The 2022 European drought has underscored critical deficiencies in European water management. This paper explores these shortcomings and suggests a way forward for European drought risk management. Data for this study was gathered through a continent-wide survey of water managers involved in this event. The survey collected 481 responses from 30 European countries and is comprised of 19 questions concerning sectorial impact in the 55 regions of the responders and drought risk management practices of their organizations. Information from the survey is enriched with climate-related information to offer a comprehensive overview of drought risk management in Europe. Our research focuses on four key aspects: the increasing risk of drought, its spatial and temporal impacts, current drought risk management approaches, and the evolution of drought risk management across the continent. Our findings reveal a consensus on the growing risk of drought, which is confounded by the rising frequency and intensity of droughts. While the 2022 event affected most of the continent, our findings show significant regional disparities in drought risk management capacity among the various countries. Our analysis indicates that current drought risk management measures often rely on short-term operational concerns, particularly in agriculture-dominated economies, leading to potentially maladaptive practices. An overall positive trend in drought risk management, with organizations showing increased awareness and preparedness, indicates how this crisis can be the ideal moment to mainstream European-wide drought risk management. Consequently, we advocate for a European Drought Directive, to harmonize and enforce drought risk management policies across the continent. This directive should promote a systemic, integrated, and long-term risk management perspective. As the adverse impacts of hydrological extremes increase in many regions of the world, a better understanding of the drivers of changes in risk and impacts is essential for effective flood and drought risk management and climate adaptation. However, there is currently a lack of comprehensive, empirical data about the processes, interactions, and feedbacks in complex human-water systems leading to flood and drought impacts. Here we present a benchmark dataset containing socio-hydrological data of paired events, i.e. two floods or two droughts that occurred in the same area. The 45 paired events occurred in 42 different study areas and cover a wide range of socio-economic and hydro-climatic conditions. The dataset is unique in covering both floods and droughts, in the number of cases assessed and in the quantity of socio-hydrological data. The benchmark dataset comprises (1) detailed review-style reports about the events and key processes between the two events of a pair; (2) the key data table containing variables that assess the indicators which characterize management shortcomings, hazard, exposure, vulnerability, and impacts of all events; and (3) a table of the indicators of change that indicate the differences between the first and second event of a pair. The advantages of the dataset are that it enables comparative analyses across all the paired events based on the indicators of change and allows for detailed context- and location-specific assessments based on the extensive data and reports of the individual study areas. The dataset can be used by the scientific community for exploratory data analyses, e.g. focused on causal links between risk management; changes in hazard, exposure and vulnerability; and flood or drought impacts. The data can also be used for the development, calibration, and validation of socio-hydrological models. The dataset is available to the public through the GFZ Data Services (Kreibich et al., 2023, 10.5880/GFZ.4.4.2023.001).

Managing water–human systems during water shortages or droughts is key to avoid the overexploitation of water resources and, in particular, groundwater. Groundwater is a crucial water resource during droughts as it sustains both environmental and anthropogenic water demand. Drought management is often guided by drought policies, to avoid crisis management, and actively introduced management strategies. However, the impact of drought management strategies on hydrological droughts is rarely assessed. In this study, we present a newly developed socio-hydrological model, simulating the relation between water availability and managed water use over 3 decades. Thereby, we aim to assess the impact of drought policies on both baseflow and groundwater droughts. We tested this model in an idealised virtual catchment based on climate data, water resource management practices and drought policies in England. The model includes surface water storage (reservoir), groundwater storage for a range of hydrogeological conditions and optional imported surface water or groundwater. These modelled water sources can all be used to satisfy anthropogenic and environmental water demand. We tested the following four aspects of drought management strategies: (1) increased water supply, (2) restricted water demand, (3) conjunctive water use and (4) maintained environmental flow requirements by restricting groundwater abstractions. These four strategies were evaluated in separate and combined scenarios. Results show mitigated droughts for both baseflow and groundwater droughts in scenarios applying conjunctive use, particularly in systems with small groundwater storage. In systems with large groundwater storage, maintaining environmental flows reduces hydrological droughts most. Drought events and their impacts vary spatially and temporally due to diverse pedo-climatic and hydrologic conditions, as well as variations in exposure and vulnerability, such as demographics and response actions. While hazardous severity and frequency of past drought events have been studied in detail, little is known about the effect of drought management strategies on the actual impacts, and how the hazard is perceived by relevant stakeholders for inducing action. In a continental study, we characterised and assessed the impacts and the perceptions of two recent drought events (2018 and 2019) in Europe and examined the relationship between management strategies and drought perception, hazard and impacts. The study was based on a pan-European survey involving national representatives from 28 countries and relevant stakeholders responding to a standard questionnaire. The survey focused on collecting information on stakeholders’ perceptions of drought, impacts on water resources and beyond, water availability and current drought management strategies at national and regional scales. The survey results were compared with the actual drought hazard information registered by the European Drought Observatory (EDO) for 2018 and 2019. The results highlighted high diversity in drought perceptions across different countries and in values of implemented drought management strategies to alleviate impacts by increasing national and sub-national awareness and resilience. The study concludes with an urgent need to further reduce drought impacts by constructing and implementing a European macro-level drought governance approach, such as a directive, which would strengthen national drought management and lessen harm to human and natural potentials.

Groundwater use affects groundwater storage continuously as the removal of water changes both short-term and long-term groundwater level variation. This has implications for groundwater droughts, i.e. a below-normal groundwater level. The impact of groundwater use on groundwater droughts, however, remains unknown. Hence, the aim of this study is to investigate the impact of groundwater use on groundwater droughts in the absence of actual abstraction data. We present a methodological framework that consists of two approaches. The first approach compared groundwater droughts at monitoring sites that are potentially influenced by abstraction to groundwater droughts at sites that are known to be near natural. Observed groundwater droughts were compared in terms of drought occurrence, duration, and magnitude. The second approach investigated long-term trends in groundwater levels in all monitoring wells. This framework was applied to a case study of the UK, using four regional water management units in which groundwater levels are monitored and abstractions are licensed. Results show two asymmetric responses in groundwater drought characteristics due to groundwater use. The first response is an increase in shorter drought events and is found in three water management units where long-term annual average groundwater abstractions are smaller than recharge. The second response, observed in one water management unit where groundwater abstractions temporarily exceeded recharge, is a lengthening and intensification of groundwater droughts. Analysis of long-term (1984–2014) trends in groundwater levels shows mixed but generally positive trends, while trends in precipitation and potential evapotranspiration are not significant. The overall rising groundwater levels are consistent with changes in water use regulations and with a general reduction in abstractions during the period of investigation. In Brazil, the increasing middle class has raised food demand substantially. The Brazilian Savannah (Cerrados) is one of the rare places where agriculture can expand and address this new demand without jeopardizing the environment. Cerrados has a strictly divided dry and wet season. The dry season lasts from May to September. This long period contributes to various problems such as water shortages, conflicts and insecure food production. Without irrigation, only two crops can be grown per year in this region. Production suffers with a recurrent drought. Because agricultural production is uncertain, irrigation has an important role in this context, but its expansion is limited by water availability. Water conflicts have already occurred in some watersheds, which may jeopardize agriculture and decrease the livelihood of rural communities. In general, water for irrigation is limited to surface water. Therefore, it is important to investigate alternative sources of water, like groundwater. The purpose of this study is to assess the groundwater potential for expanding the irrigated area in a small-scale catchment (Buriti Vermelho, DF, Brazil). The current water demand was investigated and simulated by an Irrigation Strategies Simulation Model (MSEI). A daily water balance was computed, which quantified catchment storage over time. In addition, groundwater behavior and availability were investigated by recession curve analysis. The irrigated area was changed using two scenarios that showed different effects in both catchment surface water balance and groundwater levels. A decline in groundwater levels is seen in all scenarios one year after the beginning of extra extraction. With time, water levels may decline beyond the natural recovery capacity, which will certainly penalize poorer farmers and result in areas being taken out of agricultural production.
