I. INTRODUCTION The U.S. Army Corps of Engineers (the Corps) has been called "the most significant player in United States water management" (1) because of its nationwide array of major [...], The U.S. Army Corps of Engineers operates hundreds of multi-purpose reservoirs nationwide, many of which provide water for municipal and industrial purposes. Demands for water from Corps reservoirs are sure to grow, and Congress has ordered the Corps to report on whether water supply should become a primary mission of the agency. The Corps has experienced controversy over water supply decisions, including disputes involving its Missouri River reservoirs and Lake Lanier in Georgia. When the Corps proposed a national Water Supply Rule in 2016, it drew significant opposition, forcing the agency to withdraw the rule and reassess its policies. This article summarizes the Corps' existing authorities and practices on water supply, reviews the issues raised by the proposed rule, and analyzes a legal dispute over control of water within Corps reservoirs. It then examines key policy issues the Corps must address in carrying out its water supply mission, ensuring that state and tribal interests, environmental concerns, public input, and the impacts of climate change are adequately considered.

Introduction: Several investigations have examined utilizing inertial measurement units (IMU) to estimate ground reaction force (GRF) during exercise. The purpose of this investigation was to determine the effect of inertial measurement units location on the estimation of ground reaction force during vertical jumping.Methods: Eight male subjects completed a series of ten countermovement jumps on a force plate (FP). The subjects had an inertial measurement units attached to the sacrum, back and chest. Ground reaction force was estimated from data from the individual inertial measurement units and by using a two-segment model and combined sensor approach.Results: The peak ground reaction force values for the sacrum, back, chest and combined inertial measurement units were 1,792 ± 278 N, 1,850 ± 341 N, 2,054 ± 346 N and 1,812 ± 323 N, respectively. The sacral inertial measurement units achieved the smallest differences for ground reaction force estimates providing a root mean square error (RMSE) between 88 N and 360 N. The inertial measurement units on the sacrum also showed significant correlations in peak ground reaction force (p < 0.001) and average ground reaction force (p < 0.001) using the Bland-Altman 95% Limits of Agreement (LOA) when in comparison to the force plate.Discussion: Based on assessment of bias, Limits of Agreement, and RMSE, the inertial measurement units located on the sacrum appears to be the best placement to estimate both peak and average ground reaction force during jumping.

Global climate change is likely to constrain low latitude range edges across many taxa and habitats. Such is the case for NE Atlantic marine macroalgal forests, important ecosystems whose main structuring species is the annual kelp Saccorhiza polyschides. We coupled ecological niche modelling with simulations of potential dispersal and delayed development stages to infer the major forces shaping range edges and to predict their dynamics. Models indicated that the southern limit is set by high winter temperatures above the physiological tolerance of overwintering microscopic stages and reduced upwelling during recruitment. The best range predictions were achieved assuming low spatial dispersal (5 km) and delayed stages up to two years (temporal dispersal). Reconstructing distributions through time indicated losses of ~30% from 1986 to 2014, restricting S. polyschides to upwelling regions at the southern edge. Future predictions further restrict populations to a unique refugium in northwestern Iberia. Losses were dependent on the emissions scenario, with the most drastic one shifting ~38% of the current distribution by 2100. Such distributional changes might not be rescued by dispersal in space or time (as shown for the recent past) and are expected to drive major biodiversity loss and changes in ecosystem functioning.

Falls are frequent and associated with morbidity in persons with multiple sclerosis (PwMS). Symptoms of MS fluctuate, and standard biannual clinical visits cannot capture these fluctuations. Remote monitoring techniques that leverage wearable sensors have recently emerged as an approach sensitive to disease variability. Previous research has shown that fall risk can be identified from walking data collected by wearable sensors in controlled laboratory conditions however this data may not be generalizable to variable home environments. To investigate fall risk and daily activity performance from remote data, we introduce a new open-source dataset featuring data collected from 38 PwMS, 21 of whom are identified as fallers and 17 as non-fallers based on their six-month fall history. This dataset contains inertial-measurement-unit data from eleven body locations collected in the laboratory, patient-reported surveys and neurological assessments, and two days of free-living sensor data from the chest and right thigh. Six-month (n = 28) and one-year repeat assessment (n = 15) data are also available for some patients. To demonstrate the utility of these data, we explore the use of free-living walking bouts for characterizing fall risk in PwMS, compare these data to those collected in controlled environments, and examine the impact of bout duration on gait parameters and fall risk estimates. Both gait parameters and fall risk classification performance were found to change with bout duration. Deep learning models outperformed feature-based models using home data; the best performance was observed with all bouts for deep-learning and short bouts for feature-based models when evaluating performance on individual bouts. Overall, short duration free-living walking bouts were found to be the least similar to laboratory walking, longer duration free-living walking bouts provided more significant differences between fallers and non-fallers, and an aggregation of all free-living walking bouts yields the best performance in fall risk classification. Author summary Falls are both highly prevalent and injurious in persons with Multiple Sclerosis (PwMS), thus we are interested in finding methods to understand the fall risk of PwMS. To examine the differences between PwMS in a clinic environment and at home, we collected and made publicly available a dataset where PwMS performed daily life activities in the clinic and then wore wearable sensors at home for two days. We found people walk very differently at home vs in-clinic. However, the longer they walk for, the closer their walking attributes relate to how they walk in-clinic. Additionally, in examining multiple approaches, we found both the full length and short bouts of at-home walking periods can identify the fall risk of PwMS- each providing varying levels of performance. Crucially, we find that methods and assessments developed for in-clinic methods may need to be adjusted to function properly at home and when performing walking analysis at home, analyzing differing durations of walking will impact the results.

Inertial measurement units (IMUs) offer an attractive way to study human lower-limb kinematics without traditional laboratory constraints. We present an error-state Kalman filter method to estimate 3D joint angles, joint angle ranges of motion, stride length, and step width using data from an array of seven body-worn IMUs. Importantly, this paper contributes a novel joint axis measurement correction that reduces joint angle drift errors without assumptions of strict hinge-like joint behaviors of the hip and knee. We evaluate the method compared to two optical motion capture methods on twenty human subjects performing six different types of walking gait consisting of forward walking (at three speeds), backward walking, and lateral walking (left and right). For all gaits, RMS differences in joint angle estimates generally remain below 5 degrees for all three ankle joint angles and for flexion/extension and abduction/adduction of the hips and knees when compared to estimates from reflective markers on the IMUs. Additionally, mean RMS differences in estimated stride length and step width remain below 0.13 m for all gait types, except stride length during slow walking. This study confirms the method’s potential for non-laboratory based gait analysis, motivating further evaluation with IMU-only measurements and pathological gaits.

Wearable sensors facilitate the evaluation of gait and balance impairment in the free-living environment, often with observation periods spanning weeks, months, and even years. Data supporting the minimal duration of sensor wear, which is necessary to capture representative variability in impairment measures, are needed to balance patient burden, data quality, and study cost. Prior investigations have examined the duration required for resolving a variety of movement variables (e.g., gait speed, sit-to-stand tests), but these studies use differing methodologies and have only examined a small subset of potential measures of gait and balance impairment. Notably, postural sway measures have not yet been considered in these analyses. Here, we propose a three-level framework for examining this problem. Difference testing and intra-class correlations (ICC) are used to examine the agreement in features computed from potential wear durations (levels one and two). The association between features and established patient reported outcomes at each wear duration is also considered (level three) for determining the necessary wear duration. Utilizing wearable accelerometer data continuously collected from 22 persons with multiple sclerosis (PwMS) for 6 weeks, this framework suggests that 2 to 3 days of monitoring may be sufficient to capture most of the variability in gait and sway; however, longer periods (e.g., 3 to 6 days) may be needed to establish strong correlations to patient-reported clinical measures. Regression analysis indicates that the required wear duration depends on both the observation frequency and variability of the measure being considered. This approach provides a framework for evaluating wear duration as one aspect of the comprehensive assessment, which is necessary to ensure that wearable sensor-based methods for capturing gait and balance impairment in the free-living environment are fit for purpose.

Abstract Bat boxes are commonly deployed to mitigate the loss of bat roosting habitat. Due to a dearth of microclimate research, numerous untested commercially available bat boxes, and the uncertain impacts of a rapidly changing climate, the overheating risk presented to bats by bat boxes is largely unquantified. Based on limited research, we know many boxes overheat (i.e., temperatures >40°C). A lack of standardized protocols to evaluate microclimate and misleading information available to the public leads to a murky understanding of risks involved with deploying bat boxes. Herein, we evaluate the thermal tolerance of temperate‐zone bats, delineate areas of concern regarding the risks to temperate‐zone bats when bat boxes are deployed, identify strategies for reducing overheating risk, suggest methods for assessing microclimate, and provide a visual framework to assess overheating risk. Identifying suitable design and placement combinations is crucial to developing region‐specific strategies to mitigate against overheating. We urge consideration of the risks involved with using bat boxes, advocate for rigorous testing before deployment, and suggest using alternatives when possible.

Human lower-limb kinematic measurements are critical for many applications including gait analysis, enhancing athletic performance, reducing or monitoring injury risk, augmenting warfighter performance, and monitoring elderly fall risk, among others. We present a new method to estimate lower-limb kinematics using an error-state Kalman filter that utilizes an array of body-worn inertial measurement units (IMUs) and four kinematic constraints. We evaluate the method on a simplified 3-body model of the lower limbs (pelvis and two legs) during walking using data from simulation and experiment. Evaluation on this 3-body model permits direct evaluation of the ErKF method without several confounding error sources from human subjects (e.g., soft tissue artefacts and determination of anatomical frames). RMS differences for the three estimated hip joint angles all remain below 0.2 degrees compared to simulation and 1.4 degrees compared to experimental optical motion capture (MOCAP). RMS differences for stride length and step width remain within 1% and 4%, respectively compared to simulation and 7% and 5%, respectively compared to experiment (MOCAP). The results are particularly important because they foretell future success in advancing this approach to more complex models for human movement. In particular, our future work aims to extend this approach to a 7-body model of the human lower limbs composed of the pelvis, thighs, shanks, and feet.

Worldwide, artificial bat roosts (e.g., bat boxes, bark mimics, bat condos) are routinely deployed for conservation, mitigation, and community engagement. However, scant attention has been paid to developing best practices for the use of artificial roosts as conservation tools. Although bats readily occupy artificial roosts, occupancy and abundance data are misleading indicators of habitat quality. Lacking information on bat behavior, health, and fitness in artificial roosts, their conservation efficacy cannot be adequately validated. We considered the proximal and ultimate factors, such as evolutionarily reliable cues, that may prompt bats to preferentially use and show fidelity to suboptimal artificial roosts even when high‐quality alternatives are available. Possible negative health and fitness consequences for artificial roost inhabitants include exposure to unstable and extreme microclimates in poorly designed roosts, and vulnerability to larger numbers of ectoparasites in longer lasting artificial roosts that house larger bat colonies than in natural roosts. Bats using artificial roosts may have lower survival rates if predators have easy access to roosts placed in conspicuous locations. Bats may be lured into occupying low‐quality habitats if attractive artificial roosts are deployed on polluted urban and agricultural landscapes. To advance the science behind artificial bat roosts, we present testable research hypotheses and suggestions to improve the quality of artificial roosts for bats and decrease risks to occupants. Because continued loss of natural roosts may increase reliance on alternatives, such as artificial roosts, it is imperative that this conservation practice be improved. [ABSTRACT FROM AUTHOR]
