The legal regime of the state of emergency is regulated very poorly in Republika Srpska and Bosnia and Herzegovina in general. It is necessary to carry out a detailed positive legal and comparative legal analysis of this legal regime, to formulate proposals for amending the Constitution and laws of Republika Srpska. Their goal would be greater legal certainty and more detailed and meaningful legal regulation, which would reduce opportunities for abuses of state power and endangering human rights. The author first analyzes the constitutional provisions on the declaration of a state of emergency, the functioning of state institutions and the restriction of human rights during its duration. The author concludes that the constitutional provisions are so lapidary, that the state institutions, especially the executive, have wide possibilities for regulation of the state of emergency and the exercise of state power during its duration, even relatively wide possibilities of limiting human rights. The author believes that this is an extremely inappropriate legal solution. Therefore, he made a series of proposals for amendments to the Constitution of Republika Srpska, so that the legal regime of the state of emergency would be as fully regulated as possible, which would significantly reduce the possibilities of abuse of state power.

The subject of the paper is the judgment of the European Court of Human Rights in the case Kovačević v. Bosnia and Herzegovina. The judgment reflects the Court's opinion on discrimination against particular groups of citizens who may or may not, depending on the approach and attitude, use their active voting right in the elections for the Presidency of Bosnia and Herzegovina and the House of Peoples of the Parliamentary Assembly. e novelty of this judgement is in the fact that the Court analysed the possibility of exercising active voting right while in previous cases it decided on discrimination against groups of citizens regarding the exercise of passive voting right. e judgement has to be criticised for several reasons and from several angles. e Court did not consider the legal nature of the Presidency and the House of Peoples which led it to wrong conclusions regarding discrimination against. It only took into consideration that the Others as well as some segments of constituent peoples could not be represented in these institutions. However, this fact has already been contained in several other judgements. e novelty is that the Court has judged that a voter cannot exercise the active voting right since he/she cannot vote for his/her preferred candidate for his/her ethnic affiliation and/or Entity place of residence. e purpose of this paper is to challenge this view and particularly to oppose the attitude that the implementation of this judgement has to introduce the solution that Bosnia and Herzegovina has to become one electoral district.

4. On the recall of a mayor in Republika Srpska

In this paper, the author analyzes the institution of recall of a mayor in the legal system of the Republika Srpska by critically examining the provisions of two legislative acts: The Election Act of Republika Srpska and the Local Self-government Act of Republika Srpska. The institution of recall has a serious democratic potential because it is an instrument enabling political control of mayors by citizens. However, the current legal solutions in Republika Srpska limit this potential because they do not encourage citizens to use this instrument of political control, which is not the case with political parties. Given the fact that the decision on initiating the recall procedure depends on a local assembly, recall has very often been used as a tool for political confrontation between a local assembly and a mayor, while the citizens have remained a second-class political subject. The Election Act of Republika Srpska does not contain adequate provisions on the protection of rights of citizens and political subjects during the recall procedure. In fact, this issue is relatively unregulated or underregulated. The Local Self-government Act of Republika Srpska protects a local assembly which triggers an unsuccessful recall procedure since there is no legal guarantee that such a local assembly would be dissolved. The author proposes different solutions which should improve the regulation of this legal institute and reduce the possibility of turning it into a tool for political manipulation.

10. Analytical and environmental control of water quality of the Bjelica river

This paper presents the main water quality characteristics of the Bjelica River before and after the discharge of Lučani wastewaters. The objectives of the research included analytical and environmental testing and assessment of the water quality of the Bjelica River before and after the discharge of wastewaters from the Lučani town collector. The results of the physicochemical analysis of major water quality indicators were used. Testing was conducted in July and October 2015, and January, May and July 2016. Assays were performed at the Public Health Institute, Čačak and at the Laboratory of the Faculty of Agronomy, Čačak. The water quality of the river was assessed as moderate ecological status or Class III category of surface waters. The results of the river water quality analysis indicated that the quality of the river water was better before the inflow of effluents from the town collector.

12. Basic parameters of the quality of fresh meat of different types of freshwater fish

The goal of this current study is to compare the chemical composition of fresh meat of different types of freshwater fish used in the diet of consumers. Comparison of basic chemical parameters of meat quality of cultivated and fish species from open waters was made. Most of the chemical composition parameters are very little differs from the values for the same parameters for most of the investigated fish species, which are available in the literature data. The results of this, as well as a number of other studies, confirm that fish from open waters have a generally higher content of water and lower fat content, while fish from breeding is characterized by lower water content and higher fat content. The highest protein content was found in fresh meat of the tiny carp (20.92%), and the lowest value (17.01%) determined for the protein content in meat of the bleak. The highest fat content was found in the flesh of the tiny carp (11.53%), which is a consequence of genetic characteristics and intensive feeding in fishery conditions. The lowest fat content was determined in the sample of fresh meat of the bleak, amounting to 3.64%. The highest value of the ash content is determined in the Schneider meat, which is 1.96%, the lowest in the meat of the tiny carp (0.82%). Fish from open waters have higher ash content as a result of life in ecosystems that contain larger amounts of limestone and other minerals.

13. The catalytic effect of honey on formation of reducing sugars during sucrose hydrolysis

In commercial apiculture, beekepers usually remove honey from hives and replenish food reserves with sugar syrup. When honeybees use sugar syrup (sucrose solution), they break down sucrose into glucose and fructose. These processes exhaust and weaken bees. In order to prevent bee exhaustion resulting from this processing, bees should preferably be supplied with ready made food before winter, i.e., with syrup in which sucrose has already been inverted. Feeding with inverted syrups is the most popular way of honeybee feeding. Beekeepers usually prepare inverted syrups by adding a weak organic acid (citric, oxalic, acetic or lactic acid) to sucrose solution at elevated temperatures. Inverted syrup production under uncontrolled pH, temperature and time conditions can cause the formation of 5-hydroxymethyl-2-furaldehyde (HMF), a compound harmful to bees. High quality inverted syrup can be obtained through the hydrolytic decomposition of sucrose by the enzyme invertase. Due to its invertase content, honey can be used as a biocatalyst for sucrose inversion. Invertase activity depends on the type, method and time of honey storage. This study evaluates the catalytic effect of acacia honey on formation of reducing sugars during hydrolysis of 50 wt.% sucrose solution. The ratio of reducing sugars and sucrose at 40°C, after 5 days of hydrolysis at a concentration of honey and 10 wt.% was 0.30 g reducing sugars/g of sucrose. The highest content of reducing sugars was achieved at a temperature of 35°C, after 48 h of invertion. In all samples of hydrolysates obtained at different temperatures (35–65°C), HMF was detected at concentrations of less than 4.32 mg kg–1. A high degree of negative correlation (coefficient of linearity –0.94) was established between parameters of volumetric and polarimetric measurements during the hydrolysis of sucrose. Nowadays the rapid development of telecommunication services is increasingly evident and undeniable. In order to adapt to constant changes, telecommunication services providers and network operators must follow the requirements of the market and adapt service portfolio they offer. The existence of pre-defined package of services can meet the requirements of a labor market. Combining different services and their delivery to the location of the end user facilitates business to the companies. A flexible approach to creating solutions to connect to the Internet enables the operator to keep position among the leaders in the telecommunications market. However, large companies usually have complex and specific requirements. Specific requirements are usually related to the quality of data transmission and data security. Therefore, different solutions are tailor-made and applied by the business users. The specific requirements of the user described in this paper refer to the maximum availability of Internet connection at the location of the customer, which includes the delivery of two independent Internet links as well as adequate equipment to perform switching from the primary to the redundant (backup) link in the event of interruption or major degradation of quality of service.

Introduction/purpose: The term Internet of Things (IoT) usually refers to the collective network of connected devices and the technology that facilitates communication between these devices and the cloud, as well as among these devices. The IoT concept is lately considered and applied as the appropriate in design of systems intended for distribution of data and information between heterogeneous devices with the aim to improve efficiency and effectiveness of business and decision making. The IoT enables energy and supply chain monitoring, production coordination, equipment performance optimization, transportation, public health, and improves workers' safety and health. In addition to smart devices, IoT technology also enables the connection of various sensors as a source of data on various physical phenomena, and, based on the information obtained, it is possible to control the operation of devices, make predictions, make decisions, etc. In this paper, specific areas of the application of the IoT in the defense and security sector are analyzed in order to identify the possibilities of applying modern technologies in raising the defense potential of the state and define the directions of future research in the subject area. Methods: The methods of content analysis of current research were applied, and then, with the deductive method, conclusions were reached about the future directions of the development of IoT technology. Results: A detailed analysis of past and ongoing research in the defense and security sector was carried out, and potential directions of future research into the IoT were given in order to increase the operational capabilities of armed forces. Conclusion: IoT services will certainly contribute to a greater degree of automation and improvement of the quality of military decisions on the battlefield, especially in the conditions of unexpected scenarios in an unpredictable hostile environment, thus facilitating the reduction in both human and material losses in operations. 16. Alternative Cereals in Carp (Cyprinus carpio L.) Nutrition

Due to their high carbohydrate content, cereals are the main source of energy in human, livestock and fish diets, with wheat and maize being the most commonly used crops. Although these two crops, along with rice, satisfy about 50% of human energy requirements, it is necessary to introduce other crops, which are of minor commercial importance. This necessity has been intensified by the growing needs of aquaculture, particularly with respect to carbohydrate requirements. Cereal grains account for an average of 35-45% of the feed ration for common carp (Cyprinus carpio). Experiments have been conducted on the use of barley, triticale and rye as substitutes for wheat and maize. The grains of these replacement cereals are preliminarily subjected to gelatinisation due to the high content of crude starch. Results indicate the possibility of partial or complete substitution (for maize) in some fish feeds. The usability (feed value) of cereals in fish nutrition is ranked in the order: wheat > triticale > maize > barley > rye.

This paper presents the application of cognitive radio technology in vehicular ad-hoc networks aimed to improve the communications between vehicles themselves as well as between vehicles and roadside infrastructure. Due to dynamic approach of spectrum access, cognitive radio is a technology that enables more efficient usage of radio-frequency spectrum. We review actual approaches and discuss research challenges related to the use of cognitive radio technology in vehicular ad hoc networks with emphasis on architecture, spectrum management as well as QoS optimization. The researching on cognitive radio application in vehicular networks is still developing and there are not many experimental platforms due to their complex setups. Some related research projects and cognitive radio realizations are provided in this paper.

The paper shows the significance of metaheuristic optimization algorithms through their application to specific engineering problems, especially in mechanical and civil engineering domains, where some significant publications are presented. Moreover, due to their nature, these algorithms are very convenient for application in various engineering examples, both with single-objective or multi-objective optimization problems. Also, they are successfully being applied for tasks with a great number of variables and constraint functions. Finally, the paper presents the comparison of the results of seven chosen metaheuristic optimization algorithms that were applied on the example of the canti-lever beam subjected to complex loading. The objective function was the cross-sectional area of the welded I-profile. In contrast, the constraint functions were the permissible stresses in the I-profile and the welded connection supporting a cantilever beam and one welding technology limitation. After comparing obtained optimum results, optimization time and convergence for all seven chosen algorithms, some conclusions and recommendations for an appropriate type choice and application were made.

20. Total protein and lipid contents of canned fish on the Serbian market

Total protein and lipid contents were analysed in 5 samples of canned fish (sardines, Atlantic mackerel fillets, tuna in olive oil, smoked Baltic sprat and herring fillets) available on the Serbian market. Standard methods for the determination of protein (Kjeldahl method) and lipid (Soxhlet method) contents were used on drained samples. The protein content was 21.31% on average, with a range of 18.59% - 24.17%. Total lipids showed considerably large variations (5.49% - 35.20%), and averaged 18.88%. The observed differences, particularly in lipid content, were due to different fish species - the highest values were found in the meat of pelagic fish from northern seas (herring), but were also associated with the preservation (canning) technology used.

Etnobotanička studija je sprovedena kako bi se dokumentovala tradicionalna i lokalna upotreba biljaka u prevenciji i lečenju bolesti tri upravna okruga Republike Srbije – Banatskog, Šumadijskog i Zlatiborskog. Cilj istraživanja je da se ukaže na sličnosti i razlike upotrebe lekovitog bilja u ispitivanim okruzima i da se time doprinese očuvanju znanja o tradicionalnoj upotrebi biljaka u ovim delovima Srbije. Podaci su prikupljeni korišćenjem etnomedicinske ankete u kome je učestvovalo 79 ispitanika starosti od 35 do 75 godina. Familije iz kojih je najviše vrsta koje se koriste u tradicionalnoj medicini su Lamiaceae (17,9%), Rosaceae (13%), i Asteraceae (11%). Najveći broj anketiranih ispitanika sakuplja bilje (47%), i koristi ga u obliku čaja (43%) za lečenje respiratornih i gastrointestinalnih bolesti.

The studies on the ichthyofauna of Serbia that have been conducted so far indicate the sporadic tench (Tinca tinca L.) presence in typical habitats. The hydroenvironmental conditions necessary for the survival of this fish species are highly variable and, generally, are more favourable in the northern part of the country (the Vojvodina Province). Although the tench presence has been registered at over 30 sites, there is a tendency of a decrease in population abundance. This is due to the reduction of the surface area of the macrophyte-covered flood zones induced by the damming and regulation of rivers, high water level fluctuations, and water amount reduction in the majority of watercourses, a massive increase in the number of allochthonous phytofagous species, reservoir sediment deposition, water quality deterioration and other factors. The tench conservation status in Serbia is officially designated as Low Risk - Least Concern. It may be transferred to a higher category if the tendency towards deterioration of survival conditions for the species should continue.

23. Phytochemical analysis and gastroprotective activity of an olive leaf extract

Some medicinal features of olive leaf have been known for centuries. It has been traditionally used as an antimicrobial and to prevent and treat diabetes mellitus and heart disease. Whether olive leaf, a natural antioxidant, influences the gastric defense mechanism and exhibits gastroprotection against experimentally-induced gastric lesions remains unknown. In this study, the content of total phenols, total flavonoids and tannins in olive leaf extract (OLE) were determined. Seven phenolic compounds were identified and quantified (oleuropein, caffeic acid, luteolin, luteolin-7-O-glucoside, apigenin-7-O-glucoside, quercetin, and chryseriol). Furthermore, the protective activity of the OLE in gastric mucosal injury induced by a corrosive concentration of ethanol was investigated. In relation to the control group, pretreatment with OLE (40, 80 and 120 mg kg-1) significantly (p < 0.001) attenuated the gastric lesions induced by absolute ethanol. The protective effect of the OLE was similar to that obtained with a reference drug, ranitidine. The results obtained indicate that OLE possesses significant gastroprotective activity, and that the presence of compounds with antioxidative properties would probably explain this effect.

Leuciscus cephalus L. is abundantly present fish species in the Balkan freshwaters, which indicates a good adaptation to the environmental conditions existing in the most of reservoirs. The fish species is abundant in the Međuvršje reservoir situated on the Zapadna Morava river (West Serbia, the Danube basin) as the only predator found here. In the period from 1996 to 2002, the intestinal content of 88 individuals of different age was analyzed. The zoophytophage character of diet was found to be largely shared with plant components all the year round. The differences in the trophic spectrum over the various seasons existed between the individuals of different age with high individual variations being found, too.

The aim of the work is to examine the relationship between the legislative and the executive power in socialist Yugoslavia, in order to answer the question whether and to what extent the principles of the assembly system had really been constitutionally guaranteed. The author analyzes competencies and mutual relationship between the legislative and executive power in the four constitutional acts (1946, 1953, 1963, 1974). The constitutional acts proclaimed that the Assembly was the supreme organ of power, while the constitutional theory claimed that it was the assembly system of power although the constitutional acts contained competencies of the political-executive organs which gave them considerable influence. This had been the least visible in the 1953 and 1963 constitutional acts, while the 1946 and 1974 constitutions seriously strengthened the position of the executive power. Therefore, the author only reluctantly concludes that the Yugoslav constitutional system had the features of the assembly system. More precisely, it had been a kind of mixed system with the elements of the assembly system and the separation of powers, at least in the 1946 and 1974 constitutions. [ABSTRACT FROM AUTHOR]

The presence of 25 fish species from 8 families was found to exist in the ichthyofauna of the Zapadna Morava river (the Danube basin, West Serbia) in the period from 1996-1999. The structure of the fish community was analysed using a substantial number of indices (Shannon's index - diversity Margalef's index of diversity, Sorensen's index of biotic similarity and Saprobic index of community). Qualitative-quantitative relationships in the ichthyofauna of the 4 river and one lake profiles were compared, too. High differences due to diversity in the general environmental conditions existing in the individual habitats were also established. An excessively high antropogenous impact on the diversity of aquatic ecosystems gave rise not only to a deteriorated water quality, but also to an abundance of the allochthonous ichthyofauna representatives.

- Abstract
The territory of the Republic of Serbia is vulnerable to various natural disasters, among which forest fires stand out. In relation with climate changes, the number of forest fires in Serbia has been increasing from year to year. Protected natural areas are especially endangered by wildfires. For Nature Park Golija, as the second largest in Serbia, with an area of 75,183 ha, and with MaB Reserve Golija-Studenica on part of its territory (53,804 ha), more attention should be paid in terms of forest fire mitigation. GIS and multi-criteria decision analysis are indispensable when it comes to spatial analysis for the purpose of natural disaster risk management. Index-based and fuzzy AHP methods were used, together with TOPSIS method for forest fire susceptibility zonation. Very high and high forest fire susceptibility zone were recorded on 26.85% (Forest Fire Susceptibility Index) and 25.75% (fuzzy AHP). The additional support for forest fire prevention is realized through an additional Internet of Thing (IoT)-based sensor network that enables the continuous collection of local meteorological and environmental data, which enables low-cost and reliable real-time fire risk assessment and detection and the improved long-term and short-term forest fire susceptibility assessment. Obtained results can be applied for adequate forest fire risk management, improvement of the monitoring, and early warning systems in the Republic of Serbia, but are also important for relevant authorities at national, regional, and local level, which will be able to coordinate and intervene in a case of emergency events.

- Abstract
Water is one of the most precious natural resources. The downtrend in the quality of lake water and pollution with heavy metals cause serious threats to the environment in last decades. Particularly vulnerable are the lakes that are located near towns and villages. The aim of this study was to investigate the physicochemical parameters and levels of macro– and microelements in order to determine the water quality of Lake Gruža in the summer period. The results showed that the studied parameters were within the permissible levels, except of concentrations of iron, cobalt and vanadium., Voda predstavlja jedan od najdragocenijih prirodnih resursa. Opadanje kvaliteta jezerskih voda i zagađenje teškim metalima, predstavljaju ozbiljne pretnje za životnu sredinu u poslednjih nekoliko decenija. Posebno su ugrožena jezera koja se nalaze u blizini gradova i naselja. Cilj rada bio je ispitivanje osnovnih fizičko–hemijskih parametara i sadržaja makro– i mikroelemenata kako bi se utvrdio kvalitet vode jezera Gruža u letnjem periodu. Rezultati su pokazali da su ispitivani parametri u vodi bili u okviru dozvoljenih vrednosti, osim sadržaja gvožđa, kobalta i vanadijuma.

Poznavanje ishrane riba je neophodno za utvrđivanje trofičkog statusa ekosistema i ekološke niše riba unutar tog ekosistema i korisno je za razumevanje ekologije vrsta u cilju održivog upravljanja i razvoja mera očuvanja i zaštite određenih vrsta. Analiza ishrane riba zasnovana na analizi sadržaja digestivnog trakta predstavlja standardnu praksu. Detaljna analiza ishrane riba doprinosi razumevanju trofičkih interakcija u vodenim ekosistemima i lancima ishrane vodenih organizama. Takođe, ishrana riba predstavlja integraciju veoma važnih ekoloških komponenti koje uključuju ponašanje, kondiciju, osobine staništa, potrošnju energije, interspecijske i intraspecijske odnose. Predatorstvo je jedan od glavnih međusobnih uticaja u životinjskim populacijama. U slučaju da se javi u vodenim ekosistemima, među ribljim populacijama, utiče na funkcionalnost celog ekosistema. Predatorstvo od strane grabljivih riba može drastično da redukuje gustinu i biomasu planktivornih riba, naročito juvenilnih primeraka, kao i odraslih primeraka koji su manjih dimenzija. Grabljive ribe se nalaze na kraju lanca ishrane i imaju ključnu ulogu u strukturiranju populacija vrsta na nižim trofičkim nivoima. Prekomeran razvoj fitoplanktona je jako nepoželjan simptom eutrofizacije, stoga ekolozi tvrde da grabljive ribe, svojim životnim procesima, mogu da smanje efekat planktivornih riba na zooplankton i time ublaže neke od simptoma eutrofizacije. Istraživanje za potrebe izrade ove doktorske disertacije je sprovedeno tokom 2011. i 2012. godine, a deo uzoraka je prikupljen i tokom terenskog rada u 2017. godini. Analizirana je ishrana adultnih jedinki četiri grabljive vrste riba i to smuđa, grgeča, štuke i soma, kao i juvenilnih jedinki grgeča, bodorke i uklije, prikupljenih sa šest akumulacionih jezera u Srbiji: Bovan, Gruža, Šumarice, Vrutci, Vlasina i Gazivode. Za analizu ishrane riba korišćene su tehnike kvalitativne i kvantitativne metode i izračunati su indeksi ishrane: Indeks relativne važnosti, Ind, The knowledge of fish diet is necessary to determine the trophic status of the ecosystem and the ecological niche of fish within that ecosystem and is useful for understanding ecology of species in order to sustainably manage and develop measures for the preservation and protection of certain species. The analysis of fish diet based on analysis of digestive tract content is a standard practice. A detailed analysis of fish diet contributes to the understanding of trophic interactions in aquatic ecosystems and food chains of aquatic organisms. Also, fish diet is the integration of very important ecological components that include behavior, fitness, habitat characteristics, energy consumption, interspecies and intraspecies relationships. Predation is one of the major interactions in animal populations. In case it occurs in aquatic ecosystems, among the fish populations, it affects the functionality of the whole ecosystem. Predation by piscivorous fish can drastically reduce the density and biomass of planktivorous fish, especially juvenile specimens, as well as adult specimens that are smaller in size. Predatory fish are at the end of the food chain and play a key role in the structure of populations of species at lower trophic levels. Excessive development of phytoplankton is a highly undesirable symptom of eutrophication, therefore, ecologists maintain that predatory fish, by their life processes, can reduce the effect of planktivorous fish on zooplankton and thus reduce some of the symptoms of eutrophication. The research for the needs of this doctoral dissertation was conducted during years 2011. and 2012., and a part of the samples was collected during fieldworks in 2017. Interkonekcija, čiji primarni cilj je omogućavanje korisnicima jednog učesnika na tržištu telekomunikacija da komuniciraju sa korisnicima drugog učesnika, odnosno, obezbeđivanje pristupa servisima koje obezbeđuje drugi učesnik, javila se nakon liberalizacije tržišta telekomunikacija. Vertikalna interkonekcija predstavlja fizičko i logičko povezivanje učesnika na različitim nivoima mreže. U okruženju budućeg Interneta, sagledavanje tehničko-ekonomskih aspekata interkonekcije predstavlja pitanje od izuzetnog značaja. U opštem slučaju, učesnici u vertikalnoj interkonekciji u okruženju budućeg Interneta mogu biti provajderi sadržaja i aplikacija, provajderi Internet servisa, Content Delivery Network (CDN) provajderi i cloud provajderi. Pojava Cloud Computing-a uvela je značajne promene u Internet okruženju koje se pre svega odnose na mogućnost pristupa skalabilnim i deljivim, fizičkim ili virtuelnim resursima. Na taj način, stvara se elastična platforma koja obezbeđuje dinamičnu i jednostavnu skalabilnost, pojednostavljuje se obezbeđivanje infrastrukture i omogućava se unapređenje performansi. Razvoj servisa i aplikacija zahtevnih u pogledu propusnog opsega praćen širom implementacijom Cloud Computing-a utiče na kontinuiran rast Internet saobraćaja, što zahteva primenu tehnologija koje mogu zadovoljiti sve strože zahteve. Kao rešenje za transportni nivo mreže, razvijene su elastične optičke mreže koje mogu obezbediti dovoljne propusne opsege uz efikasno iskorišćenje spektra. Imajući u vidu promene koje prate razvoj okruženja budućeg Interneta, kao i značaj vertikalne interkonekcije, neophodno je razmotriti i jasno definisati tehničko-ekonomske relacije između učesnika u budućem Internetu, što je predmet istraživanja ove doktorske disertacije. U okviru disertacije predložen je model koji ima za cilj određivanje adekvatnog ugovora o interkonekciji između učesnika u vertikalnoj interkonekciji, i to provajdera sadržaja i aplikacija i provajdera Internet servisa u procesu ob, Interconnection, whose primary aim is enabling communication between end users of different undertakings, i.e. enabling access to the other undertaking's services, was introduced after the telecommunication market liberalization. Vertical interconnection represents the physical and logical linking of the undertakings on different network levels. Consideration of technical and economic aspects of the interconnection is a crucial issue in the future Internet environment. In general, undertakings in vertical interconnection in the future Internet environment include content and application providers, Internet service providers, Content Delivery Network (CDN) providers and Cloud providers. The development of Cloud Computing introduced significant changes in the Internet environment in terms of enabling access to scalable and shareable, physical or virtual resources. Therefore, the elastic platform for dynamic and simple scalability is enabled, the access to infrastructure is simplified and performances are improved. High bandwidth demanding services and applications, along with the wide adoption of Cloud Computing causes permanent growth of Internet traffic. This indicates that the introduction of new technologies, capable to satisfy high bandwidth requirements, is necessary. Elastic optical networks are proposed as a promising solution for transport networks. These networks provide enough bandwidth, along with high efficiency in spectrum utilization. Forasmuch changes in the future Internet environment and the importance of the vertical interconnection, it is mandatory to consider and properly define technical and economic relations between undertakings in the future Internet environment, which is the research subject of this doctoral dissertation. - Abstract
Nove širokopojasne tehnologije i stalno rastući obim saobraćaja imaju veliki uticaj na upravljanje infrastrukturnim kapacitetima telekomunikacione mreže. Efikasno planiranje mrežnih resursa nije moguće realizovati bez primene pouzdanih modela za prognoziranje tražnje, kao i precizno odabranih veličina za karakterizaciju saobraćaja. U tom smislu, osnovni predmet istraživanja ove doktorske disertacije su strategije proširenja mrežnih resursa, koje se oslanjaju na primenu različitih metoda planiranja telekomunikacionih mreža, sa ciljem određivanja optimalnog vremena za realizaciju proširenja. Predloženi modeli proširenja resursa mreže baziraju se na optimizaciji perioda proširenja resursa mreže uz minimizaciju troškova zagušenja i troškova neophodne opreme, pri čemu se ulazni podaci oslanjaju na prognozirane vrednosti tražnje na telekomunikacionom tržištu. Mogućnosti primene različitih metoda planiranja, u kontekstu strategije proširenja mrežnih resursa, razmatrane su na hipotetičkoj WDM mreži, sa koegzistencijom fiksnih i fleksibilnih grid tehnologija. U disertaciji su razmatrani suprotstavljeni zahtevi investicionih ulaganja u cilju brzog povraćaja uloženih sredstava i kvaliteta opsluživanja korisnika. Kompromisno rešenje predstavlja i novi pristup, predložen u disertaciji, koji se odnosi na izbor parametara za karakterizaciju mrežnog saobraćaja, sa ciljem smanjenja uticaja neizvesnosti prognoziranih podataka na odluku o proširenju kapaciteta. U tom smislu, izvršena je analiza, na osnovu koje je utvrđeno da se, poređenjem vrednosti nivoa penala funkcije troškova zagušenja, sa jedne strane i vrednosti parametra Verovatnoće blokiranja kapaciteta, sa druge, može odrediti optimalni vremenski period za sprovođenje odluke o migraciji tehnologija, u posmatranom slučaju. Među najvažnijim naučnim doprinosima disertacije, mogu se izdvojiti implementacija prognoziranih vrednosti saobraćajnih zahteva, zasnovana na primeni teorije difuzionih modela, novi optimizacioni model, kao, New broadband services and ever-increasing Internet traffic volumes have a major influence on the backbone infrastructure capacity management, raising the importance of efficient planning of network resources, based on demand forecast and the appropriate selection of traffic characterization parameters, as well. Therefore, the main subject of the research, presented in the doctoral thesis are the network resources expansion strategies, with respect of different telecommunication network planning methods. Relaying on the forecasted demand in the telecommunications market, the proposed models are used in order to determine the optimal times for network capacity expansion and the technology migration, by minimizing the equipment and congestion costs. Application of different planning methods, in the context of the network resource expansion strategies, has been considered within the hypothetical WDM network, with the coexistence of fixed and flexible grid technologies. Having in mind the contrast between network performance improvement and the investors’ interest for the longer operation of already built-in technologies, a novel approach has been proposed in order to determine the appropriate time for making the technology migration. In this sense, the traffic characterization parameters (the Penalty function and the Bandwidth Blocking Ratio) were used. The main innovative aspect of the approach proposed in the thesis considers the combination of these two metrics in order to decrease uncertainty of the forecasted demands. The other important scientific contributions of the dissertation are the traffic demand forecasting approach based on the diffusion model theory, as well as the novel multiperiod network capacity expansion model, which introduces the option of the migration to the new technology.

In certain types of crane and earth-moving machinery, such as portal cranes, loaders and excavators, the transfer of loads to crane tracks or the terrain is accomplished by means of undercarriage frames composed of box-like girders. The hypothesis that all four supports of the undercarriage frame do not lie in the horizontal plane is the basis for the formation of a calculation model. This paper analyses the influence of geometric parameters of box-like girders on the magnitude of additional forces at the supports of those frames when one of the supports is raised or lowered relative to the horizontal plane for the size Δ. Theoretical dependences between moments of inertia and stiffness under bending and torsion of those girders were thus established. Obtained relations leads to more concise forms of expressions for influential coefficients in Maxwell-Mohr integrals and simplifies optimization methods in the design of support structures. With experimental verification of the results, the influences of geometric parameters on the stiffness of the support structure are confirmed, and preconditions are created for further analysis of the connection made by large diameter bearings. Prema novijim istraživanjima, kompleks Carassius auratusčini najmanje pet vrsta roda Carassius: Carassius carassius, Carassius auratus, Carassius langsdorfii, Carassius cuvieri i Carassius gibelio. Vrste ovog roda su morfološki veoma slične i nemoguće ih je razlikovati na osnovu uobičajenih morfoloških karaktera, te su ranije sve determinisane kao Carassius auratus gibelio ili Carassius gibelio. Jedina vrsta koja se značajnije razlikuje je Carassius carassius. Smara se da su vrste ovog kompleksa unesene u Evropu iz Azije u 17. veku. Najveći broj predstavnika kompleksa C. auratus je na teritoriji Evrope proteklih pedesetak godina determinisan je kao vrsta Carassius gibelio(C. auratus gibelio) (Bloch, 1783) (srebrni karaš ili babuška). S obzirom da su pripadnici ovog kompleksa registrovani u većini vodotokova Evrope, smatraju se najuspešnijom invazivnom grupom slatkovodnih riba. Zbog svojih bioloških odlika (brz rast, različiti vidovi razmnožavanja, izuzetna otpornost na nepovoljne uslove) ove vrste veoma brzo postaju kompetitivne autohtonoj ihtiofauni za hranu i stanište i neretko imaju izuzetno negativan uticaj na celokupan ekosistem koji nasele. U ovoj disertaciji prvi put je izvršena identifikacija vrsta kompleksa Carassius auratus na teritoriji Vojvodine i peripanonske oblasti primenom specifičnih genetičkih markera (dela sekvence cytb gena). Primenom linearne i geometrijske morfometrije ispitivana je morfološka varijabilnost različitih morfoloških celina (celo telo, kosti glavenog skeleta, cleithrum-a i krljušti) jedinki unutar kompleksa Carassius auratusizmeđu različitih lokaliteta sa različitim ekološkim uslovima (prisustvo predatora i protok), dok je primenom savremenih statističkih i matematičkih metoda (multi-modelne analize) analizirana dinamika rasta recentnih, kao i ranoinvazivnih populacija. Metaanalizom dostupnih podataka utvrđena je veoma široka zastupljenost populacija vrsta kompleksa C. auratus na teritoriji Srbije. Beležene populacije su uglavno, According to recent researches, Carassius auratus complex includes at least five Carassius species: Carassius carassius, Carassius auratus, Carassius langsdorfii, Carassius cuvieri and Carassius gibelio. These species are morphologically very similar and it is impossible to differentiate them on the basis of common morphological characters, so they all used to be classified as Carassius auratus gibelio or Carassius gibelio. The only species that is significantly different is Carassius carassius. It is believed that the species of this complex were brought to Europe from Asia in the 17th century. Over the last fifty years most of the members of C. auratus complex in Europe were classified as Carassius gibelio (C. auratus gibelio) (Bloch, 1783) (Silver carp or Gibel carp). Since the members of this complex have been registered in most European watercourses, they are considered to be the most successful invasive group of freshwater fish. Thanks to their biological characteristics (fast growth, different types of reproduction, remarkable resistance to unfavourable conditions) these species quickly become competitive to indigenous ichthyofauna in respect of food and habitat and they often have very negative impact on the entire ecosystem they inhabit. This dissertation identifies the species that belong to the Carassius auratus complex in /Vojvodina and peri-Pannonian region using specific genetic markers (ctyb gene sequence). Using linear and geometric morphometrics, we examined morphological variability of different morphological parts (whole body, skull bones, cleithrum and scales) of the members of Carassius auratus complex, in different localities with different ecological conditions (presence of predators and water flow). Modern statistics and mathematical methods (multi-model analysis) were used in the analysis of growth dynamics of both recent and early invasive populations. Meta-analyses of the available data have shown that there is a wide population of C.

Strateška savremena orijentacija naše privrede koja predviđa razvoj malih i srednjih preduzeća ističe potrebu novog prilaza unapređenju regionalnog privređivanja. Stvaranje osnove za projektovanje novog rešenja logističkog koncepta u osnovi se poklapa i vezuje za proces razvoja logističkih centara koji bi bili opremljeni savremenim transportno- skladišnim sistemima uz maksimalno učešće mehanizacije i automatizacije. Savremeni uslovi poslovanja nameću takvim sistemima potrebu za kontinualnim, efikasnim i kvalitetnim odlučivanjem. Zbog osobenosti i prirode samog procesa odlučivanja u domenu logistike i logističkih sistema, očekuje se da je moguće razviti univerzalni v išekriterijumski pristup za izbor optimalne lokacije regionalnog distributivnog centra, kao i transportnih sistema u okviru istog, a nakon toga izvršiti upravljanje istog savremenim informacionim tehnologijama, što b i n a k raju dalo ključan doprinos unapređenju privrede i poslovanja. Kompleksnost i učestalost realnih višekriterijumskih problema nameće potrebu za korišćenjem grupe metoda višekriterijumske analize. U ovakvim slučajevima postoji veliki broj tehnički ostvarivih alternativa i zadatak projektanta je da iz skupa mogućih rešenja izabere ono koje najbolje ispunjava tehničke i ekonomske uslove definisane projektnim zadatkom. U samom istraživanju, kombinovanjem metoda za određivanje relativne važnosti kriterijuma i odifikovanih metoda rangiranja alternativa donosi se optimalna odluka o izvesnom problemu bez obzira na prirodu parametara koji ga opisuju. Specifičnosti navedenog pristupa ogledaju se u funkciji preferentnosti, promeni postojećih i uvođenju novih generalizovanih kriterijuma, automatizaciji postupka izbora generalizovanih kriterijuma i analizi uticaja promene težinskih koeficijenata na konačan redosled alternativa, a u cilju identifikacije najkritičnijih i najjačih kriterijuma u procesu odlučivanja. Takođe, pristup karakteriše mogućnost uzimanja u obzir lingvističkih izraza o važnosti kriterijuma i vrednosti alternativa po istim, smanjen je broja kriterijuma uz neophodnu verifikaciju i uporednu analizu tako dobijenih rezulatata sa ostalim pristupima višekriterijumske analize. The strategic modern orientation of our economy that foresees development of small and medium-sized enterprises highlights the need for new approaches to the improvement of regional economy. Creation of the basis for design of a new solutionof the logistics concept essentially coincides and is connected with the process of development of logistics centers which would be equipped with modern transport and storage systems with the maximum participation of mechanization and automation. Modern business conditions impose on such systems the need for continuous, efficient and quality decision-making. Due to the characteristics and nature of the decision-making process in the domain of logistics and logistics systems, it is expected that it is possible to develop a universal multicriteria approach for the selection of the optimal location of a regional distribution center and transportation systems within it, and then control it by modern information management technologies, which would ultimately provide a key contribution to the improvement of economy and business. The complexity and frequency of real multicriteria problems impose the need to use a group of methods of multicriteria analysis. In these cases, there is a large number of technically feasible alternatives and the task of the designer is to choose, from a set of possible solutions, the solution that best meets the technical and economic requirements defined by the project task. In this research, the combination of methods for determining the relative importance of criteria and modified methods of ranking alternatives results in the optimal decision on a certain problem regardless of the nature of parameters that describe it. The specific characteristics of this approach are reflected in the preference function, the change of the existing generalized criteria and introduction of new ones, the automation of the procedure for selection of generalized criteria and the analysis of the impact of changes in weights on the final order of alternatives for the purpose of identification of the most critical and most powerful criteria in the decision-making process. Also, the approach is characterized by the possibility of taking into account the linguistic expressions of the importance of criteria and values of alternatives , the reduction of the number of criteria with the necessary verification and the comparative analysis of thus obtained results with other multicriteria analysis approaches.

- Abstract
Bežične mesh mreže – WMN (Wireless Mesh Network) predstavljaju noviji trend u bežičnim komunikacijama kojim se obezbeđuje veća fleksibilnost, pouzdanost i bolje performanse nego standardnim bežičnim lokalnim mrežama. Imajući u vidu sve veće potrebe korisnika za brzim i efikasnim prenosom podataka, kao i prenosom multimedijalnih (govornih i video) sadržaja, povećanje protoka, ostvareno uvođenjem višekanalnih višeinterfejsnih – MCMI (Multi Channel Multi Interface) WMN, i vođenje računa o kvalitetu servisa, QoS (Quality of Service), predstavljaju glavne izazove u projektovanju WMN. Kako bi se ostvarile što bolje mrežne performanse neophodno je definisati protokole i metrike rutiranja kojima se određuje optimalna putanja između izvorišnog i odredišnog čvora. S obzirom da WMN karakteriše velika dinamika signala, posebno u kompleksnim okruženjima (sa stanovišta radio pokrivanja), kakva su zatvoreni objekti, u okviru doktorske disertacije definisane su metrike rutiranja koje mogu da isprate brze promene uslova propagacije koje se dešavaju na svakom pojedinačnom linku u mreži. Predložene su tri nove metrike: powerETX (Expected Transmission Count), powerWCETT (Weighted Cumulative Expected Transmission Time) i powerMIC (Metric of Interference and Channel-switching), koje u cenu linka, osim parametara definisanih u okviru postojećih metrika ETX, WCETT i MIC, respektivno, uključuju i parametar koji zavisi od nivoa snage signala na prijemu. Nove metrike obezbeđuju veće protoke korisničkih podataka i manje kašnjenje s kraja na kraj u poređenju sa postojećim, a njihova praktična realizacija moguća je bez dodatnih hardverskih ulaganja, i uz minimalne softverske izmene. Imajući u vidu da postojeći algoritmi dodele kanala ne uključuju QoS podršku u MCMI-WMN, i da se prenos multimedijalnih sadržaja obavlja uz neprihvatljiva kašnjenja, predložen je novi protokol za sloj linka, QoS-HMCP (QoS-Hybrid Multi Channel Protocol), koji uvodi podršku QoS kroz EDCA (Enhanced Distributed Channel A, Wireless mesh networks (WMNs) are a new trend in wireless communications which provide greater flexibility, reliability and better network performances than standard wireless local area networks. Having in mind the growing demand for the fast and efficient data transfer as well as multimedia transmission (voice and video), the major challenges in designing WMN are increasing throughput (by introducing multichannel multi-interfaces (MCMI) approach into the WMN), and taking into account the quality of service (QoS). To achieve the best network performances, it is necessary to define protocols and routing metrics that determine the optimal path between the source and the destination node. Since the WMN is characterized by high dynamics of the signal, especially in complex environments (from the radio coverage point of view), such as those found indoors, routing metrics that can track fast changes in propagation conditions at each link in the network, are proposed in this dissertation. The link costs of the three new metrics, powerETX (Expected Transmission Count), powerWCETT (Weighted Cumulative Expected Transmission Time) and powerMIC (Metric of Interference and Channel-switching), besides the parameters defined in the existing ETX, WCETT and MIC metrics, respectively, include the parameter that depends on the received signal level. In comparison with existing metrics, these new metrics not only provide a greater data throughput and less average end-to-end delay, but also can be realized without any additional hardware and with minimal software changes. Keeping in mind that existing channel assignment (CA) algorithms do not include QoS support in MCMI-WMNs and that the multimedia transmission can suffer from unacceptable delays, a new protocol for link layer QoS-HMCP (QoS Hybrid Multi-Channel Protocol) which introduces QoS support through EDCA (Enhanced Distributed Channel Access) mechanism, and uses the good characteristics of the hybrid CA algorithm defined by HMCP

50. Materials handling equipment selection using integrated fuzzy AHP and VIKOR methods

- Abstract
By combining the methods for determining the relative weights of the criteria and standard methods of ranking of alternatives, one makes optimal decisions about a certain issue, regardless of the nature of the parameters that describe it. Selection of materials handling equipment for typical conditions and working environment is one of the problems of multi-criteria analysis, i.e. the selection procedure is not sufficiently structured, dependent on broad areas of knowledge, and requires the application of efficient and effective tool for decision making. The proposed methodology of equipment selection is a combination of positive experiences in the application of known methods of decision-making and their modifications (Fuzzy AHP and VIKOR). In this case, process of the forming of system alternatives and defining criteria are illustrated in a numerical example of the equipment (device) selection within the transport and handling mechanization (trucks - forklift).
