1. Multiplicity of prompt fission neutron in the 239Pu(n,f) reaction and its energy dependence

Abstract: Accurate multiplicities of prompt fission neutrons emitted in neutron-induced fission on a large energy range are essential for fundamental and applied nuclear physics. Measuring them to high precision for radioactive fissioning nuclides is, however, an experimental challenge. In this work, we extract the average prompt-neutron multiplicity emitted in the 239 Pu (n, f) reaction as a function of the incident-neutron energy, over the range 0.7-700 MeV. We used a novel technique, which allowed us to minimize and correct for the main sources of bias and thus achieve unprecedented precision. At low energies, our data validate, for the first time, the ENDF/B-VIII.0 nuclear data evaluation with an independent measurement and reduce the evaluated uncertainty by up to 60%. This work opens up the possibility of measuring, with high precision, prompt fission neutron multiplicities on highly radioactive nuclei relevant for energy production.

Abstract: Prompt fission neutron spectra (PFNS) are crucial to any neutronic simulation of critical nuclear systems. An experimental setup dedicated to the measurements of PFNS of very high accuracy was developed at the Los Alamos Neutron Science Center (LANSCE) some ten years ago. It allows for the measurement of PFNS for neutron induced fission at the Weapon Neutron Research (WNR) neutron source of the LANSCE. A measurement of the PFNS from the 235U(n,f) reaction was realized recently and is currently analyzed. Preliminary results are presented here and are compared to present nuclear data evaluations.

Abstract: The n_TOF neutron time-of-flight facility at CERN is used for high quality nuclear data measurements from thermal energy up to hundreds of MeV. In line with the CERN open data policy, the n_TOF Collaboration takes actions to preserve its unique data, facilitate access to them in standardised format, and allow their re-use by a wide community in the fields of nuclear physics, nuclear astrophysics and various nuclear technologies. The present contribution briefly describes the n_TOF outcomes, as well as the status of dissemination and preservation of n_TOF final data in the international EXFOR library.

Abstract: The 235U neutron-induced cross section is widely used as reference cross section for measuring other fission cross sections, but in the resonance region it is not considered as an IAEA standard because of the scarce experimental data covering the full region. In this work, we deal with a new analysis of the experimental data obtained with a detection setup based on parallel plate ionization chambers (PPACs) at the CERN n_TOF facility in the range from 1 eV to 10 keV. The relative cross section has been normalised to the IAEA value in the region between 7.8 and 11 eV, which is claimed as well-known. Comparison with the ENDF/B-VII evaluation and the IAEA reference file from 100 eV to 10 keV are provided.

Abstract: The 238U fission cross section is an international standard beyond 2 MeV where the fission plateau starts. However, due to its importance in fission reactors, this cross-section should be very accurately known also in the threshold region below 2 MeV. The 238U fission cross section has been measured relative to the 235U fission cross section at CERN – n_TOF with different detection systems. These datasets have been collected and suitably combined to increase the counting statistics in the threshold region from about 300 keV up to 3 MeV. The results are compared with other experimental data, evaluated libraries, and the IAEA standards.

7. Photon strength functions in Gd isotopes studied from radiative capture of resonance neutrons

Abstract: The experimental spectra of γ rays following radiative neutron capture on isolated resonances of stable 152,154–158Gd targets were measured by the DANCE calorimeter installed at the Los Alamos Neutron Scattering Center in New Mexico, USA. These spectra were analyzed within the extreme statistical model to get new information on the photon strength functions. Special emphasis was put on study of the scissors vibrational mode present in these isotopes. Our data show that the scissors-mode resonances are built not only on the ground states but also on the excited levels of all studied Gd isotopes. The scissors mode strength observed in 157,159Gd products is significantly higher than in neighboring even-even nuclei 156,158Gd. Such a difference indicates the existence of an odd-even effect in the scissors mode strength. Moreover, there exists no universal parameter-free model of the electric dipole photon strength function describing the experimental data in all of the Gd isotopes studied. The results for the scissors mode are compared with the (γ, γ′) data for the ground-state transitions and with the results from 3He-induced reactions.

Abstract: The CERN Neutron Time-Of-Flight (n_TOF) facility is well suited to measure low cross sections as those of neutron-induced fission in subactinides. The cross section ratios of natPb and 209Bi relative to 235U and 238U were measured using PPAC detectors and a fragment coincidence method that allows us to identify the fission events. The present experiment provides first results for neutron-induced fission up to 1 GeV. Good agreement is found with previous experimental data below 200 MeV. The comparison with proton-induced fission indicates that the limiting regime where neutron-induced and proton-induced fission reach equal cross sections is close to 1 GeV.

Abstract: Prompt fission neutron spectra from $^{239}$Pu($n,f$) were measured for incident neutron energies from $0.7$ to $700\,$MeV at the Weapons Neutron Research facility (WNR) of the Los Alamos Neutron Science Center. A newly designed high-efficiency fission chamber was coupled to the highly segmented Chi-Nu array to detect neutrons emitted in fission events. The double time-of-flight technique was used to deduce the incident-neutron energies from the spallation target and the outgoing-neutron energies from the fission chamber. Prompt fission neutron spectra (PFNS) were measured with respect to $^{252}$Cf spontaneous fission down to $200\,$keV and up to about $12\,$MeV for all the incident neutron energies with typical uncertainties well below $2\%$ up to about $10\,$MeV outgoing-neutron energy. The general trend of PFNS is well reproduced by JEFF3.3 and ENDF-B\VIII.0 evaluations. Discrepancies were however observed for the low-energy part of the spectra, where evaluations overestimate the number of emitted neutrons. Neutron multiplicities and average kinetic energies as a function of incident-neutron energy are obtained experimentally with reported uncertainties below $0.4\%$. Neutron multiplicities disagree with some older datasets above $6\,$ MeV, indicating the need of using a high-efficiency fission detector, which does not bias the data. The measured mean kinetic energies agree with the most recent data. Abstract: Background: Spontaneous fission events emit prompt neutrons correlated with one another in emission angle and energy. Purpose: We explore the relationship in energy and angle between correlated prompt neutrons emitted from 252Cf spontaneous fission. Methods: Measurements with the Chi-Nu array provide experimental data for coincident neutrons tagged with a fission chamber signal with 10 degree angular resolution and 1 ns timing resolution for time-of-flight energy calculations. The experimental results are compared to simulations produced by the fission event generators CGMF, FREYA, and MCNPX-POLIMI IPOL(1)=1. Results: We find that the measurements and the simulations all exhibit anisotropic neutron emission, though differences exist between fission event generators. Conclusions: This work shows that the dependence of detected neutron energy on the energy of a neutron detected in coincidence, although weak, is non-negligible, indicating that there may be correlations in energy between two neutrons emitted in the same fission event.

Abstract: Hybrid superconductor–semiconductor materials systems are promising candidates for quantum computing applications. Their integration into superconducting electronics has enabled on-demand voltage tunability at millikelvin temperatures. Ge quantum wells have been among the semiconducting platforms interfaced with superconducting Al to realize voltage tunable Josephson junctions. Here, we explore Nb as a superconducting material in direct contact with Ge channels by focusing on the solid-state reactions at the Nb/Ge interfaces. We employ Nb evaporation at cryogenic temperatures (∼100 K) to establish a baseline structure with atomically and chemically abrupt Nb/Ge interfaces. By conducting systematic photoelectron spectroscopy and transport measurements on Nb/Ge samples across varying annealing temperatures, we elucidated the influence of Ge out-diffusion on the ultimate performance of superconducting electronics. This study underlines the need for low-temperature growth to minimize chemical intermixing and band bending at the Nb/Ge interfaces. [ABSTRACT FROM AUTHOR]

Abstract: Background:The design of new nuclear reactors and transmutation devices requires to reduce the present neutron cross section uncertainties of minor actinides. Purpose: Reduce the $^{243}$Am(n,$\gamma$) cross section uncertainty. Method: The $^{243}$Am(n,$\gamma$) cross section has been measured at the n_TOF facility at CERN with a BaF$_{2}$ Total Absorption Calorimeter, in the energy range between 0.7 eV and 2.5 keV. Results: The $^{243}$Am(n,$\gamma$) cross section has been successfully measured in the mentioned energy range. The resolved resonance region has been extended from 250 eV up to 400 eV. In the unresolved resonance region our results are compatible with one of the two incompatible capture data sets available below 2.5 keV. The data available in EXFOR and in the literature has been used to perform a simple analysis above 2.5 keV. Conclusions: The results of this measurement contribute to reduce the $^{243}$Am(n,$\gamma$) cross section uncertainty and suggest that this cross section is underestimated up to 25% in the neutron energy range between 50 eV and a few keV in the present evaluated data libraries.

Abstract: Accurate multiplicities of prompt fission neutrons emitted in neutron-induced fission on a large energy range are essential for fundamental and applied nuclear physics. Measuring them to high precision for radioactive fissioning nuclides is, however, an experimental challenge. In this work, we extract the average prompt-neutron multiplicity emitted in the 239 Pu (n, f) reaction as a function of the incident-neutron energy, over the range 0.7-700 MeV. We used a novel technique, which allowed us to minimize and correct for the main sources of bias and thus achieve unprecedented precision. At low energies, our data validate, for the first time, the ENDF/B-VIII.0 nuclear data evaluation with an independent measurement and reduce the evaluated uncertainty by up to 60%. This work opens up the possibility of measuring, with high precision, prompt fission neutron multiplicities on highly radioactive nuclei relevant for energy production. [ABSTRACT FROM AUTHOR]

Abstract: The quest for improved neutron capture cross sections for advanced reactor concepts, transmutation of radioactive wastes as well as for astrophysical scenarios of neutron capture nucleosynthesis has motivated new experimental efforts based on modern techniques. Recent measurements in the keV region have shown that a 4p BaF2 detector represents an accurate and versatile instrument for such studies. The present work deals with the potential of such a 4p BaF2 detector in combination with spallation neutron sources, which offer large neutron fluxes over a wide energy range. Detailed Monte Carlo simulations with the GEANT package have been performed to investigate the critical backgrounds at a spallation facility, to optimize the detector design, and to discuss alternative solutions.

Abstract: In the commissioning phase of the DANCE project (Detector for Advanced Neutron Capture Experiments) measurements have been performed with special emphasis on the identification and suppression of possible backgrounds for the planned (n,g) experiments. This report describes several background sources, observed in the experiment or anticipated from simulations, which will need to be suppressed in this and in similar detectors that are planned at other facilities. First successes are documented in the suppression of background from scattered neutrons captured in the detector as well as from the internal radiation. Experimental results and simulations using the GEANT code are compared.

Abstract: The neutron capture cross section of 14C is of relevance for several nucleosynthesis scenarios such as inhomogeneous Big Bang models, neutron induced CNO cycles, and neutrino driven wind models for the r process. The 14C(n,g) reaction is also important for the validation of the Coulomb dissociation method, where the (n,g) cross section can be indirectly obtained via the time-reversed process. So far, the example of 14C is the only case with neutrons where both, direct measurement and indirect Coulomb dissociation, have been applied. Unfortunately, the interpretation is obscured by discrepancies between several experiments and theory. Therefore, we report on new direct measurements of the 14C(n,g) reaction with neutron energies ranging from 20 to 800 keV.

Abstract: This paper provides a template of expected uncertainties and correlations for measurements of neutron-induced capture and charged-particle production cross sections. Measurements performed in- beam include total absorption spectroscopy, total energy detection, gamma-ray spectroscopy, and direct charged- particle detection. Offine measurements include activation analysis and accelerator mass spectrometry. The information needed for proper use of the datasets in resonance region and high energy region evaluations is described, and recommended uncertainties are provided when specific values are not available for a dataset.

An experimental setup dedicated to the measurements of PFNS of very high accuracy was developed at the Los Alamos Neutron Science Center (LANSCE) some ten years ago. It allows for the measurement of PFNS for neutron induced fission at the Weapon Neutron Research (WNR) neutron source of the LANSCE. A measurement of the PFNS from the 235U(n,f) reaction was realized recently and is currently analyzed. Preliminary results are presented here and are compared to present nuclear data evaluations. Abstract: Board Certified Psychiatric Pharmacists (BCPPs) practice in a variety of inpatient and outpatient health care settings as part of collaborative, multidisciplinary teams. The American Association of Psychiatric Pharmacists (AAPP) has promoted the expansion of psychiatric pharmacy through the development of psychotropic stewardship programs (PSPs). Based on the standards developed during the creation and expansion of antimicrobial stewardship programs, psychotropic stewardship promotes the safe and appropriate use of psychotropic medications. AAPP envisions every patient with a psychiatric diagnosis will have their medication treatment plan reviewed, optimized, and managed by a psychotropic stewardship team with a psychiatric pharmacist as a co-leader. Because of variations in practice site resources, patient populations, and provider collaboration, the creation and implementation of PSPs should be based on site-specific needs and opportunities. Initial patient identification could prioritize those prescribed multiple medications, high-risk psychotropics, or comorbid medical diagnoses. However, every patient prescribed a psychotropic medication should have the opportunity to work with a PSP. Incremental implementation may be required during the planning stages of stewardship teams. Use of clinical practice-related core outcomes will allow for the optimization of program resources, increased recognition, and improved patient outcomes. PSPs should be patient-focused and integrate patients' preferences and access to recommended treatment options. The eventual goal of PSP implementation is official recognition by key regulatory agencies as a standard of care for patients who receive a diagnosis of a psychiatric or substance use disorder.

Abstract: The n-TOF neutron time-of-flight facility at CERN is used for high quality nuclear data measurements from thermal energy up to hundreds of MeV. In line with the CERN open data policy, the n-TOF Collaboration takes actions to preserve its unique data, facilitate access to them in standardised format, and allow their re-use by a wide community in the fields of nuclear physics, nuclear astrophysics and various nuclear technologies. The present contribution briefly describes the n-TOF outcomes, as well as the status of dissemination and preservation of n-TOF final data in the international EXFOR library. © The Authors, published by EDP Sciences, 2017.

Abstract: Increased global biosecurity threats to trees, woods and forests have been strongly linked to the upsurge in worldwide trade and the expansion of tourism. A whole range of social, economic and political actors are implicated and affected by the movement of pests and diseases along these international pathways. A number of factors affect the actions of stakeholders, and wider public, including their values and motivations, how risks are perceived and acted upon, their ability to act, as well as the existing regulatory and economic environment. Understanding these factors is key to any future attempts to improve biosecurity policy and practice, and we present available evidence on six key dimension: (1) the role of different stakeholders and the broader public within tree health; (2) levels of knowledge and awareness of tree pests and diseases amongst the variety of end-user 'stakeholder' groups, and influences on their attitudes and practices; (3) social acceptability of management approaches; (4) the impact of formal and informal governance arrangements; (5) risk communication; (6) economic analyses on the impact of tree pests. We conclude by identifying evidence gaps and emphasising the need for better integration within the social sciences and between the social and natural sciences to promote effective interdisciplinary and policy-relevant contributions to tree health.

Abstract: The neutron-induced fission cross section of Np237 was experimentally determined at the high-resolution and high-intensity facility n_TOF, at CERN, in the energy range 100 keV to 9 MeV, using the U235(n,f) and U238(n,f) cross section standards below and above 2 MeV, respectively. A fast ionization chamber was used in order to detect the fission fragments from the reactions and the targets were characterized as far as their mass and homogeneity are concerned by means of α spectroscopy and Rutherford backscattering spectroscopy respectively. Theoretical calculations within the Hauser-Feshbach formalism have been performed, employing the empire code, and the model parameters were tuned in order to successfully reproduce the experimental fission cross-sectional data and simultaneously all the competing reaction channels.

Abstract: The U238 to U235 fission cross section ratio has been determined at n_TOF up to ≈1 GeV, with two different detection systems, in different geometrical configurations. A total of four datasets has been collected and compared. They are all consistent to each other within the relative systematic uncertainty of 3–4%. The data collected at n_TOF have been suitably combined to yield a unique fission cross section ratio as a function of neutron energy. The result confirms current evaluations up to 200 MeV. Good agreement is also observed with theoretical calculations based on the INCL++/Gemini++ combination up to the highest measured energy. The n_TOF results may help solve a long-standing discrepancy between the two most important experimental datasets available so far above 20 MeV, while extending the neutron energy range for the first time up to ≈1 GeV.

A total of four data sets has been collected and compared. They are all consistent to each other within the relative systematic uncertainty of 3-4%. The data collected at n_TOF have been suitably combined to yield a unique fission cross section ratio as a function of neutron energy. The result confirms current evaluations up to 200 MeV. Abstract: Background: The design of new nuclear reactors and transmutation devices requires to reduce the present neutron cross section uncertainties of minor actinides. Purpose: Improvement of the 243Am(n,γ ) cross section uncertainty. Method: The 243Am(n,γ ) cross section has been measured at the n_TOF facility at CERN with a BaF2 total absorption calorimeter, in the energy range between 0.7 eV and 2.5 keV. Results: The 243Am(n,γ ) cross section has been successfully measured in the mentioned energy range. The resolved resonance region has been extended from 250 eV up to 400 eV. In the unresolved resonance region our results are compatible with one of the two incompatible capture data sets available below 2.5 keV. The data available in EXFOR and in the literature have been used to perform a simple analysis above 2.5 keV. Conclusions: The results of this measurement contribute to reduce the 243Am(n,γ ) cross section uncertainty and suggest that this cross section is underestimated up to 25% in the neutron energy range between 50 eV and a few keV in the present evaluated data libraries., JRC.D.4-Standards for Nuclear Safety, Security and Safeguards

Abstract: The U-238 fission cross section is an international standard beyond 2 MeV where the fission plateau starts. However, due to its importance in fission reactors, this cross-section should be very accurately known also in the threshold region below 2 MeV. The U-238 fission cross section has been measured relative to the U-235 fission cross section at CERN - n_TOF with different detection systems. These datasets have been collected and suitably combined to increase the counting statistics in the threshold region from about 300 keV up to 3 MeV. The results are compared with other experimental data, evaluated libraries, and the IAEA standards.

Abstract: The U-235 neutron-induced cross section is widely used as reference cross section for measuring other fission cross sections, but in the resonance region it is not considered as an IAEA standard because of the scarce experimental data covering the full region. In this work, we deal with a new analysis of the experimental data obtained with a detection setup based on parallel plate ionization chambers (PPACs) at the CERN n_TOF facility in the range from 1 eV to 10 keV. The relative cross section has been normalised to the IAEA value in the region between 7.8 and 11 eV, which is claimed as well-known. Comparison with the ENDF/B-VII evaluation and the IAEA reference file from 100 eV to 10 keV are provided.

A good agreement is also observed with theoretical calculations based on the INCL++/Gemini++ combination up to the highest measured energy. The n_TOF results may help solving a long-standing discrepancy between the two most important experimental dataset available so far above 20 MeV, while extending the neutron energy range for the first time up to $\sim$1 GeV. Abstract: The Working Party on International Nuclear Data Evaluation Co-operation (WPEC) has been established under the aegis of the OECD/NEA Nuclear Science Committee (NSC) to promote the exchange of information on nuclear data evaluations, validation and related topics. Its aim is also to provide a framework for co-operative activities between the members of the major nuclear data evaluation projects. This includes the possible exchange of scientists in order to encourage co-operation. Requirements for experimental data resulting from this activity are compiled. The WPEC determines common criteria for evaluated nuclear data files with a view to assessing and improving the quality and completeness of evaluated data. The parties to the project are: BROND (Russian Federation), ENDF (United States), JENDL (Japan) and JEFF (other NEA Data Bank member countries). Co-operation with evaluation projects of non-NEA countries, especially the Chinese CENDL project, is organised through the Nuclear Data Section of the International Atomic Energy Agency (IAEA). This report has been issued by the WPEC Subgroup 31, whose mission was to utilise the collective knowledge of the international nuclear data measurement community to consider the appropriate resources to address and meet the data needs quantified by WPEC Subgroup 26 for Advanced Reactor Systems. The members of Subgroup 31 performed reviews of uncertainty evaluations by evaluators, of state-of-art experimental techniques, of current experimental situations, and summarised an appropriate path to meet the requirements. Abstract: The U238 to U235 fission cross section ratio has been determined at n_TOF up to ≈1 GeV, with two different detection systems, in different geometrical configurations. A total of four datasets has been collected and compared. They are all consistent to each other within the relative systematic uncertainty of 3–4%. The data collected at n_TOF have been suitably combined to yield a unique fission cross section ratio as a function of neutron energy. The result confirms current evaluations up to 200 MeV. Good agreement is also observed with theoretical calculations based on the INCL++/Gemini++ combination up to the highest measured energy. The n_TOF results may help solve a long-standing discrepancy between the two most important experimental datasets available so far above 20 MeV, while extending the neutron energy range for the first time up to ≈1 GeV.

Abstract: The n-p scattering angular distribution was measured with 14.9MeV incident neutrons using the traditional time-of-flight technique with neutron-gamma discrimination. The scattering angle varied from 20o to 65o (laboratory system) in 5o incremental steps. The efficiency of the neutron detectors was measured in the energy range 2-9MeV relative to the 252Cf-standard, and was calculated using Monte Carlo methods in the 2-14MeV energy range. Two methods of analysis were applied for experimental and simulated data: a traditional approach with a fixed threshold, and a dynamic threshold approach. The present data agree with the ENDF/B-VII evaluation for the shape of n-p angular distribution within about 1.5%. [ABSTRACT FROM AUTHOR]

Abstract: The Chi-Nu experiment aims to accurately measure the prompt fission neutron spectrum for the major actinides. At the Los Alamos Neutron Science Center (LANSCE), fission can be induced with neutrons ranging from 0.7MeV and above. Using a two arm time-of-flight (TOF) technique, the fission neutrons are measured in one of two arrays: a 22-6Li glass array for lower energies, or a 54-liquid scintillator array for outgoing energies of 0.5MeV and greater. Abstract: A few years ago, the neutron time-of-flight facility n_TOF was built at CERN to address some of the urgent needs of high-accuracy nuclear data for Accelerator Driven Systems and other advanced nuclear energy systems, as well as for nuclear astrophysics and fundamental nuclear physics. Thanks to the characteristics of the neutron beam, and to state-of-the-art detection and acquisition systems, high quality neutron cross-section data have been obtained for a variety of isotopes, many of which radioactive. Following an important upgrade of the spallation target and of the experimental area, a new measurement campaign has started last year. After a brief review of the most important results obtained so far at n_TOF, the new features of the facility are presented, together with the first results on the commissioning of the neutron beam. The plans for future measurements, in particular related to nuclear technology are finally discussed.
