Abstract Weeds are attractive models for basic and applied research due to their impacts on agricultural systems and capacity to swiftly adapt in response to anthropogenic selection pressures. Currently, a lack of genomic information precludes research to elucidate the genetic basis of rapid adaptation for important traits like herbicide resistance and stress tolerance and the effect of evolutionary mechanisms on wild populations. The International Weed Genomics Consortium is a collaborative group of scientists focused on developing genomic resources to impact research into sustainable, effective weed control methods and to provide insights about stress tolerance and adaptation to assist crop breeding.

6. Detecting Fraud in Public Acquisition of Brazilian Government with an Analytical Approach.

In Brazil, government purchases of products or services, by constitutional and legal impositions, must be preceded by bidding, whose supervision is the responsibility of the Courts of Auditors. Bids are subject to numerous frauds, including collusion between bidders, which sometimes occur through the exclusive or majority participation of the same group of business partners. The transparency of government spending is a global trend and, in Brazil, there are several public databases of the Courts of Auditors on bidding procedures. The present study, using public data, aims to verify the degree of involvement/engagement among bidders. Our research resulted in the identification of 688 bids in which the same economic group represented 100% (one hundred percent) of the bidders, which constitutes a strong presumption of fraud. This work explores the nexus between ethical leadership and the effective management of public resources. The major force is that any nation's performance, seeking to achieve its goals, depends on its leadership. This is especially true when ethical leadership translates into wise public policy design and implementation and good public service delivery to meet citizens' needs and ambitions. Unfortunately, the post-independence period in Africa has been characterized by a never-ending quest for the depressing trajectory of African economies. This paper employs a literature review of various sources. The objective is to better understand ethical leadership and effective management of public resources for African development by bringing out the Tanzanian experience. This study is based on findings from the literature review. Further studies are needed to include findings from Africa and elsewhere to give an informative work from a global perspective. This work is expected to inform researchers and all stakeholders concerned with leadership and development to get crucial information on the theoretical and policy gaps that must be addressed when dealing with ethical leadership. Topical gaps in the literature are suggested as prospective research areas.

9. Public resources on the Brazilian Food and Nutrition Security agenda from 2000 to 2022.

OBJECTIVE: To analyze the time trend of federal public resources invested in the Brazilian Food and Nutrition Security agenda from 2000--2022. METHODS: A time series study was carried out with data collected from a publicly accessible system on the Federal Government's planning and budget. We analyzed the budget actions and their resources indicated by the Budget Allocation and the Settled Amount. The actions were categorized into themes of the Food Nutrition Security agenda, analyzed using the Prais-Winsten regression, together with the Cochrane-Orcutt method. The values were adjusted by the Broad Consumer Price Index for January 2023. RESULTS: Investment in the area of Food and Nutrition Security has shown an upward trend over two decades of federal funding, although it has shown fluctuations in certain years. The Budgetary Allocation showed an annual variation of 10.1%, and the Settled Amount obtained 10.8%. However, there is an imbalance in federal funding between strategic areas, with an upward trend in health (37.4%), food sovereignty (23.7%), and access to food (12.3%); and a downward trend in investment in some areas, such as agrarian development (-7.0%). The allocation of resources was concentrated on welfare actions to guarantee access to food, averaging 73.4% of the total resources spent. CONCLUSION: The results show that public investment in Brazil's Food and Nutrition Security agenda has been on the rise, although there have been fluctuations in certain years and a concentration of resources in specific areas. Despite having two thirds of the budget aimed exclusively at actions toward access to food, recent data shows that hunger still plagues the Brazilian reality. This reinforces the need for continuous and more equitable investment between areas, as a way of strengthening structuring public policies that permanently guarantee Food and Nutrition Security for the Brazilian population. The tense evolution of the conflict in Ukraine could not remain without economic and financial implications for nearby countries, such as Romania. The very large influx of refugees has put pressure on national health, defense and public order systems but also on the central public administration. The reaction of the Romanian authorities was not long in coming and consisted of the immediate mobilization of budgetary resources for accommodation, humanitarian assistance, the provision of basic necessities during the temporary stay such as food, clothing or personal hygiene materials, as well as the right to receive free medical care and appropriate treatment. This article seeks to capture the reaction of local government managers and the way in which they mobilized and reacted to provide aid to refugees, although the responsibilities for providing aid and assistance rested with the central government.

The present research aims at the comparative analysis of the conditions that support the manifestation of the principle of autonomy in public administration in the administrative-territorial units, with particularization at the commune of Mérignac in France, Quebec province in Canada and Tudora commune in Romania. Through the approach, we found that, in support of local autonomy, the French territorial communities are communes, departments, regions, communities with special status, overseas communities; the Canadian territory is divided into provinces and territories, the province of Quebec being divided by municipalities, cities, parishes, villages, cantons, united cantons; the Romanian national community is divided into local communities formed into counties, municipalities, cities and communes. At the level of the three administrative-territorial units analyzed, human, material and financial public resources were identified, which together provide support for the applicability of the principle of autonomy. In addition, the consistency of local autonomy is also conferred by the recognition of the full competence of the local public administration authorities to manage the affairs of the administrative-territorial units. The fact that the acts of the local public administration authorities in the three territorial divisions are subject to control does not express a restriction on the principle of autonomy.

15. Research on the Satisfaction Degree Characteristics of Residential Public Resources under Lockdowns for Pandemic Prevention and Control: A Case Study in the Changchun.

In order to improve the ability of residential disaster prevention, control, and governance, it is important to objectively measure how nearby residents' needs match the public resources of the residential area, and to understand the factors affecting the satisfaction of residents' needs at the time of lockdowns. Taking Changchun City as an example, this paper used Structural Equation Modeling (SEM)-logit and Importance–Satisfaction (I–S) evaluation methods to discuss the impact mechanism and improvement strategies of residential public resource elements on the satisfaction of residents' needs during the lockdown period. The results showed the influencing factors and the degree of importance of the satisfaction of residents' needs under different types of settlements have obvious differentiation characteristics. The level of resource management can better affect the overall evaluation of residents in newly built settlements, and the quality of the conditions of the space environment is more important for the old residential communities. The satisfaction of residents in settlements has a more significant impact. Finally, the study explained the renovation proposals and their priority levels that meet the needs of residents to provide beneficial support for the resilience of urban settlements. The traditional view of public finances emphasizes public spending, which means obtaining resources in advance to cover the needs, without considering their impact on the life quality of citizens. The modern view on public finances is focused especially on the effects that public expenses generate on the society as a whole.

Both the size of appropriation as well as their distribution have had a profound impact on the shape and activities of the science sector. The creation of a fair system of distribution of public resources to research that will also facilitate the effective implementation of the pursued scientific policy goals represents a major challenge. The issue of the determination of the right proportions of individual distribution channels remains critical. Despite this task being the responsibility of the State, establishing cooperation in this respect with the scientific community is desirable. The implementation of solutions that raise the concerns of scientists leads to system instability and reduced effectiveness which is manifest among others in a lower level of indicators of scientific excellence and innovation in the country.

Distribution of resources is at the core of politics. Although this activity is primarily economic in nature, the existing research shows that political representatives often use the allocation of public money to reward their allies at the expense of their rivals. This paper analyses a 2015 governmental programme of local sport grants in Slovakia that aimed to build sport facilities for children and young people. In order to avoid any political bias, the programme was established as a neutral mechanism with an anonymous evaluation of grant requests. The results of analysis, however, provide substantial evidence that the subsidies were given primarily to towns with closer political ties to the government while municipalities led by mayors from the opposition were nearly fully ignored. In addition, the presented social and economic aims of the funding programme were not effectively pursued. The paper thus represents a valuable contribution to the discussion of distributive politics, in general, as it shows that, despite the respective legal framework, the allocation of resources may still end up as a process fuelled by partisan interests.

The argues that welfare state reforms and higher education reforms are closely linked to increasing intergenerational conflicts over public resources in aging societies, and reforms pressures are linked to the shrinking tax base, the power of neoliberal ideology, and changing social attitudes across Europe. The indirect impact of aging societies on all public sector services will lead to growing pressures on all public expenditures and to increased competition for public funding. A new context of university reforms in Europe is therefore defined in this paper as welfare state reforms. The paper discusses global agenda-setting and global diffusion of ideas; the impact of aging societies on intergenerational conflicts over public priorities (and public resources); globalization and pressures on welfare states; “university attitudes”, parallel to “welfare attitudes”; post-industrial societies; the role of supportive discourses in the survival of public institutions; and the role financial and ideological pressures, as well as of changing social beliefs, in reforming European welfare states and higher education.

Currently, Spanish universities meet the educational needs of the students with a wide offer of courses and the opportunity to study at all levels. They appear as an attractive option in the context of the relatively low cost of living compared to other countries in the EU area and under conditions of a tax system controlled by the Government. Starting from the assumption that the financing model of the academic education public institutions represents the foundation of their modernization in the current society based on changes and evolution, in this paper we propose to bring into the light of the concerns of those who are interested, through a persuasive exhibit, the Spanish model and its specific features. To this end, our debate will begin with a description of the Spanish system of academic education under the decentralized model of financing imprint, continuing with the presentation of specific skills in terms of funding on the triptych template: state - autonomous communities - universities. Subsequently, our investigative approach will focus on detailing the tertiary education financing sources: public resources, private and patrimonial revenues. The end of our presentation will be intended for conclusions, through which we aim to advance our vision regarding the investigated problems. In fact, the paper is intended to be a precursor step in carrying out a comparative study between the academic education funding mechanism in Romania and the Spanish one.

Grading schemes are an increasingly common method of quality disclosure for public services. Restaurant grading makes information about food safety practices more readily available and may reduce the prevalence of foodborne illnesses. However, it may also have meaningful financial repercussions. Using fine-grained administrative data that tracks food safety compliance and sales activity for the universe of graded restaurants in New York City and its bordering counties, we assess the aggregate financial effects from restaurant grading. Results indicate that the grading policy, after an initial period of adjustment, improves restaurants' food safety compliance and reduces fines. While the average effect on revenues for graded restaurants across the municipality is null, the graded restaurants located geographically closer to an ungraded regime experience slower growth in revenues. Who, if anyone, should have the right to levy taxes on a multinational corporation’s (MNC’s) profits? Using a practice-dependent nonideal theoretical methodology this dissertation seeks to explore how the currently intended distribution of the rights to levy taxes on MNCs’ profits can be defended. That is, why we might value it and, what the goals of it is. Identifying the answers as related to ideas of reciprocity, and assuming that globalisation has increased MNCs’ mobility, the dissertation assesses what alterations of the current international tax structures that might be needed if we are to reach these goals. Current practices distribute rights to levy taxes on an MNC’s profits among two types of states: its source and residence countries. Examining existing literature, two principles explaining why these states should be assigned these rights are found: one related to the consumption of public resources and, one to where value is created. It is argued that a combination of them best explains and defends the current distribution. Hence, it is argued that the current distribution is defendable as the state is the unit that supply an MNC with the public resources it consumes in its potentially value-creating processes. Moreover, it is argued that the reason for why the profits should be distributed in accordance with where value creation occurs relates to risk-pooling. When actors pool resources through public institutions they also pool risks. It is argued that we can understand this in terms of the actors investing in each other. Thus, it is argued that the currently intended distribution aims to ensure the opportunity for reciprocal schemes in states – since the actors invest in each other and, engage in risk-pooling, it should be ensured that they have an enforceable right to share in the resulting profits through publicly mandated tax schemes designed in accordance with domestic preferences. This paper analyses the availability of public resources for Brazilian cultural policies. The study comes from an intrinsic relation between culture and politics, between ways of seeing, living and thinking the world and its political consequences, identifying the umbilical link between culture and hegemony in classes societies. Analyses laws based on tax waiver, specifically patronage, which presented annual values similar to the Ministry of Culture budget itself; and Living Culture Program, which represented a significant change in State intervention in cultural themes. It concludes that incentive laws mean losses in democratic control and also reproduce regional inequalities, with higher resources concentration in São Paulo and Rio de Janeiro, acting as marketing tool for large corporations. Living Culture Program, on the other hand, presents a more equality public resources distribution, but is still contemplated with a derisive budget compared to incentive laws.

Assessment of the psychological and social circumstances of candidates for assisted reproduction is commonly justified with references to the welfare of the intended child. In nine focus group discussions with 64 clinic staff at four public fertility clinics in Sweden, the responsible use of public resources constituted another important justification for such assessments. Theoretically, this study draws on Julia Black’s (2002) identification of the role of regulatory conversations in decision makers’ policy interpretations. Focus groups defined the desired outcome of assisted reproductive technology (ART) treatment as a well - functioning family , and represented the aim of ART treatment as solving problems without creating new problems for the candidates, the intended child or society. In the discourse of solving and preventing problems, the welfare of the child argument, the responsible use of resources argument and the discourse of personal responsibility merge. Lack of consideration for the circumstances in which the child will grow up was not considered a responsible use of resources because ART treatment would then risk creating more problems than it solved. The results of this study suggest that while publicly funded subsidization of fertility treatment has increased accessibility to ART treatment for candidates who lack the financial means to pay, clinic staff justified restricting access to ART treatment with concern for how public resources are spent.

In order to improve the ability of residential disaster prevention, control, and governance, it is important to objectively measure how nearby residents’ needs match the public resources of the residential area, and to understand the factors affecting the satisfaction of residents’ needs at the time of lockdowns. Taking Changchun City as an example, this paper used Structural Equation Modeling (SEM)-logit and Importance–Satisfaction (I–S) evaluation methods to discuss the impact mechanism and improvement strategies of residential public resource elements on the satisfaction of residents’ needs during the lockdown period. The results showed the influencing factors and the degree of importance of the satisfaction of residents’ needs under different types of settlements have obvious differentiation characteristics. The level of resource management can better affect the overall evaluation of residents in newly built settlements, and the quality of the conditions of the space environment is more important for the old residential communities. The satisfaction of residents in settlements has a more significant impact. Finally, the study explained the renovation proposals and their priority levels that meet the needs of residents to provide beneficial support for the resilience of urban settlements.

El control fiscal es una actividad que se establece desde la Constitución Política de Colombia, para ser ejercida por la Contraloría General de la República – CGR, a quien se le ha asignado la responsabilidad de vigilar el manejo de los bienes públicos por parte de las entidades o particulares que los tengan a su cargo y procurar el buen uso de los mismos. Para este ejercicio la Contraloría General de la República ha implementado diferentes modelos de control fiscal, siendo el último el resultante del Acto Legislativo 04 de 2019, que lo complementa para que además de ser posterior y selectivo, sea concomitante y preventivo; es decir, llevarlo a cabo en tiempo real y no cuando el daño ya está hecho. The purpose of this study is the analysis of public resources applied to the University Restaurant for a Federal College Institution and the users' opinions of the food service. It is a case study, which involved documentary research reports of the institution's information systems and information system of the Financial Administration of the Federal Government. It was found and analyzed the financial results, the unit cost of the meal, the operational evolution of the restaurant and verification of user satisfaction. The results show a deficient activity which shows financial dependence on federal public resources, in addition to internally generated by the institution. Over this period, R$ 42.1 million have been applied in the restaurant, and the revenue generated by the restaurant was R$ 6.4 million. The feedback from users, verified by a questionnaire, shows the most satisfaction in relation to "quality food" and "price of the meal." The statistical test results of the chi-square χ2, considering that the respondents are granted with meal allowance, denotes the association significant (Р = 0.001) between the "quality food" and "variety of the menu."

Waste management sites such as landfills represent a challenge for city management. As there are different methods of land reuse, e.g., land reconstruction and deep burying, decision-makers must assess the economic value that the recovered resources could potentially collect. Whereas landfill restoration and after- use projects go back to 20 years and more in developed countries, there has been zero completed projects in developing countries of South-Eastern Europe. Moreover, very few non-market valuations to measure the potential economic benefits of a hypothetical project have been applied in the region mentioned above and none in Croatia. Since public investments require a substantial amount of money, it is vital to assess their financial- economic feasibility. The cost-benefit analysis technique allows analyzing proposed projects to determine if they are in the public interest or decide between two or more alternatives. Given the current course and future tendency in the brownfield regeneration approach and urban planning development, this paper compares the estimated monetary value of the non-market impacts with the costs required to build a park atop the landfill site. A comprehensive theoretical framework for valuing the economic benefits of a landfill-to-park conversion using the contingent valuation method is built. It explores main environmental issues with respect to citizens' expectations, concerns, and perceived experience related to converting a landfill into a recreational park and provides the theoretical evidence of an assessment of non-market value for possible landfill conversions and economic feasibility. This paper attempts to deliver a case study for non-market benefits and, consequently, decision- making in a developing country's sustainable landfill–park conversion project. Sensitivity analysis indicates that the cost- benefit analysis results are very sensitive to changes in construction cost. Two alternative scenarios show positive NPV values, the obtained B/C ratios are greater than 1, and the IRR ratios are acceptable. Hence, it can be concluded that building a park is feasible even under uncertain circumstances. By relying on the contingent valuation method, the public acceptance of the proposed project is enhanced, with a possible new standard for landfills reuse in Croatia. The results could be used to create policy implications in landfill conversion efficiency, non- market resource management, and waste management.

PENSION SYSTEM ,FISCAL SUSTAINABILITY ,PUBLIC RESOURCES ,SIPA ,ECONOMIC SUSTAINABILITY ,COVERAGE ,ADEQUACY OF BENEFITS - Abstract
Over the last two decades, the Argentine pension system has made extraordinary progress in extending coverage--now reaching to nearly one hundred percent of the elderly--by expanding its non-contributory scheme and establishing automatic benefit adjustment mechanisms and increasing the replacement rate. Nonetheless, important challenges remain which may require public policy interventions in the near future. Some challenges are relevant in the short term, relating to coverage and equity of the system, while others are important in the longer term associated with the financial sustainability of the system in the context of population aging. The non-contributory benefits to reduce the coverage gap did not consider the labor history of workers and their past partial contributions, generating a horizontal inequality problem. Additionally, the coexistence of different pension schemes is a source of inequity within the national system, where provincial schemes and special and differential regimes coexist, each with its own rules and different generosity of benefits. The achievements of the pension system in terms of coverage and adequacy have impacted costs. In 2020, public spending on pensions reached almost 12 percent of GDP, similar to that of developed countries where population aging is considerably higher. In this context, policy options presented in this paper seek to redefine the objectives of the system, seeking greater equity and sustainability. Based on this premise, the document explores the benefits of redesigning the system using a two-pillar model, i.e. a universal and basic benefit related to the protection against the risk of ending up in a situation of poverty plus a contributory scheme, proportional to the contribution made by workers during their employment history. Addressing the coverage issue by incorporating this dimension would not only improve equity of contributions and benefits, but also generate incentives to extend the working life of older adults. At the same time, a strategy that harmonizes rules across different schemes, eliminates inequities and management issues, and focuses on the beneficiary —and not on the benefit— as the center of the system, would bring the model closer to a more equitable and sustainable system.

El presente articulo evidencia los lineamientos y la metodología a implementar en el desarrollo del proyecto denominado Utilización de Aplicación Móvil en Procesos de Geomática, Para Ubicar e Identificar Obras Inconclusas en el Departamento del Tolima, el cual tiene como objetivo crear una aplicación móvil para ubicar de manera geográfica obras inconclusas en la región del Tolima. Para ello, inicialmente se llevó a cabo una búsqueda de estadísticas de datos relacionados con obras inconclusas en Colombia, lo que permitió tomar como referente este departamento por tener un alto porcentaje de obras en estas categorías, seguido a esto se desarrolló la metodología estructurada en tres fases, la primera consistió en la elaboración y estructuración de encuestas inteligentes, basados en la revisión del estado del arte, seguido de una fase de validación de información en ArcGis Online y finalmente la elaboración de una salida grafica para evidenciar la magnitud y relación de problema tomando la ubicación geográfica como referencia espacial, lo cual permitió evidenciar que la capital del Tolima (Ibagué) se encuentra en un estado de atención por parte de las entidades de control por contar con un total de 31 obras, clasificadas según el sector afectados en este caso el educativo y el social. Es de anotar que esta estrategia de recolección de datos permite en tiempo real generar estrategias objetivas por parte de los entes de control para fiscalizar el seguimiento de los cronogramas de obras pactados en los contratos. This article evidences the guidelines and methodology to be implemented in the development of the project called Use of Mobile Application in Geomatics Processes, to Locate and Identify Unfinished Works in the Department of Tolima, which aims to create a mobile application to locate geographically unfinished works in the Tolima region. To do this, initially a search for statistics of data related to unfinished works in Colombia was carried out, which allowed taking this department as a reference for having a high percentage of works in these categories, followed by the development of the methodology structured in three phases, the first consisted of the elaboration and structuring of smart surveys, based on the review of the state of the art, followed by a phase of validation of information in ArcGis Online and finally the elaboration of a graphical output to show the magnitude and relationship of the problem taking the geographical location as a spatial reference, which allowed to show that the capital of Tolima (Ibagué) is in a state of attention by the control entities for having a total of 31 works, classified according to the affected sector in this educational and social case. It should be noted that this data collection strategy allows, in real time, the generation of objective strategies by the control entities to oversee the follow-up of the work schedules agreed in the contracts. En esta investigación se evalúa la variación del monto de las regalías y su impacto en el buen gobierno a nivel local, en aquellos municipios que reciben estos recursos, con una baja capacidad de la administración para ejecutar de forma eficiente estos recursos respondiendo a las necesidades de la sociedad colombiana. Como metodología para el caso, nos enfocamos en un análisis econométrico de aquellos municipios que reciben regalías para conocer las variaciones entre estas entidades para el año 2016 y su variación en la Medición del Desempeño Municipal., Royalties in Colombia have undergone different transformations between redistribution and centralization of these resources. This research evaluates the variation in the amount of royalties and their impact on good governance at the local level, in those municipalities that receive these resources, with a low capacity of the administration to efficiently execute these resources responding to the needs of the Colombian society. The contribution deals with the spatial distribution of approved projects under the Sectoral Operational Programme - Agriculture and Rural Development (SOP ARD) in the programme period 2004-2006. The approved projects from agrifood industry were concentrated in the production regions of western and southern Slovakia. It does not indicate only the high absorption capacity of the enterprise subjects, but also really well prepared projects in these regions. In the next programme period, we will have to count with unevenly distributed projects. On the other hand, the low absorption ability in the northern and mainly eastern areas of the SR may result in forming the islands of extreme extensity with negative socio-economical impacts. The SOP ARD (analogous to Sapard) accelerates the process of enterprising selection and significantly supports the increase of competitiveness in economically powerful farms.

Public investment contributes to understanding the economic growth’s level of a country, through active participation in strategic areas such as finance and economic policy. Taking into account that the Government has limited resources, the need arises for effective monitoring and evaluation processes of public investment projects both for the fulfillment of institutional goals and objectives, as well as to ensure transparency and efficient public resources use. In this sense, government authorities must have the conceptual and operational tools necessary in order to raise the proposal of strategic projects, as well as facilitate the exact identification of results through management indicators that allow decision makers to channel the relevant information linked to social priorities and the availability of resources. This article addresses the main findings on the study of the capacities of 10 Ministries of the Central Government of Costa Rica; through the collection and analysis of both qualitative and quantitative data to know the incidence of the projects executed by said entities for the construction of general well-being, accompanied by innovation and entrepreneurship of this public management. La inversión pública contribuye a entender el nivel de crecimiento económico de un país, a través de la participación activa en áreas estratégicas como la política hacendaría y económica. Al tomar en cuenta que el Estado dispone de recursos limitados, surge la necesidad de contar con efectivos procesos de seguimiento y evaluación de los proyectos de inversión pública tanto para el cumplimiento de las metas y objetivos institucionales, como para asegurar la transparencia y el uso eficiente de los recursos públicos. En este sentido, las autoridades gubernamentales deben tener las herramientas conceptuales y operacionales necesarias en aras de elevar la propuesta de proyectos estratégicos, así como facilitar la identificación exacta de resultados a través de indicadores de gestión que permitan a los tomadores de decisiones canalizar la información pertinente vinculada con las prioridades sociales y la disponibilidad de recursos. En el presente artículo se abordan los principales hallazgos sobre el estudio de las capacidades de 10 Ministerios del Gobierno Central de Costa Rica; mediante la recolección y análisis de datos tanto cualitativos como cuantitativos para conocer la incidencia de los proyectos ejecutados por dichas entidades para la construcción del bienestar general, acompañado de la innovación y emprendimiento de dicha gestión pública.

Esta investigación plantea el análisis de algunas implicaciones que emanan de la normatividad que actualmente regula la contratación pública con Organismos Internacionales en Colombia. Particularmente, atañe a la revisión de los principios base de la contratación pública, las reglas de supervisión contractual, y los procesos contractuales o convencionales cuando se recurre a la modalidad de contratación directa con Organismos Internacionales. En función de lo planteado, se analiza la incidencia que la referida normatividad ha generado y se exponen las ventajas y las malas prácticas de acudir a esta modalidad de contratación en aspectos relativos a la solución de posibles controversias contractuales, el impacto del uso de recursos públicos, el sistema de compra pública y las relaciones internacionales. Finalmente, como consecuencia de este estudio teórico con enfoque crítico-reflexivo, se espera determinar si la realización de este tipo de relación contractual es la más apropiada al momento de ejecutar proyectos de entidades nacionales cuya finalidad principal es apoyar el desarrollo y fortalecimiento económico, científico y social del país, teniendo en cuenta los principios de la contratación pública dentro del marco legal colombiano los fines sociales del Estado. This research raises the analysis of some implications that emanate from the regulations that currently govern public procurement with International Organizations in Colombia. Particularly, it concerns the review of the basic principles of public contracting, the rules of contractual supervision, and the contractual or conventional processes when resorting to the modality of direct contracting with International Organizations. Based on the above, the incidence that the referred regulations have generated is analyzed and the advantages and disadvantages of resorting to this contracting modality in aspects related to the solution of possible contractual controversies, the impact of the use of public resources, the public procurement system and international relations are exposed. Finally, as a result of this theoretical study with a critical-reflexive approach, it is expected to determine whether the realization of this type of contractual relationship is the most appropriate when executing projects of national entities whose main purpose is to support the economic, scientific and social development and strengthening of the country, taking into account the principles of public procurement within the Colombian legal framework and the social purposes of the State. The subject of this article is to explain what is now “proper management” public housing stock, to a new phenomenon, which is the gradual privatization of apartments in buildings originally belonging to public resources. The new ownership structure makes the need to verify the functionality of the regulations concerning the management premises located on public property, which shares common parts belong to entities both public and private. The main plot of this article is research if the regulations on rent of public the premises (not just municipal sources) has adequate shape to solve actual problems. It turns out that there is a lack of cohesion in the legislative, which is a consequence of the dispersion of public resources (it was presented in point 3: Municipal housing resource and other public housing resources). Another important issue that should be recognized by the legislator, are changes in a structure of the ownership leading public subjects to participation in cost of maintenance of common part of real property (mixed residential complexes). As a rule, the municipality is obliged to bear them, but due to the public origin of these funds, it is necessary to tighten the rules on supervision over their spending.
