Сучасні соціокультурні умови суттєво впливають на зміни та перетворення в системі освіти України. Ціннісний вимір освіти констатує зниження всіх показників, що впливають на кількісну та якісну сторони освіти. Метою статті є аналіз педагогічних (організаційно-виховних, методичних і дидактичних) проблем української освіти. Методологія дослідження ґрунтується на загальнонауковому, науково-педагогічному та філософському методах визначення показників якості вищої освіти. Тому сучасні виклики системи вищої освіти України вимагають акумулювання зусиль усіх учасників освітнього процесу (викладачів, студентів, адміністраторів) для подолання негативних впливів на якість освіти. Modern socio-cultural conditions significantly affect changes and transformations in the education system of Ukraine. The value dimension of education states a decrease in all indicators affecting the quantitative and qualitative aspects of education. The purpose of the article is the analysis of pedagogical (organizational and educational, methodical and didactic) problems of Ukrainian education. The research methodology is based on general scientific, scientific-pedagogical and philosophical methods of determining quality indicators of higher education. Therefore, the modern challenges of the higher education system of Ukraine require the accumulation of efforts of all participants in the educational process (teachers, students, administrators) to overcome the negative effects on the quality of education.

During the treatment of breast cancer by the main methods, hemostasis system disorders occur. The role of vascular endothelium in the mechanisms of hemostasis system disorders is insufficiently studied, and there is no data in the literature regarding the leading mechanism of hemostasis disorders in breast cancer and at the stages of treatment. Indicators that allow predicting violations of hemostasis in the postoperative period and at the stages of chemotherapy and radiation therapy have not been determined, and there is no pathogenetic justification for ways to improve the prevention of violations in patients with breast cancer. These problems need to be solved immediately. При лікуванні раку молочної залози основними методами виникають порушення системи гемостазу. Недостатньо вивчена роль ендотелію судин у механізмах порушень системи гемостазу, а в літературі відсутні дані щодо провідного механізму порушень гемостазу при раку молочної залози та на етапах лікування. Не визначені показники, що дозволяють прогнозувати порушення гемостазу в післяопераційний період та на етапах хіміотерапії та променевої терапії, не має патогенетичного обґрунтування шляхів покращення профілактики порушень у хворих на рак молочної залози. Ці проблеми потребують негайного вирішення. The article is dedicated to the study of the concept of Normative Power Europe as well as to the critical analysis of this concept against the background of the negotiation process as for the conclusion of the Association Agreement between the EU and Ukraine. Normative Power Europe has been often offered as a major explanatory tool for understanding EU’s foreign policy, particularly with regards to its relations with the countries included in the Neighborhood Policy. The article offers analysis of the transformation of the internal political situation in Ukraine against the background of the continuation of these negotiations as well as of the initiatives and priorities that the EU had in this process. The article provides insight into the dramatic period of the negotiation process within years 2010–2014 and explains different aspects of the bargaining instruments utilized for the negotiation process. Separately, EU relations with Russia are analyzed against the background of the mentioned negotiations. The major conclusion of the offered analysis is the thesis that the concept of Normative Power Europe was not the basis of the EU policies towards Ukraine during the negotiation process as for the conclusion of the Association Agreement. Furthermore, the EU relations with Russia in the context of the development of the “Ukrainian crisis” reinforce the limitations of the use of the concept of Normative Power Europe both due to the absence of asymmetry in EU relations with other global actors and due to the priority of EU’s own interests over the moral and philosophical principles put at the foundations of the concept of Normative Power Europe.

Wikipedia is edited by volunteer editors around the world. Considering the large amount of existing content (e.g. over 5M articles in English Wikipedia), deciding what to edit next can be difficult, both for experienced users that usually have a huge backlog of articles to prioritize, as well as for newcomers who that might need guidance in selecting the next article to contribute. Therefore, helping editors to find relevant articles should improve their performance and help in the retention of new editors. In this paper, we address the problem of recommending relevant articles to editors. To do this, we develop a scalable system on top of Graph Convolutional Networks and Doc2Vec, learning how to represent Wikipedia articles and deliver personalized recommendations for editors. We test our model on editors' histories, predicting their most recent edits based on their prior edits. We outperform competitive implicit-feedback collaborative-filtering methods such as WMRF based on ALS, as well as a traditional IR-method such as content-based filtering based on BM25. All of the data used on this paper is publicly available, including graph embeddings for Wikipedia articles, and we release our code to support replication of our experiments. Moreover, we contribute with a scalable implementation of a state-of-art graph embedding algorithm as current ones cannot efficiently handle the sheer size of the Wikipedia graph.

The need to increase the autonomy of Ukraine’s financial system makes it advisable to undertake a series of activities aimed at consolidation of the banking system, development of the non-banking financial institution’s sector, increasing public and business confidence in the country’s financial sector. The formation of regional innovation clusters in the financial sector is seen as a major measure of improving the financial system’s condition. Therefore, the purpose of the article was to develop a system of directions for improving the legal regulation of the formation and development of regional innovation clusters in the financial sector of Ukraine. In the article, a system of indicators for determining financial clusters in the regions of Ukraine is determined using the method of expert assessments. 20 experts from the regional offices of the Ministry of Communities and Territories of Ukraine were experts. The basic methods of the research were clustering methods and Kohonen maps, on the basis of which associations (clusters) of objects (regions) by the level of innovative activity in the financial sphere of Ukraine were selected. According to the results of the Kohonen map, according to the indicators of 2018, for all administrative and territorial units of Ukraine 4 clusters were determined according to the level of innovative development of the financial sector. The feasibility of creating innovative clusters was assessed by calculating the synergistic effect, where the gross regional product (GRP) of the administrative-territorial unit was used as the resultant indicator. With the help of the production function, the priority of influence of indicators of activity of financial clusters of synergetic effect on GRP of the administrative-territorial unit was empirically established. Multivariate regression analysis was used to solve the production function in the study. Regression models for cost-effectiveness assessment have been developed to create regional innovation clusters of the financial sector in Ukraine. Economically advantageous, which brings a synergistic effect to the development of regions innovative financial clusters have been identified. The main gaps in the regulatory regulation of the formation and development of regional innovation clusters in the financial sector of Ukraine are substantiated. The system of measures for improvement of regulatory legal regulation of development of regional innovative clusters of the financial sector is substantiated and presented. The practical implementation of the results of the scientific research will help to create qualitatively new integration associations of financial and credit institutions, the purpose of which is to develop new financial instruments and new schemes for financial transactions in Ukraine., Необходимость повышения автономности финансовой системы Украины делает целесообразным проведение комплекса мероприятий, которые будут направлены на: укрупнение банковской системы, развитие сектора небанковских финансовых институтов, повышение доверия населения и бизнеса к финансовому сектору в стране. В качестве основной меры улучшения кондиций финансовой системы видится формирование региональных инновационных кластеров в финансовом секторе. Поэтому целью статьи стала разработка системы направлений совершенствования правового регулирования формирования и развития региональных инновационных кластеров в финансовом секторе Украины. Оценена целесообразность создания инновационных кластеров, выявлены экономически выгодные, которые привносят синергетический эффект в развитие регионов, инновационные финансовые кластеры. Обоснована и представлена система мероприятий по совершенствованию нормативно-правового регулирования развития региональных инновационных кластеров финансового сектора., Необхідність підвищення автономності фінансової системи України робить доцільним проведення комплексу заходів, які будуть спрямовані на: укрупнення банківської системи, розвиток сектору небанківських фінансових інститутів, підвищення довіри населення і бізнесу до фінансового сектору в країні. Основним заходом поліпшення кондицій фінансової системи бачиться формування регіональних інноваційних кластерів у фінансовому секторі. Тому метою статті стало розроблення системи напрямів удосконалення правового регулювання формування та розвитку регіональних інноваційних кластерів у фінансовому секторі України. За допомогою методу експертних оцінок детерміновано систему показників для визначення фінансових кластерів у регіонах України. Експертами виступили 20 фахівців регіональних представництв Міністерства розвитку громад та територій України. Як базові методи дослідження використано методи кластеризації і карти Кохонена, на підставі яких виділено об’єднання (кластери) об’єктів (регіонів) за рівнем інноваційної активності у фінансовій сфері України. За результатами побудови карти Кохонена за показниками 2018 року для всіх адміністративно-територіальних одиниць України визначено чотири кластери за рівнем інноваційного розвитку фінансового сектору. Доцільність створення інноваційних кластерів оцінено шляхом розрахунку синергетичного ефекту, де результуючим показником використано валовий регіональний продукт (ВРП) адміністративно-територіальної одиниці. За допомогою виробничої функції емпірично була встановлена пріоритетність впливу показників діяльності фінансових кластерів синергетичного ефекту на ВРП адміністративно-територіальної одиниці. Для вирішення виробничої функції в дослідженні використовувався багатофакторний регресійний аналіз. Були розроблені регресійні моделі оцінки економічної ефективності при створенні регіональних інноваційних кластерів фінансового сектору України. Виявлено економічно вигідні, які привносять синергетичний ефект у розвиток регіонів інноваційні фінансові кластери. Аргументовано основні прогалини нормативно-правового регулювання формування і розвитку регіональних інноваційних кластерів у фінансовому секторі України. Обґрунтовано і представлено систему заходів щодо вдосконалення нормативно-правового регулювання розвитку регіональних інноваційних кластерів фінансового сектору. Практична реалізація отриманих результатів наукового дослідження сприятиме формуванню якісно нових інтеграційних об’єднань фінансово-кредитних установ, метою створення яких є розроблення нових фінансових інструментів і нових схем здійснення фінансових операцій в Україні.

The article is dedicated to the study of the inter-relation of the concept of the legal system in its contemporary understanding with a number of general phenomena, which are basic for the contemporary theory of state and law. This analysis is provided in the context of historical and legal discourse within which is studied the transformation of the ideas of the leading theorists and philosophers of law for the period between the end of the eighteenth and the beginning of twentieth century. The major conclusion of the provided analysis is the thesis that the legal system is a complex social phenomenon, which takes one of the central places in the theory of law. The determination of the essence and content of the concept of the legal system was an essential part in the works of a number of well-known theorists of law, starting from the second half of the eighteenth century. Despite the fact that in the context of the historical evolution of both society and the legal science, the ideas on the essence of the legal system altered considerably, the researchers adequately emphasized the inter-relation of the legal system with such phenomena as sovereignty, legislative practices, law-enforcement, administrative and judiciary systems, the ideology predominant in the society, etc.&nbsp

В статті визначено роль та значення процесу самоактуалізації особистості студентів під час навчання в університеті. Показано, що показники рівня самоактуалізації відображають здатність особистості розуміти власний внутрішній світ, вміння налаштовуватися на продуктивну взаємодію із оточенням та швидко адаптуватися до вимог мікро- та макросередовища. Це процес, під час якого змінюється ставлення людини до свого «Я», до навколишнього світу і себе в цьому світі, що сприяє особистісному зростанню. Продемонстровано зв'язок між самоактуалізацією та ціннісними орієнтаціями особистості, що визначають характер змісту та засобів досягнення провідних життєвих цілей. Умовою успішної самоактуалізації особистості є її конгруентність, тобто адекватність та реалістичність пережитих почуттів. Представлено результати емпіричного дослідження, яке проведено з метою визначення рівня та динаміки самоактуалізації серед студентів 2-5 курсів. В процесі дослідження визначено, що значний відсоток студентів вже на початкових курсах демонструє достатній рівень прагнення до реалізації власного потенціалу, але під час деталізації емпіричних даних визначено, що є певні шкали, за якими респонденти показують занадто низькі значення. До таких якостей відносяться гнучкість у спілкуванні, контактність, спонтанність а також невисокі показники отримано за шкалами саморозуміння та аутосимпатія. Визначено, що соціальна ситуація розвитку, в якій знаходяться студенти під час навчання у вищому навчальному закладі, значною мірою впливає як на окремі компоненти самоактуалізації, так і на загальний її рівень, що виявляється у покращенні часової орієнтації, розвитку ціннісної сфери, впевненості та креативності особистості студентів. The article defines the role and significance of the process of student self-actualization during the training at the university. It is demonstrated that the indicators of the level of self -actualization reflect the ability of the individual to understand his own inner world, the ability to tune in to productive interaction with the environment and quickly adapt to the requirements of the micro- and macroenvironments. This is a process in which the person's attitude towards his "I", the world around him and himself in this world changes, which promotes personal growth. The relationship between self-actualization and value orientations of the individual, which determine the nature of the content and means of achieving the leading life goals, is shown. The condition for the successful self-actualization of the personality is its congruence, that is, the adequacy and realism of the emotions and feelings experienced. The results of an empirical study conducted to determine the level and dynamics of self-actualization among students of the 2nd-5th year are presented in the article. During the research it was found that a significant percentage of students already at the initial courses demonstrates a sufficient level of aspiration to realize their own potential, but with detailed empirical data it is determined that there are certain scales on which respondents show too low values. Such qualities include flexibility in communication, contactness, spontaneity and also low indicators are obtained on the scales of self understanding and autosympathy. It is determined that the social situation of development in which students live during their studies at a higher educational institution significantly influences both individual components of self-actualization and its general level, which is manifested in improving the time orientation, development of the value sphere, confidence and creativity Personality of students.

В статті розглянуто особливості ціннісних та смисложиттєвих орієнтацій та їх розвиток у студентів технічних спеціальностей протягом періоду навчання у вищій школі. Визначено, що в юнацькому віці активно розвиваються такі новоутворення як, готовність особистості до самовизначення, почуття відповідальності за власне майбутнє, розвиток самоосвіти та самопізнання, тобто вирішення питання ідентичності в професійній сфері, у сфері сімейних відносин і в особистісному розвитку. Для визначення особливостей побудови ціннісної структури студентів технічної спрямованості вибрано адекватні діагностичні методики, а для опрацювання та подання отриманих результатів застосовано критерій Стьюдента та метод кластерного аналізу. З’ясовано, що найбільш пріоритетними цінностями для студентів є цінності досягнень та особистісні або престижно-егоїстичні цінності, які зберігають своє домінуюче значення. Найнижчі показники отримали цінності суспільно-соціальні, які певною мірою набувають значення для студентів, що обумовлено потребою встановлення соціальних зв’язків та усвідомленням вітальних цінностей. Деякі показники свідчать про наявність суперечностей та внутрішніх конфліктів особистості і демонструють розвиток «Я-образу» особистості студента. Дослідження смисложиттєвих орієнтацій студентів показало, що у студентів початкових курсів при певному рівні осмисленості життя, існує проблема наявності мети в житті, а також невіра у власні сили, щодо контролю власного життя, яка зміцнюється та зростає у випускників і виявляється в усвідомленості сутності власного існування, відповідальності та цілеспрямованості. The article describes the characteristics of the value and life orientations and development of students of technical specialties within a period of study in high school. It was determined, that in adolescence are actively developing such new forms, as the willingness of the individual to self-determination, a sense of responsibility for their own future, the development of self-learning and self-knowledge, that is the decision the question of identity in the professional sphere, in the sphere of family relations and personal development. To determine the value of building structure features technical focus students selected adequate diagnostic methods, and for the processing and presentation of the results applied Student's t-test and cluster analysis. It was found, that the highest priority values are the values to students achievements and personal prestige or selfish-values that retain their dominant. The lowest rates were social and social values, which to some extent are emerging for students by the need to establish social ties and knowledge of vital values. Some indicators show the existence of contradictions and inner conflicts of personality and demonstrate the development of "Me-image" individual student. Research purport orientations of students showed, that students' initial rate at a certain level of meaningfulness of life, there is the problem of the presence of purpose in life, and lack of faith in their own strength, to control their own life that strengthens and increases alumni and manifested in the awareness of the nature of his own existence, responsibility and commitment. В статье рассмотрены особенности ценностных и смысложизненных ориентаций и их развитие у студентов технических специальностей в течение периода обучения в высшей школе. Определено, что в юношеском возрасте активно развиваются такие новообразования как, готовность личности к самоопределению, чувство ответственности за собственное будущее, развитие самообразования и самопознания, то есть решение вопроса идентичности в профессиональной сфере, в сфере семейных отношений и в личностном развитии. Для определения особенностей построения ценностной структуры студентов технической направленности, избраны адекватные диагностические методики, а для обработки и представления полученных результатов применен критерий Стьюдента и метод кластерного анализа. Установлено, что наиболее приоритетными ценностями для студентов являются ценности достижений и личностные или престижно-эгоистические ценности, которые сохраняют свое доминирующее значение. Самые низкие показатели получили ценности общественно-социальные, которые приобретают значимость для студентов, что обусловлено необходимостью установления социальных связей и осознанием витальных ценностей. Некоторые показатели свидетельствуют о наличии противоречий и внутренних конфликтов личности и демонстрируют развитие «Я-образа» личности студента. Исследование смысложизненных ориентаций показало, что у студентов начальных курсов при определенном уровне осмысленности жизни, существует проблема наличия цели в жизни, а также неверие в собственные силы, по контролю собственной жизни, которая укрепляется и растет у выпускников и оказывается в осознанности сущности собственного существования, ответственности и целеустремленности.

The abstract considers the sense bearing area of the personality by formation of future engineers’ social responsibility. The author gives practical recommendations concerning formation of social responsibility. The personality must clearly realize in front of whom he is taking his/her responsibility.

Предметом дослідження є ціннісно-смислова сфера особистості як складноорганізована, багаторівнева структурна одиниця. В статті розкрито концептуальні положення визначення основних структурних компонентів ціннісно-смислової сфери особистості. Зміна соціальних умов певною мірою впливає на розвиток ціннісно-смислової сфери студентів, що проявляється у подальшому закріпленні існуючої ціннісної ієрархії особистості, переосмисленні, трансформуванні системи ціннісних орієнтацій або виступає як підґрунтя для руйнування старих і виникнення нових життєвих установок особистості. Особливості структури ціннісно-смислової сфери особистості є інформативними щодо ступеня моральності, духовності особистості, характеристик міжособистісної взаємодії з навколишнім середовищем, громадської позиції та рівня домагань. Проаналізовано та доведено доцільність включення кожного структурного компоненту в загальну теоретичну модель ціннісно-смислової сфери особистості. Кожен компонент даної структури може вивчатися як самостійно, так і комплексно, з метою діагностики особливостей світогляду особистості, а також виявлення і подальшої психологічної підтримки проблемних ситуацій, що пов’язані з визначенням цілей та напряму життєдіяльності особистості, життєвих пріоритетів та смислу життя. The subject of research is a value-sense field of individual as complexly multilevel structured unit. In the article the conceptual conditions of determining the definition of major structural components of the value-semantic sphere of the individual were described. Changing of social conditions in some way will affect on the growth of students value-semantic sphere which is shown in a further fixing of the existing individuals’ hierarchy of values, rethinking and transformation of the system of values or is a prerequisite for the destruction of the old and appearance of new individuals’ life directions. Features of the structure of the value-sense sphere of individual are informative concerning the degree of morality, personal spirituality, characteristics of interpersonal cooperation with the environment, social position and level of claim. Feasibility of incorporating each substructure in the general model of the value-sense sphere was analyzed and demonstrated. Each component of this structure can be studied both independently and comprehensively on purpose to diagnose the features outlook, also problematic situations which related to the definition of goals and life directions of individual, life priorities and the meaning of life.

В статті розкрито концептуальні положення створення теоретичної моделі ціннісно-смислової сфери особистості та висвітлено основні структурні компоненти даної моделі. Проаналізовано та доведено доцільність включення кожної підструктури в загальну модель ціннісно-смислової сфери. The subject of the research is the value-sense field of personality as a complicated organized structural unit. This article describes concept theoretical model of the value-semantic field of the personality and major structural components of the model. Practicability of including each substructure to the common model of value-sense field was analyzed and proved. Предметом исследования является ценностно-смысловая сфера личности как сложноорганизованная структурная единица. В статье раскрыто концептуальные положения создания теоретической модели ценностно-смысловой сферы личности и основные структурные компоненты данной модели. Проанализировано и доказано целесообразность включения каждой подструктуры в общую модель ценностно-смысловой сферы.

The article describes the genesis of scientists’ points of view in the research of value and sense personality’s sphere. The main approaches to the problems of value sphere as a component of personality development are considered.
