Reconciling food security, economic development and biodiversity conservation is a key challenge, especially in the face of the demographic transition characterizing many countries in the world. Fisheries and marine ecosystems constitute a difficult application of this bio-economic challenge. Many experts and scientists advocate an ecosystem approach to manage marine socio-ecosystems for their sustainability and resilience. However, the ways by which to operationalize ecosystem-based fisheries management ( EBFM) remain poorly specified. We propose a specific methodological framework-viability modelling-to do so. We show how viability modelling can be applied using four contrasted case-studies: two small-scale fisheries in South America and Pacific and two larger-scale fisheries in Europe and Australia. The four fisheries are analysed using the same modelling framework, structured around a set of common methods, indicators and scenarios. The calibrated models are dynamic, multispecies and multifleet and account for various sources of uncertainty. A multicriteria evaluation is used to assess the scenarios' outcomes over a long time horizon with different constraints based on ecological, social and economic reference points. Results show to what extent the bio-economic and ecosystem risks associated with the adoption of status quo strategies are relatively high and challenge the implementation of EBFM. In contrast, strategies called ecoviability or co-viability strategies, that aim at satisfying the viability constraints, reduce significantly these ecological and economic risks and promote EBFM. Summary Following a precise evaluation protocol that was applied to a pool of 202 articles published between 2003 and 2014, this paper evaluates the existing evidence of how and to what extent capture fisheries and aquaculture contribute to improving nutrition, food security, and economic growth in developing and emergent countries. In doing so we evaluate the quality and scientific rigor of that evidence, identify the key conclusions that emerge from the literature, and assess whether these conclusions are consistent across the sources. The results of the assessment show that while some specific topics are consistently and rigorously documented, thus substantiating some of the claims found in the literature, other areas of research still lack the level of disaggregated data or an appropriate methodology to reach consistency and robust conclusions. More specifically, the analysis reveals that while fish contributes undeniably to nutrition and food security, the links between fisheries/aquaculture and poverty alleviation are complex and still unclear. In particular national and household level studies on fisheries’ contributions to poverty alleviation lack good conceptual models and produce inconsistent results. For aquaculture, national and household studies tend to focus on export value chains and use diverse approaches. They suggest some degree of poverty alleviation and possibly other positive outcomes for adopters, but these outcomes also depend on the small-scale farming contexts and on whether adoption was emergent or due to development assistance interventions. Impacts of fish trade on food security and poverty alleviation are ambiguous and confounded by a focus on international trade and a lack of consistent methods. The influences of major drivers (decentralization, climate change, demographic transition) are still insufficiently documented and therefore poorly understood. Finally the evaluation reveals that evidence-based research and policy narratives are often disconnected, with some of the strongest and long-lasting policy narratives lacking any strong and rigorous evidence-based validation. Most countries in Africa have promoted some form of decentralized fisheries management either as discrete co-management projects or as a component of broader decentralization processes that cut across other sectors. These initiatives were shaped by an international policy narrative that emphasises participation in decision making and development. A review of fisheries decentralization experiences in Cameroon, Niger, Nigeria, and Malawi reveals marked differences in purpose, strategy, and performance. In general, co-management projects are limited by their ability to scale up new practice and to maintain viable and representative management institutions. In other cases, the decentralization process is not well supported politically or locally or does not articulate with fisheries policy. Experiences of decentralization in other sectors provide useful lessons. Acknowledging the informal institutional environment orrealpolitikof fisheries and the rural economy could provide opportunities to better manage and review the process of decentralization. Using a new framework combining vulnerability and exclusion as two central dimensions of poverty, this article revisits some of the long-standing beliefs about poverty in small-scale fisheries. We argue that the issue of poverty in fish-dependent communities cannot be reduced to a simple correlation between income poverty and fishery dependence. A more thorough analysis is required that must account for the diversity of fishing-related livelihoods and the complexity of causes of poverty, both inside and outside the sector. The article highlights how poverty in fishing communities often relates to a wide range of socio-institutional factors other than income, including landownership, debt, access to health, education and financial capital, and marginalisation from political decision making. The empirical examples used in this article refer to inland capture fisheries from the Volta and Mekong basins but, arguably, the analysis applies to other fisheries (inland and coastal) in developing countries. Abstract: The intensification of agricultural productivity through technological innovation has often been reported to induce considerable social and economic transformation in the rural communities where those innovations are introduced. This paper investigates those changes in the case of acadja, a particular technique for intensifying fishing, which has been adopted in various parts of the developing world. Using the case of Lake Volta in Ghana, the paper investigates the social and economic impacts of this technique, looking in particular into issues of income, assets and (re)distribution of the wealth created by those acadjas. Our analysis shows that the impact of acadjas on fishing communities is mixed. While acadja certainly helps to enhance the supply of protein-rich food and may have trickle down effects at the community level, those positive contributions are greatly reduced by other more negative effects. The data show in particular that acadjas are not a poor-neutral technology in the sense that their contribution to household income seems to benefit disproportionably the wealthiest owners. As such, acadja fisheries often create negative sentiments amongst the households who cannot afford investing in this technology, creating a situation which may lead to social tension and intra-community conflicts. An index of economic vulnerability is developed and used with a more conventional measure of income poverty to explore vulnerability and chronic poverty in isolated rural communities. The method is applied to data from remote rural fishing-farming communities in Congo. The analysis highlights the high vulnerability of full-time fisherfolk and identifies mobility as a key factor increasing vulnerability. In line with other recent economic research, our work also shows that households can remain highly vulnerable even when their incomes lie well above the average local income. These different results are consistent with the more specialised literature on small-scale fisheries, confirming the robustness of the analysis proposed in this paper. [ABSTRACT FROM AUTHOR]

Abstract: Small-scale fisheries in developing countries are often perceived as being a low-productivity and backward informal sector. As a result they are rarely considered in poverty reduction programmes and rural development planning. In this paper, we investigate the dual role of fish as a food and cash crop through data collected in river fisheries in Democratic Republic of Congo (DRC). Fishing in this very remote rural region of DRC is operated both by men and women, as part of a household multiple activity livelihood strategy. The data shows that poor households rely heavily on fishing for their supply of protein-rich food, in particular through women’s subsistence catches. Fishing also appears to be the main source of cash-income for the majority of households, including local farmers. Based on these findings and a review of the literature, the paper argues that small-scale fisheries can play a fundamental role in local economies, especially in remote rural areas where they strengthen significantly the livelihoods of people through their role in both food security and cash-income generation. In this paper, we first look retrospectively at the perceptions embraced by academics, international agencies and practitioners of the relation between fisheries and poverty in developing countries and we try to identify the underlying paradigms which have structured these perceptions. The review reveals how the debate has focused on the economic (low income) and biological (overexploitation) aspects of the problem. We then revisit these perceptions in the light of the recent conclusions drawn from other sectors and in particular from the new “consensus” on poverty proposed by the international community. Incorporation of the recent research on poverty helps to show how socio-institutional mechanisms governing people’s access to fisheries resources––rather than the resources themselves––play such a critical role in vulnerability to poverty. Finally, a typology identifying four different categories of intrasectoral exclusion mechanisms is developed and illustrated through empirical studies derived from African and Asian fisheries. Abstract This study provides a first evaluation of the biological impact of a marine fishery reserve on the stock of queen conch (Strombus gigas ) in the Turks and Caicos Islands. The density and the shell length of the population living in the reserve are compared with those of the individuals living in the surrounding fished areas. The results show that the adult density is six times higher in the reserve than in the fished areas. The shell length analysis shows that both adults and juveniles are significantly smaller in the reserve than in the fished area. This unexpected result suggests the existence of a crowding effect (i. e. a high density-induced reduction in growth rate) within the ­reserve. It is hypothesised that this crowding effect is due to the superimposition of two factors leading to very high density values in the reserve: (a) the reduced fishing mortality following the creation of the reserve, (b) the existence of natural barriers that impede the emigration of adults outside the reserve. Small-scale fisheries in Ghana are declining in response to the global fisheries crisis. The policies to curb this situation are dependent on the wellbeing of fishers in terms of material condition, quality of life, and transformative strategies for sustainable livelihoods. This paper employs survey data to investigate the wellbeing of fishers, using descriptives, principal-component analysis, and structural equation modelling. The results revealed that the summative effect of material condition, quality of life, and sustainability on fishers' wellbeing is low. Despite the low ranking of income (lower among men fishers than women fish processors), basic necessities, and government support, fishers are still motivated to work but claim that their children may one day be locked out of the industry. This paper addresses the gap in the literature by establishing the need to enhance educational facilities for the children of fishers, while complementing with investments that create job opportunities in the fishing communities. This paper, based on fieldwork results, explores traditional management systems (TMS) in the arid zone fisheries of north-eastern Nigeria with particular reference to their impact on rural poverty. The first section provides a historical background by tracing the evolution of the TMS since the nineteenth century, with reference to government policy on fisheries management and poverty alleviation. The second gives an overview of TMS, including definitions, distribution, principal objectives, regulatory mechanisms and the impact of TMS on the performance of the fisheries and on the livelihoods of rural people. The third considers the perceptions and attitudes of the fishing communities with regards to the fisheries and TMS. The paper concludes, paradoxically, that while TMS provide a basis for the sustainable livelihoods of many fishing people, they also reflect and enforce the social positions of the rich and powerful members of society who oversee them, at the expense of the poor. In the future, poverty alleviation in fisheries will need to incorporate both sectoral and non-sectoral strategies– dealing with the existing‘paradox of TMS’ by encouraging appropriate institutional changes and community development, and recognizing the importance of employment creation in other sectors of the economy as a source of alternative income.
