We have developed a neutrino detector with threshold energies from ~0.115 to 105 MeV in a clean detection mode almost completely void of accidental backgrounds. It was initially developed for the NASA $\nu$SOL project to put a solar neutrino detector very close to the Sun with 1,000 to 10,000 times higher solar neutrino flux than on Earth. Similar interactions have been found for anti-neutrinos, which were initially intended for Beta decay neutrinos from reactors, geological sources, or for nuclear security applications. These techniques work at the 1 to 100 MeV region for neutrinos from the ORNL Spallation Neutron Source or low energy accelerator neutrino and anti-neutrino production targets less than $\sim$100 MeV. The identification process is clean, with a double pulse detection signature within a time window between the first interaction producing the conversion electron or positron and the secondary gamma emission 100 ns to ~1 $\mu$s, which removes most accidental backgrounds. These new modes for neutrino and anti-neutrino detection of low energy neutrinos and anti-neutrinos could allow improvements to neutrino interaction measurements from an accelerator beam on a target., Comment: Contribution to the 25th International Workshop on Neutrinos from Accelerators

This paper presents an overview of Waymo's approach to building a reliable case for safety - a novel and thorough blueprint for use by any company building fully autonomous driving systems. A safety case for fully autonomous operations is a formal way to explain how a company determines that an AV system is safe enough to be deployed on public roads without a human driver, and it includes evidence to support that determination. It involves an explanation of the system, the methodologies used to develop it, the metrics used to validate it and the actual results of validation tests. Yet, in order to develop a worthwhile safety case, it is first important to understand what makes one credible and well crafted, and align on evaluation criteria. This paper helps enabling such alignment by providing foundational thinking into not only how a system is determined to be ready for deployment but also into justifying that the set of acceptance criteria employed in such determination is sufficient and that their evaluation (and associated methods) is credible. The publication is structured around three complementary perspectives on safety that build upon content published by Waymo since 2020: a layered approach to safety; a dynamic approach to safety; and a credible approach to safety. The proposed approach is methodology-agnostic, so that anyone in the space could employ portions or all of it.

A multispectral image camera captures image data within specific wavelength ranges in narrow wavelength bands across the electromagnetic spectrum. Images from a multispectral camera can extract additional information that the human eye or a normal camera fails to capture and thus may have important applications in precision agriculture, forestry, medicine and object identification. Conventional multispectral cameras are made up of multiple image sensors each fitted with a narrow passband wavelength filter and optics, which makes them heavy, bulky, power hungry and very expensive. The multiple optics also create image co-registration problem. Here, we demonstrate a single sensor based three band multispectral camera using a narrow spectral band RGB colour mosaic in a Bayer pattern integrated on a monochrome CMOS sensor. The narrow band colour mosaic is made of a hybrid combination of plasmonic colour filters and heterostructured dielectric multilayer. The demonstrated camera technology has reduced cost, weight, size and power by almost n times (where n is the number of bands) compared to a conventional multispectral camera.

The Low Frequency Array (LOFAR) Two-metre Sky Survey (LoTSS) is a low-frequency radio continuum survey of the Northern sky at an unparalleled resolution and sensitivity. In order to fully exploit this huge dataset and those produced by the Square Kilometre Array in the next decade, automated methods in machine learning and data-mining will be increasingly essential both for morphological classifications and for identifying optical counterparts to the radio sources. Using self-organising maps (SOMs), a form of unsupervised machine learning, we created a dimensionality reduction of the radio morphologies for the $\sim$25k extended radio continuum sources in the LoTSS first data release, which is only $\sim$2 percent of the final LoTSS survey. We made use of \textsc{PINK}, a code which extends the SOM algorithm with rotation and flipping invariance, increasing its suitability and effectiveness for training on astronomical sources. After training, the SOMs can be used for a wide range of science exploitation and we present an illustration of their potential by finding an arbitrary number of morphologically rare sources in our training data (424 square degrees) and subsequently in an area of the sky ($\sim$5300 square degrees) outside the training data. Objects found in this way span a wide range of morphological and physical categories: extended jets of radio active galactic nuclei, diffuse cluster haloes and relics, and nearby spiral galaxies. Waymo's safety methodologies, which draw on well established engineering processes and address new safety challenges specific to Automated Vehicle technology, provide a firm foundation for safe deployment of Waymo's Level 4 ADS, which Waymo also refers to as the Waymo Driver. Waymo's determination of its readiness to deploy its AVs safely in different settings rests on that firm foundation and on a thorough analysis of risks specific to a particular Operational Design Domain. Waymo's process for making these readiness determinations entails an ordered examination of the relevant outputs from all of its safety methodologies combined with careful safety and engineering judgment focused on the specific facts relevant for a particular determination. Waymo will approve when it determines the ADS is ready for the new conditions without creating any unreasonable risks to safety. This paper explains Waymo's methodologies as applied to the three layers of its technology: hardware, ADS behavior, and operations, and also explains Waymo's safety governance. (Abridged) The Maunakea Spectroscopic Explorer (MSE) is an end-to-end science platform for the design, execution and scientific exploitation of spectroscopic surveys. It will unveil the composition and dynamics of the faint Universe and impact nearly every field of astrophysics across all spatial scales, from individual stars to the largest scale structures in the Universe. Major pillars in the science program for MSE include (i) the ultimate Gaia follow-up facility for understanding the chemistry and dynamics of the distant Milky Way, including the outer disk and faint stellar halo at high spectral resolution (ii) galaxy formation and evolution at cosmic noon, via the type of revolutionary surveys that have occurred in the nearby Universe, but now conducted at the peak of the star formation history of the Universe (iii) derivation of the mass of the neutrino and insights into inflationary physics through a cosmological redshift survey that probes a large volume of the Universe with a high galaxy density. MSE is positioned to become a critical hub in the emerging international network of front-line astronomical facilities, with scientific capabilities that naturally complement and extend the scientific power of Gaia, the Large Synoptic Survey Telescope, the Square Kilometer Array, Euclid, WFIRST, the 30m telescopes and many more., Comment: 9 chapters, 301 pages, 100 figures. The radio-loud/radio-quiet (RL/RQ) dichotomy in quasars is still an open question. Although it is thought that accretion onto supermassive black holes in the centre the host galaxies of quasars is responsible for some radio continuum emission, there is still a debate as to whether star formation or active galactic nuclei (AGN) activity dominate the radio continuum luminosity. To date, radio emission in quasars has been investigated almost exclusively using high-frequency observations in which the Doppler boosting might have an important effect on the measured radio luminosity, whereas extended structures, best observed at low radio frequencies, are not affected by the Doppler enhancement. We used a sample of quasars selected by their optical spectra in conjunction with sensitive and high-resolution low-frequency radio data provided by the LOw Frequency ARray (LOFAR) as part of the LOFAR Two-Metre Sky Survey (LoTSS) to investigate their radio properties using the radio loudness parameter ($\mathcal{R} = \frac{L_{\mathrm{144-MHz}}}{L_{\mathrm{i\,band}}}$). The examination of the radio continuum emission and RL/RQ dichotomy in quasars exhibits that quasars show a wide continuum of radio properties (i.e. no clear bimodality in the distribution of $\mathcal{R}$). Radio continuum emission at low frequencies in low-luminosity quasars is consistent with being dominated by star formation. We see a significant albeit weak dependency of $\mathcal{R}$ on the source nuclear parameters. For the first time, we are able to resolve radio morphologies of a considerable number of quasars. All these crucial results highlight the impact of the deep and high-resolution low-frequency radio surveys that foreshadow the compelling science cases for the Square Kilometre Array (SKA)., Comment: 16 pages, 12 figures, 4 tables. The galaxies found in optical surveys fall in two distinct regions of a diagram of optical colour versus absolute magnitude: the red sequence and the blue cloud with the green valley in between. We show that the galaxies found in a submillimetre survey have almost the opposite distribution in this diagram, forming a `green mountain'. We show that these distinctive distributions follow naturally from a single, continuous, curved Galaxy Sequence in a diagram of specific star-formation rate versus stellar mass without there being the need for a separate star-forming galaxy Main Sequence and region of passive galaxies. The cause of the red sequence and the blue cloud is the geometric mapping between stellar mass/specific star-formation rate and absolute magnitude/colour, which distorts a continuous Galaxy Sequence in the diagram of intrinsic properties into a bimodal distribution in the diagram of observed properties. The cause of the green mountain is Malmquist bias in the submillimetre waveband, with submillimetre surveys tending to select galaxies on the curve of the Galaxy Sequence, which have the highest ratios of submillimetre-to-optical luminosity. This effect, working in reverse, causes galaxies on the curve of the Galaxy Sequence to be underrepresented in optical samples, deepening the green valley. The green valley is therefore not evidence (1) for there being two distinct populations of galaxies, (2) for galaxies in this region evolving more quickly than galaxies in the blue cloud and the red sequence, (c) for rapid quenching processes in the galaxy population., Comment: Accepted by Monthly Notices of the Royal Astronomical Society

Radio emission is a key indicator of star-formation activity in galaxies, but the radio luminosity-star formation relation has to date been studied almost exclusively at frequencies of 1.4 GHz or above. At lower radio frequencies the effects of thermal radio emission are greatly reduced, and so we would expect the radio emission observed to be completely dominated by synchrotron radiation from supernova-generated cosmic rays. As part of the LOFAR Surveys Key Science project, the Herschel-ATLAS NGP field has been surveyed with LOFAR at an effective frequency of 150 MHz. We select a sample from the MPA-JHU catalogue of SDSS galaxies in this area: the combination of Herschel, optical and mid-infrared data enable us to derive star-formation rates (SFRs) for our sources using spectral energy distribution fitting, allowing a detailed study of the low-frequency radio luminosity--star-formation relation in the nearby Universe. For those objects selected as star-forming galaxies (SFGs) using optical emission line diagnostics, we find a tight relationship between the 150 MHz radio luminosity ($L_{150}$) and SFR. Interestingly, we find that a single power-law relationship between $L_{150}$ and SFR is not a good description of all SFGs: a broken power law model provides a better fit. This may indicate an additional mechanism for the generation of radio-emitting cosmic rays. Also, at given SFR, the radio luminosity depends on the stellar mass of the galaxy. Objects which were not classified as SFGs have higher 150-MHz radio luminosity than would be expected given their SFR, implying an important role for low-level active galactic nucleus activity., Comment: 21 pages, 12 figures, accepted for publication in MNRAS

The Herschel Space Observatory has revealed a very different galaxyscape from that shown by optical surveys which presents a challenge for galaxy-evolution models. The Herschel surveys reveal (1) that there was rapid galaxy evolution in the very recent past and (2) that galaxies lie on a a single Galaxy Sequence (GS) rather than a star-forming `main sequence' and a separate region of `passive' or `red-and-dead' galaxies. The form of the GS is now clearer because far-infrared surveys such as the Herschel ATLAS pick up a population of optically-red star-forming galaxies that would have been classified as passive using most optical criteria. The space-density of this population is at least as high as the traditional star-forming population. By stacking spectra of H-ATLAS galaxies over the redshift range 0.001 < z < 0.4, we show that the galaxies responsible for the rapid low-redshift evolution have high stellar masses, high star-formation rates but, even several billion years in the past, old stellar populations - they are thus likely to be relatively recent ancestors of early-type galaxies in the Universe today. The form of the GS is inconsistent with rapid quenching models and neither the analytic bathtub model nor the hydrodynamical EAGLE simulation can reproduce the rapid cosmic evolution. We propose a new gentler model of galaxy evolution that can explain the new Herschel results and other key properties of the galaxy population., Comment: Accepted for publication in MNRAS

MSE is an 11.25m aperture observatory with a 1.5 square degree field of view that will be fully dedicated to multi-object spectroscopy. More than 3200 fibres will feed spectrographs operating at low (R ~ 2000 - 3500) and moderate (R ~ 6000) spectral resolution, and approximately 1000 fibers will feed spectrographs operating at high (R ~ 40000) resolution. MSE is designed to enable transformational science in areas as diverse as tomographic mapping of the interstellar and intergalactic media; the in-situ chemical tagging of thick disk and halo stars; connecting galaxies to their large scale structure; measuring the mass functions of cold dark matter sub-halos in galaxy and cluster-scale hosts; reverberation mapping of supermassive black holes in quasars; next generation cosmological surveys using redshift space distortions and peculiar velocities. MSE is an essential follow-up facility to current and next generations of multi-wavelength imaging surveys, including LSST, Gaia, Euclid, WFIRST, PLATO, and the SKA, and is designed to complement and go beyond the science goals of other planned and current spectroscopic capabilities like VISTA/4MOST, WHT/WEAVE, AAT/HERMES and Subaru/PFS. It is an ideal feeder facility for E-ELT, TMT and GMT, and provides the missing link between wide field imaging and small field precision astronomy. MSE is optimized for high throughput, high signal-to-noise observations of the faintest sources in the Universe with high quality calibration and stability being ensured through the dedicated operational mode of the observatory. Using results from the Herschel Astrophysical Terrahertz Large-Area Survey and the Galaxy and Mass Assembly project, we show that, for galaxy masses above approximately 1.0e8 solar masses, 51% of the stellar mass-density in the local Universe is in early-type galaxies (ETGs: Sersic n > 2.5) while 89% of the rate of production of stellar mass-density is occurring in late-type galaxies (LTGs: Sersic n < 2.5). From this zero-redshift benchmark, we have used a calorimetric technique to quantify the importance of the morphological transformation of galaxies over the history of the Universe. The extragalactic background radiation contains all the energy generated by nuclear fusion in stars since the Big Bang. By resolving this background radiation into individual galaxies using the deepest far-infrared survey with the Herschel Space Observatory and a deep near-infrared/optical survey with the Hubble Space Telescope (HST), and using measurements of the Sersic index of these galaxies derived from the HST images, we estimate that approximately 83% of the stellar mass-density formed over the history of the Universe occurred in LTGs. The difference between this and the fraction of the stellar mass-density that is in LTGs today implies there must have been a major transformation of LTGs into ETGs after the formation of most of the stars., Comment: Accepted for publication in MNRAS

We have used the classical Hall effect to electrically characterize Indium Tin Oxide (ITO) films grown by two different techniques on silica substrates. ITO films have the unique property that they can be both electrically conducting (and to be used for a gate electrode for example) as well as optically transparent (at least in the visible part of the spectrum). In the near infrared (NIR) the transmission typically reduces. [Abridged] Aims: This work focuses on one lensed system, HATLAS J142935.3-002836 (H1429-0028), selected in the Herschel-ATLAS field. Gathering a rich, multi-wavelength dataset, we aim to confirm the lensing hypothesis and model the background source's morphology and dynamics, as well as to provide a full physical characterisation. Methods: Multi-wavelength high-resolution data is utilised to assess the nature of the system. A lensing-analysis algorithm which simultaneously fits different wavebands is adopted to characterise the lens. The background galaxy dynamical information is studied by reconstructing the 3-D source-plane of the ALMA CO(J:4-3) transition. Near-IR imaging from HST and Keck-AO allows to constrain rest-frame optical photometry independently for the foreground and background systems. Physical parameters (such as stellar and dust masses) are estimated via modelling of the spectral energy distribution taking into account source blending, foreground obscuration, and differential magnification. Results: The system comprises a foreground edge-on disk galaxy (at z_sp=0.218) with an almost complete Einstein ring around it. The background source (at z_sp=1.027) is magnified by a factor of ~8-10 depending on wavelength. It is comprised of two components and a tens of kpc long tidal tail resembling the Antennae merger. As a whole, the system is a massive stellar system (1.32[-0.41,+0.63] x1E11 Mo) forming stars at a rate of 394+-90 Mo/yr, and has a significant gas reservoir M_ISM = 4.6+-1.7 x1E10 Mo. Its depletion time due to star formation alone is thus expected to be tau_SF=M_ISM/SFR=117+-51 Myr. The dynamical mass of one of the components is estimated to be 5.8+-1.7 x1E10 Mo, and, together with the photometric total mass estimate, it implies that H1429-0028 is a major merger system (1:2.8[-1.5,+1.8])., Comment: submitted to A&A, 20 pages, 12 figures

In the lead-up to the Square Kilometre Array (SKA) project, several next-generation radio telescopes and upgrades are already being built around the world. These include APERTIF (The Netherlands), ASKAP (Australia), eMERLIN (UK), VLA (USA), e-EVN (based in Europe), LOFAR (The Netherlands), Meerkat (South Africa), and the Murchison Widefield Array (MWA). Each of these new instruments has different strengths, and coordination of surveys between them can help maximise the science from each of them. A radio continuum survey is being planned on each of them with the primary science objective of understanding the formation and evolution of galaxies over cosmic time, and the cosmological parameters and large-scale structures which drive it. In pursuit of this objective, the different teams are developing a variety of new techniques, and refining existing ones. In this paper we investigate the performance of the likelihood ratio method as a tool for identifying optical and infrared counterparts to proposed radio continuum surveys with SKA precursor and pathfinder telescopes. We present a comparison of the infrared counterparts identified by the likelihood ratio in the VISTA Deep Extragalactic Observations (VIDEO) survey to radio observations with 6, 10 and 15 arcsec resolution. We cross-match a deep radio catalogue consisting of radio sources with peak flux density $>$ 60 $\mu$Jy with deep near-infrared data limited to $K_{\mathrm{s}}\lesssim$ 22.6. Comparing the infrared counterparts from this procedure to those obtained when cross-matching a set of simulated lower resolution radio catalogues indicates that degrading the resolution from 6 arcsec to 10 and 15 arcsec decreases the completeness of the cross-matched catalogue by approximately 3 and 7 percent respectively. When matching against shallower infrared data, comparable to that achieved by the VISTA Hemisphere Survey, the fraction of radio sources with reliably identified counterparts drops from $\sim$89%, at $K_{\mathrm{s}}\lesssim$22.6, to 47% with $K_{\mathrm{s}}\lesssim$20.0. Decreasing the resolution at this shallower infrared limit does not result in any further decrease in the completeness produced by the likelihood ratio matching procedure. However, we note that radio continuum surveys with the MeerKAT and eventually the SKA, will require long baselines in order to ensure that the resulting maps are not limited by instrumental confusion noise., Comment: 10 pages, 7 figures, accepted for publication in mnras

We present a simple, physically-motivated model to interpret consistently the emission from galaxies at ultraviolet, optical and infrared wavelengths. We combine this model with a Bayesian method to obtain robust statistical constraints on key parameters describing the stellar content, star formation activity and dust content of galaxies. Our model is now publicly available via a user-friendly code package, MAGPHYS at www.iap.fr/magphys. We present an application of this model to interpret a sample of ~1400 local (z<0.5) galaxies from the H-ATLAS survey. We find that, for these galaxies, the diffuse interstellar medium, powered mainly by stars older than 10 Myr, accounts for about half the total infrared luminosity.
