Contributions in this thematic issue focus explicitly on citizens and their online engagement with European politics. For social media research in the European Union, citizens remain an understudied actor type in comparison with political elites or news organizations. The reason, we argue, is four key challenges facing social media research in the European Union: legal, ethical, technical, and cultural. To introduce this thematic issue, we outline these four challenges and illustrate how they relate to each contribution. Given that these challenges are unlikely to dissipate, we stress the need for open dialogue about them. A key part of that involves contextualizing research findings within the constraints in which they are produced. Despite these challenges, the contributions showcase that a theoretical and empirical focus on citizens’ social media activity can illuminate key insights into vitally important topics for contemporary Europe. These include civic participation, institutional communication, media consumption, gender inequality, and populism.

This publication is the Proceedings of the 29th EG-ICE International Workshop on Intelligent Computing in Engineering from July 6-8, 2022. The EG-ICE International Workshop on Intelligent Computing in Engineering brings together international experts working on the interface between advanced computing and modern engineering challenges. Many engineering tasks require open-world resolution of challenges such as supporting multi-actor collaboration, coping with approximate models, providing effective engineer-computer interaction, search in multi-dimensional solution spaces, accommodating uncertainty, including specialist domain knowledge, performing sensor-data interpretation and dealing with incomplete knowledge. While results from computer science provide much initial support for resolution, adaptation is unavoidable and most importantly, feedback from addressing engineering challenges drives fundamental computer-science research. analyzes globalization-related conflict in the UNGA and the European Parliament. These two ‘strong publics’ feature debates on issues related to the permeability of borders and are directly tied to important centers of decision-making in global governance. The findings show a powerful cosmopolitan presence in both assemblies. The EP also features more communitarian counter voices. An indepth analysis of the partisan nature of debate in the EP and the difference between directly elected Members of the EP and appointed European Commissioners lends strength to the hypothesis that electoral accountability strengthens the presence of communitarian voice in supranational arenas. Direct elections and proportional representation appears to increase the presence of communitarians in global governance. This finding implies that cosmopolitan democrats face a difficult trade-off. They can democratize global governance, but it will likely come at the price of less cosmopolitan policies made in international institutions. Alternatively, they can pursue cosmopolitan policies, but only if they limit the democratic accountability of key global governance institutions.

Compares cosmopolitan versus communitarian issue positions by mass publics and elites across our study. We investigate whether there is an attitude gap between elites, who tend to adhere to cosmopolitan positions, and mass publics with more communitarian leanings. Contrasting mass opinion surveys with results from our own elite survey, we show that the mass-elite divide on globalization issues is indeed pervasive and found in all five countries of study. We consider both economic causes in the shape of diverging material interests and cultural ones, the latter pointing towards cultural capital and symbolic boundaries defining transnational cosmopolitan class consciousness. The results align more with the cultural than with the economic explanation. Political elites in the five countries display convergent cosmopolitan positions across issues as varied as international trade, climate change, migration and supranational integration. Mass publics are much more divided on these issues. Also, education alone does not explain the mass-elite gap because the elites are still significantly more cosmopolitan than highly educated members of mass publics, even within the same country.

Research on policy responsiveness of the European Union has adopted the systemic model from national contexts. This focusses on the static congruence or the dynamic adaptation of aggregated policy output and similarly aggregated public opinion. Approaches in this vein provide relevant insights and uncover a surprising degree of EU responsiveness. Yet, this debate contribution argues that they only insufficiently capture indirect accountability chains and the emerging challenges of public EU politicization and mediatization. We establish the need for procedural perspectives that addresses how the different EU institutions perceive and digest public opinion and subsequently influence it through communication. To further this research agenda, we sketch the contours of a procedural model by highlighting possible variation at the input, throughput and output stages. Going full circle, we suggest, allows us to better understand the responses to public opinion and their wider implications for the societal acceptance of the unfinished supranational polity.

In England, there is a longstanding and increasing undersupply of both affordable and open-market housing. Around three quarters of all new homes in the UK are currently built speculatively by the developer-led private housing sector. However, demand for self-build housing is growing. Concurrently, there is also a need to address the sustainability of homes, which represent 29% of final energy consumption in the UK. There is a clear imperative to develop business models within the construction sector in which both social and environmental sustainability are inherent. The aim of this paper is to explore professional and expert opinions on the suitability of group self-build housing as a development model for zero carbon homes. A Policy Delphi study was conducted both at a national level in England and at a regional level in South West England. In this iterative, non-contact research method, online questionnaires were used to gather data from the same panellists over three rounds. Panellists were drawn from seven groups: public sector, specialist groups/experts, housing associations, housing developers, designers, contractors, and financial institutions. The findings highlight that the panellists believe that group self-build is well suited as a development model for the delivery of zero carbon homes and sustainable communities. The advantages identified include: energy efficiency, affordability, quality, innovation, and sustainable communities.

Advocates of a global democratic parliament have expressed hopes that this would not only legitimize global governance in procedural terms, but also bring about more cosmopolitan policies. They point to the European Parliament as an example of a successful real existing democratic parliament beyond the state with cosmopolitan intent. We analyse plenary debates in the United Nations General Assembly and the European Parliament about the issues of climate change, human rights, migration, trade and European integration between 2004 and 2011 to study the nature of opposition to cosmopolitanism within these two assemblies. We find more vocal and better-organized opposition to cosmopolitanism in the European Parliament than in the United Nations General Assembly. We demonstrate the plausibility that direct and more proportional mechanisms of delegation and accountability in the case of the European Parliament account for this observed difference. Should further research confirm these initial findings, advocates of a global democratic parliament may find that an empowered democratic World Parliament would support less cosmopolitan policies than the current United Nations General Assembly.
