Norwegian early childhood education and care organizations are marked by tensions. These tensions are rooted in the social mandate, in recent changes in the ownership structure and in increased competition. The challenges that these changes pose to ECEC organizations and leadership need further exploration. This two-tiered article first analyzes these changes using the notion of the hybrid organization. Building on existing regulations, policy documents, previous research, and available statistics, the analysis takes a particular interest in organizational goals and missions and argues that organizational hybridity is a central feature of ECEC organizations. The analysis relates hybridity to governing mechanisms. Second, the article discusses the consequences of hybridity for ECEC directors. The inherent tensions generated by potentially conflicting missions are discussed in relation to internal and external leadership. The article aims to contribute a new perspective on organizations and leadership in Norwegian ECEC research.

This study presents the Italian practitioners' perspective on the inclusion of children with disabilities in ECEC. Historically, Italy had a split system (0–3 and 3–6 divisions); only recently was the ZeroSix Integrated System established. Seven 0–3-division educators and seven 3–6-division teachers were interviewed. Their responses were analysed through a deductive content analysis, based on the eight dimensions of inclusion proposed by the European Agency for Special Needs and Inclusive Education (2017). The themes which were mainly mentioned as crucial for promoting inclusion were a child-centred approach; inclusive teaching and learning environment; inclusive social environment; and family-friendly environment. These same dimensions were also said to be challenging, together with the implementation of materials for all children. The strengths and weaknesses in inclusive processes partly differed between the two divisions. This study enriches the literature investigating how practitioners implement inclusive practices in ECEC, also analysing the differences between the 0–3 and the 3–6 divisions. [ABSTRACT FROM AUTHOR]

This article explores preschool principals’ leadership agency when enacting a new curriculum, looking at how they perform their role, how they organise their work and what challenges they face in the process. Drawing on the concept of agency, this case study focuses on the principals’ positions, practices, opportunities and limitations as well as their construction of agentic leadership. The data collection consists of in-depth, semi-structured interviews with 16 preschool principals working in a large Swedish municipality. The analysis of the material has taken place through thematic coding and interpreted through the lens of agency; the results show how the cultural, structural and material aspects of each preschool influence the enactment of the curriculum and shape the principals’ agentic capacity. Both time and context provide a framework for these principals’ enactments of a new curriculum within the specificities of their particular preschools and their own ambitions for the future. The principals’ discursive positionings are both filtered through these aspects and constructed on the basis of values and ideas about their own role and the role of staff. In addition, they underpin how the principals describe themselves as leaders and how they view their opportunities to act in an agentic manner.

The notion of "professional" is built on a concept of traditionally male professions and patriarchal social orders. ECEC (early childhood education and care), however, is a female-dominated field characterised by its unique caring practice. This study investigated how a group of Australian early childhood preservice teachers presented themselves professionally on social media, in relation to respective infant (0-2) and kindergarten (3-5) practica. Data were drawn from focus group discussions about how the participants shared their practicum experiences on Instagram. The paper is guided by Foucault's concepts of self writing. Findings are organised around four themes of selfwriting processes: collecting, selecting, annotating, and managing time and tasks. Two narratives are revealed. In the context of the kindergarten placement, the posts constituted a journey of continuous improvement against all odds. In contrast, the infant placement experiences evoked a sense of struggle and renunciation. The paper concludes with implications for further study beyond the Australian context. The professionalization of preschool teachers is considered an important factor for ensuring and improving the quality of interactions and relationships. Findings on associations between teachers’ professional competencies and the quality of interactions and relationships in preschools are not only inconsistent in general but also rare for early childhood education and care (ECEC) in Austria. Therefore, the aim of this study is to address this research gap by considering interaction quality at the child level (measured with the inCLASS) and preschool teachers’ perceptions of the teacher– child relationship (measured with the STRS). A sample of 287 children from 89 Austrian preschools was examined. After including control variables, the results of regression analyses revealed that preschool teachers’ beliefs on co-construction were negatively related to task orientation, whereas their beliefs on instruction were positively related to task orientation. Furthermore, preschool teachers’ work engagement was positively related to conflict interactions. Regarding teacher–child closeness, a positive association with preschool teachers’ work engagement was found. Results on teacher–child conflict showed a positive effect of preschool teachers’ beliefs on instruction and negative effects of teachers’ beliefs on co-construction and their self-efficacy. The aim of this essay is to address the so-called male shortage in early education and teaching professions, through an interdisciplinary frame. Critical studies on masculinities and literature on role models in schools are here in dialogue with pedagogical perspectives on hidden curriculum studies and inclusive education theory. The paper describes a theoretical framework of a research proposal aimed at investigate whether a more diverse teaching staff may increase inclusion in education, understood as the never-ending commitment to developing better ways of responding to diversity. Although international literature is quite attentive to minority teachers, the Italian scenario does not look so rich of theory or empirical study. While reframing the male shortage definition in an intersectional framework, including gender identity and performance perspective, but also considering ethnicity, (dis)ability, religious back ground, I intend to investigate if a diverse teaching staff may challenge the mainstream curricula and increases the level of inclusiveness of schools in a diverse society.

This article explores the current situation of outdoor play for children in Sámi Early Childhood Education and Care institutions (ECECs) in Norway. The main objective is to discover how Sámi ECEC practices contribute to outdoor play and learning in early childhood education and community contexts by addressing the following research questions: How do Sámi ECEC staff emphasize outdoor activities and play in their daily practice, and how can these activities be regarded as a way of promoting mental and physical health and well-being? The sample comprises practitioners from seven Sámi ECEC institutions (ECECs) participating in focus-group and individual interviews. The main focus of the interviews was on Sámi ECECs as health-promoting arenas, and outdoor activities appeared to be important in this context. Stepwise-Deductive Induction was used as a qualitative research strategy in the analysis. The staff underline the importance of letting children attempt to be autonomous when it comes to physical and practical activities. They point to the importance of knowing the children and encouraging autonomous achievements. Traditionally, Sámi upbringing places emphasis on doing handicraft and daily work together with the children. The staff describe doing such daily outdoor activities as harvesting, handicraft, and food preparation together with the children as a way of maintaining Sámi culture. The main conclusion is that outdoor activities are important for promoting, experiencing, and contributing to Sámi pedagogy and children’s well-being in the Sámi ECECs.

Our aim is to investigate how Sámi early childhood education and care institutions (ECECs) contextualise their work to support psychosocial well-being among children aged 4–6. We have conducted seven qualitative interviews among ECEC educators. Using Stepwise Deductive Induction (SDI) analysis we found that Sámi ECECs contextualise their work to support psychosocial well-being among children by constantly balancing between dealing with the possible consequences of Norwegianisation and the assimilation process from the past and highlighting Sámi culture in a positive way. In practice the staff try to support the children’s positive sense of self, recognition and feeling a sense of belonging to the Sámi culture. They also strive to contextualise Sámi practices in terms of today’s society and adjust to the present group of staff, children, and parents to ensure the children’s well-being.

Language awareness and multilingualism in early childhood education has received much attention in recent years. The aim of this article is to shed light on challenges and tensions in supporting multilingualism in a minority language ECEC setting in Finland. Of special interest are situations where children not yet proficient in Swedish or Finnish are included or at risk of being excluded. The study was conducted in Southern Finland where many children attending Swedish ECEC come from bilingual Finnish-Swedish homes. The qualitative data consists of interviews with 74 teachers and staff working in 18 Swedish ECEC. Also, participant observations of children aged 3–5 interacting with peers were conducted. The results show that children are aware of language differences and use language as a means for inclusion and exclusion of peers during play. The high degree of freedom in children’s free play, without the participation of adults, makes it difficult for staff to create a common praxis or linguistic strategies. Furthermore, the results indicate that ECEC staff need more guidelines on how to actively support the children’s development of Swedish while supporting children’s bilingualism or multilingualism.

Christmas plays an important role in kindergartens in all the Nordic countries. While for many, Christmas is a time for belonging, for others it is a time for withdrawal or longing. This article applies ethnographic data to examine how staff and children manage Christmas in the context of a religiously diverse Norwegian kindergarten. Describing how Christmas dominates the kindergarten from late November and through December, I analyze how this affects children's practices, narratives, and opportunities to belong. Building on Yuval-Davies' concept of the politics of belonging, I develop a typology of four interrelated ways of navigation: identification, silence, separation, and imagination. This typology illuminates how children may be affected by the politics of belonging, but also how their agency and creativity lead to different ways of navigation, influencing processes of belonging. By providing a child-centered perspective on belonging, this article provides an empirically based contribution to discussions about inclusivity relating to religious and cultural diversity in ECEC. This article explores the tensions arising in the integration process of refugee children in Norwegian early childhood education and care (ECEC) centers. ECEC centers have become important arenas for integrating refugees, particularly in light of the refugees’ obligation to participate in Norway’s introduction program. For many refugee children, ECEC centers are the first public institutions they encounter, where they learn about norms and values outside of their homes. Using institutional ethnography as the inquiry method, data were gathered using semi-structured interviews with ECEC professionals, focusing on how they interact with refugee children and carry out everyday integration work. The article adopts Elias’ “civilizing process” as the overarching analytical concept. The findings reveal that the integration of refugee children involves tensions in negotiating language, civilizing children in relation to Norwegian ideals of childhood, and civilizing parents in relation to the Norwegian cultural ideal of parenting. The study uses the term "green sustainability" to refer to the concept of caring for nature, the environment, and the earth's climate in ways which meet basic human needs and preserve them for future generations. The data are generated from six focus groups conducted in 2020. The sample is comprised of 23 kindergarten teachers representing six kindergartens. Analyses of the data material revealed the following theme-based categories: 1) digital, multimodal resources, 2) experiences in nature, 3) from farm to fork, 4) sorting garbage and food waste, and 5) avoiding waste. The findings indicate that existing practices are largely in accordance with longstanding traditions within the kindergartens. The study also indicates that there is a need for critical and reflective practices to meet the needs of children in developing a nascent understanding of sustainable development. Currently, 21st century skills that can be applied to sustainability challenges include critically evaluating different pieces of information, connecting knowledge, collaborating creatively, and communicating across disciplines. This review concerns how quality in ECEC is thematized and examined in Norwegian research published in 2010–2021. The review contributes to developing relevant professional knowledge and insight into what quality in ECEC is, should be or can be. A systematic scoping review includes 97 empirical studies of quality in the Norwegian ECEC context. The results show an increase in studies addressing quality after the year 2017. Most studies use interviews and observations, i.e., qualitative data. Research based on quantitative studies mainly applies to questionnaires, whereas multi-method designs occur with the third greatest frequency. The majority of the studies are descriptive or explore relationships. A few studies concern method development, interventions or reviews of the literature. ECEC staff and ECEC teachers are the most common informants. Two-thirds of the studies included were published in English, and only one-third were published in Norwegian. Thematically, process quality emerges as the most studied dimension of quality, dominated by investigating the aspect of staff–child interactions. About one-third of the studies investigate structural quality, with most attention paid to the physical environment and the organization of the ECEC provisions. Less research is directed at result (outcome) quality and curriculum quality. This overview contributes to increased knowledge about how quality is understood and used in research, as an essential prerequisite for creating a safe and sound everyday life for children in ECEC. Abstract Background The creating healthy eating and active environments survey (CHEERS) is an audit tool used to assess the nutrition and physical activity environment in early childhood education and care (ECEC) centres. Availability of the tool has been limited to paper-based versions. Digital health initiatives offer improved reach and immediacy of support for community-based clients through novel technology products. In order to provide increased access to the CHEERS tool, an online version was developed. The objective of this study was to assess the reliability of an online version of CHEERS. Methods Utilizing a randomized crossover design, ECEC educators completed either a paper-based or online-based survey and then the opposite mode with a two to three-week interval. The intraclass correlation coefficient (ICC, with 95% confidence interval) was used to determine the reliability between test and retest. Absolute index of reliability in the original measurement was assessed through the standard error of measurement (SEM = SD × √1-ICC). The smallest amount of change not due to inherent variation was assessed by determining minimal detectable change at the 95% confidence level (MDC95 = SEM × 1.96 ×√2; MDC95% = MDC95/mean ×100). Results Test–retest reliability was good to excellent for the online-based CHEERS total score (ICC = 0.86) and for each of the four subscales: food served (ICC = 0.82), healthy eating environment (ICC = 0.76), program planning (ICC = 0.76), and physical activity environment (ICC = 0.79). The SEM, MDC95, and MDC95% for the CHEERS overall score were 0.79, 2.19, and 9.6%, respectively. Conclusions The results of this study demonstrate that the online-based and paper-based versions of the CHEERS audit tool share comparable accuracy. The CHEERS tool can be reliably implemented in an online environment and this provides users an alternative means to complete the centre-based health assessment. The advantage of the online-based version includes user accessibility and the potential to develop a feedback response for participants using digitally collected data.

In this study, the use of the term movement in the Framework Plan for the Content and Tasks of Kindergartens (hereinafter, the “framework plan”) was investigated. Movement is understood as crucial for the core values in the framework plan, as it creates the base for children’s play, exploration, learning, care, and formative development. Through a document analysis, this enquiry examined whether the use of the term movement in the framework plan supports the steering document’s focus on the intrinsic value of childhood. This enquiry was guided by the research question, “How is the term movement outlined and used in the Framework Plan for the Content and Tasks of Kindergartens?” The analysis consisted of a word search, identifying how often, when, and in relation to what the term was used. Furthermore, this article discusses the implications of the use of the term for the underlying understanding of movement in children’s lives. We postulated that providing a clearer rationale for meeting, celebrating, and working with different approaches to movement in the framework plan could create a more substantial base for didactic designs and further research focusing on movement not only as motor skills but also as exploration, participation, communication, and a kinesthetic way of understanding oneself and one’s surroundings.

Movement and physical activity (MoPA) are critical to children's health and development. Many children aged 1–5 years are enrolled in Early Childhood Education and Care (ECEC) in Sweden, and high expectations are placed on educators to deliver education of sufficient quality to support children's development. The aim of the 18-month-long action-based study was to investigate how 88 ECEC educators in five preschools perceived and experienced the priority and teaching of MoPA. The educators planned and implemented MoPA sessions among children. They filmed sequences from the sessions, which were shown in the focus groups and were the starting point for the collegial discussions. Content analysis of the focus group discussions revealed three themes: Teaching aspects; Educational aspects; Structural aspects, with associated subthemes. During the project with the trial-and-error MoPA teaching, the educators detected insufficient PCK to teach MoPA and that teaching was often replaced with free play. Increased metacognition made the educators aware of children's different MoPA levels and that free play did not always increase all children's skills. The perceived insufficient pedagogical content knowledge to teach MoPA was perceived as a troublesome barrier for promoting MoPA. During the project, the educators' metacognition about MoPA increased, which made the educators aware of children's different MoPA levels and that free play did not always increase all children's skills. Despite of increased metacognition, most of the educators were not ready to leave their comfort zones and were not open to extra work or effort when it came to MoPA. However, the educators demonstrated the need for improved education in MoPA in early childhood teacher education, as well as the need for continuous education for working educators in ECEC to enhance the pedagogic content knowledge for adequate teaching in MoPA, which is important for children's present development and future health.

I studien undersøker jeg hvorfor enslige kvinner som har fått barn ved hjelp av en sædgiver, velger å orientere barnehagen om sin bruk av donor, og hvordan de informerte om det. Totalt 29 av de 33 mødrene valgte å orientere barnehagen. Hovedgrunnen til å være åpne var å få anerkjennelse for sin familieform, at barnehagen skulle kunne besvare spørsmål fra barnet deres og andre, og å støtte barnets opplevelse av sammenheng. Mødrene informerte aktivt, både skriftlig og muntlig. Både ansatte, barn og foreldre fikk informasjon.

A systematic scoping review includes 97 empirical studies of quality in the Norwegian ECEC context. The results show an increase in studies addressing quality after the year 2017. Most studies use interviews and observations, i.e., qualitative data. Research based on quantitative studies mainly applies to questionnaires, whereas multi-method designs occur with the third greatest frequency. The majority of the studies are descriptive or explore relationships. A few studies concern method development, interventions or reviews of the literature. ECEC staff and ECEC teachers are the most common informants. Two-thirds of the studies included were published in English, and only one-third were published in Norwegian. Thematically, process quality emerges as the most studied dimension of quality, dominated by investigating the aspect of staff–child interactions. About one-third of the studies investigate structural quality, with most attention paid to the physical environment and the organization of the ECEC provisions. Less research is directed at result (outcome) quality and curriculum quality. This overview contributes to increased knowledge about how quality is understood and used in research, as an essential prerequisite for creating a safe and sound everyday life for children in ECEC.

This study is a qualitative study, based on group discussions reported from two workshops involving headteachers and pedagogical leaders in three kindergartens in Norway. The result shows the viewpoints of kindergarten teachers concerning quality in the development of play and learning environments in kindergartens. What the kindergarten teachers (headteachers and pedagogical leaders) highlight is the facilitation of an inspiring play and learning environment, leadership and collaboration, the role of adults, the participation of children and employees, as well as the importance of documentation in terms of reflection and the development of pedagogical practice. What appears is a child-centred value base, focusing on the staff, who facilitate and support the children. In essence, the process quality is highlighted and described as essential for developing quality in the play and learning environment in the kindergarten, though structural, content, and result quality are also affected. The structural conditions seem to have received increased attention due to the changes experienced in kindergartens after the Covid pandemic and the restrictions that followed. These changes seem to provide new perspectives on the value of cooperation, the opportunity for collective reflection and the importance of process work, all of which have been indicated by informants and the research field as essential to ensuring good quality in the kindergarten. The current study sought to validate a practicably short play behavior survey for kindergarten teachers (N = 18) and compare the reported behaviors to the executive functions (EFs) of their 443 Russian kindergarteners (M age = 78.6 months; SD = 4.04). Research Findings: The factor model with satisfactory construct validity and internal consistency included three factors: leadership, play preferences and rule conformity. Analyses provide partial support for Vygotsky's theory that play supports EF development, but particular behaviors were related to different EF components. However, kindergarteners exhibiting more leadership, preferences and conformity overall rated higher on most EF components. Practice and Policy: These findings do not support the theory that play skills improve unidirectionally with age and EFs, suggesting particular profiles of types of players and complex changes with age. The aim of the SAGA project is to support children's social-emotional development and teacher mentalizing by promoting regular shared story-book reading with mentalizing dialogs in early childhood education and care (ECEC) centers. Reading picture books in the first language (L1) before rereading them in the second language (L2) is assumed to be beneficial for young dual language learners (DLLs). This pilot study examined how sharing digital picture books in L1 or L2 at home before reading them in L2 in kindergarten affected L2 book-specific vocabulary learning and story comprehension. Participants were 14 three- and four-year-old children who spoke Polish at home and learned Norwegian as their second language. Even when DLLs were less advanced in L2, reading first in L1 was not advantageous for L2 vocabulary learning. Characteristics of caregiver–child interactions during the reading of digital picture books in L2 may explain why home reading in L2 was more beneficial than reading in L1 for less proficient young L2 learners.

La definizione delle peculiarità che caratterizzano la struttura del coordinamento pedagogico è intrinsecamente connessa alle potenzialità di sviluppo dei servizi “zerosei” e all’opportunità di innescare processi di riflessione e di rielaborazione circolari delle organizzazioni, garantendo nuovi e diversificati modelli di accompagnamento sociale e culturale. Il presente contributo intende descrivere nel dettaglio, attraverso un’analisi puntuale dei documenti normativi, il ruolo, le funzioni e le competenze del coordinatore pedagogico all’interno del sistema “zerosei”. A tal fine, il contributo dà conto dello sviluppo storico che ha accompagnato il configurarsi di tale professionalità e del dibattito inerente ai possibili sviluppi futuri. Ci si pone inoltre l’obiettivo di ridefinire tipologicamente la figura del coordinatore pedagogico all’interno delle dinamiche gestionali di innovazione e cambiamento possibili attraverso la coprogettazione tra servizi e territorio.

This article presents playful activities undertaken with children during the three years of the BRIDGING project. The authors try to show the pupils' participation expressed through play in its different types. During the implementation of the project activities, it was important to have the attentive presence of adults who showed direction and tried to always remind children as well as other partners (from partner institutions) about the purpose of the playful activities. However, the educators did not show ready-made solutions and allowed the children to express their own opinions, to be creative and to work on their own, and to have fun. The cooperation of adult participants in the project - teachers, tutors and university lecturers - enriched the project with a diverse perspective on children's activities, play and the issue of participation. The implementation of the BRIDGING project in Poland became an opportunity to develop the idea of equal involvement of adults and children. This idea has been disseminated in the local community, firstly among parents, and also among other people involved in the project through activities (including play activities) undertaken during the project. Children who experience well-being are engaging more confidently and positively with their caregiver(s) and peers, which helps them to profit more from available learning opportunities and support current and later life outcomes. The goodness-of-fit theory suggests that children's well-being might be a result of the interplay between their temperament and the environment. However, there is a lack of studies that examined the association between children's temperament and well-being in early childhood education and care (ECEC), and whether this association is affected by ECEC process quality. Using a multilevel random coefficient approach, this study examines the association between toddlers' (N = 1,561) temperament (shyness, emotionality, sociability, and activity) and well-being in Norwegian ECEC and investigates whether process quality moderates this association. Results reveal an association between temperament and well-being. Staff-child conflict moderates the association between shyness and well-being, and between activity and well-being. Moreover, high emotional behavioral support moderates the association between activity and well-being. Extra attention should be paid by the staff to these children's needs. [ABSTRACT FROM AUTHOR]

Abstract Background A growing body of evidence suggest that the children’s physical activity (PA) level in early childhood education and care (ECEC) settings are insufficient. Since most children attend ECEC settings for many hours on most days of the week, and these institutions reach children across the socioeconomic spectrum, the ECEC settings may serve as an ideal avenue for increasing physical activity level, reduce sedentary time and enhance the overall health of young children. This paper investigates the effectiveness of the “Active Kindergarten – Active Children” study to increase children’s PA level and reduce sedentary time within the ECEC setting. Methods Accelerometers were used to asses PA and sedentary time. A total of 116 three to four-year olds took part in a randomised controlled trial in 11 ECEC settings. Participants were cluster-randomised, by ECEC setting, to either a 12 week staff-led and expert-supported intervention or a waiting list control group. Results The intervention group increased time spent in moderate- and vigorous intensity PA by 10 min/day (95% CI = 3, 18; P = 0.01), took 1909 more steps per day (95% CI = 1130, 2688; P < 0.01) and reduced sedentary time with 14 min/day (95% CI = − 27, − 1; P = 0.04) compared to the control group. The intervention group had a 2.4 higher odds (95% CI = 1.05, 5.7; P = 0.04) of meeting the PA recommendations compared to the control group at follow-up. Conclusions Our results show that a flexible staff-led and expert-supported multicomponent PA intervention can increase total PA level, moderate- and vigorous intensity PA and reduce time spent sedentary in three to four-year old children during their stay in ECEC settings. Firmly planted in the Nordic tradition, policies that guide practice in Norwegian kindergartens emphasize a holistic approach that integrates care, play and learning and promotes well-being and development through relationships and experiences in the natural environment. While the holistic approach enjoys support both politically and within the profession, a political call for increased learning has resulted in a number of programs embracing school-based methods of learning infusing the field. The aim to increase learning has increasingly relied on a concept of learning that is the result of intentional pedagogic practice and high quality engagement between educators and children. This understanding of learning does not embrace learning related to children as biological beings in a vital phase of growth; that occurs outside of situations crafted to be learning situations. In this article, we address learning as a biological and social phenomenon, and consider how schoolchildren’s recollections of life in kindergarten can shed light on how and what children learn in the unique learning environments of Norwegian kindergartens. Our approach offers an opportunity to understand what holistic learning in ECEC can mean for children as biosocial beings.
