Abstract

The National Spherical Torus Experiment (NSTX) has undergone a major upgrade, and the NSTX Upgrade (NSTX-U) Project was completed in the summer of 2015. NSTX-U first plasma was subsequently achieved, diagnostic and control systems have been commissioned, the H-mode accessed, magnetic error fields identified and mitigated, and the first physics research campaign carried out. During ten run weeks of operation, NSTX-U surpassed NSTX record pulse-durations and toroidal fields (TF), and high-performance ∼1 MA H-mode plasmas comparable to the best of NSTX have been sustained near and slightly above the n = 1 no-wall stability limit and with H-mode confinement multiplier H98y,2 above 1. Transport and turbulence studies in L-mode plasmas have identified the coexistence of at least two ion-gyro-scale turbulent micro-instabilities near the same radial location but propagating in opposite (i.e. ion and electron diamagnetic) directions. These modes have the characteristics of ion-temperature gradient and micro-tearing modes, respectively, and the role of these modes in contributing to thermal transport is under active investigation. The new second more tangential neutral beam injection was observed to significantly modify the stability of two types of Alfven eigenmodes. Improvements in offline disruption forecasting were made in the areas of identification of rotating MHD modes and other macroscopic instabilities using the disruption event characterization and forecasting code. Lastly, the materials analysis and particle probe was utilized on NSTX-U for the first time and enabled assessments of the correlation between boronized wall conditions and plasma performance. These and other highlights from the first run campaign of NSTX-U are described.

Abstract

This report is one of a series intended primarily for those engaged in or preparing for educational planning and administration (especially in developing countries) and for those government officials and civic leaders seeking a more general understanding of educational planning and its role in overall national development. In this booklet, the author examines the effects of development politics on the processes and responsibilities of educational planning. He argues that the political nature of education plans in developing nations places the planner in a dilemma. According to the author, if a planner adheres strictly to the ideals of education as a means for developing social equality and human potential, he becomes politically ineffective. On the other hand, the author contends, the planner without ideals can find himself used mainly as a propagandist and a technician by the government of the day. The author feels that the task facing planners is that of balancing what is best with educational standards that are suited to the social and economic needs of the country in keeping with what is possible at the time and with the resources available. Abstract

There are no current descriptions of general anaesthesia characteristics for obstetric surgery, despite recent changes to patient baseline characteristics and airway management guidelines. This analysis of data from the direct reporting of awareness in maternity patients' (DREAMY) study of accidental awareness during obstetric anaesthesia aimed to describe practice for obstetric general anaesthesia in England and compare with earlier surveys and best-practice recommendations. Consenting patients who received general anaesthesia for obstetric surgery in 72 hospitals from May 2017 to August 2018 were included. Baseline characteristics, airway management, anaesthetic techniques and major complications were collected. Descriptive analysis, binary logistic regression modelling and comparisons with earlier data were conducted. Data were collected from 3117 procedures, including 2554 (81.9%) caesarean deliveries. Thiopental was the induction drug in 1649 (52.9%) patients, compared with propofol in 1419 (45.5%). Suxamethonium was the neuromuscular blocking drug for tracheal intubation in 2631 (86.1%), compared with rocuronium in 367 (11.8%). Difficult tracheal intubation was reported in 1 in 19 (95%CI 1 in 16-22) and failed intubation in 1 in 312 (95%CI 1 in 169-667). Obese patients were over-represented compared with national baselines and associated with difficult, but not failed intubation. There was more evidence of change in practice for induction drugs (increased use of propofol) than neuromuscular blocking drugs (suxamethonium remains the most popular). There was evidence of improvement in practice, with increased monitoring and reversal of neuromuscular blockade (although this remains suboptimal). Despite a high risk of difficult intubation in this population, videolaryngoscopy was rarely used (1.9%).

15. The Navy's Earth System Prediction Capability: A New Global Coupled Atmosphere-Ocean-Sea Ice Prediction System Designed for Daily to Subseasonal Forecasting

Abstract

This paper describes the new global Navy Earth System Prediction Capability (Navy-ESPC) coupled atmosphere-ocean-sea ice prediction system developed at the Naval Research Laboratory (NRL) for operational forecasting for timescales of days to the subseasonal. Two configurations of the system are validated: (1) a low-resolution 16-member ensemble system and (2) a high-resolution deterministic system. The Navy-ESPC ensemble system became operational in August 2020, and this is the first time the NRL operational partner, Fleet Numerical Meteorology and Oceanography Center, will provide global coupled atmosphere-ocean-sea ice forecasts, with atmospheric forecasts extending past 16 days, and ocean and sea ice ensemble forecasts. A unique aspect of the Navy-ESPC is that the global ocean model is eddy resolving at 1/12° in the ensemble and at 1/25° in the deterministic configurations. The component models are current Navy operational systems: NAVy Global Environmental Model (NAVGEM) for the atmosphere, HYbrid Coordinate Ocean Model (HYCOM) for the ocean, and Community Ice CodE (CICE) for the sea ice. Physics updates to improve the simulation of equatorial phenomena, particularly the Madden-Julian Oscillation (MJO), were introduced into NAVGEM. The low-resolution ensemble configuration and high-resolution deterministic configuration are evaluated based on analyses and forecasts from January 2017 to January 2018. Navy-ESPC ensemble forecast skill for large-scale atmospheric phenomena, such as the MJO, North Atlantic Oscillation (NAO), Antarctic Oscillation (AAO), and other indices, is comparable to that of other numerical weather prediction (NWP) centers. Ensemble forecasts of ocean sea surface temperatures perform better than climatology in the tropics and midlatitudes out to 60 days. In addition, the Navy-ESPC Pan-Arctic and Pan-Antarctic sea ice extent predictions perform better than climatology out to about 45 days, although the skill is dependent on season.

16. Surface Radiative Flux Bias Reduction Through Regionally Varying Cloud Fraction Parameter Nudging in a Global Coupled Forecast System

Abstract

A simple parameter nudging procedure is described that systematically reduces near‐analysis time errors in the surface net shortwave flux in the Navy ESPC (Earth System Prediction Capability) system, a global coupled forecast system that is the product of a continuing development effort at the U. S. Naval Research Laboratory. The procedure generates geographically varying perturbations to one of the cloud fraction parameters in the atmospheric model component of the system during the data assimilation cycle, resulting in large improvements in near‐analysis time surface net shortwave flux biases. After a several week spin‐up period, the global RMSE of the succeeding 10‐day mean bias computed for lead times of 6–12 hours is reduced by 40 percent. Results from application of the approach in a series of 45‐day integrations show that improvements are realized at longer forecast lead times as well. The global RMSE of the surface net shortwave flux averaged over these integrations improves by 37 percent for lead times from 1–5 days, decreasing to 18 percent for lead times from 31–45 days. The corresponding longwave flux errors are slightly degraded, ranging from a 2 percent increase for lead times from 1–5 days to a 0.5 percent increase for lead times from 31–45 days. Global‐mean reductions in ground and sea surface temperature errors are obtained through most of the 45‐day integration period due to improvements over ocean and polar regions. Potential steps for extension and operational application of the method are discussed.

Abstract

Background: The evidence associating diet and risk of multiple sclerosis is inconclusive. Objective: We investigated associations between dietary patterns and risk of a first clinical diagnosis of central nervous system demyelination, a common precursor to multiple sclerosis. Methods: We used data from the 2003–2006 Ausimmune Study, a case–control study examining environmental risk factors for a first clinical diagnosis of central nervous system demyelination, with participants matched on age, sex and study region. Using data from a food frequency questionnaire, dietary patterns were identified using principal component analysis. Conditional logistic regression models ( n = 698, 252 cases, 446 controls) were adjusted for history of infectious mononucleosis, serum 25-hydroxyvitamin D concentrations, smoking, race, education, body mass index and dietary misreporting. Results: We identified two major dietary patterns – healthy (high in poultry, fish, eggs, vegetables, legumes) and Western (high in meat, full-fat dairy; low in wholegrains, nuts, fresh fruit, low-fat dairy), explaining 9.3% and 7.5% of variability in diet, respectively. A one-standard deviation increase in the healthy pattern score was associated with a 25% reduced risk of a first clinical diagnosis of central nervous system demyelination (adjusted odds ratio 0.75; 95% confidence interval 0.60, 0.94; p = 0.011). There was no statistically significant association between the Western dietary pattern and risk of a first clinical diagnosis of central nervous system demyelination. Conclusion: Following healthy eating guidelines may be beneficial for those at high risk of multiple sclerosis.

24. Adopting a student-led pedagogic approach within higher education: The reflections of an early career academic

Abstract

The current paper presents a reflective account of the adoption of a student-led pedagogic approach, based upon the first author’s experiences of working within a new academic institution. Carl Rogers’ writings around student-centred learning and the role of the facilitator provide the theoretical underpinning for the reflections put forward, and contextual information regarding the institution’s learning and teaching strategy, and the first author’s teaching background are also provided. Observations and reflections relating to ‘power’ within teaching and learning, and the challenges (and successes) encountered when adopting the role of a ‘facilitator of learning’ are considered from a critical standpoint. The paper closes with some key questions and considerations surrounding the first author’s ongoing exploration of this innovative pedagogic approach.

Abstract

This article discusses the role of the service sector in generating economic growth and employment. We argue that defining, measuring and distinguishing service output as opposed to output of goods has become increasingly difficult, which makes the traditional attempts to define a specific role for the service sector more or less futile. Instead, it is argued that the diverse activities performed within the service sector form an integral part of a well-functioning economy as a whole. Worrying about the relative size of the service sector helps us little: what matters in each sector's contribution to the overall productivity growth.

Abstract

The traditional approach to Bridge Weigh-in-Motion (WIM) developed by Moses, gives good accuracy for estimating gross vehicle weights but is less accurate for individual axle weights. In this paper, Tikhonov regularisation is applied to the original Moses’ equations to reduce some of the inaccuracies inherent within the algorithm. The optimal regularisation parameter is calculated using the L-curve criterion. The new regularised solution is numerically tested using simulations of moving vehicles on a bridge. Results show that the regularised solution performs significantly better than the original approach of Moses and is insensitive to road surface roughness. Deposited by bulk import

Abstract

A number of real-time ocean model forecasts were carried out successfully at Naval Research Laboratory (NRL) to provide modeling support and numerical guidance to the CARTHE GLAD at-sea experiment during summer 2012. Two RELO ensembles and three single models using NCOM and HYCOM with different resolutions were carried out. A calibrated ensemble system with enhanced spread and reliability was developed to better support this experiment. The calibrated ensemble is found to outperform the un-calibrated ensemble in forecasting accuracy, skill, and reliability for all the variables and observation spaces evaluated. The metrics used in this paper include RMS error, anomaly correlation, PECA, Brier score, spread reliability, and Talagrand rank histogram. It is also found that even the un-calibrated ensemble outperforms the single forecast from the model with the same resolution. The advantages of the ensembles are further extended to the Lagrangian framework. In contrast to a single model forecast, the RELO ensemble provides not only the most likely Lagrangian trajectory for a particle in the ocean, but also an uncertainty estimate that directly reflects the complicated ocean dynamics, which is valuable for decision makers. The examples show that the calibrated ensemble with more reliability can capture trajectories in different, even opposite, directions, which would be missed by the uncalibrated ensemble. The ensembles are applied to compute the repelling and attracting Lagrangian coherent structures (LCSs), and the uncertainties of the LCSs, which are hard to obtain from a single model forecast, are estimated. It is found that the spatial scales of the LCSs depend on the model resolution. The model with the highest resolution produces the finest, small-scale, LCS structures, while the model with lowest resolution generates only large-scale LCSs. Abstract

This chapter focuses on working with industry for the promotion of fruit and vegetable consumption. "Industry" refers to the commercial food supply chain; however, for the purpose of building partnerships to promote fruit and vegetable consumption, there are many participants who have potential influence. Potential partner cross sectors include the public sector; private sector; non-government organizations and international bodies, e.g. World Health Organization (WHO), Food and Agricultural Organization (FAO), United Nations Children's Fund (UNICEF), etc.; and consultative and advocacy groups. Many factors influence what individuals eat. Interventions to change any behavior need to be aimed at those things that can be changed or modified. Identification of the modifiable determinants of fruit and vegetable consumption assists the development of effective interventions. Age, gender, and ethnicity are not modifiable determinants of consumption; however, they need to be considered in developing interventions as they may affect other characteristics relating to food intake. The factors influencing fruit consumption may be similar to those for vegetables, however, the extent of influence differs. The barriers to eating cooked vegetables are different from those to eating salad vegetables or fresh fruit. There is a lack of consumer knowledge about what fruits and vegetables are available and what to do with them. People eat fewer fruit and vegetables when they perceive more barriers, consider them expensive, perceive there is an additional cost to adding more fruits and vegetables to the usual food budget, or incorrectly perceive they have an adequate or high current intake. © 2010 Elsevier Inc. Abstract

During shallow water antisubmarine warfare missions, environmental uncertainty significantly impacts Fleet asset performance. Oceanographic sensor availability, acoustic sensor coverage, and operational time limitations put constraints on efforts to observe large ocean areas. To address these challenges, NRL researchers have advanced and incorporated applied research technologies developed under several disciplines to implement an adaptive sensor placement capability that, under certain assumptions, minimizes the uncertainty in forecasted information. The technologies incorporated include ocean data quality control, rapidly nested oceanographic modeling, data assimilation, ensemble representation of uncertainty, acoustic performance modeling, and Ensemble Transform Kalman Filter (ETKF) adaptive sampling., Published in NRL Review, p123-126, 2008. Abstract

A better understanding of the complex interplay between ocean waves, water levels, and currents, and the movement of sediment in the dune-beach system will improve predictions of coastal environmental hazards, water-column optics, bar movement, and mine burial -- all of which have tactical implications. Historically, this interaction of different processes has been modeled by using simple parameterizations. In this study, we explicitly simulate the above processes through a suite of numerical models. We use a depiction of the landfall of Hurricane Isabel (2003) on the barrier islands of Cape Hatteras, North Carolina, to examine potential erosion that contributes to barrier island breaching and washover. This prototype for a rapidly relocatable nearshore sediment transport modeling system will take advantage of recent advances in Navy technology for global deep-ocean and coastal environmental modeling., Published in the NRL Review, 2006.

Abstract

Storm deposits in ancient shelf sediments typically form thick sequences of interbedded sand and mud deposited during shoreline regression, whereas modern shelf sediments are generally thin veneers deposited during shoreline transgression. In this paper we present a preliminary comparison between ancient and modern storm beds deposited in these disparate contexts. Hurricane Katrina deposited a storm bed on the Louisiana shelf with a maximum observed thickness of 0.58 m, which thinned to approximately 0.1 m at 200 km west of landfall. This thickness is similar to event beds observed in both ancient and modern sediments. Using data for tropical cyclone landfalls in the Gulf of Mexico, we estimate the return time for a storm of this size to be 40-50 years in this region. This estimated frequency for deposition of storm beds is useful in evaluating ancient storm sequences that were deposited during similar climatic conditions., The original document contains color images.
