Abstract

Transition probabilities have been measured between the low-lying yrast states in ¹⁷⁵Au by employing the recoil distance Doppler-shift method combined with the selective recoil-decay tagging technique. Reduced transition probabilities and magnitudes of transition quadrupole moments have been extracted from measured lifetimes allowing dramatic changes in nuclear structure within a low excitation-energy range to probed. The transition quadrupole moment data are discussed in terms of available systematics as a function of atomic number and aligned angular momentum.

Abstract

The transition quadrupole moments, $Q_{\rm t}$, of four weakly populated collective bands up to spin $\sim$ $65\hbar$ in $^{157,158}$Er have been measured to be ${\sim}11 {\rm eb}$ demonstrating that these sequences are associated with large deformations. However, the data are inconsistent with calculated values from cranked Nilsson-Strutinsky calculations that predict the lowest energy triaxial shape to be associated with rotation about the short principal axis. The data appear to favor either a stable triaxial shape rotating about the intermediate axis or, alternatively, a triaxial shape with larger deformation rotating about the short axis. Abstract

High-spin states in the N = 128 nucleus ²¹⁸Th have been investigated following fusion–evaporation reactions, using the recoil-decay tagging technique. Due to the short-lived nature of the ground state of ²¹⁸Th prompt γ rays have been correlated with the α decay of the daughter nucleus ²¹⁴Ra. The level scheme representing the decay of excited states has been extended to (16⁺) with the observation of six previously unreported transitions. The observations are compared with the results of shell model calculations and within the context of the systematics of neighbouring nuclei.

Hyperfine-structure parameters and isotope shifts for the 795-nm atomic transitions in At217,218,219 have been measured at CERN-ISOLDE, using the in-source resonance-ionization spectroscopy technique. Magnetic dipole and electric quadrupole moments, and changes in the nuclear mean-square charge radii, have been deduced. A large inverse odd-even staggering in radii, which may be associated with the presence of octupole collectivity, has been observed. Namely, the radius of the odd-odd isotope At218 has been found to be larger than the average of its even-N neighbors, At217,219. Abstract

A multiparticle spin-trap isomeric state having a half-life of 179(4) ns and lying 2601 keV above the yrast 10(+) state in Lu-156 has been discovered. The Lu-156 nuclei were produced by bombarding isotopically enriched Cd-106 targets with beams of Ni-58 ions, separated in flight using the gas-filled separator RITU and their decays were measured using the GREAT spectrometer. Analysis of the main decay path that populates yrast states observed previously suggests a spin-parity assignment of 19(-) for the isomeric state, which is consistent with isomeric states identified in the N = 85 isotones. Comparison with other decay paths in Lu-156 indicates that the [pi h(11/)(2)(-1) circle times nu h(9/2)]10(+) state at the bottom of the yrast sequence is likely to be the a-decaying isomeric state, with the [pi h(11/)(2)(-1) circle times nu f(7/2)]9(+) state lying 62 keV above it. The relative ordering of the lowest-lying 9(+) and 10(+) states is inverted in Lu-156 compared with its odd-odd isotones. QC 20180821

Abstract

Fine structure in the α decay of high-spin isomers in 155Lu(25/2−) and 156Hf (8+) has been studied for the first time using αγ -coincidence analysis. Three new α decays from 155Lu(25/2−) and two from 156Hf (8+) have been identified, populating seniority s > 1 states in the N = 82 nuclei 151Tm and 152Yb, respectively. The reduced hindrance factors of the α decays support the previous configuration assignments of the populated states. This is the first observation of states with excitation energy greater than 1.5 MeV being populated following α decay in nuclei outside of the 208Pb region. peerReviewed

Abstract

WOS: 000351510400001, Excited states in the neutron-deficient nuclei (163)(75) Re-88 and (165)(75) Re-90 were populated in the Cd-106(Ni-60, p2n gamma) and Mo-92(Kr-78, 3p2n gamma) fusion-evaporation reactions at bombarding energies of 270 and 380 MeV, respectively.. rays were detected at the target position using the JUROGAM spectrometer while recoiling ions were separated in-flight by the RITU gas-filled recoil separator and implanted in the GREAT spectrometer. The energy level schemes for Re-163 and Re-165 were identified using recoil-decay correlation techniques. At low spin, the yrast bands of these isotopes consist of signature partner bands based on a single pi h(11/2) quasiproton configuration. The bands display large energy splitting consistent with the soft triaxial shape typical of transitional nuclei above N = 82. Abstract

Fine structure in the a decay of high-spin isomers in Lu-155( 25/2(-)) and Hf-156(8(+))has been studied for the first time using alpha gamma- coincidence analysis. Three new a decays from Lu-155(25/2(-)) and two from Hf-156(8(+)) have been identified, populating seniority s > 1 states in the N = 82 nuclei Tm-151 and Yb-152, respectively. The reduced hindrance factors of the a decays support the previous configuration assignments of the populated states. This is the first observation of states with excitation energy greater than 1.5 MeV being populated following a decay in nuclei outside of the Pb-208 region., QC 20181218

Abstract

Excited states in the neutron-deficient odd-odd proton-unbound nuclide 158Ta have been investigated in two separate experiments. In the first experiment, 166Ir nuclei were produced in the reactions of 380 MeV 78Kr ions with an isotopically enriched 92Mo target. The α-decay chain of the 9+ state in 166Ir was analyzed. Fine structure in the α decay of the 9+ state in 162Re established a 66 keV difference in excitation energy between the lowest-lying 9+ and 10+ states in 158Ta. Higher-lying states in 158Ta were populated in the reactions of 255 MeV 58Ni ions with an isotopically enriched 102Pd target. Gamma-ray decay paths that populate, depopulate, and bypass a 19− isomeric state have been identified. The general features of the deduced level scheme are discussed and the prospects for observing proton emission branches from excited states are considered. peerReviewed

Abstract

Lifetime measurements have been made in the neutron-deficient nucleus 109Te using the coincident recoil distance Doppler-shift method. The experimental B(E2) values have been compared with state-of-the-art shellmodel calculations using the monopole-corrected realistic charge-dependent Bonn nucleon-nucleon potential. Lifetimes in the νh11/2 band are consistent with an interpretation based on the deformation driving properties of a single valence neutron outside of the even-even tellurium core and highlight the unexpected presence of collective behavior as the N = 50 shell closure is approached. Lifetime measurements for the low-lying positive-parity states also appear to correlate well with shell-model calculations. In addition, a comparison with the proton-unbound nucleus 109I suggests that the presence of a single decoupled valence proton affects the total measured B(E2) strengths in a manner that is not currently well understood. peerReviewed

Abstract

A lifetime measurement has been made for the first excited 11/2(+) state in the proton-unbound nucleus (109)(53)I56 using the recoil-distance Doppler-shift method in conjunction with recoil-proton tagging. The experimental reduced transition probability is considerably smaller than the prediction of theoretical shell-model calculations using the CD-Bonn nucleon-nucleon potential. The discrepancy between the theoretical and experimental reduced transition strengths in this work most likely arises from the inability of the current shell-model calculations to accurately account for the behavior of the unbound nuclear states., QC 20111212

Abstract

Lifetimes of the low-lying excited states in the very neutron-deficient nucleus Au-175 have been measured by the recoil-distance Doppler-shift method using gamma-ray spectra obtained with the recoil-decay tagging technique. Transition quadrupole moments and reduced transition probabilities extracted for this odd-Z nucleus indicate the existence of three different shapes and the competition between collective and noncollective structures.

Abstract

The strategic use of disease and poison in warfare has been subject to a longstanding and cross-cultural taboo that condemns the hostile exploitation of poisons and disease as the act of a pariah. In short, biological and chemical weapons are simply not fair game. The normative opprobrium is, however, not fixed, but context dependent and, as a social phenomenon, remains subject to erosion by social (or more specifically, antisocial) actors. The cross cultural understanding that fighting with poisons and disease is reprehensible, that they are taboo, is codified through a web of interconnected measures, principal amongst these are the 1925 Geneva Protocol; the Biological Weapons Convention; and the Chemical Weapons Convention. Whilst these treaties have weathered the storm of international events reasonably well, their continued health is premised on their being 'tended to' in the face of contextual changes, particularly facing changes in science and technology, as well as the changed nature and character of conflict. This article looks at the potential for normative erosion of the norm against chemical and biological weapons in the face of these contextual changes and the creeping legitimization of chemical and biological weapons.

Abstract

The dual-use issue is often framed as a series of paralyzing 'dilemmas' facing the scientific community as well as institutions which support innovation. While this conceptualization of the dual-use issue can be useful in certain contexts (such as in awareness-raising and as part of educational activities directed at the scientific community) its usefulness is more limited when reflecting on the governance and politics of the dual-use issue. Within this paper, key shortcomings of the dilemma framing are outlined. It is argued that many of the issues raised in the most recent debates about 'dual-use' bird flu research remain unresolved. This includes questions about the trajectories of certain lines of research, as well as broader trends in the practice and governance of science. This leads to difficult questions about current approaches to the dual-use issue within the US, as well as internationally.

Abstract

Background: A maximum surgical blood ordering schedule may lead to wastage of valuable resources due to over-ordering of blood and/or under-utilisation. We audited the results of a group-and-save (GS) policy for primary hip (THR) and knee (TKR) arthroplasty to evaluate its safety and practicality., Patients and Methods: We conducted a retrospective review of consecutive patients attending for THR (177) or TKR (137) over a period of 8 months (phase 1). Following introduction of a limited GS policy, 205 THR and 147 TKR were reviewed prospectively over a corresponding period of 8 months (phase 2). Corresponding THR and TKR groups in each phase were comparable with respect to age, gender, length of stay, operating surgeon, pre- and lowest postoperative hemoglobin, reason for and timing of transfusion. Quantities (units) of blood requested pre- and postoperatively, transfused and returned to the blood bank, were recorded., Results: 77 and 62% of all blood requested for THR and TKR, respectively, in phase 1 was not used. 58 and 21% of patients undergoing THR and TKR, respectively, in phase 2 underwent preoperative GS, with 92% and 100% of all blood requested being used for transfusion. Overall, the quantity of blood returned was reduced by 25% for the THR group. Transfusion rates fell by 9% and 5% for the TKR and THR groups, respectively. We found no adverse events associated with blood from a GS sample. Cost savings of 37 800 euro were calculated estimated for the study period (phase 2)., Interpretation: For routine primary THR/TKR, GS policy is a safe procedure. Reduction in non-utilisation of blood has economic and cost-saving implications for limited healthcare resources. Having subsequently introduced a group-and-save policy for all patients undergoing routine THR/TKR, considerable savings have been identified after only 2 months.
