Due to the complexity and uncertainty of decision-making, probabilistic linguistic term sets (PLTSs) are currently important tools for qualitative evaluation of decision-makers. The asymmetry of evaluation information can easily lead to the loss of subjective preference information for decision-makers, and the existing operation of decision-maker evaluation information fusion operators is difficult to solve this problem. To solve such problems, this paper proposes some new operational methods for PLTSs based on Dombi T-conorm and T-norm. Considering the interrelationships between the input independent variables of PLTSs, the probabilistic linguistic weighted Dombi Bonferroni mean Power average (PLWDBMPA) operators are extended and the properties of these aggregation operators are proposed. Secondly, the PLWDBMPA operator is used to fuse the evaluation information of decision-makers, avoiding the loss of decision information as much as possible. This paper uses social media platforms and web crawler technology to obtain online comments from users on decision-making to obtain the public's attitude towards decision events. TF-IDF and Word2Vec are used to calculate the weight of alternatives on each attribute. Under traditional group decision-making methods and integrating the wisdom of the public, a novel multi-attribute group decision-making method based on TODIM method is proposed. Finally, the case study of Turkey earthquake shelter selection proves this method is scientific and effective. Meanwhile, the superiority of this method was further verified through comparisons with the PL-TOPSIS, PLWA, SPOTIS and PROMETHEE method. [ABSTRACT FROM AUTHOR]

Neutrosophic set, initiated by Smarandache, is a novel tool to deal with vagueness considering the truth-membership T, indeterminacy-membership I and falsity-membership F satisfying the condition 0 ≤ T + I + F ≤ 3 . It can be used to characterize the uncertain information more sufficiently and accurately than intuitionistic fuzzy set. Neutrosophic set has attracted great attention of many scholars that have been extended to new types and these extensions have been used in many areas such as aggregation operators, decision making, image processing, information measures, graph and algebraic structures. Because of such a growth, we present an overview on neutrosophic set with the aim of offering a clear perspective on the different concepts, tools and trends related to their extensions. A total of 137 neutrosophic set publication records from Web of Science are analyzed. Many interesting results with regard to the annual trends, the top players in terms of country level as well as institutional level, the publishing journals, the highly cited papers, and the research landscape are yielded and explained in-depth. The results indicate that some developing economics (such as China, India, Turkey) are quite active in neutrosophic set research. Moreover, the co-authorship analysis of the country and institution, the co-citation analysis of the journal, reference and author, and the co-occurrence analysis of the keywords are presented by VOSviewer software. In a natural disaster such as an earthquake, due to the extensive number of injured, demand for blood units sharply increases in health care centers. Thus, designing an efficient supply chain network for managing blood distribution is one of the major concerns for the healthcare systems under uncertain conditions. This study aims to propose a methodology to minimize the total cost of the blood supply network and total blood shortage. We proposed a new fuzzy multi-period mathematical model using trapezoidal fuzzy numbers by Spherical Fuzzy membership degrees for the blood supply network design. The proposed methodology has considered the possibility of natural disasters in Istanbul (Asian side), the economic and cultural center of Turkey. The proposed model is formulated by fuzzy objective function and fuzzy variables; thus, the final results remained in the fuzzy form. The uncertain parameters are the demand for blood from different blood types in each hospital, the amount of the blood supply in each blood donation facility, the percentage of usable blood, failure rates of the network's components, and network costs. These parameters are represented by trapezoidal fuzzy numbers so that they have membership degrees stated by spherical fuzzy sets. To aggregate decision-makers viewpoints about parameters, spherical fuzzy number algebraic weighted harmonic mean (SFNAWHM) aggregation operator is employed. The relevant network consists of four layers: blood donation areas, blood collection centers, main blood centers, and hospitals. We considered the concept of disruption throughout the supply chain by considering failure rates for all network components. Combinative Distance based ASsesment (CODAS) method aims to perform multi-criteria selection process according to the largest Euclidean and Taxicab distance with respect to negative ideal solutions. Recently, several CODAS methods have been applied to multi-criteria decision making problems with interval valued intuitionistic fuzzy sets. This paper demonstrates the weaknesses of using Euclidean and Taxicab distance on interval valued intuitionistic fuzzy sets and provides alternative strategies to model the vagueness and uncertainty in decision maker evaluations more effectively. The contribution of this paper is twofold. First, a new selection metric is defined in order to eliminate the disadvantages of using Euclidean and Taxicab distance in interval valued intuitionistic fuzzy CODAS. Second, a new fuzzy aggregation operator is proposed for aggregating decision maker evaluations by using fuzzy weights rather than using crisp weights. To show the effectiveness of the modified CODAS method, an application is given for multi-criteria selection of renewable energy alternatives in Turkey and the results are compared with two other interval valued intuitionistic fuzzy CODAS methods in the literature. • This paper criticizes the existing IVIF-CODAS methods in the literature. • The drawbacks of using Euclidean and Hamming distance are highlighted. • A new distance metric and fuzzy aggregation operator for IVIF CODAS is proposed. • The proposed IVIF-CODAS method does not have any user-defined parameters. • Results show the difference between existing and proposed IVIF CODAS methods.
