The emergence of agreements between private pathway colleges and public English-medium institutions represents a new development in internationalization that further challenges the public higher education landscape. While these institutional arrangements are controversial and often criticized, university senior administrators have been successfully able to advocate for and authorize them. This paper takes a closer look into the reasoning that administrators use in order to legitimize formal agreements with private pathway colleges in Canada. Drawing from the sensemaking literature within organizational theory, the following strategies are traced and analyzed: 1) normalization, 2) authorization, 3) rationalization, 4) moralization, and 5) narrativization. Through content analysis of 50 institutional documents, supported by nine semi-structured interviews with senior administrators representing two public universities and one private provider in Canada (Navitas), the paper demonstrates how neoliberal ideologies in internationalization are actively enacted in public spaces by administrators representing the public higher education sector.

Research on flexible assessment suggests that providing students with choice in assignments can increase motivation and deepen investment in learning. Although instructors are often advised to adopt flexible assessment, they are also warned about potential detriments such as perceived lack of rigour among colleagues, the stress that decision-making can bring to students, and increased workload for themselves. This paper draws upon student responses to a survey, a class discussion, and instructor observations to identify benefits and costs of flexible assessment in a fourth-year history course. Among the benefits are that students can pursue their interests more freely in both content and form, while the instructor can enjoy creative and original student work. The costs include anxiety among students who may be unsure how best to choose their assessments, and additional work for the instructor who must manage a multiplicity of assignments within the confines of an institutional grading system. The implementation of flexible assessment is recommended provided that the flexibility is compatible with the course's learning outcomes, the students' level of independence, and the instructor's capacity to take on an unpredictable amount of extra work. Suggestions are offered for how to implement flexible assessment without creating too much of a burden for either students or instructors.

In this paper, we report on data from 40 middle and secondary school mathematics teachers and teacher candidates as they begin to articulate the intersection of language-friendly pedagogy, mathematics teaching, and a multilingual technological tool by way of a two-hour introductory workshop. We use an Anthropological Theory of the Didactic which recognises that mathematics instruction and language instruction are done differently under distinct institutional conditions (curriculum, culture, language, etc.) to analyse our data. Our findings suggest that teachers' beliefs and perspectives regarding their multilingual students guide their choices about how to use a powerful digital multilingual platform to either remediate what they perceive as deficits in their students or leverage the assets of multilingual learners.

This paper presents a methodology for directly aligning 'can do' frameworks to each other. The methodology, inspired by the manual for relating examinations to the "Common European Framework of Reference for Languages: Learning, teaching, assessment" (CEFR) (Council of Europe, 2009) and Kane's (2004, 2013) interpretative argument, takes account of both the horizontal dimension (content analysis) and the vertical dimension (benchmarking with Multifaceted Rasch Modelling -- MFRM). The paper exemplifies the application of the methodology by introducing the research conducted to align the "Canadian Language Benchmarks" (CLB)/"Niveaux de compétence linguistique canadiens" (NCLC) to the CEFR, presenting the resulting alignment, and discussing the rationale for the choices made.

This paper outlines the design, development, and preliminary usability study of a system comprising (1) a web-based Indigenous lesson-creation interface and (2) an accompanying mobile app for studying the lessons. The Nisotak project was developed in response to the need for the preservation of Indigenous languages and to support reconciliation within Canada. In this paper, the authors discuss the technological aspects of the project and the less tangible decision-making that helped navigate software development in ways that support and honour Indigenous languages, Indigenous knowledge, and Indigenous people while, at the same time, making space for non-Indigenous allies. The key decisions that guided this project included privileging the target language(s), accommodating multiple dialects, creating an easy-to-use and engaging interface for non-technical users, and designing for easy transfer of ownership and management. Finally, the authors share the results of a small usability study.

This paper examines the PhD by publication in the humanities and social sciences in US, UK, Canadian and Australian universities. A set of PhDs by publication from each of these countries were collected for the study. The theses were analysed to see to what extent they fitted, or not, with discussions of thesis types described in previous research into the PhD by publication. Interviews with students and supervisors were carried out to investigate the choices that students made in their writing. University rules for the submission of PhDs by publication and related policy documents are also examined. The study found that there seems to be a preference for different types of PhD by publication in each of the countries. In the US they were all prospective PhDs with the work being especially written for the thesis. In the UK, by contrast, retrospective PhDs, the PhD by published work, largely dominate. Canada was similar to the US, at least in the area of study where the data were collected for the paper, Education. In Australia, both prospective and retrospective PhDs were found, although it was the former, the prospective PhD, which dominated.

The COVID-19 pandemic created an unprecedented disruption to education and schooling at the end of the 2019-20 school year. Operating in a context of great uncertainty, education leaders were tasked with making key decisions with potentially far-reaching impacts on the educational and mental and physical health of students and families. Drawing on 9 cross-sectoral focus groups with school board administrators, representatives from education industry partners, and K-12 educational policy research organizations, this paper provides a historical record of the evolution of decision-making and points to promising lines of inquiry and lessons that can be learned from this moment in education.

This paper explores the current state of university-based business incubators (UBIs) in Canada by utilizing both secondary and primary data obtained through desk-based secondary research and semi-structured interviews with UBI managers, academics, and support staff. These data informed the development of nine cases of UBIs in Canada. The data were collected from VoIP (Voice-Over-Internet-Protocol) based semi-structured interviews with 32 participants during the COVID-19 pandemic (March 2021-February 2022), from which 9 cases were developed during the pandemic. The key themes derived from the findings were the development of communication skills, curriculum development, extra-curricular activities, industry engagement, innovation, research skills and strategic thinking. The originality of this study lies in its identification of the current state of UBI activities as well as its assessment of the broad range of activities and provisions among Canadian UBIs. The empirical development of showcasing these initiatives is also novel for the efficacy of UBIs concerning institutional and managerial decision-making and operational planning. There are implications for academics, senior management in higher education, entrepreneurs, policymakers and other stakeholders in the entrepreneurship ecosystem.

The second article (Part 2) builds on the theoretical and contextual foundation developed in paper one by exploring in more depth how to teach tennis based on the use of USTA modified equipment and Tennis Canada's play-practice-play program. Drawing on the enactivist cognitive approach to teaching tennis, this paper shows how tennis players, through participatory sense making processes and non-conscious behavioral mimicry, self-organize their action spaces in relation to affordances in the game environment, including their opponent. Using modification by adaptation games this paper highlights specific examples associated with common tactical concepts of time, space, risk and force that can be used to maximize players' game-based learning. In recent years, a large amount of Chinese international students, from middle or upper-middle class families, began their international education in Canadian secondary schools, where critical thinking is the main educational goal and often determines students' achievements. Guided by reflexivity in multilingual and intercultural education, this ethnographic study explores potential ways to foster Chinese international secondary school students' critical thinking in a second language, and the host country's socio-cultural contexts. Following 11 students' academic learning experiences in two English language and literacy courses in a Canadian international secondary school, this paper examines how language, social, and cultural factors affect learning and thinking processes. The findings challenged the stereotypical view that Chinese international students lack critical thinking skills. Insufficient English language competence and a lack of Western socio-cultural knowledge determined students' responses to learning content, the challenges they met in engaging with learning materials, and their critical and reflective judgements. This study underscores educators' and Chinese international students' reflexivity in their linguistic repertoires, and the socio-cultural effects on multilingual and intercultural education. Based on these results, teachers and students should employ a dialogic pedagogy to constructively negotiate learning and thinking.

This paper engages narratives from Tess Lea's (2020) book 'Wild Policy' for how they help consider the messy or 'wild' nature of global policy interventions on sustainability, including in its latest formation as the UN Sustainable Development Goals (SDGs). We do so alongside data from research on education in the territory of Nunavut, as well as informed by our experiences as settler and Cree university researchers concerned with place and land-informed education policy. Engaging with a methodological framing of policy ecology, the article considers both policy artifacts and 'ambiences' or materialities, and their interrelations. We examine how a Saskatchewan university's draft SDG plan manifests aspects of pre-fabricated globally mobile 'wild policy', including in its gaps in land-informed Indigenous engagement. Instead, we suggest how more systemic and decolonizing approaches to land-informed education policy, as in development in Inuit-based higher education in Nunavut, can inform both future policy decision-making and policy research.

Given the pace of their work, school administrators often find it difficult to sift through the massive volume of primary academic research produced each year to find specific pieces that might be useful to inform their practice. In response to this issue, the author developed and implemented a strategy to filter research for local relevance and distribute that research to preKindergarten-Grade 12 administrators in a mid-sized Canadian school district. This paper provides a brief description of the strategy and reports a portion of the results from a study examining the efficacy of the strategy. Since the strategy surfaced research specifically connected to local problems of practice, it was anticipated that participants would (i) see value in research, at least if it was explicitly connected to local issues; and (ii) actually consult research to inform their work. Findings included a general acknowledgement from participants that academic research has the potential to support leaders' practice. However, many noted barriers such as time, access, syntax, and relevance that made it challenging to translate research findings into actual practice. Respondents' suggestions to make academic research more useful for them are discussed.

Purpose: Universities claim to provide many benefits to their context. What remains less clear is what is meant by context. Whatever it is, context is fundamental to decision-making. Understanding what context means is crucial to understanding leadership in higher education. Design/methodology/approach: Theoretically informed by Eacott's relational approach, this study is based on interview data from a purposive sample of ten English vice-chancellors and nine Canadian university presidents. Transcripts were analysed for the assumptions participants held regarding the work of universities and how that played out in practice. Findings: Context is not an external variable engaged with or acted upon. It is not separate to leadership and the work of universities but is constitutive of and emergent from activities. There is no single definition of context, and this has major implications for university activities. Research limitations/implications: Context(s) is based on assumptions. Making explicit the assumptions of participants, without pre-defining them, is a key task of research on leadership in higher education. Practical implications: Leaders need to explicitly articulate their assumptions regarding the work of universities. Assessment should be based on the coherence between the espoused position and activities undertaken. Originality/value: Through the emerging resources of relational scholarship, this paper demonstrates how context is constitutive of and emergent from the activities of universities. More than novel vocabulary, the paper makes a fundamental point about the generative nature of context. De-centring entities (e.g. university, leader, context) and focusing on relations our approach provide a path forward by encouraging the articulation of intended purpose(s) and perspective on the work of universities.

Studies have shown the ways in which non-Western middle- and upper-class families are seeking to educate their children in the West. The rationale for this kind of social reproduction strategy is the acquisition of 'valuable' cultural and symbolic capitals which can be advantageous in the graduate job market of both their home country and internationally. Presenting a case study of four middle-class Nigerian fathers, the paper reveals the rationale behind these fathers' decision to opt out of the Nigerian HE sectors. The paper focuses on three Western capitals -- specifically institutional (a Canadian degree), embodied (high proficiency in English language) and symbolic (Canadian citizenship) -- capitals which will position these parents' children advantageously in the future. The paper concludes by presenting an argument that in seeking these Western capitals for their children, these parents become implicated in the Western hegemonic discourse of 'West is best'.

This paper analyzes the curriculum of engineering leadership offerings in Canadian universities. We operationalize an adapted version of Lattuca and Stark's (2011) academic plan framework to analyze key documents of engineering leadership offerings embedded in the engineering curriculum in six different universities. In the process, we generate relevant categories for comparison that are specific to engineering leadership curricula, leading to a preliminary taxonomy for leadership education in a professional field. Using the process and taxonomy developed, findings show a range of purposes, content and sequencing, with a common core of instructional processes and resources. We also explore how accreditation, labour markets, internal resources and relationships shape curriculum decisions. This paper highlights changing trends in engineering education related to leadership skill development and provides insights for professional education more broadly on the influences and practical implementation of these changes.

The COVID-19 pandemic has created an opportunity to examine the initial policies developed by Australian, Canadian, English, German, Greek and Irish governments to limit the spread of the virus. This has revealed governments' conceptualisation of the early childhood sector and its workforce. This paper argues that neoliberal ideology and neoliberal imaginaries have already influenced the early childhood sector globally. During the pandemic, the choices that governments made at the outset of the pandemic has allowed their priorities and underlying ideology to be more transparent. Using an ethnographic methodology, early childhood researchers from each of the six countries, examined their individual governments policy responses and the effects on the early childhood sector during its initial months (between March and June 2020). The authors consider the extent to which this may have implications for the sector in how it should continue its ongoing pursuit of professionalisation of the sector.

Education policy continues to press for increased use of research evidence in decision-making, yet decades of research point to weak links between research and practice. We see evidence-informed improvement not as a problem with schools, but with a larger evidence-use ecosystem. As a step toward building and strengthening multidirectional paths between research, practice, and policy, we explore three overlapping research contexts: production, practice, and mediation. Despite the importance of each of these contexts in evidence-infor5med policy and practice, they are rarely considered together. In this paper, we seek to understand the social-ecological systems in which these contexts are situated and to identify problematic disconnects and promising similarities. This study draws on case studies of research production in institutions of higher education, knowledge mobilization by an intermediary organization, and school-based decision-making. We use Elinor Ostrom's Social-ecological Systems Framework as a lens on each case, attending to resource systems, resource units, governance systems, actors, and the interactions that coordinate and align those systems to achieve positive outcomes. We then look across cases to identify barriers and opportunities to restructure and reorganize the evidence-use ecosystem in order to redesign and strengthen research-practice infrastructure and more effectively promote evidence-informed policy and practice.

This study presents a pedagogical framework to inform culturally responsive teaching in a Yukon First Nations community. The paper describes the community-based processes used to develop the framework, and presents accounts from teachers who have used the framework to inform their teaching. Preliminary indications of the adjusted teaching practices' influence on student learning are presented, using qualitative data describing the changed teaching practices, and quantitative data specific to the changed practices' impact on student learning. Finally, the paper outlines the ongoing community-based research work in the Yukon context, with reference to the work's potential significance to the wider education community.

This paper provides insight into the use of curriculum analytics to enhance learning-centred curricula in diverse higher education contexts. Engagement in evidence-based practice to evaluate and monitor curricula is vital to the success and sustainability of efforts to reform undergraduate and graduate programs. Emerging technology-enabled inquiry methods have enormous potential to inform evidence-based practice in complex curriculum settings. For example, curriculum analytics, including data from student learning outcomes, graduate qualities, course selection and assessment activities, can be mined from various student learning systems and analysed to inform curriculum renewal strategies and demonstrate impact at both the program and course level. Curriculum analytics can serve to foster a culture of inquiry and scholarship regarding program improvements that is characterised by information sharing within and across disciplinary borders. This paper presents an innovative technology that draws on social network methodologies for assessing and visualising the integration and linkages across individual courses that ultimately form a student's complete program of study. Insights are grounded in the literature and curriculum leadership experiences in a Canadian research-intensive university setting.

Each year, a large number of students aged 25 years and over take part in vocational and education training (VET) programs in the Province of Quebec, Canada. The life experiences of many of these adults are marked by complex psychosocial and professional events, which may have influenced their career decision-making processes. This paper aimed to identify key rationales guiding the decisions of adults aged 25 years and older to return to education based on a thematic analysis of 30 semi-structured interviews with students enrolled in a VET program. The analysis focused on two theoretical axes: one biographical and the other interactionist. The first involved personal life courses and professional projects undertaken by the student in the past. The second examined tensions and conflicts between context forces and adjustment strategies adopted by the student. The results revealed five decision-making rationales that characterized the vast majority of the students' experiences: (1) get out of a socioprofessional and economic slump; (2) know yourself better, personally and socially; (3) value the concrete and the practical; (4) take advantage of supporting conditions; and (5) reconcile proximity and the known. The relevance and implications of these findings for professionals and decision makers in vocational training are discussed.

Drawing on data from a mixed methods study of the Saskatchewan Professional Development Unit's (SPDU) Facilitator Community, this paper highlights the potential of teacher-led professional learning in developing professional capital through engagement in teacher leadership. Analysis of survey, interview, and observational data revealed the Community to be a powerful platform from which teachers extended their own individual skills (human capital), learned from and with each other (social capital), and used their collective expertise to lead the learning of their peers (decisional capital). Teacher leadership within the community is nurtured through a mentored model of gradual release designed to create an environment conducive to supporting organic and meaningful learning and growth experiences for its members. It is this same environment that serves as the platform for the development of professional capital.

This paper examines the processes of tenure denial and appeal from the standpoint of the author, who has been the Grievance Chair at Carleton University since 2000. The focus is on the ways that the grievance process as textually mediated provides for regulation and control over the forms of interaction between appellants and senior administration. The paper provides an ethnography of grievance work during the appeal process, to advance our understanding of ways that participants to the process deploy texts to produce accountable institutional orders. Further, by examining the ways that senior administrators justify their decision to deny faculty tenure, we can glimpse the emerging dynamics of inter-university competition for students, research funding, and prestige. It is argued that the decisions of senior administrators to use tenure denials, as a means to remake the university, not only threaten faculty, but threaten the integrity of the university mission. In the quest to improve measured educational outcomes national governments across the The Organisation for Economic Co-operation and Development (OECD) and beyond have instituted large-scale assessment (LSA) policies in their public schools. Controversy almost universally follows the implementation of such testing, related to such topics as: a) the uncertain quality of the tests themselves as psychometrics measures; b) the uses to which the data can and should be put; c) the unintended consequences of test-preparation activities and resulting score inflation; and d) the effects of high-stakes tests on students. Debates of this nature naturally involve and impact the attitudes and opinions of teachers related to their collection and use of these data. This paper examines the impact of these attitudes using both the qualitative and quantitative data from a large-scale research study on Canadian provincial assessment. Data were collected from nation-wide teacher surveys as well as interviews with teachers, administrators and district-level staff. Results show that teacher attitudes about these assessments are strongly correlated to classroom-level instructional change. Three attitudinal factors have significant effects on teaching (to) the provincial curricula, yet none significantly affects the use of less constructive instructional strategies also known as "teaching to the test." Specifically, the belief that large-scale assessment data have more appropriate uses and the belief that these data could lead to school improvement were significant factors in facilitating change. The implications of these findings are profound in that large-scale assessment policy cannot succeed even by its own standards without more buy in from teaching professionals.

Objective: The purpose of this paper is to share the results of research into the experience of teacher risk-taking in the classroom. The development of children as risk-takers is featured prominently in curriculum documents and reports calling for the competencies of 21st century learning. Teachers are expected to become 21st century learners who model risk-taking. The repeated calls for the development of risk-taking students through the modelling of risk-taking teachers makes the experience of risk an important pedagogical question. However, 21st century learning documents do not take up substantively the meaning of teacher risk-taking.Research Design: Phenomenological research is concerned with the unique and the individual and in that regards each teacher-participant represents particular perceptions of risk-taking experiences and responses to risk in the classroom. The six (6) teacher-participants responded to a call distributed widely to teaching staff in a Canadian school district. The inquiry relied on phenomenological interviews and experiential life world material. In this paper three phenomenological themes are described: risk and readiness; risk and the in-between spaces of pedagogy, and risk as exploration and finding a way. This research allows us to understand teachers' lived experience rather than assume the meaning of the terms risk and risk-taking.

Language policy research puts little emphasis on parental agency in language policy decision-making for English as an Additional Language (EAL) students. This study investigates how migrant parents and community members interpreted and experienced the effects and outcomes of EAL policies. Through qualitative interviews with 35 migrant parents and community members as well as two focus groups, this study shows that from the parents' perspectives, there were systemic inequities of the EAL policies that disadvantage EAL students. In light of the existing inequities and discrimination toward EAL, parents made several recommendations to policymakers at the school, district, and provincial levels. This study contributes to both migrant parental engagement and language-in-education policy. The paper underscores parental agency in language policy decision-making for EAL students; the voices are needed for the development of equitable EAL policies. Results of this research will provide directions for EAL policies, programs, and services, as well as new insights into the effectiveness of advocacy and capacity building of EAL parents.

This paper explores the student achievement-related decision-making processes of eight school principals in Ontario, Canada. First, we describe Ontario's public education system with respect to neo-liberalism and student achievement. Next, we review general approaches to reducing the achievement gap as it pertains to matters of race. We then show how these eight Ontario school leaders make decisions to reduce the achievement gap within their respective schools. This decision-making process is influenced by considerations such as economic conditions, learning styles and school-based or individual solutions. While it is acknowledged that principals do not operate in isolation, our study focuses on the high level of responsibility principals are vested with in order to provide leadership for student outcomes, while taking other factors into account within the decision-making process.

While 83% of Canadian universities identify global citizenship education as a top five priority and 97% provide opportunities for their students to participate in study abroad, only 3% of students take advantage in any given year. Faculty-led study abroad courses that are for-credit, short in duration, focused in a student's disciplinary area of study, peer based, well supervised, and based on pre-established partnerships and relationships with local stakeholders can be effective in providing global citizenship education. This paper explores the facilitation of faculty-led international study abroad for those studying in kinesiology and related fields. We make eight recommendations based on having led hundreds of students in for-credit kinesiology courses in international settings over the past 20 years. These recommendations are: (1) engaging students in faculty research; (2) group dynamics; (3) preparation; (4) local partnerships; (5) decision-making and communication; (6) teachable moments; (7) preparing to return home; and (8) assessment as learning. These recommendations, while not exhaustive, are meant to provide colleagues with "insider information" based upon our collective experience.

In this paper, we present data from the most recent wave of the "Longitudinal Study of Young Jews Raised in Conservative Synagogues." Participants were part of the b'nai mitzvah class of 1994-1995 (or, the year 5755 in the Hebrew calendar) and members of Conservative synagogues in the US and Canada. Approximately 400 panel members took part in this follow-up. We explore the degree to which adolescents' educational experiences carry weight into adulthood, specifically as parents making educational choices for their own children, with particular interest in the role of gender. Results show that respondents attribute a variety of lasting effects to their past Jewish education, particularly those receiving formal education. Correlations were stronger for females than for males. One's past affective appraisal of one's Jewish education appears to be associated as well, as does marital status (interfaith or not). Results are discussed in terms of the social-affective goals of Jewish education and parental decision-making.
