Nederland is in ontwikkeling. Onder invloed van globalisering, een stijgende levens verwachting en technologisering verandert onze demografie en onze arbeidsmarkt. Ook het karakter van werk verandert sterk in de komende decennia. Flexibilisering, de komst van nieuwe technologie en intensivering van het werk zijn hierin leidend, aldus de WRR in het rapport ‘Het betere werk’. Deze bevindingen kunnen wij vanuit onze expertise onderschrijven. De verwachtingen en uitdagingen ten aanzien van werk veranderen mee. We worden ouder, en meer mensen zullen langer moeten of willen doorwerken. Het aandeel werkenden met een chronische aandoening zal daarbij toenemen. Daarnaast is de rol van werk in ons bestaan veranderd sinds het vorige millennium. Waar in de tijd van onze grootouders het werk veelal enkel dagbesteding om in levensonderhoud te voorzien was, zonder mogelijkheden voor groei, scholing, of een tweede-spoortraject, is dat nu wel anders. Tegenwoordig spreken we van werk als onderdeel van je identiteit. De verwachtingen ten aanzien van werk liggen logischerwijs hoger. Het werk moet betekenisvol en lonend zijn. De huidige generatie werkenden wil zingeving ervaren en de rol van werk (beter) combineren met privérollen als gezin, mantelzorg en hobby’s. Dat deze ontwikkelingen positieve wederkerige effecten hebben op gezondheid en inzetbaarheid, wordt steeds vaker onderkend, ook door werkgevers. Het is anno 2020 tevens normaler geworden om op latere leeftijd een opleiding te volgen of je halverwege het werkende leven te oriënteren op een nieuwe sector. Die trend zal in de toekomst verder versterkt worden. Ook de belasting van werk is al een tijdlang aan het verschuiven van het fysieke naar het mentale vlak, met alle nieuwe uitdagingen op arbogebied van dien. Oftewel, er is genoeg stof tot nadenken over de toekomst. Daarbij moeten we andere maatschappelijke ontwikkelingen, die op het eerste gezicht verder van het werk afstaan, niet vergeten. De invloed van de klimaatontwikkelingen en als gevolg, de energietransitie, zijn nu al voelbaar in beleid en werkzaamheden in sectoren zoals de bouw en logistiek. Ook die ontwikkelingen zullen een steeds groter effect op de aard van het werk hebben. Meer aandacht voor arbeids(markt)discriminatie, diversiteitsbeleid en sociale veiligheid laten hun positieve invloed naar verwachting de komende jaren ook gelden. De toename van het maatschappelijk bewustzijn op deze gebieden creëert kansen en bovenal momentum om hervormingen door te voeren. Als we dit momentum op de juiste wijze benutten, is een veilig en gezond werkend Nederland in 2040 een haalbare droom. Met onze reactie op de Startnotitie Arbovisie 2040 willen we hieraan bijdragen. We delen bij elk van de zes thema’s onze visie en sluiten af met onze belangrijkste conclusies.

De focus van dit rapport is het risico op discriminatie bij de inzet van digitale middelen die het proces van werving en selectie ondersteunen maar waarbij gemerkt of ongemerkt, bewust of onbewust sprake kan zijn van discriminatie. Deze middelen kunnen relatief eenvoudig zijn, zoals query gebaseerde databases, maar ook innovatieve recruitmenttechnologieën zoals geavanceerde chatrobots, video-interviewsystemen en online assessmenttools. Het doel van de verkenning is om een breder inzicht te verkrijgen in het gebruik van recruitmenttechnologieën bij werving en selectie van werknemers; in de wijzen waarop deze methoden worden ingezet; en wat de risico’s op discriminatie en uitsluiting zijn bij het gebruik van dergelijke technologieën. De volgende vragen staan centraal in het onderzoek: 1. Welke recruitmenttechnologieën ondersteunen het wervings- en selectieproces op dit moment en hoe werken deze recruitmenttechnologieën? 2. Op welke wijzen worden deze recruitmenttechnologieën ingezet door (intermediaire) partijen die betrokken zijn bij het wervings- en selectieproces? 3. Wat zijn de juridische randvoorwaarden voor de inzet van digitale instrumenten en systemen in het recruitmentproces? 4. Op welke wijzen kunnen recruitmenttechnologieën tot discriminatie leiden bij werving en selectie?

Werk gerelateerde stress heeft grote maatschappelijke en economische gevolgen. Al jarenlang nemen stress en stress gerelateerde klachten bij werkende mensen toe. Dit uit zich in uitval als gevolg van deze klachten (burn-out), verminderde prestaties en inzetbaarheid en oplopende verzuimkosten. Werkstress zorgt voor persoonlijk leed bij medewerkers en aanzienlijke kosten voor werkgevers. Een allesomvattende aanpak ontbreekt veelal. In deze whitepaper beschrijven we hoe wij werkstress vanuit diverse invalshoeken bekijken en wat onze visie is op het voorkomen van werkstress. Wat ons betreft is de oplossing voor dit complexe en hardnekkige probleem een integrale aanpak, waarin aandacht voor de dynamiek in processen en de complexiteit ervan centraal staat. Door daarbij gebruik te maken van innovatieve tools en van kennis over het gedrag van complexe systemen kunnen processen op verschillende niveaus – individu, team en organisatie – aan elkaar gekoppeld worden én begrepen worden. Wij zijn er van overtuigd dat met deze aanpak de werkstress in Nederland substantieel zal dalen.

Binnen het Kennisprogramma Inspectie SZW (KIS) heeft TNO een onderzoek uitgevoerd om zicht te krijgen op de stand der praktijk ten aanzien van het voorkómen van arbeidsmarktdiscriminatie, met daarbij in het bijzonder de rol van intermediairs. Met andere woorden: hoe gaan werkgevers en intermediairs (uitzendbureaus, detacheringsbureaus, recruitmentbureaus, assessmentbureaus en social media platforms/vacaturewebsites) om met de risico’s op arbeidsmarktdiscriminatie? Onder arbeidsmarktdiscriminatie verstaan we het bedoeld en onbedoeld benadelen van bepaalde groepen tijdens het recruitmentproces op grond van niet-functie-gebonden eigenschappen, waarvan de belangrijkste zijn: leeftijd, afkomst, chronische ziekte of handicap en geslacht. Om zicht te krijgen op de stand der praktijk ten aanzien van het voorkómen van arbeidsmarktdiscriminatie is er een literatuurscan gedaan, hebben er 32 interviews plaatsgevonden met werkgevers (N=13), intermediairs (N=17) en inspecteurs (N=2) en hebben er twee gesprekken plaatsgevonden met deskundigen. Het resultaat is het voorliggende rapport inclusief checklist, een instrument dat werkgevers en intermediairs kunnen gebruiken om bewust te worden van de risico’s op het gebied van arbeidsmarktdiscriminatie. Tevens biedt de checklist oplossingsrichtingen om deze risico’s te verkleinen. De checklist kan ook als hulpmiddel door de Inspectie SZW worden ingezet om risico’s op arbeidsmarktdiscriminatie te verkleinen.

Background: Employees remain at risk of developing physical and mental health problems. To improve the lifestyle, health, and productivity many workplace interventions have been developed. However, not all of these interventions are effective. Mobile and wireless technology to support health behavior change (mobile health [mHealth] apps) is a promising, but relatively new domain for the occupational setting. Research on mHealth apps for the mental and physical health of employees is scarce. Interventions are more likely to be useful if they are rooted in health behavior change theory. Evaluating the presence of specific combinations of behavior change techniques (BCTs) in mHealth apps might be used as an indicator of potential quality and effectiveness. Objective: The aim of this study was to assess whether mHealth apps for the mental and physical health of employees incorporate BCTs and, if so, which BCTs can be identified and which combinations of BCTs are present. Methods: An assessment was made of apps aiming to reduce the risk of physical and psychosocial work demands and to promote a healthy lifestyle for employees. A systematic search was performed in iTunes and Google Play. Forty-five apps were screened and downloaded. BCTs were identified using a taxonomy applied in similar reviews. The mean and ranges were calculated. Results: On average, the apps included 7 of the 26 BCTs (range 2-18). Techniques such as “provide feedback on performance,” “provide information about behavior-health link,” and “provide instruction” were used most frequently. Techniques that were used least were “relapse prevention,” “prompt self-talk,” “use follow-up prompts,” and “provide information about others’ approval.” “Stress management,” “prompt identification as a role model,” and “agree on behavioral contract” were not used by any of the apps. Stress is een maatschappelijk probleem en een digitale stresscoach zou wel een de oplossing kunnen zijn die goed past bij 'het werk van morgen'. TNO heeft in opdracht van Arbouw onderzoek gedaan naar oorzaken van werkdruk en naar oplossingen op bedrijfs- en sectorniveau om de werkdruk van deze groep te verlagen. De oorzaken zijn geïnventariseerd door middel van deskresearch, participatieve bijeenkomsten met uitvoerders, een bijeenkomst op bedrijfsniveau en interviews met sectorvertegenwoordigers. De oplossingen die tijdens deze bijeenkomsten zijn aangedragen zijn vaak praktisch en snel toepasbaar.

Veel bedrijven of instellingen hebben nu of in de nabije toekomst te maken met reorganisaties. Een flinke uitdaging, zowel voor managers als voor medewerkers. In dit artikel worden de resultaten beschreven van een Europees onderzoek naar de effecten van reorganisaties op het welzijn en de mentale gezondheid van medewerkers. De resultaten van het onderzoek laten zien dat de effecten van een reorganisatie over het algemeen negatief zijn. Reorganisaties leiden tot stress omdat ze het gevoel van baanonzekerheid vergroten, ook voor medewerkers die niet ontslagen worden. Daarnaast verhoogt een reorganisatie de werkdruk en is er minder sociale steun. De resultaten laten ook zien dat de effecten niet altijd even negatief zijn. Medewerkers die goed inzetbaar zijn en veel vertrouwen hebben in eigen kunnen, hebben minder last van een reorganisatie. Daarnaast is het reorganisatieproces van groot belang. Een goede communicatie, de mogelijkheid voor medewerkers om te participeren in de besluitvorming en een goede ondersteuning van collega’s en direct leidinggevende, zijn de drie elementen die het verschil kunnen maken tussen een succesvolle reorganisatie en een reorganisatie met negatieve gevolgen voor medewerkers.

Reorganisaties zijn niet meer weg te denken uit onze hedendaagse economie. Iedere medewerker krijgt vroeg of laat met een reorganisatie te maken, in welke vorm dan ook. Door te reorganiseren proberen organisaties hun prestaties te vergroten. Het is een manier om zich voor te bereiden op of aan te passen aan een veranderende omgeving. Een reorganisatie is een organisatieverandering die ingrijpender is dan een ‘alledaagse verandering’ en die ten minste een sector of een volledige organisatie aantast. Het gaat om meer dan alleen veranderingen in werkwijzen (1). Reorganisaties zijn een grote uitdaging voor werkgevers en medewerkers. Veranderingen worden doorgevoerd terwijl tegelijkertijd ook het dagelijks werk gewoon door moet gaan.

Als het goed is, is het nu geen piekperiode in het primair onderwijs. Schoolleiders moeten natuurlijk niet lastig gevallen worden met een thema over stress en werkdruk, op een moment dat het werk hen boven het hoofd groeit. Strak getimed dus, dachten wij zo. Ruim na de kerstvakantie en voor de voorjaarsdrukte is in deze Kader Primair alles te lezen over taakbelasting en werkstressoren, maar nog belangrijker: over ontspanningsmogelijkheden en een gezonde werkhouding. TNO beschrijft in een artikel haar recente onderzoek naar werkstressoren en energiebronnen; wetenschapper Toon Taris legt uit wat stress is; diverse belanghebbenden spreken uit waarom het schuiven met schoolvakanties wellicht een slim idee is om onder andere de werkdruk te verlichten en tot slot verhalen van collegaschoolleiders die proberen stress binnen hun team en bij zichzelf te herkennen en te beteugelen.

The European situation of new forms of work organisation and stress risks in jobs are described against the ‘decentralisationhuman factor orientation model’, which discerns types of work organisation. ‘Flexible firms’ based on lean production have the highest probability of high strain jobs, predicting negative health effects. Among European employees, those working in high strain work organisations report the highest number of complaints with musculoskeletal problems, allergies and asthma and stress-related problems. Although new forms of work organisation are limited in occurrence, most of them tend towards lean production, indicating growing stress risks for employees. The authors suggest to reduce stress risks in jobs by redesigning those organisational conditions labelled as sources for these risks into work situations with a better balance in job demands and job control.

Het doel van de Preventie Leidraad is om structurele oplossingen te vinden voor concrete problemen in het werk, zodat de uitval van medewerkers als gevolg van stressklachten kan worden voorkomen. De Preventie Leidraad bestaat uit een gespreksprotocol voor een gesprek tussen een leidinggevende en een medewerker en richtlijnen voor het vinden van preventieve maatregelen. Met de informatie uit het gesprek leert het bedrijf hoe zij herhaling van uitval bij de medewerker en bij collega's in de toekomst kan voorkomen. Het instrument levert dus oplossingen op en blijft niet stilstaan bij het nalopen van problemen. Daarnaast levert de Preventie Leidraad informatie op die gebruikt kan worden om medewerkers (nog) beter in te zetten. Met de Preventie Leidraad kunnen de kosten van het verzuim (uitval en arbozorg, lagere administratieve en management lasten) worden verminderd en de baten (betere inzet van medewerkers) verhoogd. Als bijlage is de checklist gesprekken toegevoegd.

The members of PEROSH, Partnership for European Research in Occupational Safety and Health, observed a need to enhance knowledge on the theme ‘Organisational interventions to combat psychosocial factors of stress’. A first step in doing so was to create opportunities to learn from each (participating) country about activities undertaken in this field. This paper is the Dutch contribution. The Combat Workstress Approach is discussed as the main example of approaches to combat psychosocial factors. Its central goal is to assess and eliminate the sources of problems in the work environment. Specific organisational interventions are organisational redesign and job redesign. The challenge of the method is that it combines possibilities to reduce stress risks and enhance an organisation’s performance at the same time. The method has elements that are of interest to other countries, which are quite well transferable.

Chapter 2 presents an overall analysis of all papers.

Het instrument is zo opgezet dat de resultaten laten zien hoe de problemen die werkstess veroorzaken ook een bedreiging vormen voor het primaire proces. Managers zien hierdoor duidelijk wat er voor hen te winnen is en kunnen pro-actief de bestaande problemen oplossen en toekomstige problemen voorkomen. P&O'ers helpen zonodig bij het invoeren van de verbeteringen die de managers initiëren.

Work related stress is an important causes of disability and absenteeism. TNO Work and Employment has developed an instrument, called Tripod Sigma, that identifies risks to work stress and provides tools for remedying these risks. The Tripod Sigma model is developed analogous to the Tripod philosophy which Shell has initiated to identify and proactively control safety risks. This model is used to measure latent failures in the working environment that can cause human error. The main philosophy behind Tripodis that human error can most effectively be controlled by controlling the working environment and the organisation of work. Work stress, like human error, is something that occurs on the level of the individual. Research shows that causes which contribute to work related stress can also be traced back to conditions of the working environment of employees. The project described in this paper has the aim to develop an instrument for analysis of risks for work related stress ‘all the way back’ to the level of management decisions. An instrument that not only identifies risks, but also provides directions for management to reduce or prevent risks.

This leaflet summarises the results of a literature review and two analyses of the findings of the Third European Survey on Working Conditions concerning the relationship between organisations, working conditions and health outcomes. According to these studies, different forms of work organisation ('old' and 'new' forms) are structured along two dimensions. This approach makes it possible to distinguish between four types of work organisation (Taylorism, Human Relations, Lean Production, Sociotechnology). For each of these forms of work organisation, the potential impact on working conditions and workers' health is assessed. Finally, moderators which have a positive impact on working conditions and health will be identified. There are only a few studies which examine the relationship between different forms of work organisation and health and they use different conceptualisations for the same topic. This leaflet presents the relationship between forms of work organisation and health in two steps: 1. What are the working conditions arising from the different forms of work organisation? 2. What are the effects on health and working conditions?

De moderne informatie- en communicatietechnologie (ICT) heeft onmiskenbaar een grote invloed op de manier waarop arbeid is ingericht. De effecten van ICT op arbeid kunnen echter zeer divers zijn. Ook de mechanismen van benvloeding lopen uiteen en laten zich moeilijk vanuit een enkel gezichtspunt beschrijven. In de discussie over de aard, inhoud en organisatie van arbeid in de informatiemaatschappij komen verschillende nieuwe trends naar voren. In dit essay staan drie trends centraal: 1. het toenemend gebruik van ICT in organisaties, 2. veranderingen in samenwerkingspatronen tssen organisaties en netwerkvorming, en 3. het ontstaan van nieuwe productieconcepten in organisaties. Deze ontwikkelingen hebben gemeen dat zij betrekkelijk jong zijn, waardoor er relatief weinig over bekend is. Anderzijds zijn het trends die ,althans in theorie, nauw met elkaar samenhangen.

In dit rapport wordt de arbeidsradar gepresenteerd voor de bouwkundig ingenieurs bij architectenbureaus (AB). De komende jaren kunnen de AB jaarlijks een arbeidsmarktoverschot van ongeveer 90 werknemers verwachten. Daarmee kennen de AB een luxepositie in vergelijking met andere branches die bouwkundig ingenieurs inzetten. Op sommige gebieden is het arbeidsmarktbeleid van de AB niet aangepast zodat de sterke arbeidsmarktpositie kan verslechteren. Om de juiste maatregelen te kiezen zodat een dergelijk risico wordt vermeden, zijn gerichte maatregelen nodig. Vandaar dat TNO Arbeid en benchmark-methode heeft ontwikkeld waarmee sneller tot een prioritering van knelpunten en zo ook van maatregelen kan worden gekomen. De benchmark geeft aan waar de AB kunnen leren van bedrijven die in hun arbeidsmarkt opereren. Uit de kwantitatieve analyse van vraag en aanbod lijkt bij de AB sprake te zijn van een overschot aan afgestudeerden. Er is wel sprake van knelpunten voor functies en voor afzonderlijke organisaties. De arbeidsradar geeft aan waar de AB achterlopen op andere branches.

In dit rapport wordt de arbeidsradar gepresenteerd voor de civiel-ingenieurs bij ingenieurs- en adviesbureaus (IB). De komende jaren kunnen de IB jaarlijks een arbeidsmarkttekort van ongeveer 175 werknemers verwachten. Dit tekort zal alleen maar groeien. Om de juiste maatregelen te kiezen om dit tekort aan te kunnen pakken, zijn gerichte maatregelen nodig. Vandaar dat TNO Arbeid een benchmark-methode heeft ontwikkeld waarmee sneller tot een prioritering van knelpunten en zo ook van maatregelen kan worden gekomen. De benchmark geeft aan waar de IB kunnen leren van bedrijven die in hun arbeidsmarkt opereren. In deze benchmark wordt de situatie van de ingenieurs bij de ingenieursbureaus vergeleken met een referentiegroep bestaande uit ingenieurs bij uitzendbureaus, bij onderzoeksinstellingen, bij overheidsbedrijven en bij bouwbedrijven met 'interne ingenieursbureaus'. De benchmark geeft aan waar de IB achterlopen op de arbeidsmarkt en waar zij dus, indien zij iets aan hun achterstand willen gaan doen, in eerste instantie naar dienen te kijken.

40. Behavior Change Techniques in mHealth Apps for the Mental and Physical Health of Employees: Systematic Assessment.

Background: Employees remain at risk of developing physical and mental health problems. To improve the lifestyle, health, and productivity many workplace interventions have been developed. However, not all of these interventions are effective. Mobile and wireless technology to support health behavior change (mobile health [mHealth] apps) is a promising, but relatively new domain for the occupational setting. Research on mHealth apps for the mental and physical health of employees is scarce. Interventions are more likely to be useful if they are rooted in health behavior change theory. Evaluating the presence of specific combinations of behavior change techniques (BCTs) in mHealth apps might be used as an indicator of potential quality and effectiveness., Objective: The aim of this study was to assess whether mHealth apps for the mental and physical health of employees incorporate BCTs and, if so, which BCTs can be identified and which combinations of BCTs are present., Methods: An assessment was made of apps aiming to reduce the risk of physical and psychosocial work demands and to promote a healthy lifestyle for employees. A systematic search was performed in iTunes and Google Play. Forty-five apps were screened and downloaded. BCTs were identified using a taxonomy applied in similar reviews. The mean and ranges were calculated., Results: On average, the apps included 7 of the 26 BCTs (range 2-18). Techniques such as "provide feedback on performance," "provide information about behavior-health link," and "provide instruction" were used most frequently. Techniques that were used least were "relapse prevention," "prompt self-talk," "use follow-up prompts," and "provide information about others' approval." "Stress management," "prompt identification as a role model," and "agree on behavioral contract" were not used by any of the apps. The combination "provide information about behavior-health link" with "prompt intention formation" was found in 7/45 (16%) apps. The combination "provide information about behavior-health link" with "provide information on consequences," and "use follow-up prompts" was found in 2 (4%) apps. These combinations indicated potential effectiveness. The least potentially effective combination "provide feedback on performance" without "provide instruction" was found in 13 (29%) apps., Conclusions: Apps for the occupational setting might be substantially improved to increase potential since results showed a limited presence of BCTs in general, limited use of potentially successful combinations of BCTs in apps, and use of potentially unsuccessful combinations of BCTs. Increasing knowledge on the effectiveness of BCTs in apps might be used to develop guidelines for app developers and selection criteria for companies and individuals. Also, this might contribute to decreasing the burden of work-related diseases. 41. Evaluating an mHealth App for Health and Well-Being at Work: Mixed-Method Qualitative Study.

Background: To improve workers' health and well-being, workplace interventions have been developed, but utilization and reach are unsatisfactory, and effects are small. In recent years, new approaches such as mobile health (mHealth) apps are being developed, but the evidence base is poor. Research is needed to examine its potential and to assess when, where, and for whom mHealth is efficacious in the occupational setting. To develop interventions for workers that actually will be adopted, insight into user satisfaction and technology acceptance is necessary. For this purpose, various qualitative evaluation methods are available., Objective: The objectives of this study were to gain insight into (1) the opinions and experiences of employees and experts on drivers and barriers using an mHealth app in the working context and (2) the added value of three different qualitative methods that are available to evaluate mHealth apps in a working context: interviews with employees, focus groups with employees, and a focus group with experts., Methods: Employees of a high-tech company and experts were asked to use an mHealth app for at least 3 weeks before participating in a qualitative evaluation. Twenty-two employees participated in interviews, 15 employees participated in three focus groups, and 6 experts participated in one focus group. Two researchers independently coded, categorized, and analyzed all quotes yielded from these evaluation methods with a codebook using constructs from user satisfaction and technology acceptance theories., Results: Interviewing employees yielded 785 quotes, focus groups with employees yielded 266 quotes, and the focus group with experts yielded 132 quotes. Overall, participants muted enthusiasm about the app. Combined results from the three evaluation methods showed drivers and barriers for technology, user characteristics, context, privacy, and autonomy. A comparison between the three qualitative methods showed that issues revealed by experts only slightly overlapped with those expressed by employees. In addition, it was seen that the type of evaluation yielded different results., Conclusions: Findings from this study provide the following recommendations for organizations that are planning to provide mHealth apps to their workers and for developers of mHealth apps: (1) system performance influences adoption and adherence, (2) relevancy and benefits of the mHealth app should be clear to the user and should address users' characteristics, (3) app should take into account the work context, and (4) employees should be alerted to their right to privacy and use of personal data. Furthermore, a qualitative evaluation of mHealth apps in a work setting might benefit from combining more than one method.
