Proton activity at the electrified interface is central to the kinetics of proton-coupled electron transfer (PCET) reactions for making chemicals and fuels. Here we employ a library of protic ionic liquids in an interfacial layer on platinum and gold to alter local proton activity, where the intrinsic oxygen-reduction reaction (ORR) activity is enhanced up to fivefold, exhibiting a volcano-shaped dependence on the pKa of the ionic liquid. The enhanced ORR activity is attributed to strengthened hydrogen bonds between ORR products and ionic liquids with comparable pKas, resulting in favourable PCET kinetics. This proposed mechanism is supported by in situ surface-enhanced Fourier-transform infrared spectroscopy and our simulation of PCET kinetics based on computed proton vibrational wavefunctions at the hydrogen-bonding interface. These findings highlight opportunities for using non-covalent interactions between hydrogen-bonded structures and solvation environments at the electrified interface to tune the kinetics of ORR and beyond. Direct methanol fuel cells (DMFCs) using alkaline electrolytes are of interest due to the applicability of nonprecious metal-based materials for electrocatalysts. However, the lack of understanding of the methanol oxidation reaction (MOR) mechanism in alkaline media hinders the development of active catalysts for the MOR. In this work, ambient-pressure XPS and in situ surface-enhanced infrared spectroscopy were performed on the Pt surface in order to gain experimental insights into the reaction pathway for the MOR. We present a comprehensive reaction mechanism for the MOR in alkaline media and show that the MOR proceeds via two different pathways depending on the electrode potential. We confirmed the formation of partially hydrogenated CO adsorbates [HxCOad···(OH) (1 < x < 3)] via water and/or hydroxide ion-mediated dissociation of methanol. The HxCOad···(OH) species were further dehydrogenated to COad in the potential range of 0.40-0.60 VRHE and subsequently oxidized to CO2 by reactive OHad on the Pt surface at 0.65 VRHE (pathway I). Furthermore, H3C-Oad intermediates were observed at potentials higher than 0.9 VRHE, at which the MOR proceeds mainly via H3C-Oad instead of COad intermediates (pathway II). The oxidation current related to this conversion from H3C-Oad to CO2 (pathway II) dominates the overall MOR current, suggesting that the H3C-Oad pathway could be one of the keys to enhancing the MOR activity in an alkaline environment. Our findings pave the way toward a design strategy for MOR electrocatalysts with improved activity based on the experimental reaction mechanisms that have been identified.

Understanding the adsorption and oxidation of NO on metal oxides is of immense interest to environmental and atmospheric (bio)chemistry. Here, we show that the surface oxygen activity, defined as the oxygen 2p-band centre relative to the Fermi level, dictates the adsorption and surface coverage of NOx and the kinetics of NO oxidation for La1−xSrxCoO3 perovskites. Density functional theory and ambient-pressure X-ray photoelectron spectroscopy revealed favourable NO adsorption on surface oxygen sites. Increasing the surface oxygen activity by increasing the strontium substitution led to stronger adsorption and greater storage of NO2, which resulted in more adsorbed nitrogen-like species and molecular nitrogen formed upon exposure to CO. The NO oxidation kinetics exhibited a volcano trend with surface oxygen activity, centred at La0.8Sr0.2CoO3 and with an intrinsic activity comparable to state-of-the-art catalysts. We rationalize the volcano trend by showing that increasing the NO adsorption enhances the oxidation kinetics, although NO adsorption that is too strong poisons the surface oxygen sites with adsorbed NO2 to impede the kinetics. Background: The coronavirus disease 2019 (COVID-19) pandemic has impacted people with substance use disorders (SUDs) worldwide, and healthcare systems have reorganized their services in response to the pandemic. Methods: One week after the announcement of the COVID-19 as a pandemic, in a global survey, 177 addiction medicine professionals described COVID-19-related health responses in their own 77 countries in terms of SUD treatment and harm reduction services. The health responses were categorized around (1) managerial measures and systems, (2) logistics, (3) service providers, and (4) vulnerable groups. Results: Respondents from over 88% of countries reported that core medical and psychiatric care for SUDs had continued; however, only 56% of countries reported having had any business continuity plan, and 37.5% of countries reported shortages of methadone or buprenorphine supplies. Participants of 41% of countries reported partial discontinuation of harm-reduction services such as needle and syringe programs and condom distribution. Fifty-seven percent of overdose prevention interventions and 81% of outreach services were also negatively impacted. Conclusions: Participants reported that SUD treatment and harm-reduction services had been significantly impacted globally early during the COVID-19 pandemic. Based on our findings, we highlight several issues and complications resulting from the pandemic concerning people with SUDs that should be tackled more efficiently during the future waves or similar pandemics. The issues and potential strategies comprise the following: (1) helping policymakers to generate business continuity plans, (2) maintaining the use of evidence-based interventions for people with SUDs, (3) being prepared for adequate medication supplies, (4) integrating harm reduction programs with other treatment modalities, and (5) having specific considerations for vulnerable groups such as immigrants and refugees.

Understanding the nature of active sites is central to controlling (electro)catalytic activity. Here we employed surface X-ray scattering coupled with density functional theory and surface-enhanced infrared absorption spectroscopy to examine the oxygen evolution reaction on RuO2 surfaces as a function of voltage. At 1.5 VRHE, our results suggest that there is an –OO group on the coordinatively unsaturated ruthenium (RuCUS) site of the (100) surface (and similarly for (110)), but adsorbed oxygen on the RuCUS site of (101). Density functional theory results indicate that the removal of –OO from the RuCUS site, which is stabilized by a hydrogen bond to a neighbouring –OH (–OO–H), could be the rate-determining step for (100) (similarly for (110)), where its reduced binding on (100) increased activity. A further reduction in binding energy on the RuCUS site of (101) resulted in a different rate-determining step (–O + H2O – (H+ + e−) → –OO–H) and decreased activity. Our study provides molecular details on the active sites, and the influence of their local coordination environment on activity. [Figure not available: see fulltext.]

The CO2 electroreduction reaction (CO2RR) is a promising avenue to convert greenhouse gases into high-value fuels and chemicals, in addition to being an attractive method for storing intermittent renewable energy. Although polycrystalline Cu surfaces have long been known to be unique in their capabilities of catalyzing the conversion of CO2 to higher-order C1 and C2 fuels, such as hydrocarbons (CH4, C2H4, etc.) and alcohols (CH3OH, C2H5OH), product selectivity remains a challenge. Rational design of more selective catalysts would greatly benefit from a mechanistic understanding of the complex, multiproton, and multielectron conversion of CO2. In this study, we select three metal catalysts (Pt, Au, Cu) and apply in situ surface enhanced infrared absorption spectroscopy (SEIRAS) and ambient-pressure X-ray photoelectron spectroscopy (APXPS), coupled to density-functional theory (DFT) calculations, to get insight into the reaction pathway for the CO2RR. We present a comprehensive reaction mechanism for the CO2RR and show that the preferential reaction pathway can be rationalized in terms of metal-carbon (M-C) and metal-oxygen (M-O) affinity. We show that the final products are determined by the configuration of the initial intermediates, C-bound and O-bound, which can be obtained from CO2 and (H)CO3, respectively. C1 hydrocarbons are produced via OCH3,ad intermediates obtained from O-bound CO3,ad and require a catalyst with relatively high affinity for O-bound intermediates. Additionally, C2 hydrocarbon formation is suggested to result from the C-C coupling between C-bound COad and (H)COad, which requires an optimal affinity for the C-bound species, so that (H)COad can be further reduced without poisoning the catalyst surface. We studied the magnetic ordering of thin films and bulk crystals of rutile RuO₂ using resonant x-ray scattering across the Ru L₂ absorption edge. Combining polarization analysis and azimuthal angle dependence of the magnetic Bragg signal, we have established the presence and characteristic of collinear antiferromagnetism in RuO₂ with T_{N}>300 K. Rutile RuO2 is a highly active catalyst for a number of (electro)chemical reactions in aqueous solutions or in humid environments. However, the study of the interaction of RuO2 surfaces with water has been confined largely to the ultrahigh vacuum environment and to the thermodynamically stable (110) surface. In this work, we combine ambient-pressure X-ray photoelectron spectroscopy, in situ surface diffraction, and density functional theory calculations to investigate how four different facets of RuO2 interact with water under humid and electrochemical environments. The vacant coordinatively unsaturated Ru site (CUS) allows for the adsorption and dissociation of water molecules. Different surfaces exhibit unique binding energetics for -H2O and -OH and can allow for different degrees of hydrogen bonding between the adsorbates. Consequently, the degree of water dissociation is found to be sensitive to the surface crystallographic orientation - being maximum for the (101) surface, followed by the (110), (001) and (100) surfaces. This study identifies crystallographic orientation as an important parameter to tune not only the density of active sites but also the energetics for water dissociation; this finding is of great significance for many catalytic reactions, where water is a key reactant, or product.

Understanding the surface (electro)chemistry of CO2 and CO on Pt is needed to design active, selective catalysts for CO-tolerant fuel cell reactions and CO2 reduction. In this work, the surface reactivity of Pt in a CO2-saturated alkaline electrolyte was revealed by combining in situ surface-enhanced infrared absorption spectroscopy (SEIRAS) with density functional theory (DFT) calculations. We show that during potential cycling in 1 M KHCO3 electrolyte, CO adsorbates (COad), more specifically, COad surrounded by OH adsorbates (OHad), with linear or bridged configuration, were produced through the reductive adsorption of HCO3- catalyzed by H adsorbates on Pt. The COad coadsorbed with OHad was oxidized to COOHad at potentials as low as ∼0.3 VRHE, which was further oxidized to CO2 at 0.9 VRHE and higher. Further analysis suggests that the proximity between COad and OHad is key to trigger the conversion reaction from COad to CO2 through forming COOHad intermediate at room temperature. The details about how Pt surface adsorbates change as a function of voltage in CO2-saturated alkaline electrolytes can provide strategies to design CO-tolerant catalysts for fuel cell applications and active and selective catalysts for the CO2 reduction reaction.

While the surface atomic structure of RuO2 has been well studied in ultra high vacuum, much less is known about the interaction between water and RuO2 in aqueous solution. In this work, in situ surface X-ray scattering measurements combined with density functional theory (DFT) were used to determine the surface structural changes on single-crystal RuO2(110) as a function of potential in acidic electrolyte. The redox peaks at 0.7, 1.1 and 1.4 V vs. reversible hydrogen electrode (RHE) could be attributed to surface transitions associated with the successive deprotonation of -H2O on the coordinatively unsaturated Ru sites (CUS) and hydrogen adsorbed to the bridging oxygen sites. At potentials relevant to the oxygen evolution reaction (OER), an -OO species on the Ru CUS sites was detected, which was stabilized by a neighboring -OH group on the Ru CUS or bridge site. Combining potential-dependent surface structures with their energetics from DFT led to a new OER pathway, where the deprotonation of the -OH group used to stabilize -OO was found to be rate-limiting.

Traffic sensing and characterization is an important building block of cognitive networking systems, however, it is very challenging to perform traffic characterization in multi-channel multi-radio wireless networks. Due to the presence of network traffic in multiple channels, the existing count-based packet sampling methods demand continuous capture on each channel to be effective; this requires a dedicated wireless interface per channel, and hence the existing sampling methods require a very expensive infrastructure and have poor scalability. Time-based sampling methods, on the other hand, offer a cost-effective and scalable solution by reducing the amount and cost of the resources necessary to monitor and characterize the wireless spectrum. The contributions of this paper include the following: (i) a discussion of packet sampling techniques for traffic sensing in multi-channel wireless networks, (ii) a comparison of various time-based sampling strategies using the Kullback-Leibler divergence (KLD) measure, (iii) a study on the effect of the sampling parameters on the accuracy of the sampling strategies, (iv) development of sampling accuracy graphs for easing the process of best sampling scheme selection in multi-channel wireless networks, (v) the proposal of a new metric (traffic intensity) which estimates the busyness of channels by taking into consideration not only the successfully received packets but also corrupt or broken packets, (vi) implementation of time-based sampling in a prototype traffic sensor device for multi-channel traffic sensing in IEEE 802.11 b/g networks, and (vii) characterization of a campus IEEE 802.11 network environment in a spatio-temporal-spectral fashion using sampled traffic traces collected by traffic sensors. © 2011 Elsevier B.V. Physical world events have a strong and direct impact on the communication activity seen in the cyber world. In this paper, we present three physical world events where we conducted passive network traffic measurements to study the interaction between physical and cyber worlds. We consider the following types of events: an active shooter drill, a science festival scenario, and an emergency response drill involving a simulated dirty bomb attack. The network behavior during these events is contrasted with the regular network behavior. In some events, we observed substantial drop in network traffic whereas in some others, we noticed high traffic surge. Therefore, the deviation observed in the cyber world activity may be exploited to automate the detection of physical world events. The drills also involved setting up of wireless mesh network infrastructure to assist first responders in their rescue operations and provide Internet connectivity to attendees of science festival. Our passive network measurements provided valuable insights which would help us in configuring wireless mesh network testbeds more efficiently and thereby providing efficient coordination of the response activity and saving human lives and properties.

The association properties of Pu with aquatic humic substances in a 0.01M NaClO4 solution at pH 6–8 were studied on the basis of molecular size distribution. Seven humic substances were isolated from river water and groundwaters using XAD extraction technique. They were used for comparing their effects on the association of Pu. In the presence of humic acid, the dominant molecular size of Pu was 100–30 kDa. In the presence of fulvic acid, Pu exhibited three dominant molecular sizes: 30–10 kDa, 30–5 kDa, and less than 5 kDa. The association of Pu-humus complexes might be controlled by the molecular size distribution of humic substances and characteristics of their respective size fractions.
