This paper addresses two questions: how can gender equality contribute to the inclusive growth in Sub-Saharan Africa, and what policies should be implemented by these countries to promote gender equality? First, the significant links between gender equality and inclusive growth in Africa imply that reducing gender inequality in key domains warrants greater attention. Second, even as most African economies have seen higher growth and improved development outcomes in the 2000s, many gender gaps have persisted even while others have narrowed. Third, to design and implement corrective policies to reduce the gender gaps that are most significant, it is necessary to understand the reasons for their persistence, and to focus on addressing these underlying causes. Fourth, although priorities will differ across countries, the priority gender disparities across most of Africa are: gaps in primary and secondary school enrollment among specific populations and in remote geographic locations; excess female mortality due to maternal mortality and HIV/AIDS infection; and gaps in earnings in agriculture and entrepreneurship. Fifth, a body of evidence from Africa, and from other developing regions, points to effective ways of reducing these disparities. In sum, the time is right for African governments to prioritize efforts to enhance gender equality in their societies. Closing gender gaps is not only an integral part of development, but it can also contribute to the process of raising productivity that underpins inclusive growth. [ABSTRACT FROM AUTHOR]
