Immigrants now constitute a sizeable and rapidly growing group among many Western countries' electorates, but analyses of their party preferences remain limited. Theoretically, immigrants' party preferences might be explained with both standard electoral theories and immigrant-specific approaches. In this article, we rigorously test both perspectives against each other using the most recent data from Germany. Applying the Michigan model, with its three central explanatory variables – party identification, issue orientations and candidate evaluations – to the party preferences of immigrant-origin and native voters, we find that this standard model can explain both groups well. In contrast, we find no direct effects of the most prominent immigrant-specific variables, and neither do these meaningfully moderate the Michigan variables. However, we find strong formative effects on the presence of political attitudes and beliefs: immigrants with a longer time spent in Germany, a stronger German identity and less experience of discrimination report significantly fewer item non-responses for the Michigan model's main explanatory variables.

Dieses Handbuch beinhaltet Beiträge zu Methodenforschung und -anwendung in der Politikwissenschaft, die von führenden Expertinnen und Experten im deutschsprachigen und internationalen Raum verfasst sind. Erstens wird dargestellt, welcher Erkenntnisgewinn mit der jeweiligen Methode möglich ist. Zweitens werden Grundprinzipien der jeweiligen Anwendung erläutert und der Leserschaft ein Einstieg in die Funktionsweise der Methode ermöglicht. Drittens befähigen die Beiträge, mit den beschriebenen Methoden und Techniken verfasste Veröffentlichungen kritisch zu lesen, die Vorgehensweise sowie Qualität der Methodenanwendung zu beurteilen und die Validität der erzielten Ergebnisse einzuschätzen. Und viertens skizzieren die Beiträge wichtige Anwendungsfelder der Methoden anhand von Beispielen politikwissenschaftlicher Veröffentlichungen.

This article provides an analysis of the political preferences of ethnic Germans who emigrated from the Soviet Union or its successor states. These resettlers (Aussiedler) and their descendants represent the biggest group of immigrant voters in Germany and reveal a rare combination of citizenship, ethnic identity and party support that makes it particularly interesting for applying existing approaches to immigrant voting behaviour. The analysis explores the link between identity, political issue and candidate orientations, and the (traditionally high) support of resettlers for the Christian Democrats. It also addresses the possibility of Germany's newest Radical Right Party - the Alternative for Germany - attracting this particular group of voters. Evidence for both of these trends can be identified based on a series of focus groups conducted in early 2017, pointing especially to the role of group identity and immigration policy preferences.

In diesem Kapitel werden zunächst wichtige theoretische und methodische Ansätze der linguistischen Diskursforschung vorgestellt. In einem zweiten Schritt fokussiere ich relevante Dimensionen der Kritischen Diskursforschung (KDF), da dieses Forschungsprogramm am ehesten sowohl Theorie wie Empirie in einer problemorientierten Untersuchung komplexer sozialer Phänomene vereint. Anhand der Anwendung des Diskurshistorischen Ansatzes (DHA) werden beispielhaft die wichtigsten Schritte einer problem-orientierten interdisziplinären KDF bei der qualitativen und quantitativen Analyse des hegemonialen österreichischen Migrationsdiskurses seit 2015 illustriert.

Using data from a recent nationwide survey, we provide the first analysis of the supporter base of the Alternative for Germany (AfD) since the party's split and ideological re-orientation in mid-2015. Hypotheses are derived from the literature on Populist Radical Right Parties (PRRPs) in Western Europe. Our findings indicate that AfD supportdespite the party's euro crisis origins and rapid organizational and ideational changesis by now due to largely the same set of socio-economic, attitudinal and contextual factors proven important for PRRP parties elsewhere. Right-wing political attitudes concerning immigration, political distrust, fears of personal economic decline, as well as gender and socialisation effects are the most relevant explanatory variables. However, some of our findings - the importance of right-wing economic policy preferences, the strong support by certain immigrant groups, and the role of the long-term regional political context - stand out and distinguish the AfD from other Western European PRRPs.

Dieser Beitrag untersucht die polit-ökonomischen Determinanten der Elternbeiträge für kommunale Kindergärten und diskutiert die Steuerungsfunktion und Politisierung der Beiträge. Erstens erklären strukturelle Rahmenbedingungen wie die Ausgaben des Landes für Kinder im Vorschulalter, das Schuldenniveau und die Bevölkerungsdichte die Beitragshöhe gemäß einer einfachen Ressourcenthese: je mehr Mittel zur Verfügung stehen, desto geringer sind die Elternbeiträge. Demographische Faktoren, die gerontokratische Dynamiken oder die Nachfrageintensität nach Plätzen einfangen, haben hingegen keinen nennenswerten Einfluss. Zweitens sind linke Mehrheiten mit höheren Gebühren für mittlere und höhere Einkommensgruppen assoziiert. Drittens können Muster substanzieller Repräsentation durch weibliche Abgeordnete festgestellt werden, wonach ein höherer Anteil von Frauen im Gemeinde- bzw. Stadtrat mit niedrigeren Gebühren für höhere Einkommensgruppen verbunden ist. Es liegt somit eine parteipolitische Konfliktlinie entlang der sozioökonomischen Links-Rechts-Dimension vor, die in kommunaler Politik selten zu finden ist. Zudem reagieren die Gebühren auf die politische Repräsentation von Betroffenen in den Entscheidungsgremien., This article examines the political-economic determinants of fees for municipal kindergartens and discusses the influence of these fees on demand and their level of politicization. Firstly, fees are a function of available resources. These resources are determined by federal investments in pre-schoolers, cities’ level of debt and population density. The more resources are available, the lower is the average fee. Demographic factors that would capture gerontocratic dynamics and demand for spots in kindergartens have no clear effect on fees. Secondly, left council majorities are associated with higher fees for middle and higher income groups, revealing a classic left-right cleavage that is rarely visible at local level. Thirdly, there is evidence for substantive representation by female councilors. The larger the proportion of women in the city council, the lower is the average fee, especially for higher family-income groups from whom female councilors are likely to come. In sum, the evidence points towards a socioeconomic left-right party-political cleavage rarely found in German local politics. Also, fees react to the political representation of those profiting from childcare facilities in local councils.

This article investigates electoral irregularities in the 1990 to 2005 Bundestag elections of unified Germany. Drawing on the Second Digit Benford Law (2BL) by Mebane (2006), the analysis consists of comparing the observed frequencies of numerals of candidate votes and party votes at the precinct level against the expected frequencies according to Benford's Law. Four central findings stand out. First, there is no evidence for systematic fraud or mismanagement with regard to candidate votes from districts where fraud would be most instrumental. Second, at the state level (Bundesland), there are 51 violations in 190 tests of the party list votes. Third, East German states are not more prone to violations than Western ones. This finding refutes the notion that the East's more recent transition to democracy poses problems in electoral management. Fourth, a strong variation in patterns of violation across Bundeslander exists: states with dominant party control are more likely to display irregularities. The article concludes by hypothesizing and exploring the notion that partisan composition of nominees involved in the counting may produce a higher likelihood of violation and be a cause of Lander variation. When faced with the necessity of reforming welfare states in ageing societies, politicians tend to demand more solidarity between generations because they assume that reforms require sacrifices from older people. Political economy models, however, do not investigate such a mechanism of intergenerational solidarity, suggesting that only age-based self-interest motivates welfare preferences. Against this backdrop, this article asks: Does the experience of intergenerational solidarity within the family matter for older people's attitudes towards public childcare - a policy area of no personal interest to them? The statistical analysis of a sample with individuals aged 55+ from twelve OECD countries indicates that: intergenerational solidarity matters; its effect on policy preferences is context-dependent; and influential contexts must - according to the evidence from twelve countries - be sought in all societal spheres, including the political (family spending by the state), the economic (female labour market integration) and the cultural (public opinion towards working mothers). Overall, the findings imply that policy makers need to deal with a far more complex picture of preference formation toward the welfare state than popular stereotypes of 'greedy geezers' suggest.

Welcher Faktor trägt mehr zur Erklärung von sozialpolitischen Präferenzen bei: die sozioökonomische Klassenposition oder der Eintritt ins Rentenalter? Hieraus ergibt sich erstens, dass der Übertritt ins Rentenalter einen Erklärungsbeitrag leisten kann, besonders, wenn man unterschiedliche Dynamiken in einzelnen Politikfeldern miteinander vergleicht. Im Fall Bildung zeigt sich, dass der Alterseffekt einen größeren Erklärungsbeitrag leistet als die sozioökonomische Klassenposition. Darüber hinaus weisen einige Länder, wie zum Beispiel die USA, in der Altersdimension ein insgesamt höheres Konfliktpotenzial auf als andere. Daraus folgt, dass selbst in einem gemeinsamen Politikfeld Länderunterschiede wichtig bleiben, denn es zeigt sich ein hoher Grad an Variation der relativen Erklärungskraft der Altersvariablen zwischen Ländern. (Autorenreferat), "This paper is about the relative impact of retirement and social class on individual attitudes towards welfare state policies in advanced industrial democracies. Which factor is more important in explaining individuals' social policy preferences: socio-economic background or retirement? How can differences in patterns between countries be explained? These questions are explored using ordered logistic regression models on the 1996 ISSP Role of Government data set for fifteen countries. First, it is shown that retirement matters; there are consistent differences between policy areas that can be explained by life-cycle salience. Particularly in the case of preferences regarding education spending, being retired matters more than the socio-economic background. Second, some countries, such as the United States, show a higher salience of the age/ retirement cleavage across all policy fields; age/ retirement is a more important line of political conflict in these countries than in others. Third, country characteristics matter. Although the relative salience of retirement varies across policy areas, a large variance within each of the policy areas across countries is evident. Most interestingly, the more generous the state provisions are in a given policy area, the stronger the age/retirement cleavage is (with the exception of pension policies). Overall, the findings of this study are not in line with simple rational choice models. Instead, the explorative results call for more complex theoretical models, including institutional structures, in order to gain a better understanding of individuals' attitudes towards the welfare state in aging societies." "Unter gewaltigen Anstrengungen haben es die postkommunistischen Regierungen in Ost- und Mitteleuropa geschafft, ihre Länder sicher zum EU-Beitritt zu führen. Als Nächstes sehen sie sich mit der Einführung des Euro als Gemeinschaftswährung konfrontiert. Infolgedessen wird für demokratische Politiker die öffentliche Meinung über die Euro-Einführung enorm wichtig. Die Autoren testen drei theoretische Schulen (ökonomisch, politisch und historisch) in Bezug auf ihre Erklärungskraft für das Verständnis individueller Einstellungen zum Euro. Als empirische Evidenz dienen individuelle Umfragedaten aus acht Ländern. Die Autoren stellen fest, dass bei dem kombinierten Modell aller Theorieschulen der Verständnisgewinn am größten ist. Im Kontext postkommunistischer Volatilität haben auf der gesellschaftlichen Ebene die wirtschaftlichen und historischen Faktoren den größten Einfluss. Auf der Individualebene haben die Variablen, die materielles Eigeninteresse messen, nur geringe Aussagekraft. Their next challenge is the entry to the eurozone. Thus, the dynamics of public opinion toward the euro become crucial for political leaders. We test three perspectives - economic, political, and historical-ideational - with individual-level survey data from eight countries and conclude that the combined model best explains variations in support for the euro. In an environment of volatility in post-communist Europe, macro variables of economic and historical ideational factors have the strongest impact on individual attitudes, while micro-variables of economic self-interest do not further our understanding of euro support. Thus, distributional issues matter less than the aggregate national performance and experience. Political parties that garner support for the euro should therefore concentrate on economic consolidation and political stability rather than politicizing a winner-loser cleavage." "Gibt es bei Wahlen einen Interessensgegensatz zwischen Jung und Alt, der wohlfahrtsstaatliche Reformen erschweren könnte? Der vorliegende Beitrag entlarvt diese Vorstellung als einen Mythos, für den es im deutschen Fall keine empirische Evidenz gibt. Es ist richtig, (a) dass es in Deutschland bald Mehrheiten von Wählerinnen und Wählern geben wird, die 50 Jahre und älter sind, (b) dass ältere Wähler von vielen wohlfahrtsstaatlichen Programmen profitieren und (c) dass durch den Lebenszyklus gesteuerte Interessen die Einstellungen zu einzelnen Policies formen. Doch diese Ergebnisse stellen noch keinen Gegensatz zwischen Jung und Alt in der Wahlarena dar. Erstens gehen die unterschiedlichen Wahlergebnisse für einzelne Altersgruppen auf Gegensätze zwischen Generationen zurück, die in früher politischer Sozialisation begründet sind. Zweitens beeinflussen die durch den Lebenszyklus definierten Interessen nicht den deutschen Parteienwettbewerb, weil Alter nicht das Potenzial für eine politische Konfliktlinie (cleavage) hat.
