2. China’s subnational policies and the performance of provinces towards meeting the UN’s Sustainable Development Goals.

- Abstract
China has recorded impressive economic achievements driving the structural transformation of its society. However, this transformation is marked by rising inequality, environmental pollution and stark provincial disparities. In 2015, the launching of the Agenda 2030 provided a common ground at the international level conceptualizing the United Nations’ Sustainable Development Goals (SDGs). This paper analyses the provincial performances towards the Agenda 2030 in the period 2015–19 by introducing the integrated sustainable development index cluster; convergence and econometric analyses are then used to explore synergies and trade-offs among SDGs. The empirical results capture the dynamics of sustainable development of China’s provinces and provide a clearer understanding of how policies may influence different the SDGs’ achievements, exploring the relationship between environmental versus different aspects of development. These results are used to draw policy recommendations that highlight the importance of identifying the appropriate mix of strategies to promote integrated sustainable development. The book reports the project for the regeneration of the Villa di Mondeggi Estate elaborated by the Metropolitan City of Florence with the support of the Departments of Architecture and of Science for the Economy and Business of the University of Florence, in implementation of the "Integrated Plans - M5C2 - Investment 2.2" within the framework of the National Recovery and Resilience Plan (NRRP). The project aims to increase the social and economic opportunities of the people who inhabit and will inhabit the entire metropolitan territory, with full respect for the environmental ecosystem and natural resources, with a special focus on young people. The book describes the cooperative governance process introduced to give meaning and design depth to this objective, to become a reference for possible practice of spatial and social regeneration, even beyond the borders of the metropolitan city of Florence.

- Abstract
Nowadays, development processes are also crucially embedded in diverse local and country contexts, with high diversity and heterogeneity of values, interests, policy ideas and discourses within the socio-economic infrastructure and policy networks of each society. Moreover, as the world cogitates about the post-2015 Sustainable Development Goals (SDG) Agenda, the importance of dealing with economic competitiveness, social inclusion, human rights and environmental protection were essential in the territorial level (UNDP, 2014). In these circumstances, the synergies between local development (LD) and Sustainable Human Development (SHD) will become more remarkable than ever before. The aim of this paper is to deepen the importance of the integrated territorial systems for SHD at the local level, based on the recognition that the SHD cannot be accomplished without the LD but neither without a coherent MLG setting., Hoy en día, los procesos de desarrollo están además insertados en distintos contextos locales y nacionales, caracterizados por una gran heterogeneidad de valores, intereses, ideas políticas y debates entre las infraestructuras socioeconómicas y redes políticas de cada sociedad. Además, a partir de las reflexiones en la Agenda de los Objetivos de Desarrollo Sostenible (ODS) post-2015, la importancia de enfrentar temáticas como la competitividad económica, la inclusión social, los derechos humanos y la protección ambiental fueron esenciales a nivel territorial (PNUD, 2014). En estas circunstancias, las sinergias entre el desarrollo local (DL) y el desarrollo humano sostenible (DHS) están haciéndose más notables. El objetivo de este artículo es profundizar en la importancia de los sistemas territoriales integrados para el DHS a nivel local, basado en la conciencia de que el DHS no puede lograrse sin el DL, pero tampoco sin un coherente ajuste de la gobernanza multinivel., Aujourd’hui, les processus de développement sont également insérés dans différents contextes locaux et nationaux, caractérisés par une grande variété de valeurs, d’intérêts, d’opinions politiques et de débats entre les infrastructures socio-économiques et les réseaux politiques de chaque société. Également, à partir des réflexions sur l’Agenda des Objectifs de Développement Durable (ODD) post-2015, l’importance d’aborder des questions comme la compétitivité économique, l’inclusion sociale, les droits humains et la protection environnementale furent essentiels dans le niveau territorial (PNUD, 2014). Dans ces circonstances, les synergies entre le Développement local (DL) et le Développement Humain Durable (DHD) sont devenus plus remarquables. Le but de cette article est d’examiner l’importance des systèmes territoriaux intégrés pour le DHS localement, sur la base de la prise de conscience de que le DHD ne peut être atteint sans le DL, mais pas sans un ensemble cohérent de gouvernance aux plusieurs niveaux.

Today, Mediterranean marginal territories are facing tremendous challenges but at the same time they have relevant endogenous resources, which are often underutilized and unexploited and that could be pivotal for the strategic recovery and economic and social development of the whole European territory. In the last decades, they have been characterised by a progressive abandonment in favour to urban areas, with consequent high social costs such as the hydrogeological instability, degradation and soil erosion. This research investigates the potential active role of Mediterranean "marginal territories" with respect to the re-formulation, adaptation, interpretation and implementation of the European development policies. The paper aims to verify the idea that Mediterranean marginal territories, in the sense of weak, mountainous and inland, could take part at the construction of their own development trajectories and actively contribute to the harmonious development of Europe, creating new jobs opportunities and stable development patterns. Moreover, the paper aims to formulate policy implications and strategies for the studied areas and for Mediterranean marginal territories more in general. The structure of this paper starts from general theoretical arguments and a short description of European policies for development; it follows with the diagnostic analysis of three local territorial contexts - i.e. Casentino (Italy), Algarve (Portugal) and Corse (France) - and then it comes back on the general European issues proposing implications and lessons learnt in the analysis of the development processes at the local level.

The 2030 Agenda for Sustainable Development has now been set and provides a clear framework for the vast majority of development initiatives and actions that will follow over the next 15 years in any country in the world. The effectiveness of development strategies for achieving such goals and reducing multidimensional forms of poverty and inequality is not just about deploying resources; it is also about improving governance processes and mechanisms. Although it is clear that development effectiveness plays an important role at the national and international levels, the role it plays at the local level is less well recognised and typically lost in debates on sustainable development. More space needs to be devoted to action at the local level for tackling poverty and inequality. Once the multifaceted and multidimensional nature of poverty and inequality are recognised, we believe it becomes self-evident that it is necessary to move beyond their characterisation as global or national phenomena by focusing also on their distinctive local features within the primary context in which people live and interact. The general objective of this paper is to describe the position of Oxfam and ARCO on how local governance processes can play an important role in the implementation of the 2030 Agenda for Sustainable Development. In particular, we emphasise the importance of enabling local actors to lead and influence policy action and practices within a system of multilevel relations, in order to address multidimensional poverty and inequality. It is important to have a common understanding and framework on local governance to ensure it gains a central position within the development debate and can more effectively influence social change for human flourishing.
