.

Purpose: This study aims to identify the strategic leadership and change management used to obtain the Association to Advance Collegiate Schools of Business (AACSB) accreditations as well as the research development on AACSB in the past decade. Design/methodology/approach: This study used a systematic literature review following Petticrew and Roberts' study. The articles were limited to empirical studies published from 2013 to 2022, taken from the Dimensions AI database. Findings: The findings suggested that two leadership styles were used to obtain AACSB accreditation: dominance-oriented transformational and financial leadership, alongside three traits of academic leaders: commitment, engagement and encouragement. Additionally, three change management models/processes were found in the articles: teaching evaluation framework, temporary isomorphism and authenticity. Finally, they discovered that the object of the studies on AACSB accreditation had been narrowed down from the organizational level to smaller objects consisting of schools' identity, teaching, learning and business schools' key players. Research limitations/implications: As this study only used Dimensions AI, potential articles related to the topic outside the database could not be obtained. Thus, it limits the scope of the findings of this paper. Practical implications: This study informs academic leaders in business schools about the role of strategic leadership and change management in obtaining AACSB accreditation. Originality/value: Through a systematic scoping review, this study presented a decade of research development on AACSB in addition to the strategic leadership and change management needed to obtain it.

There will be elaborated several facts about creativity in Twenty First-Century educational reforms in six countries (The US, India, Chile, Mexico, China, and Singapore). The crucial source of the content in the paper relies on the book, "Teaching and Learning for the Twenty-First Century" (Reimeres and Chung, 2016). Nevertheless, my exploration of creativity in modern education in the six countries has a limited range. Creativity depends on three meaningful factors of education such as equality, quality and implementing modern educational reforms. The paper sheds light on similarities and differences of six countries that they experience with the three factors (equality, creativity, and implementing modern educational reforms). All countries strive to apply equality in the whole country, although, none of the countries has employed equality throughout the nation. Some countries made better progress on applying equality in education, and others are facing many obstacles with equal education throughout the country. Creativity is significant to every educational system, and it is interrelated with equality and applying modern education. The US system of education applies creativity in a few school districts. Other countries state creativity in their curriculum, but they do not use it in the classrooms at all. Six countries have different economic development, and different economic demands; therefore, they have different approaches to implementing modern educational reforms. Despite the fact all countries have dissimilarities with implementing creativity in educational reforms, they all know creativity's weight in modern education. Creativity as a first step of the innovation that defines the progress of education especially accelerates the growth of the entire economy within a society.

The paper argues that contemporary test validity theory places the consequences of testing on the lives of all college applicants at the back of the test validation argument. It introduces the notion of test efficacy as a process to gather evidence on claims on consequences of testing on all college applicants that can be traced back to validity. The paper proposes a test efficacy framework to evaluate test efficacy claims on the impact of admission examinations on all college applicants (not just those attaining the admission standard).

In this paper, the author analyzes 89 studies published from 1990 through 2020 that focused on literacy preservice teachers' involvement in action research as part of learning to teach. In doing so, the author provides an example of why critical reflexivity is necessary in qualitative literature review methods. The author relies on a social practice view of race and uses activity theory to answer the questions: How have researchers considered race as a factor in research on literacy preservice teacher education? How can preservice teachers' experience with research be (re)designed to help develop their racial literacy? Findings demonstrate that in the reviewed studies, 51% of researchers addressed preservice teachers' race, and 34% addressed K-12 students' race. Far fewer studies, however, acknowledged their own race or that of field supervisors and mentor teachers, which ultimately minimized their roles. Findings also emphasize four design principles for literacy teacher education programs that aim to include research: collaboration between K-12 partners and universities; selective teacher educator scaffolding; engagement with diverse communities; and extensive time spent as part of the pathway toward racial literacy. The implications and uses of an existing literature base that reflects shifting reporting standards related to race are also examined.

The COVID-19 pandemic generated a new scenario in education, where technological resources mediate teaching and learning processes. This paper presents the development of a virtual teacher training experience aimed at promoting inferential reasoning in practicing and prospective mathematics teachers using inference problems on the Chi-square statistic. The objective of this article is to assess the implemented or intended institutional meanings and the degree of availability and adequacy of the material and temporal resources necessary for the development of the training experience. For this purpose, we use theoretical and methodological notions introduced by the Ontosemiotic Approach to Mathematical Knowledge and Instruction (OSA), among which are the notions of practice and suitability criteria. The participants of this experience were divided into three groups; one of them was comprised of practicing teachers and the other two of prospective teachers. The intervention used different virtual modalities that enabled the development of the participants' inferential reasoning in a similar way.

In this paper we analyze the semantic and pragmatic properties of a colloquial interrogative construction attested in European Spanish, which we label invariable "qué" questions (IQQs). In doing so, we contribute to the better understanding of a relatively understudied phenomenon in Spanish, given that IQQs have been mainly approached from a purely syntactic standpoint. We claim that evidentiality and irony play a crucial role in the understanding of IQQs. Because of their special interpretative functions, as well as the fact that they do not appear to have a clear correlate in other languages, we believe IQQs pose a challenge to the second language student, which is why we further offer a step-by-step proposal to introduce IQQs in the Spanish as a second language class.

This paper aims to evaluate and discuss the digital competence of academics at universities, to identify challenges and define recommendations for policy. This study was conducted through collaboration between the Joint Research Centre (JRC) of the European Commission and Metared of the Universia Foundation, surveying 30,407 participants who present the perceptions of their own digital competence levels. These self-reflections took place in universities in seven countries, namely Argentina, Brazil, Colombia, Chile, Peru, Mexico and Portugal, and used the Check-In tool, which consists of 22 questions based on the European Framework for the Digital Competence of Educators--or 'DigCompEdu' framework. A descriptive statistical analysis was performed, followed by a qualitative evaluation. Almost 70% of the academics have an average intermediate level of competence when the data is aggregated, with results varying in each DigCompEdu area according to the specific question asked. There is no significant difference between young and senior academics, as well as between men and women. The results present a discussion of whether the age and gender of educators and their work environment have an impact on their digital competence level, and at the same time highlights the areas in which educators perceive themselves to be most and least competent. It shows how the amount of institutional support that is offered affects the academics' perceptions of their level of digital competence. On the basis of the results, recommendations are presented for higher-education institutions, with the aim of supporting the professional development of their academics.

This paper presents a compilation of personal reflections from 66 contributors on the impact of, and responses to, COVID-19 in accounting education in 45 different countries around the world. It reveals a commonality of issues, and a variability in responses, many positive outcomes, including the creation of opportunities to realign learning and teaching strategies away from the comfort of traditional formats, but many more that are negative, primarily relating to the impact on faculty and student health and well-being, and the accompanying stress. It identifies issues that need to be addressed in the recovery and redesign stages of the management of this crisis, and it sets a new research agenda for studies in accounting education.

Latin American countries have evolved over the years. Still, after years of military reign, socioeconomicinstability, and civil wars, the region has been known for its anti-hegemonic economic growth (educationalpolicies) strategies. Central and South America's educational system has long been under investigation by researchers both theoretically and empirically. The transition of its education system through the introduction of centralized, liberalized, and populist ideology has sparked many researchers' interest. This paper aims to understand and compare 14 Latin American countries' education orientation. The study uses a matrix table to visualize the qualitative finding.

The purpose of this paper is to comprehend the importance that grammar has in the teaching of writing in the Hispanic American countries and Spain. To achieve this, the discussion that has taken place in these countries about the importance of sentence grammar in the teaching of writing is analysed. Three proposals for the contextualised teaching of grammar are systematised from the literature review: those that are focused in the writing process, those focused on metalinguistic reflection and those with a greater emphasis in the grammar of text. Besides, the school curricula of 14 Spanish-speaking countries that were involved in the international assessment of TERCE are examined. This analysis shows an evident attachment to the communicative approach of grammar. This means that in almost all countries grammar is taught linked to the linguistic skills of reading, writing or orality, with an especial emphasis in writing. Also, two tendencies can be observed in the curricula of this countries, that guide the way in which curricula use sentence grammar to have an impact on written communication: (i) from sentence grammar to text grammar and (ii) from text grammar to sentence grammar.

The relationship between theory and qualitative research has been extensively examined in the literature and has emerged as a problematic matter. This debate has been driven forward mainly in Anglo-Saxon countries and has done scant justice to an understanding of these issues in regions of the South. This paper addresses this matter by drawing on a geopolitical perspective. The study here provides an analysis of 24 papers by Latin-American researchers in higher education, as included in the Web of Science between 2006 and 2015. Theories in Latin America are mainly produced in the North and exhibit two patterns: (i) critical perspectives are used to address local problems -- 'epistemic problematization'; and (ii) a nuancing of Northern theories so as to contextualize them -- 'epistemic nuancing'. Suggestions are also made for a new configuration of knowledge production in higher education studies -- a model of knowledge from and for the South.

Education is the core of the factors that improved people for a better lifestyle and increases the level of society' development. Quality education is one of the most vital goals of Sustainable Development Goals (SDGs) due to actualizing these factors. Using relational network data envelopment analysis (DEA), which have three interrelated substages, this current paper computes the educational economy efficiency of the Organisation for Economic Co-operation and Development (OECD) countries bearing in mind the characteristics related to SDGs. The contribution of our study is the use of a novel approach to computing the educational economy efficiency using relational network DEA with GAMS. Even though some interesting differences reveal in the efficiency of the countries, the findings show that countries with high-efficiency scores are clustered around countries like Latvia, Slovenia, and Korea.

Worldwide, innovation in education is highly perceived as an effectual approach to promote awareness for sustainability. International organizations interested in education, research and training support projects seeking modernization of Higher Education (HE) and put much emphasis on developing new curricula, teaching methods or materials to respond to current needs. Building ties and promoting cooperation between institutions around the world through Universities and academic arenas are central in innovative educational approaches. This paper reflects on one of such projects; the Center for Natural Resources and Development (CNRD) which aims at supporting achieving the Millennium Development Goal (MDG) 7. Eleven University faculties in Brazil, Chile, Egypt, Germany, Indonesia, Jordan, Mexico, Mozambique, Nepal, and Vietnam form part of the CNRD, covering natural, engineering, and social sciences disciplines. To develop solutions for one of the most pressing problems of today; creating sustainable cities, students, teachers and researchers work together in a trans-disciplinary approach. The paper principally deals with the question of how international research and education networks can narrow the distance between countries and promote awareness of sustainability. It discusses approaches in joint education, using modern media and e-learning activities and their contribution to raise awareness of sustainability among young researchers. The aim of this paper is to describe Dewey's reception in the Spanish-speaking countries that constitute the Hispanic world. Without any doubt, it can be said that in the past century Spain and the countries of South America have been a world apart, lagging far behind the mainstream Western world. It includes a number of names and facts about the early translation of Dewey's works in Spain, Chile, Cuba, Mexico and Argentina in the first half of the century and a brief explanation of the decline of Dewey in the second half. To a great extent, Dewey's conception of education was immersed in the international movement of reform that started at the turn of the century and would eventually slowly but surely, renovate the structure of the educational system throughout the entire century, including that of South America. But it is equally clear that the Spanish-speaking countries have displayed a general ignorance of Dewey and, by extension, of American pragmatism during most of the century. In spite of mutual incomprehension, a deep affinity between Dewey's pragmatism and Hispanic philosophy is suggested in this paper, anticipating that the gradual process of democratization of Spain and the Hispanic countries of South America may be in some sense related to the rediscovery of Dewey and to the application of his key ideas in education. After decades of neglect of Dewey and of his contribution, there is a strong feeling not only that his conception of things is important to understand the last century but that Dewey--along with Peirce and other American classical pragmatists--may very well prove to be a key thinker for the XXIst century also in the Hispanic world. Along this vein, the recent resurgence of pragmatism can be understood not as the latest academic fashion but the occasion to start to close the gap between the two worlds.

This paper elaborates three leadership roles to turn school networks into vehicles for powerful learning and democracy. These leadership roles were identified through a review of four school networks, three in the Global South and one in the English-speaking world. The networks were selected for the availability of case studies about their development and the existence of evidence suggesting impact on at least two of the following three areas: improved student learning, enhanced professional capacity, and improvement of the larger system where they operate. The case studies were reviewed with the explicit intention of eliciting the role of leadership in nurturing effective collaboration and advancing widespread cultural change in and through school networks. The three network leadership roles identified are: (1) Lead Learner (creating the conditions for people in the network to learn while learning alongside them about what works and what doesn't); (2) Culture shifter (transforming the culture of collaboration and learning in the network and its participating schools); and (3) System changer (influencing change in the larger educational system where the networks operate).

Higher education systems globally have seen major increases in women's participation and the overall trend in OECD countries has been a transition from the traditional male majority in enrolments to a substantial female majority. Prompted by a recent reversal of this trend, this paper explores gender differences in participation in higher education in 27 OECD countries between 1971 and 2015. While increased participation by women was thought to be part of the solution to persistent gender inequalities we argue that this is not an inevitable outcome. Our argument is based on an analysis of changes in the gender composition of the student population, using available secondary data. We explore how changing gender differentials are linked to the concurrent massification of HE, changing distribution of enrolments by field of study, changes in sex segregation by field, features of national education systems and wider social structural differences related to gender. Our analysis examines the complex interaction between discipline-specific levels of sex segregation and overall levels of gender parity. We argue that that sex segregation needs to be considered alongside women's long-standing higher participation rates to understand why the latter has not triggered a transformation in the gendered division of labour.

This paper examines the strategies used by speakers of Spanish as a second language (L2) for marking Information Focus, a phenomenon found at the syntax-discourse interface. Sorace and colleagues have proposed the Interface Hypothesis, according to which the syntax-discourse interface poses unique challenges for bilinguals (Sorace, 2011). With respect to Spanish, there exists a gap between the theoretical and empirical literatures on Focus realization; the former suggests that Focus must appear in sentence-final position, yet recent experimental work challenges this claim, showing that Focus commonly remains in situ. Using a speeded production task, we compared the response patterns of L2 Spanish speakers to that of natives in order to bring additional evidence to bear on the debate. Results revealed an asymmetry: L2 learners converged with native speakers on Subject Focus but not on Object Focus, where proficiency mediated overall divergences, indicating a change toward more nativelike Focus-marking strategies over time. We discuss our findings in light of the Interface Hypothesis and existing theories of Focus marking in Spanish.

Purpose: This paper aims to present an approach to achieve accessible and inclusive Virtual Education for all, but especially intended for students with disabilities. This work proposes main steps to take into consideration for stakeholders involved in the educational process related to an inclusive e-Learning. Design/methodology/approach: The paper pays particular regard to accessibility in Virtual Education. This work is based on the activities prepared from years 2012 to 2015 within the initiative called ESVI-AL. This initiative was carried out in conjunction with Latin American and European Universities; for this paper, experiences and best practices from the initiative were used to prepare the proposed approach. Findings: The aim of ESVI-AL initiative was to offer products that can help in the development of an accessible and inclusive e-Learning education. Among the main results were reports, case studies, practical guidelines, training courses and software to install virtual campuses with accessibility features. Social implications: Nowadays, few countries have laws promoting and enforcing accessibility for e-Education and e-Society. This work aims to sensitize educators from different countries and raise awareness on the importance of working together toward an inclusive society based on accessible e-Learning. Originality/value: Based on a literature review and ESVI-AL initiative results, a descriptive overview was prepared as a starting point for the four identified main actors of an educational project, namely, educators, technical staff, quality auditors and students, with special emphasis on students with disabilities.

This paper discusses the background, current situation and challenges of educational integration and inclusive education in Mexico and Chile. These countries obtained similar low results on the academic achievement of their students (Mexico last and Chile second last) among OECD countries; and above average scores, among Latin-American countries. In both countries educational integration began as a consequence of legal changes mandating that students with special educational needs (SEN) be attended in regular schools. School financial systems in Mexico and Chile are very different. In Mexico, educational services are predominantly public, while in Chile the state provides subsidies for students to attend both public and private schools. These differences have had an impact in educational integration procedures. In Mexico, students with special educational needs are served by special education professionals affiliated to the schools. In Chile, school principals hire, with the subvention provided by the government, specialists to offer support to the students enrolled. In both countries, educational integration has benefited integrated students. However, many adjustments still need to be made in both countries in order to install more adequate inclusive processes.

This paper characterizes household spending in education using microdata from income and expenditure surveys for twelve Latin American and Caribbean countries and the United States. Bahamas, Chile, and Mexico have the highest household spending in education and Bolivia, Brazil, and Paraguay have the lowest. Tertiary education is the most important form of spending, and most educational spending is performed for 18- to 23-year-old individuals. More educated and wealthier household heads spend more in the education of household members. Households with both parents present and those with a female main income provider spend more than their counterparts. Urban households also spend more than rural households. On average, education in Latin America and the Caribbean is a luxury good, whereas it may be a necessity in the United States. No gender bias is found in primary education, but at secondary school age and up households invest more in females than in males.

In this paper, we estimate the causal effect of an extra year of schooling on mathematics performance for seven Latin American countries based on PISA 2012. To that end we exploit exogenous variation in students' birthdates around the school entry cut-off date using both sharp and fuzzy Regression Discontinuity designs. We find strong effects of an extra year of schooling in most countries, which amount to a 30% increase in PISA test scores in Brazil, 18% in Uruguay, 7% in Argentina and 6% in Costa Rica. These effects differ from the typical estimates obtained from simple regressions or multilevel models and are large enough to allow 15-year-old students to reach higher proficiency levels, suggesting significant potential gains of reducing dropout rates in the region. Finally, we stress the importance of taking into account the effects of school entry cut-off dates on PISA samples to avoid making unfair international comparisons.

The scenario of Latin America in the higher education area, especially in Chile and Mexico, appears to be significantly affected by some European influences. We can see this by examining the implementation of two "hegemonic tools": the Bologna Process and the Tuning Project. This paper argues that if we analyse the European influences as a normative power (NPE) on the construction of a common space in higher education in Chile and Mexico, the hegemonic process may, perhaps, prove to be focused on an "alternative imperialism", based on Eurocentric discourse, which could also be called a "post-colonialist" strategy. This article will seek to show that European influences, exercised by the EU operating as a normative power, are only the "tip of the iceberg" of the hegemonic process. The paper is divided into five parts: following the introduction, a general overview of the Bologna Process opens the discussion of questions of American or European hegemony. After that, I analyse NPE and the "ontological quality" of the EU as a hegemonic power. The empirical cases of European influences, on Chilean and Mexican HE, are analysed in detail in order to show the most significant impacts on their public and university policies. Finally, I offer a view of the Bologna Process as a "European hegemonic instrument" of NPE. (Contains 3 notes.)

This paper analyzes the historical European influences on Latin American higher education. It describes three important types of influences: (1) academic exchanges; (2) university government; and (3) the organization of professorships. According to some experts, this century has been one of the most significant epochs of change in Latin American higher education because it has seen the combining of some aspects of the "American model," such as the concept of professionalization, and some aspects of the "European model," such as the Bologna process and the Tuning Project. This paper sees that the scenario that structures the basis of European influence in Chilean and Mexican higher education would be determined first by two external variables: (a) the cooperation partnership status achieved by the agreements and (b) the horizontal programs, which are affecting academic and research activities in Chilean and Mexican higher education. These actions represent political strategies based on international relationships, which have the effect of consolidating strong European influences. This paper describes Latin America higher education and the European influences in Latin American countries through two hegemonic tools: the Bologna process and the Tuning Project. Then it analyzes the historical relationships among the EU, Chile, and Mexico in the field of higher education and their participation in the EU-LAC [the European Union and Latin America and the Caribbean], Bologna, and Tuning processes. They are producing much more significant and direct effects in the higher education of the countries involved. These projects have found a place of intercontinental encounter in Latin America to construct there and in Europe a mega-European dream, a "common space for higher education." (Contains 15 notes.)

The academic programs at the graduate level are increasingly interested about the enrollment management challenges in terms of international student mobility. Understanding fundamental enrollment concepts to attract international students provides the essential key to consider the competitive environment concerning university resources, academic program potential, complex cultural dynamics, and workplaces among others. Based on a six-year quantitative and descriptive statistical study, this paper addresses the trends of first-time graduate enrollment and patterns of international student mobility by faculty at the University of Puerto Rico at Mayaguez. Results revealed the sustained trend of graduate enrollment of international students mainly from South America, Central America, and the Caribbean among others. Moreover, the presence of international graduate students adds a dimension of diversity to UPRM between teaching and research undertakings that enhance the Colleges of Engineering, Arts and Sciences, Agricultural Sciences, and Business Administration. The international student mobility has a consistent tendency mainly in the Colleges of Engineering, Arts and Sciences, and Agricultural Sciences. This consistency resembles the quality and reputation recognized by educational institutions and organizational world rankings. In-depth, understanding the trends related to international graduate enrollment and mobility should be considered by institutional leaders and administrators at UPRM to make knowledgeable decisions and to effectively set priorities to recruit highly qualified international students.

In recent decades, many Latin American governments have implemented policies to expand opportunities in higher education, aiming at reducing discrimination and social inequalities. These policies have taken different forms, according to the peculiarities of the respective higher education systems. The purpose of this paper is to explore the scope and limitations of these policies. We develop our analysis of theoretical literature on the subject, and review empirical information available from secondary sources of recent experience in five countries: Argentina, Brazil, Chile, Mexico and Venezuela. Argentina has increased opportunities for disadvantaged social sectors by expanding the public sector. Brazil has attempted to improve access for ethnic and social minorities in both public and private institutions. Chile is a unique case because of the continuing commitment to allow market forces to shape higher education. In Mexico, increased opportunities for access have resulted from the creation of intercultural universities and technical institutions in the public sector, as well as through growth in the private sector. Finally, in Venezuela, expansion occurred through the creation of a new system of universities that operates in parallel to traditional public institutions. We note that, in all cases, the policies reflect an underlying belief that there are only benefits to unlimited expansion, without regard to possible consequences, such as an excess of university graduates in economies with limited job opportunities for them. Moreover, these policies do not take into consideration the deficit of cultural and educational capital of young people who come from the most marginalised social sectors, deficits that may hinder their success. Concepts such as 'overeducation' or 'credencialism' call into question that optimistic belief and explain the limitations of the coverage expansion in terms of real democratisation.
