6. A review of innovations for sustainable intensification of irrigated rice-based systems in West Africa

Abstract

After a period with decreasing support to irrigation de-velopment, there is a renewed interest for water man-agement in agriculture in West Africa, as reected by the Sahel Irrigation Initiative launched during the High Level Forum on Irrigation (Dakar 2013). There are a number of possible pathways for improving irrigated agriculture but any improvement action must t the lo-cal environment, meet the needs of smallholder farm-ers, and be environmentally sustainable (Montpellier Panel Report, 2018).Sustainable intensication (SI) of irrigated agricultural systems has been proposed as a promising pathway leading to more resilient and food-secure farming com-munities while complying with these premises. SI is a wide concept encompassing very diverse initiatives. This paper reviews the scientic literature to obtain a comprehensive overview of technical and governance potential solutions leading to sustainable intensication of irrigated systems in West Africa and trying to answer the questions: Which options are effective and under what conditions? Which ones are more appropriate for smallholders? We have followed the framework developed by Kout-sous et al. (2019) for conducting a systematic litera-ture review in agricultural sciences, extending the basic steps provided by the widely used PRISMA Flowchart (Moher et al., 2010). The procedure includes a review protocol for the systematic literature searches and for the selection of inclusion and exclusion criteria. The review focuses on sustainable intensication practices aimed at enhancing the productivity and resilience of irrigated rice-based agricultural systems, with focus on West Africa. We have distinguished options aiming at improving wa-ter, soil and crop managements, at the plot, farm and irrigation scheme levels. We will provide insights on the most promising options, including the key elements that could facilitate their adaptation to local conditions.

10. El papel de la investigación para identificar oportunidades de mejora del regadío en Mauritania

Ponencia presentada en el I Congreso en Investigación en Agricultura para el desarrollo, celebrado en Madrid el 17 y 18 de octubre de 2011.-- Gómez Macpherson, H. et. al., La producción agrícola de Mauritania se concentra en el valle del río Senegal donde también se concentra gran parte de la población. Sólo un 0,5 % de la superficie mauritana es cultivable, y la tradicional dependencia de la agricultura pluvial ha provocado una alta inseguridad alimentaria; algo que quedó patente con las hambrunas causadas por los ciclos de sequía de los años 70. Los estados ribereños del río Senegal se organizaron entonces para desarrollar zonas regables con el objetivo de la seguridad alimentaria. En Mauritania, el regadío se orientó de forma exclusiva al cultivo del arroz, prácticamente desconocido en la zona. La ricicultura convive con sistemas tradicionales (pluviales y basados en el ciclo anual de inundación-recesión del río), pero el regadío es el sistema que garantiza la producción año a año. Sorprende por tanto que dos tercios de la superficie inicialmente regada se hayan abandonado. Esta paradoja fue el origen de la colaboración entre el Ministerio de Desarrollo Rural de Mauritania, el Instituto de Agricultura Sostenible y la Universidad Politécnica de Cataluña, concretada en proyectos financiados por AECID, y que tiene como objetivo ahondar en las razones del abandono del regadío y en buscar fórmulas para atajarlo. La colaboración se ha realizado sobre tres ejes principales: 1) comprender la interacción del regadío con los sistemas tradicionales de secano y de recesión de inundaciones; 2) diagnosticar el funcionamiento de los pequeños perímetros de riego; y 3) evaluar cultivos alternativos al arroz en términos de productividad de la tierra y del agua. Entre los cultivos regados de interés potencial se identificó el sorgo por ser del gusto de los habitantes del valle y cultivarse tradicionalmente en secano y tras la recesión del agua en suelos inundados., Los autores agradecen a los técnicos de campo y agricultores mauritanos por el trabajo realizado y al MDR y AECID por la financiación.

11. El sorgo regado: una alternativa para la sostenilidad del regadío en el valle del río Senegal

Póster presentado en el I Congreso en Investigación en Agricultura para el desarrollo, celebrado en Madrid el 17 y 18 de octubre de 2011., Después de las hambrunas de los años 70 y 80 en Mauritania y países vecinos, el Banco Mundial auspició el desarrolló del regadío en la región con el fin de mejorar la seguridad alimentaria. En Mauritania, la mayoría de los perímetros se diseñaron para el monocultivo de arroz y se siguió una política de apoyo único a dicho cultivo. Sin embargo, en muchos casos el sistema no conseguía proporcionar el agua necesaria para alcanzar el rendimiento esperado y parte de los perímetros se abandonaron. La mayoría de los que continúan siguen con el cultivo del arroz de manera precaria. Recientemente el gobierno mauritano ha reconocido la necesidad de diversificar los cultivos regados como una de las vías para mejorar la sostenibilidad de los regadíos. El primer cultivo introducido ha sido el sorgo para alimento humano ya que existen variedades mejoradas desarrolladas en la región además de una demanda local. En este contexto, el objetivo de este trabajo es la comparación de los cultivos de sorgo y arroz en términos de rendimiento y productividad del agua a escala de parcela de pequeño agricultor., El presente estudio ha sido financiado por la Agencia Española de Cooperación Internacional para el Desarrollo (AECID) junto con el Ministerio de Desarrollo Rural de Mauritania.

12. Contribution of sorghum to productivity of small-holder irrigation schemes: On-farm research in the Senegal River Valley, Mauritania

Abstract

In Mauritania, most irrigated land was designed for, and remains devoted to, rice (Oryza sativa L.) cultivation. Decades after introduction, however, yield remains below expectations, irrigated land is gradually being abandoned, and now crop diversification is promoted to improve sustainability of irrigated agriculture. This paper presents evidence of the potential, and limitations, of sorghum (Sorghum bicolor L. Moench) cropping in small-holder irrigation schemes along the Mauritanian side of the Senegal River Valley. Results are based on 3-years of on-farm participatory research (2007-2009) carried out at five irrigation schemes in collaboration with farmers and national research and extension services. Grain yield, water productivity and gross margin of sorghum and rice were compared at plot level. Global average grain yield over years and schemes was 2.5tha-1 for sorghum, ranging from 1.7tha-1 to 3.2tha-1, compared to 5.6tha-1 for rice, ranging from 4.0tha-1 to 7.3tha-1, even though both crops had similar total above-ground biomass at maturity. Sorghum required less irrigation water than rice (435 vs. 601mm) but the smaller yield resulted in similar irrigation water productivity (0.87 vs. 0.96kgm-3) and fuel (pumping) productivity (1.71 vs. 1.93kgMJ-1). Despite smaller yields, however, sorghum profitability was significantly greater than rice (1172 vs. 788 € ha-1), due to higher market price and, in the case of one scheme, lower irrigation costs. Main constraints identified in sorghum cropping were (i) poor crop establishment because of late sowing and water logging; (ii) neglected weed management; and (iii) mismatch between irrigation delivery schedules and water requirements. The causes of these constraints are particularities of rice production systems (design and heavy soil) and farmers' habits acquired with traditional rainfed sorghum cropping during the wet season.The analyses presented here reveal that sorghum cropping is a profitable option to rice for
