The primary purpose of this paper is to review and evaluate the causes of educational poverty in less developed countries. The basic intent in carrying out such a study is to define and derive the role of governing agencies in deliberately creating educational poverty in the country, so that the private interest of the rich and powerful ruling class can be fully safeguarded. This study is of crucial interest to the common man because majority of the people living in less developed countries are poor in spite of the fact, that almost all these countries own ample human and material resources. However, the common man in these countries is continuously suffering, generation after generation, and has been denied access to basic amenities of life. The rich and powerful ruling class, in majority of the less developed countries, has intentionally denied basic education facilities to its people for keeping them ignorant and unaware of their fundamental rights to share national resources and to gain competence for comfortable living in the society. The paper advocates a complete reversal in economic growth policies of the less developed countries so that top priority is given to those projects and programs that directly benefit the common man in the society. In this respect, the author calls for awareness among the people to exercise their economic and social rights so that people of all the strata can share equally the fruits of growth and prosperity.

Background: Statistics are critical in holding governments accountable for the well-being of citizens with disability. International initiatives are underway to improve the quality of disability statistics, but meaningful ID data is exceptionally rare. Method: The status of ID data was evaluated in a review of 12 national statistical systems. Recurring data collection by national ministries was identified and the availability of measures of poverty, exclusion, and disadvantage was assessed. Results: A total of 131 recurring systems coordinated by 50 different ministries were identified. The majority included general disability but less than 25% of the systems screened ID. Of these, few provided policy-relevant data. Conclusions: The scope of ID data was dismal at best, though a significant statistical infrastructure exists for the integration of ID data. Advocacy will be necessary. There is no optimal form of data monitoring, and decisions regarding priorities in purpose, targeted audiences, and the goals for surveillance must be resolved. Comparative studies often highlight the negative effects of federalism for welfare state expansion. We examine Brazil and India, which have both enhanced their welfare effort despite political fragmentation. We argue that federalism’s effects must be seen together with degrees of party system nationalisation. In Brazil, new social policies have reinforced a move towards greater party system nationalisation. Control over anti-poverty programmes has been recentralised leading to more even outcomes. In India, while the central government also introduced new social policies, expansion has been filtered by political regionalisation. In this study we examine poverty in local fisheries using a social-ecological resilience lens. In assessing why "fishery may rhyme with poverty", Christophe Béné suggests a typology of impoverishment processes, which includes economic exclusion, social marginalization, class exploitation, and political disempowerment as key mechanisms that accelerate poverty. We extend his analysis by exploring these four mechanisms further and by intertwining them with processes of environmental change and degradation. Our goal is to understand poverty in local fisheries as a process rooted in social and institutional factors as influenced by ecological dynamics. We argue that understanding poverty will require a focus on the social-ecological system (SES) as a whole, and addressing poverty will mean rebuilding not only collapsed stocks but the entire social-ecological system, including restoring relationships between resources and people. Information from two cases, the Chilika Lagoon on the Bay of Bengal in India, and the Paraty region on the southeastern coast of Brazil, is used to understand how fishery social-ecological systems come under pressure from drivers at multiple levels, resulting in a range of impacts and pushing the system to a breaking point or collapse. We analyze elements of what it takes for the whole system to break down or collapse and push fishers into poverty and marginalization. The Chilika SES has already broken down, and the Paraty SES is under pressure from multiple drivers of change. The two cases help contrast key dynamics in the social, cultural, economic, political, and environmental spheres, for lessons on system collapse and recovery. Rebuilding fisheries may be examined as a process of building and strengthening resilience. The challenge is to make the fishery social-ecological system more resilient, with more flexibility and options, not only within fishing activities but also within a range of other sectors. The aim of this paper is to contribute to our understanding of unfree labour in the contemporary global economy, the processes by which it is generated, and its connections with poverty and vulnerability. I challenge dominant ‘residual’ views of unfree labour as either external to global economic activity or occurring solely within small-scale, localized or non-market contexts. Instead, I contend that unfree labour needs to be understood in ‘relational’ terms as a particular form of ‘adverse incorporation’ in the global economy. This form of adverse incorporation is constituted through the circular interaction between, on the one hand, the functioning of the global productive economy and associated labour markets, and, on the other, the social relations of poverty which give rise to vulnerability and to unfree labour.
