In the transition towards Open Access (OA), institutional publishing is challenged by fragmentation and varying service quality, visibility, and sustainability. To address this issue, DIAMAS gathers 23 organisations from 12 European countries, well-versed in OA academic publishing and scholarly communication. The project will: 1. Map the current landscape of Institutional Publishing Service Providers (IPSPs) in 25 countries of the ERA with special attention for IPSPs that do not charge fees for publishing or reading. This will yield a taxonomy of IPSPs and an IPSP landscape report, a basis for the rest of the project. 2. Coordinate and improve the efficiency and quality of IPSPs by developing a European Quality Standard for Institutional Publishing (EQSIP). This quality seal will professionalise, strengthen and reduce the fragmentation of institutional publishing in Europe. EQSIP will serve as a benchmark for a gap analysis of the data. In this episode, we are discussing the project Developing Institutional Open Access Publishing Models to Advance Scholarly Communication, in short: DIAMAS. At the heart of the project is support for Diamond Open Access, i.e. free for the reader as well as the author (no publishing charges). Co-lead of DIAMAS, Pierre Mounier explains the importance of lending support to not-for-profit institutional publishing. Besides the diversity offered by such scholar-led, high quality publication outlets, the multilingualism that they represent is key when the dissemination of knowledge and the promotion of citizen science across Europe is taken into account. The Helsinki Initiative on Multilingualism in Scholarly Publishing lends verbal support to linguistically diverse scholarly outputs; the EU-funded DIAMAS Project paves the way for stronger and more sustainable infrastructures facilitating them. Since its inception in September 2022, the project will last for 3 years. An ultimate goal of DIAMAS is to help the providers of publishing services raise the quality and visibility of diamond open access by establishing a Europe-wide capacity center. A sister project, CRAFT-OA, focusing on the purely technical aspects of institutional diamond open access publishing begins in January 2023. The preliminary Diamond OA Journals Study (published March 2021), the first ever global survey of diamond open access journals, serves as foundation for both projects. Pierre Mounier presents OPERAS, the European research infrastructure dedicated to open scholarly communication in the social sciences and humanities. With 10 core and a further 40+ member institutions from 16 different countries, its aim is to share knowledge between stakeholders across Europe. As a distributed infrastructure, OPERAS consists of a number of multinational Special Interest Groups that work on specific topics with the aim of developing services and conducting projects at a European level. Ranging from technical service providers and libraries through university presses and learned societies to entire research institutes and universities, OPERAS brings together a variety of stakeholders that work collectively to promote open dissemination of research-based knowledge about society and culture. All interest groups are convened twice a year for an "assembly of the commons"; further coordinating and strategic tasks are taken care of by an Executive Committee and a General Assembly. All member organisations are required to work for open access. Individuals that want to contribute are encouraged to check whether there are any member institutions in their country; in case not, they can always contact one of the coordinators (Pierre Mounier or Suzanne Dumouchel) or another member of the Executive Committee directly. In this episode, a true Nestor of Open Science, Pierre Mounier talks us through the origins and growth of various French infrastructures for open research, especially in the Social Sciences and Humanities (SSH). Based at the École des hautes études en sciences sociales (EHESS), he has been instrumental in transforming revues.org into OpenEdition, a national publishing infrastructure for open-access journals and books in the SSH disciplines. Mounier also discusses whether political ambitions concerning the rayonnement (‘radiance’, i.e. diffusion) of French as an international language has been a factor in acquiring governmental support for a service like OpenEdition. When negotiating with private publishing houses, the situation of the SSH disciplines contrasts to the domain of Science, Technology, Engineering, and Medicine (STEM). In the latter domain, the formation of COSO (Comité pour la science ouverte) has proved extremely important when negotiating read-and-publish deals with major publishers. Regarding the SSH, Mounier argues for a more soft and dialogic approach, since the private companies publishing French books and journals are usually small and far less profit-oriented. The multidisciplinary CNRS (Centre national de la recherche scientifique) is a driver for open access and open research in general. For example, when physicists wanted to have a French repository mirroring the preprint server arXiv.org, this initiative grew organically into the all-encompassing HAL repository, thanks to collaboration between various disciplines facilitated by the CNRS. As for research data repositories, the set-up is slightly different. There now exists both a fallback national repository for researchers that lack an institutional or disciplinary service for their data and a federated service connecting the various institutional and disciplinary repositories across the country. One such disciplinary service is the Huma-Num, which runs a repository designated for Digital Humanities (Humanités numeriques). Open Science covers a large panel of activities aimed at making research more transparent and collaborative. Several definitions provide lists of different components of open science, which creates the need to imagine how to connect these components together. However, the necessary work to interconnect open science services and tools must be completed by a holistic approach that considers open science as an ecosystem producing a “milieu” of knowledge and supported by a vibrant community gathered around shared values. It leads to an ecological approach of open science where the web of interactions within the ecosystem defines its elements rather than the opposite.

Quel avenir faut-il prédire aux humanités ? Les signes d'une désaffection pour la culture humaniste se sont multipliés au cours des dernières années en France et ailleurs. Dans ce contexte morose et déprimé, le développement des humanités numériques apparaît à certains comme une planche de salut pour des disciplines autrement condamnées à disparaître. Toutefois, réinventer les humanités par le numérique suppose de relever trois défis de taille : leur rapport à la technique, leur relation au politique et enfin à la science elle-même. Les humanités numériques sont très critiquées : pour certains elles relèvent de la poudre aux yeux, pour d'autres, elles constituent une menace extraordinaire. Mais s'il y a bien quelque chose que l'on ne peut contester, c'est leur capacité à poser de bonnes questions aux différentes disciplines des sciences humaines et sociales. Penser la place que les humanités doivent tenir dans notre monde implique d'en redéfinir le contrat social et épistémique. Elles sont riches d'opportunités de ce point de vue : à condition de ne pas dénaturer la spécificité humanistique des pratiques de recherche auxquelles elles s'appliquent.

OPERAS as an infrastructure supporting open scholarly communication will provide a catalogue of services to the academic community. Despite their diversity, the services should follow common rules and principles to establish a common framework where they can be included and managed. The principles concern governance, sustainability and insurance. It entails to set up contractual relationships between the infrastructure and the service providers that reflects the principles mentioned earlier. Finally, there is a need to achieve a fully functional web of services that prevents gaps and overlaps regarding the users’ needs. The list and structure of OPERAS’ future services has been elaborated as a part of the infrastructure design study.

The OPERAS Working Group for Common Standards aims at exploring the workflows, mediums and technical standards that have recently emerged as a result of the changes brought about by the transition to Open Science. It places focus on the importance of common standards, and traces the improvements required to ensure content quality and interconnectivity for scholarly output in the SSH and beyond. The White Paper on Common Standards comprises desk research and identifies key operational and technical aspects to be addressed by digital research infrastructures and service providers. It particularly sketches the landscape of Open Science in Europe, focusing on the policy framework and the institutional initiatives at EU level; it also describes current and emerging research practices and highlights the needs of the stakeholders and communities engaged in scholarly communication. Reference is specifically made to technical and operational standards for publishing infrastructures, and their importance in providing a digital scholarly communication framework that fosters content reuse and collaboration among researchers, while enabling the implementation of innovative research methods. To this end, the white paper identifies needs yet to be met, introduces 4 complementary areas (content quality and impact assessment, interoperability, availability and processability) for the introduction of common standards, and provides basic recommendations for their future implementation. The white paper also examines where OPERAS members stand and suggests a roadmap for the community-wide adoption of standards.. As effective implementation of common standards is highly depended upon stakeholders’ increased awareness and commitment towards more effective ways of conducting, presenting and communicating research, the white paper underlines the instrumental role of the OPERAS network in specifying new standards and updating existing ones.

How do new disciplines develop in certain universities more than in others? The history of computing in France suggests a model to describe the development process that shapes the geography of science. In the 1950s a few professors of numerical analysis, often associated with a school of electrical engineering, created threefold structures comprising courses in applied mathematics, a computing facility, and a research laboratory. Such local configurations initiated a cumulative development process, attracting more resources and opening the field to novel investigations in computer science. In other universities, these configurations were not completed, and computing remained confined to technical training. In the 1960s pioneers became leaders in the growing field and controlled the definition of computer science curricula. As the institutes they had created reached considerable size, these leaders began to spin off junior professors toward other universities. The centers remain major academic institutions in the discipline today.

The rise of digital networks is a critical time in the complicated history of the relationship between science and society, both in terms of technological development and its impact on scientific communication. Electronic publishing is gradually gaining its independence from traditional publishing. This booming sector can be broken down into three distinct areas : digitization reproduces printed publications in the digital environment ; native digital publishing occurs when the editing process is exclusively grounded on digital format and doesn't undergo the printing process ; network publishing takes advantage of the opportunities for collaborative writing allowed by the Internet. Les débats qui se développent autour de la question du libre accès sont bien souvent menés comme des combats idéologiques, mobilisant des registres d'expression militants autour des notions de biens publics. La très grande visibilité de ces débats occulte deux éléments qui pourraient en relativiser la portée. L'analyse du développement des initiatives de libre accès montre que la dimension politique de la question est loin d'être prédominante dans toutes les disciplines et varie considérablement selon les communautés. Par ailleurs, les modifications profondes que le développement des réseaux numériques entraîne dans les pratiques de communication scientifique pourraient rendre moins pertinente l'approche volontariste et militante du libre accès. La multiplication du nombre de documents disponibles, l'effacement relatif des frontières entre les différents modes de publication, l'abaissement des barrières d'accès à la publication contribuent à relativiser la portée des dispositifs de fabrication de rareté artificielle et à soumettre progressivement le système de communication scientifique à un régime d'économie de l'attention. Il est dès lors possible que le secteur de l'édition scientifique connaisse une évolution comparable à celle des secteurs de la presse et de l'édition musicale.

The methodology that the PALOMERA project is designed upon is based on data collection and analysis around the political, economic, social, technological, legal, and environmental factors of Open Access (OA) book publishing. Data may vary from policy and framework documents to survey and interview transcripts. The methodology adopts a stakeholder-centric approach that is capable of capturing dimensions which will play a key part in understanding and supporting the progress of OA book policy and practice. The data collection process is guided by the goal of fulfilling these key dimensions by addressing issues in all ERAs countries, by collecting complex data that will cover all PESTLE factors, by considering all actors involved in OA book publishing at various stages of the research lifecycle. The Dissemination, outreach, engagement, and exploitation plan (PEDR) describes the methodology across the PALOMERA project as a guideline for the activities of all project partners when sharing information about the project, engaging with the community, reaching out to it as well as the activities to be carried out to enhance the successful exploitation of the project results. The guide identifies the strategy for dissemination, outreach, engagement, and exploitation, and describes the various channels that the project uses. It is complemented by the Communications Kit developed separately that provides an overview of items available to all project partners for download. The PEDR is a living document. Its structure mainly follows the template suggested in the PALOMERA Grant Agreement (proposal part). It will be updated during the project implementation and tailored to the project’s needs and progress on demand. International audience; Anglophone hegemony in knowledge production processes has been long acknowledged. Academic capitalism (Slaughter and Leslie, 2004) and its neoliberal rationalities, the dominant narratives within the colonial ventures, and a dominant and unreflective use of English in the production of textual knowledge have produced uneven structures in the academic publishing space, a homogenization of the concept of ‘international’ (Paasi 2005, 2015; Tietze and Dick, 2013; Péloquin, 2017). The contribution of the present research to this debate is the identification of points of hegemonic disruption in Latin America. We performed a case study on six articles written in Spanish and Portuguese of two Latin American Biotechnology journals with the purpose of identifying their spatial reference pattern. Findings show a high use of references in Spanish and Portuguese (54,31% and 36.49%, respectively. We interpret complex linguistic referencing patterns - this is citing in languages other than English - as an environment that opens meanings and enriches discussion. Moreover, we conceive Latin America as a space of hegemonic struggle against English homogenization in Science, and the SciELO platform as the infrastructure with the potential to (hopefully) transform the current academic status quo.

International audience; As the Public Knowledge Project (PKP) enters its third decade, it faces the responsibilities of supporting the more than 10,000 journals using its software and are dependent on PKP continuing to develop the code. In the fall of 2017, PKP, with the support of the Arnold Foundation, contracted the consulting services of BlueSky to Blueprint, with its principal Nancy Maron embarking on an exploration of PKP’s standing and prospects among a sample of those in-volved in scholarly publishing, inclu-ding current, former, and potential users of its software (Maron 2018). This paper presents BlueSky’s findings and PKP’s responses in what may serve as a lesson on the maturing of, and challenges faced by, an open source software project seeking to sustain in-creased global access to research and scholarship.

The current discourse around Open Science has tended to focus on the creation of new technological platforms and tools to facilitate sharing and reuse of a wide range of research outputs. There is an assumption that once these new tools are in place, researchers—and at times, members of the general public—will be able to participate in the creation of scientific knowledge in more accessible and efficient ways. While many of these new tools have indeed assisted in the ease of collaboration through online spaces and mechanisms, the narrowness of how infrastructure is imagined by open science practitioners tends to put the use of technology ahead of the issues that people are actually trying to solve, while failing to acknowledge the systemic constraints that exist within and between some communities. Drawing on an analytical framework grounded in Black feminist intersectionality (Noble, “A Future”), this paper highlights the need for more inclusive knowledge infrastructures, particularly in the context of fair and sustainable development. Three case studies from the Open and Collaborative Science in Development Network (OCSDNet), are outlined in order to illustrate the importance of moving beyond a definition of infrastructure as merely a technical or physical entity. These cases, arising from research conducted in South Africa, Brazil and the Caribbean, demonstrate how more sustainable and nuanced forms of collaboration and participation may be enabled through broader understandings of knowledge infrastructures. This paper further argues that leveraging the feminist concept of intersectionality when conceptualizing the development of knowledge infrastructures could be one way to move from narrow assumptions about standardized knowledge “users” towards more inclusive reimaginings of how a plurality of knowledge can be produced and shared via networked technologies.

International audience; In April of 2015, Canadian Science Publishing (CSP) in partnership with the University of Toronto Libraries launched an automated manuscript deposit service. Upon author’s opt-in, an automated workflow transfers their accepted manuscript from the publisher system into the University of Toronto research repository, TSpace, where it is made openly available with a reference to the final version on the journal website. This free service is available to authors publishing their work in CSP’s NRC Research Press journals and is of particular interest to grant recipients looking to comply with the Tri-Agency Open Access Policy on Publications that came into effect in 2015. This paper provides an overview of the partnership and the workflow that makes over 1,200 manuscripts openly available annually. It also shares the script that can be adopted by other libraries and publishers looking to provide automated deposit service to authors for the purpose of funder mandate compliance, green OA, or preservation.

International audience; Exploitation of the digital revolution offers great potential for less affluent and least economically developed countries (LEDCs) and for the attainment of the UN Sustainable Development Goals. However, LEDCs typically have poorly resourced national research systems. If they cannot participate in research based on big and open data, the gap could grow exponentially in coming years. They will be unable to collect, store and share data, unable to participate in the global research enterprise, unable to contribute as full partners to global efforts on climate change, health care, and resource protection, and unable to fully benefit from such efforts, where global solutions will only be achieved if there is global participation. Thus, both emerging and developed countries have a clear and direct interest in helping to fully mobilize LEDC science potential and thereby to contribute to achievement of the UN Sustainable Development Goals. The initiative described here (African Open Science Platform or AOSP) is directed towards minimising a divide between emerging and developed countries in what is arguably the most important current opportunity to enhance the power and efficiency of the scientific enterprise and its contribution to societal benefit.

Finding experts in academics is an important practical problem, e.g. recruiting reviewersfor reviewing conference, journal or project submissions, partner matching for researchproposals, finding relevant M. Sc. or Ph. D. supervisors etc. In this work, we discuss anexpertise recommender system that is built on data extracted from the Blekinge Instituteof Technology (BTH) instance of the institutional repository system DiVA (DigitalScientific Archive). DiVA is a publication and archiving platform for research publicationsand student essays used by 46 publicly funded universities and authorities in Sweden andthe rest of the Nordic countries (www.diva-portal.org). The DiVA classification system isbased on the Swedish Higher Education Authority (UKÄ) and the Statistic Sweden's (SCB)three levels classification system. Using the classification terms associated with studentM. Sc. and B. Sc. theses published in the DiVA platform, we have developed a prototypesystem which can be used to identify and recommend subject thesis supervisors inacademy. open access

International audience; This short paper presents the three main outcomes of the OpenAire project “Full disclosure: replicable strategies for book publications supplemented with empirical data”: a fully specified bu-siness model; accountacy data; and a “cookbook” containing recipes how to set up a resilient community-based book publisher. The provision of these items available for free reuse will allow other publishing projects to unders-tand, adapt, and modify the community-based model of Language Science Press.
