Meteorological and hydrological hazards present challenges to people and ecosystems worldwide, but the limited length of observational data means that the possible extreme range is not fully understood. Here, a large ensemble of climate model data is combined with a simple grid-based hydrological model to assess unprecedented but plausible hydrological extremes in the current climate across England. Two case studies are selected – dry (summer 2022) and wet (autumn 2023) – with the hydrological model initialised from known conditions and then run forward for several months using the large climate ensemble. The modelling chain provides a large set of plausible events including extremes outside the range from use of observed data, with the lowest flows around 28 % lower on average for the summer 2022 drought study and the highest flows around 42 % higher on average for the autumn 2023 flood study. The temporal evolution and spatial dependence of extremes are investigated, including the potential timescale of the recovery of flows to normal levels and the chance of persistent extremes. Being able to plan for such events could help improve the resilience of water supply systems to drought and improve flood risk management and incident response.

Directly linking greenhouse gas emissions or global warming to experiences of local climatic changes is a potentially important communication tool. Using observations, we develop a physically plausible “causal chain” visualisation to demonstrate the connections between global carbon dioxide emissions and local climate events. We highlight how increased flood risk in one river basin in the UK could be discussed with people directly affected by recent floods.

Hydrological drought is a serious issue globally, which is likely to be amplified by 21st century climate change. In the UK, the impacts of changes in river flow and groundwater drought severity in a future of climate change and higher water demand are potentially severe. Recent publication of a new nationally consistent set of river flow and groundwater level projections (the eFLaG dataset), based on state-of-the-art UKCP18 climate projections, offers a unique opportunity to quantitatively assess future UK hydrological drought susceptibility. The dataset includes a transient, multi-model ensemble of hydrological projections driven by a single regional climate model (RCM), with a 12-member perturbed-parameter ensemble, for 200 catchments and 54 boreholes spanning a period from 1961 to 2080. Assessment of a baseline period (1989–2018) shows that the RCM-driven projections adequately reproduce observed river flow and groundwater level regimes, improving our confidence in using these models for assessment of future drought. Across all hydrological models and most catchments, future low river flows are projected to decline consistently out to 2080. Drought durations, intensities and severities are all projected to increase in most (over 90 %, pooling across different drought characteristics) UK catchments. However, the trajectory of low groundwater levels and groundwater drought characteristics diverges from that of river flows. Whilst groundwater levels at most (> 85 %) boreholes are projected to decline (consistent with river flows), these declines are relatively modest (< 10 % reduction) in transient low groundwater levels by 2080, and, in fact, six show moderate increases. Groundwater drought characteristics in the far future (2050–2079) are often similar to those of the baseline (1989–2018), with only 33 % of boreholes showing an increase (towards worsening drought) of more than 10 % for drought severity (48 % of boreholes for drought intensity). Interestingly, for some boreholes, droughts are projected to be more prolonged and severe in the near future (2020–2049) before returning to shorter durations and lower severity in the far future. A number of explanatory factors for this divergence between river flow and groundwater are discussed. The sensitivity to seasonal changes in precipitation and potential evapotranspiration is proposed as a principal driver of divergence because low river flows are more influenced by shorter-term rainfall deficits in the summer half-year, whilst groundwater drought appears to be offset somewhat by the wetter winter signal in the RCM projections. Our results have important implications for water management, demonstrating a widespread increase in river flow drought severity and diminishing low flows that could have profound societal and environmental impacts unless mitigated. Furthermore, the divergence in projections of drought in river flows and groundwater levels brings into question the balance between surface and subsurface water resources. The projected contrast in fortunes of surface and subsurface water resources identified for the UK may be replicated in other parts of the world where climate projections suggest a shift towards drier summers and wetter winters.

Droughts in Thailand are becoming more severe due to climate change. Developing a reliable drought monitoring and early warning system (DMEWS) is essential to strengthen a country's resilience to droughts. However, for a DMEWS to be valuable, the drought indicators provided to stakeholders must have relevance to tangible impacts on the ground. Here, we analyse drought indicator-to-impact relationships in Thailand, using a combination of correlation analysis and machine learning techniques (random forest). In the correlation analysis, we study the link between meteorological drought indicators and high-resolution remote sensing vegetation indices used as proxies for crop yield and forest growth impacts. Our analysis shows that this link varies depending on land use, season and region. The random forest models built to estimate regional crop productivity allow a more in-depth analysis of the crop- and region-specific importance of different drought indicators. The results highlight seasonal patterns of drought vulnerability for individual crops, usually linked to their growing season, although the effects are somewhat attenuated in irrigated regions. Integration of the approaches provides new, detailed knowledge of crop- and region-specific indicator-to-impact links, which can form the basis of targeted mitigation actions in an improved DMEWS in Thailand and could be applied to other parts of Southeast Asia and beyond.

This paper details the development and evaluation of the enhanced future FLows and Groundwater (eFLaG) dataset of nationally consistent hydrological projections for the UK, based on the latest UK Climate Projections (UKCP18). The projections are derived from a range of hydrological models. For river flows, multiple models (Grid-to-Grid, PDM (Probability Distributed Model) and GR (Génie Rural; both four- and six-parameter versions, GR4J and GR6J)) are used to provide an indication of hydrological model uncertainty. For groundwater, two models are used, a groundwater level model (AquiMod) and a groundwater recharge model (ZOODRM: zooming object-oriented distributed-recharge model). A 12-member ensemble of transient projections of present and future (up to 2080) daily river flows, groundwater levels and groundwater recharge was produced using bias-corrected data from the UKCP18 regional (12 km) climate ensemble. Projections are provided for 200 river catchments, 54 groundwater level boreholes and 558 groundwater bodies, all sampling across the diverse hydrological and geological conditions of the UK. An evaluation was carried out to appraise the quality of hydrological model simulations against observations and also to appraise the reliability of hydrological models driven by the regional climate model (RCM) ensemble in terms of their capacity to reproduce hydrological regimes in the current period. The dataset was originally conceived as a prototype climate service for drought planning for the UK water sector and so has been developed with drought, low river flow and low groundwater level applications as the primary objectives. The evaluation metrics show that river flows and groundwater levels are, for the majority of catchments and boreholes, well simulated across the flow and level regime, meaning that the eFLaG dataset could be applied to a wider range of water resources research and management contexts, pending a full evaluation for the designated purpose. Only a single climate model and one emissions scenario are used, so any applications should ideally contextualise the outcomes with other climate model–scenario combinations. A cluster of recent floods in the UK has prompted significant interest in the question of whether floods are becoming more frequent or severe over time. Many trend assessments have addressed this in recent decades, typically concluding that there is evidence for positive trends in flood magnitude at the national scale. However, trend testing is a contentious area, and the resilience of such conclusions must be tested rigorously. Here, we provide a comprehensive assessment of flood magnitude trends using the UK national flood dataset (NRFA Peak Flows). Importantly, we assess trends using this full dataset as well as a subset of near-natural catchments with high-quality flood data. While headline conclusions are useful for advancing national flood-risk policy, for on-the-ground flood-risk estimation it is important to unpack these local changes to determine how climate-driven trends compare with those from the wider dataset that are subject to a wide range of human disturbances and data limitations. We also examine the sensitivity of reported trends to changes in study time window using a ‘multitemporal’ analysis. We find that the headline claim of increased flooding generally holds up regionally to nationally, although we show a much more complicated picture of spatio-temporal variability. While some reported trends, such as increased flooding in northern and western Britain, appear to be robust, trends in other regions are more mixed spatially and temporally – for example, trends in recent decades are not necessarily representative of longer-term change, and within regions (e.g. in southeast England) increasing and decreasing trends can be found in close proximity. While headline conclusions are useful for advancing national flood-risk policy, for flood-risk estimation it is important to unpack these local changes, and the results and methodological toolkit provided here could provide such supporting information to practitioners. We present the first large-sample catchment hydrology dataset for Great Britain, CAMELS-GB (Catchment Attributes and MEteorology for Large-sample Studies). CAMELS-GB collates river flows, catchment attributes and catchment boundaries from the UK National River Flow Archive together with a suite of new meteorological time series and catchment attributes. These data are provided for 671 catchments that cover a wide range of climatic, hydrological, landscape, and human management characteristics across Great Britain. Daily time series covering 1970–2015 (a period including several hydrological extreme events) are provided for a range of hydro-meteorological variables including rainfall, potential evapotranspiration, temperature, radiation, humidity, and river flow. A comprehensive set of catchment attributes is quantified including topography, climate, hydrology, land cover, soils, and hydrogeology. Importantly, we also derive human management attributes (including attributes summarising abstractions, returns, and reservoir capacity in each catchment), as well as attributes describing the quality of the flow data including the first set of discharge uncertainty estimates (provided at multiple flow quantiles) for Great Britain. CAMELS-GB (Coxon et al., 2020; available at https://doi.org/10.5285/8344e4f3-d2ea-44f5-8afa-86d2987543a9) is intended for the community as a publicly available, easily accessible dataset to use in a wide range of environmental and modelling analyses.

Numerous indices exist for the description of hydrological drought. The EURO FRIEND-Water Low flow and Drought Group has repeatedly discussed changing paradigms in the perception and use of existing and emerging new indices for hydrological drought identification and characterization. Group members have also tested the communication of different indices to stakeholders in several national and international transdisciplinary research projects. This contribution presents the experience gained with regard to the purpose and applicability of different classes of drought indices. A recent paradigm shift is the use of anomalies, traditionally from climatology, in hydrology. For instance, anomaly-based indices, such as the Standardized Streamflow Index (SSI) and the variable threshold level method to define streamflow deficiencies, are used increasingly for real-time monitoring. How these indices relate to low flows and their impacts may have become less clear as a result. Assessments of the severity of a particular drought may also differ depending on whether return periods based on traditional low flow or drought frequency analyses or whether SSI time series index values are used. These experiences call for a systematic comparison, classification and evaluation of different low flow and drought indices and their usages.

Drought is an inherent meteorological characteristic of any given region, but is particularly important in China due to its monsoon climate and the “three ladder” landform system. The Chinese government has constructed large-scale water conservation projects since 1949, and developed drought and water scarcity relief frameworks. However, drought still causes huge impacts on water supply, environment and agriculture. China has, therefore, created specialized agencies for drought management called Flood Control and Drought Relief Headquarters, which include four different levels: state, provincial, municipal and county. The impact datasets they collect provide an effective resource for drought vulnerability assessment, and provide validation options for hydro-meteorological indices used in risk assessment and drought monitoring. In this study, we use the statistical drought impact data collected by the Liaoning province Drought Relief Headquarter and meteorological drought indices (Standardized Precipitation Index, SPI and Standard Precipitation Evaporation Index, SPEI) to explore a potential relationship between drought impacts and these indices. The results show that SPI-24 and SPEI-24 are highly correlated to the populations that have difficulties in obtaining drinking water in four out of the six cities studied. Three impacts related to reservoirs and the availability of drinking water for humans and livestock exhibit strong correlations with SPI and SPEI of different accumulated periods. Results reveal that meteorological indices used for drought monitoring and early warning in China can be effectively linked to drought impacts. Further work is exploring how this information can be used to optimize drought monitoring and risk assessment in the whole Liaoning province and elsewhere in China.

Geographic and socio-economic factors combined make China particularly vulnerable to droughts. Here we review academic literature to assess publication trends on the topics of drought monitoring and early warning in China, exploring the common themes and recent advances presented. Literature searches for the 1970–2017 period were made for a range of search terms relating to drought monitoring. It was found that publications on these topics started to appear sporadically in 1989 and have increased rapidly since the early 2000s, with the rate of publication increasing over the last eight years. The scope of studies varied, often with the spatial scale considered: at the national scale, studies focused on evaluating existing indices, while new indices were developed and tested at the regional scale – relating, in general, to monitoring agricultural and meteorological droughts. At the catchment scale, novel monitoring techniques were developed, often incorporating other data types such as modelled data or soil moisture measurements. National scale operational drought monitoring in China is currently being improved and updated. However, although operational systems are discussed in the literature, there is a still a disconnect between theory and practice with the most recent advances not yet operationalised. Here, we identify the methods and approaches which can be translated from the experimental case study scale to the national operational scale.

Drought is a ubiquitous and recurring hazard that has wide-ranging impacts on society, agriculture and the environment. Drought indices are vital for characterising the nature and severity of drought hazards, and there have been extensive efforts to identify the most suitable drought indices for drought monitoring and risk assessment. However, to date, little effort has been made to explore which index (or indices) best represents drought impacts for various sectors in China. This is a critical knowledge gap, as impacts provide important ground truth information for indices used in monitoring activities. The aim of this study is to explore the link between drought indices and drought impacts, using Liaoning province (northeast China) as a case study due to its history of drought occurrence. To achieve this we use independent, but complementary, methods (correlation and random forest analysis) to identify which indices link best to drought impacts for prefectural-level cities in Liaoning province, using a comprehensive database of reported drought impacts in which impacts are classified into a range of categories. The results show that the standardised precipitation evapotranspiration index with a 6-month accumulation (SPEI6) had a strong correlation with all categories of drought impacts, while the standardised precipitation index with a 12-month accumulation (SPI12) had a weak correlation with drought impacts. Of the impact datasets, “drought-suffering area” and “drought impact area” had a strong relationship with all drought indices in Liaoning province, while “population and number of livestock with difficulty in accessing drinking water” had weak correlations with the indices. The results of this study can support drought planning efforts in the region and provide context for the indices used in drought-monitoring applications, so enabling improved preparedness for drought impacts. The study also demonstrates the potential benefits of routine collection of drought impact information on a local scale.

Hydrological droughts occur in all climate zones and can have severe impacts on society and the environment. Understanding historical drought occurrence and quantifying severity is crucial for underpinning drought risk assessments and developing drought management plans. However, hydrometric records are often short and capture only a limited range of variability. The UK is no exception: numerous severe droughts over the past 50 years have been well captured by observations from a dense hydrometric network. However, a lack of long-term observations means that our understanding of drought events in the early 20th century and late 19th century is limited. Here we take advantage of new reconstructed flow series for 1891 to 2015 to identify and characterise historic hydrological droughts for 108 near-natural catchments across the UK using the standardised streamflow index (SSI). The identified events are ranked according to four event characteristics (duration, accumulated deficit, mean deficit and maximum intensity), and their severity is reviewed in the context of events of the recent past (i.e. the last 50 years). This study represents the first national-scale assessment and ranking of hydrological droughts. Whilst known major drought events were identified, we also shed light on events which were regionally important, such as those in 1921 and 1984 (which were important in the south-east and north-west of the UK, respectively). Events which have been poorly documented, such as those of the 1940s in the post-war years or the early 1970s (prior to the landmark 1975–1976 event), were found to be important in terms of their spatial coverage and severity. This improved knowledge of historic events can support improved long-term water resource planning approaches. Given the universal importance of historical drought appraisal, our systematic approach to historical drought assessment provides a methodology that could be applied in other settings internationally.

Hydrological models can provide estimates of streamflow pre- and post-observations, which enable greater understanding of past hydrological behaviour, and potential futures. In this paper, a new multi-objective calibration method was derived and tested for 303 catchments in the UK, and the calibrations were used to reconstruct river flows back to 1891, in order to provide a much longer view of past hydrological variability, given the brevity of most UK river flow records which began post-1960. A Latin hypercube sample of 500 000 parameterisations for the GR4J model for each catchment were evaluated against six evaluation metrics covering all aspects of the flow regime from high, median, and low flows. The results of the top ranking model parameterisation (LHS1), and also the top 500 (LHS500), for each catchment were used to provide a deterministic result whilst also accounting for parameter uncertainty. The calibrations are generally good at capturing observed flows, with some exceptions in heavily groundwater-dominated catchments, and snowmelt and artificially influenced catchments across the country. Reconstructed flows were appraised over 30-year moving windows and were shown to provide good simulations of flow in the early parts of the record, in cases where observations were available. To consider the utility of the reconstructions for drought simulation, flow data for the 1975–1976 drought event were explored in detail in nine case study catchments. The model's performance in reproducing the drought events was found to vary by catchment, as did the level of uncertainty in the LHS500. The Standardised Streamflow Index (SSI) was used to assess the model simulations' ability to simulate extreme events. The peaks and troughs of the SSI time series were well represented despite slight over- or underestimations of past drought event magnitudes, while the accumulated deficits of the drought events extracted from the SSI time series verified that the model simulations were overall very good at simulating drought events. This paper provides three key contributions: (1) a robust multi-objective model calibration framework for calibrating catchment models for use in both general and extreme hydrology; (2) model calibrations for the 303 UK catchments that could be used in further research, and operational applications such as hydrological forecasting; and (3) ∼ 125 years of spatially and temporally consistent reconstructed flow data that will allow comprehensive quantitative assessments of past UK drought events, as well as long-term analyses of hydrological variability that have not been previously possible, thus enabling water resource managers to better plan for extreme events and build more resilient systems for the future.

Potential evapotranspiration (PET) is a necessary input data for most hydrological models and is often needed at a daily time step. An accurate estimation of PET requires many input climate variables which are, in most cases, not available prior to the 1960s for the UK, nor indeed most parts of the world. Therefore, when applying hydrological models to earlier periods, modellers have to rely on PET estimations derived from simplified methods. Given that only monthly observed temperature data is readily available for the late 19th and early 20th century at a national scale for the UK, the objective of this work was to derive the best possible UK-wide gridded PET dataset from the limited data available.To that end, firstly, a combination of (i) seven temperature-based PET equations, (ii) four different calibration approaches and (iii) seven input temperature data were evaluated. For this evaluation, a gridded daily PET product based on the physically based Penman–Monteith equation (the CHESS PET dataset) was used, the rationale being that this provides a reliable ground truth PET dataset for evaluation purposes, given that no directly observed, distributed PET datasets exist. The performance of the models was also compared to a naïve method, which is defined as the simplest possible estimation of PET in the absence of any available climate data. The naïve method used in this study is the CHESS PET daily long-term average (the period from 1961 to 1990 was chosen), or CHESS-PET daily climatology.The analysis revealed that the type of calibration and the input temperature dataset had only a minor effect on the accuracy of the PET estimations at catchment scale. From the seven equations tested, only the calibrated version of the McGuinness–Bordne equation was able to outperform the naïve method and was therefore used to derive the gridded, reconstructed dataset. The equation was calibrated using 43 catchments across Great Britain.The dataset produced is a 5 km gridded PET dataset for the period 1891 to 2015, using the Met Office 5 km monthly gridded temperature data available for that time period as input data for the PET equation. The dataset includes daily and monthly PET grids and is complemented with a suite of mapped performance metrics to help users assess the quality of the data spatially.This dataset is expected to be particularly valuable as input to hydrological models for any catchment in the UK.The data can be accessed at https://doi.org/10.5285/17b9c4f7-1c30-4b6f-b2fe-f7780159939c.

Human influences can affect streamflow drought characteristics and propagation. The question is where, when and why? To answer these questions, the impact of different human influences on streamflow droughts were assessed in England and Wales, across a broad range of climate and catchments conditions. We used a dataset consisting of catchments with near-natural flow as well as catchments for which different human influences have been indicated in the metadata (Factors Affecting Runoff) of the UK National River Flow Archive (NRFA). A screening approach was applied on the streamflow records to identify human-influenced records with drought characteristics that deviated from those found for catchments with near-natural flow. Three different deviations were considered, specifically deviations in (1) the relationship between streamflow drought duration and the base flow index, BFI (specifically, BFIHOST, the BFI predicted from the hydrological properties of soils), (2) the correlation between streamflow and precipitation and (3) the temporal occurrence of streamflow droughts compared to precipitation droughts, i.e. an increase or decrease in streamflow drought months relative to precipitation drought months over the period of record. The identified deviations were then related to the indicated human influences. Results showed that the majority of catchments for which human influences were indicated did not show streamflow drought characteristics that deviated from those expected under near-natural conditions. For the catchments that did show deviating streamflow drought characteristics, prolonged streamflow drought durations were found in some of the catchments affected by groundwater abstractions. Weaker correlations between streamflow and precipitation were found for some of the catchments with reservoirs, water transfers or groundwater augmentation schemes. An increase in streamflow drought occurrence towards the end of their records was found for some of the catchments affected by groundwater abstractions and a decrease in streamflow drought occurrence for some of the catchments with either reservoirs or groundwater abstractions. In conclusion, the proposed screening approaches were sometimes successful in identifying streamflow records with deviating drought characteristics that are likely related to different human influences. However, a quantitative attribution of the impact of human influences on streamflow drought characteristics requires more detailed case-by-case information about the type and degree of all different human influences. Given that, in many countries, such information is often not readily accessible, the approaches adopted here could provide useful in targeting future efforts. In England and Wales specifically, the catchments with deviating streamflow drought characteristics identified in this study could serve as the starting point of detailed case study research.

Drought management frameworks are dependent on methods for monitoring and prediction, but quantifying the hazard alone is arguably not sufficient; the negative consequences that may arise from a lack of precipitation must also be predicted if droughts are to be better managed. However, the link between drought intensity, expressed by some hydrometeorological indicator, and the occurrence of drought impacts has only recently begun to be addressed. One challenge is the paucity of information on ecological and socioeconomic consequences of drought. This study tests the potential for developing empirical drought impact functions based on drought indicators (Standardized Precipitation and Standardized Precipitation Evaporation Index) as predictors and text-based reports on drought impacts as a surrogate variable for drought damage. While there have been studies exploiting textual evidence of drought impacts, a systematic assessment of the effect of impact quantification method and different functional relationships for modeling drought impacts is missing. Using Southeast England as a case study we tested the potential of three different data-driven models for predicting drought impacts quantified from text-based reports: logistic regression, zero-altered negative binomial regression (hurdle model), and an ensemble regression tree approach (random forest). The logistic regression model can only be applied to a binary impact/no impact time series, whereas the other two models can additionally predict the full counts of impact occurrence at each time point. While modeling binary data results in the lowest prediction uncertainty, modeling the full counts has the advantage of also providing a measure of impact severity, and the counts were found to be reasonably predictable. However, there were noticeable differences in skill between modeling methodologies. For binary data the logistic regression and the random forest model performed similarly well based on leave-one-out cross validation. For count data the random forest outperformed the hurdle model. The between-model differences occurred for total drought impacts and for two subsets of impact categories (water supply and freshwater ecosystem impacts). In addition, different ways of defining the impact counts were investigated and were found to have little influence on the prediction skill. For all models we found a positive effect of including impact information of the preceding month as a predictor in addition to the hydrometeorological indicators. We conclude that, although having some limitations, text-based reports on drought impacts can provide useful information for drought risk management, and our study showcases different methodological approaches to developing drought impact functions based on text-based data.

In 2015 large parts of Europe were affected by drought. In this paper, we analyze the hydrological footprint (dynamic development over space and time) of the drought of 2015 in terms of both severity (magnitude) and spatial extent and compare it to the extreme drought of 2003. Analyses are based on a range of low flow and hydrological drought indices derived for about 800 streamflow records across Europe, collected in a community effort based on a common protocol. We compare the hydrological footprints of both events with the meteorological footprints, in order to learn from similarities and differences of both perspectives and to draw conclusions for drought management. The region affected by hydrological drought in 2015 differed somewhat from the drought of 2003, with its center located more towards eastern Europe. In terms of low flow magnitude, a region surrounding the Czech Republic was the most affected, with summer low flows that exhibited return intervals of 100 years and more. In terms of deficit volumes, the geographical center of the event was in southern Germany, where the drought lasted a particularly long time. A detailed spatial and temporal assessment of the 2015 event showed that the particular behavior in these regions was partly a result of diverging wetness preconditions in the studied catchments. Extreme droughts emerged where preconditions were particularly dry. In regions with wet preconditions, low flow events developed later and tended to be less severe. For both the 2003 and 2015 events, the onset of the hydrological drought was well correlated with the lowest flow recorded during the event (low flow magnitude), pointing towards a potential for early warning of the severity of streamflow drought. Time series of monthly drought indices (both streamflow- and climate-based indices) showed that meteorological and hydrological events developed differently in space and time, both in terms of extent and severity (magnitude). These results emphasize that drought is a hazard which leaves different footprints on the various components of the water cycle at different spatial and temporal scales. The difference in the dynamic development of meteorological and hydrological drought also implies that impacts on various water-use sectors and river ecology cannot be informed by climate indices alone. Thus, an assessment of drought impacts on water resources requires hydrological data in addition to drought indices based solely on climate data. The transboundary scale of the event also suggests that additional efforts need to be undertaken to make timely pan-European hydrological assessments more operational in the future.

In the current human-modified world, or Anthropocene, the state of water stores and fluxes has become dependent on human as well as natural processes. Water deficits (or droughts) are the result of a complex interaction between meteorological anomalies, land surface processes, and human inflows, outflows, and storage changes. Our current inability to adequately analyse and manage drought in many places points to gaps in our understanding and to inadequate data and tools. The Anthropocene requires a new framework for drought definitions and research. Drought definitions need to be revisited to explicitly include human processes driving and modifying soil moisture drought and hydrological drought development. We give recommendations for robust drought definitions to clarify timescales of drought and prevent confusion with related terms such as water scarcity and overexploitation. Additionally, our understanding and analysis of drought need to move from single driver to multiple drivers and from uni-directional to multi-directional. We identify research gaps and propose analysis approaches on (1) drivers, (2) modifiers, (3) impacts, (4) feedbacks, and (5) changing the baseline of drought in the Anthropocene. The most pressing research questions are related to the attribution of drought to its causes, to linking drought impacts to drought characteristics, and to societal adaptation and responses to drought. Example questions include (i) What are the dominant drivers of drought in different parts of the world? (ii) How do human modifications of drought enhance or alleviate drought severity? (iii) How do impacts of drought depend on the physical characteristics of drought vs. the vulnerability of people or the environment? (iv) To what extent are physical and human drought processes coupled, and can feedback loops be identified and altered to lessen or mitigate drought? (v) How should we adapt our drought analysis to accommodate changes in the normal situation (i.e. what are considered normal or reference conditions) over time? Answering these questions requires exploration of qualitative and quantitative data as well as mixed modelling approaches. The challenges related to drought research and management in the Anthropocene are not unique to drought, but do require urgent attention. We give recommendations drawn from the fields of flood research, ecology, water management, and water resources studies. The framework presented here provides a holistic view on drought in the Anthropocene, which will help improve management strategies for mitigating the severity and reducing the impacts of droughts in future.

Drought monitoring and early warning is an important measure to enhance resilience towards drought. While there are numerous operational systems using different drought indicators, there is no consensus on which indicator best represents drought impact occurrence for any given sector. Furthermore, thresholds are widely applied in these indicators but, to date, little empirical evidence exists as to which indicator thresholds trigger impacts on society, the economy, and ecosystems. The main obstacle for evaluating commonly used drought indicators is a lack of information on drought impacts. Our aim was therefore to exploit text-based data from the European Drought Impact report Inventory (EDII) to identify indicators that are meaningful for region-, sector-, and season-specific impact occurrence, and to empirically determine indicator thresholds. In addition, we tested the predictability of impact occurrence based on the best-performing indicators. To achieve these aims we applied a correlation analysis and an ensemble regression tree approach, using Germany and the UK (the most data-rich countries in the EDII) as test beds. As candidate indicators we chose two meteorological indicators (Standardized Precipitation Index, SPI, and Standardized Precipitation Evaporation Index, SPEI) and two hydrological indicators (streamflow and groundwater level percentiles). The analysis revealed that accumulation periods of SPI and SPEI best linked to impact occurrence are longer for the UK compared with Germany, but there is variability within each country, among impact categories and, to some degree, seasons. The median of regression tree splitting values, which we regard as estimates of thresholds of impact occurrence, was around −1 for SPI and SPEI in the UK; distinct differences between northern/northeastern vs. southern/central regions were found for Germany. Predictions with the ensemble regression tree approach yielded reasonable results for regions with good impact data coverage. The predictions also provided insights into the EDII, in particular highlighting drought events where missing impact reports may reflect a lack of recording rather than true absence of impacts. Overall, the presented quantitative framework proved to be a useful tool for evaluating drought indicators, and to model impact occurrence. In summary, this study demonstrates the information gain for drought monitoring and early warning through impact data collection and analysis. It highlights the important role that quantitative analysis with impact data can have in providing "ground truth" for drought indicators, alongside more traditional stakeholder-led approaches.

Drought monitoring and early warning (M & EW) systems are a crucial component of drought preparedness. M & EW systems typically make use of drought indicators such as the Standardised Precipitation Index (SPI), but such indicators are not widely used in the UK. More generally, such tools have not been well developed for hydrological (i.e. streamflow) drought. To fill these research gaps, this paper characterises meteorological and hydrological droughts, and the propagation from one to the other, using the SPI and the related Standardised Streamflow Index (SSI), with the objective of improving understanding of the drought hazard in the UK. SPI and SSI time series were calculated for 121 near-natural catchments in the UK for accumulation periods of 1–24 months. From these time series, drought events were identified and for each event, the duration and severity were calculated. The relationship between meteorological and hydrological drought was examined by cross-correlating the 1-month SSI with various SPI accumulation periods. Finally, the influence of climate and catchment properties on the hydrological drought characteristics and propagation was investigated. Results showed that at short accumulation periods meteorological drought characteristics showed little spatial variability, whilst hydrological drought characteristics showed fewer but longer and more severe droughts in the south and east than in the north and west of the UK. Propagation characteristics showed a similar spatial pattern with catchments underlain by productive aquifers, mostly in the south and east, having longer SPI accumulation periods strongly correlated with the 1-month SSI. For catchments in the north and west of the UK, which typically have little catchment storage, standard-period average annual rainfall was strongly correlated with hydrological drought and propagation characteristics. However, in the south and east, catchment properties describing storage (such as base flow index, the percentage of highly productive fractured rock and typical soil wetness) were more influential on hydrological drought characteristics. This knowledge forms a basis for more informed application of standardised indicators in the UK in the future, which could aid in the development of improved M & EW systems. Given the lack of studies applying standardised indicators to hydrological droughts, and the diversity of catchment types encompassed here, the findings could prove valuable for enhancing the hydrological aspects of drought M & EW systems in both the UK and elsewhere.

The current work addresses one of the key building blocks towards an improved understanding of flood processes and associated changes in flood characteristics and regimes in Europe: the development of a comprehensive, extensive European flood database. The presented work results from ongoing cross-border research collaborations initiated with data collection and joint interpretation in mind. A detailed account of the current state, characteristics and spatial and temporal coverage of the European Flood Database, is presented. At this stage, the hydrological data collection is still growing and consists at this time of annual maximum and daily mean discharge series, from over 7000 hydrometric stations of various data series lengths. Moreover, the database currently comprises data from over 50 different data sources. The time series have been obtained from different national and regional data sources in a collaborative effort of a joint European flood research agreement based on the exchange of data, models and expertise, and from existing international data collections and open source websites. These ongoing efforts are contributing to advancing the understanding of regional flood processes beyond individual country boundaries and to a more coherent flood research in Europe.

The English Lowlands is a relatively dry, densely populated region in the south-east of the UK in which water is used intensively. Consequently, parts of the region are water-stressed and face growing water resource pressures. The region is heavily dependent on groundwater and particularly vulnerable to long, multi-annual droughts primarily associated with dry winters. Despite this vulnerability, the atmospheric drivers of multi-annual droughts in the region are poorly understood, an obstacle to developing appropriate drought management strategies, including monitoring and early warning systems. To advance our understanding, we assess known key climate drivers in the winter half-year (October–March) and their likely relationships with multi-annual droughts in the region. We characterise historic multi-annual drought episodes back to 1910 for the English Lowlands using various meteorological and hydrological data sets. Multi-annual droughts are identified using a gridded precipitation series for the entire region, and refined using the Standardized Precipitation Index (SPI), Standardized Streamflow Index (SSI) and Standardized Groundwater level Index (SGI) applied to regional-scale river flow and groundwater time series. We explore linkages between a range of potential climatic driving factors and precipitation, river flow and groundwater level indicators in the English Lowlands for the winter half-year. The drivers or forcings include El Niño–Southern Oscillation (ENSO), the North Atlantic tripole sea surface temperature (SST) pattern, the Quasi-Biennial Oscillation (QBO), solar and volcanic forcing and the Atlantic Multi-decadal Oscillation (AMO). As expected, no single driver convincingly explains the occurrence of any multi-annual drought in the historical record. However, we demonstrate, for the first time, an association between La Niña episodes and winter rainfall deficits in some major multi-annual drought episodes in the English Lowlands. We also show significant (albeit relatively weak) links between ENSO and drought indicators applied to river flow and groundwater levels. We also show that some of the other drivers listed above are likely to influence English Lowlands rainfall. We conclude by signposting a direction for this future research effort.

There have been many published studies aiming to identify temporal changes in river flow time series, most of which use monotonic trend tests such as the Mann–Kendall test. Although robust to both the distribution of the data and incomplete records, these tests have important limitations and provide no information as to whether a change in variability mirrors a change in magnitude. This study develops a new method for detecting periods of change in a river flow time series, using temporally shifting variograms (TSVs) based on applying variograms to moving windows in a time series and comparing these to the long-term average variogram, which characterises the temporal dependence structure in the river flow time series. Variogram properties in each moving window can also be related to potential meteorological drivers. The method is applied to 91 UK catchments which were chosen to have minimal anthropogenic influences and good quality data between 1980 and 2012 inclusive. Each of the four variogram parameters (range, sill and two measures of semi-variance) characterise different aspects of the river flow regime, and have a different relationship with the precipitation characteristics. Three variogram parameters (the sill and the two measures of semi-variance) are related to variability (either day-to-day or over the time series) and have the largest correlations with indicators describing the magnitude and variability of precipitation. The fourth (the range) is dependent on the relationship between the river flow on successive days and is most correlated with the length of wet and dry periods. Two prominent periods of change were identified: 1995–2001 and 2004–2012. The first period of change is attributed to an increase in the magnitude of rainfall whilst the second period is attributed to an increase in variability of the rainfall. The study demonstrates that variograms have considerable potential for application in the detection and attribution of temporal variability and change in hydrological systems.

This study seeks to provide a long-term context for the growing number of trend analyses which have been applied to river flows in Europe. Most studies apply trend tests to fixed periods, in relatively short (generally 1960s–present) records. This study adopts an alternative "multi-temporal" approach, whereby trends are fitted to every possible combination of start and end years in a record. The method is applied to 132 catchments with long (1932–2004) hydrometric records from northern and central Europe, which were chosen as they are minimally anthropogenically influenced and have good quality data. The catchments are first clustered into five regions, which are broadly homogenous in terms of interdecadal variability of annual mean flow. The multi-temporal trend approach was then applied to regional time series of different hydrological indicators (annual, monthly and high and low flows). The results reveal that the magnitude and even direction of short-term trends are heavily influenced by interdecadal variability. Some short-term trends revealed in previous studies are shown to be unrepresentative of long-term change. For example, previous studies have identified post-1960 river flow decreases in southern and eastern Europe: in parts of eastern Europe, these trends are resilient to study period, extending back to the 1930s; in southern France, longer records show evidence of positive trends which reverse from the 1960s. Recent (post-1960) positive trends in northern Europe are also not present in longer records, due to decadal variations influenced by the North Atlantic Oscillation. The results provide a long-term reference for comparison with published and future studies. The multi-temporal approach advocated here is recommended for use in future trend assessments, to help contextualise short-term trends. Future work should also attempt to explain the decadal-scale variations that drive short-term trends, and thus develop more sophisticated methods for trend detection that take account of interdecadal variability and its drivers.

An overall appraisal of runoff changes at the European scale has been hindered by "white space" on maps of observed trends due to a paucity of readily-available streamflow data. This study tested whether this white space can be filled using estimates of trends derived from model simulations of European runoff. The simulations stem from an ensemble of eight global hydrological models that were forced with the same climate input for the period 1963–2000. The derived trends were validated for 293 grid cells across the European domain with observation-based trend estimates. The ensemble mean overall provided the best representation of trends in the observations. Maps of trends in annual runoff based on the ensemble mean demonstrated a pronounced continental dipole pattern of positive trends in western and northern Europe and negative trends in southern and parts of eastern Europe, which has not previously been demonstrated and discussed in comparable detail. Overall, positive trends in annual streamflow appear to reflect the marked wetting trends of the winter months, whereas negative annual trends result primarily from a widespread decrease in streamflow in spring and summer months, consistent with a decrease in summer low flow in large parts of Europe. High flow appears to have increased in rain-dominated hydrological regimes, whereas an inconsistent or decreasing signal was found in snow-dominated regimes. The different models agreed on the predominant continental-scale pattern of trends, but in some areas disagreed on the magnitude and even the direction of trends, particularly in transition zones between regions with increasing and decreasing runoff trends, in complex terrain with a high spatial variability, and in snow-dominated regimes. Model estimates appeared most reliable in reproducing observed trends in annual runoff, winter runoff, and 7-day high flow. Modelled trends in runoff during the summer months, spring (for snow influenced regions) and autumn, and trends in summer low flow were more variable – both among models and in the spatial patterns of agreement between models and the observations. The use of models to display changes in these hydrological characteristics should therefore be viewed with caution due to higher uncertainty.

Streamflow observations from near-natural catchments are of paramount importance for detection and attribution studies, evaluation of large-scale model simulations, and assessment of water management, adaptation and policy options. This study investigates streamflow trends in a newly-assembled, consolidated dataset of near-natural streamflow records from 441 small catchments in 15 countries across Europe. The period 1962–2004 provided the best spatial coverage, but analyses were also carried out for longer time periods (with fewer stations), starting in 1932, 1942 and 1952. Trends were calculated by the slopes of the Kendall-Theil robust line for standardized annual and monthly streamflow, as well as for summer low flow magnitude and timing. A regionally coherent picture of annual streamflow trends emerged, with negative trends in southern and eastern regions, and generally positive trends elsewhere. Trends in monthly streamflow for 1962–2004 elucidated potential causes for these changes, as well as for changes in hydrological regimes across Europe. Positive trends were found in the winter months in most catchments. A marked shift towards negative trends was observed in April, gradually spreading across Europe to reach a maximum extent in August. Low flows have decreased in most regions where the lowest mean monthly flow occurs in summer, but vary for catchments which have flow minima in winter and secondary low flows in summer. The study largely confirms findings from national and regional scale trend analyses, but clearly adds to these by confirming that these tendencies are part of coherent patterns of change, which cover a much larger region. The broad, continental-scale patterns of change are mostly congruent with the hydrological responses expected from future climatic changes, as projected by climate models. The patterns observed could hence provide a valuable benchmark for a number of different studies and model simulations.

Abstract Documentary climate data describe evidence of past climate arising from predominantly written historical documents such as diaries, chronicles, newspapers, or logbooks. Over the past decades, historians and climatologists have generated numerous document-based time series of local and regional climates. However, a global dataset of documentary climate time series has never been compiled, and documentary data are rarely used in large-scale climate reconstructions. Here, we present the first global multi-variable collection of documentary climate records. The dataset DOCU-CLIM comprises 621 time series (both published and hitherto unpublished) providing information on historical variations in temperature, precipitation, and wind regime. The series are evaluated by formulating proxy forward models (i.e., predicting the documentary observations from climate fields) in an overlapping period. Results show strong correlations, particularly for the temperature-sensitive series. Correlations are somewhat lower for precipitation-sensitive series. Overall, we ascribe considerable potential to documentary records as climate data, especially in regions and seasons not well represented by early instrumental data and palaeoclimate proxies.

In the 12,000 years preceding the Industrial Revolution, human activities led to significant changes in land cover, plant and animal distributions, surface hydrology, and biochemical cycles. Earth system models suggest that this anthropogenic land cover change influenced regional and global climate. However, the representation of past land use in earth system models is currently oversimplified. As a result, there are large uncertainties in the current understanding of the past and current state of the earth system. In order to improve representation of the variety and scale of impacts that past land use had on the earth system, a global effort is underway to aggregate and synthesize archaeological and historical evidence of land use systems. Here we present a simple, hierarchical classification of land use systems designed to be used with archaeological and historical data at a global scale and a schema of codes that identify land use practices common to a range of systems, both implemented in a geospatial database. The classification scheme and database resulted from an extensive process of consultation with researchers worldwide. Our scheme is designed to deliver consistent, empirically robust data for the improvement of land use models, while simultaneously allowing for a comparative, detailed mapping of land use relevant to the needs of historical scholars. To illustrate the benefits of the classification scheme and methods for mapping historical land use, we apply it to Mesopotamia and Arabia at 6 kya (c. 4000 BCE). The scheme will be used to describe land use by the Past Global Changes (PAGES) LandCover6k working group, an international project comprised of archaeologists, historians, geographers, paleoecologists, and modelers. Beyond this, the scheme has a wide utility for creating a common language between research and policy communities, linking archaeologists with climate modelers, biodiversity conservation workers and initiatives.
