Background. The article provides a general description of the activities of the mobile units of the Russian Red Cross Society (ROKK) and their role in organizing a system for ensuring the health of small ethnic groups in the Far East in the 1920s, an assessment of their activities in the framework of the Soviet national policy is given. Purpose. The article identifies and examines the importance of a mobile type of organizing medical and sanitary care for aborigines as the first stage in the formation of the Soviet health care system in remote regions.Materials and methods. The material for the study is the archival documents of the State Archives of the Russian Federation and the State Archives of the Khabarovsk Krai. The traditional methods of historical research were used through analyzing the material, such as chronological, historical-systemic and comparative-typological.Results. Due to the activities of the ROKK units, the data are significantly refined, and in some regions, statistics are obtained on the spread of various diseases, on the peculiarities of the lifestyle of indigenous peoples, primary medical care is provided to the indigenous population, and basic sanitary and hygienic skills and first aid techniques were trained.Practical implications. The scientific results of the research can be used in the educational process (in the form of textbooks, lecture courses) on ethnography, history of the Russian Far East, etc.

Background The provision of unnecessary Emergency Medical Services care remains a challenge throughout the US and contributes to Emergency Department overcrowding, delayed services and lower quality of care. New EMS models of care have shown promise in improving access to health services for patients who do not need urgent care. The goals of this study were (1) to identify factors associated with EMS utilization (911) and (2) their effects on total EMS calls and transports in an MIH program. Methods The study sample included 110 MIH patients referred to the program or considered high-users of EMS services between November 2016 and September 2018. The study employed descriptive statistics and Poisson regressions to estimate the effects of covariates on total EMS calls and transports. Results The typical enrollee is a 60-year-old single Black male living with two other individuals. He has a PCP, takes 12 medications and is compliant with his treatment. The likelihood of calling and/or being transported by EMS was higher for males, patients at high risk for falls, patients with asthma/COPD, psychiatric or behavioral illnesses, and longer travel times to a PCP. Each prescribed medication increased the risk for EMS calls or transports by 4%. The program achieved clear reductions in 911 calls and transports and savings of more than 140,000 USD in the first month. Conclusions This study shows that age, marital status, high fall risk scores, the number of medications, psychiatric/behavioral illness, asthma/COPD, CHF, CVA/stroke and medication compliance may be good predictors of EMS use in an MIH setting. MIH programs can help control utilization of EMS care and reduce both EMS calls and transports.

International audience; This article proposes a solution to alleviate socioeconomic problems faced by rural areas in Western Siberia, such as the municipal districts of Omsk region, which are seasonally cut off from national transport infrastructure due to extreme climatic conditions. Specifically, it explores issues related to the provision of basic, everyday services in such regions. Based on an opinion poll which identified a significant need for better provision of everyday services such as hairdressing salons, repair shops and so on in remote regions of Western Siberia, the authors propose a model for an investment project to develop mobile units to provide such services. The costs of setting up such units and the period of time required to recoup those costs, as well as the benefits they will bring to the societies in question, are examined in depth. RESUMO: O objetivo deste estudo foi identificar se e como a atuação das unidades móveis de saúde mental nas Cíclades, na Grécia teve um efeito sobre a saúde mental da população local. As ilhas Cíclades, embora mundialmente populares como destino de verão, tinham um sistema quase inexistente de serviços de saúde mental. Devido à falta de tais serviços, 2 unidades móveis foram fundadas há 10 anos, a fim de cobrir esta lacuna. Oferecemos uma breve descrição da estrutura e dos mecanismos de funcionamento das unidades móveis. Em seguida, apresentamos a situação atual e sua evolução ao longo do tempo. Os dados foram processados em uma única base de dados dos usuários das Unidades Móveis de Saúde Mental, em um período de 10 anos. Foram utilizados métodos quantitativos e análise descritiva para um conjunto de variáveis e indicadores, para ajudar a chegar a uma conclusão sobre como medir o impacto da prestação de serviço, bem como uma breve discussão em grupo focal envolvendo os principais atores na comunidade. A amostra do presente estudo é a população de 6.884 adultos, que foram encaminhados para as unidades psiquiátricas móveis de EPAPSY do Oeste e Nordeste de Cíclades entre os anos de 2003 e 2014. O presente estudo centrou-se na identificação dos efeitos positivos da prestação de serviços das unidades para a população local, bem como das barreiras e limitações durante a experiência de 10 anos nas Cíclades. Adicionalmente, abordamos alguns obstáculos atuais (como a crise socioeconômica e de que forma tem afetado a prestação de serviços e o estado de saúde mental dos usuários). Identificamos as principais razões para a variação e a mudança no número de usuários por ano durante a década, o número e fonte dos encaminhamentos, os pedidos iniciais dos pacientes aos serviços e como eles evoluíram ao longo do tempo. Concluiu-se que os serviços oferecidos pelas unidades móveis tiveram impacto positivo na redução da lacuna de tratamento e aumento da sensibilização para as questões de saúde mental. Identificamos, ainda, alguns indicadores que poderiam apontar para a redução do estigma nas comunidades. Sugerimos alguns passos fundamentais para a melhoria dos serviços e, eventualmente, sua avaliação, a fim de estudar o impacto geral sobre a saúde mental da população das ilhas. ABSTRACT:The aim of this study was to identify if and how the operation of the mental health mobile units in the Cyclades in Greece has had an effect on the mental health of the local population. The Cyclades islands, although very popular as a summer destination globally, had an almost inexistent system of mental health services. Due to the complete lack of such services, 2 mobile units were founded 10 years ago in order to cover for this lack. We give a short description of the structure and working mechanisms of the mobile units. We then present the current situation and how it has evolved across time. We processed the data into a unique database of the users of the Mobile Mental Health Units in a period of 10 years. We used quantitative methods and descriptive analysis to a set of variables and indicators to help us reach a conclusion of how to measure the impact of the provision of service, along with a short focus groups discussion involving the key players in the community. The sample of the present study is the clinical population of 6,884 adults, who were referred to the mobile psychiatric units of EPAPSY in West and North-East Cyclades between the years 2003 and 2014. The current study has focused on the identification of positive effects of the service provision of the units for the local population, as well as the barriers and limitations during the 10 year experience in the Cyclades. In addition, we tackled some present obstacles (such as the socioeconomic crisis and how these have affected service provision and users’ mental health status. we identified the main reasons behind the fluctuation and change in the number of users per year over the decade, the number and source of referrals, the initial requests of the patients for services and how they evolved across time. We concluded that the services offered by the Mobile units had a positive impact in the reducing treatment gap and increasing awareness for mental health issues. We also identified a few indicators that could point towards a reduction of stigma in the communities. We suggested some key steps forward for the improvement of services and, eventually, their evaluation, in order to examine the overall impact on the mental health of the population of the islands.

Robotisering in de landbouw is een thema waaraan op verschillende plaatsen wordt gewerkt. De uitdaging van automatisering in de landbouw is gelegen in de specifieke kenmerken van het systeem, waardoor het probleem zich onderscheidt van automatisering in meer technische systemen. Deze kenmerken zijn: matig gestructureerde omgeving, variabiliteit in ruimte en tijd van het product waar het om gaat, en een variabele omgeving (zie bijdrage Van Henten in dit nummer). Een deel van de huidige ontwikkeling heeft betrekking op gesloten teelten en de veeteelt, terwijl een ander deel zich richt op de open teelt. Onze maatschappij ondergaat momenteel de transitie van een op aardolie gebaseerde economie naar een biobased economy. Hiervoor worden vele nieuwe bioraffinage processen ontwikkeld. Kleine schaal bioraffinage kan voordelen hebben, niet alleen vanuit een sociaal een duurzaam oogpunt, maar ook puur economisch. Succesvolle voorbeelden zijn in dit rapport geanalyseerd en de drijfveren voor kleinschalige bioraffinage zijn verder uitgewerkt. Daarnaast is er gezocht naar een eenduidige definitie voor kleinschalige bioraffinage. Hier zijn specifieke getallen uitgekomen, maar nog geen generieke beschrijving.

Systemet är en webbapplikation som ska användas till att rapportera in tid som framdeles kan exporteras till valfritt lönesystem för lönehante-ring av personal. Detta system är grunden för ett framtida, fulländat system som har utökad funktionalitet. Produkten togs fram med Ex-treme Programming samt testdriven utveckling. Under utvecklingen jobbade utvecklingsgruppen med välkända och beprövade metoder för att säkerställa ett system av hög kvalité. Webbapplikationen nyttjar moderna teknologier och ramverk för webbutveckling – inklusive Microsofts ASP.NET MVC 4 och Entity Framework. Det visade sig att apputveckling är ett diffust område där de senaste verktygen inom verksamhetsgrenen inte förhållandevis förenklade arbetet. Ett system som fungerar såväl på mobila enheter, i form av en hybridapplikation, som stationära enheter, som webbapplikation, krävde att utvecklings-gruppen var erfarna inom respektive områden. I slutet av projektet var inte alla ställda krav uppfyllda - men eftersom vi använder oss av testdriven utveckling så är systemet fullt operationsdugligt. De krav som implementerades, gjordes det till fullo. Till sist så kan det visa sig att de senaste teknologierna och ramverken inte alltid är de bästa att nyttja. Mer beprövade metoder och teknologier kan i vissa fall vara mer lämpliga. The system is a web application that is to be used for time reporting in-which, later on can be exported to a salary system of their choice for salary transactions of personnel. This system is the foundation for a future, all-in-one system with extended functionality. The product was produced using Extreme Programming and Test-Driven Development. During development the development team worked with well-renowned and well-tried methods to ensure a system with the utmost quality. The web application utilizes modern technologies and frame-works for web development – including Microsoft’s ASP.NET MVC 4 and Entity Framework. It’s shown that app development is a diffuse field in which the latest tools within the field do not comparatively simplify the work. A system that works on as-well as mobile units, in the form of a hybrid application, as stationary units, in the form of a web application, demands the development team to be experienced within respective fields. At the end of the project not all requirements are met – however due to us using Test-Driven Development, the system is fully operational. Those requirements that were implemented are done so fully. Furthermore, it’s shown that the latest technologies and frame-works not always are best-suited for usage. More well-tried methods and technologies can in some cases be more appropriate

Daar is weinig onder- zoek aan gedaan, maar het is bekend dat bijen magnetische en elektromagnetische velden kunnen detecteren en er op kunnen reageren. Het kan dus niet op voorhand worden uitgesloten dat bijen erdoor beïnvloed worden. Doelstelling van het onderzoek is om een relatie te kunnen leggen tussen aan de ene kant de dosis EMV die bijen in hun larvale en pupale stadium ondergaan en aan de andere kant hun ont- wikkeling en enkele kenmerken in hun volwassen leven (levensduur, vliegprestaties en morfolo- gische en fysiologische kenmerken). In this work, a new method and algorithm for autonomous teams establishment with mobile sensor network units by SVMs based on task allocations within a potential field is proposed. The sensor network deployed into the environment using the algorithm is composed of robot units with sensing capability of magnetic anomaly of the earth. A new algorithm is developed for task assignment. It is based on the optimization of weights between robots and tasks. The weights are composed of skill ratings of the robots and priorities of the tasks. Multiple teams of mobile units are established in a local area based on these mission vectors. A mission vector is the genetic and gained background information of the mobile units. The genetic background is the inherent structure of their knowledge base in a vector form but it can be dynamically updated with the information gained later on by experience. The mission is performed in a magnetic anomaly environment. The initial values of the mission vectors are loaded by the task assignment algorithm. The mission vectors are updated at the beginning of each sampling period of the motion. Then the teams of robots are created by the support vector machines. A linear optimal hyperplane is calculated by the use of SVM algorithm during training period. Then the robots are classified as teams by use of SVM mechanism embedded in the robots. The support vector machines are implemented in the robots by ordinary op-amps and basic logical gates. Team establishment is tested by simulations and a practical test-bed. This report discussed which grazing system fits best to milking in the meadow with a robot. Free strip grazing gave good results. In a number of farm situations in which grazing is difficult, mobile robot milking in combination with grazing can be an economically attractive alternative. In dit rapport is gekeken welk beweidingsysteem het beste past bij melken met een mobiele melkrobot in de wei. Vrij stripgrazen leverde goede resultaten op. Bij een aantal bedrijfssituaties waar weiden moeilijk is, kan melken met een mobiele melkrobot in combinatie met weiden een economisch aantrekkelijk alternatief zijn.

A typical telemedicine system involves a small set of hospitals providing remote healthcare services to a small section of the society using dedicated nodal centers. However, in developing nations like India where majority live in rural areas that lack specialist care, we envision the need for much larger Internet-based telemedicine systems that would enable a large pool of doctors and hospitals to collectively provide healthcare services to entire populations. We propose a scalable, Internet-based P2P architecture for telemedicine integrating multiple hospitals, mobile medical specialists, and rural mobile units. This system, based on the store and forward model, features a distributed context-aware scheduler for providing timely and location-aware telemedicine services. Other features like zone-based overlay structure and persistent object space abstraction make the system efficient and easy to use.
