Introduction: Efforts are underway to transform food systems in light of their contributions to global challenges like climate change. However, food systems are highly complex, involve noteworthy place-based challenges, and there is often debate and disagreement among experts over appropriate technologies or interventions to prioritize. Tracking progress, and understanding these differences, is thus a critical need. Methods: We surveyed food systems experts in eight countries about their preferences for 20 different food system transformation strategies and their sentiment regarding whether current initiatives are sufficient to meet 2030 goals for climate and biodiversity. Results: Expert sentiment is overwhelmingly negative, and experts are concerned about multiple "transformation gaps," including gaps in ambition, strategy, and implementation. Expert rankings for 20 strategies vary notably among countries and in ways that do not match those same experts' rankings for the strength of the science behind each lever. Factor analysis reveals four distinct theories of change informing experts' subjective biases: transformation via technical optimization, via smallholder support, via nature-positive solutions, and via supply chain enabling conditions. Discussion: These findings provide insights for navigating the complexities of food system transformation and illustrate the influence on our strategies of preconceptions and biases in how we have come to understand the nature of the challenge. Background: As part of the UK government's obesity strategy, the Food (Promotion and Placement) (England) Regulations 2021 were implemented in October 2022 to restrict the prominent placement of products high in fat, sugar, or salt (HFSS) in most retail settings. Local authority (LA) officers have been tasked with enforcement of these regulations. This qualitative study examined the perspectives of LA officers including, trading standards, environmental health, and public health officers to understand enforcement approaches and requirements to optimise business compliance with the regulations. Methods: Semi-structured interviews were conducted via MS Teams with a purposive sample of LA officers across England. Data were analysed using inductive thematic analysis. Results: The 22 participants comprised 13 officers from Trading Standards, six from Environmental Health, and three from Public Health teams. The key messages include the following: (i) the regulations are complex and do not align with existing enforcement approaches, (ii) officers' professional background will result in variable enforcement practices, and (iii) compliance assessment is an arduous task. LAs are facing resource and workforce constraints and have to prioritise regulations addressing high health risks (e.g., allergens). Therefore, officers will mostly apply a light touch approach to enforcement, raising awareness and engaging with businesses rather than issuing notices. To develop a consistent enforcement approach across LAs, officers asked for (i) further leadership from central government in the form of funding, training, and tools to determine in-scope businesses and products, (ii) cross-departmental collaboration to raise the regulations' priority at local and regional levels, and (iii) greater consumer demand for healthier retail environments. Conclusion: It is crucial to address both structural challenges such as resource allocation, workforce, and prioritisation issues as well as the inherent complexity of the regulations to strengthen enforcement efforts. Our findings highlight the necessity of supporting enforcement activities at national and regional government levels to avoid potential false conclusions about ineffectiveness of regulations. Background/Objectives: Low quality diets are a risk factor for non-communicable diseases; therefore, improving diet quality is a public health and policy priority in the UK and elsewhere. Reformulating food/beverage products to make them healthier may be an effective approach. Evidence suggests that fiscal interventions, notably taxes/levies on soft drinks, can lead to reformulation but the evidence for voluntary or mandated non-fiscal interventions is less clear. We aimed to review and synthesise contemporary evidence to determine whether non-fiscal policies/interventions result in the reformulation of food/beverage products Methods: In April 2023, we systematically searched ten international academic and nine grey literature databases. We included real-world study designs, all nutrients, in- and out-of-home sectors, and studies published from 2013, to ensure policy relevancy. We excluded modelling studies. Using the Synthesis Without Meta-Analysis method we conducted vote counting of studies based on the direction of effect and narrative synthesis by intervention type. Risk of bias was assessed using a tool developed by the EPPI-Centre and quality was assessed using GRADE. Results: We included 77 real-world studies from 19 countries, reporting 100 non-fiscal policies/interventions. Most commonly, these were reduction targets (n = 44), front-of-pack labels (n = 23), and advertising standards (n = 9). Most interventions were voluntary (n = 67), compared to mandatory (n = 33), and focused on the in-home sector (n = 63). The vote counting results showed non-fiscal policies/interventions overall led to improvements in reformulation in 60/63 studies with a valid direction of effect (95%, 95% CI 0.869, 0.984, p < 0.001). Mandatory implementations were more successful than voluntary implementations with 15/15 showing an improvement (100%, 95% CI 0.796, 1], p < 0.001), compared 40/43 showing an improvement (93%, 95% CI 0.814, 0.976, p < 0.001). Most of the studies were of low quality, due to the observational nature of the studies. Sodium was the most commonly targeted nutrient (n = 56) and was found to be reformulated in most studies. Causation is difficult to establish from real-world studies, but evidence suggests that regulatory and multi-component strategies may be effective at driving reformulation. Conclusions: Non-fiscal policies/interventions can play an important role in driving reformulation, alongside fiscal measures. Objective: To explore how professionally qualified, working Indian mothers conceptualize healthy foods in general, perceive processed infant and baby foods available commercially and what feeding practices they actually follow with their children at home. Design: Five focus groups with 8–12 participants were conducted around the participants' conceptualization of healthy food, their perceptions about commercially available processed baby and infant foods and their actual feeding practices that they routinely follow with their children. Discussion transcripts were analyzed using an inductive coding approach. Setting: India. Participants: Fifty-one professionally qualified, working women with at least one child under 5 years of age. Results: Participants agreed that fresh food is healthiest. They also had favorable opinions about processed infant and baby foods with regards to healthfulness, hygiene and safety. Healthy foods were largely conceptualized in relation to nutrient claims, ingredients and discernible health outcomes. They use cues, such as health claims, brand, price, package design and others to determine healthfulness of the product. Perception was heavily influenced by these extrinsic cues rather than by participants' own nutrition knowledge. Despite having the knowledge, most participants admitted to using these foods on account of factors such as their own inability to lactate, social pressure, lack of time and convenience. Conclusions: Most educated and well off people continue to use these products. While they rue the lack of stringent regulatory measures in India, they feel there is an urgent need to address this huge policy gap by way of legislation and regulation. [ABSTRACT FROM AUTHOR]

Policy interventions in the school food environment can improve dietary behaviors. However, the literature describing its development and implementation is scarce. This manuscript aims to describe the process of co-creation, implementation, monitoring, and evaluation of a Healthy Snacks Policy, in the scope of Sintra Grows Healthy intervention. Through a community-based participatory research methodology, the co-creation of the Healthy Snacks Policy comprises six stages: snacks evaluation, feedback sessions, class assemblies, school community assemblies, school cluster policy approval, and process evaluation. Within one school year, a Healthy Snacks Policy was co-created, approved, incorporated in the school regulations, implemented, continuously monitored, and evaluated. Regarding snacks evaluation, 1900 snacks were evaluated at the beginning of the school year and 1079 at the end of the school year. There were three feedback sessions, twenty-two class assemblies, and three school community assemblies. Most teachers perceived that children began to consume healthier snacks (72%); 66% of the children were considered to have started eating healthier; and most families said "yes or sometimes" when asked whether their children started requesting healthier snacks (70%), trying new foods (63%), and noticing improvements in their eating habits (74%). The co-creation of a Healthy Snacks Policy establishes an approach to effectively implement existing guidelines for school food supplies, complying with national priority implementation recommendations. Background: The global food system faces growing pressure from population growth, climate change, wealth inequity, geo-political instability, and damage to the ecosystems on which our food supply depends. Fragmentation of the priorities and needs of food system stakeholders—citizens, food producers, food industries, governments—compounds the problem, with competing or misaligned interests increasing the risk of failure to adequately meet the needs of those that form, and are served, by the food system. Growing consensus on the need for transformative system level change to address the problems facing the food system is yet to be significantly reflected in strategic action. Methods: The national food strategy of the UK is offered as an exemplar to discuss the need to promote more coherent and ambitious visions of transformative change that acknowledge the complexity of the food system as a whole. We draw upon cross-sectoral experience to distil the needs, priorities, and key food system tensions that must be acknowledged to promote transformative systems change that equitably delivers healthy sustainable diets, contributes to a resilient global food system, and protects the environment. Results: Greater coherence, ambition, and consideration of the food system as a whole are needed if a UK national food strategy is to contribute to significant transformative change. Conclusions: To promote this, we advocate for (1) a food system digital twin to model and test potential food system interventions or legislation; (2) a citizens' forum to inform and co-develop a cohesive national food strategy; and (3) increased cohesion and integration of food system governance within government to drive a coherent, ambitious national food strategy. Objectives: This study aimed to assess salt and sugar-related knowledge, attitudes and behaviours (KAB) of adults in the Central Division of Fiji. Methods: A randomised stratified sample of 700 adults were selected. Questions on salt and sugar-related KABs were developed. The survey took place from March to June 2022. For analyses, population and sample weights were applied, and differences between predefined subgroups (sex, age, ethnicity and area) were compared using weighted chi-square tests. Results: 534 adults participated (response rate 76%). Over 80% of participants (82% (95% CI 78.5 to 84.9%)) identified that consuming too much salt or salty sauce can lead to hypertension. More than 90% recognised that consuming too much sugar can lead to diabetes (92.3% (89.7 to 94.3%)). Approximately 80% of participants thought it was somewhat or very important to lower salt and sugar intake in their diet (79.8% (76.1 to 83.0) and 84.2% (80.8 to 87.1%), respectively). However, almost 40% reported adding salt or salty sauces when cooking (37.3% (32.7 to 42.2%)) and 65% (60.6 to 68.5%) adding sugar to drinks daily. Conclusions: Despite having positive knowledge and attitudes, many people reported behaviours likely to contribute to excess salt and sugar intake, highlighting the need for interventions that support behaviour change and the creation of healthier food environments. Background: In 2016, a voluntary National Healthy Food and Drink Policy was released to improve the healthiness of food and drinks for sale in New Zealand health sector organisations. The Policy aims to role model healthy eating and demonstrate commitment to health and well-being of hospital staff and visitors and the general public. This study aimed to understand the experiences of hospital food providers and public health dietitians/staff in implementing the Policy, and identify tools and resources needed to assist with the implementation. Methods: A maximum variation purposive sampling strategy (based on a health district's population size and food outlet type) was used to recruit participants by email. Video conference or email semi-structured interviews included 15 open-ended questions that focused on awareness, understanding of, and attitudes towards the Policy; level of support received; perceived customer response; tools and resources needed to support implementation; and unintended or unforeseen consequences. Data was analysed using a reflexive thematic analysis approach. Results: Twelve participants (eight food providers and four public health dietitians/staff) were interviewed; three from small (< 100,000 people), four from medium (100,000-300,000 people) and five from large (> 300,000 people) health districts. There was agreement that hospitals should role model healthy eating for the wider community. Three themes were identified relating to the implementation of the Policy: (1) Complexities of operating food outlets under a healthy food and drink policy in public health sector settings; (2) Adoption, implementation, and monitoring of the Policy as a series of incoherent ad-hoc actions; and (3) Policy is (currently) not achieving the desired impact. Concerns about increased food waste, loss of profits and an uneven playing field between food providers were related to the voluntary nature of the unsupported Policy. Three tools could enable implementation: a digital monitoring tool, a web-based database of compliant products, and customer communication materials. Conclusions: Adopting a single, mandatory Policy, provision of funding for implementation actions and supportive tools, and good communication with customers could facilitate implementation. Despite the relatively small sample size and views from only two stakeholder groups, strategies identified are relevant to policy makers, healthcare providers and public health professionals. Faced with a significant devaluation of its currency and a surge in food prices, the Nigerian government prohibited the use of foreign currency for food imports. This essentially blocked the importation of numerous food items under the guise of stimulating the domestic output of these staples. Consequently, food prices in Nigeria increased despite a global decline in food prices, and the incidence and severity of food insecurity escalated. This study examines the changes in the types and severity of coping mechanisms for food insecurity resulting from the food price shock caused by the oil price crash, currency devaluation, and restrictions on foreign exchange. Nigeria's General Household Survey Panel data from 2012 and 2015, during periods of high oil prices, is compared with data from 2018 when oil prices had remained low, the currency had been devalued, and the treasury had been depleted. Alongside detailed descriptive statistics, logistic and hurdle regressions are employed for statistical analysis. Findings indicate a rise in the percentage of Nigerian households grappling with food insecurity from 2015 to 2018. During this period, 68.7% of households resorted to at least one coping mechanism, 31.8% adopted six or more coping strategies, and 43.2% resorted to severe coping strategies. The issue stems not primarily from natural disasters or conflicts but from a failure in macroeconomic and agricultural economic policies. Our findings confirm that these policies come at great cost, particularly to female‐headed households, single‐parent households, households headed by elderly people, and other vulnerable populations, pushing them deeper into food insecurity. The existing literature addresses the importance of food system disruptions and the risk of the global food crisis. However, there is insufficient understanding of response strategies and their effectiveness evaluations. This study offers a comprehensive introduction to China's food security policies and evaluates their effectiveness in enhancing the nation's risk resistance capability. Utilizing the Entropy Weight Method (EWM) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), we evaluated China's provincial food security resilience (FSR) from 2003 to 2020 and adopted the ArcGIS platform to map spatiotemporal trends. Our findings reveal significant improvements in FSR nationwide, with a notable average annual growth rate of 1%–5%. However, regional disparities persist, with higher resilience observed in eastern provinces compared to the west. The study emphasizes the effectiveness of China's food security policies, which have synergistically enhanced grain production, agricultural mechanization, and farmers' economic conditions. The article offers policy recommendations aimed at bolstering China's FSR and challenges with global implications. Our study contributes to the broader discourse on global food security by offering a nuanced understanding of the effectiveness of policy interventions in a major agricultural economy. Black neighborhoods in the U.S., historically subjected to redlining, face inequitable access to resources necessary for health, including healthy food options. This study aims to identify the enablers and barriers to promoting equitable healthy food access in small, independently owned carryout restaurants in under-resourced neighborhoods to address health disparities. Thirteen in-depth interviews were conducted with restaurant owners in purposively sampled neighborhoods within Healthy Food Priority Areas (HFPAs) from March to August 2023. The qualitative data were analyzed using inductive coding and thematic analysis with Taguette software (Version 1.4.1). Four key thematic domains emerged: interpersonal, sociocultural, business, and policy drivers. Owners expressed mixed perspectives on customers' preferences for healthy food, with some perceiving a community desire for healthier options, while others did not. Owners' care for the community and their multicultural backgrounds were identified as potential enablers for tailoring culturally diverse menus to meet the dietary needs and preferences of their clientele. Conversely, profit motives and cost-related considerations were identified as barriers to purchasing and promoting healthy food. Additionally, owners voiced concerns about taxation, policy and regulation, information access challenges, and investment disparities affecting small business operations in HFPAs. Small restaurant businesses in under-resourced neighborhoods face both opportunities and challenges in enhancing community health and well-being. Interventions and policies should be culturally sensitive, provide funding, and offer clearer guidance to help these businesses overcome barriers and access resources needed for an equitable, healthy food environment. Public procurement of food is crucial for ensuring proper nutrition and the provision of high-quality products in public institutions like schools and kindergartens. It should be seen as an investment in health promotion, particularly for young children. Notably, when no quality criteria are specified, the cheapest and often lowest-quality products are typically selected. This study analyzed 1126 public procurement orders processed by schools and kindergartens in Poland between November 2022 and March 2023, with a focus on cereal products and their derivatives. Of these orders, 197 met the inclusion criteria, yielding a total of 5084 cereal products for detailed analysis. The study assessed the quantities ordered and the quality characteristics specified in the procurement documents. The results revealed that the most commonly described criteria pertained to product composition, especially typical characteristics and the absence of additives. Sensorial characteristics such as consistency and color were also frequently specified, while sustainable public procurement criteria were mentioned the least, indicating their marginal importance in current procurement practices. This underscores the critical importance of establishing minimum standards for describing cereal products in terms of sensorial characteristics, composition, and sustainability. Such standards are essential for improving the quality of grain products supplied to public institutions and ensuring that these institutions actively contribute to promoting healthy eating habits among children. As social, environmental, climate change, and public health challenges mount, there is growing recognition that many of the roots of these contemporary crises are to be found in the nature and trajectory of the dominant food and agricultural systems. Consequently, a growing number of Australian civil society organizations (CSOs) seek to engage in processes of food system governance to address concerns of health and wellbeing, sustainability, and resilience. This paper summarizes a case study that explored the characteristics, values, and activities of seven food-related CSOs and identified the factors that enable or hinder their work. The results revealed that while the ability of CSOs to influence food system governance has been modest to date, some progress is being made, particularly regarding food systems governance processes at the local government level, pointing to the possibility of more participatory forms of local food system governance developing. This scoping review examines environmental impacts related to food production and consumption in Nordic and Baltic countries. The overarching advice to all Nordic and Baltic countries, in line with the current body of scientific literature, is to shift to a more plant-based dietary pattern and avoid food waste. Taking into account current consumption patterns, there is a high potential and necessity to shift food consumption across the countries to minimise its environmental impact. More specifically, a substantial reduction in meat and dairy consumption and increased consumption of legumes/pulses, whole grains, vegetables, fruits, nuts, and seeds are suggested as a priority intervention. Reducing the environmental impacts of seafoods is also key and suggestions include a shift to seafoods with lower environmental impacts such as seaweed and bivalves. As part of the suggested transition to a more plant-based diet, the scope for increasing the provision of plant-based foods through increasing the cultivation of legumes/pulses, vegetables, and grains and through feed-to-food shifts within the region should be explored.

The relevance of the topic of research is determined by the need to address the problems of environmental and socioeconomic nature arising against the background of industrialized society, which causes interest in the development of organic agriculture and the formation of a dynamically growing market for organic products. The purpose of the study is to analyze the trends in the development of the global organic market and a comparative analysis of the practices of state regulation of this segment in the United States, the EU and Russia. In the course of the work such scientific methods as synthesis and deduction were used; the information and analytical base was the data of the journal “The World of Organic Agriculture” and publicly available information from the official websites of the Ministries of Agriculture of the United States and the Russian Federation, the European Commission, the Union of Organic Agriculture. The article presents the results of consideration of the dynamics of sales volumes and changes in the average per capita consumption of organic products in the world market, as well as the description of mechanisms of state regulation of organic agriculture and the organic market in the United States, the EU and Russia, highlighting their distinctive characteristics. The study of such issues allows to rationally apply foreign experience, excluding a high degree of risk when making strategic decisions in the formation of directions of development of the agrarian sector of the economy within the framework of national interests. The results of the study can be useful both in the development of programs for the development of organic agriculture at the level of sub-sectors of the economy, and in relation to the subjects of the Russian Federation, striving for sustainable development of the regional market of this type of products.

An overwhelming number of Canadians believe that a national school food program (SFP) would benefit children, but concerns around limited funding are frequently raised. SFPs across Canada are struggling to meet increasing demands due to rising food costs, meaning that food quality and quantity within existing SFPs are suffering. This paper discusses the urgency to implement a cost-shared and federally funded SFP amidst the current economic context and lack of clear direction from the federal government. The paper also explores ways in which federal funding for school meals can help to reduce the rate of chronic diseases and actualize many proven physical and mental health benefits for Canadians, all of which have positive and long-term downstream effects on the country’s economy.

Abstract Background In 2016, a voluntary National Healthy Food and Drink Policy (hereafter, “the Policy”) was released to encourage public hospitals in New Zealand to provide food and drink options in line with national dietary guidelines. Five years later, eight (of 20) organisations had adopted it, with several preferring to retain or update their own institutional-level version. This study assessed staff and visitors’ awareness and support for and against the Policy, and collected feedback on perceived food environment changes since implementation of the Policy. Methods Cross-sectional electronic and paper-based survey conducted from June 2021 to August 2022. Descriptive statistics were used to present quantitative findings. Free-text responses were analysed following a general inductive approach. Qualitative and quantitative findings were compared by level of implementation of the Policy, and by ethnicity and financial security of participants. Results Data were collected from 2,526 staff and 261 visitors in 19 healthcare organisations. 80% of staff and 56% of visitors were aware of the Policy. Both staff and visitors generally supported the Policy, irrespective of whether they were aware of it or not, with most agreeing that “Hospitals should be good role models.” Among staff who opposed the Policy, the most common reason for doing so was freedom of choice. The Policy had a greater impact, positive and negative, on Māori and Pacific staff, due to more frequent purchasing onsite. Most staff noticed differences in the food and drinks available since Policy implementation. There was positive feedback about the variety of options available in some hospitals, but overall 40% of free text comments mentioned limited choice. 74% of staff reported that food and drinks were more expensive. Low-income staff/visitors and shift workers were particularly impacted by reduced choice and higher prices for healthy options. Conclusions The Policy led to notable changes in the healthiness of foods and drinks available in NZ hospitals but this was accompanied by a perception of reduced value and choice. While generally well supported, the findings indicate opportunities to improve implementation of food and drink policies (e.g. providing more healthy food choices, better engagement with staff, and keeping prices of healthy options low) and confirm that the Policy could be expanded to other public workplaces.

The government’s duty is to guarantee unimpeded access to food. Thus, relevant public policies, individual methods and tools, approaches, and strategic decisions are always the focus of attention of scientists, politicians, and government officials. Recognizing the critical importance of this imperative, this study aims to conduct a bibliometric analysis that sheds light on the scientific landscape of strategic public administration of food security. The paper conducts a bibliometric analysis of scientific publications (using VosViewer – from 1990 to February 2024 using Scopus and WoS scientometric databases); monographs/textbooks (using Google Books and Ngram Viewer – for 1990–2019); and trend analysis (using Google Trends – from 2004 to February 2024). The analysis showed an exponential increase in the number of publications since 2000, with peaks in 2008 (financial crisis), 2019–2020 (COVID-19), and 2023 (threat to food security due to military conflicts). The clustering of scientific papers by content showed that the most significant (red) cluster unites research that links food security to agricultural development, sustainable development, climate change, and water supply. The spatial clustering of scientific publications revealed that scientific leadership belongs to scientists from the United States and China. The largest research funders are Chinese scientific institutions. It also reflected regional differences in research focus. In particular, Italy, Switzerland, and France emphasize agricultural innovation and quality standards, while China and Australia focus on increasing yields and food storage technologies.

Abstract Public support is critical for the incorporation of farm animal welfare (FAW) standards into national food policies. Multiple pathways, e.g., market-based policies, political mandates, and donations to animal charities, exist for the public to influence these standards. The challenge often remains that citizens may express significantly different regulatory preferences from consumers thereby disproportionally overburdening the latter. For food, this consumer–citizen role is directly linked to dietary choice. Although a large body of research has examined the determinants of dietary choice on the one hand, and FAW policy preferences, on the other, no attempt has been made to address these issues side by side. This study explores the preferences for FAW regulatory mechanisms and strategic behavior among dietary groups. Preferences for private labeling, political mandates, and donations to charities in support of and against conventional agriculture are examined. Data are from an online survey of 1020 residents conducted in the US. The results show a proclivity among segments of the public who do not consume livestock products for political mandates and the tendency to behave strategically. Regulatory preferences are embedded within distinct human value orientations. Urban—non-urban, generational and gender divides in regulatory preferences are also identified. These insights are relevant for the ongoing development of FAW standards given the portfolio of mechanisms at the disposal of stakeholders.

Multilevel mixed-effects logistic regression models were fitted to estimate the percentage of participants who self-reported reducing purchases within each food group, and overall. Sociodemographic characteristics associated with this reduction were investigated as well. Results Overall, 44.8% of adults and 38.7% of youth reported buying less of unhealthy food categories due to the implementation of WL, with the largest proportion reporting decreased purchases of cola, regular and diet soda. A greater impact of WLs on the reported purchase of unhealthy foods was observed among the following socio-demographic characteristics: females, individuals who self-identified as indigenous, those who were overweight, individuals with lower educational levels, those with higher nutrition knowledge, households with children, and those with a significant role in household food purchases. In addition, adults who reported higher water intake and lower consumption of sugary beverages were more likely to report reduced purchases of sugary drinks due to the WLs. Adults who reported greater water intake and lower sugary beverages intake were significantly more likely to report buying fewer sugary drinks due to the WLs. Conclusion Our findings suggest that implementation of WLs has reduced perceived purchases of unhealthy foods in Mexico. These results underscore the potential positive impact of the labeling policy particularly in subpopulations with lower levels of education and among indigenous adults.

This study investigates whether wording a promotional marketing message as originating from the US government vs. the US president impacts consumers' responsiveness to the message. Using a discrete choice experiment, it examines consumer responsiveness to President Biden's order promoting domestic production. Results indicate that consumers are willing to pay a premium for domestically produced tomatoes, with variations based on political affiliations and product attributes like organic labeling and farm employment practices. However, findings on the significance of information treatment effects are mixed, suggesting that consumer responsiveness is unaffected by wording the message as originating from a broad political body vs. a specific politician. There are ongoing concerns about food security, particularly around food affordability and the nutritional quality of diets in New Zealand. While recent food price inflation has sparked conversations about overall affordability, less attention has been directed toward understanding how variations in price increases across different food categories might impact nutrition and health. Using data from Statistics New Zealand on the prices of 85 food items between 2014 and 2023, we estimated 12-month moving averages of relative real prices of sweetened foods vis-à-vis those of five other food categories: dairy, fruits, vegetables, processed meats, and unprocessed meats. Non-parametric Mann-Kendall tests and linear regressions were used to assess the trends in relative food prices. The data show that sweetened foods have become relatively inexpensive over this period. On the premise that both absolute and relative prices are important in determining dietary choices and that these choices impact health, we consider the possible negative implications of these trends. Summary: Background: Sweetened beverage taxes are associated with large decreases in sugar-sweetened beverage sales, but their effects on weight outcomes are unclear. We examined associations of the 2017 Philadelphia beverage tax with changes in adult weight outcomes. Methods: We obtained electronic health record data on adults 18–65 years old in Philadelphia (intervention) and other areas of Pennsylvania and New Jersey (control) from 2014 to 2019. Controlled interrupted time series models compared post-tax changes in trends of body mass index (BMI, primary outcome) and obesity prevalence (secondary outcome). A panel sample comprised 175,675 adults with at least one BMI measure in both the pre-tax (2014–2016) and post-tax (2017–2019) periods. A cross-sectional sample comprised 587,121 adults with at least one BMI measure from 2014 to 2019. Findings: Before tax implementation, Philadelphia panel patients had a mean BMI of 30.4 kg/m2 and an obesity prevalence of 44.5%. After implementation, in the panel sample, there was a −0.03 kg/m2 (95% CI: −0.07, 0.02) per quarter decrease in BMI vs. control, implying a −0.32 kg/m2 (−0.85, 0.20) change at the end of the 3-year study period. In the cross-sectional sample, there was a −0.05 kg/m2 (95% CI: −0.09, −0.01) per quarter decrease in BMI vs. control, implying a −0.60 kg/m2 (−1.04, −0.16) change at the end of the study period. Results for obesity prevalence were consistent with the BMI results. Interpretation: There was some limited evidence of a decrease in BMI and obesity prevalence in Philadelphia 3 years after beverage tax implementation. Replication of these results is needed. IntroductionEfforts are underway to transform food systems in light of their contributions to global challenges like climate change. However, food systems are highly complex, involve noteworthy place-based challenges, and there is often debate and disagreement among experts over appropriate technologies or interventions to prioritize. Tracking progress, and understanding these differences, is thus a critical need.MethodsWe surveyed food systems experts in eight countries about their preferences for 20 different food system transformation strategies and their sentiment regarding whether current initiatives are sufficient to meet 2030 goals for climate and biodiversity.ResultsExpert sentiment is overwhelmingly negative, and experts are concerned about multiple “transformation gaps,” including gaps in ambition, strategy, and implementation. Expert rankings for 20 strategies vary notably among countries and in ways that do not match those same experts’ rankings for the strength of the science behind each lever. Factor analysis reveals four distinct theories of change informing experts’ subjective biases: transformation via technical optimization, via smallholder support, via nature-positive solutions, and via supply chain enabling conditions.DiscussionThese findings provide insights for navigating the complexities of food system transformation and illustrate the influence on our strategies of preconceptions and biases in how we have come to understand the nature of the challenge.

Eating habits are among the strongest drivers of negative environmental impact. Public procurement has been suggested as an efficient lever to catalyze changes within the food system. This study examines alternative purchase processes that may decrease the carbon footprint of publicly procured food through a case study of a municipality in the Northern part of Sweden. The GHG emissions associated with the current food service in the case study were 2.2 kg CO2e per kg food and must be reduced by 40.9% by 2030 to comply with the Paris Agreement; 76% of the emissions derive from food of animal origin (44% from unprocessed red meat). Three alternative diet scenarios, “zero red meat,” “−50% red meat,” and “flexitarian free from red meat,” were explored. Only 6% of the total purchased food kilograms were altered, yet the cutback of meat caused GHG emissions reductions turned out to be as high as 44%. The Swedish Law on Public Procurement, deficient infrastructure, unsustainable food culture, and local politicians' reluctance to change were mentioned as the main obstacles to materializing necessary changes in the food procurement system. The respondents also pointed out essential policy changes at the national and municipal levels.

Background: The growing dollar store sector has raised concerns about nutrition and associated health outcomes, especially for low-income communities who disproportionately rely on dollar stores. Perspectives of dollar store shoppers are largely absent. Objective: This study aimed to understand why low-income shoppers choose to purchase food from dollar stores and what store changes, policies, and programs would make it easier for them to purchase healthier items. Methods: In May–June 2023, we conducted interviews with 19 dollar store shoppers in an urban county in North Carolina. We used thematic analysis and the framework method to identify emergent patterns and themes across responses. Results: Individuals relied on dollar stores because of the affordable prices and convenient locations. In order of frequency, most participants purchased candy and snacks from dollar stores, followed by meat, fruits, and vegetables. Participants wanted more fruits, vegetables, and higher quality proteins at dollar stores and supported policies that increase access to healthier options via increased purchasing power, increased access to a mobile farmers’ market, marketing that identifies nutritionally healthy products, and improved access to other store types. Responses to removing unhealthy items from checkout areas were mixed. Conclusions: Dollar stores are affordable and convenient food retailers for people with low incomes. However, dollar stores are not meeting demand for fruits, vegetables, and proteins, items necessary for food and nutrition security. To improve food access and community health, decision makers should incorporate community perspectives into efforts aimed at improving dollar store food options.

The internet is drastically changing how U.S. consumers shop for groceries, order food from restaurants, and interact with food marketing. There is an urgent need for new policies to help ensure that the internet is a force for good when it comes to food access, transparency, and nutrition. This article outlines actions that federal agencies—like the U.S. Department of Agriculture (USDA), U.S. Food and Drug Administration (FDA), and Federal Trade Commission (FTC)—and state and local governments can take to improve the online food environment. We recommend policies in three settings: online grocery retail, online restaurant ordering, and marketing on social media and other online platforms. For example, USDA could finalize regulations increasing access to online WIC and remove barriers to accessing online SNAP by requiring large retailers to waive online delivery and service fees for SNAP purchases. FDA could improve access to nutrition information by issuing guidance describing what product information should be available at the online point of selection. FTC could give better guidance on appropriate tactics when marketing to children and collect better data on how companies are marketing food to children online. Finally, state governments could pass laws like New York’s recently introduced Predatory Marketing Prevention Act to address false and misleading advertising of unhealthy foods aimed at children and other vulnerable groups.

The school food environment is a key intervention point for influencing children’s and adolescents’ diets. As more countries establish school meal programs to provide critical nourishment to students, establishing standards for the foods served can increase the consumption of key nutrients and limit the consumption of foods that do not build health. This global scoping review explores the prevalence and basic characteristics of national policies that regulate food served through school meals across 193 countries, particularly by restricting the provision of categories, nutrients, or ingredients of nutritional concern. We gathered evidence from policy databases, grey literature, peer-reviewed literature, and primary policy documents. We included nationally mandated policies that included restrictions on categories, nutrients, or ingredients of concern served in school meals. Policies that were sub-national, voluntary, and/or did not include restrictive language were excluded from this review. Data was collected in research electronic data capture then extracted into Microsoft Excel and analyzed for policy frequency, prevalence by world region or country income group, and prevalence of certain policy characteristics. Globally, only 15% of countries were found to have a national-level policy restricting foods served through school meals in some capacity, including either nutritional or categorical restrictions. The majority of these policies were found in high-income countries, and no low-income countries had a policy meeting inclusion criteria. Policies in Latin-American and Caribbean countries limited the content of more nutrients of concern than in other regions. Although many policies included explicit guidelines to monitor implementation, few outlined mechanisms for policy enforcement. Future research should evaluate the impact of various school meal regulatory approaches, including implementation of similar policies at sub-national levels, and other elements that affect the impact of school meal programs, such as procurement, infrastructure, costs to school and to students and their families, and acceptability and consumption of foods provided.

ABSTRACT Faced with a significant devaluation of its currency and a surge in food prices, the Nigerian government prohibited the use of foreign currency for food imports. This essentially blocked the importation of numerous food items under the guise of stimulating the domestic output of these staples. Consequently, food prices in Nigeria increased despite a global decline in food prices, and the incidence and severity of food insecurity escalated. This study examines the changes in the types and severity of coping mechanisms for food insecurity resulting from the food price shock caused by the oil price crash, currency devaluation, and restrictions on foreign exchange. Nigeria's General Household Survey Panel data from 2012 and 2015, during periods of high oil prices, is compared with data from 2018 when oil prices had remained low, the currency had been devalued, and the treasury had been depleted. Alongside detailed descriptive statistics, logistic and hurdle regressions are employed for statistical analysis. Findings indicate a rise in the percentage of Nigerian households grappling with food insecurity from 2015 to 2018. During this period, 68.7% of households resorted to at least one coping mechanism, 31.8% adopted six or more coping strategies, and 43.2% resorted to severe coping strategies. The issue stems not primarily from natural disasters or conflicts but from a failure in macroeconomic and agricultural economic policies. Our findings confirm that these policies come at great cost, particularly to female‐headed households, single‐parent households, households headed by elderly people, and other vulnerable populations, pushing them deeper into food insecurity.

ABSTRACT The existing literature addresses the importance of food system disruptions and the risk of the global food crisis. However, there is insufficient understanding of response strategies and their effectiveness evaluations. This study offers a comprehensive introduction to China's food security policies and evaluates their effectiveness in enhancing the nation's risk resistance capability. Utilizing the Entropy Weight Method (EWM) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), we evaluated China's provincial food security resilience (FSR) from 2003 to 2020 and adopted the ArcGIS platform to map spatiotemporal trends. Our findings reveal significant improvements in FSR nationwide, with a notable average annual growth rate of 1%–5%. However, regional disparities persist, with higher resilience observed in eastern provinces compared to the west. The study emphasizes the effectiveness of China's food security policies, which have synergistically enhanced grain production, agricultural mechanization, and farmers’ economic conditions. The article offers policy recommendations aimed at bolstering China's FSR and challenges with global implications. Our study contributes to the broader discourse on global food security by offering a nuanced understanding of the effectiveness of policy interventions in a major agricultural economy.

Urban agriculture (UA) is increasingly recognized in policy and academic discussions for its potential to promote sustainable food systems and reduce food insecurity. Due to their proximity to citizens, local governments are well-positioned to advance these initiatives. However, the factors that drive governments in densely populated cities to develop UA policies remain relatively understudied, especially in the Global South. To address this gap, we employ a comparative case study approach based on key informant interviews and documents to examine how local government actors pursue UA policies in the Brazilian cities of Recife, Rio de Janeiro, and Curitiba. We find that certain municipal bureaucrats act as “policy entrepreneurs,” emerging as pivotal figures in creating, maintaining, and adapting municipal UA policies in Brazilian cities. These policy entrepreneurs use a number of strategies to advance their policy preferences, secure resources, and legitimize their actions within the public administration. These approaches include collaborating with civil society, forging partnerships within and outside of government, framing their proposals within international policy guidelines, and leveraging media coverage and external recognition. In doing so, policy entrepreneurs shape UA policies by introducing new programs, making them resilient to changes related to electoral turnover, and diversifying initiatives from direct government support for gardeners to, for example, incorporating UA into urban planning regulations. This article thus provides valuable insights for policymakers and underscores the crucial role of local government bureaucrats, particularly those acting as policy entrepreneurs, in shaping policies that contribute to making cities sustainable.

As social, environmental, climate change, and public health challenges mount, there is growing recognition that many of the roots of these con­temporary crises are to be found in the nature and trajectory of the dominant food and agricultural systems. Consequently, a growing number of Australian civil society organizations (CSOs) seek to engage in processes of food system governance to address concerns of health and wellbeing, sustainability, and resilience. This paper summa­rizes a case study that explored the characteristics, values, and activities of seven food-related CSOs and identified the factors that enable or hinder their work. The results revealed that while the abil­ity of CSOs to influence food system governance has been modest to date, some progress is being made, particularly regarding food systems govern­ance processes at the local government level, point­ing to the possibility of more participatory forms of local food system governance developing.

Policy decisions in public health require consideration and evaluation of trade-offs for which transparency and science-based evidence is needed. Improvement of decision-support tools is essential to help guide food policy decisions that promote healthy diets and meet the challenges of food systems without compromising food security, food safety, and sovereignty. Risk–benefit assessment of foods (RBA) is an established methodological approach designed to inform policy decisions within the area of nutrition and food safety. Despite methodological developments, translation of RBA findings into policies is still limited. In this context, a stakeholder workshop held in May 2023 gathered RBA experts and food regulators from Europe to identify the challenges, obstacles and opportunities in using evidence generated through RBAs to inform food policy decisions. A structured process was implemented to collect their views through online surveys, breakout groups, and plenary discussions. As a secondary objective, food regulators’ views on other approaches for holistic risk assessment fit for food systems analysis were also explored. This paper summarizes the main findings of the workshop and discusses policy implications and future perspectives to improve the area of RBA and its role in food policymaking.

Abstract Front‐of‐package nutrition labeling (FOPNL) is an important public health tool, and the introduction of harmonized FOPNL in Europe is one of the most ambitious food labeling changes in decades. Nutri‐Score (NS) has been considered for implementation across Europe. However, NS is subject to strong opposition, particularly from the food industry and some agricultural sectors (such as cheese and cured meat), but also from some nutrition scientists and public health professionals, which highlights that the system is not sufficiently aligned with food‐based dietary guidelines and the latest scientific literature. These concerns were recently addressed in a revised version of NS (NS2023), aiming to overcome the limitations of its predecessor (NS2021). Our aim was to assess whether these limitations were addressed and to investigate their alignment with dietary guidelines. A systematic literature review identified 20 limitations of NS, assigned to 3 groups (Food‐based, Component‐based, and Other Dimensions of Food Quality). Subsequent assessment of NS employed a large representative branded food database of 19,510 pre‐packed foods. Alignment with dietary guidelines was assessed based on agreement with the WHO Europe nutrient profile (WHOE). NS2023 was shown as notably stricter compared to NS2021 (7% fewer products received the higher grades A or B) and more aligned with WHOE (κNS2021 = .59, κNS2023 = .65). Overall, most (65%) of the limitations were addressed to some extent; these were mostly Food‐based limitations, followed by Component‐based, whereas the Other Dimension of Food Quality (processing, sustainability, portion sizes) remained mostly unaddressed. We can conclude that the revised NS2023 increased its potential for implementation across Europe. Our review identified all limitations, relevant or not, which were mentioned in the scientific literature. Therefore, some mentioned limitations may never be solvable in the scope of nutrient profiling. Others could be further addressed by adaptation of the visual presentation, but increased complexity of the labeling message would also reduce the potential of the FOPNL to support consumers in healthier food choices. Additional research is also necessary to explore the potential impact of the revised NS2023 on food reformulation and its perception among consumers.

With the growing health concerns of Industrial Trans Fatty Acids (i-TFAs) present in food, efforts are being made to eliminate these Trans Fatty Acids (TFAs) from food chain. Even after three decades of research which linked the i-TFAs and human health, getting rid of these from food supply chain is still a dream for major countries around the globe. Countries are struggling hard to convey the related scientific findings to the common public aiming to eliminate i-TFAs from food supply chain. Government and non-government organisations throughout the globe have implemented several regulatory measures to get rid of the Industrial i-TFAs from the diet. In the case of India, removing these TFAs from the food supply chain would need a multi-sectoral, proactive effort at the consumer and production levels. The paper aims to assess and give an overview of the i-TFAs to critically analyse the elimination efforts of i-TFAs from the dietary supply chain with a focus on India. The obstacles and challenges in the elimination process of industrial Trans Fatty acids from food chain are discussed which are relevant to the developing countries like India.

The neglect in the cultivation, utilization, and diverse edible indigenous crops (ICs) threatens food-nutrition security (FNS) and rural development. Here, we (i) profiled the socioeconomics, ethnobotanicals and factors influencing the decision to cultivate edible ICs among smallholder farmers and (ii) factors influencing the FNS status of the ICs farmers in rural communities in South Africa using descriptive statistics and Heckman's probit-selection model to evaluate the factors influencing the decision to cultivate ICs and FNS. In the study, the household dietary diversity score (HDDS) was 7.01 and the household's food insecurity access scores (HFIAS) was 4.40. In addition, the food security indicator shows that 40.60 % of the participants were food insecure. Taken together, these metrics shows a significant existence of food and nutrition insecurity among the participants. Additionally, the decisions to cultivate ICs among the participants was driven by the household size, access to seeds, produce market, perceived nutritional benefits of the ICs and proportion of land used for cultivation significantly affects FNS status of the participants. Overall, the cultivation of these ICs is important as their cultivation significantly contributed to the FNS of the rural communities. Policy interventions, targeted at improving the present land tenure pattern, awareness on the value of ICs and incentives for production as a means for stimulating wider acceptance, cultivation, and sustainability in South Africa was recommended.

The Gus Schumacher Nutrition Incentive Program (GusNIP) is a federally funded grant program that provides nutrition incentives-subsidies for purchasing fruits and vegetables (FV)-to Supplemental Nutrition Assistance Program (SNAP) participants. GusNIP currently advances nutrition equity by improving FV access for people with low incomes, yet inequities exist within GusNIP. We sought to identify inequities in GusNIP at the community, organization, partner, and individual levels and develop recommendations for farm bill provisions to make the program more equitable. In Spring 2021, a group of nutrition incentive experts (n = 11) from across the country convened to discuss opportunities to enhance equity in GusNIP. The iterative recommendation development process included feedback from key stakeholders (n = 15) and focus group participants with GusNIP lived experience (n = 12). Eleven recommendations to advance equity in GusNIP in the farm bill emerged across six categories: (1) increase total GusNIP funding, (2) increase funding and support to lower-resourced organizations and impacted communities, (3) eliminate the match requirement, (4) support statewide expansion, (5) expand and diversify retailer participation, and (6) expand program marketing. Including these recommendations in the upcoming and future farm bills would equitably expand GusNIP for SNAP participants, program grantees, and communities across the country.

This study investigates the relationship between political orientation, government change, and public satisfaction with food policies in the Republic of Korea. Utilizing data from the Consumer Behavior Survey for Foods (CBSF) conducted by the Korea Rural Economic Institute from 2020 to 2021, we employ fixed effects models to examine the impact of political orientation, the presence of a conservative government, and their interactions on satisfaction across various dimensions of food policy. We also analyze the change in satisfaction levels from 2020 to 2021 based on shifts in political orientation. The results reveal complex dynamics between political alignment, government performance, and public perceptions. While conservatives and liberals exhibit higher satisfaction with labeling policies, they show lower satisfaction with safety and redress policies. The presence of a conservative government is associated with higher satisfaction in specific policy areas but lower overall satisfaction. Changes in political orientation significantly influence policy satisfaction, with shifts away from conservatism and towards liberalism leading to decreased satisfaction. The findings highlight the importance of understanding the nuanced preferences of different political groups and the need for responsive and transparent food policy frameworks. This study advances the theoretical understanding of the political economy of policy satisfaction and provides novel policy implications for effective governance. [ABSTRACT FROM AUTHOR]

The link between school feeding programmes (SFP) and the promotion of healthy eating and health is being explored in studies performed in different countries. The coronavirus disease-19 pandemic has revealed flaws and weaknesses in contemporary food systems, with many school-age children experiencing food insecurity and hunger. There is intense debate among policymakers regarding whether government SFP should be universal or targeted. Countries such as Brazil and India, which have two of the most comprehensive universal free-of-charge programmes, have shown the benefits of SFP, including improved nutritional status, support for more sustainable food systems, attendance and academic performance. Background: High consumption of red and processed meat contributes to both health and environmental harms. Warning labels and taxes for red meat reduce selection of red meat overall, but little is known about how these potential policies affect purchases of subcategories of red meat (e.g., processed versus unprocessed) or of non-red-meat foods (e.g., cheese, pulses) relevant to health and environmental outcomes. This study examined consumer responses to warning labels and taxes for red meat in a randomized controlled trial. Methods: In October 2021, we recruited 3,518 US adults to complete a shopping task in a naturalistic online grocery store. Participants were randomly assigned to one of four arms: control (no warning labels or tax), warning labels only (health and environmental warning labels appeared next to products containing red meat), tax only (prices of products containing red meat were increased 30%) or combined warning labels + tax. Participants selected items to hypothetically purchase, which we categorized into food groups based on the presence of animal- and plant-source ingredients (e.g., beef, eggs, pulses), meat processing level (e.g., processed pork versus unprocessed pork), and meat species (e.g., beef versus pork). We assessed the effects of the warning labels and tax on selections from each food group. Results: Compared to control, all three interventions led participants to select fewer items with processed meat (driven by reductions in processed pork) and (for the tax and warning labels + tax interventions only) fewer items with unprocessed meat (driven by reductions in unprocessed beef). All three interventions also led participants to select more items containing cheese, while only the combined warning labels + tax intervention led participants to select more items containing processed poultry. Except for an increase in selection of pulses in the tax arm, the interventions did not affect selections of fish or seafood (processed or unprocessed), eggs, or plant-based items (pulses, nuts & seeds, tofu, meat mimics, grains & potatoes, vegetables). Conclusions: Policies to reduce red meat consumption are also likely to affect consumption of other types of foods that are relevant to both health and environmental outcomes. Noncommunicable diseases (NCDs) are the main cause of death globally (70%) and in the Region of the Americas (80%), and poor diets are a leading driver of NCDs. In response, the Pan American Health Organization (PAHO)/World Health Organization (WHO) introduced a set of evidence-based regulatory measures to help countries improve diets through the reduced consumption of processed and ultra-processed foods. This paper aims to describe the needs of and propose actions for key actors to advance these measures. A workshop was designed to assess member states' regulatory capacity. A thematic analysis was conducted to analyze regional needs, successes and challenges. Thereafter, the Government Capacity-Building Framework for the prevention and control of NCDs was used to examine findings. The findings were organized in two sets: (i) PAHO/WHO actions to support member states and (ii) key actors' actions to advance regulatory policies. The results show notable regulatory progress across the Region of the Americas. However, progress differs between countries, with opportunities to strengthen measures in most countries, mainly in conflict of interest management. The results identified important actions to strengthen the regulatory capacity of PAHO/WHO member states. To maximize momentum for these actions, timelines must be identified, and political commitment can be boosted by applying human rights-based and food system-wide approaches. [ABSTRACT FROM AUTHOR]
